As Wellsville slows, Olean’s Dresser-Rand operations appear strong
By BOB CLARK
OLEAN — As work continues to wind down at the former Dresser-Rand facility in Wellsville, the Siemens-owned DresserRand operation in Olean continues to see high work loads. The facility in Wellsville, under the control of CurtissWright since 2018, is on schedule to close early in the new year, said Craig Clark, executive director of the Allegany County Industrial Development Agency. “The major part of production will be closing down in the spring,” Clark said. Some of the roughly 250 workers at the facility will continue employment locally. As many as 50 Curtiss-Wright employees will be housed in a new location in the area, while others are to be under the Siemens umbrella. “Some of the engineering and support staff will be moving to Olean,” Clark said, with others set to telecommute. “They’re keeping their commitments to keep those people employed here.” As of Sept. 30, around 20% — 76,000 — of the Siemens employees were employed in the Americas. According to Siemens’ annual report issued Dec. 4, the company reported 22.1 billion euros — about $24.6 billion — in sales for the fiscal year ending Sept. 30, down from 28.19 billion euros the year before. Siemens Gas and Power,

which includes DresserRand, saw revenue decrease 3% to 17.66 billion euros, while the adjusted earnings before interest, taxes and amortization came in 6% lower than in 2018, with a 3.8% adjusted EBITA margin. However, the division saw 19.98 billion euros in new orders in 2019, up 7% from 2018. “Oil and gas markets developed positively in fiscal 2019, driven by a recovery in liquefied natural gas,” the annual report states. “They are expected to grow again in fiscal 2020, driven by the liquefied natural gas and upstream markets. Both markets for offshore and onshore exploration are anticipated to recover
further based on a growing number of expected project approvals. Pipelines, downstream, and oil and gasrelated markets are expected to remain stable in fiscal 2020.” That has equated to more work for the Olean facility, with the company continuing to recruit new workers through job postings. Along with staff transferred to Olean for engineering and support jobs from Wellsville, dozens of production workers who have been laid off in Wellsville have taken up employment in Olean, according to employees at the plant. Workers report 10- and 12hour shifts for some workers and projects scheduled into 2021 at the current time.
On the website www. jobs.siemens-info. com, there were 26 job postings listed for Olean as of Friday afternoon. Manufacturing jobs include sub assemblers, machine operators and supervisory roles. Engineering, finance, logistics and management positions are also posted. Olean Mayor Bill Aiello said he is encouraged by the status of the manufacturer in the city. “I’ve noticed they’re shipping again — the big trucks with equipment on them,” he said. Aiello said he last spoke with management at the firm about a month ago. “They said they were holding steady — and then I saw they were shipping

again,” Aiello said. “Whenever you see that, that’s a good sign.” Siemens officials did not answer requests for comment by press time. In May, Siemens announced it was spinning off its oil and gas, conventional power generation, power transmission and connected services, aiming to have the company selling stock publicly by September 2020. “The new company won’t have to compete for resources with higher margin business like smart infrastructure and digital industries,” Siemens Chief Executive Joe Kaeser told reporters in a conference call at the time. He also said that Siemens will continue to own a minority stake in the spin-off firm. Clark Bros., founded in 1880 in Belmont to build pumps for the explosion in Southern Tier oil development, moved to Olean in 1912. The firm merged with Solomon R. Dresser Co. — originally of Bradford, Pa. — in 1938 to form Dresser-Clark, which was later Dresser Industries. Dresser-Rand was formed in 1986 in a joint venture with Ingersoll Rand, which owned a compressor manufacturing plant in Painted Post. Siemens, a Germany-based energy conglomerate, bought Dresser-Rand in 2015 for $7.8 billion. (Contact City Editor Bob Clark at bclark@ oleantimesherald.com. Follow him on Twitter, @ OTHBob)

Alfred State photo Alfred State College’s House 55, located at 3867 Foundation Drive in Wellsville, is complete and awaiting a buyer.
WELLSVILLE — The 55th house that Alfred State College students have built for the Wellsville community is now on the market. Located at 3867 Foundation Drive, the house offers 1,769 square feet of living space, plus a 450-square-foot attached garage. Features include three bedrooms, two bathrooms, an office space, covered front and back porches, a backyard patio, a walkout basement with egress windows, central air conditioning, soapstone and granite solid surface countertops throughout, and ceramic tiles in the entry, kitchen and bathrooms. Jack Jones, chair of the Building Trades Department, said, “This
new home has been a great applied learning project for our students. It demonstrates the quality of education our faculty are committed to. Jones said students handled everything from the site work to the interior finishes on the home. Students in the building trades: building construction; masonry; heavy equipment operations; electrical construction and maintenance electrician; and heating, ventilation, and air conditioning (HVAC) programs all had a hand in the construction. Work on the house began once the groundbreaking took place in the fall of 2017 and wrapped up this fall. The house is listed at $234,500.
The houses Alfred State students regularly build for the community, valued at more than $250,000, take two years to complete, and are then subsequently sold on the open market and occupied. Students build and detail the houses in a subdivision owned by the Educational Foundation of Alfred, Inc., a private foundation dedicated to improving the Alfred State community through the support of educational programs. The Educational Foundation funds the construction of the houses. For more information on House 55, contact the Office of the Dean for the School of Applied Technology at (607) 587-3101.

4 ALBANY (TNS) — The Cuomo administration is banning use of chlorpyrifos, a chemical that is widely used in farming. While lawmakers had earlier passed a bill that would ban the substance, Cuomo said he was instead ordering the state Department of Environmental Conservation to immediately take action to ban aerial spraying of the chemical, except on the trunks of apple trees, which had been a point of contention in earlier talks. The regulations, save for apple tree trunks, should be in place by December 2020 and chlorpyrifos will be banned for all uses in July 2021. Other states moving to ban the chemical include California and Hawaii. So is the
Cuomo orders ban on farm chemical European Union. “Chlorpyrifos is a pesticide that has the potential to cause serious health problems in people who ingest it,” Cuomo said in announcing the ban. The news was hailed by environmentalists who earlier in the day had renewed their call for a ban. “(The) action by Governor Cuomo provides real leadership in the face of federal indifference. Chlorpyrifos can harm our children and has no place in New York,” said Kate Kurera, deputy director of Environmental Advocates of New York. An organophosphate, the pesticide acts on the nervous system of insects, which is why it is associated with brain development problems in infants and children.
Pre-natal exposure to the substance can cause diminished cognitive ability, delays in motor development and Attention Deficit/ Hyperactivity Disorder (ADHD). It’s widely used in growing corn, as well as soybeans, fruit and nut trees, brussels sprouts, broccoli, and cauliflower, and other row crops. Non-agricultural uses include at golf courses as well as wood products like utility poles and fence posts. It is particularly effective against the American plum borer and rosy apple aphid. Apple farmers’ reliance on the chemical was a sticking point during legislative talks last spring, which may explain why they will have longer to phase it out. “We’ve only ever been using it on (tree)
trunks which was part of the complaint that we had,” said New Paltz apple farmer Tim Dressel of Dressel Farms. Cuomo’s order to the DEC came just hours after Kurera and others held a press conference on that and other measures. “Chlorpyrifos is known to harm children’s brain development,” said Peter Lehner, managing attorney for sustainable food and farming at Earthjustice, one of the groups that spoke out on Tuesday morning. In addition to the chlorpyrifos ban, speakers also voiced support for a number of environmental protection bills passed during the last legislative session. The bills were approved largely because the state Senate for the first time
Cuomo looks to close gun law loophole as he eyes 2020 state of state policy proposals
ALBANY (TNS) — Gov. Cuomo’s first priority for 2020 is to take aim at a legal loophole that allows people convicted of crimes in other states to obtain a gun license in New York. The measure — the first policy proposal of the governor’s 2020 State of the State agenda — would prevent someone from being granted a gun permit if they’ve been convicted of a misdemeanor deemed a “serious offense” in another state. “Gun violence in this country is a crisis,” Cuomo said Sunday. “But until the federal government acts, states with weak gun laws will continue to endanger New Yorkers at home, and I will not tolerate it.” In 2013, under
Cuomo’s leadership, New York passed the SAFE Act, considered to be one of the strictest set of gun laws in the country. Under the law, all gun transfers in the state, with few exceptions for immediate family, must be performed after a check of the system by a licensed dealer. The SAFE Act also made it more difficult for people with mental illness to obtain guns by requiring mental health professionals to report if patients are likely to harm themselves or others. These concerns can be reported to the state Division of Criminal Justice Services, which can “disqualify” people from having a permit or possessing firearms. In September, Cuomo signed a law that makes

out-of-state gun buyers submit to mental health background checks and grants police access to handgun owners’ application information. The newly proposed measure would build on past safeguards by ensuring those convicted of certain crimes, including certain domestic violence misdemeanors, forcible touching and other misdemeanor sex offenses, and unlicensed possession of a firearm, in other states are flagged if they apply for a gun license in New York. The legislation would “authorize licensing entities to search for such crimes and deny licenses for those with qualifying out of state offenses, and additionally, will prevent renewal if an
intervening conviction occurs.” “This new law will keep guns out of the hands of dangerous people and save lives,” Cuomo said. “I’m proud that New York continues to show the country that we don’t have to live like this — that we can and will end gun violence.”
in years came under a Democratic majority, they said. The Assembly has long been in Democratic control, but many environmental bills had historically died in the GOP Senate which is more businessfriendly. They also were pushing for signing of a long-sought Child Safe Products Act that would force toy makers to report harmful chemicals that go into their toys and phase out the most dangerous ones such as arsenic. Advocates also are hoping for a phase-out of perand polyfluoroalkyl substances, or PFAS chemicals in firefighting foam. The governor’s office this week was said to be working on details of the way a toy safety bill and a PFAS phase-out
would be written in law. On Monday, Cuomo signed a bill to limit the amount of 1,4 dioxane, from entering the state’s waterways. The new law, which takes effect in January 2022, prohibits the sale of household cleaning products containing 1,4-dioxane and limits the sale of cosmetic and personal care products with certain levels of the substance, which is considered a likely carcinogen by the EPA. “As emerging contaminants like 1,4-dioxane continue to show up in water systems around the country, in New York we are taking aggressive action to keep our drinking water clean and safe,” said Cuomo. The substance is used in a variety of laundry detergents as well as personal soaps and body washes.

BOLIVAR — The Allegany County Area Foundation recently presented a $1,000 grant to the Pioneer Oil Museum to help pay for the museum’s timeline display, “Oil! Gushers and Dusters.” The display, which chronicles the history of oil exploration in the state, can be found in the museum’s Main Street building, which features a variety of artifacts and photos. In addition to the Main Street
center, the museum owns the nearby former Hahn & Schaffner Complex and the former Pittsburg, Shawmut and Northern Railroad depot. The museum has renovated its Shaner and Joyce Exhibition Buildings, which between them house a collection of historic oil field equipment, a section of an old powerhouse and a collection of soon-to-be-working equipment from the Bolivar and Bradford oil fields.
BATH — More than 5,100 wreaths were placed on veterans’ graves at the 2019 Wreaths Across America Day on Dec 14 at the Bath National Cemetery. A total of 28 regional groups, including Allegany County volunteers, supported the wreath sponsorship effort and close to 400 people in the community came out to show their support.

Wishing you a safe, happy, and healthy holiday!
The origins of some beloved holiday traditions
Christmastime is here. The presents are being purchased and wrapped. The stockings will soon be hung on the fireplace mantle. Mistletoe is pinned above the front entryway, and poinsettias add rich color to home decor. Tradition is integral come the holiday season. Throughout the month of December, traditions fill people’s days and comprise the many reasons why individuals decorate, celebrate and dine the way they do this time of year. But few may know the origins of some of the most beloved holiday traditions. Christmas stockings The Christmas stockings of today may be a byproduct of various traditions. One such tradition dates back to a Dutch custom in which children would leave shoes full of food to feed
St. Nicholas’ donkeys, and then St. Nicholas would leave small gifts in return. Another origin story of Christmas stockings can be traced to the 12th century, when nuns would leave socks full of nuts, fruit and tangerines for the poor. This is why some people still put tangerines in Christmas stockings. Christmas tree Christmas Trees are everywhere this time of year. The use of evergreen trees predates
Christmas and is associated with the pagan festival of Saturnalia, which celebrated the agricultural god Saturn with partying and giftgiving. During the winter solstice, green branches served as a reminder that spring would arrive anew. Germans are credited with first bringing evergreens into their homes and decorating them.
bishop who lived during the fourth century. St. Nicholas was very generous and gave away his fortune to help the needy. He also did various other good deeds. St. Nicholas became infamous and began to be known by various names around the world. The Dutch called him Sinter Klaas, which was eventually transformed to Santa Claus. The jolly persona came later when 20th century advertisers — especially the artists responsible for CocaCola ads — portrayed Santa in a red suit with a
big smile.
Mistletoe Mistletoe is hung in doorways, and couples who stand beneath are encouraged to share a kiss. The tradition of hanging it in the house goes back to the times of the ancient Druids. Mistletoe was thought to bring good luck to a household and ward off evil spirits. The custom of kissing under mistletoe can be traced to England. Originally, a berry was picked from the sprig of mistletoe before the person could be kissed.
When all the berries had gone, there could be no more kissing. Christmas bells Church bells ring for many special services, including Christmas mass. During Christmas midnight mass in the Catholic Church, the altar bells may be rung while the priest says the “Gloria.” Bells are part of caroling, and jingling bells are associated with sleighs and Santa’s reindeer. Christmas is rife with traditions that date back ages.
Santa Claus Santa Claus’ origin story can be traced to St. Nicholas, a Christian
Easy Christmas morning breakfast
Come Worship Him! Christmas morning is an exciting and joyous time for families. Children are anxious to rush downstairs and see what Santa has left under the tree, and parents are eager to see the looks on youngsters’ happy faces. Having a fast and easy breakfast at the ready on Christmas morning allows families to jump right into the festivities rather than spending too much time in the kitchen. This recipe for “Spiced Yogurt Muffins,” courtesy of the National Dairy Council, Dannon and McCormick, can be made in advance and then enjoyed while peeking into Christmas stockings or watching holiday parades on television. This big-batch recipe is ideal for feeding a houseful of overnight holiday guests. Or it can be prepared in advance and doled out as needed throughout the week. The muffins also can be made as a treat for holiday office luncheons. Cut the recipe in half for smaller yields.
Spiced Yogurt Muffins (Yield: 50 servings) 61⁄2 cups Dannon plain fat-free Greek yogurt 4 cups water, room temperature 1 box (5 lbs) Gold Medal® Muffin Mix, Whole Grain Variety 3 tablespoons McCormick pumpkin pie spice 2 tablespoons McCormick Chipotle cinnamon Combine yogurt and water in mixing bowl. Whisk until blended. Set aside. Add spices to dry muffin mix in a large bowl. Add yogurt and water mixture to the muffin mixture. Mix until just blended. Don’t overmix. Using a scoop, portion into greased or lined muffin pans. Bake at 350 F for 24 minutes, or 17 to 20 minutes in a convection oven, until the tops are golden brown.
Come Worship Him!
Following His will is a journey of love and hope. May you have His peace at this special time of year and always.

Wishing you a safe, happy, and healthy holiday!
The festive nature of the holiday season makes it an ideal time to sing, especially in groups. Perhaps it’s no surprise then that caroling, a tradition that dates back many centuries, ultimately collided with Christmas. Caroling and Christmas caroling are two different things. According to History. org, the origins of modern Christmas caroling can be traced to wassailing, a term that has evolved for more than a millenium. What started as a simple greeting gradually became part of a toast made during ritualized drinking. Time magazine notes that the word “wassail,” which

one’s neighbors, though no one can say for certain when this particular development occurred.
During medieval times, farmers in certain parts of Britain would drink a beverage to toast the health of their crops and encourage the fertility of their animals. By 1600, farmers in some parts of Britain were still engaging in this ritual, and some were by now taking a wassail bowl filled with a toasting beverage around the streets. These wassailers would stop by neighboring homes and offer a warm drink, all the while wishing good fortune on their neighbors. During this period, wassailing had nothing to do with Christmas, but that began to change in Victorian
England, when Christmas became more commercialized and popular. It was during this time when publishers began circulating carols, forever linking the tradition of wassailing with Christmas. Christmas caroling as Victorian Englanders knew it might have fallen by the wayside. But while carolers may no longer go door-to-door singing Christmas songs and wishing their neighbors good fortune, those intent on seeing the modern manifestation of this tradition that dates back more than a millenium may be able to find some carolers at their local mall or church.
Christmas carol spotlight: Have Yourself a Merry Little Christmas Holiday cheer is front and center in communities across the globe during the holiday season. This year, celebrants can make this joyous season even more special by singing some of their favorite holiday songs. One holiday season favorite is “Have Yourself a Merry Little Christmas,” a familiar tune that audiences first heard when it was sung by Judy Garland in the MGM musical “Meet Me in St. Louis” in 1944. The song was a hit among American troops serving in World War II and remains a beloved staple of holiday celebrations today. “Have Yourself a Merry Little Christmas” Have yourself a merry little Christmas, Let your heart be light From now on, our troubles will be out of sight Have yourself a merry little Christmas, Make the Yuletide gay, From now on, our troubles will be miles away Here we are as in olden days, Happy golden days of yore Faithful friends who are dear to us Gather near to us once more
Through the years, We all will be together If the fates allow, So hang a shining star upon the highest bough And have yourself a merry little Christmas now Have yourself a merry little Christmas, Let your heart be light From now on, our troubles will be out of sight Have yourself a merry little Christmas, Make the Yuletide gay, From now on, our troubles will be miles away Here we are as in olden days, Happy golden days of yore Faithful friends who are dear to us Gather near to us once more Through the years, We all will be together If the fates allow, So hang a shining star upon the highest bough And have yourself a merry little Christmas now Written by Hugh Martin and Ralph Blane Lyrics courtesy of Songfacts.com

Research indicates that people who laugh a lot are much healthier and may live longer than those who don’t find time to chuckle. A good, deep belly laugh can provide your body and mind with a great workout. Dr. Lee Berk at the Loma Linda School of Public Health in California found that laughing lowers levels of stress hormones and strengthens the immune system. The organization Laughter Works, which teaches people how and why to laugh, says laughter can cause blood pressure to drop, blood to become oxygenated and endorphins to kick in, which can improve mood. And that’s just the beginning. Laughing can help reduce stress and promote stronger relationships between people who laugh together. Data indicates children around the age of six laugh the most, laughing roughly 300 times per day, while adults average only 15 to 100 laughs per day.
