Taxes dip as Allegany County lawmakers OK $133.7 million budget OLEAN TIMES HERALD 716-372-3121 • BRADFORD PUBLISHING COMPANY
By BOB CLARK BELMONT — Allegany County taxes will drop slightly next year under a $133.7 million budget given the OK on Monday. The Allegany County Board of Legislators voted unanimously on the budget at the board’s last meeting of November after giving the OK to some last-minute changes. The legislators voted 14-0 in favor. Legislator Phil Stockin, R-Caneadea, was not present for the vote. Officials had until Dec. 20 to complete the budget process. The approved property tax levy is $29.3 million, about $7,400 lower than the amount collected in 2019. The base tax rate, which varies across the county based on equalization rates in the 29 towns, is $14.65 per $1,000 of taxable value, down from $14.79 in 2019. “This year is the 10th year in a row,” said Board Chairman Curt Crandall, R-Belfast, of a lower

tax rate. “There is also a decrease in the tax levy again.” He lauded the hard work of county employees, as well as legislators, in putting together the budget and hashing out the details. He noted multiple Committee of the Whole meetings attended by all the legislators were necessary “to roll up our sleeves.” “This wasn’t just a quick roll-call budget vote,” he added. “It’s not a political point to
have 10 years of the needle pointing in the right direction.” Legislator David Decker, R-Cuba, noted that the state is projecting a $6.1 billion shortfall in 2020. “I’m afraid the shoe is going to drop soon,” Decker said. “If it wasn’t for our sound footing, I don’t think we could handle it.” He joked that budget work for 2021 will likely begin on Jan. 2 at the board’s
reorganizational meeting — about 38 hours into 2020. The last-minute changes to the budget on Monday included $128,000 in net cuts to expenses, the largest being a $125,000 decrease in projected jail overtime payments. Another cut came to the contingent line, dropping $85,000 off the proposed amount to $675,000. However, one adjustment included an additional $85,000 to staff in the district
attorney’s office. In addition, almost $353,000 in revenue adjustments were made. The largest increase was to projected sales taxes, with officials hoping to collect $21.12 million off of its share of the 8.5% sales tax rate levied on many purchases, including online transactions. Compared to 2019, the tentative budget filed Oct. 16 shows the largest spending increase in spending comes from juvenile
detention. The 2019 budget included no funds for juvenile detention, but a $9.18 million contract is included in the 2020 budget. The increase comes as the state’s Raise the Age law, signed in 2018, requires counties to house inmates under the age of 18 in facilities separate from adult inmates. The county plans to contract out housing to an out-ofcounty facility. Most of that expense will be offset by major increases in state aid. The budget calls for $25.8 million in state aid, up two-thirds from the 2019 budget. Overall, revenue outside of property taxes is expected to rise about 12% to $98.8 million. Officials also plan to use $5.04 million in fund balance to offset increasing expenses — about 17 percent less than in 2019 — with $4.75 million for the general fund. The budget is available for review by contacting Clerk of the Board Brenda Rigby Riehle at rigbyba@alleganyco. com or at (585) 2689220.

Borrello assumes office as senator for 57th District
ALBANY — The constituents of New York’s 57th State Senate District again have representation as George Borrello filed his oath of office and has been officially seated by the secretary of the Senate. Borrello, the former Chautauqua County executive, won a special election Nov. 5 to fill the seat formerly held by Catharine Young of Olean. The Republican easily defeated defeated Democrat Austin Morgan of Freedom 41,410 to 16,454. Celebratory swearing-in ceremonies in the district and Albany will be scheduled and announced near the end of the year. “It is an incredible honor to assume my new role as state senator for the 57th District,” Borrello said. “This immediate seating means that I can begin my Senate responsibilities even as I continue to assist with the transition efforts in the county executive’s office. I approach this new opportunity with enormous gratitude for this privilege and a deep sense of responsibility to every resident I have

sworn to serve.” Borrello said it is important that the district have a strong voice in Albany. “Over the past year we have seen radically irresponsible policies come forward that have made New York state more expensive and less safe for its residents, taxpayers and visitors,” Borrello said. “As realization of the negative effects of these policies gains momentum, I will be working with my conference colleagues, to reverse
many of these misguided efforts and advance truly workable solutions.” The 57th District has what Borrello calls “promising, emerging economic development efforts” that will need support. He added that younger generations in the region need an education that prepares them for today’s job market. “And we have communities — big and small, rural and urban — that are full of wonderful people
who work hard, support their families and care about their neighbors. Their goals are my goals. Today, our work begins.”

December 7, 2019, marks the 78th anniversary of the attack on Pearl Harbor. This was a pivotal day in world history, ultimately leading the United States to enter the Second World War. Prior to the attack on Pearl Harbor, Japan participated in a series of invasions into China, believing the only way to solve its economic and demographic problems was to expand into China and take over its import market. This attitude helped create rising tension with the United States, and American officials ultimately responded with economic sanctions and trade embargoes. Although it seemed war was inevitable, the Japanese preempted
the American military with a surprise attack targeting Pearl Harbor, which is 2,000 miles from the U.S. mainland and 4,000 miles from Japan. Pearl Harbor is a U.S. naval base located near Honolulu, HI. On a Sunday morning on December 7, 1941, just before 8:00 a.m. local time, Japanese fighter planes descended on the base in a surprise attack. Five additional attacks followed throughout the day. The Japanese managed to destroy nearly 20 American naval vessels, which included eight battleships, and more than 300 airplanes. While the military equipment could ultimately be re-

Harris named president of InterCounty Association of WNY
BELMONT — An Allegany County legislator, Alfred Republican Brooke Harris, was named president of the InterCounty Association of Western New York last month. Harris was first elected to the Allegany County Legislature from District V in 2018 and has served as an Allegany County representative to InterCounty Association since then. Harris serves on the county's personnel, public safety, resource management and budget committees. Curt Crandall, chairman of the Allegany County Board of Legislators, congratulated Harris on taking the new responsibility. "When I am asked what Allegany County can do about any particular issue, my answer is that we are not alone, we have InterCounty which
is 19 counties strong," he said. "Brooke will do an excellent job in leading this group and carrying our concerns to Albany." The group of 19 Western New York counties serves its members by providing a forum for the exchange of ideas and information relative to local government. Consideration is given to problems of mutual interest and support of policies and programs of common interest. "I expect the organization will benefit from the combined memberships interest in representing county constituents and the leadership Mr. Harris will undoubtedly provide," said Crandall. InterCounty Association of WNY will meet next on Jan. 29 at the New York Association of Counties Legislative Conference in Albany.

placed, the more than 2,400 military personnel and civilians who died paid the ultimate price. It is believed the United States was especially surprised by the attack, as American military leaders felt, if an attack were to take place, it would come from the sea rather than the air. In addition, American intelligence officials were confident that any Japanese attack would take place in one of the European colonies in the South Pacific, such as Singapore or Indochina, which are closer to Japan than Hawaii. Despite devastating Pearl Harbor, all hopes were not lost that day, and the Japanese could not cripple America’s Pacific Fleet. Aircraft carriers were not docked at the base, and the key onshore oil storage, shipyards, repair shops, and docks were left largely intact. From a functional standpoint, the U.S. Navy was able to quickly rebound. However, even 77 years later, the residual emotional effects of the attack continue, particularly among WWII veterans, as well as the family members of those who perished.
Pearl Harbor by Jon M. Nelson
It's a day that most people don't recall, But so many Americans had taken a fall. So many lives were taken on that day, And very few survivors are now gray. It was a peaceful morning calm as can be, Until the tragedy no one was able to see. The world was at war but it wasn't our fight, But that would soon change overnight. It was a land of beauty and such paradise, But it would soon be held in Satan's vice. The air was filled with an ocean breeze, But our tranquility they would soon cease. The enemy arrived with a sneak attack, And we didn't have enough time to react. They came in so fast and had hit us hard, Because they caught us off guard. As quickly as they arrived they were gone, In this vicious assault right after dawn. So many innocent people were killed, Leaving many voids to never be filled. As the enemy returned back out to sea, There was devastation for the world to see. The mission now was to rescue and save, And find others who were bound for a grave. When it was over there was only one thought, To return the wrath that they had brought. We weren't a nation at peace any more, After the Japanese had just declared war. New Allegany County coordinator for veterans support program
Portville Central School graduate and U.S. Army veteran Sara Hillyard will serve as the Allegany County coordinator of a support program that helps veterans deal with the effects of post-traumatic stress disorder and traumatic brain injuries. Hillyard’s appointment was announced by Arthur G. Austin Jr., a retired U.S. Army brigadier general who lives in Cuba and a supporter of the program. Hillyard joins with Jessica Wilson, who opened the program as coordinator for both counties this past spring, leading the Allegany/Cattaraugus County Veteran Peer to Peer Program. “Sara will be a great addition to the Dwyer program, which is designed to help veterans meet with other veterans in a secure, comfortable atmosphere,” Austin said. “I welcome and support her efforts as a new valued addition to our community.” After high school, Hillyard completed basic training at Fort Jackson in South Carolina and went on to complete advanced training at Fort Leonard Wood in Missouri, where she was trained as a chemical operation specialist. Her many duties included being
