WEST VALLEY — EM and its prime contractor CH2M HILL BWXT West Valley (CHBWV) recently grouted the General Purpose Cell (GPC). The GPC is a large cell that is nearly 30 feet below grade and will remain until the below grade portion of the Main Plant Process Building is removed in the future.

The GPC was used for storing unleached fuel hulls, tracking (accountability) of the spent fuel, and preparing the leached fuel hulls for disposal after the chemical separation was completed.

From Oct. 12 through 16, a total of 44 trucks supported the initial grouting of the GPC Main Cell, GPC Mini Cell and a portion of the General Purpose Crane Room. A red dye was used in the initial batches to depict high-contamination areas for when these areas are excavated in future cleanup contracts.

Prior to deactivation, the cell, which contained

Current onsite work activities are focused on a handful of large and high contamination areas, as efforts continue to prepare the Main Plant Process Building for demolition. One of those areas of focus is the General Purpose Cell (GPC).

The GPC measures approximately 46 feet long, 11 feet wide and 19 feet, 6 inches tall and is constructed of reinforced concrete with wall thickness ranging from 3 feet, 6 inches to 5 feet, 2 inches thick. The ceiling is 5 feet, 6 inches thick. The cell is lined with stainless steel to a height of 16 feet. The floor of the cell is approximately 25 feet below grade.

During fuel reprocessing operations in the late 1960s and early ‘70s, the GPC was used as an intermediate cell between the processes

radiological and hazardous contaminants as a result of spent nuclear fuel (7 reprocessing activities, had the highest dose rate of any area on the site. Prior to grouting, all major process equipment was removed, interior surfaces were decontaminated and sealed, all utilities and connections with adjoining structures were disconnected, and characterization data was obtained to plan for future waste disposal.

“This work activity was successful because it was a group effort,” said Scott Chase, Facility Disposition Operations Manager.

“Our crew worked with Engineering on the overall plan and we had good support from Radiation Control and Security as well.”

Ellicottville Rotary donates to Alley Katz, historical society

Gowanda Christmas decorations contest winners announced

By Bill Peglowski The Gowanda Area Chamber of Commerce announced the winners of the 2020 Christmas decorations contest on Dec. 12. There were two categories for the competition, one for businesses and one for homes.

The residential contest included 19 entries from all over the Gowanda area including Collins, Dayton and Perrysburg. Taking first place were Jeremy and Kim Luther for their Wendy Drive house in Collins.

The North Water Street home of Theodore Gabel in Gowanda earned him second place. Coming in third was the Allen Street house belonging to Bob and Angie Miller in Dayton.

The Gowanda Area Chamber of Commerce

also gave Honorable Mention status to James Strawder for his Smithcrest Drive house in Collins. The Facebook crowd seems to have agreed with the decision of the judges, at least as far as the top two entries.

As of Sunday afternoon, the first place house had accumulated 96 reactions.

That was more than twice the count for any of the other entry photos.

The second place North Water Street house had 41 reactions. Out of the official winners list, but coming in third and fourth in popularity were houses on Allen Street in Dayton and College Street in Gowanda, respectively.

Both of those received Facebook reactions in the thirties as did the Smithcrest Drive house.

Check the Christmas in Gowanda page on Facebook for the full list of entries with both photos and addresses of each for those who may wish to see them first hand.

There were 17 businesses in the competition for best Christmas display. Taking the first place award was Tammys Unique Boutique.

McCormack’s Hardware was awarded second place and third place went to Hair,etc!

4 factors to consider to maintain winter safety Many changes are to be expected as fall gives way to winter. Temperatures drop for much of the country, and depending on where one lives, snow, wind and ice are to be expected.

As beautiful as snow-covered landscapes can be, winter presents unique hazards, notably slippery roads and surfaces. Chilly temperatures also can put people at risk if they spend prolonged periods outdoors unprotected.

crashes occur annually due to icy roads. Roughly 17 percent of all vehicle crashes happen in winter conditions. Winter hazards are not exclusive to driving, however. That means winter safety involves a consideration of a host of factors.

1. Changing visibility While slippery surfaces may contribute to some accidents, visibility can quickly change with winter weather. Blowing snow can contribute to whiteout conditions. In addition, fog can be hazardous to drivers, aviators and mariners and contributes to thousands of travel accidents every year, advises the National Weather Service. It’s important to slow down, leave plenty of distance, use your low-beam headlights, and recognize when it may be safest to pull over, such as when visibility is significantly compromised.

2. Snow removal Shoveling snow or using a snowblower are common wintertime activities. Yet strenuous levels of activity in cold temperatures could put people at risk of heart attack, particularly if they are not acclimated to physical activity. Always warm up prior to shoveling snow to prepare the body for exercise. Go slowly and take frequent breaks. Avoid twisting and tossing snow over your shoulder, which can contribute to back injuries.

3. Carbon monoxide poisoning Winter weather means turning up the heat or doing more indoor cooking. Carbon monoxide is produced through the burning of fuel in various forms, including stoves, engines, gas ranges, portable generators, and grills. The National Safety Council says carbon monoxide is an odorless, colorless gas that can go undetected as it builds up in enclosed spaces. Never warm up the car inside of a contained garage.

Do not use portable flameless chemical heaters indoors, and have furnaces, water heaters and other fuel-burning appliances checked and serviced by a qualified technician annually. Be sure that carbon monoxide alarms are on every floor of the home, and take it seriously if the alarm goes off.

4. Black ice Black ice is a common winter foe. Black ice forms when temperatures rise above freezing during the day, melting any snow on the ground and causing surfaces to become wet. If the temperature drops once more while the ground is wet, a thin, transparent sheet of ice can form.

Black ice also may occur if moisture in the air condenses and forms

dew or fog, and then the temperature drops below freezing, says the National Weather Service. Black ice gets its name because it looks black on asphalt roads. However, it also can form on sidewalks and overpasses, or spots shaded by trees or other objects. Slowing down and exercising extreme caution are essential.

Winter is a beautiful season. But it can be just as hazardous as it is awe-inspiring. Taking steps to stay safe in unpredictable conditions is a necessity each winter.

JCC approved as provider for Manufacturers Productivity Improvement Program JAMESTOWN — Jamestown Community College’s workforce readiness department has been approved as a training consultant for Southern Tier West Regional Planning & Development Board’s Manufacturers Productivity Improvement Program, a reimbursement-based funding source to address training needs.

The program is designed to improve the economic viability, productivity and competitiveness of small and medium-sized businesses.

Matching consulting funds are provided to companies undertaking workforce training, productivity enhancement, lean manufacturing techniques, advanced marketing assistance, certification initiatives, or other consulting services enhancing their administrative or operational capacity.

The program is in partnership with Southern Tier West and the industrial development agencies of

Allegany, Cattaraugus, and Chautauqua counties.

To qualify for the program a company must employ fewer than 250 workers, agree to the maximum project reimbursement of $12,500, not use funds for OSHA mandated or other required safety training, front all costs for later reimbursement, and provide proof of payment to JCC. Unless using secondary grants to cover part of the cost, the company must provide the matching cash requirement of 50 percent or more of the total project cost.

JCC’s workforce readiness department offers customized technical, supervisory, lean, and other training and can assist with training proposals.

WEST VALLEY — Officials from the U.S. Department of Energy’s Office of Environmental Management and its cleanup contractor at the West Valley Demonstration Project (WVDP) conducted a training exercise recently with local emergency response agencies, held virtually due to the COVID-19 pandemic.

Based on a hypothetical emergency, the exercise tested the skills and response of the local agencies and WVDP’s security force and operational response team.

Participants were tested on their ability to minimize the scenario’s potential impact to employees, the public, and the environment.

Representatives from Cattaraugus County Sheriff’s Department, Cattaraugus County Special Response Team, and West Valley Volunteer Hose Fire and Rescue took part in the event.

“We understand the importance and benefit of having trained emergency responders working at West Valley,” EM WVDP Safety and Site Programs Team Leader Jennifer Dundas said. “We appreciate their continued commitment to training, and their effort to protect the health and safety of our workers and the public.”

WVDP personnel helped develop the scenario and supported the exercise as controllers, which included coordinating tasks to make the exercise realistic and test the responders.

“You can never practice enough for emergencies,” said Kevin Murray, the event and emergency management manager for CH2M HILL BWXT West Valley. “We must always be learning, training, and evaluating our performance so that we can effectively handle whatever comes our way.”

Law enforcement agencies throughout New York state will step up patrols to crack down on impaired driving during the holiday travel season.

The enforcement campaign will run through Jan. 1 as part of the national Drive Sober or Get Pulled Over initiative designed to reduce alcohol and drugrelated traffic crashes. It is sponsored by STOPDWI with funding from the governor’s Traffic Safety Committee. ”New York has zero tolerance for impaired driving,” says Gov. Andrew Cuomo. “Motorists who drive under the influence not only put themselves at risk, but endanger the lives of everyone else. Be safe and smart this holiday season, whether you’re on the road or not. If you must travel, drive sober or have

a plan in place to get where you’re going safely.”

During the 2019 enforcement campaign, law enforcement throughout the state arrested 5,677 people for impaired driving.

In total, 159,133 tickets were issued for vehicle and traffic law violations.
