Allegany County to aid Wellsville Municipal Airport

BELMONT — Allegany County will chip in $100,000 to help get the Wellsville Municipal Airport in tiptop shape. The Allegany County Board of Legislators voted 13-2 in favor of allocating $50,000 in 2019 and $50,000 in 2020. “I believe this is a targeted investment on our part,” said Legislator Steve Havey, R-Wellsville, and the work is “a laundry list that is not ordinarily covered by their budget. “This is not a bailout of any kind — this will benefit the entire county.” Legislator Gary Barnes, R-Wellsville, who previously served as manager of the airport, noted the town of Wellsville has been solely responsible for the airport for 85 years, first as a grass strip along Bolivar Road and later on top of Niles Hill. By comparison, Cattaraugus County provides the city of Olean $17,000 a year for the Cattaraugus County-Olean Airport in the town of Ischua. Legislators Brooke Harris, R-Alfred, and John Ricci, R-Cuba, voted against the resolution without comment. Funding will come from the county’s contingency fund for 2019, an $850,000 allotment in the 2019 budget to cover unexpected expenses. If unused, contingency funds are rolled over into the general fund. The resolution did not set up a recurring payment structure. IN OTHER BUSINESS, legislators: • Approved a $50,000 allocation to the Allegany County Land Bank. Tim Boyde, interim county administrator, said the funding was included in the 2019 budget, and no additional funding is set for the 2020 budget at this time. “There’s been a lot of money coming in from other sources,” he said, adding the funds are not to be used directly for operating expenses. “It was essentially matching funds … so they can continue to operate.” Harris and David Decker, R-Cuba,

voted against the resolution. • Set public hearings for a pair of Community Development Block Grants. The hearings, set to begin at 2 p.m. Nov. 25, are required for applications for the grants, which are run through the state Office of Homes and Community Renewal. Under the first application, the county would attempt to replace four mobile homes in conjunction with Cattaraugus Community Action, with eligible applicants including seniors, veterans or disabled. The second grant seeks the same amount of funding to allow ACCORD Corp. of Belmont to replace 25 well water or septic systems for low-income residents, including the elderly, disabled and veterans. Both grants come with no local match, and the county would be reimbursed $5,200 for each grant received. • Said goodbye to long-time Department of Social Services Commissioner Vicki Grant, who is retiring from the position. Grant, who has worked for DSS since 1988, worked her way up through the ranks from social welfare examiner to heading the department in January 2011.
“Of all the positions in the county, from my position, the least desirable is that of DSS commissioner,” Crandall said. “It’s such a large and cumbersome department.” Human Services Committee Chairman Judy Hopkins, R-Fillmore, also lauded Grant for her dedication and ability to keep the department running smoothly. “She’s the kind of employee we don’t want to lose,” Hopkins said. Looking back, Grant said she had maternal feelings for her job. “I did feel like the mom of the county,” Grant said, with responsibility for one of the largest county departments — and, more importantly, helping thousands of residents over the years. She was joined by several family members, including her son Brandon Fegley. Fegley, who served for six years in the U.S. Air Force from 2009 to 2015, was honored under the county Veterans Honorary Pledge of Allegiance at the meeting. The veteran served in airborne battle management — helping control the tactical and strategic airspace in combat zones — on 349 missions in three tours in Afghanistan. He was awarded, among other awards, the Air Medal with 10 oak leaf clusters.

WASHINGTON — Michael Graves, a 1994 Whitesville Central School graduate and retired 20year veteran of the U.S. Air Force, has received the Lockheed Martin Corporate NOVA Award, earned by the top 1% of the defense contractor’s employees. Graves was eligible for the NOVA Award because he and his team of four aeronautics support specialists were awarded the Aero Star Award for their work on 17 heavily damaged F-22 aircraft in the aftermath of Hurricane Michael, which devastated the Panama City, Fla. area in October 2018. Graves traveled from Texas to Tyndall Air Force Base, near Panama City, to assess, troubleshoot, repair and launch the aircraft. It was the first-ever repairs to fifth-generation fighters that had sustained battlelevel damage, according to Lockheed Martin. Marillyn Hewson, chairman, president and CEO of Lockheed, presented Graves the NOVA Award during a banquet on Oct. 25

Houghton sophomore Collin Zehr plays the tenor part of Warren, an optimistic young man who spends his days handing out motivational flyers on the streets of New York, despite being continually rebuffed by the people he encounters. “All [Warren] wants is to spread a little joy into the world,” says Zehr, adding that Ordinary

They can also be purchased at the Houghton College Campus Center during lunch and dinner hours. Admission is $12 for adults, $10 for senior citizens, and $5 for college students and children under eighteen. Shows are scheduled for Thursday and Friday at 7 p.m., with additional shows at 2 and 7 p.m. Saturday. All performances will take place in the Center for the Arts Recital Hall on Houghton’s campus. “An Evening of Three Pieces” is Cox’s sixth show as the director of Lyric Theatre. “I absolutely cannot wait to share our show with an audience this semester,” she says. “I know that our audiences will laugh, cry, and be moved and changed by what we have to share.”

Cuba-Rushford elementary students honor local veterans with luncheon By CINDY WAGNER
CUBA — A handful of fifthgraders were manning the front doors of the Cuba-Rushford Elementary School on Nov. 8 to welcome about 65 area veterans and their families for lunch. The second annual Veterans Luncheon was staffed by even more fifth-graders, who escorted the vets down the school’s brilliantly painted hallways, welcomed them into the library, helped them find seating and served the lunch. Stanley Gilchrist and Mareya Rutkowski, both 10, were two students who volunteered to help out. “The vets served us so we wanted to serve them,” said Gilchrist. Rutkowski said she was happy for them to come and the opportunity to greet them as they entered the library. Kevin Erickson, elementary principal, originally thought of the idea. “My dad’s a vet and he’s always been very patriotic …,” Erickson said. “It’s a way to honor our vets.” Erickson visits the local veteran’s organizations and the Copper Keg in Cuba to notify those who served in the military about the luncheon, and his efforts paid off as there were even more veterans this year than last. Erickson’s father, Ken, 92, one

of a dwindling number of World War II veterans, was one who was able to attend this year. He came in from Elmira Friday morning. “It’s nice,” Ken Erickson said. “I’m pleased the schools are doing this.” Ken Erickson enlisted in the U.S. Navy before being drafted, and was sent to Sampson Naval Training Base on Seneca Lake, where over 400,000 men were trained during the war. Scarlet fever delayed his leaving Sampson for a month and by the time he took a train from Sampson
to Seattle, Wash. and sailed to Hawaii, the bombs had been dropped. He was in the Pacific Ocean theater from 1945 – 1946 and was active in the reserves until he was 27. Ken Erickson’s son Alan, who drove in with his dad, agreed. “I think this is a really good idea,” Alan Erickson said. “I’m big on doing these things in rural communities that you can’t do in bigger cities.” Kevin Erickson is too, saying the event is a great collaboration between the school, the community
and the businesses in Cuba. Murdock’s Bar and Grill once again donated the salad, chicken and biscuits, green beans and homemade cheesecake for the Veteran’s Luncheon and White Imprints provided a free T-shirt for each fifth-grader in the school, as they did last year. Following lunch, the rest of the fifth-graders joined everyone in the library to sing, and each veteran was invited to stand up and introduce themselves and tell what branch of the service they served in.

A resident at Cuba Memorial Hospital’s Skilled Nursing Unit, Congdon has made nearly 2,000 fleece tied blankets for new residents, sick children and as part of the Blanket, Buddy and Book program. During the event, she helped prepare 500 packages of books, blankets and stuffed animals which are given to children in Allegany County in urgent care units and emergency rooms after a traumatic experience.
