SMETHPORT — McKean County President Judge John Pavlock handily won retention in the Nov. 5 election, while Republican candidates and incumbents Carol Duffy of Smethport and Thomas Kreiner of Hazel Hurst were lead vote getters for the seats of McKean County commissioners.

In the race between Democratic candidates, incumbent Cliff Lane of Turtlepoint retained his seat as well.

According to unofficial results tabulated by the McKean County elections department, there were 5,246 votes cast in favor of retaining Pavlock for a second 10-year term as judge, while 1,910 votes were cast against retention.

A native of Wilcox, Pavlock graduated from Johnsonburg Area High School in 1984.

Four years later, he earned a Bachelor of Science degree in public administration from the University of Pittsburgh at Bradford.

After earning his law degree with high honors from the Pettit College of Law at Ohio Northern University, he served as a law clerk for Vernon Roof in the Elk County district attorney’s office during the summer

Prior to serving as a partner in the law offices of Mattie and Alfieri in Eldred for eight years, Pavlock was an associate attorney at the law offices of Stephen Minor in Port Allegany.

He was an assistant district attorney for McKean County from 1996-2004, when he was elected the county’s top prosecutor and was re-elected in 2008.

Elected in 2009 to the McKean County Court of Common Pleas, Pavlock began serving in his current capacity after being appointed by Gov. Ed Rendell. He became the county’s president judge in 2010 after Judge John Yoder retired.

Melissa Jo Smith of Rew, running on the Republican ballot, won the county treasurer’s race, ousting Sherri Himes Swanson of Kane, a Democrat who was appointed to the post in November 2018.

Smith received a total of 4,788 votes to Swanson’s 2,915 votes.

Republican Michael Cahill retained the position of coroner for the next four years, turning back a challenge from Democrat Jeffrey Carson, 5,846 votes to 1,875.

Cahill served as deputy coroner from 1986 to 2003, and he has been coroner since 2003.

Smethport American Legion hears veterans’ stories

SMETHPORT — In remarks for the annual Veterans Day program Nov. 9 at the Smethport American Legion, Bucktail Post #138, Bart Barton shared the stories of three exceptional members of our nation’s armed services.

“Horrible, ghastly and ghoulish” were some of the adjectives Medal of Honor recipient David Bellavia used to describe the battlefields that he saw in Iraq,” Barton said. “At the same time, however, the army staff sergeant said it was also a place where he saw love.” Quoting Bellavia, Barton said, “You see people doing things for each other that they would never, ever do in any other circumstance — it’s a sight to see.”

It was during the height of the Iraq War in the second battle of Fallujah where Bellavia distinguished himself by rescuing an infantry squad that was pinned down by machine gun fire while the soldiers went house to house to clear the city of insurgent strongholds.

His actions on a pre-dawn mission on Nov. 10, 2004, made the former noncommissioned officer the Iraq War’s first living recipient of the nation’s highest military award for valor.

“While Bellavia’s valor is exceptional even among the extraordinary, his mindset is common within the men and women who serve our great nation.” Barton said. “His heroism is one story of the millions of living veterans.”

According to her citation for earning the Silver Star — just the second woman to do so since World War II — “On April 25, 2007, after a roadside bomb tore through her convoy, and after the explosion, 19-year-old Brown ran through insurgent gunfire and used her body to shield her wounded comrades while mortars fell less than 100 yards away.”

Barton commented that “comradery,” “warrior ethos” and “esprit de corps” are words that we can use to describe what it means to be a veteran of the nation’s military. “Add to this list, the word community,” he said.

“We often see ourselves in each other.”

As an example, Barton recalled an incident of news getting out that a Vietnam War veteran had no living relatives to attend his funeral, and the veteran community was there.

“Friends of Wayne Wilson put out a call for people to come to his burial service at the Silverbrook Cemetery in Niles, Michigan, and expected only a handful of people to attend, “ he said. “They underestimated the power of The American Legion. Three thousand people showed up to pay their respects.”

Barton requested those in attendance at the dinner to find someone there and ask them to tell their story. “Every single woman and man who has raised their right hand and pledged to give their life for their country, if

needed to do so for a reason.

Ask them why.”

In closing, Barton quoted Bellavia, who said, “All throughout our history, we have had people that have disented, that have disagreed, and we’ve found ways to put everything aside and focus on what’s best for this nation, what’s best for mission success.”

Post Commander Pat Miesowitz and Barton provided updates on the post and the Bucktail Club, respectively.

According to Barton, the club has donated about $18,000 to community organizations.

Miesowitz also introduced the post officers and past commanders. Current officers are Courtney Cole, senior vice-commander; “Bud” Abbey, second vice-commander; Reid Mattison, treasurer;

John Gobel, judge advocate, Barton, adjutant; Abbey, memorial team. Miesowitz is service officer.

Marcia Jordan, representing the legion auxiliary, mentioned the group’s activities that included a float in the national American Legion’s 100th anniversary parade this summer in Smethport and activities for veterans at area nursing homes.

Gerrry Ford spoke for the McKean County Chapter of the American Legion Riders.

Since the group’s charter was granted in 2005, this chapter has escorted the Vietnam Veterans Memorial Moving Wall to Smethport, helped McKean to become the state’s first Purple Heart County, maintains two area cemeteries and presented patriotic programs to schools about the care and significance of the American flag.

Todd Wichen reported on the activities of the Sons of the American Legion.

Veterans were recognized from the following wars and conflicts: World War II, Korea, Vietnam, Lebanon, Grenada, Panama, Perrsian Gulf, Afghanistan/Enduring Freedom, Iraqi Freedom, Iraq War, as well as those who served in peacetime.

Deceased members Mel Bauer, Vincent Bizarro, Al Billitier and Ray Deegan were honored during the Post Everlasting Ceremony conducted by Miesowitz, Barton and Chaplain Seth Digel.

Digel conducted the POW/ MIA service.

Honorary guests and their years of membership were Bizzaro, 75 years; Fred Hungiville and Herbert A. Russell, each 50 years.

Born on Friday, October 19, 1923 in Myrtle, she was a daughter of John C. and Lila A. Palmer Danforth.

On October 1, 1942 in Portville, N.Y., she married Perry D. Kellogg, who passed away on October 25, 2000.

BRADFORD- Gordon E. Stone, 79, of Pleasant St., formerly of Port Allegany, passed away Saturday (Nov. 9, 2019) in the Pavilion at BRMC, Bradford.

Born Sept. 22, 1940, in Port Allegany, he was a son of Paul R. and Mary Rice Stone. On Feb. 28, 1965, in Port Allegany, he married Nellie I. Cutler, who died July 13, 2013.

Gordon was a lifetime resident of the area and a graduate of Port Allegany High School, class of 1958.

He was a veteran of the US Army, having served from Sept. 1962 Sept. 1968.

He was employed with Pittsburgh Corning Co., formerly of Port Allegany, as machine operator in the glass block department, before his retirement.

Surviving are a son, Paul E. (Beth-Lynn) Stone of Bradford; two daughters, Tammy L. (Alfred) Kellner of Port Allegany, Kelly J. Stone of Hamlin, NY; 12 grand-

children, 14 great-grandchildren; and several nieces and nephews.

He was preceded in death by his parents, wife, Nellie, a brother, David Stone, and two sisters, Mary Ann Stone and Barbara Spencer.

Friends are invited to attend a memorial service at 2 p.m. Saturday (Nov. 16, 2019) in the Evangelical Covenant Church, Port Allegany, with Rev. J.T. Madison, pastor, officiating.

Port Allegany man sentenced to jail term for threats

SMETHPORT — A Port Allegany man accused of making threats in two criminal cases will serve time in McKean County Jail.

Damian M. Andreano, 41, was sentenced Thursday in McKean County Court to serve one to two years in jail with credit for 402 days of time served and three years of probation to be served concurrent to the jail term.

As part of the sentence, President Judge John Pavlock ordered that Andreano not possess any firearms or ammunition. Andreano must also follow his mental health plan — including taking his medications — and get a drug and alcohol evaluation.

On Oct. 17, Andreano pleaded guilty in a 2016 case to a charge of recklessly endangering another person, a second-degree misdemeanor, and in a 2018 case to a charge of terroristic threats, a third-degree felony.

District Attorney Stephanie Vettenburg-Shaffer explained on the day Andreano pleaded guilty that on June 30, 2016, he pulled fuses and wires out of a vehicle that was holding two adult women and a child, poured liquid on the vehicle and threatened to light it on fire.

Then, on Nov. 9, 2018, Andreano made a threat to his grandmother to burn the house down, which not only prompted the others in the house to evacuate but stopped normal activities on U.S. Route 6, according to Shaffer.

Reports from the time of the 2018 standoff indicated that Route 6 was closed for 14 hours while law enforcement from several departments were called to assist. Police eventually went inside the home he was in to find him barricaded in the attic.

At Andreano’s sentencing hearing, defense attorney Dawn Fink brought in

a licensed professional counselor who has been working with Andreano for several months. The counselor said she has been talking with Andreano about traumatic events in his past, as well as how he is going to keep his mental health in check in the future.

The plan for when he is released from incarceration includes a partial hospitalization program and case management with daily contact. He has had no behavior problems while he is in jail and taking his medications, the counselor said.

When asked if he wanted to speak on his own behalf, Andreano said quietly, “I just want to apologize.”

Pavlock noted at the hearing that if Fink had not been so prepared with a future plan for Andreano, and if Andreano had not been working so well recently with his counselor, the sentence would have been different.

“We sent out invitations about the meetings with the municipalities and left it up to them who they wanted to represent them,” Rettger told The Era. “Some sent fire chiefs and others sent local Emergency Management coordinators.”

With the discussion of hazard mitigation, many municipalities sent roadmasters in order to present the most current information about their areas.

Municipal representatives were asked to list the top three areas from a broad category where incidents were most likely to occur in their jurisdictions that included droughts, earthquakes, flash floods, ice jams/flooding, landslides, sink holes, tornadoes, windstorms, wildfires, winter storms, dam failures, lost persons, environmental hazards, terrorism, nuclear incidents, transportation accidents, urban fires/ explosions and utility interruptions.

They used a rating system that included “Improved Hazard,” “Improved Potential,” Reduced Potential,” and “No Change in Ability of Happening.”

When the data was compiled, the top three concerns were winter storms, droughts and utility interruptions, very similar to the results from five years ago.

The planners are developing actions to meet these concerns. This plan has whittled down to 30 mitigations from the 57 of the previous plan.

In order to be eligible for federal disaster funds for McKean County, the public damages to roads, bridges, sewage and water treatment plants, parks/recreation areas, municipal police and fire stations and any kind of infrastructures must meet a high threshold of $166,848, which means the county is responsible for expenses up to that amount.

Manning said, “We take the data we collect from the municipalities, and send it to Harrisburg, and then the Pennsylvania Department of Transportation data is added to that.”

Having this plan developed in-house means a huge savings for the county. There is no state funding for the counties’ planning efforts, and hiring consultants could cost over $10,000, Manning noted.

“A minimum of $30,000,” Rettger stated.

Rettger said the plan will be submitted to the state in mid-November for review and any recommended changes.

Once the state approval is received, municipalities must OK resolutions adopting the document.

The plan will be available for public review for 30 days prior to the county commissioners consider it for adoption.
