McKean County judge says fellow jurist is orchestrating claims against him

BRADFORD, Pa. — McKean County President Judge John Pavlock faced a flood of complaints against his performance in the past week, calling it a thinly veiled scheme by County Judge Christopher Hauser and Hauser’s allies to force him out of office. For his part, Hauser says it is “absolutely untrue. I am shocked. I have no desire to hold his position as president judge. What possibly would this gain me? More work.” In late October, The Bradford Era received a copy of a request sent to the state Judicial Conduct Board to investigate Pavlock, who faced a 10-year retention vote on Tuesday. The unsigned complaint alleged women who worked for him were paid less than men and were not promoted. Further complaints against Pavlock were listed in a letter sent to The Era. While the letter wasn’t signed, several court officials corroborated the complaints contained within it. The letter claims Pavlock has abused his power, covered up allegations of sexual harassment, isn’t doing his job and isn’t reporting the true cost of a garden in Smethport that is worked by inmates of the county jail. “I did not write the letter. I don’t know who did,” Hauser said on Sunday. Also over the weekend, Judge William F. Morgan, a retired

Pavlock explained that 10 years ago, when he was seeking the bench, he faced off in a hotly contested race against Hauser. “When Judge Hauser was elected as our 2nd Judge, I thought that our prior race was behind us and was ready to move forward,” Pavlock said. “Regretfully, Judge Hauser was not able to move forward. At times the animosity subsides and I truly believed we had moved forward, but then it would resurface.” Hauser said on Sunday that to his knowledge Pavlock “has done nothing in the performance of his judicial duties” to warrant removal from the bench. “I know of no complaints regarding his decision making.” But Hauser pointed out that other people who worked for the county had made comments to The Era “that things aren’t as they should be at the courthouse.” In his response, sent earlier

senior judge of Warren and Forest counties, sent a lengthy statement to The Era saying the allegations against Pavlock are politically motivated, unfair and untrue. According to Morgan, “The reader of the recent articles must look at his record and of his performance as a judge in order to see through the accusations and realize that his honesty and integrity cannot be questioned.” Rita Porterfield, former law clerk to Hauser, has spoken to The Era regarding allegations against Pavlock, saying the complaints are true. At least four others involved in McKean County’s government or court system did as well, but declined to give their names on the record. In Pavlock’s response to the Era, he accuses Porterfield, who now lives in southern Pennsylvania, of being a mouthpiece for “those that type ‘anonymous’ at the end of their false claims.”

in the day on Sunday, Pavlock addressed specific complaints alleged by Porterfield and the letter, including his alleged interference in Porterfield getting a pay raise. “When (Hauser’s) clerk, Rita Porterfield, did not get the raise she immediately demanded, he assumed it was me preventing it — although I actually lobbied the salary board to grant her one,” Pavlock said. “When there was an opening for a deputy court administrator and five candidates applied, (Hauser) was furious that his longtime personal secretary was not hired. “He and others would not, and have not, accepted that the best candidate for the position was hired,” Pavlock continued. “So the regrettable answer to the question of why this is happening, now, mere days before the retention election, and not months and years ago when these asserted failures were occurring, is that there is an effort here by Judge Hauser and those that support him, including his very close personal ally and friend, Rita Porterfield, to put Judge Hauser in charge.” Regarding a claim of lowering a female law clerk’s salary after she had been offered, and accepted, a position, Pavlock said, “Judge Hauser had made an offer to hire a law clerk without first advising me of that amount or obtaining approval from the salary board for it. It would have been thousands of dollars more than what any other law clerk

had ever been paid in McKean County.” However, Pavlock agreed to request a rate of pay for the clerk that was higher than what the male clerk was being paid, he explained. Pavlock addressed an allegation about a male employee being allowed to retire when discrimination complaints had been raised against him. First, the judge said, he cannot address specific personnel issues. Outside of that, he said, “I can’t tell anyone they can’t retire.” “However, as indicated before, if complaints of discrimination are raised, they are fully investigated and action is taken,” he said. Regarding the 3G Garden, supervisor Mike Barnard said the garden’s staff and Adult Probation are the ones doing reports. And participants in the program have done work at the courthouse and other county sites to save money, and have done many more tasks as well. Morgan also defended the program: “As to the complaints made regarding the garden to which incarcerated persons and probationers are assigned, the purpose is not to train them in the specific farm and garden work. Instead, the purpose is to train people who have never had employment on how to devote themselves to accomplishing tasks and taking on responsibilities and to help them to realize the satisfaction that comes from successfully performing in employment.”

PennDOT announces ‘Paint the Plow’ contest winners

CLEARFIELD — The Pennsylvania Department of Transportation has announced the regional winners of the “Paint the Plow” safety outreach contest which promotes winter driving safety and fosters appreciation for high school art programs and student creativity. This year’s theme was “Don’t rush in ice and slush”. Winner of the “Judges’ Pick” award was Coudersport High School, with a plow depicting snowmen in peril as a car careens toward them through ice and slush. Cameron County High School won honorable mention for the “Judges’ Pick,” which was determined

through specific criteria by a panel of judges. Participating schools included Bellefonte High School, Cameron County High School, Central Mountain High School, Clearfield Alliance Christian School, Coudersport High School, DuBois Central Catholic High School, Harmony High School, and Sugar Valley Rural Charter School. This was the first year of participation by Clearfield Alliance, Sugar Valley, and Cameron County. Blind veteran gets hunting trip courtesy of L.E.E.K. Preserve in Potter County

L.E.E.K. Hunting & Mountain Preserve in Oswayo has been providing outdoor recreational experiences to disabled veterans for 12 years. On Oct. 25, they experienced a new first when they gave a blind veteran the chance to shoot his first deer and also assisted him in taking down five pheasants. Doyle was one of five veterans who took part in a muzzleloader/ pheasant hunt. All told, the veterans harvested five does, a black bear and 73 pheasants. Ed Fisher, president and founder of the preserve, explained he and his wife, Kate, and a number of volunteers have been helping on average between 40 and 65 veterans a year to experience hunting and fishing. So far, the preserve has helped more than 300 veterans. The preserve is home to black bear, antlered and antlerless deer and pheasants. “We thought this was fantastic. It was phenomenal, a blind hunter getting five

pheasants, That’s kind of unheard-of,” Fisher said. “We did things during this hunt that we have never done before, especially for Mike.” Fisher explained that Doyle reached out to him months ago, explaining that he was blind and that he was unable to find a veterans’ organization willing to work with him to help him go hunting. After conversations with the guide and other people at the preserve, Fisher determined they could help, and a hunt was scheduled. “We had to procure a specialized sight for

him. We needed to see what he was pointing at,” Fisher explained. “We mounted this equipment on the scope, and we could see where the crosshairs were pointing. Once they were lined up on the deer, we told him to shoot, and he shot the deer.” While hunting both the deer and the pheasants, safety precautions were taken to keep the hunt enjoyable and everyone safe at the same time.

“Our primary concern is safety,” Fisher said. He explained that while Doyle was hunting pheasant, there was a person assisting him that stood behind him to ensure everything was done safely. Fisher himself is a veteran of the U.S. Army. He explained that the preserve was an idea that came to him after his discharge, as he wanted to continue to give back to the military.

Obituaries Donald E. Catlin

PORT ALLEGANY- Donald E. Catlin, 95, of Broad St., passed away Wednesday (Oct. 30, 2019) in Lakeview Senior Care & Living Center, Smethport.

Donald was a veteran of WWII, having served with the US Navy, aboard the USS Fin Back, a navy submarine which rescued the late President George HW Bush, when he was shot down, during WWII. Mr. Catlin was an electrician with the International Brotherhood of Electrical Workers, Local 5, Bradford and later Pittsburgh, before his retirement. He was a member of the American Legion, Post 258, Port Allegany, American Association of Retired Persons, Loyal Order of Moose, Lodge 460, Port Allegany. He also enjoyed hiking and biking. Surviving are a son

Rance L. (Nancy Jane) Catlin of James Creek, PA; a daughter, Kim Turner of Port Allegany; six grandchildren; and several nieces and nephews.

SMETHPORT — A rededication ceremony will be held at 1:15 p.m. on Nov. 11 to recognize the veterans buried at the Rose Hill Cemetery. other military headstones at the Rose Hill Cemetery in Smethport. The headstones’ foundations had sunk and crumbled. Ethan, with the help of his father, Graham Nannen and others, pulled the headstones from the ground, poured new concrete forms for their bases and reset the stones. The ceremony will start off with an opening prayer,

followed by a welcome by President Judge John H. Pavlock, music performance by the Smethport Area High School band, speech by Ethan Nannen, a song by Smethport Area High School choir, reading of the names of the stones that were reset, playing of Taps, and a closing prayer. The ceremony is to honor all our veterans, and will last 45 minutes to an hour.

He was preceded in death by his parents, wife, Clasa, a brother Clarence B. Catlin, Jr., and a sister, Virginia Catlin. How to build your wedding budget

Couples engaged to be married have a lot on their plates as they begin planning their weddings. Whereas tradition once demanded parents of the bride pay for a couple’s wedding, nowadays more and more engaged couples are completely or partially financing their own nuptials. That means prospective brides and grooms must develop wedding budgets that won’t ensure their first act as Mr. and Mrs. is paying down debt. In its 2015 Real Weddings Study, online bridal resource The Knot found that many couples still receive substantial financial support from their parents to pay for their weddings. The survey found that, on average, the bride’s parent’s contributed 44 percent of the overall wedding budget in 2015, while couples financed 43 percent (the remaining 13 percent was financed by the groom’s parents and additional sources). Couples who hope to follow that formula or pay for their weddings on their own can heed the following tips to build wedding budgets that won’t break the bank but will still ensure a day to remember forever. • Examine your collective finances. Few couples know the details of each other’s finances before getting engaged. While some may still hesitate to share their personal financial information upon getting engaged, an open and honest discussion and examination of each person’s finances is the only way to develop a realistic wedding budget that both partners can live with. Once couples know what they can contribute, they can

then consult their parents to determine if their mothers and fathers are intending to contribute. • Develop a preliminary guest list. A preliminary guest list can give couples an idea of how large and expensive their weddings will be. According to the Real Weddings Study, the average cost per

wedding guest in 2015 was $237. While that cost can vary greatly depending on geography and other factors, couples should keep that figure in mind when drafting their guest lists. If need be, keep costs down by trimming the guest list so it includes only close family members and friends.

• Don’t count on gifts. Many couples justify runaway wedding budgets by telling themselves that they will ultimately get the money back via wedding gifts. While many guests will give financial gifts, counting on such windfalls is a recipe for accruing debt. Do not build potential wedding gifts into your wedding budget. If you do so and your expectations fall short, you could be facing considerable debt upon returning home from your honeymoon. • Gather quotes before choosing where to tie the knot. Where couples get married will have a great impact on how much money they will spend on their weddings. For example, the Real Weddings Study found that, in 2015, the average wedding in Manhattan cost couples slightly more than $82,000, while the average Alaskan wedding cost just over $17,000. Venues within the same city can vary greatly with regard to pricing and offerings as well, so couples should give themselves ample time to gather quotes and find an affordable venue they like. • Build extra costs into your budget. When determining a budget you can live with, remember to include a little extra for unforeseen costs. Weddings are large undertakings, and it’s reasonable to expect some unforeseen costs to arise. Building such costs into your initial budget will make these unforeseen circumstances that much easier to handle. Budgets can help couples stay on track and avoid debt as they plan their weddings.
