Bolivar-Richburg district proposes $11.25 million in capital improvements OLEAN TIMES HERALD 716-372-3121 • BRADFORD PUBLISHING COMPANY

By JIM ECKSTROM

BOLIVAR — Residents in Bolivar-Richburg Central School District will vote Nov. 19 on extensive capital improvements — from new STEAM, music and locker rooms to athletic facility and bus garage upgrades — totaling more than $11.25 million. District Superintendent Michael Retzlaff said the project, several years in the planning, will not impact residents’ tax rate as the local share, $1,025,000, is set aside in a capital improvement fund. The district will bond more than $10 million needed to wholly finance the project, with the expectation that the state will reimburse the district for the bond payments. “The community will see a zero percent tax increase as a result of this project,” Retzlaff said, noting that several areas of “high need” were identified during the district’s five-year capital planning study. A public meeting in which district officials will detail the proposed project is slated for 6 p.m. Nov. 5 in the middle/high school Lecture Hall. The public vote on the project will be noon to 8 p.m. Nov. 19 in Room 113 of the middle/high school.

File photo Bolivar-Richburg Central School District is proposing a capital improvement project of more than $11.25 million.

Some highlights of the project: • New STEAM classroom on the first floor of the middle/ high school. A space will be renovated to accommodate science, technology, engineering, arts and math learning, along with a computer lab. • All locker rooms will be renovated with

new locker and restroom layouts to provide more modern settings. • Existing music rooms will be renovated to add offices and soundinsulated practice rooms to each space. Each room will receive upgraded finishes, while new instrument storage space will be added. • A new concession stand will be built in the

loading dock area adjacent to the middle/high school gymnasium, providing a controlled-traffic area to and from the gym. Throughout the district’s building sites roof repairs are planned, while at the middle/high school the parking lot will be repaired, the loading dock will be upgraded and the football grandstand area will be improved.

Intro to Permaculture Walk and Talk

The Cornell Cooperative Extension of Allegany County Horticulture Program invites you to attend a unique permaculture farming program open to the public Saturday afternoon, October 19th at 195 Irish Hill Rd., Rexville, NY 14877 from 1:00 – 3:00 PM. The program will be hosted by Permaculture Specialist, Fred Beckhorn, a graduate and certificate holder from Ben Falk’s Whole Systems Design course and a permaculture farmer since 2014. The Walk and Talk will cover the concepts behind permaculture,

design options for an appropriately sized system (for you), and the way to incorporate permaculture concepts into your design. Topics will cover: CORE TENETS OF PERMACULTURE - Permaculture design emphasizes patterns of landscape, function, and species assemblies. It determines where these elements should be placed so they can provide maximum benefit to the local environment. Fred will explain and demonstrate how these concepts work together. He will untie the concepts of: Care for the Earth; and Care for the People.

PRINCIPLES OF DESIGN – Fred will discuss this mysterious concept which covers: Site Analysis and Assessment; Design Concept Development; Detailed Design; and Implementation & Evaluation. Additional topics which are important to be experienced through this walk and talk (and not just read about) are the concepts of Soil Building and Rainwater Harvesting. Fred will explain his approach to these important permaculture theories and show participants how these concepts have been built into his overall system. This is a program not

to be missed! Pre-registration is required, there is no fee, donations are accepted. Registration deadline is, Thursday, October 17th. Please contact Fred Beckhorn to register: 607-356-3154 This tour will require considerable walking. Please come prepared with appropriate footwear, long pants, water and a hat.

renovations. “We’re also going to move the district offices from the second floor to the first floor,” Retzlaff said, “to improve accessibility for the community.” The project also calls for enclosing the roof structure at the baseball grandstand and new soccer dugouts and a scorer’s shack, playground surface repairs and a new softball batting cage surface at the elementary school

site. In addition to roof repair, the elementary school building will receive ventilation upgrades and a new boiler, new flooring, new storage, new backboards in the gym and cafeteria improvements. The old Richburg bus garage will be upgraded and the district garage will receive new doors, bus-washing equipment and ceiling fans as well as a new lift for bus repairs.

Retzlaff said if the project is approved by voters, the district’s planners and architects would finalize any details in the spring and then submit the plan to the state Department of Education for approval. The project would be bid out to contractors and it is expected that work would start in the summer of 2021, possibly extending through the summer of 2022.

Seven uses this fall for those fallen leaves

By the time autumn hits full swing, many trees will have shed their leaves for the season, and the last vestiges of red, yellow and orange magic will have faded to brown. Raking, blowing and collecting leaves becomes the primary chores of lawn and yard maintenance, and presents most homeowners with large piles of gathered leaves to tend to. It is impossible to count just how many leaves fall to the ground each year, or just how many pounds of leaves get collected curbside, but the numbers are substantial. Cleaning up leaves is considerable work, but not all of those leaves need to be carted away. In fact, there are several different uses of leaves that can be beneficial. 1. Spread leaves as a protective mulch to cover tender perennials or root crops/bulbs in the ground. The leaves will form a natural insulating cover that keeps the soil and the

plants within a bit warmer over winter. 2. Create a pile of leaves that will break down and form a crumbly, compostlike material called leaf mold. Even though leaf mold may sound like a blight, it’s actually a good amendment to garden soil, improving its structure and ability to hold water. Leaf mold also attracts beneficial organisms that are vital in healthy soil.

compost piles to improve the health of the compost being formed. According to the healthy living resource Care2, the ideal ratio is 75 percent brown to 25 percent green materials in compost. Turn compost piles regularly to aerate them. 4. Store dried, mulched leaves in a dry spot so they can be used in the spring as a weed barrier for spring plantings. They will keep weeds at bay and help retain soil moisture to ensure small sprouts have the resources to grow. 5. Use shredded leaves as a lawn supplement. Pass a lawn mower over

3. Brown leaves can be added to green materials in

leaves left on the lawn to break them down into pieces too small to rake. This will help keep the lawn healthy throughout the winter without blocking out needed sunlight. 6. Bag dried leaves and pack them tightly together in cold areas of the home, such as basements or garages. They can act as added insulation. Bags of leaves also can be placed around planting containers

to protect them from frost. 7. Gather a few of the best-looking leaves and preserve them. Use an iron on a low setting and press leaves between two pieces of waxed paper until the waxed paper seals together. Or use clear contact paper to achieve the same effect. Fallen leaves can be used in many different ways throughout the year.

It’s a nearly-scientific fact that you can solve most any problem by putting dirt on it. Scraped knee? Dirt. Embarrassing bald spot? Dirt. Nagging mother-in-law? Dirt. Lots of it. Juuust kidding. The point is, when people need a little more excitement in life, they probably just need to add a little dirt. And that’s where KIOTI tractors come in. Intuitively designed to dominate the dirt, these machines make it an easy decision for anyone also inclined to favor the filthy.

cap. RidgeWalk Weekend kicks off with a pre-event dinner on Saturday, Oct. 19, from 6 to 8 p.m. at the Wellsville Country Club. Marathon running standout Terry Stanley will be the guest speaker. A native of Eldred, Pa., Stanley is one of only two dozen individuals in the world to have run marathons in less than three hours over five consecutive decades. He is third on the world list of first place marathon wins over the longest time span — 32 years and 143 days — and is in the Pennsylvania Marathon Hall of Fame and the Mansfield University Athletic Hall of Fame. Stanley started running as a high school freshman as a way to get in shape for football. In 1979, he ran 2:18:57 in the World Cup in Montreal, finishing 14th in a world-class field that included American distance runner Bill Rodgers. In 1981, he hit his personal record of 2:17:34 at the Penn Relays. In 1990, he won the Buffalo Marathon in

He won his last marathon in 2010 at the Ohio Northern (Indoor) Marathon, coming in at 2:58:09. “We are looking forward to hearing about Terry’s lifetime of running and some of his experiences,” said Jim Helms, chairman of the RidgeWalk & Run. Tickets to the preevent dinner are $20 and include a pasta bar dinner and a cash bar. The proceeds from the RidgeWalk & Run are used to support and provide a variety of initiatives that encourage community health and wellness in a number of ways. In addition to providing free wellness screenings at events throughout the

community, RidgeWalk monies have been used to purchase blood pressure machines and hydration stations at both JMH and the Wellsville YMCA. The latest project is now underway. Targeting the safety of walkers and runners who use the Riverwalk Trail, JMH Wellness funds are helping extend the trail so that it goes under the bridge on Route 417 and resumes on the other side of the highway, expanding our walkable community and improving safety. Remember those bulbs you ordered from catalogues months ago? The crocuses, irises and daffodils? Well, they are starting to arrive now and it’s time to plant them during the month of October. And if it isn’t enough to put the garden to bed, to plant the garlic and those spring-flowering bulbs, you have the added chore of digging some bulbs up to put into storage. Wait – did you say dig some up? Oh, yes, because along with planting bulbs, it is soon time to dig up the dahlias, canna lily, calla lily, and the gladioli. Ok, let’s start with planting. flower in the early spring (the crocus, daffodil, snowdrop, etc.) go in about six weeks before the first frost. When that will occur is, of course, anyone’s guess, but in the last twenty years or so, that date keeps getting pushed back more and more as the planet warms. It is safe to say, though, that it’s about time to plant. Different kinds of bulbs go in at different soil depths, but a frequently mentioned rule-of-thumb is to dig a hole two to three times as deep as the bulb’s height. But this is just a general guideline, as tulips do best when planted at a depth of 8 inches, hyacinths at 5-6 inches and crocuses at 3 to 4 inches. Large allium bulbs prefer a depth of 8 inches, while small specimens of the same should be at 2 inches. And

don’t forget that the pointy end of the bulbs faces upward when placed into the hole. As some bulbs go in, the summer-flowering ones need to be dug up and put into storage until next spring. These include dahlia, gladiolus, some species of lilies, and elephant ear (technically, some of these “bulbs” are corms, rhizomes, or tubers but, from a practical point of view, the terminology is of no consequence). These plants originated in tropical or sub-tropical areas of the world and they are unable to survive the cold winter conditions found in our area (planting zone 5). Once they are carefully dug up after the first frost kills back their foliage, the bulbs are stored in well-aerated mesh bags or paper sacks in such a way that they are not crowded together. A temperature regime of around 50 ⁰F and dark are recommended for storage. That is because these bulbs are living organisms whose cells continue cellular respirations and produce moisture which rot fungi thrive on. Some gardening websites recommend washing the soil off the bulbs prior to drying and storage, but I don’t do this. While I do shake the excess soil of

Ok, it’s time to go and let’s start digging. Come next year, all the hard work we put in now will be rewarded by the beautiful flowers that these plants will produce.

make a purchase. Donna Shelton was a new vendor at the festival this year, having just moved from Wyoming County. She was there with homemade wax melt tarts, but also makes goats milk soap, lotion and lip balm. She was just one of about 30 vendors and organizations who were there, selling everything from jewelry to home décor items to popcorn from the Boy Scouts. Carleen Murphy and her mom, Norma Andrus of Black Creek were there supporting the basket raffle benefitting Girl Scouts, trying to decide which of the 20-plus items they would go for. “We’ve made this an annual event so we come here every year,” Murphy said. Andrus enjoyed seeing the people and looking at the crafts. Gerald Bonney of Bolivar was there with his woodburned cutting boards and fishing boxes, drawings and watercolors of barns and other subjects that caught his eye. As the temperature began to rise, more people left the warmth of the school building and ventured out.

Crowds gathered around the Girl Scout basket raffle Saturday at the Friendship Cheese Festival.

Many were buying coffee and minidoughnuts from the food trucks parked on the street, while they looked over the 75 cars brought in for the annual show, filling the main drag through town and spilling a nearby parking lot. One of the most popular attractions at the festival was Rescue Pups, a small dog rescue organization in Friendship run by Lisa Hitchcock, that has over 9,600 followers on Facebook. She was there with volunteers Jordan Manley and Anna Riley. Those who stopped by to see the puppies and small dogs were invited to step over the gate, sit down and play a while and there were a lot of festival goers taking advantage of getting a little puppy love. Hitchcock explained that she takes all dogs of any age and any

breed that come her way, all the ones that no one else wants, and hopes to start a food pantry for animals. “I picked up a dog, Sugar,” Hitchcock went on to explain. “There was no one to take her so I picked her up last Saturday and she had eight puppies Saturday night.” She even has a Caucasian Ovcharka, a very, very large dog originally bred in Russia. Festival food is always a draw, and Phoenix Alley soon began to fill with people looking for brats, German potato salad and tacos sold by Friendship Hardware. On Main Street, vendors and businesses invited people to look over their wares, many of whom were munching on the hot dogs and hamburgers and sipping the cider slushies sold by school students. One class had the benefit of the smell of their chicken barbecue enticing people to stop there for lunch. There was no competition between the classes selling lunch items and baked goods though. All students were rewarded, as 100% of the proceeds from the festival are donated each year to the school’s Scholarship Fund, according to Solomon. Students were also invited to share in the festival by writing essays on what community and community service means to them. $500 scholarships were awarded to the two essays judged the most compelling.

Tire maintenance keeps drivers safe

Maintaining tires is an important component of safe driving. Tires are some of the hardest working parts on a car or truck and are subjected to wear and tear every time rubber meets the road. Tires affect many components of driving, including handling, braking and the comfort of the ride. Maintaining tires makes driving safe not only for drivers and their passengers, but also for fellow motorists. The National Highway Traffic Safety Administration says that, in 2017, 738 fatalities occurred because of tire-related crashes. Many of those crashes were no doubt preventable, and that only highlights the importance of maintaining tires and monitoring their performance. Poor tire maintenance can lead to premature wear and potentially result in a blowout. The automotive group AAA notes it is important to

visually inspect tires as often as possible. Drivers should look for overall tread wear. Pay special attention to tread wear on one edge of the tires, which could indicate poor alignment. Erratic tread wear may mean tires are out of balance. Drivers also should pay attention to how their cars drive and sounds. Unusual vibration or thumping noises suggest issues with the tires. A car that pulls in one direction also may be experiencing tire problems. Vehicle owners should be aware of the routine maintenance steps that can keep them safe and improve the life expectancy of tires. • Tire pressure: The NHTSA says only 19 percent of consumers properly check and inflate their tires. Keeping tires properly inflated is one of the most important steps to maintaining them. Tires lose around 1 psi per month, and underinflated or overinflated tires can

even excessive fuel consumption. • Rotation: Check the owner’s manual or recommendations from the tire manufacturer, but know that most mechanics advise having tires rotated every 5,000 to 8,000 miles. Rotation helps distribute wear more evenly on tires. • Balancing: AAA says balancing also helps minimize uneven wear and tear. Balanced tires are achieved by using small weights attached to the wheels to limit vibration of the tire and wheels as they turn. New tires should

balanced after one or more is removed to repair a puncture. • Alignment: Vehicles have wheel alignment measurements that pertain to manufacturers’ specifications. Alignment that falls outside of the range can impact handling, fuel economy and tread wear. A drift or pull suggests alignment problems and should be addressed. Vehicle owners should keep tire inspection and maintenance in mind as part of their overall car care plan.

Many dealerships now offer service contracts that can be rolled into monthly payments. These contracts may cover certain maintenance costs as defined in the agreement. Each auto service contract is different, and some may just be offering duplicate coverage already provided by the manufacturers’ warranty. Buyers always have the option to decline the service contract and should never agree to it without first reading the entire contract. Requesting to do so can be difficult, as service contracts are often proposed as buyers finalize their financing agreements, and many packages must be accepted on-site before the loan is finalized. But buyers have the right to take their time and read the contracts. New cars are expensive, but buyers can employ various strategies to save money before signing on the dotted line.

New fund to support Whitesville Cemetery

BELMONT — A beautiful setting that serves as the resting place for its community’s founders and generations of beloved citizens, and a spot where many local residents take a peaceful walk, the Whitesville Cemetery faces the challenges common to many rural cemeteries — fewer burials, expansive grounds, and keeping up with costs for regular maintenance and upkeep. Working with the Allegany County Area Foundation, Whitesville native Elton Harris has established a fund that will provide annual assistance to the Cemetery to supplement the cemetery association’s own resources. The Lester and Dorotha Harris Fund for the Whitesville Rural Cemetery honors Mr.

GOODFELLAS

Harris’ parents, while helping to keep the cemetery a beautiful, well-kept place for remembrance and for Whitesville citizens to walk. Lester and Dorotha Harris were well-known in the community through their maple syrup production and

involvement in numerous civic organizations, including the Grange; 4-H; and the historical society. The first distribution to the cemetery association will be made in summer 2021. Interested persons may contribute to this fund through the Foundation.
