Kane native investigating major crimes in PSP assignment
Commissioners recognize Legion Bucktail Post 138

A Kane native is investigating major crimes as part of her new assignment in the Pennsylvania State Police. Sgt. Mary Gausman is now the criminal investigation section supervisor for PSP’s Troop C, which she explained is a troop-wide position in charge of seven stations. She started in the position April 18. Troop C includes the Clarion station in Clarion County, the Clearfield station in Clearfield County, Ridgway station in Elk County, Marienville station in Forest County, DuBois and Punxsutawney stations in Jefferson County and the Lewis Run station in McKean County. Gausman was previously station commander at the Kane barracks, then the Lewis Run barracks when the McKean County station moved. Gausman lives in Kane and works out of the Punxsutawney barracks. The hike to work means little as she’s often called to travel across the Troop C area for investigations. “You’re basically on call all the time,” she added. But the hard work she puts in has its rewards. She said a big part of her new job is “overseeing the Major Case Team,” which involves pulling resources from across Troop C to investigate major crimes such as homicides. “It increases the likelihood of solving large-scale crimes,” she explained. Gausman lists solving large scale crimes — along with helping victims — as reasons why she find her new position fulfilling. She said it was “a great experience” being station commander at the barracks in her hometown, but she is pleased to be out doing “actual police work” again by

investigating crimes. Instead of investigating out in the field, her duties as station commander included scheduling troopers and being a liaison between her barracks, other agencies and state police headquarters. One plus of working at the local barracks is working with officers who are native to the area who understand the area in a way that new people don’t. “We’re all a team,” she said. When the criminal investigation section supervisor position opened up, Gausman’s investigative experience helped her be named to the position. “They knew I had an extensive background in criminal investigation,” she explained. In her new position, she enjoys working with the experienced law enforcement officials on the Major Case Team. “It’s nice to have such capable people underneath you,” she said. Aside from the travel, one of the big challenges she’s facing in her new job is adjusting to the COVID-19 pandemic, which has “been a challenge for everyone,” she added. Among the changes are new protocols at crime scenes. She noted the state police have received a lot of direction from Harrisburg on what to do to keep everyone as safe as possible during the health crisis. After Gausman graduated as valedictorian of Kane Area High School in 1992, she earned her Bachelor of Science degree in chemistry. She entered the police academy in November 2003 and became station commander in June 2018.

SMETHPORT — The McKean County Commissioners adopted a resolution Tuesday proclaiming August as Smethport Bucktail Post #138 Centennial Celebration Month commending the Legion, auxiliary and Sons of the Legion for their service to veterans, our country and community in addition to being stewards for future generations. Commissioner Carol Duffy read the proclamation that noted the post was officially chartered approximately four years after the chartering of the national American Legion by Congress. The document recognizes the role of the post’s auxiliary that is dedicated to serving veterans and their families, supporting education, Americanism
and Girls’ State and providing outreach to local children and youth. The proclamation, in part reads, “The Legion, having given rise to the sons of the American Legion, chartered in 1994, and paired with the American Legion Post #138 to provide cooperative efforts to maintain local cemeteries, support the McKean County American Legion Riders and the Hamlin Lake Park Vietnam War Memorial Marker, and participate in community efforts to assist families.” The proclamation continues, “Whereas the Smethport American Legion Bucktail Post #138, having become a place of patriotic ceremony, community socialization and solemn celebrations of life, we salute your
timeless efforts.” Adjutant Bart Barton represented the post for the signing of the proclamation. In other business, the commissioners announced several personnel matters. Daniel Golan is a law clerk in the court system, while Bob Veilleux is the economic development coordinator. Kim Woods has retired as first deputy in the prothonotary’s office, and Beth Monti has resigned at Bradford Township tax collector, effective Jan. 15, 2021. Three requests for tax exempt status in Kane Borough were OKd. They were 519 Haines St., 432 Greeves St. and 430 Greeves St., all of which were granted municipal government exemptions.
Otto-Eldred Regional Police to continue

DUKE CENTER — Residents of Otto Township received some reassuring news at the monthly meeting of the township supervisors, when newly appointed chairman Eric Barton announced the results of the Eldred Borough vote on the future of the Otto-Eldred Police Department. The voting was closed on July 26, and although fewer than one hundred votes were cast, the borough residents voted decidedly (71 yes, 26 no) to continue the joint police force. Eldred Mayor Andy Lathrop and town officials will be meeting with the police commission and Otto’s supervisors to extend the agreement with some financial modifications. Both entities
are open to other local townships’ participation in exploring the possibility of expanding the coverage area and contributing to the funding. Police Chief Donald Nies reported that two local residents have been cited for non-compliance with the township’s new property appearance code and face possible fines if they do not respond and agree to the violations and solutions. Five property owners who were sent letters last month have taken steps to improve their properties. Committee members Marilyn Kahle and Donna Marshall presented a list of 25 more possible violations in the township. Nies will investigate each and issue letters of non -compliance to those in violation.
The committee is dedicated to improving the township’s appearance, not just for appearance sake, but a well-kept neighborhood is also a safer and more inviting one. Community pride and self respect are indicative of a happy and healthy population. Nies reported a slight uptick in police calls as Covid restrictions are being eased (or ignored). The recent incidents involving alleged sexual violations in the township park are continuing to be investigated by the local police force as well as the Pennsylvania State Police. Nies suggested closing the park earlier than the current 10 p.m. closing time. The supervisors agreed and will look to change the ordinance and the signage.

Otto-Eldred board approves reopening plans

ELDRED — The Otto-Eldred School board met Tuesday evening in the OttoEldred Technology center to discuss and approve several faucets of their reopening plans related to the school day, transportation, programming, and various protocols. They also had a lengthy discussion which resulted in an approval of a Health and Safety Athletics Plan. All these reopening plans can be found on the districts website for viewing at https://www.ottoeldred. org. During public comment, former school board member and current head boy’s basketball coach, Stephen Bell, addressed the board. Bell touched on the current recommendations from government entities regarding cancelling sports seasons. “I’m disappointed that decisions are being made out of fear of the virus when there are more fears to be concerned about from kids not participating
in extra-curricular activities,” Bell exclaimed. Those concerns that he echoed included mental health, teen suicide, socialization, and healthy bodies. Bell stressed his support the return to play procedures and believes that the course should be evaluated, and changes made based on real time events. All of these points of concerns that Bell brought up were again echoed by superintendent, Matthew Splain during the approval of the return to play protocols later in evening. During administrative reporting, Elementary and Special Education Principal Lindsay Burns shared re-opening updates specific to the elementary school. Students are going to be able to transition to the school cafeteria for lunch and to a new area (outdoors or indoors) for recess. This provides students with as “normal” as environment as possible. “We are trying to achieve 6 foot distancing as much as possible, but it
won’t be obtained for the entire school day. Mask breaks will be given, and each grade level will have an extra classroom spot to access throughout the day to further distance students,” Burns reported. Furthermore, each grade level classroom will have a consistent para-educator working with them to assist with students leaving the room taking breaks or learning in a different area. Burn’s special education updates were also highlighted. “Due to school closure, special education staff will be monitoring student progress and will address student needs based on progress toward IEP goals and provide additional services as needed per the COVID compensatory education requirements,” Burns said. Those needs will continue to be discussed through the individual IEP revision processes on a case by case basis. Director of Curriculum and Instruction Melissa Merry reported that the spring 2019-2020 cohort of students who
were not administered the Keystone assessment due to testing cancellation during school closure will be provided the opportunity to participate in the assessment during the winter assessment window. Merry also highlighted the OttoEldred Elementary Schoolwide Title 1 plan (which was approved in meeting and will be available on www. oees.org and will also be shared at the Title 1 parent meeting). High School Principal Kaci Daniels updated the board on a various of concerns and changes. Daniels reviewed
the social distancing procedures for the high school which included staggered class dismissals, locker spacing, spaced desking, hallway use and mask break areas. Daniels also discussed the lunchroom changes and procedures which includes an outdoor eating area. Daniels announced she will be releasing a YouTube video in the next few days highlighting procedural and protocol changes that will include direction on mask use, 1-1 computers and borrower responsibility, cafeteria procedures and a school tour for 7th grade students.

Daniels highlighted current athletic changes which included a mandatory hold on all practices until Aug. 21st per the PIAA. Fall coaches and advisors are encouraged to meet with students outdoors for voluntary workouts. At this time only fall sports can participate in open gyms creating sport pods. The administration, coaches, and athletic director are all in support of fall sports plan which includes a very limited opponent schedule (within Potter-McKeanCameron counties) and following the UPMC guidelines for practice pods.

Home buying during the COVID-19 outbreak
Homeowners know that the process of buying a home can be both exciting and nervewracking. The anxiety associated with buying a home has hit new heights during the outbreak of the novel coronavirus COVID-19. Historically low interest rates and limited inventory has made 2020 an especially unique time to buy a home. It’s also a competitive and potentially expensive time to buy a home. While the economic consequences of COVID-19 have been severe, the Federal National Mortgage Association, also known as Fannie Mae, forecasted a significant increase in median home prices in March 2020. City dwellers have scrambled to buy homes outside of cities, where social distancing is more difficult and the risk of getting COVID-19 appears greater than it is in suburban or rural settings. That’s led to a lot of competition among prospective buyers. Prospective home buyers willing to enter the hectic fray and shop for a home during the COVID-19 outbreak may benefit from knowing what to expect as they search for their next home. • Get ready for virtual tours. Buyers might once b-6 have scoffed at the notion of buying a home they’d only seen in videos, but virtual tours have become the new normal in the wake of the pandemic. An April
survey from the National Association of Realtors® found that home tours had declined sharply. While 98 percent of realtors reported taking clients on home tours as recently as February, that number had declined to 63 percent by April. As many regions pause their reopening plans, prospective home buyers should ready themselves for virtual tours as opposed to in-person home tours. • Expect limited inventory. While home prices are up, many people are holding onto their homes. The NAR reports that total housing inventory at the end of May 2020 was down nearly 19 percent from the end of May 2019.
Buyers will have less inventory to choose from, so those intent on buying may need to prioritize what they need in a home and focus on finding properties that can fulfill those needs. • Expect to move quickly. Realtors have seen homes sell within days of being listed, and that has put pressure on buyers to move quickly. It also highlights the importance of finding a home inspector before your search begins as well as a lender who can handle quick closings. Ask around for recommendations, but make sure you have these two important professionals lined up before beginning your search. Doing so will give you a better chance of
buying in an unusual time. • Make the best down payment you can afford. A high down payment makes buyers look better no matter the state of the economy. An offer with a high down payment looks like a stronger offer, and that can make the difference between winning and losing a potential bidding war. Buying a home during the COVID-19 outbreak presents some unique challenges to prospective buyers.
