There is no question these are challenging times we are going through. I want to take this opportunity to tell you what is happening here at Jones Memorial Hospital as a response to the COVID-19 pandemic. Like other hospitals around the world, Jones Memorial has made adjustments in response to the COVID-19 pandemic. We are also working collaboratively with our UR partners, state and local health departments, and community health providers to prepare for an increase in acutely ill patients. These measures reflect our commitment to health of this community. Patient safety remains a priority. First and foremost, the hospital is open for business. We will continue to care for individuals in need of emergency and inpatient care and provide laboratory and medical imaging testing needed by your provider to treat acute and chronic conditions. In addition, the walk-in clinic remains open from 2 pm to 7 pm daily and the Emergency Department is open 24/7, as always. The Jones Memorial Medical Practices are still seeing patients for acute illnesses; only routine office visits are being rescheduled.

Concern for the safety of our patients and staff led us to implement a ZERO visitor policy for adult patients. Pediatric patients may have one guardian with them and OB patients can have one support person with them for the duration of their stay – labor, delivery, and postpartum. We are discouraging people from coming to the hospital and screening those who must come before allowing them entry into the building. Anyone who has a cough, fever, or shortness of breath is encouraged to call their provider before going to the office and, if a test is deemed necessary, it can done outside of the building if the individual doesn’t need to see their provider. All of these measures are to limit exposure to the COVID-19 virus and conserve our valuable resources, supplies, and human resources, in the event they are needed to care for our community, should we experience a significant surge in See JONES pg 2...

BELMONT — More powers were granted to the Allegany County administrator as legislators phoned it in on Monday. Meeting over the phone — which went smoothly, a barking dog at a legislator’s home and a few dropped calls notwithstanding — the Allegany County Board of Legislators unanimously approved several measures, including more power to Administrator Carissa Knapp. The resolution authorizes Knapp to perform more day-to-day duties such as setting business hours, signing contracts and transferring department funds for needed purchases. The resolution also suspends the typical committee structure used by the county for legislation. Now, the Committee of the Whole will handle the resolution vetting process before heading to a regular meeting for approval. "It’s a very temporary order — it should be 30 days," she said, noting that it is set to end when the Governor Andrew Cuomo’s state of emergency declaration ends or when the legislators rescind it, whichever is sooner. "The purpose of this … is to give the county administrator some extra powers to sign some documents that would

normally require legislative action, and to take care of some of the day-to-day business. "This is truly a team effort," she added, crediting the legislators and county employees for keeping operations rolling. Currently, the county office building is closed to the public, and the county was ordered by the governor to reduce its workforce away from home by half. Another resolution created a deputy public health director position, which was sought due to the coronavirus pandemic’s burden on the department. "I just want to take
this opportunity to thank Lori Ballengee and her staff for all the hard work they’ve done in the last couple weeks," said Legislator Brooke Harris, R-Afred, referring to the county public health director, who has overseen 44 tests, managed almost 100 quarantines and isolations, and handled two positive cases which are both recovering. "I hope that the creation of this position will alleviate some of the terrible burden her office is under." Local schools compete in Science and Technology Fair at Alfred State College
ALFRED — More than 91 outstanding scientific projects by students from 12 area school districts were featured in Alfred State’s 21st annual Regional Science and Technology Fair. Participating districts included Houghton Academy, Portville, Cassadaga Valley, Bolivar-Richburg, Friendship, Hornell Intermediate, Lima Christian School, Prattsburgh, Saint Ann`s Academy, Alfred-Almond, Southern Tier Catholic, and Archbishop Walsh. A total of 106 students presented 91 science and technology projects to the judges for a chance at a share of the $1675 in prize money. Participants were divided into three divisions: senior (grades 9-12), junior (grades 7-8) and novice (grades 4-6). Winners in the senior division included firstplace winner ($250) Caydence Zalwsky from Portville with "Sounds of the Body," second-place winner ($150) Kaitlyn Williams from Portville with "Bimetallic Charger," and third-place winner ($100) Regina Tkacik from Portville with "This Bone Hertz." Winners in the junior division included firstplace winner ($250) Rose Scordo from

YMCA offers child care for essential workers in community The YMCA of the Twin Tiers childcare services have transitioned to emergency childcare sites by only providing care to those in vital essential roles including employees of hospitals, medical facilities/offices, firefighters, police officers, and other essential jobs working directly to support the fight of the coronavirus pandemic. Childcare will be provided during the hours of 6:30 a.m. to 6 p.m. at the Wellsville YMCA (school-age child care). Preregistration is required and the cost varies based on the age of the child and amount of care needed. Call (585) 593-3246. "We feel very strongly that the Y should provide childcare for vital employees who are working hard to fight this pandemic and encourage others to stay home," said Barb Sweitzer, YMCA of the Twin Tiers CEO. "We are transitioning from our normal operations to an emergency child care program. The reason why the YMCA of the Twin Tiers has been a cornerstone in our community for over 135 years is because we have the ability to adapt to the community needs. We do as we say we do – strengthen foundations of communities." The Y quickly assessed the situation as schools began to close and identified that an
emergency child care model was what the community needed most. The Y will reopen its normal preschool and school-age child care programs once the national COVID-19 crisis is over. "We appreciate everyone’s patience and understanding during this time and hope to see all our members’ smiling
faces back when this all subsides." Sweitzer added. The Emergency Child Care program is taking extraordinary measures to exercise caution and reduce the spread of the coronavirus including additional cleaning and sanitizing, monitoring of symptoms with temperature checks upon facility entry and throughout
the day, distancing the children, and offering activities that don’t require touching of common objects. Sweitzer continued, "We are taking every precaution to provide the critical service while being a responsible party of flattening the curve. We want to protect the children, their families, and our staff."

Big winners on NBC's 'The Wall' have tie to Bolivar

BOLIVAR — What do a retired firefighter from Long Island who helped in the aftermath of 9/11 and a young married woman in North Carolina expecting her first baby have in common? They’re a father/daughter duo, Bill Brown and Meghan Schaffner, who won $820,045 Sunday night on the NBC show "The Wall." Bill Brown and his wife, Mary, live near Syracuse. He’s a wood carver who designed and carved a set of oil-related tourist signs based on "M*A*S*H" and donated some to the Pioneer Oil Museum in Bolivar. Meghan, a pediatric nurse, is expecting her first child with husband, Mike, who graduated from Bolivar-Richburg Central School. His parents, Joe and Eileen, still live in Bolivar — they own Schaffner Funeral Home where Joe is a mortician. Eileen works for a doctor in Olean. "How about that!" said

According to NBC’s "The Wall" website, "The rules are simple: get a question correct and a green ball will fall down the Wall and add the value of the slot to the players’ winning total. Miss a question and an ominous red ball will fall and deduct the value from
the teams’ total. Teammates have to work together to build a huge cash prize. "As the game progresses, the stakes get even higher when one player is sent into an isolation room behind the Wall. It is here where the pairs’ faith in each other will be tested as they play the remainder of the game without any communication."
Trout season is still on — opener is April 1
Joe Schaffner said the players "had to sign a lot of papers agreeing to things. Complete secrecy was on the top of the list." He had no idea what the outcome was ahead of time. "They wouldn’t tell us a thing," he said. "Of course Bill knew, being a part of it. Not that I didn’t try to get it out of my son, but no luck." Joe and Eileen were forced to wait with everyone else. "We were Skyping, video chatting both before and after," Schaffner added. He explained that it started a while ago when his son, Mike, wrote to the show. The producers wrote back needing more details and were notified they made the cut — the application was underway, but the timing could have been better — Meghan and Mike were in the midst of planning their wedding. ALBANY — While COVID-19 has shut down much of New York state, trout season is still on — the season opener is April 1. State Department of Environmental Conservation Commissioner Basil Seggos said that uring the current COVID-19 public health crisis, getting outdoors and connecting with nature while angling in New York’s waters is a great way to help maintain mental and physical health. "Fishing is good for the mind and body." Seggos said. "I encourage all anglers, novice and expert, to get outside and fish, but act responsibly by practicing social distancing and staying safe." New York’s diverse and abundant trout and salmon fishing results in a cumulative five million days spent fishing the state’s freshwater fisheries and contributing economically to local communities. Anglers looking forward to pursuing stocked trout can visit the DEC website to find a complete list of this spring’s planned trout stocking for 2.27 million catchable-size
brook, brown, and rainbow trout in 307 lakes and ponds and roughly 2,845 miles of streams across the state. Spring stockings will include 1.68 million brown trout, 424,860 rainbow trout, and 156,970 brook trout. Approximately 98,000 two-year-old brown trout 13-14 inches in length are included in the brown trout total. Nearly 1.6 million yearling lake trout, steelhead, landlocked salmon, splake, and coho salmon will be also be stocked by DEC this spring to provide exciting angling opportunities over the next several years. Almost 307,000 brook trout fingerlings will be stocked in more than 300 Adirondack lakes and ponds this spring and fall to provide unique angling opportunities for future years. While enjoying the outdoors, please continue to follow the CDC/ New York State Department of Health guidelines for preventing the spread of colds, flu, and COVID-19: • Try to keep at least six (6) feet of distance between you and others. • Avoid close contact,
such as shaking hands, hugging, and kissing. • Wash hands often or use a hand sanitizer when soap and water are not available. • Avoid surfaces that are touched often, such as doorknobs, handrails, and playground equipment. When fishing, DEC recommends avoiding busy waters and following the guidelines on DEC’s website about fishing responsibly in New York State. If an angler arrives at a parking lot and there are several cars, they should consider going to another parking lot. If an angler is fishing upstream, they should fish downstream of the other angler or consider fishing another day. Anglers fishing from boats should be able to maintain at least six feet of distance between one another. For more information about the benefits of being outdoors safely and responsibly, go to DEC’s website. To further limit the community spread of COVID-19, DEC is encouraging hunters, trappers, and anglers to purchase sporting licenses online.

'A bullet train': Virus peak may come soon, swamp hospitals
NEW YORK (AP) — Gov. Andrew Cuomo sounded his most dire warning yet about the coronavirus pandemic earlier this week, saying the infection rate in New York is accelerating and the state could be as close as two weeks away from a crisis that sees 40,000 people in intensive care. Such a surge would overwhelm hospitals, which now have just 3,000 intensive care unit beds statewide. The rate of new infections, Cuomo said, is doubling about every three days. While officials once projected the peak in New York would come in early May, they now say it could come in two to three weeks. "We are not slowing it. And it is accelerating on its own," he said during a briefing at the Jacob K. Javits Convention Center. "One of the forecasters said to me we were looking at a freight train coming across the country. We’re now looking at a bullet train." New York officials have been racing to essentially double their hospital capacity to up to 110,000 beds. Cuomo now said there could be
a peak need of 140,000 beds. There were more than 25,000 positive cases in New York state and at least 210 deaths, according to state figures. Most of the cases and deaths have been in New York City, an emerging worldwide hotspot in the outbreak. New York officials are planning to add at least 1,000 temporary hospital beds at the Javits Center for non-COVID-19 patients and thousands of beds elsewhere. But Cuomo said "they're nowhere near" the number that will be needed. The state also faces shortages of ventilators and protective equipment for medical workers. New York has 7,000 ventilators. Cuomo called for a national push to send ventilators to New York now, saying the city needs 20,000 of them in a matter of weeks. He said the equipment could then be redeployed to different areas once the peak passes in New York. "I will take personal responsibility for transporting the 20,000 ventilators anywhere in this country that they want, once we are passed our apex,"

that ventilators — about the size of two old VCR machines — are certainly portable. But he said there would need to be a regional or national coordinator of medical products "to make sure that the goods needed are where they need to be."
