Jones Memorial Hospital lands $17M state grant for improvements

WELLSVILLE — Allegany County’s largest healthcare provider got a nearly $17 million injection to improve its care and services.

Jones Memorial Hospital announced Friday that it has been awarded a Healthcare Facility Transformation Grant totaling $16.86 million from New York state.

Allegany County Land Bank aims for busy 2020

BELMONT — More properties, a new partner and back-end improvements aim to make 2020 a busy year for the Allegany County Land Bank Corporation.

In a report to the Allegany County Board of Legislators on Monday, land bank Executive Director Jason Isaman spelled out how the nonprofit established by the county has — and will — keep fighting blighted properties.

New York’s first 10 land banks were established in 2012 under the New York Land Bank Act. Today, there are 25, including in Allegany, Cattaraugus and Steuben counties. The Allegany County group’s board first met March 28, 2016.

The first two properties were acquired in 2017, with 16 sites now having been acquired. Ten of those properties had structures removed, while three others have been renovated. Of those properties, eight were picked up in 2019 alone.

While many of the properties renovated to date have been purchased from the county for between $150 and $4,000 per parcel, one property in Cuba was bought during foreclosure for around $37,000.

“We’ve spent almost $1 million around the county since we started,” Isaman said, counting acquisitions, demolitions and renovations of up to $120,000.

The agency appears to have lost money on many of its transactions, but Isaman said the work being done will more than pay for itself.

$2,000 and spent $120,000 to renovate it into two units.

Now, the property has an appraisal — and sale price — of around $40,000.

By getting the properties renovated, it gets them back on the tax rolls, he said — with $2,000 in taxes or more paid out annually. Meanwhile, demolition of a large home can be above $30,000, leading to a deficit, as well.

In addition, an empty lot assessed at only a few thousand dollars sold to a neighbor would take decades to generate the same amount of tax revenue for municipalities as if the home were renovated and inhabited.

“It actually gives back to the county — when the land bank loses, the county wins,” he said.

And by taking care of the blighted property, neighbors benefit. The Center for Responsible Lending projects that homeowners living near a foreclosed property, on average, lose $7,200 in property value, and projected a four-year increase in losses to $20,300 per household.

Such losses would eventually affect tax assessments, spreading the tax burden to

other properties within the taxing authority’s boundaries.

And even more is planned for 2020.

Under the corporation’s adopted 2020 budget, officials expect to bring in around $691,000, including the sale of $425,000 in real property. The budget estimates expenses at around $482,000 for the year, including spending $160,000 on rehabilitation, $90,000 on new construction, $80,000 on demolitions and $72,000 on acquisition and stabilization.

The county has continued supporting the land bank since its inception, though often with some dissent from some legislators. The legislators voted in November to allocate $50,000 to the nonprofit.

A total of five properties are being eyed for purchase off of the 2020 county property tax sale list, he said, and a new partner is joining the land bank this year on several projects — Habitat for Humanity.

“We expect to break ground with them on a house in Bolivar shortly, and two more in the spring,” Isaman said.

Another attempt at funding, he added, is being sought to aid homeowners fix up the exteriors of their homes “to address blight across Allegany County.”

In addition to direct efforts, Isaman said the land bank would like to help in modifications to the county’s property tax auctions to help improve outcomes for those properties, as well as create a database that can track blighted properties for local and countywide purposes.

WELLSVILLE — Allegany Arc invites the public to view its 2020 Arc Art exhibit at the Wellsville Creative Arts Center, 124 N. Main St. Arc Art will be on display through March 29.

Carrie Redman, Allegany Arc’s director of administrative services, said the agency has worked with the arts center for 13 years to present Arc Art. “Arc Art is a celebration of self-expression by artists with differing abilities and this year’s ... exhibit coincides with March being National Developmental Disabilities Awareness Month,” Redman said. “Arc Art honors individuals with disabilities throughout Allegany County and provides a stimulating and supportive environment that promotes creative expression, independence, dig-

nity and community integration.”

Redman said the goal of the program is to encourage arts among individuals with intellectual and developmental disabilities by giving them a place to exhibit their artwork while increasing awareness within the general population about the creativity and talent of people with disabilities.

More than 20 artists are displaying their work in the exhibit.

Redman said the works on display demonstrate the “extraordinary creativity” of the makers through an abundance of styles and images.

“In some instances, the artist’s disability directly influences their art,” she said, “in other cases, their disability has little or no effect on their work.”

Allegany County, state officials: No Whitney elected to coronavirus cases in area; flu rising exec committee of

By BOB CLARK Those responsible for health care in the area are continuing their vigilance against novel coronavirus, even though no confirmed cases have been reported in the state, let alone the Southern Tier.

“As you are probably aware, the novel coronavirus situation is being closely monitored by the Centers for Disease Control, the New York State Department of Health, and locally by the Allegany County Department of Health,” said Theresa Moore, supervising public health educator and public information officer with the Allegany County Department of Health.

“Currently, New York state has no confirmed cases of coronavirus and Allegany County has no suspected cases. Therefore, the risk to (area) residents remains minimal.”

The Allegany County department is monitoring travel-related activities for anyone who may have traveled to affected areas in China since early February.

“This guidance also includes any individuals with travel from the People’s Republic of China, and who show no signs or symptoms of disease, out of an abundance of caution, will self-monitor with ACDOH oversight, and separate themselves from the public for 14 days,” Moore added, noting that the department will not comment on rumors to protect the privacy of any individuals being monitored.

Houghton College released its guidelines on the disease Feb. 6, indicating the college would follow guidance from the Centers for Disease Control and Prevention and the World Health Organization, “including mandating at least a fourteenday period of isolation for any person deemed at risk of exposure.”

Houghton officials said they already have a plan to coordinate isolation, including a location removed from other community members, a care plan for potentially affected persons, and a communication plan to those affected.

“We are also in close communication with public health authorities, namely the Allegany County Department of Health (ACDOH), both proactively in our response protocol and even more so in the case of any person at risk of exposure coming to campus.”

Following the proactive statement, false rumors circulated through social media that the disease was suspected at the college, with officials sending out a campus-wide email Friday dispelling false information.

In a press conference, Gov. Andrew Cuomo said Feb. 7 that despite a number of tests run across the state, no confirmed cases of the disease have been identified. However, a number of lab-confirmed flu cases have lead to hospitalizations.

“We went through this before: Zika virus, Ebola, et cetera,” Cuomo said. ”But let’s have some connection to the reality of the situation, and as the doctor said, catching the flu right now is a much greater risk than anything that has anything to do with coronavirus.”

The art of fighting a nuke dump

Editor’s Note: In April, Concerned Citizens of Allegany County will celebrate the 30th anniversary of the “Bump the Dump” protest, a multi-year citizen action that prevented the establishment of a nuclear waste dump.

This extraordinary episode in our history was ultimately argued and won in the U.S. Supreme Court. In taking a stand against the dangers of radioactive contamination on environmental and human health, thousands of regular folks have become folk heroes. We invite you to learn more about them.

Just as David fought Goliath with the only weapon he had, people used every possible means to express their outrage and stop the process. Some were pretty creative. Literally thousands of people asked themselves, “What can I do?” If they had a talent or a skill, they used it.

Dozens of artists offered work, from Hope Zaccagni (now an accomplished painter), who designed posters and the iconic mushroom masks, to Suzanne Bloom of Cortland County (now a wellknown children’s book illustrator), who drew many cartoons including the “Loves Me, Loves Me Not” daisy morphing into a radioactive-warning symbol.

Photography documented events as they unfolded. Kathryn Ross of the Wellsville Daily Reporter wrote articles and took countless photographs. Her work forms an important collection. Steve Meyers, the first chair of the Concerned Citizens group and a professional photographer, produced a legacy of stunning images.

Anna Eskenazi Bush and John Arden-

Hopkins, then editor of the Cuba Patriot, cowrote a musical, “Bump the Dump,” produced at Alfred State College.

Culinary artists created nourishing hot stews made from local ingredients to sustain protestors during the cold “nuclear winters” of protests. They also put together a cookbook as a fundraiser with both silly and useful recipes.

There was an abundance of street theater.

When the infamous “Information Van” came into Wellsville, it was blocked with tractors and a manure spreader.

In Almond, it was escorted down Main Street to the entrance ramp to Route 17 dragging a box of cow manure scattered with mushrooms (referencing a siting commission statement that the Concerned Citizens

group was “Keeping people in the dark and feeding them s---”).

A dead skunk was crammed into its heating vent as a gesture which implied that the siting process stank.

In Albany, people from the sited areas staged a “funeral march” from the statehouse, where eulogies were read, to the governor’s mansion, with each county represented by a coffin. Fred Beckhorn built the one for Allegany County.

Children dressed as angels helped carry a banner of photos of Allegany kids created

by Mary Gardner Ruch.

And the Grim Reaper was present at many of the protests in full regalia.

A “Night of Rage,” brainchild of Jim Lucey, then CCAC co-chair, was staged at the West Almond encampment

on an October evening, advertised by a poster with charred edges.

Stuffed effigies of the siting commission were torched.

Jack o’ lanterns carved by Glenna Fredrickson with images of Gov. Mario Cuomo lit the stage. All nonviolent actions were as carefully choreographed as a dance, from the first circles of singing citizens with locked arms to the seniors chained across the Caneadea bridge, backed by a blockade of farm equipment, and a final blockade of horsemen.

There was music.

Says Native American singer-songwriter, Buffy Sainte-Marie (“Universal Soldier”), “A great three-minute protest song can be more effective than a 400-page textbook: immediate and replicable, portable and efficient, wrapped

in music, easy to understand by ordinary people. It’s distributed word-of-mouth by artists, as opposed to news stories marketed by the fellas who may own the town, the company store and the mine.”

Local musicians came together with original songs to form B.A.N.D.I.T.S. (Bands Against Nuclear Dumps In This State). Ed Whitney’s “Nasty Boys” introduced at the first nonviolent action in Belmont inspired Cher Appell’s “Nasty Girls.”

The two songs served as a warning wrapped in humor: “We fool around with shotguns — they’re about our favorite toys.”

The message was, We’re serious. We intend to defend ourselves.

Howard Appell’s haunting “Caneadea” evoked the legacy of the land under our stew-

ardship, as did Irma Howard’s “Keep Free the Land.” Gary Barteau’s “Reduce, Recycle and Reuse” foretold the way of life humans must adopt to live sustainably.

My song, “Allegany,” was a channeling of a few phrases: “rise to your feet ... lock arms and stand ... no radiation without representation” — simple lines, easy to sing and share. The power of the music was clear when my arrest at Caneadea included the seizure of my guitar — clearly a weapon of the people. That moment inspired “Never Stop Singing”: “when power gives power the right to do wrong, you might get arrested for singing your song.”

There were those who said the dump was a done deal, it was useless to fight. But we did fight and while there is still

no solution for radioactive waste, we don’t have a dump. We made a difference.

To those who gave creative juices and energy, who have not been mentioned here, please know it was not by intention. I urge you to share your part in history and I personally thank you.

Even without a life change, employees should still update their W-4. After tax reform, the IRS changed how employers calculate how much tax to withhold. The IRS changes made most people’s paychecks increase on their own. In some cases, the increased paychecks more than accounted for the tax cut from tax reform.

That meant some owed taxes, while others got a smaller refund than expected.

Quarterly estimated tax deadlines are in April, June, September and the following January.

People who have an employer, or a spouse with an employer, may have another option.

Instead of making estimated payments, they could increase their withholding enough to cover their other tax.

the advance premium tax credit (APTC), which helps make their premiums more affordable. The tax credit goes directly to the health insurance provider throughout the year. How much depends on estimates the individual made before 2019 even began. If those estimates are inaccurate and too much went toward their premiums, they could have to repay it when they settle up on their tax return.

To avoid having to repay the advance credit, make as accurate an estimate as possible.

The estimate will be more accurate if people immediately notify the marketplace of any changes to their household or income.

As the year wears on, people will get an even better idea of the life changes and financial situations impacting their 2019 tax return.

Borrello vows to seek manufacturer for Wellsville site

“Fortunately, Siemens was able to transfer many employees from its Wellsville plant to Dresser-Rand in Olean,” Borrello said. “But this closing will still impact 149 employees at the Wellsville site.”

He noted that jobs are highly-skilled and good-paying, adding that Dresser-Rand and its employees have been central to Allegany County’s economy for more than a century.

“In the coming weeks, I will be working with state and local economic development officials to explore opportunities for attracting another employer to this site,” the senator said. “Allegany County has many assets including a skilled workforce, educational institutions that are strengthening its jobs pipeline and a wonderful quality of life. That work starts today.”

In a Workforce Adjustment and Retraining Notification issued this week, Siemens Government Technologies announced the plant closure. The workers to be laid off are represented by the International Association of Machinists

WELLSVILLE — State Sen. George M. Borrello vows to work on securing another manufacturer for the Dresser-Rand plant in Wellsville, which will close April 24.

The senator acknowledged this week that market changes and Siemens’ purchase and restructuring of Dresser-Rand were factors in the sale of its government business to Curtiss-Wright — and subsequent closure of the Wellsville plant.

But he also laid blame at the feet of what he called New York’s “heavyhanded tax and regulate” policies.

“New York is simply not competitive when it comes to attracting and retaining jobs,” he said in press statement.

“Its unfriendly business climate, high taxes, unnecessary bureaucracy and overregulation are almost always factors when companies decide to close or move manufacturing to other states.”

He noted that CurtissWright is moving its production of steam turbines to Charleston, South Carolina, where the manufacturer can

After the 2015 purchase of Dresser-Rand by Siemens, the Wellsville operation was quickly folded into SGT due to work at the plant for the U.S. government.

The facility manufactures steam turbines used for U.S. Navy vessels.

Curtiss-Wright bought the division in 2018 for $212.5 million, and immediately announced that Wellsville operations would shut down within two years, transferring the work to other facilities closer to navy construction yards.

The staffs from Wellsville Central School and current District 9 champion Ridgway, winner of four straight titles, will be the coaches of New York and Pennsylvania, respectively, for the 47th annual Big 30 Charities Classic set for the night of Aug. 1 at Bradford (Pa.) High’s Parkway Field.

After last August’s 27-27 tie, New York leads the series 22-213, though Pennsylvania hasn’t lost since the 2014 renewal.

Wellsville head coach Frank Brown will be assisted by Wayne Stonemetz, Ron Beckwith and Evan Enke.

Brown has served six interrupted years as the Lions coach plus four seasons as an assistant.

Beckwith, Wellsville’s assistant head coach, has been on the staff for four seasons and works with the defensive backs and wide receivers.

Mark Heindl has been head coach at Ridgway for 12 seasons, preceded by nine years as an assistant. The Elkers, after their co-op with Johnsonburg, have won the last four District 9 championships.

Ridgway also claimed the Allegheny Mountain League title in 2014.
