Trial date for fatal 2018 Duke Center crash to be set soon By Ruth Bogdan SMETHPORT — The prosecution and defense are working to deal with loose ends so a trial for Daniel W. Oaks II, accused in a 2018 fatal crash in Duke Center, can be scheduled. Oaks, 32, of Bradford, appeared for a hearing on pretrial motions Jan. 24 in McKean County Court before President Judge John Pavlock. Charges against Oaks stem from a Sept. 8, 2018, crash, when a car driven by Oaks left the roadway near 610 Main St., Duke Center, striking multiple vehicles and a porch. The car’s passenger, Alyssa Hawk, was killed in the crash, and several people suffered serious injuries: Oaks and bystanders Cody and Sam Pearce and Justin McDivitt. Prosecutors allege that it was the speed of Oaks’s car that caused the damage and injuries. After Pavlock met with District Attorney Stephanie Vettenburg-Shaffer and defense attorney Anthony Clarke in chambers, the group returned to the courtroom. There, Pavlock said he agreed to continue the motions hearing for 30 days, and

he provided an update on the case to alleged victims and family members who were in attendance. Pavlock explained the continuance will give the defense time to provide a supplemental report. “The supplemental report may solve some of the pending issues,” Pavlock said. No new hearing date was set, but the judge said it should happen in about 30 days. The goal at the hearing will be to have trial dates scheduled that day. Shaffer anticipates the trial will last seven days, and Clarke agreed the trial will take at least that long. Pavlock said another pending issue is the submission of two things at trial: statements by a man named Tom Perry and information about

Oaks’ history. The judge ordered both sides to submit written briefs within 20 days. “The case does need to move forward,” Pavlock said. “Everyone’s in agreement with that.” Oaks is charged with homicide by vehicle and three counts of aggravated assault by vehicle,

Canine law enforcement efforts expanding in McKean County

SMETHPORT — The McKean County Detectives’ Bureau, which operates out of the district attorney’s office, now offers expanded services with additional canine resources, District Attorney Stephanie Vettenburg-Shaffer announced Wednesday. Since 2011, Robert and Vicki Rinfrette and their canines have worked for the district attorney’s office and the McKean County Drug Task Force. Robert Rinfrette has been in law enforcement for 43 years — 37 in the K-9 field as a handler, trainer, examiner and certifier. He is a certifying official for the National Narcotics Detector Dog Association. The canines assist law enforcement across the county in locating illegal narcotics, explosives and human remains as well as tracking individuals’ movements through scent. The recent additions, new to the DA’s office in 2019, are dogs trained in search and rescue. Rod Johnson has been training blood-

Ruth Webb has been handling bloodhounds for five years and has two bloodhounds. Jay Prosser has been running backup for Rod Johnson for ten years has been a K-9 handler for a year. Jerry Prosser runs backup as well. It takes hundreds

of hours and thousands of dollars to train a dog. “Reeba” is a trail dog owned by Johnson; “Izzy” is a cadaver and trail dog owned by Jay Prosser; and “Dixie” is a trail dog owned by Ruth Webb. They have assisted law enforcement and search and rescue teams in McKean, Center, Elk, Potter, Tioga, and Warren counties. They are certified by the American Working dog and the

National Police Bloodhound Association. Locally, they have found missing persons and tracked an arson suspect in Bradford Township. These K-9s have also been joining the district attorney at events in the community including the Resource Fair at Pitt-Bradford and the Back the Blue 5K event at Pitt-Bradford. The trio will join canines “LG,” a 7-year-

old labrador retriever trained and certified for narcotics detection through two national associations, and canine “Nico,” a 2.5-yearold German Shepherd imported from Czechoslovakia. She is trained and certified in explosive detection through a national association. “LG” and “Nico” travel with officials from the DA’s office and Drug Task Force to appear at various events

across the county, most often geared toward children and focused on teaching children to say “no” to drugs. The community may see the dogs at different events and they have participated in Kids’ Fest; Welcome Back events at the Smethport High School; LEAF day events; Fire/EMS Night in Mount Jewett; National Night Out in Kane; and the Black the Blue 5K event at Pitt-Bradford. “LG” has assisted law enforcement in searching for drugs at local schools and prisons. “LG” will be accompanying Shaffer in the next school year at different events geared toward elementary school children, and Shaffer and “Nico” will be starring in their own coloring book warning children to stay away from drugs. These are accounts that do not tax any contributions, interest earned, dividends, or capital gains, and can be withdrawn tax-free. It is available to individuals ages 18 and older in Canada and can be used for any purpose. • College savings accounts: Investing in a 529 plan can be

Leadership change coming to PennDOT’s North Central Engineering District

CLEARFIELD — There will be a leadership change before the end of the month in the Pennsylvania Department of Transportation’s (PennDOT) Engineering District 2, which covers nine counties in the North Central region. After serving as District Executive since May of 2016, Karen Michael will retire on Jan. 24, capping a 34year PennDOT career. Immediately after her retirement, Tom Zurat will begin serving as the new District Executive. “I’m pleased to have Tom lead the District 2 team,” said Acting PennDOT Secretary Yassmin Gramian. “His experience, leadership, and dedication will be a seamless transition that will benefit our transportation partners across the region.” Zurat will be responsible for planning and supervising the state highway system in PennDOT’s Engineering District 2 that covers Cameron, Centre, Clearfield, Clinton, Elk, Juniata, McKean, Mifflin, and Potter counties. Within the nine counties, PennDOT owns and maintains 3,731 miles of state highway and 2,186 bridges. “District 2 is home to
