CHEVIOT TREES REVEALS NEXT EXPANSION STEPS One of the UK’s largest forest and landscape nurseries, Cheviot Trees, has announced the next step in its continued expansion after acquiring additional land adjacent to its current facility.
Situated in the beautiful Scottish Borders countryside, Cheviot Trees has experienced steady rowth o er the past fi e years. This latest expansion is one of a series of initiatives designed to provide the additional capacity required for its anticipated business growth over the longer term. Harry Frew, founder and managing director said: “The acquisition of additional land adjacent to our existing production facility will greatly assist our
continued expansion. The combination of our progressive rowth and a specific increase in the species and seed sources that we are now bein as ed for has presented our team with real challenges. UK forestry is beginning to explore the use of new and alternative species more suited to climate change and able to withstand some of the new diseases which are constantly threatening our forests.”

Forestry Commission Scotland (FCS) raised a tree alert after identifying four cases of phytophthora ramorum in larch trees. Three cases are on private land near Forfar and Dundee, while the fourth is near Perth. EAST SUSSEX CONTRACTORS CHOP DOWN 1,000 TREES BY MISTAKE Residents and local tree wardens have been left upset and angry after Lewes District Council’s contractors accidentally chopped down 1,000 trees. Seaford Tree Wardens, a small group of volunteers who plant trees across the area, arranged for 1,000 new trees to be planted at Chalvington Field in November of last year. People of all ages were joined by local councillors, includin then P orman a er and their families to get together and plant the trees.

GLENDALE NAMES NEW ARB CONTRACT MANAGER FOR SOUTH EAST
CHARITY TO PLANT ONE MILLION TREES ACROSS IRELAND IN 24 HOURS
Glendale Services has named John Hall as its arboriculture contract manager in the south east of England, to be based at the company’s depots in Watford and Waltham Forest. John has in-depth experience in the arboriculture, conservation, and grounds maintenance industries in both the public and private sectors. He also has a wide array of expert knowledge and experience within the amenity and commercial timber industry, including woodland and contract management, tree surveying and arboricultural legislation. Most recently, John worked as a senior consultant arborist for O A td between
One Million Trees in One Day is a charity and cross-border initiative that aims to plant a million young native trees at sites across the Irish Republic and Northern Ireland, all in the space of 24 hours. The charity is inviting farmers, smallholders and organisations in Northern Ireland to apply for free trees. The packs, which ran e from fi e to saplin s will be delivered next February in readiness for planting on a date later that month, yet to be announced. Project coordinator, Imogen Rabone, said: “Both Northern Ireland and the Republic of Ireland are sadly lacking when it comes to woodland and tree cover. CONNICK TREE CARE WINS CONTRACT WITH ENGLISH HERITAGE Connick Tree Care has again won the prestigious contract with English Heritage to maintain the trees on all of its sites in the south east of England. The company, which is based in Reigate and Brighton,

The Arboricultural Association AGM took place on Monday 21 September at the Amenity Conference. Attending members elected four new trustees to the board and voted on changes to the Memorandum of Association and the Articles of Association. The following trustees were elected at the AGM: Ged Collins has 42 years’ experience, having begun his career as a forester in the mid seventies.

ONE MORE TIME UP ON CYPRUS AVENUE Nearly 50 forestry and arboriculture professionals discussed a range of issues at the Institute of Chartered Foresters annual Study Tour in Belfast on 7-9 October. These ranged from waste water management to the unique problems associated with managing Belfast’s urban trees. A highlight for Van Morrison fans was a visit to Cyprus Avenue, where ICF president David Henderson-Howat and executive director
Shireen Chambers planted a dawn redwood. Shireen said: “Belfast is showing itself to be a modern, green city, benefittin from major new tree planting schemes.”

HEALTH AND SAFETY POLICY Jonathan Hazell on how to formulate, structure and implement your health and safety policy
T
here’s no escape, you need a policy but a small business need not write it down. Taking the time to sketch one out before you commit it to paper will be very helpful to you as an employer or a selfemployed person, as it will make you structure your thinking (see http://goo.gl/Y5Z4Ku for help). A policy is “A course or principle of action adopted or proposed by an organisation or individual” and in general a health and safety policy will be presented in three parts: • the statement of intent • the organisation and responsibilities • the arrangements In the statement of intent you would identify certain objectives,

the strategies you adopt to achieve them and a timeline. Those objectives might be quite simply stated. For example, one might be “to have no reportable incidents in the year to 31 March” (see http:// goo.gl/8GWnoI for a definition The strategies could be to increase training and supervision, to improve resources, or perhaps to move out of one area of work. One must never adopt a strategy of under-reporting as that would completely undermine all efforts to improve overall workplace safety. In the second part you would identify who is responsible for what. It is a given that it is worth tellin all staff that they are responsible for complying with the Health and Safety at Work Act but a large well-structured business
may ha e a number of different teams with defined health and safety roles while a small businesses might simply rely on the owner to be responsible for everything.
and everyone should be able to learn from the outcomes. It should not be an excuse to victimise a team member. The third part lists the tools that you are giving to those responsible
“If someone is involved in a reported incident then it should be reviewed professionally and everyone should be able to learn from the outcomes” For an owner-manager of an arboricultural contracting business, the scope of the responsibilities may seem immense and be off puttin but there are a few simple ruses that might help to shift some of that burden of responsibility. For e ample simple ash cards around the o ce and depot might be used to give advice and guidance where key messages may be illustrated with cartoons or photos. A picture is worth a thousand words, after all. If you have set your objective as “no reportable incidents in the year to arch then your staff will need to be taken with you and any way you can help will benefit you. A mindset that should be encouraged at every level is “no blame” – if someone is involved in a reported incident then it should be reviewed professionally
so that they can fulfil their role he tools you develop to implement your policy need to be relevant, proportionate, as well as current, of course. The obvious ones are training needs assessments, risk assessments (never to be thought of as an end in themselves, please) and control measures, monitoring the workplace for gross failures of health and safety, sharing of information, learning from incidents, the use of ppe, the use of plant and machinery and so on. n previous articles, we’ve looked at various issues surrounding using ropes, winches and pulleys to help with the fellin of trees n this final article, we’ll take a look at where to connect the system to the target tree to be pulled over. On the face of it, it seems pretty obvious that if we can get the connection point on the tree to be as high as possible then we can achieve greater leverage to help us pull the tree over. While this may be strictly true, practicality has a certain way of changing the rules. The ideal is to run a line from the ground to the highest point in the tree, while keeping the line at an angle to the ground of less than 45°, thereby maximising the leverage. Any angle greater than this certainly doesn’t help as we would then actually be pulling the tree downwards rather than over.

FELLING In his final article on assisted felling, Dave Vickers considers the optimum place on the target tree to connect the rope and pulley system There are problems with this approach, however: • How do you connect the line to the tree at the maximum usable height? • How much line do you have to have in order to maintain the safe working distance? • How would you retrieve the line if required, if it is at height? Of course, one could climb the tree to install a line, or use a throwline to get the line over a suitable high branch. But what if you are not a climber, or don’t have a throwline? What if the site presents a variety of ‘targets’ that mean using a throw-bag is not such a great idea? The other concern about installing lines at such a height is that the line must be retrievable – how do you go about that task if the line is connected 15 metres up the tree? e could really do with findin another solution – perhaps using a ladder to connect the line to the tree; but then we are faced with the practicalities of working at height and the regulations surrounding it.
In the past I have got around these issues by using a set of arboricultural utility poles fitted with a cable lifter. This setup allows me to place the rope over a branch several metres high and run the line back down near to the base of the stem, securing it with a running bowline. This means I don’t need to work at height, and the system is retrievable. If there is no branch, then I use the poles to lift a running bowline up the stem before pulling it tight. A
new disease known as bacterial leaf scorch, olive quick decline syndrome or Pierce’s disease (Xylella fastidiosa) has been discovered spreading across southern Italy, causing major diminution of olive production. While olive production is ob iously not a si nificant concern in the UK, this bacterial disease can infect a very wide range of hosts. It is known to be a serious problem on trees common in the UK such as Acer, Platanus, Prunus, Quercus, Ulmus (maples, planes, cherries, oaks and elms respectively) and many others. Symptoms include peripheral burn of foliage and rapid crown dieback. This can appear very similar to drought, salt, herbicide, root, or canker damage. Currently only laboratory based diagnostic techniques are able to identify with certainty whether the symptoms are actually caused by the bacteria. The reason for this is that the bacteria reproduce within the xylem and physically block it, disrupting water transport and causing the symptoms of drought in the foliage. Because this pathogen is not currently present in the UK, it is

Understanding the vectors of this emergent disease is critical to reducing the prospect of it spreading to the UK says Jon Banks unknown under what conditions it would spread here. To understand this better we need to get to grips with some basic principles of pathogen dynamics. Xylella can tolerate a range of temperatures between lows of 12-17°C and highs of 34°C (Feil and Purcell 2001), but temperature extremes are likely to be limited within the plant where the disease develops, increasing the likelihood of its survival within the xylem. We have suitable hosts and a suitable climate, only time will tell whether the bacteria are present in high enough numbers within our shores. However, we haven’t yet discussed the bacteria’s transmission and ease of proliferation. Xylella is transmitted through xylem feeding insects such
as leafhoppers. Common froghoppers (meadow spittlebug) have been suggested as
to transmit Xylella, research suggests that aphids do occasionally feed on xylem sap (Pompon, et al. 2010). Control can not currently be achieved, however, management by reducing the vectors of the disease is possible. Rapid removal of infected trees is also highly beneficial as this reduces the chances of further spread. ABOUT BARTLETT

MIKE EVANS
MANAGING DIRECTOR OF ACME TREE SERVICES Mike Evans of Midlands based ACME Tree Services tells us about his career, business, training and his down to earth attitude to human resources and making the tea
What is your role within the company? I’m the managing director and I meet all existing and potential customers, prepare the quotes and manage the workflow. I go out with the teams whenever I can, as this is the part of the job I enjoy the most, but it’s hard juggling running the business with being on the tools. How did you get into aboriculture? I began my working life in 1987 when I was aged 16, earning £12.50 a week on a youth training scheme. I worked for Stafford Council as part of its environmental projects team and in my second year I was given a work placement at Shugborough

Estate, which is where I began my arboricultural career. After 12 months I was offered a job by a forestry company harvesting timber throughout Cannock Chase and I stayed there for six years. I left and worked on a golf course doing green keeping for 12 months and after that moved to Fountain Forestry where I became a team leader
working on utilities and the railway throughout the country. I studied for the Technical Certificate in Arboriculture a few years ago and more recently I did the Professional Tree Inspection course and others to keep developing my skills and knowledge. Why did you start your own business? In November 1998 I met Deb and within six months we’d bought and moved into a house together. The following month we registered Acme Tree Services Ltd. It just seemed the natural thing for us to do, something we could develop together. Deb’s marketing and administration background helped get the business established and she’s the driving force behind its continued progress. What were the main costs in setting up your arboricultural business? In 2000, when Deb and I started the business, we put together a business plan and then borrowed £13K. We bought a Hilux van, some PPE, a chainsaw and a

FEATURES hedge trimmer. A couple of months later we borrowed £3K from my parents and bought a secondhand wood chipper and that was it! At first, Deb would come out with me, mainly at weekends, working around her full-time job. Within a few months, as demand picked up through local advertising we took on a school leaver to work during the week. We ran the business from home so overheads were kept to a minimum. How many staff do you employ? We currently have seven full-time employees and a few work experience students from college.
What is the breakdown between your commercial, domestic and local authority work? It’s about 40% domestic, 30% local authority and 30% commercial. Have you got training programmes in place for your staff? We have a continual training development programme in place for all our staff, it keeps everyone motivated and helps develop the business. Is there a lot of red tape that affects you? I think the industry works well, I don’t have any complaints.
How do you structure your workforce? We are a small company so we really like to have an ‘all hands to the pump approach’. I can’t abide employees putting themselves on pedestals (they don’t last long here). Everyone sweeps up and makes the tea – and that includes me. Obviously we do have to have roles and responsibilities to make the sites work safely and effectively and therefore we have two teams, each with a team leader, an arborist and a groundsman. How fast has the business grown? With the introduction of our grounds maintenance service, the business has grown steadily. Realistically, we do need to take on at least another team, however in the short term we may look at working with subcontractors to cope with the demand and if the trend continues we’ll look at setting up a third team in the new year. How do you go about winning work? We’ve built up 15 years’ worth of loyal customers and the majority of our work comes from them and word of mouth. We advertise in a number of local magazines, which works well to generate new business. Our clients include a number of local authorities, and businesses and being Arboricultural Association Approved Contractors and CHAS Accredited helps make their lives easier.

Is it easy to find good quality staff? We haven’t really had a problem finding Climbing Arborist people. To be honest we get sent a lot of CVs and we always keep them on file and available in case we need to recruit or replace staff. We think that if someone has taken the time to research and approach us directly then they are the first people to contact. Do you think graduates are where they should be in terms of knowledge when they leave? The lads we have working for us doing work experience have a good attitude and the courses they’re doing are clearly enjoyable and informative. Obviously there are not a lot of practical skills being taught but I suppose that’s where we come in. It would be helpful if students were taught first aid and manual handling – both are basic life skills that should be taught in school. Having these would help all employers in all industries – it might even save the NHS a few pennies. What issues have you been facing this year? Managing employees has been our biggest headache in recent years. You only have to get one person with their own agenda contrary to the company’s values and suddenly the whole place feels toxic. I think HR is the area where most businesses fail, not because they aren’t good at what they do, but because UK law and employment rights are an absolute minefield and it can be too exhausting to deal with and easier to close the doors and work for someone else. Luckily, after a couple of bad employee experiences, we now have an independent HR consultant who advises us in all our HR matters. He’s also helped with the implementation of our Company Employee Handbook and employee contracts so all our employees know what we expect of them and what they should expect from Acme. If I were to give any small business a word of advice it would be to get an HR consultant, just as you have a H&S advisor

Do you get involved with the industry associations? It would be great to get involved but to be honest we just don’t have the time at the moment. Do you think the UK’s arboriculture market is healthy? Yes, very. To be honest the recession never affected us, we’ve always been busy and luckily we’ve never been in a position where we’ve had to reduce or put staff on short time. I’m not sure if that’s just us or if everyone else experienced the same.

What issues need to be tackled in the industry? I don’t know how, but it would be brilliant if there was a way of educating the public in what to look for when choosing a contractor to work on their trees. We’ve had to deal with so many upset customers who’ve had their trees decimated by less scrupulous traders who’ve turned up in jeans and trainers. I know trading standards are battling with this but really I think it’s down to educating people. What more can be done to make arboriculture a career choice for young people? We’ve recently agreed to do a tree work demonstration at my daughter’s secondary school. Deb was at a parents’ forum and spoke to teachers and parents about our industry. The careers advisor approached her afterwards and asked if she’d be interested in coming along and doing a talk to the students about the industry. Deb suggested it would be much more interesting for them to see a demonstration at their careers days where local businesses and industries go in along with the usual army, navy, police force etc. We just need to source some associated literature on the new trailblazer apprenticeship scheme, forestry commission schemes and of course

information on consultancy to show students the avenues they could look at on the day. If anyone is able to help with this please get in touch. What do you enjoy doing outside of work? I love going cycling on my new road bike – it’s a great way for me to keep fit. Also, I’m a member of Beau Desert Golf Club, I don’t get to play as much as I’d like, with running

What's your favourite piece of equipment to use? It's got to be the chipper. We have a Greenmech Eco Combi Chipper. What do you wish you had known about arboriculture before you started down this career path? I wish I'd known how much everything costs so I could have
prepared myself a bit better. If I had known this was the career path I was going to take, I would have done a few courses for free before I turned 25. After that, college courses all cost loads of money so I recommend getting as many ualifications as possible before that age. What has surprised you most about having a career in arb? What has surprised me the most is taking down a little tree and once it’s been through the chipper findin it fills the truc up more than a big tree would! What has been your greatest challenge? I was climbing a eucalyptus recently and it had no bark on it whatsoever. It was literally as smooth as a snake, so that was quite challenging. We also
did eight conifers and had to drag them through our client’s back garden and over their double garage. That was tough but I enjoy it all. It's all about teamwork. If we work together it’s much easier. What is the most important part of the teamwork you do? Uniformity. If we are all taught in the same way, learn in the same way and do everything in the same way then nothing can go wrong. Any one of us could take over a job half way through and it would have been done in the same way as we would have done it ourselves. Where do you see yourself in ten years’ time? I'd like to still be working with Tommy and helping him run the business.

PASSING AN NPTC ASSESSMENT
AT THE FIRST ATTEMPT An NPTC assessment needn’t be unnecessarily intimidating. Richard Olley of Kingswood Training gives his top ten tips on how to pass at the first attempt

Download the criteria and study them in advance of your course. Find the details
on www.nptc.org.uk/assessment-schedules. There aren’t many exams where you are told every question and every answer before you start. Take advantage of this and read the criteria thoroughly.

Attend a Lantra training course. Lantra

It also makes ongoing checks on instructors’ ability and provides quality course materials that teach you everything you need to know to pass your assessment. Many Lantra instructors are also NPTC assessors, so they know exactly what is needed to achieve the required standard.

Ask your instructor what issues most commonly cause people to fail a particular assessment. For Felling Small Trees (Unit 203) these
would probably include cutting through your hinge, getting in danger zones and felling with people within two tree lengths.

Turn up in good time and stay relaxed.
Rushing and getting stressed causes your adrenalin levels to rise, preventing you from thinking clearly. If you suffer from e am stress it mi ht help to ima ine that rather than talking to the assessor, you are chatting with a neighbour about what you learned on your course.

Make sure that you have brought everything you need. Ensure that your PPE
is compliant and serviceable, any machinery is well maintained and running correctly and that you have all the necessary tools. The assessor is there simply as an observer. It is not their job to provide fuel, signage or anything else.

Remember that you need to keep in mind all the rules that you have learned on previous courses. For example, don’t do
a yo yo start with the chainbra e off and the throttle wide open 2m from the assessor when warming up the saw prior to climbing during Unit 307!

Understand that the assessor wants to pass you. In a sense, the assessor does not pass or
fail you anyway. You pass or fail yourself through how you perform – they just tell you how you performed. Technically, you don’t actually fail an NPTC assessment – you are simply judged to be ‘not yet competent’.

Be polite and don’t argue with the assessor. If you make a mistake, put your hands
up and admit it – at least the assessor will know that you aware of what you did wrong. If you argue, it will appear that you think you were right to do what you did.

Work at a reasonable pace, but take your time at the key points in the assessment. Speed is in a sense a measure of
competence, but the assessor will not expect you to work at a commercial pace. With cuts, remember that you can always ta e more off but you can t stic it bac on

Use visualisation. If you are worried
that you are going to fail, your subconscious mind may compromise your performance to generate the outcome you expect. Take 10 or 15 minutes before the assessment to clearly visualise doing really well, staying calm, remembering the answers and performing to the best of your ability.

FR JONES SITE VISIT Pro Arb visited the headquarters of FR Jones and Son recently and was impressed by the size of the operation run from relatively small premises
F
R Jones and Son is a one stop shop for all your arboriculture needs, from saws to ropes and boots to carabiners. Based in Sydenham, south London, it has two 6,000ft² warehouse buildings, one of which is a walk-in shop and service department that includes, unusually, a climbing wall. The company moved into the facility three years ago but ran out of space within 18 months, hence the need to lease the second 6,000ft² warehouse. Justin Jones, who shares the post of managing director with his father, oversees 22 members of staff across both facilities. There are four guys in the workshop, two in the packing area and six on the shop floor, all overseen by general manager Chris Parrott. There is also an in-house web team and an accounts team reporting to Justin. The customer base is roughly 70% repeat business with about 50% coming directly through the company’s website. This enables it to sell products to customers in America and Australia, as well as every corner of the UK. FR Jones retails select products that it feels are right for the market, while trying to avoid distributors with their associated costs. Instead, it buys direct from manufacturers and passes the savings on to its customers. Products are imported from all over the world and at any one time the warehouses have around £800,000 to £1m worth of stock. FR Jones is more than just a retail operation though. It offers its customers a full support package from repairs to replacements and it does up to 20 LOLER (Lifting Operations and Lifting Equipment Regulations 1998) inspections from the warehouse each week, something that not many other companies can brag about. “Two of us started doing LOLERs about three years ago,” Justin explains. “I now have another

person on a LOLER course. We also run a night shift here which means someone can bring their kit in at 5pm and pick it up at 6am so they have not lost a single day’s work.” FR Jones sees Stihl and Husqvarna as products that are imperative to have in stock. Although they don’t necessarily always have a best seller, when a new product comes out, a huge spike of orders ensues before levelling off with the rest of the range.
“The company believes battery powered products are going to be the next big thing. Over the next five years Justin believes we will see a seismic shift from petrol to battery powered products” Around 200 parcels leave the facility every day and each parcel can contain anything up to 30 items, so a massive number of orders can be processed on a daily basis. The retail store also puts about the same number through its tills. Having set 2015 sales targets for batterypowered products that were exceeded by March, the company believes that battery powered products are going to be the next big thing. Over the next five years Justin believes we will see a seismic shift from petrol products to battery powered products. Chainsaws We have stuck with Stihl over the years – running all the same machines means we can keep spares on the shelf to be available as needed. We will be trialling the cordless Stihl prunin saws as the street tree prunin ic s off over the next few months but the ms150s and Silky saws take some beating!
Chipper We run Greenmech and are proud to have done so for many years e find they do the same as every other chipper inasmuch as waste goes in one end and comes out the other but I like to know we are buying British and Greenmech do a great job of keeping their clients happy.

Meav y (or Royal) Oak, Devon
The Royal Oak, which stands in the little village of Meavy on the edge of Dartmoor, is a wonderful example of a landmark tree that has been much valued by the local community for centuries. The tree has been estimated to be at least 900 years old, as it’s said to have been planted during the reign of King John. It’s known locally as the Royal Oak (also the name of the village pub) as it’s thought to be one of the many trees that
