The Reparations issue.. What do we do as a Nation By: Marvin Earle

In January of 1989, filed by John Conyers, he introduced the bill H.R. 40, Commission to Study Reparation Proposals for African Americans Act. Conyers re-introduced HR 40 every Congress since 1989, and will continue to do so until it’s passed into law.

One of the biggest challenges in discussing the issue of reparations in a political context is deciding how to have a national discussion without allowing the issue to polarize our POLTICAL parties, OUR PEOPLE or our nation. The approach has advocated for over a decade WHAT, HOW, WHEN the federal government to undertake an official study of the impact of slavery on the social, political and economic life of our nation. MOST OF US ALREADY KNOW or have opinions.

Over 4 million Africans and their descendants were enslaved in the United States and its colonies from 1619 to 1865, and as a result, the United States was able to begin its grand place as the most prosperous country in the free world.

It is un-controverted that African slaves were not compensated for their labor. More unclear however, is what the effects and remnants of this relationship have had on AfricanAmericans and America as well as the world from the time of emancipation through today.

organized orchestrated OBSTACLE IN AMERICA, BUT THESE 2 ASPECTS OF SLAVERY.....

John Conyers chose the number the bill, 40, as a symbol of the forty acres and a mule that the United States initially promised freed slaves. This unfulfilled promise and the serious devastation that slavery had on African-American lives has never been officially recognized by the United States Government.

Forty acres and a mule is part of Special Field Orders No. 15, a promise made by the United States government for agrarian reform to aid formerly enslaved black farmers.

Approved by President Abraham Lincoln, the field orders were written

by Union General William Tecumseh Sherman on January 16, 1865, and specifically allotted each family a plot of land no larger than 40 acres.

Sherman later ordered the army to lend mules for the agrarian reform effort. The field orders followed a series of conversations between Secretary of War Edwin M. Stanton and Radical Republican abolitionists Charles Sumner and Thaddeus Stevens following disruptions to the institution of slavery provoked by the American Civil War. Many freed people believed and were told by various political figures that they had a right to own the land they had long worked as slaves, and were eager to control their own property. Freed people widely expected to legally claim 40 acres of land and a mule after the end of the war, long after proclamations such as Special Field Orders No. 15 and the Freedmen’s Bureau Act were explicitly reversed

by Lincoln’s successor, Andrew Johnson.

Conyers served as the ranking Democratic member on the House Committee on the Judiciary from 1995 to 2007 and again from 2011 to 2017. He served as chairman of that committee from 2007 to 2011 and as Chairman of the House Oversight Committee from 1989 to 1995. On November 26, 2017, he announced

his intention to step aside from that position while he was investigated by the House for allegations of sexual harassment... POON TANG IS A KILLER.......

THE BILL DOES FOUR THINGS: • It acknowledges the fundamental injustice and inhumanity of slavery ( that’s obvious) • It establishes a commission to study slavery, its subsequent racial and economic discrimination against freed slaves; ( enough have already been written on the subject) • It studies the impact of those forces on today’s living African Americans; and • The commission would then make recommendations to Congress on appropriate remedies to redress the harm inflicted on living African Americans.

• The commission established would also shed light on the capture and procurement of slaves, the transport and sale of slaves, the treatment of slaves in the colonies and in the United States. It would examine the extent to which Federal and State governments in the U.S. supported the institution of slavery and examine federal and state laws that discriminated against freed African slaves from the end of the Civil War to the present.

• IT DOES NOT PLACE ANYONE IN JAIL OR FINES...... WHO IS GULITY? THAT HAS BEEN ALREADY ESTABLISHED. Many of the most pressing issues, which have heretofore not been broached on any broad scale, would be addressed. Issues such as the lingering negative effects of the institution of slavery, whether an apology is owed, whether compensation is warranted and, if so, in what form and who should eligible would also be delved into.

H.R. 40 has strong grass roots support within the African American community, including major civil rights organizations, religious organizations, academic and civic groups from across the country. This support is very similar to the strong grassroots support that proceeded another legislative initiative: the Martin Luther King, Jr. Holiday bill.

It took a full 15 years from the time Conyers first introduced it on April 5, 1968 to its passage in the fall of 1983.

Through most of those 15 years, the idea of a federal holiday honoring an African American civil rights leader was considered a radical idea.

Like the King Holiday bill, the support for this bill increase each year. Today, there over 40 co-sponsors, (how many are republicans) more than at any time in the past. What is also encouraging is the dramatic increase in the number of supporters for the bill among Members of Congress who are not members of the Congressional Black Caucus. Just this past month Congressman, Tony Hall, from Ohio introduced a bill calling for an apology as well as the creation of a reparations commission. So now, for the first time there have two bills in Congress that call for the creation of a commission.

Rep. Sheila Jackson Lee of Texas has introduced a new reparations bill that, according will “repair some of the damage” slavery has caused the African-American community.

(1.) The real question to ask is how holding an entire generation of individuals accountable for the sinful actions of their ancestors is in any way fair or equal?

(2.) Are you talking a singular fat check or payments to those impacted? or give 40 acres of land? What land?

Where? Whose land do you give away?

(3.) It took the Martin Luther King, Jr. Holiday bill decades before passage.

A full 15 years from the time Conyers first introduced it.

(4.) There has to be some other sensible long term remedy, some other meaningful compensation that will happen before JESUS comes..

(5.) No 2020 Democratic Presidential candidate has an answer or remedy or suggestion to this reparation issue that has been thought out and makes sense.

Here is my Reparations answer and suggestion. First the following listed exhibit government programs will show my rationale and reasoning why and how the government can create the answer to reparations. The benefit’s are huge and lasting just as the exhibit’s are; Exhibit (A.) The Civilian Conservation Corps (CCC) was a public work relief program that operated from 1933 to 1942 in the United States for unemployed, unmarried men.

Originally for young men ages 18–25, it was eventually expanded to ages 17–28. Robert Fechner was the first director of the agency, succeeded by James McEntee following Fechner’s death. The CCC was a major part of President Franklin D. Roosevelt’s New Deal that provided unskilled manual labor jobs related to the conservation and development of natural resources in rural lands owned by federal, state, and local governments. The CCC was designed to provide jobs for young men and to relieve families who had difficulty finding jobs during the Great Depression in the United States.

Maximum enrollment at any one time was 300,000. Through the course of its nine years in operation, 3 million young men participated in the CCC, which provided them with shelter, clothing, and food, together with a wage of $30 (about $570 in 2017) per month ($25 of which had to be sent home to their families). Bail out!!!!

Exhibit (B.) The Troubled Asset Relief Program (TARP) is a program of the United States government to purchase toxic assets and equity from financial institutions to strengthen its financial sector that was passed by a Democratic Party controlled Congress and signed into law by Republican Party President George W. Bush on October 3, 2008. It was a component of the government’s measures in 2008 to address the subprime mortgage crisis.

The TARP program originally authorized expenditures of $700

billion. The Emergency Economic Stabilization Act of 2008 created the TARP program. The Dodd–Frank Wall Street Reform and Consumer Protection Act, signed into law in 2010, reduced the amount authorized to $475 billion. By October 11, 2012, the Congressional Budget Office (CBO) stated that total disbursements would be $431 billion, and estimated the total cost, including grants for mortgage programs that have not yet been made, would be $24 billion.

On December 19, 2014, the U.S. Treasury sold its remaining holdings of Ally Financial, essentially ending the program. TARP recovered funds totalling $441.7 billion from $426.4 billion invested, earning a $15.3 billion profit or an annualized rate of return of 0.6% and perhaps a loss when adjusted for inflation. Bail out!!!!

Exhibit (C.) The Federal National Mortgage Association (FNMA), commonly known as Fannie Mae, is a United States government-sponsored enterprise (GSE) and, since 1968, a publicly traded company. Founded in 1938 during the Great Depression as part of the New Deal, the corporation’s purpose is to expand the secondary mortgage market by securitizing mortgage loans in the form of mortgage-backed securities (MBS), allowing lenders to reinvest their assets into more lending and in effect increasing the number of lenders in the mortgage market by reducing the reliance on locally based savings and loan associations (or “thrifts”). Its brother organization is the Federal Home Loan Mortgage Corporation (FHLMC), better known as Freddie Mac. As of 2018, Fannie Mae is ranked #21 on the Fortune 500 rankings of the largest United States corporations by total revenue. Bail out!!!!!

Exhibit (D.) The U.S. government’s $80.7 billion bailout of the auto industry lasted from December 2008 to December 2014. Bail out!!!!

The Big Three automakers asked Congress for help similar to the bank bailout.

MEMORIES OF OUR COUNCILMEMBER – ADAM MCGOUGH I turned the corner on Forest to see traffic backed up almost all the way to Audelia. It was our first attempt at a back to school event, and we did not know how many people would actually show up. I got a little emotional to see hundreds of kids and parents lined up, and I was so thankful we were able to serve these families.

I remember when the Forest Audelia Boxing Gym first opened, and the first group of kids put on their boxing gloves and started sparing side by side with Dallas Police Officers. I will never forget how grateful I felt to see what we were able to create with great community partners.

Or, that moment when I could look up at so many friends from Hamilton Park who came to city hall to advocate and succeed in getting a new basketball gym and senior center at our Willie B. Johnson Rec center added to the bond package.

I am so very thankful to serve every single resident of District 10. I have so many memories that I will forever cherish. I remember when Will Toler sent me the first report that showed how many residents were able to stay in their home or reduce their property taxes because of his volunteer professional service in the Hamilton Park Community. I remember riding back from Austin in the giant van known as “the beast” with several of our neighbors who had just successfully advocated for our Skillman Bridge, LBJ improvements, and sound-walls.

I love watching families fellowship at our Lake Highlands Town Center or play on the amazing all-inclusive playground at Flag Pole Hill. When I was first elected in 2015, I knew I wanted to serve people because that is what I had been doing for over a decade. As the Chief of Community Prosecution and Community Courts, I got to increase public safety, and improve the quality of life for residents mostly in Southern Dallas.

The Reparations issue.. What do we do as a Nation They warned that General Motors Company and Chrysler LLC faced bankruptcy and the loss of 1 million jobs. The Ford Motor Company didn’t need the funds since it had already cut costs. But it asked to be included so it wouldn’t suffer by competing with subsidized companies.

The Treasury Department lent money and bought stock ownership in GM and Chrysler. It provided incentives to spur new car purchases.

Exhibit (E.) Donald Trump is preparing a $12-billion financial aid package geared at reducing the damage his own trade policies are inflicting on American farmers.

Details of the plan are scant, but the package is expected to be rolled out in September 2019.

In a call with reporters, the US Department of Agriculture said the money will be distributed to farmers based on calculations of how much damage they endured from retaliatory tariffs imposed on the US. The money is expected to be allocated to three different areas: directly to hog producers and to farmers who grow soy, sorghum, wheat, and cotton; to purchasers and distributors of fruits, nuts, rices, and legumes that supply American food banks and other nutrition programs; and for a trade promotion package in which commodity producers can apply for money for new advertising and marketing. Bail out!!!!

WHAT SHOULD AMERICA DO ABOUT THE REPARATIONS ISSUE ? NO MORE TALKING, POSTING, YELLING, SOUNDING CRAZY..... Maybe America should do nothing? NO MORE MEETINGS OR ROUNDTABLE DISCUSSIONS.....

Call this Bail out, the “NEW ReConstruction Deal”!!! or “the Reparations Deal”!!!! or “H.R. 40 Deal”!!!

AMERICA HAS ALWAYS BAILED OUT AND rescued its most important asset. ITS PEOPLE!!!! are blacks in America worth it? Are Blacks still 3/5 human in 2019?

ANSWER .....CREATE AND STABILIZE NEW AND EXISTING FDIC insured new BLACK OWNED BANKS IN 40 U.S., CITIES. Blackowned banks in the U.S. were once a financial haven for African-Americans at a time when discrimination in the industry was common. Black people

pooling economic resources is not an unrealistic fantasy or “wishful thinking” naysayers often suggest.

In fact, nationwide, efforts large and small are underway to put into motion the means and methods of making economic development and economic growth in Black communities not just a slogan but a functioning reality. The time is now to establish institutions that can create jobs and promote community development.

With a buying power of over $1 trillion Blacks could harness those dollars to Black owned initiatives and opportunities for real socio- economic change would be limitless.

ASK NIKE, CADILLAC, CROWN, ABOUT THE POWER OF BLACK MONEY CONSUMERS... ask all the chicken restaurant’s, Walmart, etc.

BY opening series of FDIC insured full-service banks and investing in projects and ventures domestically, 40 American cities and black people could own, manage and create their own destiny. The Indians got casinos!!! The Asians got the west coast of the United States. The Jews got the east coast of the United States. The whites STOLD TEXAS the crown jewel of the Louisiana Purchase that America purchased from FRANCE and they got the 13 confederate states, except Atlanta..

Blacks got prison, mostly inner cities, music industry, crack, entertainment, hip-hop industry and sports! Hispanics got all the trades and labor intensive jobs. Gays are moving in on all of it but TRADES...

OR, Repeat history In January 1866, Congress renewed the Freedmen’s Bureau; however, President Johnson vetoed the Freedmen’s Bureau Bill in February 1866. Although President Johnson had sympathies for the plights of the freedmen, he was against federal assistance. An attempt to override the veto failed on February 20, 1866.

This veto shocked the Congressional Radicals. In response, both the Senate and House passed a joint resolution not to allow any Senator or Representative seat admittance until Congress decided when Reconstruction was finished.

Senator Lyman Trumbull of Illinois, leader of the moderate Republicans, took affront at the black codes. He proposed the first Civil Rights Law, because the abolition of slavery was

empty if laws are to be enacted and enforced depriving persons of African descent of privileges which are essential to freemen ... A law that does not allow a colored person to go from one county to another, and one that does not allow him to hold property, to teach, to preach, are certainly laws in violation of the rights of a freeman ...

The purpose of this bill is to destroy all these discriminations.

The key to the bill was the opening section: All persons born in the United States ... are hereby declared to be citizens of the United States; and such citizens of every race and color, without regard to any previous condition of slavery ... shall have the same right in every State ... to make and enforce contracts, to sue, be parties, and give evidence, to inherit, purchase, lease, sell, hold, and convey real and personal property, and to full and equal benefit of all laws and proceedings for the security of person and property, as is enjoyed by white citizens, and shall be subject to like punishment, pains, and penalties and to none other, any law, statute, ordinance, regulation, or custom to the Contrary notwithstanding. Commerce is crucial in America! Who owns it, Who controls it, Who allows it to flourish?

Who participates in it? Who receives benefits of it?

THE ALL MIGHTY DOLLAR!!! is the issue here.......

Instead of long CONGRESSIONAL hearings, conventions, conferences, bills and Congressional committee’s, Commission’s, studies, etc. No land, No 40 acres and a mule, No one time $50,000 dollar check payments to all blacks.

Black insured FDIC BANKS for the inner city communities is a better long term investment for the nation, the American people and for those most impacted and in need.

CREATE FDIC insured BANKS IN 40 LARGEST CITIES IN AMERICA. $100 BILLION PRICE TAG... why not? what is A better SOLUTION for a community and a people or the nation? It will create jobs, commerce, economic development and a legacy that was formerly known as Black Wall street...... FOR THE NATION AND THOSE MOST IMPACTED

We Endorse Eric Johnson for Dallas Mayor By: Daryl Blair

We have an opportunity to do something love and support from adults who believe in him Saturday that we have never done before. We can or her. elect an African-American who is a native son of Dallas to lead our city as Mayor.

The power of Eric’s leadership is not best described by a bill he’s passed or a vote he’s cast.

His name is Eric Johnson. You may know him It is embodied in a newly empty wall on the first as the young man who grew up in West Dallas floor of the Texas Capitol. For decades, a plaque and Oak Cliff and earned multiple scholarships hung there, unmentioned but not unnoticed, to attend, and graduated with honors from, that claimed the Civil War was not about slavery. some of the finest colleges in the world. We wholeheartedly endorse Eric Johnson for Dallas Mayor. It’s not just that he grew up in our community, though he did. It’s not just that he has produced results for us in Austin, though he has. And it’s not just that he will attack our city’s problems with creativity and purpose, though he will.

Think about what it will say to our kids when they see Eric serving as our Mayor: this young, energetic African American man, who arose from humble beginnings in West Dallas and Oak Cliff, nourished his spirit, mind and body at the Dallas West Church of Christ and the West Dallas Boys & Girls Club, earned degrees from three Ivy League schools, and now leads the ninth-largest city in the United States. It will show our youth how much a child can achieve — how much an African American child can achieve — if he or she works hard and receives

the minority party was so dogged in his pursuit of the truth that the state’s three most powerful leaders, all members of the majority party, voted publicly to remove a Confederate plaque from the walls of the Texas Capitol that had hung there for sixty years.

Eric Johnson can accomplish great things, but even he can’t win this election alone. He needs us. This community, which was there for him when he was just a child growing up in West Dallas, needs to be there for him again. People like Eric Johnson only get to be Mayor of Dallas if people like us turn out for him. So please, whether it’s raining or shining, and whether you’re busy or not busy, take a few minutes this Saturday, May 4, to help elect Eric Johnson the next Mayor of Dallas.

MEMORIES OF OUR COUNCILMEMBER – ADAM MCGOUGH I used my law degree to go after crime hotspots and illegal businesses while helping improve the living conditions for so many across our city. As a Special Assistant U.S. Attorney, I was able to work with ex-offenders and help them transition back to our communities and give them a greater chance for success. As the Chief of Staff for the Mayor of Dallas, I led the efforts to help our city navigate the crisis times when Ebola reached our city.

Our Mediator Downtown I have been a professional mediator for almost 19 years. I have trained more than 1000 mediators as the Director of Conflict Management at El Centro College, and I have led trainings across the country in the areas of negotiation, mediation & dispute resolution. I love getting in the middle of highly complex and very contentious disputes and helping parties find shared interests, create options, and find workable resolutions. As the Councilmember for District 10, I thought I was going to have to hang up my mediator hat for a while. I believed I needed to be a strong advocate and return to the days as a courtroom litigator to fight for my district.

During my very first council

meeting, I used the same principles of interest-based negotiation to pull together a compromise and the first unanimous vote in the history of the Trinity River Toll-road fight. I became the go-to problem solver for our council as I helped negotiate over 50 amendments as we came together around new housing standards. I got to be a lead negotiator to help save the police and fire pension. I have had numerous opportunities to help resolve issue after issue for the benefit of our city. Just this past week, I was blessed with the opportunity to facilitate a historic update to the citizen police review process. I will forever remember that moment watching previously warring groups come together and offer support for the collaborative solution.

I believe people are tired of the lack of civility, the lack of professionalism, and a constant strategy to tear down other people in order to promote self. I refuse to step to that level. I know that I only have a certain amount of time to serve others in this role.

It is why I focus all of my efforts around #LoveYourNeighbor and #ALLinD10. When we empower people to engage in the process, we are able to come up with better

options that benefit more people.

I am committed to listening first, finding shared interest, and creating options that serve ALL. May the 4th Be With You Every vote counts. Elections matter. Experience matters. I am currently serving as the Chair of Public Safety and the Judicial Ad Hoc committees. I am the city representative on the RTC, DRMC, TEX-21, & Emergency Preparedness. I serve on numerous committees including: Economic Development & Housing, Quality of Life & Human Services. In 2015, I won the election by 35 votes. I remember many neighborhood associations and groups across the district who claimed responsibility for my victory. And the truth is, they were all right. Because of how close my race was, it helped me realize that I am not beholden to any one group. I am here to serve every group. That does not mean I will always be able to make everyone happy, but I will always do my best and work as hard as I can.

Please vote for Adam McGough during early voting or on May 4th.

I am not perfect, but no one has the experience I have, and no one will work as hard as I do for you.
