Dixie Power’s history of providing members with safe, reliable and affordable electricity began in 1946 when members of the local
community organized the Dixie Rural Electric Association to serve farming areas of Washington County that didn’t yet have access to existing utilities. The cooperative was an early supporter of the Glen Canyon Dam and hydroelectric power plant, securing a share of 8 megawatts that ultimately laid the foundation for the future growth of the greater St. George area.
After 25 years as an independent cooperative, Dixie Power started merging with other regional utility providers to secure additional electricity and regulate transmission costs, thereby keeping rates affordable. The cooperative also resisted numerous buyout offers from privatized investor-owned utilities, standing firm in the belief that this course of action would ultimately prove to be the most beneficial for all members.
Under the leadership of R. Leon Bowler, who retired in 2008 after 55 years of dedicated service, the cooperative successfully navigated decades of economic and political shifts, evolving into a multimillion-dollar utility provider. Today, Dixie Power serves nearly 30,000 members throughout communities as far north as Flowell, Utah, and as far south as Scenic, Arizona.
Dixie Power generates electricity through a variety of sources, including coal-fired units in northeastern Utah, solar fields in the Escalante Valley and the Quail Creek hydroelectric plant in Washington County. A new 15-megawatt solar field near Vernal recently started producing energy, and a 50-megawatt natural gas plant is now being planned for the same area.
As Southern Utah’s population boom continues, the cooperative and its partners are welcoming growth by responding to increasing demand and planning for the future. In 2022, Dixie Power opened a 15-megawatt natural gas plant in St. George’s Fort Pierce Industrial Park to help keep customers connected during peak usage times.
As Southern Utah’s only utility cooperative, Dixie Power provides unique member perks that customers won’t find anywhere else. If you’ve ever wondered what it might be like to own an electric vehicle, Dixie Power is offering the opportunity to borrow a Tesla for a week and drive it, free of charge and without mileage restrictions, in an effort to educate the community about the benefits of EVs, including zero emissions and attractive tax incentives.
Members also enjoy access to sustainable, maintenance-free solar energy through the cooperative’s community solar program. Installing a rooftop solar array isn’t feasible for every home or business, so Dixie Power offers the opportunity to invest in clean energy while shrinking your carbon footprint.
Dixie Power is committed to giving back to the community. The Dixie Power Kite Festival, established in 2000 to benefit Washington County’s students, has raised over $800,000 for essential literacy programs. The cooperative’s employees volunteer hundreds of hours each spring to make it all happen.
More than $350,000 has been raised for local charities via Operation Round-Up, an initiative that encourages members to donate spare change by rounding up their monthly electric bills to the nearest dollar.
Dixie Power also organizes Southern Utah’s largest annual blood drive in partnership with the American Red Cross. Combined with the extraordinary generosity of people in the community, the drive positively impacts thousands of lives every year.
Additionally, Dixie Power is a not-for-profit organization that returns any excess revenue collected after all expenses are paid. The cooperative has refunded more than $5 million to its members over the past five years.
“We’re not here to make a profit,” Laub said. “We’re just here to serve.”
Dixie Power understands the needs of the communities it serves. The cooperative answers directly to its members through a member-elected board of directors and encourages participation in the voting process.
Each year, Dixie Power holds annual meetings throughout Southern Utah to update members on the state of the cooperative and share essential information about the electrical industry. “Our members have a direct line of communication to us,” Laub said. “From the beginning, our objective has been to do what’s in the best collective interest of our membership as a whole.”

Tuesday, Oct. 22. That was the day Kari decided she was going to die. She marked a red “X” on her calendar and made preparations to end her own life. After struggling with depression and anxiety for years, she couldn’t take it anymore. Pills, therapy, treatments – nothing worked.
Unexpectedly, she ran into an old coworker that same day. As they visited, he asked her if she was depressed. He told her of his own battle with depression and how he too had been suicidal at one point, but that ketamine infusions had changed everything.
Kari reached out to Desert Sands Ketamine Treatment Center and told the clinic’s founder, Dr. Eric Evans, her story, and he asked her to come in to begin ketamine infusions immediately. The following is just part of a letter she wrote during treatment:
“If it wasn’t for you calling me right back and getting me in that very day, I wouldn’t be alive. Dr. Evans, you and your clinic and ketamine have literally changed and saved my life.”
For Southern Utahns living with treatment-resistant depression and other mental health disorders, therapeutic ketamine infusions may hold the key to stabilizing mood imbalances, providing relief and hope at last.
Evans established Desert Sands Ketamine to offer a lifeline for patients suffering from clinical depression, bipolar disorder, posttraumatic stress disorder and clinical anxiety, as well as chronic pain conditions. Many have already tried the pharmaceutical approach with little improvement.
“Patients are finding us and getting help,” he said. “We’ve had a tremendous amount of success.”
Evans routinely administers ketamine, a dissociative anesthetic, in the operating room and has since the beginning of his 27-year career as a board-certified anesthesiologist. Research has shown that ketamine, when administered in low doses via IV infusions, is amazingly effective at stabilizing mood imbalances in a variety of ways.
Ketamine’s main target is the glutamate system, but it also boosts a protein called brain-derived neurotrophic factor within the amygdala, a part of the brain that processes moods and emotions. It increases the connections between the amygdala and the prefrontal cortex, the area of the brain involved in processing conscious thought.
“This allows our consciousness to be a better gatekeeper of our emotions, rather than having our emotions drive our consciousness,” Evans said. “Ketamine also increases the neuroplasticity of the brain, which helps determine how much resilience and adaptability a person has to cope with life’s inevitable mental trauma and stress.”
Ketamine is approximately 70% effective in treating depression, a significantly higher success rate than antidepressants and traditional talk therapy. Offering lasting results, a relatively safe side effect profile and few conflicts with other medications, Evans said it’s nothing short of a “wonder drug” for treatment-resistant depression and other mood disorders.
Much like any other medical treatment, patients shouldn’t trust just any ketamine provider with their therapy. Every session is supervised by a physician and conducted in a private space. After the infusion, the staff will have a discussion with
each patient about the sensations they experienced and where their thoughts traveled.
“That’s a good time for us to get to know them better and see if there’s other tools we can add to their toolbox,” Evans said.
Recognizing that every individual has a unique story and set of issues that they’re dealing with, Evans strives to use a complete approach to each patient. With this in mind, Desert Sands Ketamine recently expanded their services to include hormone replacement therapy.
Hormone levels naturally decline up to 10% every year as people age. Optimizing hormones may help relieve a variety of age-related health issues, such as decreased bone density, poor heart health, abnormal breast and prostate health, diminished cognition and memory, and reduced energy and sex drive.
“Most people don’t understand how much hormones affect our daily life and especially our mental health,” Evans said. “Balancing hormones is another tool in our toolbox to help patients manage their depression and/or anxiety.”
While ketamine is finally receiving national media attention as a breakthrough treatment in mental health, Evans said the medical world is also discovering how beneficial it can be for chronic pain conditions such as migraines and complex regional pain syndrome. Because it’s administered via IV infusion, pain relief begins almost immediately.
“Ketamine has been nothing short of miraculous for a lot of people suffering from mood disorders,” he added. “With ketamine, people can wake up in the morning and joy is a possibility for them again.”
Patients find the clinic in a variety of ways. Some are referred by a psychiatrist, therapist or family practice physician. However, a referral or ongoing relationship with a mental health professional isn’t necessary.

Additionally, bleachers and other structures used by the tournament are all wrapped in fabric mesh, which is recycled and utilized as weed barrier on the golf course and by local landscapers. This year, over 10,000 square feet of mesh were saved from being sent to the landfill.

This commitment to health care accessibility is set to materialize with the opening of the Washington Fields Clinic in January 2025 and the Desert Color Clinic in September 2025, marking significant milestones in bringing care closer to the community. Amid ongoing expansion and rebranding efforts, the essence of our
mission remains clear: to ensure every individual in Southern Utah has the support and resources to achieve their best health.
Nicholas Shultz, the Southwest Utah marketing manager for Intermountain Health, emphasized the importance of primary care in this equation. Primary care should be the first call for nonemergency health concerns, offering a cost-effective, efficient and personalized health care solutions.
“Choosing primary care can save you money while still addressing your health needs, often with shorter wait times than the ER,” he explained. “This approach not only ensures timely and effective care but also fosters a continuous, informed relationship between patients and their providers.”
Understanding when to utilize different levels of care is crucial for maintaining this efficiency. While primary care addresses a broad
spectrum of health needs, urgent care (InstaCare) serves as a midpoint for conditions requiring immediate attention that are not lifethreatening. For severe or life-threatening conditions, the emergency room remains the go-to. This distinction is key to receiving the right care at the right time.
The rollout of Intermountain Health’s rebranded identity across Southern Utah represents more than a visual update; it’s a reaffirmation of our pledge to evolve alongside our community’s needs.
