THE MAGNIFICENT SEVEN

This is the seventh London International Shipping Week, 12 years after the first edition of this amazing biennial event took place in 2013. Created by Sean Moloney and Llewellyn Bankes-Hughes, nurtured by their fabulous teams at Elaborate Communications and ship.energy (previously known as Petrospot), and helped enormously by the top-level members of the LISW Steering Group, Board of Advisors and various focused Working Groups, this event has grown to become one of the biggest, most influential and most inclusive maritime events in the world.

Every second year, as London International Shipping Week comes around, the world

is in a state of flux. Six years ago, in 2019, discussion was dominated by post-Brexit anxieties combined with trade wars, sanctions and concern over the new IMO global sulphur regulations. In 2021, the ravages of Covid-19 impacted everything.

Two years ago, the industry was grappling with war in Ukraine and the disruption of energy, grain, and shipping markets worldwide, as well as with new net zero targets and tightening carbon regulation. Now, in 2025, geopolitics has come to dominate every aspect of shipping and trade, from escalating violence in the Middle East and continuing war in Ukraine, to the tariff-driven uncertainty that makes this an increasingly unpredictable world.

Against this backdrop, the LISW25 Conference will explore the complex and often contradictory forces shaping the future of global shipping. Under the theme The Management of Paradox in Global Shipping, it will examine how the industry is navigating competing pressures – such as the drive for decarbonisation alongside the demand for growth, and the pursuit of resilience in an increasingly fragmented global economy. LISW25 offers a timely and influential platform for critical reflection, collaboration, and forward-thinking dialogue at a pivotal moment for the industry.

With more than 30,000 industry leaders in London to attend hundreds of events during a week of sharp debate and intense networking, LISW25 will again demonstrate that it is fully inclusive and hugely influential. With upwards of 30 international delegations taking part, some at the LISW25

Global Hub and many brining their Trade and Maritime Ministers, Ambassadors and other toplevel representatives, this promises to be the most international edition to date.

Successive editions of LISW have helped virtually eradicate the UK’s inward-looking London-centric mindset and replaced it with a genuinely global outreach which has become a powerful magnet to international industry and governments alike.

This was always the intention, back in 2013 when the first edition was held, but the scale and speed of LISW’s development still comes as a surprise to Sean and Llewellyn, co-owners, founders and organisers of London International Shipping Week. PROTECTING NATIONAL INTERESTS

On behalf of the Royal Navy, welcome to London International Shipping Week 2025. This event comes at a significant time, with the maritime sector playing a central role in national security and economic stability. Recent developments have highlighted the importance of a capable and integrated maritime force to protect national interests in an increasingly complex global environment.

The 2025 Strategic Defence Review emphasised the need to safeguard critical maritime infrastructure. Global shipping, which underpins international trade, and the undersea network of cables and pipelines are now key priorities in strategic planning. The Royal Navy remains committed to ensuring the uninterrupted flow of vital food, energy, and data.

Protecting these assets is a shared responsibility. While a resilient Navy is essential, strong alliances are equally critical. Partnerships within NATO and with other key allies and stakeholders in the maritime sector are vital to deterring aggression, upholding international law, and ensuring freedom of navigation for lawful maritime activity. A collective approach remains the most effective deterrent.

To meet these commitments, the Royal Navy is ready for warfighting - a Navy that leads, fights, and wins. As First Sea Lord, my strategy is built on deterring adversaries, demonstrating readiness, and, if required, outmanoeuvring and defeating those who would threaten our security. Alignment across the entire maritime enterprise, from government and defence to industry, shipyards, and ports, is required.

As part of LISW 2025, the Royal Navy will host a roundtable discussion on maritime security; additionally, a reception aboard HMS PRESIDENT will bring together industry and government representatives to explore collaborative approaches to shared security and prosperity.

LISW 2025 provides an important platform for the maritime community to address current challenges and opportunities. The Royal Navy remains committed to protecting global trade and critical infrastructure. By working together with governments, industry, and international partners, we can build a resilient maritime enterprise capable of addressing modern complexities. Never has shipping been more in the public eye than now. The shipping industry has always been of paramount importance, often taken for granted, where virtually the entire world’s population rely on seaborne transport in supplying their essential bulk cargoes and distribution of manufactured products.

With the overloaded geopolitical news and the world’s governments’ uncertainty on handling these seismic issues, global trade still continues, as it must, with shipping as the main mode of transport.

Suddenly there are disruptions to trade routes with sea lanes under threat and increased security to protect our essential cargoes running at its highest. Trade sanctions with various countries have sadly created a dark fleet of ships uninsured, operated by inexperienced teams with poor seafarer welfare. There are those profiteering from sanctioned trading, but where there is demand there is need of transportation. Many unscrupulous operators with old oil tankers in fraudulent registers are heightening the risk of pollution with environmental disaster

waiting to happen. Nevertheless, 85% of the world’s fleet trades in accordance with the demands of society with our governments treading a balance in ensuring sufficient supply meets demand. Attention should be drawn to the responsible fleet, not the dark fleet, which the world’s responsible nations need to be supporting. The safety of crews, cargoes and our sea depend on the responsible fleet and the infrastructures that enable that.

As a consequence of conflicts in Eastern Europe and Eastern Mediterranean, the wantful destruction of urban cities is leaving a huge global carbon footprint largely cancelling years of efforts of decarbonising shipping, but again as a responsible industry shipping continues in its development of more efficient and cleaner propulsion. Our exceptional Board of Advisors have enormous collective experience; they have managed shipping through many adversities and conflicts over the years and with thanks to this board the many events at LISW25 will address all these issues and more.

I look forward to a robust week of honest and open discussions on the many issues that shipping is involved. s

A WARM WELCOME TO ALL DELEGATES

On behalf of all those involved in the organising of LISW25 including the hundreds of organisations and sponsors who are putting on events during the week, a massive welcome to the tens of thousands of delegates from the domestic and international shipping and maritime industries. We know that you have tight budgets and limited time, and it is gratifying that you have chosen to spend a week with us in London and the UK.

The essence of LISW is that it is different from the other leading global maritime events. As you fathom your way through the hundreds of events during the week it will soon become clear that all the major issues faced by our industry will be discussed and debated. For one week London will be the focus of the international shipping and maritime industries, a true centre for thought leadership. Key figures from around the world will be engaged in discussing the things that are relevant to the future of our industry.

Central to the debate will be the Headline Conference held again at the iconic IMO Building.

Time allows us to focus on a limited number of issues. We have listened to the industry and sought to focus on the key issues of the day. Much of the conference agenda is focused on how shipping can adapt to the challenges posed by a volatile, uncertain, complex and ambiguous geopolitical environment.

We are grateful to our partners from industry and government who have organised such a tremendous range of events during the week. Without this support LISW would not exist. It would be unfair to pick out events as there are so many premium events, with so many having been fully booked up months in advance.

The week will be rounded off with our Gala Dinner which has now become the event that everybody from the global industry wants to attend. This will be my 4th and final Gala Dinner as Chair of the Steering Group. It has been an honour and pleasure to help deliver LISW over the last 8 years and to work with such tremendous and talented people from across the industry.

Almost every maritime-related subject will be discussed and debated at the events being held at some of the most iconic venues in London. The sheer variety of events and what they offer is what makes LISW so different to any other event of its size and such an exciting one to be part of.

We are lucky enough to say we have the full support of His Majesty’s Government as well as a large, and growing, number of governments from around the world. They will bring in their delegations and network and strike business accords with like-minded people. The emergence of the Global Hub, to be held on Tuesday September 16th on the top floor of County Hall, right next door to the London Eye, is an exciting addition. It will work to focus attention on the pivotal role London, and the UK, plays internationally.

The maritime industry has been woven into the fabric of London for so long now that the two seem almost indistinguishable. The post-Second World War consensus that underpinned decades of global economic integration is under increasing strain. Multilateral institutions face growing scepticism, protectionist policies are on the rise, and the very concept of globalisation is being challenged. For an industry fundamentally built on the movement of goods across borders, these shifts raise urgent questions.

GEOPOLITICAL ENVIRONMENT?

As geopolitical tensions rise and economic agendas become increasingly polarised, the effectiveness of international regulation is being tested. For the maritime sector – long reliant on globally agreed frameworks – this presents a fundamental challenge: can regulation remain coherent and enforceable in a world where consensus is harder to achieve?

This session will explore whether global regulatory mechanisms can still function effectively amid diverging national interests, and whether the International Maritime Organization’s recent progress signals the enduring relevance of multilateral institutions. It will also consider how the industry is preparing to adapt to the IMO’s GHG reduction regulatory framework, and what this means for compliance, competitiveness, and cohesion across the sector.

In managing the paradox of global standards in a fragmented world, this discussion will examine the role of good regulation in enabling the shipping industry’s decarbonisation.

A Champagne Reception will set the mood for an evening of excellent company, delicious food and live music and dancing until the early hours. This dazzling occasion is the perfect culmination to a remarkable week bringing together the UK and international shipping industry with the highest profile government representatives from the UK and abroad.

The Champagne Reception, sponsored by HFW, will commence at 19:00 with a call to dinner at 19:40. The Gala Dinner, sponsored by ABS, will end at 22.30. Then all guests will be invited to join the fabulous After Party, which will continue until 01:00 in the morning. Please note there will be a guest bar during the After Party which will accept cash or card payments.

A touch of historic London Carriages will be in the form of a specially chartered fleet of antique ‘Routemaster’ London buses sponsored by The Bahamas Maritime Authority. France’s decarbonization roadmap, introduced in April 2023 and updated in November 2024 through collaboration between the government and the maritime industry, aims to accelerate the reduction of shipping’s global carbon emissions. This roadmap is built on three pillars: energy efficiency (such as optimizing ship hulls to reduce wave friction), alternative fuels and innovative propulsion (including biofuels, e-fuels, and wind-assisted propulsion), and energy sobriety (for example, reducing vessel speeds). Additionally, it involves adapting France’s renowned training programs for merchant navy officers to align with these new challenges.

This ambition merges innovation, business opportunities, job creation, and EU support, all while aligning with France’s goal of achieving carbon neutrality by 2050—a target now shared by its global shipping partners.

As part of the solution, France offers the French International Register (RIF), a competitive and high-quality register designed for ships facing global competition. The flag’s safety performance is recognized by the ICS and in the latest international rankings: 1st on the Paris MOU white list, USCG Qualship 21 qualification. The RIF is a strategic tool for successful global decarbonization, providing access to financing for greener vessels. It also addresses the needs of shipping stakeholders by offering tax and social efficiency, along with tailored administrative support and widely acknowledged reputation.

France ensures comprehensive social protection, covering medical care, sickness benefits, pensions, family allowances, maternity, disability, survivors’ benefits, occupational injuries, and unemployment benefits.
