Employees at the EPA, which has also had its funding frozen, are now forbidden to speak with the press about the rapid changes being instituted under Scott Pruitt, a longtime enemy of the agency, whom Trump appointed as its secretary.

Construction of Dakota Access Pipeline reauthorized Seeking to revive the controversial Dakota Access Pipeline (DAPL) project, Donald Trump has issued an executive order designed to streamline the permitting process, directing the Army Corps of Engineers to “review and approve in an expedited manner” the construction of the pipeline. Trump remains an investor in Energy Transfer Partners (the firm behind DAPL), even after taking office, having steadfastly refused to divest from his financial interests as is customary for presidents.

Temporary ban on immigrants from Islamic countries expected A leaked draft report titled “Protecting the Nation from Terrorist Attacks by Foreign Nationals,” has revealed Donald Trump’s intentions to temporarily ban most refugees from entering the country. The new executive order would also block visas from being issued to citizens of seven majority Islamic countries including Syria, Libya, Iraq, Irani, Yemen, Somalia and Sudan. The ban would remain in place until a more aggressive vetting process is established.

City College wins five-year battle to retain accreditation Cassie Ordonio El Tecolote

C

ity College of San Francisco officials were expecting the unexpected when the college’s accreditation was reaffirmed for another seven years by the Accrediting Commission for Community and Junior Colleges (ACCJC), the governing body that had once threatened its future.

During a Jan. 13 news conference at the Diego Rivera Theater, a crowd erupted into applause and gave a standing ovation when Interim Chancellor Susan Lamb gave the official announcement.

“I got to admit, I was speechless––it was a singular moment,” Lamb said.

The commission had planned to meet for a three-day period this month, but its verdict wasn’t expected until sometime closer to Valentine’s Day. Lamb received the email of confirmation just 30 minutes before she received a call from the ACCJC that afternoon. She expressed her gratitude shortly after, in an email sent to the college community.

“I especially appreciate the leadership within the Academic Senate, the Classified Senate, the Associated Students, the Department Chair Council, AFT 2121, SEIU 1021, the administrators, and the Board of Trustees, who stepped up to ensure such a positive outcome,” Lamb said.

The following year the college was on the verge of closing, which heavily impacted student enrollment and resulted in a slight rift between faculty and administration.

The college went from serving approximately 100,000 students to 65,000, according the head-

count data on CCSF’s website.

CCSF’s newspaper, The Guardsman, reported that the “ACCJC, in a 2013 lawsuit in San Francisco Superior Court by City Attorney Dennis Herrera, was found guilty of ‘significant unlawful practices’ in their attempts to terminate City College’s accreditation.”

At that time, protests had

boomed throughout the CCSF campus community, as the teachers union AFT 2121 and many other allies sounded the alarm to fight for fair accreditation.

“When a bully in power is trying to do unreasonable, harmful things, the proper response is not accommodation or acquiescence, but the proper response is resistance,” Trustee Ralph Mandel-

man said at the news conference, describing the college’s fight for fair accreditation.

CCSF barely survived when in 2013 it was put on “show cause,” a conditional status where it was required to meet a number of ACCJC demands or lose accreditation.

The ACCJC’s visiting team returned to CCSF back in October with new standards and practices that have been changed slightly over two years, but highlight four standards: focusing on improvement of quality; student outcomes; improving consistency and clarity of standards; and practices.

Most recently, the college is focused on rebuilding enrollment.

“The college has learned a lot,” Trustee Tom Temprano said.

“The trustees will be keeping a closer eye on things than past boards may have, and I’m confident seven years from now that we’ll get good news again.”

The CCSF community is hopeful history will not repeat itself.

“I think the likelyhood is not a possibility because now we’re on a regular cycle,” said AFT 2121 President Tim Killikelly. “The accreditation crisis should have never happened in the first place and it really was the commission out of control, and so hopefully this is a sign that ACCJC will be fair.”

os administradores del City College de San Francisco estaban esperando lo inesperado cuando la acreditación de la institución fue reafirmada por los próximos siete años por la Comisión de Acreditación de Colegios Comunitarios (ACCJC, por sus siglas en inglés), el órgano de gobierno que anteriormente había amenazado su futuro.

El 13 de enero, durante una conferencia de prensa en el Teatro Diego Rivera, la audiencia ovacionó de pie a la rectora interina, Susan Lamb, cuando hizo el anuncio oficial.

“Tengo que admitir que quedé sin palabras y que fue un momento singular”, dijo Lamb.

La comisión tenía planeado reunirse por un período de tres días este mes, pero su veredicto no se esperaba hasta cerca del Día de San Valentín.

Lamb recibió un correo electrónico donde se confirmaba la decisión 30 minutos antes de recibir una llamada de la ACCJC esa tarde. Expresó su gratitud un poco después, en un correo electrónico que envió a la comunidad del colegio.

El equipo de la ACCJC que visitaba al CCSF, volvió en octubre con más requerimientos y nuevas normas y prácticas las cuales habían sido un tanto cambiadas durante los dos años, pero que realzaban cuatro normas: enfoque en mejorar la calidad; resultados en aprendizaje de los estudiantes; mejorar la consistencia y claridad de las normas, y prácticas. Últimamente el colegio se ha enfocado en aumentar su matrícula.

“El colegio ha aprendido mucho”, dijo el miembro de la Junta Directiva, Tom Temprano. “Los miembros de la Junta Directiva estaremos vigilando mejor de lo que pueden haber hecho las Juntas Directivas en el pasado, y tengo plena confianza que en siete años nuevamente tendremos buenas noticias”.

La comunidad del CCSF tiene esperanzas en que la historia no se repita.

“Pienso que la probabilidad no es una posibilidad debido a que ahora estamos en un ciclo regular”, dijo el presidente de la AFT 2121, Tim Killikelly. “La crisis de acreditación no debió ocurrir y fue porque había una comisión que estaba fuera de control, así que esperamos que esta sea una señal de que la ACCJC será justa”.

onald Trump is already signaling the direction he wants to move our country with the team he has assembled around him: backward. His cabinet appointments include a climate change denier to head the Environmental Protection Agency, an anti-public education zealot as secretary of education and a cabal of Goldman Sachs executives to regulate Wall Street.

His most shocking choice so far though is Alabama Senator Jeff Sessions for attorney general.

A former U.S. Attorney, Sessions is an old school southern racist (though he denies it), the kind of man who opposed the civil rights movement in the 1960s because the federal government shouldn’t be telling states what to do.

Sessions was actually blocked from becoming a federal judge back in 1986 because of his attempt to prosecute three AfricanAmerican civil rights activists in Alabama on phony charges of voter fraud the year before. (Actual voter fraud is quite rare, but it’s a favorite conspiracy of the far right.) During his confirmation hearing, witnesses testified that Sessions casually used the word “nigger,” joked about the KKK and referred to a black subordinate as “boy.”

Sessions is a conservative “culture warrior,” who has opposed LGBT rights every hardearned step of the way. He called Islam a “toxic ideology” and supports blocking immigrants from Islamic countries. He has labeled both the American Civil Liberties Union (ACLU) and the National Association for the Advancement of Colored People (NAACP) as “communist inspired” and “unAmerican.” Sessions also said that “good people don’t smoke marijuana,” and has refused to deny he would prosecute people in states like California where marijuana is now legal.

As head of U.S. Justice Department, the attorney general is one of the most powerful positions in a president’s administration. He/she acts as the nation’s chief law enforcement officer and chief lawyer, with control over the FBI, the Drug Enforcement Agency (DEA) and the immigration courts. The attorney general’s real power though, comes from the authority to decide where and how to allocate the

The Justice Department of the Obama Administration chose to investigate law enforcement agencies that violated civil rights in places like Baltimore, Ferguson, Missouri and San Francisco. Sessions believes that “law enforcement as a whole has been unfairly maligned and blamed for the unacceptable actions of a few bad actors,” and that the “political leadership of this country [has] abandoned them.” He is opposed to any mandate that would reform law enforcement and has said he supports mandatory sentencing policies, which disproportionately affect people of color and clog up our already overcrowded prison system.

He opposes women’s rights including funding for contraception and other health services for low-income women, and has been quoted as saying Roe v.

Wade was the worst Supreme Court decision of all time. As attorney general, his Justice Department would be responsible for suing states like Texas and Ohio when they break federal statutes such as attempting to ban trans people from bathrooms or attempting to defund Planned Parenthood or make abortions inaccessible.

While it’s true that the Justice

Department under Obama deported more people than it did during any previous administration, the Obama Administration did give us DACA and DAPA. In 2007 Sessions led the the charge to defeat bipartisan immigration reform and he has remained a central obstacle in the Senate to reform ever since. He’s fought against legal immigration as well—guest worker programs for immigrants, visa programs for students and tech workers. He appears ideologically opposed to immigrants who don’t look the way that he does.

He backs unnecessary voter ID laws passed by states like North Carolina, even though Obama’s Justice Department found that such laws intentionally disenfranchise black and Latino voters. At his confirmation hearing he refused to admit that Donald Trump’s claims of mass voter fraud were false.

Trump says he lost the popular vote by nearly 3 million because of voter fraud, though there is no evidence to support his claim.

Many fear that by denying the real effects of voter ID laws and endorsing the voter fraud myth, Sessions could be paving the way for voter disenfranchisement on a scale not seen since the civil rights era. Martin Luther

King Jr.’s widow, Coretta Scott King, wrote a letter to congress during his 1986 hearing, stating that Session’s appointment would “irreparably damage the work of my husband.”

To put it another way, Jeff Sessions is a disgrace, an old throwback to a shameful era in the history of our nation. He was a nobody, politically speaking, who happened to endorse Trump from the beginning and who is now being rewarded with a job which is far beyond his moral and professional capability. Placing this bigoted little man at the helm of the Justice Department represents a giant step backward for our society. It’s an insult to all of the people who have worked tirelessly to secure equality for women, blacks, Latinos, Muslims and LGBTs, and to everyone who believes the rights outlined in our constitution should be extended to all as opposed to only white Christian landowning men.

Shortly after Trump named Sessions as his nominee, Rep. Luis Gutierrez, of Illinois summed it up: “If you have nostalgia for the days when blacks kept quiet, gays were in the closet, immigrants were invisible and women stayed in the kitchen, Sen. Jefferson Beauregard Sessions is your man.”

onald Trump ya está señalando la dirección hacia la cual debemos mover nuestro país con un equipo que ha integrado a su alrededor: en retroceso. Sus nombramientos del gabinete incluyen a alguien que refuta el cambio climático para encabezar la Agencia de Protección Ambiental; a una opositora de la educación pública como Secretaria de Educación y a un camarada de los ejecutivos de Goldman Sachs como encargado de regular Wall Street.

Su elección más impactante hasta ahora ha sido la del senador de Alabama, Jeff Sessions, como Fiscal General. Antiguo abogado, Sessions es un racista sureño de la vieja escuela (aunque lo niega); un hombre que se opuso al movimiento por los derechos civiles en los años sesenta porque, según él, el gobierno federal no debía decir a los estados qué hacer.

A Sessions le fue bloqueada la posibilidad de convertirse en un juez federal en 1986, por su

ery early in the morning of Jan. 20, a lot of us woke to the sound of the loudest thunder. Then, the sky opened up and it rained, hard.

The rain hit sideways against our windows, maybe guided by the forces of Eolo, the Greek god of the winds. The goddess Oyá, representing the Afro Cuban Orishas, was also certainly present, since she reigns over lightning, thunder, winds… life and death. It was not a long outburst, but long enough to interrupt our sleep. These gods and goddesses have a way to screw around with us mere mortals.

Once rudely awakened, my first thoughts were about the impending coronation of our Pussy-Grabber President. Somehow, I felt as if the heavens had swung open its doors and their wild cacophony previewed protests that took place in the next 48 hours, all over the nation.

In the air, since Nov. 8, feelings of gloom and disappointment have been the norm. To be truthful, the election of Trump has made many people happy, especially in rural areas and mainly among white voters representing a large portion of the poor working (or not) class, who

fell for Trump’s populist appeal.

Nevertheless, many others— most likely the majority—are unhappy… and afraid. What is he going to do? What can we do?

Is this a preamble to the end of it all? The apocalypse now?

I am not here to join some gloomy predictions. On the contrary, I feel that this election presents us with an opportunity to reignite the engines of progressive and radical activism, long dormant after eight years of a rather mute acceptance of contradictory policies set up by the government of Barack Obama.

There is no doubt that the Obamas were charming, fun and good looking. Drones were not. Massive deportation was not. Eight ongoing wars are not.

Banks too big to fail are not.

Guantanamo prison is definitely not. “Obamacare” was a good beginning, but sorely lacking.

A thin gauze for a deep wound.

Let us be clear on that. All of the above were (and remain) unacceptable realities of the recent eight years.

In a way, the fact that Obama was the first African American president was important, especially considering the skin-deep nature of this country. Yet, the fact that he was black (and white, really) and a Democrat, kept his administration quite protected from liberal, progressive and/ or radical criticism. Confusion reigned. People held back their punches, bit their lips, looked the other way and acquiesced.

Later on that day, following the thunder and lightning show, I was tuned in to KPFA Radio, where I heard an interview with Tim Paulsen, president of the San Francisco Labor Council.

Something he said, repeatedly caught my attention: “The best organizer for the workers is a bad boss. With Trump, we’ve got the worst boss!” Thus, Paulsen

predicted that the workers of this country, not just those from the Bay Area, will be inspired to act, to resist, perhaps to create the wall I speak of?

As a teacher, I try to instill in my students the belief that, if we are clear about what we are fighting for, it is possible to succeed, every day. If we embrace a body of ideas—an ideology—with which we wake up in the morning and with which we go to bed at night, we will be fine.

Once we have connected to this body of ideas, recognizing that we have made a conscious decision to adopt and defend

them, just about everything we do will be colored by that ideology. But do we must! We must act! It is not a question of embracing an ideology and then rest, immobile, inactive. We must join the daily fracas!

We must help to build this wall of resistance to whatever disagreeable policies are aimed at us. There will be many, but we can win, every day, if we follow our beliefs. In the process, by our actions, we will help to raise our personal and our collective consciousness.

E

n la madrugada del 20 de enero, muchos despertamos con un ruidoso trueno. Después, los cielos se abrieron y llovió, durísimo. La lluvia golpeó de lado contra nuestras ventanas, tal vez guiadas por las fuerzas de Eolo, el dios griego de los vientos. La diosa Oyá, representando a los orishas afrocubanos, de seguro también andaba por ahí, ya que ella es la reina de los truenos, los rayos, los vientos, además de la vida y de la muerte. No duró mucho el escándalo, pero sí lo suficiente como para interrumpir nuestro sueño. Esos dioses y diosas saben cómo fregarnos, ¡pobres mortales que somos!

Despierto, mis pensamientos fueron hacia la inminente coronación del presidente ‘agarrachochas’. Parecía como si las compuertas del cielo se hubiesen abierto y que su ruido anunciara las protestas de las próximas 48 horas, por todo el país.

Desde el 8 de noviembre, los sentimientos de tristeza y decepción han sido la norma. A decir verdad, el triunfo de Trump ha hecho feliz a mucha gente, especialmente en las áreas rurales del país y en particular a los votantes anglosajones, que son una porción grande de la clase trabajadora (si tienen trabajo), y que compraron la pomada populista de Trump.

No hay dudas: la familia Obama es encantadora, entretenida y bonita. Pero los drones no lo son.

No. ¿Bancos ‘demasiado grandes para caer’? ¡No! ¿La prisión de Guantánamo? ¡Menos! ¿El plan de salud Obamacare? Un buen comienzo, pero insuficiente. Una delgada venda para una profunda herida. Seamos claros en todo eso. Todo lo anterior fue (y sigue siendo) parte de una inaceptable realidad de los últimos 8 años.

Que Obama fuera el primer presidente afroamericano es importante, especialmente al

considerar la naturaleza “a flor de piel” de esta sociedad. Sin embargo, el hecho de que sea negro (y también blanco, por cierto) y del partido Demócrata, protegió a su administración de la crítica liberal, progresista y radical. Reinó la confusión. Más tarde ese mismo día, después de los truenos y relámpagos, mientras escuchaba la radio KPFA, oí decir a Tim Paulsen, Presidente del Consejo Laboral de San Francisco que “El mejor organizador para los trabajadores es un jefe malo. Con Trump, tenemos el peor de los jefes”. Así, Paulsen cree que los trabajadores de todo el país, no solo del Área de la Bahía, estarán inspirados para actuar, para resistir. ¿Tal vez para crear el muro que menciono?

Como profesor, enseño esto: si se aclara el porqué de las luchas, es posible ganar, todos los días. Si adoptamos ideas que guíen nuestros esfuerzos, es decir

una ideología, algo con lo que nos levantamos cada mañana y nos acostemos cada noche, estaremos bien.

Una vez conectados con esas ideas, hay que reconocer y aceptar que se ha tomado una decisión consciente al adoptarlas y defenderlas, y que casi todo lo que hagamos será teñido por esa ideología. ¡Pero en el hacer está la clave! ¡Hay que actuar! No se trata de abrazar una ideología para después descansar, inmóviles, inactivos. ¡Es una lucha diaria!

Debemos ayudar a construir ese muro de resistencia a cualquier política desagradable con la que se nos ataque. Habrá muchas, pero podemos triunfar, cada día, si seguimos esos principios, esas ideologías. En el proceso, según nuestras acciones, elevaremos nuestras conciencias, personal y colectivamente.

Citaré a uno de mis escritores favoritos, el portugués José Saramago, Premio Nobel de Literatura 1998: “Las palabras no nos fueron dadas para esconder nuestros pensamientos. Si hoy soy sincero ¿qué importa si mañana me arrepiento?”

Entonces, escribamos, hablemos o gritemos nuestras verdades. Ese muro crecerá de nuestras acciones diarias. Los más pequeños actos de resistencia o creatividad ayudan y son valiosos.

Confiados en nuestra fuerza colectiva, fruto de nuestras acciones individuales, podremos entonces desafiar los malos vientos del ‘Trumpismo’ y gritar a viva voz, como el Rey Lear hace en contra de la tormenta que le atormenta: “¡Soplen, vientos, desaten sus furias! ¡Rujan! ¡Soplen!”

Nuestra muralla ha de resistir. ¡No la derribará el fétido aliento de un bolsudo acosador!

SF joins in largest ever national demonstration Cassie Ordonio El Tecolote

T

he inauguration of Donald Trump on Jan. 20 was met by fierce resistance throughout the country, with massive protests exploding in many major cities.

In the Bay Area, the weekend storm wasn’t the only thing that caused a noisy raucous. Chants rumbled from San Francisco to Oakland and Berkeley as demonstrators marched through high winds and the pounding rain.

An evening demonstration on Friday, Jan. 20, which began at Civic Center with a rally drew around 8,000 demonstrators and proceeded with a march through the city. Organized by the ANSWER Coalition, the two-hour march had a specific route, intended to highlight the communities who will likely be targeted under Trump’s presidency and cabinet.

“Complacency is complicity,” said one demonstrator named Tracey King. “We have to stand up and let people hear that we’re not just going to stand by and let all the progress we made be stripped away from us. We’re Americans, and we’re all here for each other.”

Mya Byrne, a transwoman and a working artist, is hoping the Trump administration won’t impact her in a major way, but is concerned what will happen with her healthcare.

“It is important for me to be visible right now. There are many people who do not have that privilege,” Byrne said. “When you’re trans in America, it’s almost impossible to get healthcare, and when you do get healthcare you have to fight for it. I’ve been denied many essential medical treatments.”

On Saturday, Jan. 21, an estimated 100,000 people flooded San Francisco’s Civic Center, as part of the national Women’s March. The peaceful march in protest of Donald Trump and what his presidency stands for drew an estimated total of three to four million people to cities across the United States (and beyond) in the largest single-day demonstration of its kind in U.S. history.

At the rally before the march, local politicians, educators and advocates voiced their concerns about Trump’s presidency and how his election will likely impact their daily lives.

Various women addressed the large crowd, including San Francisco District 6 Supervisor Jane Kim and activists Malkia Cyril, Ameena Jandali, Angelica Vargas and Julia Serano, among others.

Folk singer Joan Baez also sang to the crowd just before the march took place.

“His administration has made it clear that they are about exclusion,” Kim said to the crowd.

“They believe that America is a country about some of us and not all of us.”

1 Jandali, a professor at City College of San Francisco and a muslim woman, says she has witnessed an increase in anti-muslim harassment and hate crimes since Trump’s campaign. She has a son who is hesitant to acknowledge his Muslim identity because of being bullied.

“I think it’s a strong message to Mr. Trump, assuming he cares to look at his Twitter,” Jendali said of the Women’s March. “He could choose to ignore [the message], but if he’s smart he will not, so he’s going to realize that he is the head of the whole country. He can’t exclude those groups that he doesn’t agree with.”

Rain began to fall just as the rally ended and the great mass of people started toward Market Street for the march. As tens of thousands of people filled Market Street, women chanted “my body, my choice,” while the men parroted “your body, your choice.” The march continued peacefully without incident to the Ferry Building, concluding at around 8 p.m.

“I think it’s more for us to collectively realize the power we have, and yes it may be hard for four years, but at the end of it we’re going to be stronger,” Jandali said. “Maybe we’re not going to see the results now, but the movement has begun.”

On Jan. 22, Trump tweeted about the Women’s March: “Watched protests yesterday but was under the impression that we just had an election! Why didn’t these people vote?”

Donald Trump lost the popular vote by three million votes, approximately the same as the number of people who participated in the national demonstrations.

a inauguración del gobierno de Donald Trump el 20 de enero, fue recibida por una feroz resistencia en todo el país, con protestas masivas en muchas ciudades importantes.

New bill seeks to preserve Latino culture in the Mission Gabriela Aleman El Tecolote

D

ict 9 Supervisor Hillary Ronen and Mayor Ed Lee have proposed legislation that would impose zoning regulations on new “commercial uses” in the Mission in order to help safeguard the unique character of the Calle 24 Latino Cultural District.

“For the first time, we are using land use tools to articulate what characteristics we would like to see in new businesses coming into a neighborhood that has been in turmoil because of widespread displacement of longtime residents and businesses,” Ronen said in a Calle 24 press release.

The newly introduced bill would establish the region between 22nd and Cesar Chavez streets, and Mission Street and and Potrero Avenue as a Special Use District (SUD). The SUD would require eating or dining establishments, businesses attempting to replace a former “legacy business,” and businesses proposing to merge multiple storefronts into a single business that is greater than 799 square feet, to acquire a “Conditional Use” authorization.

The bill specifies that the city will calculate the percentage of eating and dining establishments within a 300-foot radius of the proposed business, and the authorization will be granted if the presence of the new business doesn’t push the percentage of eating and dining establishments within that radius above 35 percent.

“Although the bill proposes 35 percent, a number higher than Calle 24’s designated 25 percent, it helps battle the gentrification and displacement and can hopefully have a ripple effect within the neighborhood,” said Erick Arguello, president and cofounder of Calle 24.

The city’s Planning Department is proposing that in order for a business to acquire conditional use, they would need to meet four of Calle 24’s six purposes: preserve and enhance the character of the Calle 24 Special Use District; support the production or offerings of local or Latino artwork, arts activities and crafts; preserve and recognize the contributions of legacy businesses; retain, enhance and promote neighborhood serving businesses and institutions, including immigrant and low-income and moderate-income households; promote neighborhood-serving businesses and institutions that strengthen economic opportunities for local residents; and pro-

mote neighborhood-serving businesses that enhance economic and workforce opportunities for local residents.

According to Diana Ponce de Leon, project manager at the Mayor’s Office of Economic and Workforce Development, four years ago Mayor Ed Lee started an initiative to focus on the city’s commercial corridors to get people back to work. The pilot initiative included 25 corridors, the Latino Cultural District being one of them, and the newly proposed legislation is in turn a result of a two year long collaboration between the mayor’s workforce office, Calle 24, the office of former Supervisor David Campos and members of the community.

“Going in, we not only wanted to focus on service provisions but also in building the capacity and becoming a partner to businesses on the ground, tailoring our services to their needs and making

ourselves available,” Ponce De Leon said.

A consultant was also hired to help develop a report on community focus areas and concerns of local business owners.

“If the economy of a district is not healthy, the community suffers. We had to ask, ‘What are the elements contributing to changes in the area and if we can’t prevent them, what can we do?’ Ponce de Leon said.

One of the successful efforts made through collaborations and community engagement was to pass the resolution establishing the Calle 24 Latino Cultural District in 2014. Although the resolution passed to recognize the area as a cultural district, establishing it as an SUD will allow for further, more permanent regulation.

When asked what he thought about the proposed ordinance being criticized as “legislatively tokenizing” the Latino culture of

the district, Arguello brushed the criticism aside.

“There are concerns the district is going to become a museum but this is why it will be reviewed in five years,” he said. “We are a living, breathing cultural district.

We want families to be able to stay and those lost to be able to come back.”

Ponce de Leon also stressed that the legislation will be revisited in the future.

“Our collective work doesn’t stop here,” she said. “We’re still working on negotiating longer term leases, ADA upgrades and are committed to building relationships required to make long lasting impacts within the district.”

There are concerns that the bill’s added scrutiny will deter Latino businesses from opening, but Arguello does not share them.

“It will actually benefit them [Latino business owners],” he said. “We will have space for them and if they do apply it’ll be conditional use. It’s only necessary to meet four of the six conditions outlined and if you’re Latino it makes it easier.”

“I am thrilled that after more than two years of working with the community and stakeholders we have found a viable and successful path forward to preserve Calle 24 Latino Cultural District,” said Mayor Lee. “This legislation is just one step in our work to preserve the integrity of our neighborhoods, serve small businesses and promote the cultural and economic vitality of our city. The future of Calle 24 Latino Cultural District is bright and I look forward to it continuing to be a welcoming place for generations to come.”

A public meeting will be held Feb. 4 at Mission Girls at 11 a.m., where community members can ask questions and further engage in the continuing process of this legislation. Mission Girls is located at 3007 24th Street, at the corner of Harrison and 24th streets.

“Aunque el proyecto de ley propone un 35 por ciento, número superior al 25 por ciento propuesto por Calle 24, esto ayuda a combatir la gentrificación y el desplazamiento, y puede tener un efecto de onda en el vecindario”, dijo Erick Argüello, presidente y cofundador de Calle 24.

Argüello dijo que exigir que las empresas comerciales obtengan autorización de uso condicional no sólo ayudará a estabilizar el alquiler, sino que también ayudará a mantener a la comunidad latina y a los pequeños comercios que, durante años, han sentido la presión de un posible desplazamiento.

Según Diana Ponce De León, gerente de proyectos de la Oficina de Desarrollo Económico y de la Fuerza Laboral del alcalde, hace cuatro años, el alcalde Ed Lee comenzó una iniciativa para concentrarse en los corredores comerciales de la ciudad a fin de que la gente vuelva a trabajar. La iniciativa piloto incluyó a 25 corredores, siendo el Distrito Cultural Latino uno de ellos, y la nueva legislación propuesta es, a su vez, el resultado de una colaboración de dos años entre la oficina de la Fuerza Laboral del alcalde, de Calle 24, de la oficina del ex supervisor David Campos y de miembros de la comunidad.

“No sólo queríamos concentrarnos en la oferta de servicios, sino también en construir oportunidades de capacidad para convertirnos en socios de los negocios en el área, adaptando nuestros servicios a sus necesidades y poniéndonos a disposición”, dijo Ponce de León.

Un consultor también fue contratado para ayudar a desarrollar un informe con enfoque en la comunidad, así como en las preocupaciones de los propietarios de negocios locales.

“Si la economía de un distrito no es saludable, la comunidad sufre. Tuvimos que preguntarnos cuáles son los elementos que contribuyen a los cambios en el área

y si no podemos evitarlos, ¿qué podemos hacer?”, comentó Ponce de León.

Uno de los esfuerzos exitosos alcanzados por medio de la colaboración y el compromiso comunitario fue aprobar la resolución que estableció al Distrito Cultural Latino Calle 24 en 2014. Aunque la resolución aprobada pasó de reconocer el área como un distrito cultural, para convertirse en un SUD esto permitirá en un futuro una mayor y permanente regulación.

Cuando se le preguntó qué pensaba del hecho de que la propuesta de ordenanza estaba siendo criticada como “legislativamente discriminatoria” por la cultura latina, Argüello rechazó las críticas.

“Existen preocupaciones de que el distrito se convierta en un museo, por ello será revisado en cinco años”, dijo. “Somos un distrito cultural latente. Queremos que las familias puedan quedarse y aquellos que se han ido, que puedan regresar”.

Ponce de León también destacó que la legislación será revisada en el futuro.

“Nuestro trabajo colectivo no se detiene aquí”, dijo. “Todavía estamos trabajando en la negociación de arrendamientos a largo plazo, actualizaciones de la ADA y estamos comprometidos para construir relaciones necesarias para lograr impactos duraderos que dentro del distrito”.

“Estoy encantado de que después de más de dos años de trabajo con la comunidad y las partes interesadas, hemos encontrado un camino viable y exitoso para preservar al Distrito Cultural Latino Calle 24”, dijo el alcalde Lee. “Esta legislación es sólo un paso en nuestro trabajo para preservar la integridad de nuestros barrios, servir a las pequeñas empresas y promover la vitalidad cultural y económica de nuestra ciudad. El futuro del Distrito Cultural Latino Calle 24 es brillante y espero que siga siendo un lugar acogedor para las generaciones venideras”.

San Franciscans rally to protest repeal of Obamacare Cassie Ordonio El Tecolote

earing that Donald Trump will make good on his promise to end the Affordable Care Act (ACA), also known as Obamacare, thousands of San Franciscans demonstrated at Civic Center on Jan. 15, their chants echoing from the steps of City Hall.

Congresswoman Nancy Pelosi, accompanied by local politicians, doctors and advocates, vocalized her dedication to preserve the (ACA) with her movement called #OurFirstStand.

“Donald Trump and the Republicans in congress want to tear down the ACA,” Pelosi said.

“That plan is to make America sick again.”

Established March 23, 2010, the ACA was passed with the goal of extending affordable health insurance to people across the financial spectrum.

Senate Republicans took their first major step towards repealing the ACA on Jan. 12 when they approved, via a 51 to 48 vote, a budget blueprint that would allow them to gut funding for the ACA. Though Senate Democrats objected and even protested on the

“Sadly, we find ourselves in a place we need to worry about

whether our lowest income residents will have insurance,” San Francisco Mayor Ed Lee said.

“The ACA has bettered the lives

for too many Americans to be thrown out.”

One by one, doctors, health advocates and even some San

Francisco supervisors stepped up to the microphone to justify how important the ACA is to many Americans.

Kathy Forte, a mother, spoke of how the ACA helped her family during a time of crisis. She held a small, framed portrait of her 24-year-old son, Tom, who suffered a stroke and had to be hospitalized for four days in August of 2016.

“If the ACA is repealed, my son Tom and thousands of other children who are covered by their parents in the Bay Area, will lose these benefits,” Forte said through tears.

Many in the audience nodded their heads and murmured in agreement, while others held signs that read, “Health care is a human right.”

The ACA, among other things, allowed young adults to remain on their parents health insurance until the age of 26.

“If it was repealed, many people who are on their family’s healthcare plans will be cut off,” said Tim Killikelly, president of the AFT 2121 teacher’s union at City College of San Francisco.

“And that puts a lot of younger people in a very vulnerable position.”

City College reaffirms commitment to undocumented students

In contrast to Donald Trump’s vow to build a wall at our southern border, students and faculty at City College of San Francisco (CCSF) built their own “wall” to safeguard undocumented students.

During a rally held on Jan. 19 at CCSF Mission campus, demonstrators expressed their desire for CCSF to remain a sanctuary for undocumented students, who may be targeted by Trump’s administration, by forming a sym-

bolic “wall of sanctuary.” The demonstration was organized by the American Federation of Teachers Local 2121 (AFT 2121) faculty union.

Approximately 150 students, faculty and administration were present, some holding signs that read “All our students deserve education, not deportation.”

“This is going to be a good moment for students to become aware that they’re not alone,” said Maria Jandres, vice president of the CCSF student council at Mission campus. “City College is a place where they can feel

welcome. That’s the message we want to tell the students.”

One promise Trump has made throughout his campaign is to repeal the Deferred Action for Childhood Arrivals (DACA)— the executive order signed by Barack Obama that extended temporary legal stay to undocumenteds who emigrated as children—during his first 100 days in office. His promise has caused turmoil throughout the college community.

Interim Chancellor Susan Lamb has declared that CCSF will reinforce its commitment to

protect undocumented students.

Lamb plans to lean on Assembly Bill 540, also known as the California Dream Act, a California law passed in 2001 that ensures student confidentiality in the pursuit of higher education while applying for financial applications and services.

“We have a community that values inclusiveness and diversity and that is not going to change,” Lamb said. “We need to make sure that we’re reaching out to them and letting them know that the biggest revenge is to finish their education here and to go on to a U.C., and wherever and make sure that they take advantage of that education.”

The college already offers a resource center called Voices of Immigrants Demonstrating Achievement. The program works with undocumented students, communities and families to provide a space that offers selective resources, including legal service, and academic and per-

sonal counseling.

CCSF Vice Chancellor Samuel Santos told El Tecolote that the college administration aims to protect the privacy of undocumented students, which means not keeping track of how many undocumented students it serves.

“We don’t know and we don’t want to know,” Santos said Toward the end of the rally, faculty and students made their way to the front of Mission campus and formed a wall of sanctuary, a direct message to Trump and his promise to target undocumented communities.

“It’s a sad state of affairs that we are here today having to reaffirm our commitment to undocumented students that we serve at City College,” said District 1 Supervisor Sandra Lee Fewer. “It is an institution that has always been welcoming to everyone. Public education and education in general, it can be the great equalizer of society, or it could be the great divider.”
