The government respectfully submits this letter in support of its motion for a permanent order of detention for the defendant Salvador Cienfuegos Zepeda. The defendant held the position of Secretary of National Defense in Mexico from 2012 to 2018. The defendant abused that public position to help the H-2 Cartel, an extremely violent Mexican drug trafficking organization, traffic thousands of kilograms of cocaine, heroin, methamphetamine and marijuana into the United States, including New York City. In exchange for bribe payments, he permitted the H-2 Cartel—a cartel that routinely engaged in wholesale violence, including torture and murder—to operate with impunity in Mexico.

El general Salvador Cienfuegos vestía casual y no portaba esposas en las manos. Muy serio, el exsecretario de la Defensa escuchó los cargos en su contra: abusó de su cargo para apoyar a cárteles mexicanos y lavó dinero ilícito. La audiencia terminó en cinco minutos. Protegió, asegura la acusación, a los hermanos Beltrán Leyva, y a uno de sus principales líderes en Nayarit y Jalisco, Juan Francisco Patrón, El H2, quien “ha utilizado la corrupción de funcionarios públicos, incluidos los sobornos al acusado mientras era un alto funcionario mexicano, como medio y método para lograr los objetivos”. Aunque en el expediente radicado en Nueva York no aparecen otros acusados, fuentes del gobierno federal reconocieron que este caso incluye a otros generales presuntamente corruptos. Ya está enterado el presidente Andrés Manuel López Obrador y, a manera de control de daños, ordenó remover a todos los generales en activo y que hayan formado parte del círculo del general. El principal acusado en este caso es el exfiscal de Nayarit, Édgar Veytia, quien el mes pasado comenzó a negociar la reducción de su condena por 20 años, lo que se resolvería en diciembre.
