An interview with Minister of Petroleum & Mineral Resources HE Tarek El Molla CONSIDERING THE COMPLEXITIES OF 2023, WHAT ARE YOUR EXPECTATIONS FOR THE ENERGY SECTOR IN 2024? It has been very clear to everyone that energy in Egypt is part of the global energy scene, and what is happening elsewhere is affecting what is happening in Egypt. It is one world, and energy is the fuel of the economy. So, we have seen several challenges throughout 2023, whether affecting Egypt directly locally, regionally, or internationally, and I think I can proudly tell you that we were able to overcome them all, in spite of their difficulties and how hard they were. At the end of the day, we were able to supply all the needs of Egyptians for petroleum products, gasoline, diesel, fuel oil, LPG, and natural gas for domestic consumption; as well as for industrial consumption, for aviation, and for all aspects of the economy. I think we were able to also continue our journey ensuring that we are putting Egypt on the global energy map. To summarize, yes, it was a challenging year, but again proudly, I think that we were successful in navigating and reaching the shores safely. This year’s EGYPES marks a turning point, bringing together traditional oil and gas players with renewable energy, decarbonization, and efficiency experts under one roof. This reflects Egypt’s serious commitment to a sustainable energy future. When we talk about renewable, when we talk about decarbonization, and when we talk about energy efficiency, all these different parameters and elements that are needed to exist under one roof. Therefore, we will see this year more stakeholders, more participants, more industrial companies, more manufacturers, and this would really reflect the commitment of the government. Together with oil and gas, which is the core of the transition, we will see all the supporting industries that will be there to decarbonize, to improve energy efficiency, to complement this transition through renewables, through solar energy, through improving efficiency all that together. Hence, I think this will again show, reflect and showcase the seriousness of Egypt as well as the seriousness of how mature and committed this industry is. I am looking forward to our February edition and it will be completely different compared to the previous years because we are now attracting different components and different segments that were not there before. HOW DO YOU SEE THAT OUTCOME OF COP 28 AND ITS EFFECT ON EGYPT’S ENERGY SECTOR IN THE FUTURE? I think that we have also been very much successful in identifying and acknowledging the role of our industry globally not only locally, since COP26 in Glasgow, where we saw the danger of not having the oil and gas industry invited and present during the COP event. Therefore, taking advantage of hosting COP27, we saw that this would be a good opportunity for us to represent the oil and gas industry and to make sure that we highlight and ensure that the oil and gas industry would be and should be invited and would be part of the solution since it has been all the time accused to be part of the problem of global warming. Therefore, building on, the success that we had during

COP27, introducing Decarbonization Day as one of the thematic days for the first time ever, and in continuation of that at COP28 in Dubai, we will be able also to continue the narrative of the story, whereby oil and gas is putting solutions on the table. I think that what we have been able to demonstrate as well is that Egypt is sticking to its commitment to the Global Methane Pledge as well as our emissions and net-zero commitments. We had already been able to put together the roadmaps and plans for implementation, and we were able to showcase what we had done over the last one and half years since Glasgow and then in Sharm El Shiekh, coming to Dubai. I think that what we are doing currently is to engage more and more stakeholders. We have been able to be vocal and to get into good communications with international partners, helping us with technology, technical support, and capacity building. This is in order to make sure that we use the opportunity of decarbonizing the oil and gas industry to create new business opportunities as well, creating new jobs and creating new industries that would support and enable the oil and gas industry to grow with less emissions and to comply with all the COPs and all the commitments that we have taken. I am very happy with the outcomes of COP28 and I think it was an important milestone where our friends and brothers in the UAE have been able to also take advantage of being an oil and gas producer but at the same time showing that they are committed to transition.

Kamel El Sawi, President of United Energy Egypt CAN YOU PROVIDE AN OVERVIEW OF YOUR CURRENT BUSINESS OPERATIONS AND DEVELOPMENTS IN EGYPT? ARE THERE ANY RECENT MILESTONES OR ACHIEVEMENTS THAT YOU WOULD LIKE TO HIGHLIGHT? United Energy Egypt (UEE) has made significant strides in the renewable energy sector. We have signed a memorandum of understanding (MoU) to construct a potassium chloride and green ammonia complex, representing a total investment of $8billion. This venture demonstrates our dedication to diversifying our energy portfolio and contributing to a sustainable future. In the meantime, Kuwait Energy Egypt’s affiliated company of United Energy, made significant progress in 2023, reaching several important milestones. One of our proudest achievements was the announcement of a commercial discovery in the Burj El Arab field from well BEA S-1. This success was further enlarged by the successful development of two additional wells in the same field. Additionally, our affiliated company KEE has successfully promulgated the concession agreement law of the newly awarded block in the EGPC bid round of 2021, followed by spudding the first exploratory well in the field after 4 months of law promulgation, showcasing our ability to expand our operations.

Another noteworthy accomplishment was the declaration of a commercial discovery in the Abu Sennan field through ASD S well. This discovery further solidifies our position as a leading energy company in the oil and gas sector. In line with our commitment to growth and innovation to maximise the subsurface realisation of our assets, our affiliated company KEE has initiated a seismic acquisition project in Area A fields. This project, scheduled to be fully executed in 2024, will provide valuable insights and data to enhance our operations and decision-making processes. These achievements highlight United Energy Egypt’s and along with its affiliated company Kuwait Energy’s unwavering commitment to growth, innovation, and excellence. We strive not only to be a leading player in the oil and gas sector but also to make a significant impact in the broader energy industry.

WHAT ARE YOUR LONG-TERM TARGETS AND GOALS FOR OPERATIONS IN EGYPT? HOW DOES THE COMPANY PLAN TO CONTRIBUTE TO THE COUNTRY’S ENERGY SECTOR DEVELOPMENT AND GROWTH? With optimism for a sustainable future, United Energy Egypt has crafted a long-term vision that strategically balances growth in oil and gas alongside pioneering renewable energy projects. On the oil and gas front, we aim to steadily expand production and reserves by seizing opportunities in EGPC/EGAS/Ganope bids and aggressively screening the market for impactful opportunities for IOCs. In parallel, we have taken bold first steps into renewable energy by signing an MoU to construct the ambitious potassium chloride and green ammonia complex. This integrated mega-project will allow us to pilot renewable technologies while immediately ramping up production of 150k tons of potassium chloride in the first phase to be increased to 4.1 million tons in the third phase. In a noteworthy effort, we are running a detailed outlook for establishing a green ammonia project with a total production capacity of 2.4 million tons of green ammonia using 8 GW of renewable electricity.By embracing this diversified approach, UEE is positioned to thrive in the modern energy landscape. We are motivated by the enormous potential to provide shareholders with strong returns while significantly furthering Egypt’s sustainability objectives, despite the challenges that lie ahead.

Aligned with the company’s strategic commitment to promoting environmental sustainability, UEE has made significant endeavours to reduce greenhouse gas emissions and eradicate the practice of gas flaring across all its operational assets. Regular assessments are conducted to ensure that emissions remain within acceptable limits. UEE’s decarbonisation initiatives have primarily focused on optimising the utilisation of gas, eliminating gas flaring, and implementing gas power generation. Regarding energy transition, UEE is actively diversifying its energy portfolios and investing in renewable and low-carbon technologies. An Interview with David Thomas, Chief Executive Officer, Cheiron Africa’s population is expected to double by 2050, as a result the continents energy demand is expected to increase

Can you share any recent notable discoveries or developments in Cheiron’s exploration activities?

tremendously in the next two decades. Despite possessing 8% of the world’s proven natural gas reserves, more than 700 million Africans lack access to energy and clean cooking fuels.

Probably the most notable discovery we made last year was in the GNN-11 well, drilled by the PetroGulf Misr Joint Operating Company near the Geisum GNN field in the Gulf of Suez (GoS). This well found a good quality pay section in the Nubia, which was the first time this interval has been found to be oil bearing in the GNN area of the concession.

The inaugural EGYPES 2024 African Dialogue Conference will bring together key African stakeholders including For the future, our next major production uplift should come from the 150 mmcfpd West El Burullus gas field development in the Mediterranean which was sanctioned for development in 2023. The development comprises 2 platform and 7 wells tied back to the Burullus WDDM plant, and should come on stream towards the end of 2024. We are excited by this project since we recently acquired new exploration acreage close to the development lease and will be drilling one or more prospects near the existing fields early next year.

Another recent exploration success in the GoS was with Amapetco in the Amal-25 exploration well, which was drilled outside the main field area into a downthrown fault block and encountered a new reservoir in the Kareem formation. We have also drilled some significant discovery wells in the Western Desert with Bapetco, north of the BED 15/16 field areas, and had other finds smaller finds in Norpetco around the North Bahariya fields. All the abovementioned wells have already been tied back onto production, using existing infrastructure, and follow on appraisal drilling is either already underway or being planned.

How does Cheiron plan to balance its portfolio in response to changing market dynamics and emerging energy transition trends? We are fortunate to have a well-balanced and diversified portfolio as it stands and do not see a driving need to make any material changes. Our reserves base is approximately 50% gas and 50% oil and we are comfortable that this will allow us to deliver our sustainability and energy transition plans whilst still benefitting in the medium term from strong oil prices. We would like to see Cheiron playing a significant long-term role in providing energy for Egypt as part of the country’s overall energy transition plan.

With EGYPES’ emphasis on sustainability, how is Cheiron looking to highlight its sustainability strategy this year at the Show? Similar to our peers, Cheiron has an established Sustainability Policy and Plan which covers many areas including community welfare, socio-economic development, biodiversity management, water and waste management and respect for cultural heritage. Also, as a fundamental part of this framework, we have set clear targets to address climate change that are consistent with the Ministry’s and Egyptian Government’s objectives and industry norms. These include reducing our GHG emissions intensity by 25% by 2025, eliminating all routine flaring by 2030 and moving to net zero by 2050. These objectives are being pursued through a variety of short, medium and long-term initiatives ranging from replacing diesel fuel with gas across our JOCs, power centralisation and electrification projects, flare reduction/elimination projects, and waste heat recovery, renewables energy and carbon capture and storage studies.

Can you provide insights into any upcoming exploration or development plans for Cheiron?

We would like to see Cheiron playing a significant long-term role in providing energy for Egypt as part of the country’s overall energy transition plan. 24

In the near term, we plan to continue our drilling campaign in and around the GNN field where we have identified a number of infill well locations and further near field exploration opportunities. This is likely to involve the addition of some new well slots to the early production facilities. We also expect to continue our drilling programmes in the Western Desert in Bapetco and Norpetco. These are strategically important field areas and produce, on a combined basis, around 50,000 bpd of oil and condensate for the country.

What are Cheiron’s main focus areas for enhancing mature fields’ performance and adding reserves? The area where we see good potential for short term production and reserves uplifts is through the optimisation of our Western Desert waterflood programmes. Historically, we have had significant success implementing a pattern waterflood in Norpetco’s Abrar field and we are looking to see whether this success can be replicated in other fields. In particular, some of the Bapetco fields appear to have some potential for waterflood optimisation and these are under active study. Also, we know that there is a significant tight gas and unconventional oil and gas resource base in the Western Desert which may be unlocked with extended reach horizontal drilling and multifrac technologies. Other than these major themes, effective mature field management in our assets involves making many continual improvements in many areas including completion design, drilling efficiencies, downhole pump efficiencies, scale and chemical treatments and system debottlenecking, to name but a few.

What are your expectations from EGYPES this year? Are there any specific events, discussions, or opportunities that you are looking forward to? I am sure EGYPES will continue to build on the successes of previous years. It has become established as a very important regional energy event and provides an opportunity for the participants to benefit from the strategic insights of key industry figures and to learn about new technologies and their applications. It also provides a very effective networking forum and I am looking forward to meeting our many industry colleagues and friends there.

It is worth mentioning that the job was executed during the Rig operation in Saudi Arabia. Because we understand the importance of our marine environment, our divers assisted Egis Marine Biologists in coral transplantation in the NEOM area Saudi Arabia.
