coroner has promised the family of a Carmarthen-born man, who lost his life when an Egyptian commercial aeroplane crashed somewhere over the Mediterranean last year, that answers will be found. Richard Osman was on board Flight MS804, heading from Paris to Cairo, when it disappeared from radar overnight after making two sharp turns and plunging into the sea in May of last year. The geologist, who has a brother living in Swansea, was on his way to work in Egypt just two weeks after the birth of his second child from his French wife, Aurelie. In a pre-inquest review held in Llanelli Town Hall today (Friday) Carmarthenshire coroner, Mark Leyton, explained that an inquest into Mr Osman’s death could not proceed because an investigation into the flight’s disappearance had yet to be completed. He said: ―I promise Mrs Osman and other family members, everything I can do, I will to establish how Mr Osman came to die. ―I’m sure that with that air investigation report we will be able to do that, although it may be 6 months or years before we are able to hold a meaningful inquest. ―But it’s important that we get there eventually to be able to provide the family with answers.‖

Explaining the difficulty involved in the process he said that he had been told that by the Egyptians that ―the crash investigation being carried out by the Egyptian Air Accident Investigation Committee is not completed‖ and that ―it would not be appropriate to comment when the investigation is continuing and they are yet to reach a conclusion‖. Mr Layton said: ―The obvious difficulty here is the Egyptian air line is based in Egypt and is not under the jurisdiction of this country. ―I asked when the report would be available and whether they would be releasing an interim report. That hasn’t happened in 12 months as is usually the case. ―Their response was the matter should be referred to the Egyptian prosecutions office. ―I will go back to the Egyptian Airline Investigation team and ask them when they are going to have a report and explain why I need the report and that it isn’t part of any criminal investigation.

We may need more 747-8Fs, says Qatar chief
Qatar Airways Group chief executive Akbar Al Baker hinted that his airline could place orders for further 747-8 freighter aircraft from Boeing, at a handover for the first of the aircraft at the plane-maker’s Seattle base on 25 September. He told a press conference that the carrier had ―already sold‖ the capacity on the first two planes. A second 747-F is due to join the Qatar fleet in November. He told the press conference that Qatar Airways was currently experiencing a cargo boom following the blockade imposed by neighbouring countries over the country’s alleged support for Middle East terrorist groups. Tonnage was currently up 160% compared with the same time last year, said Al Bakar. He was also confident that the carrier would continue to find a use for additional freighter capacity at such time as the blockade ended, for example by serving additional markets or moving cargo from bellyhold to freighter aircraft. At the conference, he also confirmed an order for an additional four 777300 passenger aircraft, bringing the carrier’s total order book with Boeing to $2.2bn.

Airlines Scrap Kurdistan Flights on Backlash to Referendum Major airlines including Deutsche Lufthansa AG and Qatar Airwaysterminated services to Kurdistan as Iraq moves to sever outside ties with the autonomous region following Monday’s independence vote. International flights were to be suspended at 6 p.m. Friday, Hussein Mohsen, acting director general of the Iraqi Civil Aviation Authority, said. Lufthansa was among airlines to say that while there was confusion regarding the ban, with no official notice initially received, it would halt flights. Mohsen told Bloomberg News that Iraq would take appropriate steps against any carrier violating the moratorium on flights to the regional capital Erbil and the city of Sulaimaniya near the Iranian border, which it says are national assets. He didn’t specify what those measures might be. Mawloud Bawmurad, the region’s transport minister, said the hubs belong to Kurdistan and should remain open, according to the local Rudaw news service. This week’s poll saw 93 percent of the votes cast back statehood, according to official results, prompting the Kurdistan Regional Government to say that it will seek talks with Baghdad on the ―next step.‖ Iraq warned that it would impose ―the authority of the federal government‖ on the region, while Iranian lawmakers also condemned the outcome as ―destructive,‖ and Turkey hinted that it might halt Kurdish oil exports via a pipeline to its Mediterranean coast. U.S. Secretary of State Rex Tillerson said in a statement Friday that ―the vote and the results lack legitimacy and we continue to support a unified federal, democratic and prosperous Iraq.‖ He also urged ―calm and an end to vocal recriminations and threats of reciprocal action.‖

Federal Approval Flights to Erbil and Sulaimaniya operated by domestic operators will be allowed to continue, the CAA’s Mohsen said. Humanitarian and emergency services are also excluded from the banning order, but will require approval from federal authorities, according to a statement from Iraq’s cabinet. Air links to Kurdistan were gradually restored following the toppling of Saddam Hussein in 2003, with Lufthansa’s Austrian Air the first West European operator to serve Erbil, with flights from Vienna in 2010. Connections were terminated again at the height of conflict with Islamic State, before being built back up. Austrian, which usually serves Erbil daily, operated the route as normal on Friday, but listed it as suspended on Saturday and Sunday. Parent Lufthansa connects with Kurdistan twice weekly from Frankfurt, with a Saturday trip unbookable on its website. Privately owned Germania, which connects Munich with Erbil on Tuesday and Sulaimaniya on Saturdays, said the flights were suspended ―until further notice.‖ Passengers can change their bookings to other destinations in its network or get a full refund. In the Mideast, Turkey and Iran ordered an end to flights and Qatar Air said it would halt services Friday. The Jordanian and Lebanese national carriers and discount operator FlyDubai also ceased operations.

Germany’s Lufthansa plans to operate Boeing 747-400s between Frankfurt and Berlin Tegel, citing high demand on the domestic route. Starting Nov. 1, the Star Alliance carrier will replace Airbus A320/321s on select Frankfurt-Berlin flights. During November, more then 60 747-400 flights are planned on the route, which has a flight time of 45 min. The 747-400s will be configured with 67 business class seats and 304 economy/premium economy seats.

http://www.iata.org/ Air Transport Supports Job Creation in Peru, $4.4B in GDP 28 September 2017 (Lima) – The International Air Transport Association (IATA) announced new data showing that aviation and aviation-induced tourism support 280,000 jobs and contribute $4.4 billion to Peru's economy, equivalent to 2.1% of the country's GDP. The findings are among the highlights of "The Importance of Air Transport in Peru'" study conducted by Oxford Economics on behalf of IATA. "Aviation's contribution to Peru's economy and society are significant. Air transport enables cross-border commerce, foreign investment and tourism. And all of that supports 280,000 Peruvian jobs. However, Peru could be reaping greater benefits from aviation if the right infrastructure was in place at the key Lima airport and taxes and charges were competitive with other countries in the region," said Peter Cerda, IATA's Regional Vice President for the Americas, who is in Peru for the release of the study. Capacity Constraints in Lima and High Taxes and Charges According to the study, Peru's infrastructure quality is a significant blocker for the development of aviation in the country. The most acute example is Jorge Chávez International Airport in Lima, the country's key hub airport, which was built to accommodate 10 million passengers per year but currently handles 19 million. As the country's main international gateway, significant capacity expansion is needed for the capital to become a regional air hub and compete with hub airports in Bogota, Panama City and Santiago.
Peru ranks 136th for ticket taxes and tourism charges according to the World Economic Forum, behind other Latin American countries such as Chile, Brazil, Panama, Mexico, Ecuador, Argentina, Colombia and Bolivia. Peru's high cost structure for air travel weighs on demand and undermines the ability of the country to compete for air passengers, both those travelling to and from Peru but also those who would connect in the country en route to other destinations. "Peru has all of the elements to become a regional aviation powerhouse: a favorable location for cross-border air connectivity, world-class cultural and culinary assets and a growing economy. Yet aviation remains underdeveloped and the country's capital, Lima, is losing out on the opportunity of becoming a regional air hub. Now is the time for Peru to be smart about aviation policy and ensure the right air transport infrastructure and cost structure is in place to harness the many economic benefits of robust air connectivity," said Cerda.

The demand for aviation in Poland is expected to double in the next two decades, generating an estimated 1.5 million flights per year. At the same time, passenger volumes at Polish airports are projected to grow at a rate of 5.6% per annum to over 68 million passengers a year by 2030.(1) Servicing this demand, while ensuring safety, improving environmental performance and reducing costs and delays requires Poland to modernize its airspace and air traffic management (ATM) network. Successful airspace and ATM modernization is expected to create significant benefits, including an extra €6 billion in annual GDP and 65,000 Polish jobs by 2035. (2) Due to the complexity of the air traffic flows in Poland, it is critical that all aviation stakeholders (Airlines, ANSP, Airports, Ground Handling Service Providers and State institutions) are engaged in a joined-up, strategic program to modernize the airspace and ATM network. IATA and PANSA believe that the engagement and cooperation of all Polish aviation stakeholders is essential to achieve the Single European Sky goals and deliver the expected benefits for passengers, industry and the wider economy. www.bloomberg.com Saudis Pay the Price for OPEC Leadership By Julian Lee This isn't the result the Saudis were looking for, and they might just decide to fight back. Saudi Arabia's leadership of OPEC and non-OPEC production cuts comes at a cost. Not only is it trimming export volumes, it is also losing market share in key destinations, most gallingly, to countries that are also part of the output deal. That could herald fierce competition for market share once restrictions are lifted. After almost of year of negotiations, OPEC member countries agreed in November to reduce output by around 4.5 percent (with a couple of exemptions). The following month they secured pledges from a group of nonOPEC countries to cut their production. Most important of these was Russia, which agreed to trim output by 300,000 barrels a day, or 2.7 percent. The kingdom might have expected that they were all in this together. Compliance with the cuts has been much better than expected. However, the OPEC leader has lost ground to rivals selling in some of its key Asian export markets, most particularly China and India. It has also seen flows to the U.S. slump to some of the lowest levels of recent years. Saudi Arabia was already seeing its crown as the biggest supplier to China being snatched away by Russia, but the cuts that came into effect in January have accelerated that shift. True, Russia complied and pared output, but its crude oil exports in the eight months of this year are actually higher than they were on average last year. China Crisis And it's not just Russia stealing a march in the Middle Kingdom. Fellow OPEC member Angola has boosted its sales there, too. Flows from Iraq are also accelerating, driven in part by stakes in its fields held by Chinese companies. And, the Saudi share of Chinese imports has fallen to around 11 percent on average over the three months from June to August, down from 15 percent on average in 2015. The situation in India is little better. Saudi exports to the world's fastest growing oil market have been overtaken by supplies from Iraq, which increased dramatically in the first months after output cuts came into effect in January.

www.bloomberg.com After chairing a meeting between OPEC and other major producers in Vienna on May 25, Saudi oil minister Khalid Al-Falih told reporters that exports to the U.S. would drop ―measurably." Since the start of June, inflows of his crude to the U.S. have averaged 808,000 barrels a day, equivalent to 10 percent of total imports. That is down from 14 percent in 2016 and 15 percent in the first five months of 2017. Ceding volume and share in key export markets may be the price that Saudi Arabia has to pay to lead efforts to rebalance the global oil market. But it is not sustainable for a country that holds the world's largest stock of conventional reserves and is among the cheapest sources of supply on the planet. The kingdom is already seeking a stake in a planned 1.2 million barrel a day refinery on India’s west coast and is pursuing a partnership with China National Petroleum Corp. to own a share in the Anning refinery in China's Yunnan Province. Both projects are intended to create captive markets for Saudi crude in the future. Before they are completed, and once output restraint is lifted, which could begin as soon as April if the deal is not extended, expect the start of an aggressive round of Saudi competition for sales.
