http://www.iata.org/ IATA-WCO Collaboration to Improve Air Cargo Efficiency and Security Geneva – The International Air Transport Association (IATA) and the World Customs Organization (WCO) announced that IATA's Cargo-XML messaging standard has been fully integrated into WCO's Cargo Targeting System (WCO CTS), a risk assessment tool available to WCO member countries worldwide. The integration of Cargo-XML in the WCO CTS enables electronic communication between airlines and customs authorities using the IATA Cargo-XML standards format. This will make communication simpler and more effective, and facilitate more accurate risk assessments by customs authorities using the WCO CTS application to capture advance electronic cargo manifest information. "Simplifying processes, enhancing efficiency; and maximizing safety and security are in everybody's interest--shippers, border authorities and airlines. Collaboration is critical. And the integration of Cargo-XML into WCO CTS is the latest example of the positive results that can be achieved. About a third of the value of goods traded across borders are transported by air. We look forward to the further expansion of our vital work with the WCO in support of efficient world trade," said Alexandre de Juniac, IATA's Director General and CEO. "Effective electronic data exchange is integral for Customs authorities to build accurate risk assessments of cargo shipments. Integrating CargoXML into the WCO CTS will allow customs authorities using this tool to easily access detailed information about shipments, profile these shipments and identify those presenting a high-risk. Using standardized and quality information is key to enhancing security, expedite customs clearance, optimize customs resources and facilitate global trade," said Kunio Mikuriya, WCO Secretary General. IATA's Cargo-XML eliminates the constraints posed by the traditional Cargo Interchange Message Procedures (Cargo-IMP) standard and is designed to promote broader and seamless data interfaces. Cargo-XML is recognized as the universal language for improving e-commerce and therefore facilitates growth in trade and encourages participation in global commerce through electronic data submission for all air cargo shipments.

www.flightglobal.com UK pilots alarmed at prospect of EU deal failure UK cockpit crew representatives are expressing alarm at the possibility that the government is prepared to withdraw from the European Union without a trade agreement. Pilots union BALPA claims that such a decision could leave UK carrier unable to operate, and disrupt ticket sales long before the formal exit date in March 2019. BALPA general secretary Brian Strutton says the UK aviation industry would be "devastated" by failure to reach a UK-EU agreement. "Unlike most other sectors there are no World Trade Organisation, or any other, rules to fall back on for aviation if there is no deal," he states. "UK airlines could find they have to stop flying – it’s that serious." UK transport secretary Chris Grayling, during a parliamentary session on 9 October, had insisted that the country's air transport industry was "very strong" despite the collapse of leisure carrier Monarch Airlines. "We should be confident about the sector," he said. BALPA is concerned, however, that uncertainty over a future agreement with the EU could begin affecting passenger confidence "long before" the UK's exit date. "The entire industry has said that we have to see evidence of the post-Brexit plan for aviation now if we are to avert a catastrophic crisis of confidence," says Strutton. "It is utter madness for anyone to think that [failure to reach a deal] would be anything but a total disaster for our worldleading UK aviation sector and beyond."

www.flightglobal.com Sharm el-Sheikh ban 'for good reasons': UK transport secretary UK transport secretary Chris Grayling has not given any firm indication as to when the government will lift restrictions on operations to Sharm el-Sheikh airport. The UK ban on flights was imposed almost two years ago over suspicions that sabotage had brought down a Russian-operated Airbus A321 shortly after departing the Egyptian resort. Labour party member Stephen Timms queried the reason for the continuing ban during a parliamentary session on 9 October. He said that it had been a contributing factor to the collapse of Monarch Airlines, which had operated the Sharm el-Sheikh route. Timms told Grayling that Egyptian authorities, with UK support, had "gone to enormous lengths" to improve security at the airport, and claimed similar bans by other European countries had been lifted. Grayling said that the government had "looked exhaustively" at the issues regarding Sharm el-Sheikh. "We have not yet taken the decision to resume flying there," he stated. "I would love us to be able to take it, but we have to be mindful of the security concerns and the risks to the travelling public of the UK." He added that the government was holding off "only for good security reasons", but did not elaborate. "As soon as we feel that we can take that step [to lift the ban], we will," he said.

www.ch-aviation.com Kenya Airways makes changes, but repossession still looms Under the eye of its new CEO, Sebastian Mikosz, Kenya Airways (KQ, Nairobi Jomo Kenyatta) has made a number of changes as it works to turnaround after a disastrous few years. The Ex-LOT Polish Airlines chief executive has retrenched some senior staff, brought on his own people, cut routes and overseen the sale of two aircraft. However, Standard Media reports that foreign banks have begun to inspect some of Kenya's aircraft, which may be repossessed if a deal with local banks can't be met. Kenya Airways is currently undergoing a USD2.2 billion debt restructuring exercise, in order to convert debt to equity and secure new funding sources. The deal was approved by parliament in June this year. "The transaction is critical to ensure the viability of KQ as a business," says Richard Harney, from legal firm Bowmans which is managing the transaction. "Excess fleet capacity, structuring changes in the market and factors such as Ebola and international terrorism meant that the company's fleet modernisation programme launched in 2012 had left it with too much debt, leading to several years of record losses." Under the plan, USD500 million of unsecured debt will be converted into equity, and new money facilities will be negotiated for post-restructuring operations. However, according to Standard Media, three local banks are holding up proceedings. If Equity Bank of Kenya, Ecobank and Jamii Bora Bank continue in their opposition to the restructuring plan, it could lead to the collapse of the whole deal. Kenya Airways has filed a petition with the Supreme Court of Kenya to force the banks to support the restructure, which it says is "just and necessary to safeguard the rights and existence" of the airline. "I confirm that the failure to determine this application and to set aside the orders granted to the first applicant (Equity Bank) will mean that the airline will in all likelihood imminently cease to operate as the financial accommodation it has been receiving from its creditors was on the basis of the restructuring being completed by end of August 2017," said Kenya's Finance Director, Dick Murianki. In the meantime, Kenya Airways is also working to rationalise its routes and fleet capacity. From October 29, flights to Hong Kong Chek Lap Kok and Hanoi will be discontinued, with customers served via daily flights to Bangkok Suvarnabhumi and Guangzhou. Onward connections will be provided through partnerships. "This network decision will help Kenya Airways to strengthen its focus on Africa. We will continue to serve our customers to Asia through our direct flights to China and Thailand and work closely with our partners to cover the Asian continent," said Kenya Airways Commercial Director, Vincent Coste. Additionally, the carrier has sold two B737-700 aircraft and a GE engine, according to a filing by Air Partner Remarketing, which secured the deal on its behalf. Kenya Airways has leased back the aircraft.

www.ch-aviation.com Singapore Airline's turnaround plan progresses Singapore Airlines (SQ, Singapore Changi) is currently carrying out the turnaround plan created by its dedicated Transformation Office, as it aims to re-establish itself as a market leader after a surprise 1Q17 loss. Reuters has seen an internal newsletter which shows the carrier is committed to 56 initiatives to reduce costs and improve efficiency across the business. Some of the initiatives include measures to reduce fuel consumption and food waste, as well as route network optimisation, crew rostering efficiencies, and streamlining management processes. The national carrier also plans to invest in digital technologies and improve customer self-service options. In August, Singapore Airlines brought on some of the financial operations of its subsidiary SilkAir(MI, Singapore Changi) as part of a consolidation effort to cut costs. It has also reintegrated its cargo unit Singapore Airlines Cargo (SQ, Singapore Changi), and in July completed the merger of its two budget subsidiaries, Tigerair (TR, Singapore Changi) and Scoot (TR, Singapore Changi), under the Scoot brand. So far, no definite staff cuts have accompanied the rhetoric around Singapore's turnaround plans. But earlier this year, CEO Goh Choon Phong suggested that it was not out of the question. "There will certainly be changes in the way we do things, and staff would have to pick up new skills and the company would certainly want to look at how best to support their retraining and redeployment," he said during the 4Q results presentation. At that time, the carrier had sustained a surprise Q4 net loss of SGD138 million (USD102 million)

FRENCH AIR-TRAFFIC STRIKE GROUNDS 100,000 TRAVELLERS ACROSS EUROPE Hundreds of flights across Europe have been cancelled, and many more delayed, due to the latest strike by French airtraffic controllers. An estimated 100,000 passengers have had their flights grounded. Members of the main air-traffic unions stopped work on Monday night and will continue until early on Wednesday morning, as part of a national strike against the labour reform policies of President Macron. Airlines have been told to cut three out of 10 flights. Many others have been diverted around French airspace, extending journey times and causing additional congestion. The biggest budget airline, Ryanair, cancelled the largest number of flights: 222, affecting about 40,000 passengers. While the cancellations are across western Europe, UK airports are particularly badly affected. Dozens of links from Stansted, Luton, Bristol, Birmingham, Manchester, Liverpool and Edinburgh to France and Spain have been axed. A spokesperson for Ryanair said: ”Due to an unjustified French ATC strike, we regret we have been forced to cancel a number of flights today. We apologise to all affected customers, who have been contacted by email and text message and advised of their options: a full refund, rebooking on to the next available flight or transferring to an alternative flight."

http://www.arabianbusiness.com/ Emirates' next financial results 'better than last'
Emirates’ financial performance for the first half of 2017 is expected to be stronger than the same time last year, according to remarks made by president Tim Clark on Sunday. Emirates’ financial performance for the first half of 2017 is expected to be stronger than the same time last year, according to remarks made by president Tim Clark on Sunday. The group is preparing to unveil its financial results for the period April to September in the run-up to Dubai Airshow next month. Clark told reporters at an aviation security conference in Dubai that the last six months ”were a lot better than this time last year“. Emirates reported a 75 percent decline in profits in the same period of 2016, hit by a strong dollar and falling demand for air travel. Clark also said the US laptop ban earlier this year had been ”very disruptive“. The airline lost about 15-18 percent of its loads to the US as a result of the ban on electronic devices on board flights between the US and Middle East. However, Clark said things ”bounced back“ once the ban was lifted in July, and that business to the US had since been ”robust“.
