PEORIA 411: The Latest Local News You Need to Know City News

PEORIA DEVELOPS DRAFT ORDINANCE TO ENSURE RENEWABLE WATER SUPPLY FOR NEW GROWTH

To ensure the City of Peoria can supply new growth with a renewable water supply, city management has developed a draft ordinance for nonresidential customers (e.g., commercial, institutional, industrial) that use a relatively high volume of water.

Staff presented details of a draft Large Water User Ordinance to the City Council in a Tuesday evening Study Session.

The draft ordinance would require future customers, and existing customers seeking to significantly increase their water use, to apply for a

city-issued permit before beginning or expanding water service. Such users would include:

· Customers who use more than 50,000 gallons per day on average over a oneyear period; or,

· Customers who use more than 100,000 gallons in any 24-hour period; or,

· Those customers that are classified as a water intensive user

This ordinance would support the city’s 100-year Designation of Assured Water Supply and Integrated Water Resources Master Plan, and ensure best practices are in place for minimizing consumption, maximizing recycling and reducing water loss.

While Peoria initiated this concept in the late 2000’s, it is revisiting the policy after other Valley municipalities have successfully crafted similar ordinances including Chandler, Mesa, Gilbert, and Phoenix.

The city will engage with various stakeholders over the next few weeks seeking feedback on the draft proposal, before bringing a final item back to Council for possible consideration and action.

MCSO CRACKING DOWN ON DUI WARRANTS

With an additional $46,000 in their pocket, the Maricopa County Sheriff's Office Vehicular Crimes Unit is looking for individuals with outstanding warrants related to driving while under the influence. Thanks to the Governor’s Office of Highway Safety, MCSO now has the funds to target those individuals who have not presented themselves for warrants including DUI, aggravated DUI, endangerment, aggravated assault and vehicular homicide.

Arizona’s stringent DUI laws, we have seen a growing problem with drivers operating vehicles under the influence of drugs or alcohol.

PHOENIX PUBLIC TRANSIT RECEIVES A FEDERAL GRANT

The Phoenix Public Transit Department recently received a $12.9 million congestion relief grant from the U.S. Department of Transportation Federal Highway Administration. The grant will go to fund Project EASE, also known as Effective Access Solutions for Easing congestion in the city. Phoenix Public Transit has partnered with Via Transportation to implement microtransit services (more flexible, on demand transit options) and evaluate the effectiveness of the city’s current commuter bus program. The project will also work to discover new ways to decrease congestion within notoriously high congestion zones.

Project EASE is a three-pronged “congestion mitigation initiative” designed to provide options for passengers using public transit. According to a statement made by the city the program includes:

• Implementing three strategically placed microtransit zones in Phoenix over a three-year period.

• Augmenting existing RAPID commuter bus service that will complement the new microtransit zones.

• Integrating new and existing microtransit services into the regional transit software application for trip planning, real-time vehicle tracking and fare payments.

Currently the project is estimated at approximately $16.2 million, with the city providing a match of $3.2 million. More community engagement and outreach efforts will be made by the city beginning in 2025 to help gather public feedback and opinions on implementing the service.

Peoria Holiday Festival Returns December 14

KICK OFF THE HOLIDAY SEASON AT THE PEORIA HOLIDAY FESTIVAL ON DECEMBER 14.

This year’s festival takes place at Johnny E. Osuna Memorial Park along 83rd Avenue between

Washington and Jefferson Streets, from 5 to 9 p.m. Guests can expect a night filled with family fun, live entertainment, shopping opportunities, and delicious food!

One of the highlights of the evening will be the live performances by local musicians such as People Who Could Fly and choirs from Peoria Unified School District schools. There will also be a violinist on stilts, roaming holiday characters and entertainers, Nutcracker ballet performances, and acrobatic aerial performances.

For those looking for friendly competition, sign up for Candy Cane Chaos Nerf wars in the Community Center. If you have vocal chops, the Jam Tram Karaoke Truck is back for guests to show off their vocal talents.

City News New Entertainment Venue Tavern Park Coming to Peoria

THE FORCES BEHIND LOOKOUT TAVERN IN PHOENIX ARE SETTING THEIR SIGHTS ON A NEW $13 MILLION DINING AND ENTERTAINMENT VENUE IN PEORIA'S P83 ENTERTAINMENT DISTRICT.

With a projected opening of summer 2025, Tavern Park will total 13,000 square feet over two stories. The new venue will occupy the space that formerly housed Modern Round at 8320 W. Mariners Way and feature a sports bar, climate-controlled indoor park, rooftop lounge and a nightclub.

patio. An indoor park with games and more will complete the space. During the weekends, Tavern Park will transform the main bar into a nightclub space with DJs and entertainment.

Tavern Park adds to an ever expanding list of restaurants in Peoria's entertainment district, which is just a 15 minute drive from the Four Corners. P83 continues to offer more high-quality options for West Valley residents who don't want to drive east to shop or dine.

"We wanted to create an immersive destination where sports fans, casual diners and nightlife enthusiasts alike can come together," said Kevin Stout, the owner of Tavern Park, in a statement. Stout expects to add close to 150 new jobs when fully opened. Brick & West Design heads up the architecture for the concept and construction is being carried out by Caruso Construction.

Tavern Park will have a unique layout with the first floor anchored by a sports bar that includes an HD LED wall wrapping around a 125-foot space, providing maximum game day viewing. The same level will also include traditional and private dining areas, along with a dog-friendly double-decker

Two New Hot Spots Open in Peoria

P83 is a booming neighborhood area and now, residents have two new dining out options that are bound to bring flavorful tastes to the area.

Open now are Blanco Cocina and Cantina and North Italia. The two are located at Park at 83, just east of Loop 101 and Bell Road, near the Peoria Sports Complex.

BLANCO COCINA AND CANTINA is one of the popular brands brought to the area by Fox Restaurant Concepts. There menu is full of Sonoran-style Mexican

City News Barrett-Jackson is Gearing Up for the 2025 Scottsdale Auction January 18-26

This hands-on activity is perfect for young explorers and budding engineers, showing how real sailboats stay afloat and keep steady, even with tall sails. Whether you're by the sink or in the bathtub, it's time to make waves and see how far your sailboat can go!

What You Need

• 3 wine corks

• 2 rubber bands

• 1 toothpick

• Thin waterproof material (craft foam, wax paper, or a paper milk carton) for the sail

• Aluminum foil

• Several nails or screws

• A sink, bathtub, or any container filled with water (deep enough for the screws to be submerged lengthwise)

Building Your Sailboat

1. Craft Your Raft: Start by lining up the three wine corks side by side, not end to end. Secure them together with two rubber bands to make a solid base for your boat.

2. Add the Mast: Take a toothpick and carefully poke it into the middle cork. This will act as the mast for your sail.

3. Design Your Sail: Cut a square sail (around 6 cm x 6 cm) out of your waterproof material. Poke the toothpick through the top and bottom of the sail to hold it in place. Now your boat is almost ready to set sail!

4. Test the Waters: Place your sailboat in the water and give it a gentle blow from behind. Watch how it glides across the surface!

5. Modify for Stability: Time for a challenge! Remove the rubber bands and two outer corks, leaving just one cork with the mast and sail. What happens when you put it back in the water? If it tips over, try adding a nail or screw to the bottom of the cork. This extra weight acts like a keel, lowering the boat's center of gravity and helping it stay upright.

6. Perfect Your Design: If your boat still wobbles, add more nails or screws in a straight line under the boat. For even more stability, wrap the screws in aluminum foil to create a "fin" shape. Now give your boat another push—it should be much steadier and move straighter!

The Science Behind It

Your first sailboat stayed upright because it was wide, which makes it easier to balance. When you made the boat skinnier, it became unstable—just like how it’s harder to balance when you stand with your feet close together. By adding nails or screws, you made the boat's center of gravity lower, helping it stay balanced. Wrapping the screws in foil created a keel, similar to what real sailboats have. The keel helps keep the boat from tipping over and also makes it go straight, even when the wind blows on the sail. Now you know the secrets of real sailboats—give it a try with your own designs and see what works best!

Education Saddleback Ranch Breaks Ground

One of the largest remaining undeveloped master-planned communities in Peoria broke last month. At a ceremony attended by local city officials and community members the first shovel of dirt was turned for Saddleback Ranch.

The community encompasses more than 5,200 acres and is expected to have more than 6,500 homes when finished. The homes, along with its array of amenities will be a welcome addition to the Upper Westside.

Castle Hills Partners, the master developer, has released plans that include more than 2,500 acres of open space, 60+ miles of walking, biking and hiking trails, over 50 acres of public parks as well as a variety of private parks and facilities.

Located only six miles from Lake Pleasant, the development touts itself as “a gateway to adventure,” fostering a connection with nature by rethinking amenities and incorporating modern design and technology into everyday life. The community will celebrate the

land it occupies and those who will reside on it.

Saddleback aims to get back to the basics, creating a well-rounded experience where wellness, sustainability, and connections are celebrated. The focus of the community is to build a place that instills a true sense of belonging. By creating spaces where trails travel higher, nature is wilder, and community is encouraged, Saddleback intends to emphasize the “neighbor” in “neighborhood.”

Since 1990, Saddleback Heights has been a vision without substance.

In 2022, Austin-based Castle Hill Partners bought the project for over $100 million. With construction now underway, phase 1 homes are expected to go on the market mid-2026.

The ground breaking included many speakers emphasizing the importance of Saddleback’s efforts in creating open space and preserving the natural environment and habitat. Officials said more than 3,400 cactuses and 1,600 trees have been salvaged in the first phase, and that more than 30,000 saguaros will blanket the development.

Merry Christmas and Happy Holidays to you all! December is one of the most wonderful times of the year! With festive decorations, joyful celebrations, and a general sense of cheer in the air, it’s hard not to be in a great mood. I find it easy to feel cheerful when the temperatures are in the 60s and 70s (or even low 80s) instead of the blistering 115 degrees we deal with in the summer. Add in the

uplifting Christmas music and sparkling lights, and it’s the perfect recipe for holiday happiness. I hope you have a great December and get to spend some quality time with the ones you love!

Now, let’s talk about real estate! We are seeing our inventory creeping up and just topped the 22,000 number which is the first time we have had that many homes on the market in years! It wasn’t a quick jump (it’s been creeping up consistently for several years) so I’m not overly concerned but I’m watching it closely. Our interest rates are struggling to stay down. We had a couple of drops by the fed and we saw mortgage rates go down, but each time the rates went back up in the next week or so. If we can get the rates down we will see the home sales go up as there are a lot of buyers who just can’t afford a payment with the high rates. Low rates might just be one of the top items on my Christmas list!

Month over month, 85383 outperformed the entire MLS by just a hair. The entire market saw the average sales price go up by 2.33% and we were at 2.48%. The amount of homes that closed in 85383 was down

from 107 to 94 but the days on market were better, dropping from an average of 73 days to 63 days! We also saw another home close for more than $2 million which is becoming a monthly occurrence in the UWS! We currently have 50 homes listed at $1 million or more! The highest being listed at $4,997,000!

Local Veteran Receives Transformational Bathroom Remodel

THIS NOVEMBER, JACUZZI BATH REMODEL OF ARIZONA ONCE AGAIN JOINED A NATIONWIDE INITIATIVE TO GIVE BACK TO VETERANS THROUGH THE BATHS FOR THE BRAVE PROGRAM.

For the sixth consecutive year, the company gifted a local veteran a fully remodeled shower, providing a transformative, custom bathing system designed to enhance accessibility, independence, and comfort.

Luis Frias, a US Marine Corps veteran who served from 1999 to 2007, was selected as the 2024 recipient. After his home was recently flooded, the renovation couldn’t have come at a better time. Now medically retired, Luis dedicates his time to assisting fellow veterans in navigating VA benefits and services in the Phoenix area.

Being chosen for Baths for the Brave means a lot to me and my family. It’s a blessing at a time when we could really use a win,’’ said Luis, a father of four.

The remodel took place on Veterans Day, November 11, 2024, when Jacuzzi’s team worked together to complete the remodel in a single day. Over the past several years, Baths for the Brave has helped nearly 100 veterans across the country, providing them with walk-in showers and other accessibility features to improve daily living.

THE ONE PERSON WHO MOTIVATES ME IS… My late business partner, Greg Cutchall. He was a true icon in the restaurant industry and one of my greatest inspirations. Greg had an incredible vision for Kasai and always pushed me to take the restaurant to the next level. He called Kasai his favorite restaurant he was ever involved with, and I strive every day to honor that.

THE LAST THING THAT MADE ME LAUGH OUT LOUD WAS… I was just at a wedding with some college friends, and we couldn’t stop laughing reminiscing about our fraternity days at Bloomsburg University.

THE PERFECT DAY IS… A day when my cell phone doesn’t ring at all. Add a win for the Mets and the Cowboys, and it’s truly perfect.

MY FAVORITE LOCAL NONPROFIT IS… Arizonans for Children. Through golf tournaments at our Scottsdale location, we’ve raised over $40,000 to support this incredible organization. Their mission is “to facilitate opportunities that provide effective solutions to alleviate hardships and improve the fragile lives of abused, abandoned, and neglected children in foster care.” It’s an honor to support such meaningful work.

“Heretic”

Mormon missionaries find their faith put to the test with a psychological game of terror.

Something as simple as a conversation can be turned into a fascinating test of faith. In “Heretic”, we find two missionaries put to the test when trying to spread the word. This film pushes the limits in an intense array of what seems like everyday decisions which turn terrifying. This, combined with some of the most intense performances I have seen, keeps you on the edge of your seat from beginning to the end. One of my favorite scenes began with a door marked “BELIEF.” I obviously won’t spoil it for you, but be assured, nothing is as simple as it looks. The film is paced so well that you will be surprised how fast nearly two hours goes by, despite its seemingly slowpaced nature. Hugh Grant is especially

terrific here in a role type we’ve not yet seen him in. This was a great showcase for directors Beck & Woods after last year’s dismal “65.”

“Blitz”

A young boy makes his way back home during the Blitz of World War II.

Steve McQueen’s newest project boasts his biggest scale film yet. Luckily for us, it doesn’t lose any of the personal feeling that his previous works are known for. We see an entire lifetime’s worth of experiences in the people met and adventures had for both George (Elliot Hefferman) and Rita (Saoirse Ronan), as the mother and son search for each other on their separate journeys home. The terms unique, inspiring, and heartbreaking hardly do the cast of characters justice. Of particular note is Benjamin Clementine who plays the soldier Ife. Again, no spoilers, but be prepared. The film is reminiscent of Spielberg at points, particularly with the blocking and camerawork done during action scenes. My only suggestion of change for the director would have been to spend a bit more time filling out the ending. It doesn’t hurt the film, but I would have loved to see more. This film deserved a much bigger theatrical release.

Cillian Murphy is, as always, great. He commands your attention in his soft-spoken manner, bringing a pain to the role that you can’t help but feel for. Accentuating Murphy’s performance is director Tim Mielants photographic vision, delivering a wet and dour look that creates the perfect mood. Unfortunately, the overall story of the film feels rushed and a fair amount of it is spent on flashbacks which, in my opinion, could have been replaced by more of the current timeline story. By the end I felt like an entire act had been left out. Addressing an unfortunate part of Irish history that’s gone overlooked, it was a shame to have lost the chance to provide more content that is sadly relevant to this day. Meilants missed the true potential of this story.

“MadS”

A young man comes across a stranger which begins a chain reaction that has deadly consequences.

“MadS’” take on how the zombie apocalypse began is interesting, but its execution leaves something to be desired. The films one take gimmick, while impressive, serves as a detriment to its overall pacing and tension. If anything, this style only showcases a massive amount of noise with no real meat to the script. It reminds me of a theme park ride - full of crazy emotional ups and downs, but no context. By the end, I was wondering what the point was.
