The Peoria Film Fest Is Back In Action Sept. 17 – 19 THE PEORIA FILM FESTIVAL, PART OF THE PHOENIX FILM FESTIVAL, WILL BE RETURNING FROM FRIDAY, SEPTEMBER 17 – SUNDAY, SEPTEMBER 19 AT THE HARKINS ARROWHEAD FOUNTAINS THEATRE, LOCATED AT 16046 N. ARROWHEAD FOUNTAINS CENTER DRIVE. For over 20 years, the Phoenix Film Festival and Phoenix Film Foundation have been leading nonprofit arts organizations that celebrate film by bringing the art of film from all over the world to Arizona film-lovers. With over 300 screenings annually, the Foundation presents feature films, documentaries, foreign films, shorts and artistic cinematic works from both emerging and seasoned filmmakers at the yearly Phoenix Film Festival at Harkins Scottsdale 101. Now, The Phoenix Film Foundation is proud to share that the Peoria Film Festival is back.

“Set at the beautifully renovated Harkins Arrowhead Fountains 18, The Phoenix Film Foundation brings its expertise to the Peoria Film Fest,” according to the foundation. “Join us for a celebration of film in Peoria.” For those concerned about pandemic safety precautions, festival organizers assure that there will be safety protocols in place. “The public can rest assured that the festival will continue to follow thorough safety protocols put in place by Harkins Theatres, including seat selection so guests won’t have to wait for a long time,” cites a recent release about the festival. The Peoria Film Fest is a program under the 501(c)3 nonprofit organization Phoenix Film Foundation,

and is a sibling of the Phoenix Film Festival, the Phoenix Film Society, the International Horror and Sci-Fi Film Festival, IFP/Phoenix, the Arizona Student Film Festival, and the Phoenix Critics Circle. “Our mission is to support and develop the artistic appreciation, educational opportunities and growth of independent film within Arizona,” according to the organization. “The Foundation’s primary functions through its programs are to promote the exhibition of independent films and conduct educational programs that teach the art of filmmaking.” As of press time, specific event details were still in the works. Peoria Offers Residents Several Opportunities to be Involved in Process Information & Graphic Courtesy of the City of Peoria THE 2020 CENSUS COUNTS ARE IN AND PEORIA’S POPULATION HAS GROWN TO 190,985, AN INCREASE OF MORE THAN 35,000 RESIDENTS SINCE 2010. As such, the city of Peoria has started the federally mandated redistricting process to redraw district boundaries. “Peoria’s district system helps voters ensure that the councilmember they elect to represent them is a vital part of their community,” says Peoria Mayor Cathy Carlat. “I encourage all citizens to become involved in the important redistricting process. Multiple public meetings will be held, and online mapping software is available to assist you in drawing your personal map preferences. I’m excited to begin this citizen-centric project that gives voters a voice in the democratic process.” Recently, the U.S. Census Bureau released 2020 population data, triggering a redistricting process for municipalities with council districts. As required by federal law, redistricting is the process of adjusting voting district boundaries in accordance with population shifts from 2020 census data. Peoria must submit the proposed city council district boundaries by the end of 2021. New city council district boundaries will be in effect for the August and November 2022 elections. Although the delay in census data reporting will shorten the timeframe for the redistricting process this year, Peoria residents will have many opportunities to participate in the process. Beginning in October, there will be multiple in-person and virtual open house events to learn about the redistricting requirements and the

online mapping software that will be used to help rebalance the city council districts. Using this mapping software, Peoria residents will be able to create and submit their own district maps to the city for consideration. The History of the Maricopa Water District By Bridget Binsbacher, Mesquite District Councilmember EVEN THOUGH IT’S SEPTEMBER, THE TEMPERATURE IS STILL WARM, AND LIKE MANY OF YOU, OUR FAMILY IS ALWAYS LOOKING FOR ACTIVITIES THAT WE CAN ENJOY OUTDOORS. One of our favorite spots to cool off is Pleasant Harbor at Lake Pleasant. We are so fortunate to have a nearby destination like the harbor that offers something for every member of the family to enjoy. Behind all the great sporting opportunities, there’s a wonderful history of the lake and the organization that owns and operates Pleasant Harbor – the Maricopa Water District (MWD). You’ll see from this complex story, Pleasant Harbor is the result of generations of real strategic planning, a vision for water conservation, and smart development to meet the needs of our community. In the mid-1880’s, MWD’s predecessors

set forth to bring water to the Northwest Valley to develop otherwise arid lands and create agricultural opportunities. The groundwork was laid and construction began on the facilities that were necessary to capture and transport the water of the Agua Fria River. Those facilities included Waddell Dam, which was recognized as the highest multiple arch dam in the world at that time; which created Lake Pleasant and the Camp Dyer Diversion Dam; which created Hank Raymond Lake and the Beardsley Canal, the major water transportation system that extends nearly 33 miles from Lake Pleasant to the most southern portion of MWD’s service area. Despite many challenges over the next four decades, including floods and a national depression, the perseverance, vision and foresight of its predecessors, became a reality.

The Maricopa Water District was formally organized in 1925 as a political subdivision, Municipal Corporation, and an irrigation and water conservation district

under Arizona state statutes. The project, now known as Maricopa Water District, was successfully completed in 1927 as the only privately financed reclamation project of its kind. Through the years, additional water and power facilities have been constructed to meet the needs of its service area, including 100 miles of laterals and sub-laterals, power facilities, and an interconnect system, which enables MWD to take Central Arizona Project (CAP) water, or to transport it for others, as available. In 1988, MWD entered into an agreement with the United States Bureau of Reclamation (Bureau), which provided for the Bureau to construct New Waddell Dam immediately downstream of Waddell Dam, tripling the size of Lake Pleasant and impounding CAP water from the Colorado River. MWD retained its storage right in the new Lake Pleasant for its Agua Fria River water and under a contractual arrangement with the Bureau, presently operates a portion of the New Waddell Dam facilities to deliver MWD’s water into

LOCAL MYTHS ABOUT HOSPICE

Patients Must Transfer To Another Hospice When Told To Do So. Only patient and his/her family can make that decision. No other caregivers or entity can insist that services be transferred to another hospice. Transferring to another hospice can be traumatic for a patient who has already bonded with their team but could be necessary due to service failures. Transferring does not affect benefit periods as cancelation of services can. A Hospice That Is “Not-For-Profit” Provides More Comfort. All Medicare hospices must provide the same services based on the rules and regulations set forth by Medicare and each hospice is audited by Medicare to make sure they are providing and documenting what the guidelines require. Patients should receive the same services from a “for-profit” hospice, as they would a “not-for-profit” hospice, and those services should be palliative comfort care in nature. “For-Profit” Hospices Make More Money. Medicare compensates

10 • September 2021 • UPPER WESTSIDER

each hospice the same amount, without regard to the profit status of the business. The amount varies by state and region, but it is a per-day rate. “For-profit” hospice companies pay taxes as a corporation, “non-profit” hospices do not. Memorial donations given to a “non-profit” hospice may be used at the discretion of the hospice management without any encumbrance regulations from the government. Donations to a “forprofit” hospice have strict guidelines and rules for use of the monies and is monitored by the federal and state government. Patients Must Have a Full-Time Caregiver. Again, hospices interpret the regulations in different ways. For patients who are independent, many hospices do not require a full-time caregiver. They will want to know what plan is in place if the need arises for a higher level of care and a full-time caregiver is required for safety and comfort of the patient. Patients Must Choose Do Not Resuscitate (DNR orange form). Hospices interpret the regulations in different ways. Some hospices have this requirement but many do not. Electing the Hospice Benefit Eliminates Medicare Coverage. By electing the Hospice Benefit, hospice will manage the care related to the terminal illness. Any care needed that is not related to the terminal illness will continue to be covered under Medicare or the existing insurance that the patient has. Hospice Benefit Eliminates Ability To Visit the Hospital. Patients have the right to return to the hospital at any time they choose. Most care is at home, but they are not prevented from seeking treatment at hospitals for emergency events. Nurses are available on-call to assist families and alleviate the distress and decline associated with multiple Emergency Room visits. Families, clients and caregivers are encouraged to call the 24/7 hotline number to get immediate triage from a licensed RN and get assistance and guidance when events or emergency questions arise as to 911 and hospital visits.

Hank Raymond Lake. The Maricopa Water District continues to own and operate Camp Dyer Dam, the Beardsley Canal and its other water and power distribution facilities. In exchange for Waddell Dam and adjacent land rights, MWD received 225 acres of land and other compensation, and retained its water rights. MWD’s Board of Directors decided to reinvest the compensation in the 225 acres and develop Pleasant Harbor, which is complementary to the beauty and uses of the lake and provides our residents and visitors alike with a wonderful amenity to enjoy. City News Republic Services Files Rezoning Application for Controversial Waste Transfer Station By Jenna-Lee Neff FOR MORE THAN A YEAR, LOCAL RESIDENTS HAVE GONE TOE-TO-TOE WITH REPUBLIC SERVICES OVER THE PLANNING AND DEVELOPMENT OF A NEW WASTE TRANSFER STATION. But a recent rezoning application for a newly proposed site shows that the battle is far from over. In October 2020, Republic Services decided not to pursue building the transfer facility at the originally proposed site located near 115th Ave and Happy Valley Road. It was announced in February of this year that the company had found a new location in an industrial area near El Mirage Road and Loop 303. According to a press release from Republic Services, the proposed location is sheltered from view by the Loop 303 and was selected after considered community outreach and review. “Part of being a good neighbor means listening and responding whenever possible,” Stephen Herring, municipal relationship manager for Republic Services, was quoted in the release. “We appreciate the thoughtful community input. This new location achieves our primary goals of keeping recycling costs

and trash disposal rates low, while also addressing residents’ concerns.” The application, filed in Maricopa County in early August, seeks to change the current zoning of the land from IND-2, light industrial, to IND-3, which is heavy industrial and would allow the land to be used in creating the waste treatment station. Many local residents have taken to social media to oppose the project since the project was announced, with several joining the Facebook group “Happy Valley Says NO to a Waste Transfer Station.” The group currently has more than 4,300 members. Posts in the groups have cited health concerns, impact on home value, increased traffic and noise, and vermin as some of the reasons members of the community are opposed to the waste transfer station.

scheduled to hear the case in the new application on September 21 at 9 a.m. Members of the public will be able to listen in on the meeting and an audio recording will be available afterwards. To learn how to tune into the meeting, visit maricopa.gov/797/Planning-Development. A Change.org petition titled “Say NO to the WestWing Waste Transfer Station” has received more than 3,900 signatures. To learn more or keep up with the latest information on the project, visit westwingtransfer.com.

Now that the rezoning application has been filed, residents can send letters of support or opposition of the project to Maricopa County. Letters can be emails to adam.cannon@maricopa.gov and will need to include the reference number Z2021090. Peoria Prepares for Potential Water Shortage Information and Graphic Courtesy of the City of Peoria

F

ollowing the U.S. Bureau of Reclamation’s declaration of Tier 1 Colorado River water shortage on Monday, August 16, it is important that Peoria residents have the facts about our city and the water shortage. The city of Peoria has a long history of exceptional water management and, over the last 25 years, has made significant investments to safeguard our community from drought and shortage conditions.

Peoria takes a proactive and long-range approach when it comes to planning for its water supply. This includes planning and preparing for droughts and other scenarios that impact our renewable surface water supplies from the Colorado, Salt and Verde Rivers. These preparations touch all aspects of water resources, from diversifying and enhancing supplies to promoting conservation and building new infrastructure. Peoria’s water supply is not impacted in these early stages. Peoria has prepared for drought conditions in Arizona for many

years and has plans in place if the shortage levels on the Colorado River continue to worsen. In fact, only 34% of Peoria’s water supply is directly from the Colorado River and Central Arizona Project (CAP) Canal. Also, the city only uses 61% of its available CAP supply and the rest is stored underground for later use. To date, Peoria has stored more than 180,000 acre-feet of water underground. An acre-foot of water serves an average of three homes per year, and the amount that Peoria has banked for our community is approximately five years of Peoria’s total water demand. As a desert community, we must remain good stewards of our water supply. With a focus on sustainability, smart growth, and long term planning, Peoria has created a diverse water portfolio that is safe and secure.

Community Local Nonprofit Seeking Nominations for Arizona’s 48 Most Intriguing Women

Applications for the unique honor are due by September 30

W

omen from across Arizona who are currently making an impact in their communities in a meaningful way are being sought as nominees for Arizona’s 48 Most Intriguing Women.

“Congratulations, Senior Awardees”

Now 11 years old, 48 Arizona Women, the sponsoring Valley-based organization, started as an official Arizona Centennial Project in 2010 to recognize the state’s most remarkable women having a positive impact in their communities, often with little fanfare. The organization’s mission is to, “Transform lives, build stronger communities and help positively shape Arizona and the nation.” Partnering with the Arizona Historical Society, 48 Arizona Women honors professional and non-professional women from diverse backgrounds whose leadership and commitment are contributing in a positive way to the future of Arizona. “The first group of 48 honorees were selected in 2012 and included U.S. Supreme Court Judge Sandra Day O’Connor, Cindy McCain, and Arizona State Treasurer Kimberly Yee,” says Connie Robinson, chair of the 48 Arizona Women Steering Committee. “But they also included a former governor, educators, a bull fighter who became a CEO, an advocate for the treatment and cure of Niemann Pick Type C disease, a former mezzo-soprano with the Metropolitan Opera, a pastor who ministers to incarcerated women, a mayor who transformed a city, an ambassador who became Secretary of the Air Force and many dedicated philanthropists, volunteers, doctors, artists and entertainers in leadership positions throughout the state.” Open nominations are currently being accepted through September 30 and local residents are encouraged to nominate anyone they feel is worthy— from a next door neighbor to an elected official. Nominations can be completed online at 48women. org. Paper nomination forms are available by calling 602-896-9000 or can be downloaded from the website. “This program was created to raise awareness for the amazing work women are doing to improve and enhance the lives of Arizonans,” Robinson says. “While some nominees will be well-known, others will be working diligently but less publicly in their cities and towns.” A committee comprised of a diverse group of community leaders, public and private sector leaders, and residents will evaluate nominees on myhyperlocalnews.com

several key factors: the impact that their leadership, accomplishments and dedication have had on the state and the nation; their influence as role models and visionaries; and their ability to relate to a wide range of people. Honorees will be announced in early 2022 and featured in a 140-plus page coffee table book titled Arizona’s 48 Most Intriguing Women—A New Decade, telling each woman’s story in words and photos. All honorees will be formally recognized in spring 2022 during a 48 Women Luncheon as well as a VIP reception for the launch of the book. The book will be available for purchase throughout Arizona in mid2022. “Our goal for the book is to incorporate it into the Arizona school curriculum as well as make it available in libraries around the state,” Robinson says. “Children need everyday role models who are bringing meaningful change to their lives and the communities in which they live. We also want to create awareness among Arizonans of the richness and uniqueness of the state’s history and the dedicated people who have contributed to it.” For more information about nominations, including a list of categories, visit 48women.org or call 602-896-9000. Cicinelli attributes much of her success to her experience in Peoria Unified’s awardwinning Career and Technical Education (CTE) programs. In high school, she focused on business foundations when she helped run Liberty High School’s student store. While still in high school, Cicinelli felt the spark for becoming an entrepreneur and wrote her first business plan. The business and marketing classes helped prepare her for managing the point-of-sale transactions in the student store and, through that experience, she found a love for running a small business. Following high school graduation, she temporarily switched gears from entrepreneurship to focus more on healthcare. However, in 2014, goals were nearly thwarted when she was diagnosed with multiple sclerosis. While trying to cope with her diagnosis, Cicinelli used the knowledge and skills from her experience in healthcare to try to find healthy, organic remedies, she shares. Through

that process, she discovered ways that specific herbs and essential oils could make an impact in her own life. Using the business and marketing tools she learned through the CTE program at Liberty High School, Cicinelli has now positioned herself to provide the same healthy and organic options to others. Cicinelli married her passion for health with her business and marketing background to become a successful small business owner. With a storefront for her growing business in Surprise, Cicinelli offers a wide variety of organic products, including a special line for “littles.” For those interested in learning more about her business, Cicinelli’s Loil Life Shop is located at 13547 N. Litchfield Road, #34, in Surprise. You can also visit loillife.com for more info. In Peoria Unified, students have the option to choose from 25 programs in six different career pathways in Career and Technical Education. These programs range from business and marketing to health services, allowing students at each of Peoria Unified’s high schools to find their passion. Business Hi, my name is… Jennifer Yenerich of Once Upon a Time Reading Tutoring HI, MY NAME IS… Jennifer Yenerich MY COMPANY & TITLE IS… Once Upon a Time Reading Tutoring. I am a Certified Orton-Gillingham Instructor and Dyslexia Interventionist. I was a teacher in the public schools for 16 years. My experience as a classroom teacher and reading interventionist showed me that students who may have dyslexia, or some other language-based learning disability, sometimes need more than what the public school can offer. I took it upon myself to become trained in Orton-Gillingham so I could provide the diagnostic, structured, explicit, and multi-sensory instruction children need to become confident readers. I support students of all ages who need support in reading, spelling, writing, and handwriting. A TYPICAL DAY IN MY LIFE INCLUDES… My day starts out waking up with my kids, packing lunches, and getting everyone dropped off at the right school on time. Then, most days I head to my workout

class. After that, I come home and work on lesson plans or other tutoring tasks. My time with tutoring students varies daily but usually begins around 2 p.m. and ends around 7 p.m. MY FAVORITE THING ABOUT LIVING/ WORKING IN THE NW VALLEY IS… the community of friends and family my husband and I have developed throughout the past 18 years we have been living here. We also love how close we are to our home church, CCV, because between sports and church, we are there almost every day of the week. MY FAVORITE MOVIE I COULD NEVER GET TIRED OF WATCHING AND WHY… I don’t know if I have a favorite movie, but I never get tired of watching Friends. It still makes me laugh. MY FAMILY… I have been married to my husband, Jay, for 18 years. We have three children: Bradley, who is 14, Matthew, who is 12, and Emma Grace, who is 11.

THE BUSINESS LESSON I LEARNED THE HARD WAY IS… I’m so new to this, I don’t know if I’ve learned any lessons the hard way…yet! Although, getting your name out there is hard! ONE THING I CANNOT LIVE WITHOUT IS… sleep. WHEN I WAS YOUNGER, I WANTED TO BE… a teacher. I pretty much always knew I was going to be a teacher. Although, for a few weeks in college I thought I wanted to be a forensic anthropologist, only because my anthropology professor (famous for the Body Farm), was so amazing. I’m glad I stuck with teaching.

THE SONG I WOULD SING AT KARAOKE NIGHT IS… Sweet Home Alabama. I went to the University of Tennessee for college and this song was a big deal there, although we tweaked the words a bit. THE ONE PERSON WHO MOTIVATES ME IS… my husband, Jay. He is such an encourager and, without his support, I probably wouldn’t have taken the leap to start my own reading tutoring business.

the pool reading a book, having an early dinner and then watching a movie in bed. MY FIRST JOB WAS… when I was 15, working at Chick-fil-A in the Flagstaff Mall. It was the best first job. I learned the meaning of hard work, but I also had a lot of fun! MY LIFE…is busy, but blessed. Between three kids, three different schools, and three different sports we are always on the go. My husband and I are a good team, so we work to make it happen. THE BEST GIFT I’VE EVER RECEIVED WAS… my children. I really do feel like my kids were a gift from God. MY DREAM VACATION WOULD BE TO… an island or mountain far, far away with a little bit of adventure and a lot of rest! MY WORDS OF WISDOM TO ASPIRING BUSINESS OWNERS… You have to be passionate about what you are doing. Never in a million years did I think I would start a business, but I love kids and I love supporting their reading development, so it made sense.

Kids’ Corner CREATIVE WAYS TO CELEBRATE GRANDPARENTS AND IMPORTANT PEOPLE IN YOUR LIFE By Jenna-Lee Neff id you know that grandparents have their very own day? Typically the first Sunday after Labor Day, National Grandparents Day honors the special bond created between grandparents and their grandchildren, and encourages families to celebrate the love between the generations. This year, the special day is Sunday, September 12. Grandparents Day began when Marian McQuade envisioned a holiday that would encourage children to visit their grandparents and other aging adults. Around the age of 40, McQuade began organizing an annual “Past 80” party in Richwood, West Virginia, and she spent much of her free time visiting residents of nursing homes, organizing exercise groups and craft classes for the elderly, and helping residents record their precious family recipes so they wouldn’t be lost to time. McQuade took her vision of the grandparent holiday and introduced it to politicians near and far. Eventually it was made official national holiday in 1978 by President Jimmy Carter. Whether your grandparents are near or far, we’ve put together tips on how you can make priceless memories this Grandparents Day. Here are five ways to spend the day with the grandparents in your life: • Have a sleepover: Many grandparents want to spend more time with their grandkids, so pack up the family and stay the night if grandma and grandpa are up for it.

myhyperlocalnews.com

• Ask them to show you their hobby: Chances are your grandparent has an interest vastly different from your own; show them you want to know more by asking them to share their hobby and help you learn. • Create crafty memories: Work on a project together. You could work on a special painting, make a wellloved recipe, or tie-dye T-shirts together. • Go on an adventure: Ask your grandparent to share some of their favorite places with you and make arrangements for a day and a time to go see them. • Take some of the household work off their plate: Whether it’s cleaning up an overgrown garden, taking out the trash, or taking care of their next grocery trip for them, you can show your love by taking something off their to-do list. Maybe the grandparents in your life live out of town or out of state. Or maybe they continue to social distance in the wake of the COVID-19 Delta variant. Whatever the case may be, here are five ways to celebrate the day without being face-to-face: • Pick up the phone or the iPad: Surprise grandparents with a much-needed phone call or a virtual visit on FaceTime or Zoom. • Write a letter: Let grandma and grandpa know you are thinking about them with a hand-written note. • Ask them to share a story: Next time you connect, ask grandparents to share stories from their childhood. • Send them something sweet: Whether it’s flowers for grandma or grandpa’s favorite candies, a small gift let’s them know you’re thinking of them.

• Make a photo book: Don’t let distance cut them out. Making a photo book is a great way to share memories in a format they can enjoy over and over again.

If your grandparents have passed, here are three ways you can still honor them for Grandparents Day: • Share a fond memory of them with friends or family. • Take a break from the day and go do something you used to do together. • Keep their memory alive by writing down stories about your grandparents for future generations. If you don’t have grandparents in your life, you can still make this day special for an aging adult. There are many seniors who have no grandchildren, and some who have no immediate family at all. ‘Adopt’ a senior in your community and get to know them. They have plenty of love and wisdom to share. Many cities and nonprofits have official Adopt A Senior programs, too. We all know how important it is for kids to make memories with the older generation. The sharing of traditions, history and strengthening a supportive familial bond can influence children throughout their lives. The tips on this list can help make a positive impact in the life of an aging adult, and set the groundwork for an annual family celebration for years to come. APS Deadline September 30th Homeowners Must Act Now

H

omeowners must sign up for solar and have an APS Solar Reservation approved by APS by end of day September 30 in order to receive and be grandfathered in to the current cash price for solar system production exported to the grid. Homeowners who go solar after the September 30th deadline will receive a substantially lower cash credit.

A typical rooftop solar system produces a large surplus of power in the Arizona spring months when we have abundant sunshine but little or no need for air conditioning. This power is sold to APS at the price set by the ACC and the cash credit is added to the customer’s account. For systems that are designed to produce the same power per year as the homeowner consumes per year (1:1 ratio), the homeowner will sell 50% to 60% of their solar production back to APS, which creates a cash credit that will be used to pay APS for the additional kWh’s needed in the summer months when the system is producing a deficit amount of the power needed. This ends up being thousands of kWhs sold every year and so the price per unit is very important. The less homeowners get paid from APS, the less cash credit their spring production will generate and the more the homeowner will have to come out of pocket to cover the summer bills. With the exception of 2020 when the ACC voted to postpone the price drop to October 2021 due to the pandemic, the price APS pays the customer for their credits has been dropping yearly since 2017 when the ACC approved ending Net Metering and replacing it with a form of Net Billing, known as RCP. Prior to 2017, customers who installed solar were grandfathered into Net Metering, which provided homeowners a 1:1 kWh credit, which meant they are getting full price for their production as compared to what they were being charged. A system designed to

GO SOLAR

produce 100% of the customer’s usage would leave them with a $20 remaining bill for APS fees and other taxes. Since September 2017, homeowners have been getting grandfathered into the RCP program and their credit is based on the price that APS is required to pay in the year that they sign up. In 2017/18 that price was 12.9 cents. In 2018/19 it was lowered to 11.6 cents and then dropped again in 2019/20 to 10.45 cents where it is today and will be until September 30. At the current buyback rate a homeowner that has a 1:1 or 100% usage to production design will experience a $40 to $80 average remaining APS bill depending on system size. This has increased from the $20 per month under Net Metering and will increase again for customers that go solar after September 30. The good news about RCP is that, unlike Net Metering, homeowners can reduce their annual APS net bill to $0 per year by increasing the number of panels to produce enough additional cash to cover the APS differential in prices, fees and other taxes. Once the buyback rate drops in October it will take more panels to get the net to zero. There is very little, but enough time left, to get a solar system custom designed for your home and have the APS reservation submitted and approved before the deadline. Contact Sunsolar Solutions today at 623-562-9009 to have the design prepared for your home free of charge. Construction Begins on Camino a Lago South Community By Jenna-Lee Neff Photos Courtesy of D. R. Horton, Inc.

A

fter years standing vacant, a parcel of land near Deer Valley Road and Lake Pleasant Parkway that was intended for use in the Camino a Lago South community is finally being prepared for construction. The 126-acre plot of land is being developed and built by the D. R. Horton, Inc. Phoenix division and will feature 470 homes for individuals and families spread over five parcels of land upon completion. Homes in the first section of the community were built between 2007 and 2012, but construction on the rest of the project has been halted a number of times since then. Sara Tuchscher, a D. R. Horton, Inc. home sales representative who helped sell the first phase of the Camino a Lago community, says that she is excited to bring this gem back to life as the company works to complete sales and construction on parcel 1.

Homes in the project will range from 1,600-3,250 square feet with 12 floor plans currently available to virtually tour online. According to D. R. Horton, two model homes are currently under construction and sales are expected to begin later this fall and parcel 1 of the project is expected to have 130 lots available for purchase by families and individuals.

“This is an exciting time to live in Peoria,” says Peoria Mayor Cathy Carlat. “Our surroundings are safe and beautiful, and our amenities and quality of life are second to none. Neighborhoods are the heart of our community and I’m pleased to welcome our newest neighbors to Camino a Lago South.” D. R. Horton’s 126 acres are part of the larger 359-acre Camino a Lago South Planned Area Development originally

Horizontal construction permits have been issued for all five parcels. Other permits such as the at-risk grading and full civil permit were granted in April 2020 and the city of Peoria began issuing the vertical permits for building in May 2021.

Movie Reviews and Upcoming Release Dates By A.D. Beal

MOVIE REVIEWS The Suicide Squad

with their actors bringing to the screen the humanity and the pain of their pasts. Most of all, it’s a movie that’s confident in what it is and, in today’s big budget market, that’s a rarity. The Green Knight

Old A group of tourists find themselves trapped on a beach that causes them to age rapidly. M. Night Shyamalan is one of our best thriller directors today and Old is a reminder of that. It’s an unusual movie, with performances that could be called stale and distracted. However, given the disorienting and frantic nature of the story, it’s appropriate. The fear of the situation is one where no one can act normal, whether by their own emotions or their own degradation. Shyamalan shows that through his script and Mike Gioulakis’ unique camerawork. The actors do an incredible job keeping their personalities consistent as they grow older, while still changing. You even buy into their sudden change in intelligence and speech. It’s not scary, but more a creepy film that effectively preys on your fears of aging. Don’t Breathe 2

figures show up to take the girl, his true nature is revealed. Don’t Breathe 2 has an interesting idea, particularly when questioning the morals of each character you meet. The problem, as with many bad movies with cool ideas, is the execution. It is unable to commit to any of their characters being grey, whether in some forced “twist” or in a pathetic attempt to make you feel bad for them. This leads to one-dimensional characters and underwhelming performances. Even the usually great Stephen Lang seems bored. The movie seems more obsessed with being hardcore and gross rather than telling a good story. To be fair it is, but part of what made the first film a nice surprise was that it limited its gore. Rodo Sayagues is decent in his directorial debut, but not much of his work stands out from Fede Alvarez’s previous film. It’s a real disappointment.

SEPTEMBER RELEASES Task Force X is sent on another mission, with members old and new. This time they are headed into the jungles of an island containing secrets that will change the life course for several of our beloved/hated characters. The Suicide Squad is the kind of comic book movie that is rarely seen. It wears its inspiration on its sleeve (classic war movie like The Dirty Dozen) while still carving its identity, thanks to its creator James Gunn’s mixture of humor and heart. The action is large and violent. Its mixture of practical and digital effects blending together so well while embracing the cartoonish nature of comics. The mixture of new and old characters brings to life what the film is really all about: lost souls finding their purpose. Polka-Dot Man and Ratcatcher 2 are clearly the standouts 28 • September 2021 • UPPER WESTSIDER

King Arthur’s nephew goes on a quest to fulfil a task from a mysterious plantlike figure. A film that requires a lot of patience, The Green Knight rewards those who commit to what it has going for it. Dev Patel’s performance walks the line between bravery and arrogance. He gives his character several layers of personality. The slow nature of the movie matches the tone, as each chapter is, in a way, its own little movie with a different tone and feeling. Sometimes it’s horror, sometimes dramatic, but it works. Each supporting character plays an equally important role in the overall story. Visually, it’s one of the most gorgeous movies you’ll see this year. The story seems to jump off the screen and come to life. A true work of art.
