CITY PROPOSES UPDATE TO DEVELOPMENT IMPACT FEES

The next Peoria City Council meeting is scheduled for Tuesday, Aug. 20, at 6 p.m. in the Peoria Council Chamber, located at 8401 W. Monroe St. During the meeting, the city of Peoria will be proposing an update to its development impact fees, as outlined under A.R.S § 9-463.05. Residents can access meeting agendas and additional information at peoriaaz.gov/council. City council meetings and study sessions are broadcast live on Cox Channel 11, Facebook, and YouTube.

The Peoria City Council will make a final decision on the updated fees during their meeting on Tuesday, Oct. 1, also at 6 p.m.

Supporting documents, including land use assumptions, infrastructure improvement plans, and maximum supportable fees, are available for review on the city’s website at peoriaaz.gov/impactfees. Hard copies can be reviewed at the City Clerk’s Office. For more information, contact 623-773-7340.

“PEORIA FOCUS” VIDEO SERIES HIGHLIGHT CITY’S PROGRESS ON COUNCIL STRATEGIC PRIORITIES

The Peoria City Council has established a set of Strategic Priorities (economic development,

public safety, and water security) to ensure the city remains a leader in keeping people safe, with job and economic growth, and water plans in place to sustain future generations.

The city has launched a new video series “Peoria Focus" to tell the story of how the city is delivering on these initiatives.

In the first episode City Manager Henry Darwin, joins host Andrea Robinson, in discussing how the city’s annual budget process serves as the catalyst in advancing projects that align with the council’s priorities.

The $955 million Fiscal Year 2025 Budget will fund many projects to address water, economic development, and public safety needs.

City Manager Darwin walks viewers through many of those projects, including adding police officers to expand the School Resource/Liaison Officer Program in the Peoria Unified School District and new fire fighters for a future fire station in Vistancia. He also provides on update on the nearly $15 million worth of investments that our helping to revitalize Downtown Peoria.

Of course, new development cannot happen without securing water needs, and Darwin addresses the city’s 10-year Capital Improvement Plan which identifies over $700 million of water-wastewater related projects.

Future "Peoria Focus" episodes will dig deeper into the Downtown Peoria economic development plans; how the Parks and Recreation Department is doing its part to secure our water needs through a strategic turf management program; and how Police and FireMedical continue to advance safety initiatives across the city.

SHEA HOMES ACQUIRES 76 LOTS IN PEORIA'S NORTHPOINTE AT VISTANCIA FOR $5.85 MILLION Shea Homes has purchased 76 lots in Northpointe at Vistancia, in Peoria, for $5.85 million from an entity linked to IHP Capital Partners, according to Vizzda LLC, a Valley real estate database. The transaction was finalized on July 15, involving lots located north of the northeast corner of Vistancia Boulevard and Lone Mountain Parkway.

In June 2021, IHP Capital Partners, based in Newport Beach, California, collaborated with Minneapolisbased Varde Partners to acquire the remaining 3,721 acres of land in Vistancia, known as Northpointe at Vistancia.

The newly acquired lots are next to the 125 lots Shea Homes bought in July 2023. The company plans to purchase additional lots over the next two years, aiming for a total of around 415 lots to develop an active adult community.

Phoenix-based Fayuca is known for its reggae-rock/ Latino fusion sound. Fronted by founding member Gabo Fayuca, the band blends modern-reggae melodies with Latin percussion and razor-sharp guitar riffs. Fayuca's music has been showcased on MTV, Univision, and FOX Sports, and their instrumental track "La Venganza" was selected by director Robert Rodriguez for the main title theme of El Rey Network's series, "MATADOR." With members David Pineda on bass, Prichard Pearce on trumpet, Brandon Downs on drums, and Joe Irizarry on keyboards, Fayuca has toured nationally and internationally, sharing stages with renowned bands like Molotov, 311, and Slightly Stoopid.

Murder Mystery and Comedy Combine in “CLUE The Musical,” Onstage at Arizona Broadway Theatre

WHODUNIT? WHERE? AND WITH WHAT OBJECT?

Murder and mayhem are on the menu when six mysterious guests assemble at Boddy Manor for a night they’ll never forget! When their host turns up dead, it’s clear no one is safe. Was the guilty party Professor Plum in the study with the knife? Or was it Mrs. White in the library with the rope? These questions strike nostalgia for anyone who’s ever played the Hasbro board game, CLUE. Now Arizona Broadway Theatre in Peoria brings the game to life on stage, Aug. 23 to Sept. 22.

Based on the 1985 cult-classic movie and inspired by the classic board game, “CLUE The Musical,” is the ultimate interactive theatre experience that will leave audiences clapping their hands, laughing in the aisles and guessing whodunit until the final twist.

“CLUE The Musical” features many beloved and recognizable dinner party guests turned murder suspects including Colonel Mustard, Mrs. Peacock, Mrs. White, Professor Plum, Miss Scarlet and Mr. Green, who sing, dance, and engage audiences. With help from a butler and housekeeper, the guests race to find the killer and keep the body count from stacking up in the black comedy musical that keeps audiences on their toes all night.

“One of the things that is especially exciting about this production is that the script includes an interactive element that lets audience members randomly select cards to determine which suspect committed the murder, which weapon was used, and in what room the murder took place,” says Kurtis Overby, artistic director at Arizona Broadway Theatre. “Every show is different thanks to the audience’s active role in helping solve the murder.”

“CLUE The Musical” has more than 200 possible endings so no two shows are the same.

Child Crisis Arizona and SRP Open Fall Applications for Free Pool Fences for Families in Need

CHILD CRISIS ARIZONA, A NONPROFIT ORGANIZATION DEDICATED TO PROMOTING THE WELL-BEING AND SAFETY OF CHILDREN AND FAMILIES, HAS ANNOUNCED THE EXPANSION OF ITS ANNUAL POOL FENCE SAFETY PROGRAM. In partnership with Salt River Project (SRP) and the 493 Firefighter Foundation, the program will accept applications through Sept. 30 of this year. Parents or caregivers who cannot afford pool barriers and have young children can apply to receive a pool fence at no cost.

“This past spring, we provided 11 families across Maricopa County with pool fences,” says Caitlin Sageng, senior

program director at Child Crisis Arizona.

“Due to demand and the generosity of our partners, we are opening applications a second time. Child Crisis Arizona is home to Safe Kids Maricopa County, the local chapter of a worldwide organization aiming to prevent childhood injury and death. Drowning is the leading cause of death for children ages 1 to 4 and remains among the top five causes of death for children ages 5 to 9.”

In addition to offering pool fences, the Child Crisis Arizona Pool Fence Safety Program educates parents and caregivers on water safety through a Virtual Water Safety Workshop. This workshop, led by a Safe Kids Maricopa County program coordinator, is available year-round to anyone interested.

Families residing in Maricopa County can apply for a free pool fence installation if they meet certain eligibility criteria. Applications are available in both English and Spanish.

ELIGIBILITY REQUIREMENTS:

• Must have a child age 6 or under living in the home

• Home must be owner-occupied; renters are not eligible

• Family must reside within Maricopa County

• Family must meet income qualifications by participating in assistance programs such as food stamps, Medicaid, WIC, energy assistance, or unemployment. If not enrolled in these programs, household income will be verified using the most recent tax return.

“SRP is deeply committed to improving water safety for the children and families of our community,” says Rori Minor, SRP community engagement strategist. “We’ve seen the need for water safety resources increase this summer, and SRP remains dedicated to responding to the needs of our community. Through our partnership with Child Crisis Arizona and others, we provide quality resources and education to help keep children safe around water.”

Since 1977, Child Crisis Arizona has served vulnerable children and families in Arizona, committed to preventing child abuse and neglect through education and intervention. The organization offers emergency shelter and residential care for children and youth from birth to 21, foster

care and adoption services, early education, parenting classes, workshops, support groups, and more. Child Crisis Arizona has positively impacted nearly 136,000 children and families since its inception.

SRP is a community-based, not-forprofit public power utility and the largest electricity provider in the greater Phoenix metropolitan area, serving approximately 1.1 million customers. SRP also provides water to about half of the Valley’s residents, delivering more than 244 billion gallons of water annually, and manages a 13,000-square-mile watershed.

Meanwhile, the 493 Firefighter Foundation, formerly known as the United Phoenix Firefighters Charities, was organized in 1964 and consists of more than 3,000 professional firefighters across the Valley. The foundation has built relationships and partnerships with community leaders, private businesses, citizens, and other organizations to improve the lives of the community they serve.

Charity Pickleball Tournament to Support Law Enforcement Torch Run

PICKLEBALL ENTHUSIASTS AND SUPPORTERS OF THE ARIZONA SPECIAL OLYMPICS ARE INVITED TO PARTICIPATE IN A THRILLING CHARITY PICKLEBALL TOURNAMENT ON AUG. 23 AT THE PICKLEBALL SPACE, LOCATED AT 5665 W. BELL RD., IN GLENDALE.

Sponsored by MG Truck Driving School, this double elimination tournament will benefit the city of Glendale Law Enforcement Torch Run, providing an exciting day of competition while raising funds for a great cause.

The event will feature 10 permanent, indoor airconditioned courts with a concrete surface, ensuring a comfortable and competitive environment for all players. Participants will use the DIADEM, the official pickleball, for all matches. The tournament is open to players using only USA Pickleball approved paddles, and all players must sign a liability waiver through the Court Reserve App for The Pickleball Space.

The format of the tournament will vary based on the number of teams: Six teams or more: Double elimination format with the opportunity bracket leading back to the Gold Match.

Four to five teams: Round Robin format where each team plays once to 15 points (win by 2, switch at 8), followed by a single elimination bracket. The top two teams will

compete for Gold and Silver in a best-of-three series to 11 points (win by 2), while the third and fourth seeds will compete for Bronze.

Participants are required to ensure they have a partner and complete the payment process before the tournament. Start times are subject to change and may be scheduled for either the morning or afternoon.

musical retells the classic Disney story of Pinocchio from Geppetto’s perspective. Featuring beloved songs like “When You Wish Upon a Star” and “I’ve Got No Strings,” along with new compositions by Stephen Schwartz, this production promises to delight audiences of all ages.

Lizzie Baggleman, a dedicated educator, has nearly two decades of experience in the arts. Kat Bailes, a local talent, has performed and choreographed extensively in the Valley and teaches at Childsplay.

Each workshop is limited to 15 students, providing an intimate and focused environment for learning. Participants can choose to attend a single month or multiple months, with each session offering unique choreography and techniques.

Community Fearless Hospice Patient Takes Joyride

Don Tamuty, a beloved former Madison Unified School District teacher, had one thing left on his bucket list. The 95-year-old shared with his hospice nurse, Monisha Roe, that he would love to ride in a driverless car.

Roe and the rest of Tamuty's Hospice of the Valley care team knew exactly how to fulfill that wish! They booked a driverless cruise on Waymo One to take Tamuty out to a nice restaurant.

He had a humorous send-off from his buddies at the Beatitudes Campus in Phoenix, where he lives. The guys were so tickled, they couldn’t resist a little teasing as they bid the fearless adventurer a dramatic farewell. "Good luck, Don,” they shouted. “We hope to see you again. You’re braver than we are!”

The World War II veteran was beaming as he sat in the passenger's seat and

giddily pushed the “Start Ride” button. The excitement ramped up when the Waymo pulled safely to the right to let a firetruck pass before he and Roe arrived at Biltmore Fashion Park for lunch.

Roe felt honored to share this fun experience with her patient. “It’s pretty special when we can make a dream come true and bring a smile to someone’s face,” she says, adding wryly, “You know, we were all terrified initially, except for Don, but it was a smooth ride!”

The excitement grew when Tamuty’s joyride was shared on social media. Hundreds made comments thanking him for his military service and praising his spunk. Even the Biltmore Fashion Park chimed in, saying: “So happy you could join us for lunch! You rock, Don!” And Waymo shared his story with their 37,000 followers.

Tamuty’s daughter was thrilled to see her dad’s adventure “go viral” on social media, posting a message of her own: “A huge ‘thank-you’ to Hospice of the Valley for the great care, support and love they give to each and every one of

their families! Love you, Monisha and the entire staff, we’re so grateful!”

Now a bit of a celebrity at the Beatitudes for blithely doing what many wouldn’t dare attempt, Tamuty says it was a day he’ll never forget. “My golly,” he says, “it was wonderful… just too good to be true.”

New Leadership Announced for Peoria Unified School District's 2024-25 Academic Year

The Peoria Unified School District (PUSD) is set to start the 202425 academic year with new administrative leadership. Thomas Sims has been appointed as the new director of transportation, while Samuel Chagolla will take on the role of interim principal at Peoria High School.

Sims transitions to PUSD from Northern Express Bus Service, LLC,

where he held the position of director of operations, safety, and compliance. Prior to this role, Sims worked as a consultant for the Arizona School Risk and Retention, The Trust, where he developed a statewide training program for school bus driver trainers and transportation administrator candidates. He also has experience as

a route specialist in the transportation department for the Litchfield Elementary School District. With his extensive background in transportation administration, Sims aims to enhance the district’s transportation services.

Joining the leadership team at Peoria High School, Chagolla will serve as the interim principal for the upcoming school year. Chagolla previously served as an assistant principal at Marshall Ranch Elementary School and has held administrative positions

at Ira A. Murphy Elementary. His teaching experience includes roles at Sunrise Mountain High School and Peoria High School. As an alumnus of Peoria High School, Chagolla is excited to support his alma mater in this new capacity.

Transform your home into a mini science lab with this captivating lava lamp experiment! WHAT YOU NEED

• A clean plastic bottle or glass jar

• Vegetable oil

• Baking soda

• Food coloring

• Vinegar

• A flashlight CREATING THE MAGIC

1. Prepare Your Bottle: Start by adding a couple of inches of baking soda to the bottom of your bottle or jar. This is a fantastic moment to let kids get hands-on, scooping and pouring the baking soda.

2. Add the Oil: Fill the rest of the bottle or jar with vegetable oil, leaving a little space at the top. A funnel can help with this step. Watch as the oil and baking soda remain separate – a perfect visual for discussing density.

3. Mix the Colors: In a separate cup, combine about a fourth of a cup of vinegar with a few drops of food coloring. Stir well to blend.

4. Combine the Ingredients: Slowly pour your colored vinegar solution into the bottle with oil. This is where the magic happens! Observe as colorful blobs begin to rise and fall.

5. Illuminate the Fun: If you have a flashlight, dim the lights and shine it through your lava lamp. The glowing effect adds an extra layer of enchantment to the experiment.

THE SCIENCE BEHIND THE MAGIC

As the oil floats on top of the vinegar (due to being less dense), the food coloring sinks through the oil because it shares the same density as vinegar.

When the vinegar and baking soda mix, they react to form carbon dioxide gas. This gas rises, carrying some of the colored liquid with it. When the gas escapes, the liquid, now heavier, sinks back down. This creates the mesmerizing lava lamp effect.

A Perspective on Real Estate

Market trends and growth in 85383 remain positive.

Ispent a few months in Brisbane, Australia, years back during their summer, and it was pretty humid! I have lived in Arizona all my life, so I wasn’t used to humidity. I’d always quip back when someone said, “It’s a dry heat,” with, “Yeah, like a blow torch!” After experiencing humidity, I promised I would never complain about our dry 115-plus degree days again! I’m being tested with these temps lately, but I will still take the dry heat any day of the week! Humidity is way more horrible to me, and it’s all about perspective, right?

My experience in real estate has given me a unique perspective. I weathered the storm of the 2008-2010 years, a period that was undeniably tough. It felt like every third or fourth home was being foreclosed or listed as a short sale. As a real estate agent, I not only helped people sell but also became a full-time counselor as people were dealing with a lot.

It was a challenging time, but it also showcased the resilience of the real estate market. When rates skyrocketed in 2022, I had to maintain perspective and think back to 2008. I realized that even though prices were dropping and buyers were having a hard time qualifying, things were not even close to 2008. Most homeowners in 2022 had plenty of equity as prices had been going up at record paces for years! It wasn’t fun to watch values go down, but because of being around the block a time or two, I was able to see some good news. People were able to keep their homes and not lose them. Most of their mortgages were at the lowest interest rates we have ever seen, and as I mentioned, most people had a lot of equity!

During the last part of 2022 and into 2023, most people who would have normally sold their homes decided to wait as they didn’t want to trade a 2.5% interest rate for an 8% rate (and who could blame them)! Even downsizing didn’t make much sense when your payment wasn’t going to go down much. Over the past year, I’ve watched our inventory slowly rise as more and more sellers finally decide they don’t want to wait any longer to make the next move. A year ago, we had just over 11,000 homes for sale. Today, we have just under 18,000 homes for sale.

The interest rates have also dropped over a percent from the peak of last year to this year, which has helped a lot of buyers. A 1% drop in your interest rate can mean a savings of $300 to $500 or more a month, depending on your home price/ loan amount. This drop in interest rates is a beacon of hope for both buyers and sellers, and we will probably see a little more of a drop in interest rates (that’s what I’m hearing from the ‘experts’) before the end of the year, which is good for buyers and sellers. I have seen many price reductions over the past month or two, but even with these reductions, it is interesting to see some of the highest-priced sales this year.

So far in 2024, the highest-priced home sold was in Scottsdale, and it just closed in July for an astounding $17,000,000! It was on over 1.5 acres and had over 9,600 square feet! Here in 85383, our highest sale was $5,275,000, including over 13,000 square feet of living space and garage space for 14 cars! Last year, in 85383, we had 138 homes close for $1,000,000 or more; this year, we are on the same pace! We (85383) had 1,108 homes sold last year, and we are on pace to beat that this year. You can get more home for your dollar in 85383, and even with these price reductions and more inventory on the market, this area has better growth potential than other parts of the Valley, making it an ideal place to live.

So, my perspective when seeing all of these stats is that 85383 is doing great, and this area is the best place to live in the Valley! With the current market trends and the potential for further drops in interest rates, the future of the real estate market in 85383 looks promising. 1. MARKET VOLATILITY AND UNCERTAINTY

Imagine the stock market during an election year as a rollercoaster ride at your local amusement park. It can be a thrilling ride if you enjoy that kind of thing, but for most of us, it’s more of a “hold on tight and hope for the best” situation.

What You Can Do: Instead of white knuckling it through the ride, remember that rollercoasters are designed to be safe, even if they seem scary. “Horizon: An American Saga”

The American West comes to life in the first chapter of a series of interconnected stories set before, during and after the Civil War.

“Horizon” is a movie that you want to root for, given how it was made and what it stands for. But Kevin Costner’s passion project is too bloated and feels like it accomplishes little even by “Part One” standards. Every hour a new story is introduced, and the film has a bad habit of not alternating between the stories in a fluent way. At the same time, there’s a lot of fat that could be trimmed here, whether it’s scenes that could be shaved down for tension or even outright removed for the overall story. It’s a shame because there are various moments of great filmmaking here and character dynamics that I would like to see more of in future installments. There’s one extended battle sequence in particular that shows what Costner is capable of, and Sam Worthington’s general character

is one of his best performances. Perhaps future installments will fulfill the potential of this story, but you still have to bring something to the table in the first movie to convince audiences to come back.

“A Quiet Place: Day One”

The invasion of the aliens seen through the eyes of two people who must work together to survive.

It’s easy for a lot of modern horror films to be described as more drama than scary, but then there are films like “Day One” that actually justify that claim for all the right reasons. It’s not a particularly scary film, in the traditional horror sense, but it more than makes up for it with its character. Lupita Nyong’O and Joseph Quinn are excellent here, as an odd pairing of two individuals with nowhere to go who find solace in each other. It’s this dynamic that still makes you feel tense during the scenes of terror, helped by the fact that director Michael Sarnoski knows how to shoot the scenes in a manner that feels large yet intimate. This film is a truly nice surprise.

“MaXXXine”

Maxine Minx’s pursuit of stardom is threatened by a serial killer with a connection to her past.

After the last two films of the X trilogy managed to strike a decent balance between homage and deconstruction, “MaXXXine” is nothing more than a dull copy-paste of more interesting movies. Every character here is just a tool or a plot point for Maxine’s main story, which isn’t even engaging. The aesthetics and gore are unmotivated, serving only to remind people of slashers and Giallo films. The images of Hollywood and the Satanic Panic are just background noise, making the film seem like it has more substance than it actually does. This isn’t new for Ti West. His previous films have had these issues, but the first two movies seemed to indicate growth on his part, making this film all the more disappointing. At the very least, Giancarlo Esposito is great as an enthusiastic agent, reminding audiences of his true range as an actor.

“Longlegs”

An FBI agent finds the case she’s investigating attached to the occult and her past.

Osgood Perkins has finally managed to fulfill his promise with the movie “Longlegs.” It’s an unnerving descent into a literal hell. It gives you the feeling of wanting to leave, but you can’t, so you just have to watch. Maika Monroe finally gets to shine as a lead in a high profile project, while Blair Underwood and Alicia Witt add to the mood of the project, and Nicolas Cage delivers a performance that’s familiar but unique at the same time. The film holds back in a sly manner that greatens the impact of many scenes. It’s a fine example of how to balance homage but still manage to make something fresh.
