Peoria Expands the Community Paramedicine Program

By Bridget Binsbacher, Peoria City Councilmember AS THE POPULATION IN PEORIA GROWS, SO TOO DOES THE NEED FOR SERVICES. To address these needs, the city of Peoria has taken an innovative approach to medical house calls in particular.

The Peoria Community Paramedicine Program is centered on proactive community health and prevention. The program is designed to reach out to those who are frequent 911 callers to connect them to health care and social resources and decrease their reliance on the 911 system. Recently, the Peoria Fire-Medical Department expanded it to a full time program, thanks to the support of the Peoria City Council and their allocation of CARES Act funding for paramedicine.

For this program, 28 Peoria paramedics have participated in specialized training to serve as community paramedics. When a typical community paramedicine visit is scheduled it can take up to two hours. During the initial visit, the paramedics will perform a home safety inspection with particular emphasis on fall or trip hazards. Community paramedics may also help with such services as scheduling health care appointments, arranging transportation, prescription reconciliation, getting durable medical supplies, arranging meal delivery, and navigating the health care system to arrange for other vital services.

On average, the community paramedics will schedule two or three visits per patient to make sure that any referrals have been contacted and to assess for any additional needs. The overall goal

is to connect the participants with services that they might not know exist or do not know how to access.

Additionally, the Peoria Fire-Medical Department has cultivated community partnerships with various organizations and the Peoria Neighborhood and Human Services Department for such services as home health care, durable medical equipment, behavioral health services, transportation, and other health care or social services.

Since the program’s inception, the Peoria Fire-Medical Department has been able to reduce 911 requests, help with chronic disease management and injury prevention, and establish a successful system for following up with high-risk patients resulting in less hospital readmissions. During the COVID-19 pandemic, the Peoria Fire-Medical Department has used the Community Paramedicine Program to provide additional services to support flu and COVID-19 vaccines to the community.

City News Peoria City Council Reviews New Budget RECENTLY, THE PEORIA CITY COUNCIL REVIEWED THE PROPOSED FISCAL YEAR (FY) 2022 BUDGET. The proposed $695 million budget maintains core citizen services with small, but necessary, adjustments to utility rates and without any increases to taxes.

The proposed budget is comprised of four major categories: the operating budget at $328.8 million represents the day-to-day operations of the city; the capital budget at $241.9 million entails large, one-time capital projects; the debt service payments at $45.2 million; and the contingency reserve at $79.1 million. Also, the city is proposing a 10-year Capital Improvement Program (CIP) of $835.6 million.

“Creating a balanced budget is one of the most important responsibilities of city government, says Mayor Cathy Carlat.

“The council and I began a series of workstudy sessions last fall to allow us the time it takes to assess the details and financial implications now contained in this budget.

We remain focused on adhering to the principles of sound financial management, while ensuring that every action we take is for the benefit of those who call Peoria home. I am proud to see a thoughtful budget that achieves today’s goals, and those of our future, with no increase to taxes.”

The CIP provides a schedule of planned improvements over the next 10 years and identifies the revenue sources that will pay for those improvements. As the community grows, new projects and amenities are needed to serve a growing population and maintain service levels. The proposed CIP funds major investments in parks, roadways, facilities, and water and sewer infrastructure. This includes the construction of several major projects already underway, such as the extension of reclaimed water to Paloma Community Park, renovations to the Peoria Main Library, construction of a new segment of Jomax Road from Vistancia Boulevard to the Loop 303, and the expansion of the Pyramid Peak Water Treatment Plant.

Other notable projects in the CIP include the second phase of Paloma Community Park, trail system improvements, regional drainage improvements at 67th Avenue and Pinnacle Peak Road, a new fire station in northern Peoria, a planned replacement myhyperlocalnews.com

of the aging fleet building, expansions of the Beardsley and Jomax Water Treatment Plants, and further expansion of reclaimed water infrastructure.

Equally as important to building new facilities is the responsibility to maintain current city facilities. As such, there are various projects throughout the CIP related to replacement and refurbishment of existing assets throughout Peoria. Of particular note this year is the addition of a five-year, $35 million undertaking to rehabilitate all streets with a pavement condition index (PCI) rating of 60 or lower.

The city’s top priority is to preserve the high quality of life of Peoria residents. The FY 2022 budget provides the financial resources necessary to do that in the following areas: SUPERIOR PUBLIC SAFETY Public safety is a vital aspect of Peoria’s overall quality of life. The majority of Peoria’s general fund is dedicated to public safety, and the FY 2022 budget reflects the city’s ongoing commitment to public safety.

• Two new police officers will provide growth-related public safety support to the community.

• The city will continue to invest in new technologies to preserve life and property. Examples include SCBA systems for SWAT team personnel, an explosive ordinance disposal storage day box for a K9 unit, ballistic helmets, and replacement of aging tasers.

• New vehicles, contract staff, and crime predictive technology will allow sworn officers to more effectively engage in proactive policing activities.

• The Peoria Fire-Medical Department is continuing the community paramedicine program established in July 2020 and investing in new brush fire equipment and arson training.

• To assist with service delivery, the department is also adding a

redshirt position and an ongoing administrative assistant position.

• The CIP also includes several projects to expand, rehabilitate, or otherwise improve fire stations.

ECONOMIC PROSPERITY One of the keys to any community’s quality of life is a vibrant and diversified economic base, with both a qualified workforce and quality jobs.

• The recommended budget includes investments in a number of economic development initiatives and projects, such as business attraction consulting services for outof-state relocation opportunities.

• The budget includes some onetime funding to continue to foster small businesses, create partnerships and enhance efforts to attract and retain businesses in Peoria.

HEALTHY NEIGHBORHOODS To promote healthy and safe communities, the budget continues a number of neighborhood-focused initiatives.

• The longtime neighborhood grant program offers financial support to neighborhoods seeking to enhance their communities.

• A new community assistance coordinator position will oversee the city’s continuing efforts to address the challenge of homelessness in our community.

• The neighborhood park and retention basin refresh programs will continue to address existing landscaping and aesthetic improvements within and around Peoria neighborhoods.

INTEGRATED TRANSPORTATION Because continuous investment is fundamental to developing and maintaining Peoria’s roadway network, the budget includes a robust capital program for streets and traffic control. The operating budget provides the staffing and other resources needed to maintain all of this infrastructure. The proposed budget adds two new positions related to transpor-

tation—a lead technician specializing in traffic signals and street lighting and an administrative assistant to support the Transit Division.

ARTS, CULTURE AND RECREATION Peoria has long boasted premier recreation programs and facilities, special events, and arts and cultural programs. The city also has a long history of providing family friendly and culturally diverse events, such as Somos Peoria, Second Saturdays, and Young Artist Exhibits.

• The proposed budget includes funding to continue these programs and events throughout the community.

• There are a number of one-time requests to repair and maintain key amenities at various parks and community facilities throughout the city.

• The budget adds a maintenance operations position and two trail maintenance positions.

SUPERIOR PUBLIC SERVICES Peoria residents and businesses expect that clean water will flow whenever they turn on the faucet, that their trash and recycling will be picked up on time, and that their concerns will be addressed in a responsive, professional manner. The proposed budget continues to provide the resources needed to consistently exceed customer expectations. Funding for increased recycling processing fees secures the city’s commitment to sustainability, while a new solid waste equipment operator and vehicle ensure timely trash removal.

SMART GROWTH One of the most important considerations of a growing city like Peoria is an assured water supply. This budget keeps pace with the increasing costs of water purchases and supports continued efforts to encourage the most efficient use of this precious resource. The proposed budget supports requests for contract inspectors to ensure that construction in the city complies with all national and local standards. Finally, the CIP identifies the infrastructure investments needed to keep up with new growth.

Strategically located in an area that is highly desirable for logistics but has a limited supply of available land zoned for such uses, the sites can house up to four million square feet of industrial, office and manufacturing space. Peoria Continues to Improve Water Services; Many Improvements Impact the Upper Westside

By Michelle Talsma Everson THE CITY OF PEORIA IS EXPECTED TO ADD 100,000 NEW RESIDENTS BY 2040, WHICH MEANS THAT CAREFUL PLANNING AND USAGE OF PRECIOUS WATER RESOURCES IS AT TOP OF MIND FOR CITY OFFICIALS AND PLANNERS. Some of the latest water improvements and news, according to the city and recent reports, include: • A sustainable water source now reaches the west side of the Aqua Fria River, supplying water to the Vistancia area and the Upper Westside.

• The City of Peoria has been granted a “Designation of Assured Water Supply” from the state. This essentially affirms that at least 100 years of water is available to the city’s existing residents and future residents.

• Three of the city’s water plants are all undergoing expansions. Different timetables vary per plant.

• The city’s water capital improvement plan has a preliminary budget of $152 million and the city’s wastewater capital improvement program has a preliminary budget of $140 million, according to the city.

• Most notable to northwest Peoria residents is the new Pyramid Peak Water Treatment Plant, which, when completed at the end of 2021, will serve growth in the Upper Westside.

• The city is currently expanding its reclaimed water system to make more water available for local residents to use for irrigation and other uses.

• After seeking community feedback earlier this year, the city is updating their sustainability plan. “Past sustainability efforts have provided a solid base for us to build upon, but we are always looking for ways to improve,” says Cape Powers, Peoria director of water services. “The updated plan will help us adapt to changing conditions, such as increasing concerns related to water availability, and more directly reflect the views of our residents. Our goal is to ensure that providing for our community’s needs today does not impact the ability to provide for the needs of future generations.”

City News Ford, Hurricane Harbor, and Dunkin’ Partner for ‘Fill an F-150’ Water Drive FORD MOTOR COMPANY, SIX FLAGS HURRICANE HARBOR PHOENIX AND VALLEY-WIDE DUNKIN’ LOCATIONS HAVE TEAMED UP WITH THE SALVATION ARMY TO LAUNCH THE 9TH ANNUAL FILL AN F-150 BOTTLED WATER DRIVE, TAKING PLACE MAY 7 THROUGH MAY 23.

All 13 Metro Phoenix-area Ford dealerships are collecting cases of water to support The Salvation Army and its Emergency Disaster Services program, which provides hydration, respite and safety information to those in need at heat relief stations in Metro Phoenix on days with excessive heat warnings. According to Maricopa County Public Health, there were a record 207 confirmed heatassociated deaths in Maricopa County in 2020, with more cases still under investigation.

Those interested in donating a case of water in support of the Fill an F-150 Water Drive may drop off water at any of the 13 Valley Ford dealerships May 7 through May 23. Tens of thousands of people will receive life-saving hydration because of this partnership.”

Hurricane Harbor Phoenix will provide a half-off any day general admission coupon (good for up to six admissions and redeemable online) to each person who donates at least one case of water (standard 16.9 oz., 24 or more bottles) at any metro Phoenix-area Ford dealership.

The discounted daily admission coupons are redeemable during the 2021 season.

In addition, Dunkin’ will provide a coupon for one free medium coffee and one free classic donut redeemable through June 2021 (limit of one coupon per person; must donate one case of 24 or more bottles). Quantities for both offers are limited.

Ford’s goal is to collect 150,000 bottles of water during the water drive in support of The Salvation Army. To date, the Ford Fill an F-150 water drive has collected approximately 750,000 bottles of water for The Salvation Army. Ford will jumpstart the drive with a $20,000 grant in support of the water drive and other Salvation Army programs courtesy of Ford’s Operation Better World Phoenix program.

City News Peoria-Based Nonprofit Celebrates a Decade of Assisting Valley Veterans PEORIA-BASED SOLDIER’S BEST FRIEND HELPS VETERANS WITH COMBAT-RELATED PTSD OR TRAUMATIC BRAIN INJURY (TBI) BY PAIRING THEM WITH A DOG THAT CAN BECOME THEIR SERVICE DOG OR THERAPEUTIC COMPANION DOG. Their goal is to help reduce veterans’ PTSD or TBI symptoms. Thanks to the support from the local community, Soldier’s Best Friend is celebrating a decade of service.

Over half of the dogs in the program were homeless dogs adopted in Arizona by the nonprofit and paired with their veteran partner. More than 300 veterans with combat-related PTSD and TBI have gained a new lease on life after receiving a rescue dog and training with Soldier’s Best Friend dog trainers.

“Having a trained service or therapeutic companion dog can be life changing,” says Kae Ares, Interim Executive Director. “The veteran and their canine partner form an incredible bond. Their trained dog helps the veteran cope better with their symptoms and feel more comfortable in public.”

HOW IT WORKS Ares explains that, rather than the nonprofit raising and training a puppy, their trainers teach the veteran how to be the dog’s handler. The program takes an average of six to nine months for each team to master required skills. The training program costs about $5,000 per team. Thanks to the generosity of donors, soldiers are able to provide this life-changing program at no cost to eligible veterans.

Symptoms that the trained dogs help with include: • PTSD: incapacitating anxiety, depression, flashbacks, reclusive behavior, nightmares, an uneasiness in public, and suicidal thoughts.

• TBI can cause mood and behavioral problems, memory loss, physical pain, and communication challenges.

During the training, teams not only learn basic obedience, but are also required to learn skills to navigate common public places such as retail stores, restaurants, grocery stores, public transportation, the mall and airport. They also must master a minimum of three PTSD tasks that help the veteran. Each team is tested for their mastery of all these skills before they graduate the program.

Results of a recent graduate survey show significant impact on the lives of their graduates: • 97% reported their service/therapeutic companion dog improved their overall quality of life.

• 80% reported a positive impact on their relationships with family and others.

• 72% reported an overall reduction in their need for medications.

• Of the graduates who reported experiencing suicidal thoughts prior to beginning training, 91% reported a reduction in suicidal thoughts.

Newly Released Documentary About Brave Teens Has Upper Westside Ties IN 2018, TWELVE BLIND TEENAGERS WHO GREW UP IN THE DESERT HEAT, VOID OF AN OCEAN, DEFIED ALL ODDS AND LEARNED HOW TO SAIL AT LAKE PLEASANT. The dozen, known as the Blind Buccaneers, later journeyed hundreds of miles across the sea without the use of eyesight to guide them. In a moving tale about perseverance, courage and grit, the award-winning documentary “Ocean of Obstacles,” was just released on digital and cable VOD by Gravitas Ventures, a Red Arrow Studios Company, last month.

The film was the brainchild of Phoenixbased director, Louie Duran, who first discovered the Foundation for Blind Children and their challenge events in 2015. He began documenting these stories several years later at Lake Pleasant Harbor. The challenge events are part of 10 • May 2021 • UPPER WESTSIDER

an ongoing effort by the Foundation to inspire visually-impaired individuals to achieve more in life.

“I witnessed the strength and hope these kids possess shine from challenging themselves. When given the opportunity to show the world this life-changing experience, I jumped at the chance,” Duran says. “Every one of these kids had to overcome fear and doubt to reach their goals, and they all became my heroes.”

Marc Ashton, CEO of the Foundation and creator of the challenge events, shares, “Whether it’s to the top of Mount Kilimanjaro, the bottom of the Grand Canyon, or across the ocean, our kids rise to the challenge.”

The documentary was recently awarded “Winner of Best True Story,” “Winner of

Special Innovation Award for Creative Storytelling,” and “Most Inspirational Film” at the Las Vegas and Orlando Film Festivals.

Elle Dingwell, one of the young blind castmates, says, “I feel like this trip has helped me become better at making new friends and really made me know what I want out of life and how I am going to get there.”

Dingwell, who is also the first blind female Eagle Scout, continues, “I feel like this trip has certainly made me a stronger person and I was glad that I did it because I learned a lot.”

Peoria Receives Grant for Recycling Pilot Program

Design Assistance Available

Homes in 85383 Part of New Initiative TO REDUCE THE LEVELS OF CONTAMINATION AND INCREASE AWARENESS OF RECYCLING, THE CITY OF PEORIA JUST LAUNCHED THE BLUE LID PILOT PROGRAM AT 2,600 HOMES IN PEORIA, INCLUDING HOMES IN 85383. Made possible by a grant from The Recycling Partnership, this pilot program replaces the lids of the city’s dark brown recycling bins with blue lids.

“In this day and age, we must maximize our diversion of recyclable material away from the landfill and minimize our contamination of the recycle container,” says Kevin Burke, Peoria’s director of public works. “The Blue Lid Pilot Program is an experiment to see if being more obvious and detailed about recycling might facilitate both goals.”

The new blue lids are marked with a list of acceptable and non-acceptable recyclable items, and are affixed to the top of the dark brown city recycling bins. Before the pilot program began on May 3, a consultant audited recycled material from 2,600 homes to measure the levels of contamination.

Contamination occurs when plastic bags, yard clippings, food or non-recyclable items are mixed in with recyclable materials in the dark brown recycle container.

Once all the lids at those homes have been swapped out, recycling inspectors will pe-

riodically conduct inspections in selected areas to ensure that the correct recyclables are being placed in the can. If contamination is found in the recycling container, the inspector will “tag” the container and inform the resident which non-recyclable items were found in the container.

The city will collect information for six weeks and complete the Blue Lid Pilot Program on June 29. Upon completion, the consultant will conduct another waste characterization audit of the area to measure contamination to see how effective the blue lids were in encouraging correct recycling habits. The results of the pilot program will be shared with residents and council.

City News Arizona Gives Day Raises a Record $7.1 Million for Nonprofits Across the State DONORS IN COMMUNITIES ACROSS THE STATE CAME TOGETHER ONCE AGAIN TO SHOW THEIR INCREDIBLE COLLECTIVE AND HEARTFELT SUPPORT FOR NONPROFIT AGENCIES BY RAISING $7.1 MILLION ON ARIZONA GIVES DAY ON APRIL 6, GENERATING $1 MILLION MORE THAN DURING LAST YEAR’S RECORD-SHATTERING EVENT. More than 40,000 donations supported 982 nonprofit organizations, both large and small. The average amount raised per organization was $7,218 with the average online donation at $210.53. Financial support wasn’t the only contribution as 1,527 donors also pledged 61,400 volunteer hours.

Several Peoria nonprofits participated in the annual event, including Outreach360, Inc., which won the $5,000 prize pool.

The final numbers for this year’s event, organized by the Alliance of Arizona Nonprofits and Arizona Grantmakers

Forum and presented by FirstBank, one of the nation’s largest privately held banks with a focus on “banking for good,” include prize pool distributions of more than $160,000 and from additional donations that came in after the 24-hour online fundraiser had ended.

Last year, the event raised what was then a record of $6.1 million from nearly 39,000 donations.

“We are overwhelmed with feelings of gratitude and sheer amazement at the generosity of the people of Arizona, particularly at a time when many individuals, families and businesses continue to be impacted by the COVID pandemic,” says Alliance of Arizona Nonprofits Chief Executive Officer Kristen Merrifield. “The pandemic also has taken its toll on Arizona nonprofits in terms of lost revenue, lost jobs and lost volunteers and it’s obvious the people of Arizona want to help those agencies rebuild and continue doing the great work they do.”

By Emily Singleton IT TAKES A VILLAGE TO RAISE A CHILD, BUT MOST OF US DON’T EVEN KNOW OUR NEXT DOOR NEIGHBORS—MUCH LESS HAVE ANY IDEA HOW TO BE A PART OF SUPPORTING THEM IN RAISING THEIR FAMILY. Home visitation programs in the Parent Partners Plus network, funded by First Things First, help families every day with the challenges they face, but they cannot do it alone. Social service providers need the whole community involved in supporting the caregivers who are raising the next generation. There are many ways individuals of all ages and stages of life can help create those “villages” in which young children thrive.

However you decide to help in your community, think LEAN – Listening.

Empathy. Affirmation. Non-judgment.

Parents have a hard job and they are doing the best they can. Listen to their story and normalize asking for help by

sharing times when you have needed help. Honor the work parents do and be on the lookout for small ways you can cheer them on.

Here are some ways neighbors can help support families with young children and build community.

CHECKING IN WITH NEIGHBORS Offering to pick up groceries or run to the store for them. Getting out of the house can be a challenge for any parents with young children. Now with COVID-19 precautions, simply going to the grocery store can seem like a Herculean task for parents. Next time you are going to the store, offer to pick up some supplies or a ready-made meal for your neighbor – it could make their day!

PICKING UP GARBAGE IN YOUR COMMUNITY OR LOCAL PARK As you enjoy the outdoors, dispose of your own garbage and safely pick up some extra pieces of trash on the ground

to help out parents with littles ones who might see that rusty can as something to play with and explore with their mouth.

DONATIONS TO LOCAL FOOD PANTRIES Many families with young children have lost jobs or had a parent leave the workforce due to the pandemic.

Supporting local food pantries with cash or food donations (usually tax deductible) helps your neighbors who have fallen on hard times. The Arizona Food Bank Network (azfoodbanks.org) can help you find a local food bank if you need help or would like to donate.

It will take some work, but through our everyday actions, we can move our communities closer to the proverbial “village” environment needed to help the next generation grow and flourish.

IN FEBRUARY, GREATER PHOENIX GAINED 13,400 JOBS OVER JANUARY 2021, PUTTING THE WORKFORCE WITHIN 3.6 PERCENT OF FEBRUARY 2020’S EMPLOYMENT TOTALS. The Arizona Office of Economic Opportunity pegged the metro workforce during the month at just 3.6 percent fewer hires than 2020’s last pre-pandemic month. Pandemic layoffs began late in March 2020, with April and May showing the worst of the year’s employment situation .

The employment and personal income numbers are showing signs of economic strengthening in Arizona.

The data set trajectory puts the state on a path to equal or exceed pre-pandemic hiring this month. The data, released on April 21, will tell the tale.

Greater Phoenix hiring in logistics was up 14.3 percent in February, compared to a year earlier. Hiring in banking increased the workforce by 5.2 percent over last year, while jobs in the finance and insurance sector rose 2.4 percent.

unemployment rate, statistically unchanged from January but well over the 3.8 percent rate a year earlier .

The Bureau of Economic Analysis (BEA) personal income includes all wages and salaries, Social Security, government benefits, dividends and interest, and business ownership proceeds. Across the U.S., in 2020, personal income totals reflect the first stimulus payment and the pandemicgenerated supplemental unemployment income.

Nationally, state personal income growth averaged 6.1 percent in yearover-year comparisons. Utah was third behind Montana with 8.2 percent, Idaho placed fourth at 8.1 percent, and Rhode Island was fifth, posting a 7.7 percent gain. Of the ten states with the highest personal income gains during the pandemic, half were in the West.

BEA says that the 2020 boost in average personal income reflects government payouts from the CARES Act stimulus package. However, across the nation, wages and earnings were down by an average of 0.3 percent.

Arizona’s average wages were up, pushing capita personal income up to $48,950. Arizona per capita personal income remains about $10,000 under the national average, $59,729.

Invite your loved one to select a photo and encourage them to tell you what they see. For example, who is in the photo and what are they doing? If the person has difficulty verbalizing what they see, help tell the story with them.

Music: Search the internet and YouTube for songs that were popular during your loved one’s life. Singing or humming familiar music during the day can assist with transitions and even reduce anxiety and provide relaxation.

Storytelling: For those living with dementia, the past is their world. How do we bring the past to the present? We create space in our lives for the stories they have told over and over again. We help them celebrate that story by writing it down and posting it with a favorite photo.

Adults living with dementia deserve to be treated with dignity and respect.

Education PUSD Announces New Administrative Appointments for Next School Year

T

he Peoria Unified Governing Board approved the following new administrative appointments for the 2021-22 school year at a recent board meeting.

MRS. BARB COAKLEY was appointed as Peoria Unified’s Director of Career and Technical Education.

She replaces Dr. Patti Beltram, who has taken another position out of state. Mrs. Coakley has been with the district since 2002, serving as a substitute teacher, a math and business teacher, an assistant principal, and most recently, the director of the award-winning MET Professional Academy. Mrs. Coakley received her Bachelor’s of Science degree in Marketing and two Master’s degrees in Business Administration and Secondary Education from the University of Phoenix.

MS. LORI GARCIA was named as Peoria Unified’s Director of Special Education, following the retirement of Mrs. Holly Harper. Ms. Garcia has served the district as a special education coordinator since 2020. She came to Peoria Unified from the Alhambra School District where she held the role of Director of Exceptional Student Services. She has a Bachelor’s degree in Educational Studies and two Master’s degrees in Elementary Teacher Education and Administration and Supervision from the University of Phoenix.

MR. TED CHIARELLO was appointed as Peoria Unified’s Director of Business Services and fills a position that has been vacant for the 2020-21 school year. MR. MARK HARMAN will take on the position as principal of Alta Loma Elementary School, following the retirement of Ms. Connie Witte. Mr. Harman has been with Peoria Unified since 2007, serving as a special education teacher, and most recently, an assistant principal at Alta Loma. He earned a Bachelor’s degree in Special Education from the University of Arizona and a Master’s degree in Educational Leadership from Northern Arizona University.

DR. CARLOS PEREZ was appointed to the position of principal at Country Meadows Elementary School, following the retirement of Mr. Terry Balliet. Dr. Perez will join Peoria Unified from the Anaheim Elementary School District as principal of James Guinn Elementary School. Prior to his principal appointment in Anaheim, Dr. Perez served as an assistant principal in several schools in the Anaheim Union High School District.

He earned his Bachelor’s of Arts degree in Humanities from the University of California. Dr. Perez earned his Master’s of Science degree in Administration from Pepperdine University and his Doctorate of Education from the University of Southern California.

MS. ERIN GONZALES was appointed the position of principal at Desert Valley Elementary School.

She replaces Ms. Tonja Neve, who is moving to

the East Coast. Ms. Gonzales has been with Peoria Unified since 2004, serving as a fourth grade teacher, a curriculum specialist, an instructional coach, a Title I Coordinator and most recently, a Teacher on Assignment in a leadership role at Cheyenne Elementary School. She earned her Bachelor of Science degree in Elementary Education from Grand Canyon University and a Master’s degree in Educational Leadership from Arizona State University.

MRS. MARIEKA MICHAUD will take the helm as principal at Ira A. Murphy Elementary School. She replaces Ms. Aubree Mills, who will be the new principal at Foothills Elementary. Mrs. Michaud joins Peoria Unified from the Tolleson Elementary School District, where she serves as an assistant principal.

She previously held the position of Dean of Students, data specialist and an elementary school teacher. She received her Bachelor of Science degree in Biology from the University of California and a Master’s degree in Educational Leadership from Northern Arizona University.

MS. REBECCA HINER was appointed to the position of principal at Pioneer Elementary School following the retirement of Mr. David Snyder. Ms. Hiner was hired in 2006 as a teacher at Pioneer and has served other roles including 21st Century Community Learning Center Coordinator and Title 1 Interventionist. In 2018, she was appointed as the Assistant Principal at Pioneer Elementary. She received her Bachelor of Science degree in Business Management and Master of Arts in Education degree from the University of Phoenix. She received another Master of Educational Leadership from Northern Arizona University.

Registration Now Open for PUSD and City of Peoria Summer Programs

R

egistration is open for Peoria Unified families to register their child for KidZone’s Summer EdCamp program and Peoria Unified’s before and after school care for the 2021-22 school year.

Summer EdCamp is for families interested in a

high-quality, engaging and safe opportunity for their kindergarten through eighth grade children during the summer, according to the district. The summer EdCamp program runs 6 a.m. to 6 p.m. Monday through Friday, May 26 through July 28 at Desert Valley, Foothills and Frontier elementary schools.

More than just a play experience, students who attend Summer EdCamp are exposed to many exciting experiences and activities, according to PUSD. They will hone skills in critical thinking, creativity, communication and collaboration, and have virtual field trips and in-person visitors from places such as the Arizona Science Center, Carter’s Farm, a Laser Tag Game Truck, and Legoland.

Families can also register their child for KidZone for the upcoming school year. KidZone is Peoria Unified’s before and after school program offered at specific schools. The program begins at 6 a.m. and lasts until school begins, and then continues from school dismissal time until 6 p.m.

CITY OF PEORIA SUMMER CAMP REGISTRATION NOW OPEN Registration is also open for the City of Peoria 2021 Summer Camps. Camp will be offered at seven locations. There will be modifications to the regular summer camp model, which includes programming that best follows state, federal and Centers for Disease Control and Prevention guidelines on ratios, moving field trips to onsite enrichment opportunities, safety and sanitation. Kids’ Corner SUMMER WATER SAFETY: STAY COOL AND SAFE WITH THESE HELPFUL TIPS

ummer is fast approaching and, unfortunately for the Valley of the Sun, so is accidental drowning season.

City resources, state agencies, and first responders come out in droves this time of year cautioning parents to “Watch Your Kids Around Water.” Sadly, drowning is one of the leading causes of death for children under age four in Arizona. While most children drown in their own pools, other water sources can also be dangerous, including lakes, canals, buckets, toilets, bathtubs, and ponds. Anyone who cares for children should be aware of the potential dangers and possible tragedies of drowning.

Here are some safety tips to help you keep your kids safe around water as the weather warms up and pools become more attractive to children everywhere.

PREVENTING DROWNING In addition to teaching kids how to swim, the best way to prevent drowning is to watch kids when they are in or around water – without distractions. Put the cell phone or the iPad down and be sure to always keep children within reach of an adult. Never leave a child alone around a water source. It only takes two inches of water and a few seconds to drown.

OTHER WAYS TO PREVENT DROWNING: • Use an approved barrier to separate the pool from the house.

• Keep large objects that kids can climb on, like tables, chairs, large toys, or ladders away from pool fences.

• Teach your children to always ask for permission to go near the water so they develop quality water safety habits at an early age.

• Don’t allow kids to play in the pool area and don’t store toys near the pool.

• Don’t allow anyone to swim alone - always swim with a buddy.

• Drink plenty of water, even if you aren’t thirsty, and avoid alcohol to prevent dehydration.

• Keep life-saving devices like hooks, poles, or flotation devices near the pool and readily available.

• Always have a designated child watcher whenever kids are near a pool or water source and take the kids with you when you leave the area.

• If a child is missing, check the water first because every second counts to prevent drowning.

• Make sure everyone in your family, children and adults, learn to swim.

• Don’t forget the non-pool areas, too. Be sure to empty all tubs, buckets, containers, and kiddie pools immediately after you use them. Store containers upside down so they don’t collect water, and keep toilet lids shut and doors to bathrooms and laundry rooms closed.

HELPING SOMEONE IN DANGER Do you know what to do in an emergency? By definition accidents are unexpected, which is why it is always a good idea to learn CPR and basic water rescue skills.

You never know when you may need to step in and save someone’s life, whether a child or an adult.

The main steps to remember if you find someone in trouble in a water emergency are: 1. Yell for help and pull the person out of the water.

2. Call 9-1-1 immediately and stay on the line with the operator for instructions.

3. Begin CPR, if you know it.

4. If you are not trained, follow the instructions from the 9-1-1 operator until help arrives.

Plan ahead and prepare yourself to know what to do in an emergency, because learning CPR and basic water rescue skills may help you save a life.

LEARNING TO SWIM One of the most important things you can do to keep your kids safe around water is to teach them to swim. Swimming lessons not only teach kids how to swim when they are in the water, they also teach kids to respect the potential dangers of the water and the rules for being safe around a

pool. Get your kids familiar with water, comfortable with the rules for a swimming pool, and respectful of the dangers that come with drowning.

“As a parent, it’s imperative to remember that there’s no substitute for active adult supervision of your kids around water, even when it comes to the bath or anywhere with as little as an inch of water,” explains Kathy Hubbard, co-owner of Hubbard Family Swim School.

“But an important line of defense for your children is having the ability to swim on their own. If your kids are not already enrolled in swim class, there’s no better time than the present to get them started.”

“And if they have any reservations or concerns about swimming, ask them to share those with you,” Hubbard adds. “It’s best to keep an open dialogue going with your little ones so you can help them get comfortable in the pool, and ultimately learn water safety and potentially life-saving swim skills.”

There are many different options for swimming lessons and a huge range of prices, times, and locations. You can sign them up for private or group swimming lessons at one of the many swim schools in town or go to a city pool or nonprofit community center. To start, search online for swimming lessons near you, ask friends who they have worked with before, or visit your city’s parks and recreation website.

Summer is the perfect time to enjoy our almost yearround sunshine by the swimming pool, lake, or pond.

Water is a great way to cool off and have fun, but take steps to be safe and prevent accidents or drowning while you splash around.

New COVID-19 Relief Bill has Billions of Dollars for Home Owners to GO SOLAR

T

he new coronavirus (COVID-19) relief bill—the Consolidated Appropriations Act, 2021, which includes the Taxpayer Certainty and Disaster Tax Relief Act of 2020 (the Act)—was signed into law. The Act not only contains tax provisions to provide direct relief to individuals, but also extends renewable energy tax credits.These have been included in a $1.4 trillion federal spending package alongside a $900 billion COVID-19 virus relief spending bill.

The solar investment tax credit (ITC), which was scheduled to be 22% in 2021 has been increased to 26% and will stay at 26% for two more years.

Benefitting homeowners and businesses, the Act extends the sunset or phase down periods of federal tax credits related to the development and operation of certain renewable energy electric generating facilities, and provides new tax credit extension rules.

The Act also provides eligibility extensions for tax benefits applying to other “green” technologies including battery storage and carbon capture systems.

This means that residential solar projects which complete construction in 2021 and 2022 will still be able to receive a tax credit at 26%. All markets will drop to a 22% federal tax credit in 2023, and the residential market will drop to 0% tax credit beginning in 2024.

The extension of the ITC has seen support from many outside the solar industry, including congressional leaders and a group of bipartisan mayors.Various bills have been introduced in the last few years attempting to extend the solar ITC, but until this bill nothing had been passed.

An extension of the ITC was among the policy priorities put forward by the Solar Energy Industries Association (SEIA) following last month’s presidential election. Abigail Ross Hopper, CEO of the trade body, said in a statement.“Over the next few years, we have an opportunity to build a stronger, more reliable and more equitable American energy economy, and the action Congress is taking today is a helpful down payment.”

Real Estate A Real Estate Market Update—And What It Means For Buyers and Sellers

W

ow! The market is continuing to surge. There is no bubble in the near future. We have unprecedented lows in inventory. Is there an end in sight? I don’t know. I have a hard time imagining the home prices going up more, but every week, there has been an increase in price per foot. I don’t have a crystal ball. I do have The Cromford Report, which is the most detailed collection of statistics of Arizona home sales that I have ever seen.

You may remember the housing boom of 2005. Arizona had its peek appreciation month in August 2005, hitting 45.4% appreciation. As of April 3, we are on trend to almost hit that number by the end of the year. The Cromford Report states, “Average sale dollar per square foot has risen over 13% in the last four months, equivalent to an annual appreciation rate of almost 40%.”

If we continue the trend we are on we will be just shy of the 2005 all-time

high. It’s hard to put this in perspective.

Mike Orr of the Cromford Report states, “You will probably notice that we are forecasting that sales prices will be significantly higher than list prices over the next month.” Giving us a little bit of insight into how the appreciation can increase so much over a short period.

WHAT DOES THIS MEAN FOR BUYERS? If you plan on buying a home right now, you have your work cut out for you. It no longer matters if the house appraises (it likely won’t) or the asking price.

There are far too many buyers to sellers now, causing multiple offers on the home, driving up the sales price—forcing buyers to get creative with their offers.

Waiving appraisals, inspections, paying the sellers closing costs, and offering to let the sellers stay in the home after selling, among other things. As a buyer, I would not recommend ever waiving an inspection. If you have the cash to pay the difference on an appraisal and you are very serious about buying the home no matter what the appraiser’s opinion of value is, then, by all means, waive the appraisal.

You can shorten the inspection period and even offer on the house as-is, but I would advise you not to waive your inspection period. It is like shooting yourself in the foot if you waived everything only to find out the home needed about $75,000 in repairs you didn’t plan on, and you have now spent your money on the appraisal gap. Not a fun way to start the homeownership process.

WILL WE SEE THE BUBBLE BURST? I don’t have a crystal ball, so I can only speculate. I do know that if you want to sell in the next few months, likely through the end of the year, you will only make more money on your home as each month progresses. The rate that home prices are increasing at seems unreal to people in the industry, which continues to cause many to speculate on a bubble. But if you look at the amount of equity in homes, the average credit score it took to get a home is much higher than in 2005, no puffed-up loans, and banks don’t want to buy back the houses they loaned on (see more info at mayteam.com/blog/ forbearance). Also, interest rates are

still at incredibly low numbers, making home buying an affordable process.

These combined make for a strong housing market with no signs of slowing down in the near future.
