The City of Peoria Announces Winners for Utility Box Art Contest Local residents express themselves while enhancing city streets THE WINNERS FOR THE UTILITY BOX ART WRAP COMPETITION IN OCTOBER 2020 HAVE BEEN SELECTED. Their artwork has been printed on vinyl wraps and installed on utility boxes at street corners in 10 different locations throughout the city. “Taking something as functional as a utility box and turning it into an expression of the unique character of our community immediately adds vibrant energy to the street,” says Mayor Cathy Carlat. “Peoria is home to incredibly talented artists and their contributions to this project cannot be understated.”

After the success of the pilot program that started with four locations and artists, the city of Peoria expanded it to 10 more locations this year for a total of 14. Residents of all ages were asked to submit original artwork drawn or painted with crayons, colored pencils, paint and markers. A panel of professionals and the Peoria Arts Commission judged the entries based on whether the design represented Peoria’s unique qualities, was eye catching, and could effectively be transferred to a three-dimensional box wrap.

Arizona Balloon Classic Celebrates Its 10th Anniversary April 30-May 2 THE ARIZONA BALLOON CLASSIC BY ARIZONA EVENTS GROUP WILL BE HOSTING ITS 10TH ANNUAL FESTIVAL FRIDAY, APRIL 30 THROUGH SUNDAY, MAY 2. Gates are open Friday and Saturday from 6 a.m. to 9 p.m. and on Sunday from 6 a.m. to noon. Admission is free on Sunday for all ages. This socially distanced and outdoor event will feature shows and activities throughout the day and evening for the whole family. The Arizona Balloon Classic will be held at the Goodyear Ballpark, 1933 S Ballpark Way in Goodyear. “This is our 10th anniversary for the Arizona Balloon Classic, and we couldn’t have done it without our amazing community partners,” says Tim Matykiewicz, President and CEO of Arizona Events Group. “We are thankful for our attendees for helping to contribute to our fundraising efforts for Valley of the Sun United Way. One of our favorite parts of the classic is our nighttime balloon events, and we are thankful to be able to make the sky glow for the 10th year with our AlaskaUSA Federal Credit Union partnership. We have put a lot of thought into this year’s event to make it not only fun for the family, but also socially distanced.”

THE SCHEDULE OF ACTIVITIES INCLUDES: The Arizona Balloon Classic On Saturday, May 1, 2021 and Sunday May 2, from 6:35 to 7:45 a.m., the sky will be filled with brilliant blues, purples, oranges, and reds as the hot-air balloons participate in thrilling “Hare & Hound” races from the grassy fields of the Goodyear Ballpark for a spectacular sight of mass and color. Spectators can walk on the field right next to the balloons and experience the inflation and lift off. Photo taking is invited. AlaskaUSA Federal Credit Union Desert Glow On Friday, April 30 and Saturday, May 1 from 6:30 to 9 p.m., come experience a field full of tethered, illuminated, hot air balloons glowing in time to music. Saturday night will feature a Pilots Parade with a constant burn of purple, green, red and yellow flames from the balloons. A firework show and the AlaskaUSA Federal Credit Union Desert Glow will follow after the parade. Additional Activities Throughout the weekend there will also be several different festival-style type activities. A Family Fun Zone will have free and paid activities including hot air balloon rides

and tethered rides, inflatable games, stunt bike shows, fireworks (Saturday only), live entertainment, sampling, and more. Each day there will be a Street Foodfest with a beer and wine garden and local food trucks, live music stage, and more. A new, daytime exhibit has been added, the Desert Wind Kite Festival by My Wind Stuff. Show kites larger than semi-trucks, windsocks larger than motorhomes, and a 50-foot Mega Fish Kite will be flying high in the sky on both Saturday, May 1 and Sunday, May 2. There will also be candy canons, paper rocket making and launching, and parachute racing for all ages. Kites for all ages and abilities will be on hand for sale including single line, dual line sport kites, and quad line stunt kites. Admission One day general admission tickets purchased online for Friday, April 30 and Saturday, May 1 are $20 for adults and $10 for seniors (ages 55+). Children 12 and under, active duty military, and veterans are free. Admission is free for all ages on Sunday, May 2. Tickets purchased at the gate are $25 for adults and $15 for seniors on Friday and Saturday. Group ticket packages are available. General parking is $5. Tickets are available at abcfest.com.

TSMC Begins Hiring for North Valley Plant By Jenna-Lee Neff TAIWAN SEMICONDUCTOR MANUFACTURING COMPANY (TSMC) HAS BEGUN THE HIRING PROCESS, LOOKING TO FILL A NUMBER OF POSITIONS INCLUDING PROCESS INTEGRATION ENGINEERS, EQUIPMENT TECHNICIANS, MANUFACTURING SUPERVISORS, AND FACILITY PROCESS GAS AND CHEMICAL ENGINEERS. The hiring comes as the next step in the multi-billion-dollar project that will eventually see TSMC producing 5-nanometer chips in Arizona. According to TSMC’s website, the size is the most advanced circuitry in today’s products and a fraction of the size of a human hair, which measures between 80,000-100,000 nanometers. The City of Phoenix approved a $12 billion deal with TSMC late last year. After the approval, the company bought 1,128 acres of land in north Phoenix that will be home to a new semiconductor fabrication plant and signed a lease for a 46,735-square-foot office located at the Canyon Corporate Plaza office campus. “The semiconductor industry set up shop in Arizona back in 1949, long before Silicon Valley became a thing,” the TSMC website states. “This means the ecosystem for a fab is already in place when it comes to work force, supply chain and public policies.”

According to Phoenix Mayor Kate Gallego, the project is expected to create approximately 1,900 high-tech jobs and foster thousands more related jobs in the semiconductor supply chain ecosystem. TSMC plans to attract a workforce from in and out of state, explaining on the website that, “Because the Arizona fab will ultimately employ well over 1,000 engineers, we need to go beyond tapping the existing Arizona workforce.” TSMC’s careers website cites a low cost of living, outdoor activities, professional sports and an average of 299 sunny days a year as assets that will help the company attract college graduates and engineers early in their careers to putting down roots in the Valley.

JOIN THE PLANT A TREE CHALLENGE FOR THE ARBOR DAY CELEBRATION The city is calling on its residents to help our community forest and shade coverage by encouraging desert tree planting until Arbor Day on April 30. If you plant a tree during our the challenge, upload your before and after tree planting picture to the city’s DropBox account found at peoriaaz.gov. The Plant a Tree Challenge ends on National Arbor Day, April 30. The city will announce how many trees were planted and contact winners of the prizes by May 5. City News A Small Business Makes a Big Impact in Keeping the Community Clean By Jenna-Lee Neff A TRIP DOWN ANY HIGHWAY IN ARIZONA MAKES ONE THING OBVIOUS: LITTER IN THE STATE IS BECOMING A MAJOR ELEMENT OF THE SCENERY. In fact, the Arizona Department of Transportation says that it cost taxpayers more than $4 million each year just to clean up discarded trash along the highways. But one local business takes trash removal seriously, and they have put out a call-to-action to the community to step up and keep Arizona beautiful. North Valley Custom Hauling is a family-owned junk removal service located in Desert Hills. When Dustin Holm and his team noticed the increasing litter, they did what no one else was doing—they picked it up. “We started picking up mattresses and debris we saw on the side of the road during our workday as a way to pay back the community,” Holm says. He adds that what started as giving back to the community grew into a volunteer-led effort now known as Don’t Dump in Our Desert. “We had the equipment to haul away stuff, but not the manpower to do large cleanups,” he shares. “We created events and took to social media.” Now, the initiative has grown into a group of local business owners and residents who set aside one Saturday a month to take on cleanup projects. According to Holm, the cleanups

average between 30 and 50 volunteers, depending on the size. Since the North Valley Custom Hauling team took to social to spread the word, Holm says they have done five larger cleanups and dozens of smaller ones. In the past year, he estimates that they have been able to remove 25,00035,000 pounds of trash from the desert. They show no signs of slowing down. According to a Facebook post by the group, a recent cleanup broke the record for the amount of trash they removed in a single cleanup, picking up and hauling away 6,380 pounds. Those interested in getting involved with Don’t Dump in Our Desert can join the group on Facebook at “Don’t Dump in Our Desert – North Valley” or through groups in the Nextdoor app in the Vistancia neighborhood. According to Holm, they plan to continue doing at least one clean up per month as long as the weather permits. “Anybody that has a few hours on a Saturday morning can get involved,” he says. City News Peoria City Council Approves Contract Amendment to Expand Reclaimed Water Pipeline By Jenna-Lee Neff Graphic Courtesy of the City of Peoria AS PART OF A PLAN TO EXPAND RECLAIMED WATER PIPELINES AND USE IN THE CITY, THE PEORIA CITY COUNCIL RECENTLY APPROVED A CONTRACT AMENDMENT IN THE AMOUNT OF $1.1 MILLION WITH MULTINATIONAL FIRM GHD. The expansion will include building more than seven miles of pipeline from the Beardsley Water Reclamation Facility, with construction being completed in four stages to minimize actual construction time while bringing reclaimed water services to the northern part of the city as swiftly as possible, according to officials. Final designs are expected to be approved this fall and construction should begin shortly after; completion of the project is expected in 2023. Potential users of the pipeline include Paloma Park, Westwing Park, Alta Vista Park, local elementary schools, and Ventana Lakes. Peoria’s first direct reuse water system was in the Vistancia development. The city treats reclaimed water to A+ standards, the safest and highest quality standard for reclaimed water, according to the city’s website. While

the reclaimed water is considered high quality, it is not designed to meet all of the same standards required for drinking water. As with drinking water, the quality of reclaimed water is regulated by the Arizona Department of Environmental Quality and the Maricopa Country Environmental Services Department. According to the FY 2020-2029 Capital Improvement Program, installation of new reclaimed waterlines allows reclaimed water to be used for landscape irrigation in parks, schools, and the city right-of-way. By providing reclaimed water for these customers, the program states that the city helps preserve valuable drinking water resources. Peoria currently works with new and existing large water customers, including golf courses, parks, schools, cemeteries, industrial and multi-family complexes to provide water service by the city’s reclaimed water distribution system. THE UPPER WESTSIDE CONTINUES TO GROW AND EVOLVE, AND WITH THAT, CONSTRUCTION CONTINUES TO OUR ROADWAYS. HERE ARE TWO IMPORTANT UPDATES. JOMAX PARKWAY PROJECT Construction has begun on the Jomax Parkway Project and is expected to be complete in January 2022. Project improvements include construction of a new four-lane segment of Jomax Road with a landscaped median, from the Loop 303/Jomax traffic interchange currently under construction by ADOT to a new signalized intersection at Vistancia Boulevard. Construction also includes new curb and gutter, landscaped medians, sidewalk, and drainage improvements. Work on Vistancia Boulevard includes installing a traffic signal and widening at the future Jomax Parkway intersection to provide for a left turn movement, a

dedicated right turn lane northbound at the intersection, and dual left turns for southbound Vistancia accessing Jomax Parkway. During construction two lanes will be maintained in each direction on Vistancia Boulevard during daytime hours and lanes may be reduced to one lane in each direction at night. Anyone can drop off car seats that need to be recycled at one of the participating Network of Neighborhood Auto Repair Professionals shops until April 16. Older car seats or those that have been involved in an accident may not have visible damage, but

they should not be used. This annual event helps those with older, expired, or damaged car seats get rid of them in an environmentally friendly way, by keeping them out of vehicles and landfills. On April 17, Peoria Police, NARPRO shop owners and volunteers will be dismantling the old car seats. They will recycle the plastic, metal and fabric components separately. For example, elements of the fabric, padding, and straps can be used in animal shelters. Quilted fabric becomes bedding or chew toys for the animals. Long straps make free leashes. Clean Polystyrene foam (rigid foam) from seats can be recycled into an Earth Friendly Block. This yearly recycling project will take place at S & S Tire Shop and Auto Repair in Peoria.

City News Free Virtual Job Fair Offers Hundreds of Jobs Across Arizona UNMET JOBS, IN PARTNERSHIP WITH THE ARIZONA COMMERCE AUTHORITY (ACA), IS HOSTING A VIRTUAL HIRING EVENT FOR BOTH EMPLOYERS AND JOB SEEKERS ACROSS THE STATE. The event, which is free for both the companies and job seekers, goes until April 15. estern Maricopa Education Center (West-MEC) - a public career technical education district - is excited to announce its new Nursing Services Program for the fall of the 2021-22 school year. Education Desert Financial Fiesta Bowl Charities Helps Make Music Possible for Upper Westside School By Noah Flack

E

mily Hendricks, an early elementary music teacher at Archway Classical Academy, recently had her wish granted as part of the Desert Financial Fiesta Bowl Charities Wishes for Teachers program. Every year Fiesta Bowl Charities awards grants to teachers across Arizona to help with classroom supplies, new lesson plans and technology. This year, it was more critical than ever. “I may be biased, but my students are the best around. They love to learn through making, listening to, and reading about music, and they are filled with joy and excitement while doing so,” Hendricks says. Hendricks used her $2,500 grant to retool her students’ music learning experience. Due to the COVID-19 pandemic, her students haven’t been able to sing in class. Instead, she has turned to instruments that don’t require facial contact. The grant went to purchase a classroom set of Boomwhackers, ukuleles and a digital keyboard.

The students have already been using the new Boomwhackers, which are lightweight hollow percussion instruments, and she is looking forward to creating a ukulele club with smaller groups. “When I pull out the Boomwhackers, the students are all excited and say ‘Oh my gosh!’ and they point at them and ask if we get to play with them,” Hendricks says. Making an even greater impact, the instruments are used by other teachers and students throughout the school, making it a gift for all. “I am blessed to get to teach students who look out for each other, making sure each student has an equal opportunity to learn,” Hendricks says. “With the granting of this wish, students will experience music in a different way, which will help enhance their development in reading, writing and arithmetic.” The music class grant is just one of many grants donated to schools in the Desert Financial Fiesta Bowl

Charities Wishes for Teachers program. In the past five years, the Fiesta Bowl has donated $3.7 million to nearly 850 teachers across Arizona. Wishes are varied and span across many different subjects and age groups including literacy, sensory and technology upgrades.

he summer months are coming soon and local parents are looking for ways to keep their kids busy or provide weekly childcare while they are out of school. One solution many parents take advantage of is summer camp. Here are some tips for finding the right summer camp, either in person or virtual, for your kids this year.

WHY SUMMER CAMP IS IMPORTANT In person camp is a place where kids can safely roam and play in a way they often aren’t allowed to in their own neighborhoods. In a virtual environment, summer camp can provide kids with entertainment, learning, and stimulation outside of their normal routine. Whether they are at day camp all summer, specialty camp for a week or two, online camp, or overnight camp, kids can let loose and have fun with other kids outside of a school or home environment. Not only are summer camps a great way for your kids to have fun and stay active during the months they are out of school, they also teach kids important life lessons like how to make new friends and gain independence. HOW TO PICK THE RIGHT CAMP FOR YOUR KID There are a lot of options for parents and kids to choose from when deciding which type of camp to pick. hildhelp will virtually host its 14th Annual Childhelp Wings Fashion Show on Thursday, April 15 at 6 p.m. Proceeds from the event will support the lifesaving services provided to abused and neglected children in Arizona through the Childhelp Children’s Advocacy Center of Arizona dedicated to Linda Pope (CCCAZ).

enevilla is a 40-year-old senior and family services nonprofit agency that offers free essential home services for older adults who may need extra help in maintaining their independence at home. The local nonprofit is now recruiting for volunteers as the summer months approach. Benevilla is especially in need of transportation and grocery shopping volunteers.

eventy two percent of moms surveyed for the newly released book “Secrets of Supermom: How Extraordinary Moms Succeed at Work and Home & How You Can Too!” reported time and balance as their biggest struggles. arenting a baby or toddler can be challenging and many parents don’t know where to turn for a little help. Parent Partners Plus is collaborative network of early childhood home visiting programs in Maricopa County who partner with families to support their child’s growth and development. Funded by First Things First, programs are designed to be offered one-on-one in the family’s home, but have also been offered virtually during the pandemic. The home visiting programs in the Parent Partners Plus network support parents with all of the challenges they will encounter as they raise their new baby. For many parents, sleep—both for themselves and for their baby—is the biggest struggle those first few months. It can be a big adjustment for parents who go from getting a full night’s sleep to waking up with a baby every few hours. The programs in the Parent Partners Plus network offer encouragement and tips for helping everyone get a good night’s sleep. Parent Partners Plus programs are not just for families with new babies, but also cover topics for expecting parents and parents with toddlers. Some

other areas they support families are breastfeeding information and guidance, potty training, bedtime routines, and much more. With all of these topics, the advice provided to the family is individualized to their situation since all kids and families are different and what works for one family might not work for another. Literacy is another important feature of early childhood home visiting programs. It is never too early to start reading with young children and parents can even start during pregnancy. All home visiting programs want to help families develop solid routines around reading to their children—many even provide books to families to help them get started. The biggest area that home visitation programs help families is with child development and making sure children meet their developmental milestones. Many families have concerns about their child’s development, but don’t know what is considered normal and where to go for help. Home visitation programs can help by providing developmental screenings to give parents an idea of how their child is developing so they can speak further with their pediatrician and get appropriate referrals if needed.

America Gets a Green New Deal

COVID relief law provides additional tax credits to homeowners to pay for solar By Michael O’Donnell

J

oe Biden is now the president of the United States and the Democrats now have a majority in both houses of Congress. Giving Americans a Green New Deal was front and center in the platform that the president and Democratic congressional candidates ran on to get elected, and they and the president’s administration are wasting no time in delivering on that promise. In terms of ambition, the president’s call to address climate change is nothing short of JFK’s “moonshot,” his declaration that America would put a man on the moon by the end of the 1960s.The call to end the use of fossil fuels in the next 15 to 25 years is on par with that goal and perhaps more urgent to humanity. Immediately following the inauguration, the president recommitted the United States to the Paris Climate Accord, a treaty meant to limit global warming by holding countries mutually responsible for drastically reducing their share of greenhouse-gas emissions. America’s participation in this global effort very likely will add significant costs to oil, gas, and coal. In addition, the Keystone XL Pipeline, a conduit meant to transport oil from Canada, was canceled.These measures will probably increase the price Americans pay for gasoline at the pump and for electricity in their homes. The government’s plan to transition American homeowners from heating and cooling their homes with fossil fuels to doing so with renewable energy incorporates both carrots and sticks. The new COVID-19 relief bill passed by Congress in early January has significantly increased the federal tax credit that offsets the cost of home solar systems. Without that act of Congress, the federal subsidy for an average size home in the Phoenix area would have been thousands of dollars less this year and zero next year. The provisions of the law will increase the tax credit homeowners get for solar by thousands of dollars. Most homes in APS’ territory that convert from fossil fuels to solar may receive between $7,000 and $18,000, depending on the size of the home and energy usage. The systems can be designed to reduce APS customers’ annual bill to $0 or even a negative total. The larger the system, the larger the federal government’s subsidy. Hence, the larger the system, the lower the APS bill (or the higher the payment to the homeowner).

The stick is, obviously, the ever increasing cost of fossil-fuel-generated electricity, which will make solar power for homes more and more compelling. It is basically the same strategy the government used to reduce the number of American tobacco smokers.While the warning label got people’s attention, it was the increase in the price of a pack of cigarettes, from 80 cents to $8 a pack, that really drove people to quit. A no-money-down, financed home solar system typically incurs a monthly payment that’s $50 to $100 per month less than the amount they’re currently paying the utility company for the same electricity. Interest Rates On The Rise: What Does This Mean For You? By Frank May, Realtor

T

here has been discussion for months that interest rates won’t stay at the all-time lows we have seen the past six months. We have watched the interest rates creep up to just over 3.02% in the last few weeks, the first time since this past July. According to FreddieMac, this wasn’t a surprise and won’t affect the real estate market as you would think: “The rise in mortgage rates over the next couple of months is likely to be more muted in comparison to the last few weeks, and we expect a strong spring sales season.” Any rise in interest rates isn’t what a buyer is looking for when obtaining a loan as home prices continue to rise. But let’s put the interest rates in comparison to years past. Here is how interest rates have changed over the years: • 2020: 3.11% • 2019: 3.94% • 2018: 4.54% • 2017: 3.99% • 2016: 3.65%

CAN YOU STILL AFFORD A MORTGAGE? You bet you can! Let’s take a look at mortgage rates over the past 50 years. • 1970s: 8.86% • 1980s: 12.7% • 1990s: 8.12% • 2000s: 6.29% • 2010s: 4.09% • 2020s: 3.11% As you can see from the 50+ years of interest rates, we are still at recordbreaking lows. Even during the boom in the early 2000’s we didn’t see the push for lower interest rates like we have now. Although it’s a little more challenging to obtain a loan than it was then, the payments are significantly lower. WHAT DOES THIS MEAN FOR YOU AS A SELLER? An interest rate spike by even a whole point won’t be enough to flip the market to a buyers’ market. There is a big enough gap in the inventory available that it will be a bit before this even levels out. As I am writing this on March 17, the inventory of single-family homes in all of 85383 is a mere 54 homes available

to purchase. It isn’t counting any under contract or accepting backups. (I went back into the MLS to refresh my screen while writing this, and it dropped to 53!) 85383 is one of the fastest-growing zip codes to date in Arizona, with people moving into the area at a rate that surpasses the supply, and by a lot! It is correct for the Valley as a whole, but if you look at the included chart from The Cromford Report, it shows we are averaging nine days of inventory from 85383. What this means is that if we were not going to get any more listings as active, we would run out of the supply of homes for sale in nine days. Looking back to two years ago today, we were at 100 days of inventory. A little over three months supply in 2019 has shifted to less than a third of a month’s supply—a notch over a week. There has never been a better time to sell your home than now. If you have been thinking about selling, but something is holding you back, I’d love
