“Two steps forward, one step back,” such is the nature of progress in a democracy, where competing interests and opinions inevitably come in conflict. This expression can help stave off pessimism by keeping one’s focus on the long term.

For the people rooting for America’s clean-energy revolution (including us, of course), that makes it an especially useful metaphor to keep in mind after a big defeat for solar power. Such a defeat occurred earlier this month in California, where the state’s utility regulator voted to sharply reduce how much utilities must pay customers for the surplus energy produced by their solar panels.

Make no mistake, though; the decision in California is a big step backward for solar energy in America.

In fact, the reduction, part of a policy package called Net Energy Metering 3.0, is the largest such cut in American history. Effective April 15, it slashes what owners of new rooftop solar systems get for their surplus power by 73%, from an average of 30 cents per kilowatt-hour to 8 cents. Many public commenters opposed the move, according to local reporting.

It’s not hard to see why. A state’s buyback rate is essential to the financial viability of distributed solar power and determining whether the purchase of a system represents a logical investment for a household. A similar rate cut in Nevada in 2016 caused the pace of new installations to plunge by 90% in the following years. The Solar Energy Industries Association told the commission the proposed cut would put solar energy out of financial reach for millions of California homeowners.

From tax cuts to vehicle-emissions standards, California’s policy changes have historically spawned waves of similar experiments in other states, which makes this policy regression even more ominous than the state’s gargantuan size alone would make it. For better or for worse, California’s experiments are hugely influential, so it will be crucial for solar-power advocates to speak up against the influence of this decision before it spreads to other states. Luckily, the facts about solar power are on our side.

California’s electric utilities won this concession from their regulator by arguing that the state’s one-toone buyback rate (paying system owners the same amount for their surplus energy as the utility charges) fails to account for the grid’s fixed costs, thereby shifting costs to ratepayers who don’t own solar systems.

That’s the same argument, by the way, that won similar cuts in other states, including this one. In Arizona, the price APS pays its customers for the power they export to the grid will drop by 10% on Sept.

1 from its current price of 8.5 cents, and it’s scheduled to drop by an additional 10% in each of the next several years on Sept. 1. Homeowners who go solar this year will be grandfathered in to the 8.5-centper-kWh rate for 10 years. While not as steep a drop as the one scheduled to take place in California, it’s important for homeowners in Arizona to go solar as soon as possible to lock in the highest buyback rate.

But this idea does not stand up to scrutiny. As a review by the Brookings Institution explains, rigorous studies on this issue—whether commissioned by regulatory bodies or conducted independently by academics—point in the opposite direction, showing that distributed solar generation produces net benefits for ratepayers and society when all costs and benefits are factored in. “[N]et-metered systems do not impose a significant net cost to ratepayers who are not net-metering participants,” declared a study by Vermont’s utility regulator. The agency further described the state’s net-metering policy as a successful part of Vermont’s strategy for converting its energy base to renewable sources.

In 2014, only two years before Nevada’s utility regulator ended net metering, it concluded that the one-for-one compensation policy conferred $36 million worth of financial benefits to all customers of NV Energy, not just solar-system owners. It further concluded that rooftop systems would save money for the grid by reducing the need for expensive upgrades, estimating total lifetime savings at $166 million over the lifetime of systems installed through 2016.

The same year, Minnesota’s regulator determined, based on a comprehensive assessment of all societal benefits of the technology, that the overall value of solar power exceeded its retail price. Those benefits include the avoided costs to society of fossil-fuel use, as well as the eliminated need for new power stations and the displacement of more expensive power sources.

Other state-sponsored studies have yielded similar results, according to the Brookings review. And an analysis by the Lawrence Berkeley National Laboratory determined that, while net metering would have only a “relatively modest” effect on ratepayers, it could reduce earnings for the shareholders who own the for-profit utilities.

That last detail is interesting considering these companies’ well-known penchant for guarding their profits through political means. The Energy and Policy Institute reported earlier this year that, between 2008 and 2021, more than 70 investor-owned utilities contributed more than $61.6 million to a set of political-influence groups—known as Section 527 organizations—at the state level. Investigative reports, meanwhile, have described in detail the influence-peddling role played by these groups, detailing how they arrange private policy discussions over matters of public interest, including the states’ clean-energy plans. Given the pervasiveness of this practice, it makes sense for all ratepayers (whether they believe in clean energy or not) to ask themselves: are my state’s energy policies being decided in my interest?

MARICOPA COUNTY OFFERS VOUCHERS FOR PROPANE FIRE PIT PROGRAM In Maricopa County, a combination of wood-burning and stagnant weather conditions can create poor air quality during the winter. Using a propane fire pit rather than wood-burning pits and fireplaces can reduce air pollution caused by smoke. In an effort to reduce smoke produced by outdoor wood burning fire pits, the Maricopa County Air Quality Department has created a Propane Fire Pit Program in partnership with the Arizona Propane Gas Association, the Propane Education & Research Council, and Home Depot. The county is offering a $75 voucher toward the purchase of a propane fire pit.

The first phase of the Centennial Plaza Decades Walk was unveiled in 2012 in coordination with the state of Arizona’s Centennial Celebration, featuring historic events from 1912 through 2012. The expansion builds upon the first phase with a new, vertical monument that honors events that occurred from 2013 through

2021. This expanded display includes notable events such as the opening of Pioneer Community Park, the dedication of the Senator John McCain Vietnam Veterans Memorial Plaza, and the historic passage of the “Brandon Act,” named in honor of Peoria resident, Brandon Caserta. New landscaping, signage, and directional wayfinding has been added, along with an additional monument that allows for future expansion.

International Music and Dance Series Comes to Peoria Free cultural performances highlight a diverse mix of cultures.

City News Inspiring Teens Provide Support to Peers Dealing with Dating Violence, Abuse

TEEN DATING VIOLENCE STATISTICS ARE STAGGERING. According to a 2018 Centers for Disease Control study one in 11 females, one in 15 males, and one in four LGBTQ+ high school students have experienced physical dating violence in the last year. And roughly one in nine females, one in 36 males, and one in three LGBTQ+ high school students have experienced sexual dating violence.

“The work we do at BLOOM365 is something I am very passionate about, and I strongly believe in ending the cycle of abuse in my generation,” she says.

“Through the peer advocacy program, I’ve learned how to create an impact within my school and community.

Peer advocates participate in an immersive and highly engaging training that educates young people ages 13 to 24 years old about the risk factors, red flags, and root causes of domestic, sexual, teen-dating violence, and bullying and how to prevent them. Through the program teens and young adults gain skills they can use to support peers who have experienced unhealthy, controlling, toxic, or abusive friendships or relationships.

They also learn steps they can take to create a safe space for survivors to seek help and perpetrators to unlearn abusive behaviors.

For Valley nonprofit group BLOOM365, stopping abuse at the root of the problem and preventing dating and domestic violence before it begins, with a special focus on 11 to 24-year-olds, is the ultimate mission.

One of the most unique things about BLOOM365 is its Peer Advocate program. It includes roughly 40 local high school and college students who are trained to recognize the signs of abuse, respond appropriately, and reframe conversations and actions to cultivate a culture of safety, empathy, respect, and consent.

BLOOM365 educates young people on healthy versus unhealthy relationships and helps build skills to avoid controlling, abusive, and violent behaviors both now and later in life. The organization also provides trauma-informed emotional support, counseling, and safety services to enhance healing and well-being for young people who have been victimized.

“My work as a peer advocate is dear to my heart because it means that I can make a difference in the lives and experiences of every person around me,” says Clara McAdams, a junior at Barry Goldwater High School. “When a peer comes to me and discloses interpersonal violence or toxicity in their relationship, the first step I take is to listen. I give them an outlet to express their emotions, fears, and concerns. I

“For me, my goal is to always be empathetic and try to understand other people’s perspectives and experiences,” says Nidhi Konanur, a sophomore at Mountain Ridge High School.

After completing the Peer Advocate Academy, participants can apply for a paid Lead Peer Advocate internship position to uproot abuse on their school campuses.

Peoria Implements Vacation/Short Term Rental Ordinance Ordinance requires short term rental property owners to apply for a free permit and comply with health, safety, and notification requirements.

PEORIA CITY COUNCIL RECENTLY ADOPTED A VACATION/SHORT TERM RENTAL (STR) ORDINANCE THAT REQUIRES RENTAL PROPERTY OWNERS TO APPLY FOR AND OBTAIN A FREE PERMIT WITH THE CITY OF PEORIA AND COMPLY WITH NEIGHBOR NOTIFICATION AND HEALTH AND SAFETY REQUIREMENTS. “Putting important safeguards in place provides a path for short term rentals to thrive while preserving the quiet enjoyment of our homes and security of our neighborhoods,” says Mayor Cathy Carlat.

The permit may be requested online by visiting peoriaaz. gov/rentals and there is no cost to apply. City of Peoria Ordinance #2022-20 aligns with Arizona Senate Bill 1168 and outlines the following provisions, which property owners must comply with to receive and maintain an active STR rental permit.

NEIGHBORHOOD NOTIFICATION: Property owners will be required to notify surrounding neighbors of the shortterm rental offering. Part of this notification includes

emergency contact information for residents to utilize if necessary.

BACKGROUND CHECKS AND INSURANCE: If not already provided by an online marketplace (i.e., Vrbo or Airbnb), STR property owners will be required to conduct sex offender background checks on booking guests and carry liability insurance of at least $500,000.

CITY PERMIT POSTING: STR property owners will be required to display city registration number on all advertisements.

CIVIL PENALTIES: Fines may be assessed for violating any state law or local ordinance.

PERMIT SUSPENSION: A STR permit can be suspended for up to 12 months if there are three verified violations within a rolling 12-month period, or a single serious infraction.

learn more about Peoria’s new ordinance, the locations of registered STRs in Peoria, whom to contact in case there is a concern or question about a STR, and to review frequently asked questions by visiting peoriaaz.gov/ rentals. Grieving Children and Families Find Healing at New Center

At New Song Center for Grieving Children, they discovered support groups and meaningful activities to help them find healing. Melissa, her husband and their two younger kids were among 150 people at New Song’s recent bereavement event at Steele Indian School Park in Phoenix. “I like being here because these are the only other people who know how we feel,” she says.

“And the support groups validate our emotions and feelings.”

New Song is Arizona’s first and largest child and family grief support program. All the services are provided at no cost. Since combining bereavement programs with Hospice of the Valley in 2009, New Song has served thousands of families, providing: • Support groups for grieving children, teens, young adults, and adult caregivers.

• Support groups for grandparents, parents, and siblings who are grieving the death of a child.

• A family support group for Spanish-speaking families.

• Pediatric support and counseling for families caring for a child who is medically fragile or has a life-limiting illness.

• Day camps for siblings of children living with complex medical needs.

• Fun trips to family-friendly places like Butterfly Wonderland or the movies.

“Our mission is to provide comprehensive grief education and support to help families heal after a traumatic loss,” says Lisa Schmitt Betcher, executive director of the nonprofit program. “We recognize that children express grief quite differently than adults, more likely through behavior than words.”

Within age-specific grief support groups, New Song creates a safe space for youngsters to enjoy art, play, journaling, and other forms of expression.

Adults attend their own support groups to learn how to help children process grief in a healthy way — and to learn how to help themselves cope with loss.

At the park gathering, the McMullins wore matching gray shirts with the name “William” printed in big, bold letters and three words below it: “brave, strong, superhero.” Lauren and Chris McMullin were referred to New Song after their 7-year-old died in April. The couple also have an 11-year-old, Owen, and a 4-year-old, Arthur.

Erica Schwartz, a New Song pediatric bereavement and family support counselor, sees the oldest boy one-on-one. “I feel incredibly lucky that I get to do that,” she says, standing near a table covered with “blugs” — a blanket and a hug.

“Owen looks forward to her visit every time,” Lauren says.

After bonding over special arts and crafts, all the families formed a large circle. One by one, they shared the names of their loved ones — Gloria, William, Isaiah, Landon … and many more. Then five white doves were released one at a time — symbolizing grief, courage, memories, love, and hope.

As all remaining doves were set free, New Song Clinical Director Jill Lovill reminded the families that everyone’s journey is unique. “As individuals, we grieve; as a community, we heal. May we each find our paths towards healing in the days ahead.” myhyperlocalnews.com

Student Wins National Student Production Award

he National Academy of Television Arts & Sciences recently announced the winners of the 7th Annual National Student Production Awards, which recognizes top talent from students across the country.

In the Talent – Performer category, Sunrise Mountain High School 2021 graduate Ryan Kraska earned the national award for his work on “Ryan’s Ryan: College Special.” Now a sophomore at Arizona State University, Kraska learned his media skills under the direction of Sunrise Mountain media teacher, Amy Nygard. Kraska was one of many Sunrise Mountain students who advanced to the regional competition in the Rocky Mountain Southwest Chapter.

The National Student Production Awards recognize outstanding achievement in video production. The National Academy of Television Arts & Sciences promotes excellence by showcasing work created by high school students in news, craft, and programming categories.

Students from over 120 schools were represented in the competition and represent the best of the best across the country.

Students involved in the Film and TV programs or student interns in the Peoria Student Broadcasting Network (PSBN) learn how to be industry professionals in the Film and TV and Broadcasting industry. While in this program, students get the opportunity to work with cutting-edge technology such as stateof-the-art equipment and the latest Adobe Suite Software. The program consists of three classes that include Intro to Film and TV where students learn the basics of producing content.

Advanced Film and TV is where students get to put those skills to use by producing daily live broadcasts and content for their school. The capstone for the program, PSBN, gives student interns the opportunity to produce a wide range of live events that include broadcasting sports, performing arts, commercials, magazine shows and student life entertainment. appy New Year to you all! If there’s one thing I’m learning about 2023, it’s that no one knows what is going to happen!

I am reading and listening to a lot of different people and there are optimistic people and not so optimistic people.

Depending on who you listen to, things could be good or bad! Most of these people are looking at national stats, so I’m trying to remain hyperlocal and stick to our stats here in the Upper West Side.

I’m writing this toward the tail end of December, so that it can be out in print by early January. Here’s the scoop as we head into 2023. Our inventory has dropped, which is normal for the holidays. This is good news, because if inventory increased during this time, it would be an extremely bad sign. The inventory will start to go back up in January, but the drop right now has been bigger than I thought it would be, as we went down from about 20,000 active homes a month ago to 17,700 today. It hasn’t been that low since July and back then it kept going up to 21,000 before this drop.

Here in 85383, we peaked at about 345 homes at the beginning of November and are now down to 280 homes. The sellers will start putting homes on the market this month and the unknown is how many buyers will be buying. I’ll continue watching these numbers as this gives us a great idea of which way prices will go––up or down, that’s the question.

Some great news for our local economy is the Taiwan Semiconductor Manufacturing Company (TSMC) opening and bringing jobs. According to myhyperlocalnews.com

media reports, the TSMC will employ nearly 4,500 people and multiple suppliers for the TSMC are planning on relocating to the Phoenix area. They estimate that over the next five years it will create up to 80,000 jobs for the area.

This will be very positive for our housing market and prices as more people will need housing. The access to the TSMC plant from the Upper West Side makes our area very desirable for people employed there. All of this cascades into more money being spent here to support schools (through taxes) and local businesses. Keeping businesses open and adding more businesses continues to make people want to live here!

It’s great to have so many choices when

you want to go out to eat or go shopping.

It’s a good cycle, so keep being thankful in 2023 for such a great area. I hope 2023 is even better for you than you are hoping! And, as always, if you have other real estate questions, let me know.

Guillermo del Toro has a habit of bringing the darkness out of fairy tales but still has the beauty in the stories.

In stop motion, he finds that balance in the story of “Pinocchio,” the boy that’s trying to be real and seeing his struggles, while the crimes of World War II are represented in a mature way that’s still appropriate for children. Death and found family are also themes. David Bradley, Ewan McGregor, and Gregory Mann breathe life into the characters, and the animation is some of the most impressive of any in recent years. Of course, younger viewers should have some caution, but there’s enough for anyone to fall in love with this incarnation.

“White Noise” A college professor’s normal life with his family is upended after an event wreaks havoc in their town.

“Emancipation” Based on the true story of a man’s journey to freedom during the Civil War.

“Sr.” is probably the most expensive and high-profile home movie ever made.

But there’s a tender nature to it, a sincere homage of a father from a son. It’s a good way to expose the public to Sr.’s work, while also showing how that served the relationship between the two. It’s not too in-depth, and you can’t help but feel that there’s more to show. But it’s still heartfelt enough to make it worthwhile viewing.

about consumerism, death, authority, and more. Yet, none of it is like Noah Baumbach is analyzing it but rather berating you after reading a textbook.

None of the characters speak or act like real humans, which results in a waste of the extraordinary cast. The film’s attempts at scale also falter with the ghastly colors and Danny Elfman’s overbearing score, and that’s before we get into one of the most outlandish and ridiculous third acts of any film in recent memory. The production design is quite good, however; you can tell a lot of care went into that.

Making an action film out of a holocaust like slavery is a tough pitch and idea to crack, and “Emancipation” does not get to that. It’s a case of wanting your cake and eating it too, clearly understanding and grasping the nature of its subject but wanting to create tense and “epic” action set pieces akin to something like “The Revenant.” This film feels rather exploitative of its subject rather than a tribute due to how heavy it features pain and trauma. Its usage of a black and white color palette mixed with small colors is admirable, but doesn’t really fit the film and is rather fake looking given the time it’s set in. And, while you can tell the cast are all working their best to make the film work, it is in service of a misguided piece. myhyperlocalnews.com
