ARIZONA IN REVIEW: 2019, A YEAR TO REMEMBER

2019 WAS A BANNER YEAR FOR ARIZONA. From breaking through 300,000 new jobs added since 2015, to earning the state’s highest-ever credit rating; coming together to sign historic water legislation; recognizing 60 years of partnership with Sonora, Mexico; blazing the trail as the first state in the nation to provide universal recognition of out-of-state occupational licenses; passing historic tax reform that benefits middle class families; boosting Arizona’s Rainy Day Fund to $1 billion while investing in teachers, students, infrastructure, public safety and more.

KEY HIGHLIGHTS SECURING ARIZONA’S WATER FUTURE: Governor Ducey in January signed legislation ratifying Arizona’s Drought Contingency Plan (DCP), allowing Arizona to sign onto an inter-state water agreement that outlines ways the state will contribute to conserving more water from the Colorado River. Arizona joined six other states and Mexico in the signing. In April, President Trump signed legislation formalizing the DCP, Arizona’s most significant water reforms in four decades.

A FISCALLY CONSERVATIVE, BALANCED BUDGET: Arizona’s balanced budget added $542 million to Arizona’s Rainy Day Fund, bringing it to a record $1 billion and helping better protect Arizona’s investments during the next economic downturn.

PASSING REVENUE-NEUTRAL TAX REFORM: Arizona’s Fiscal Year (FY) 2020 budget built on the tax relief passed as part of President Trump’s Tax Cuts and Jobs Act to make Arizona’s code simpler, flatter and more fair. The revenue neutral tax reforms—the most significant of the past 30 years—prioritized middle and low-income earners, increasing Arizona’s standard deductions to $12,000 for individual filers and $24,000 for married filers. For the first time in Arizona, the state standard deduction matches the federal standard deduction, representing a significant simplification of the tax code.

INVESTING IN STUDENTS AND TEACHERS: The FY 2020 budget added $660 million new dollars to K-12 public schools, bringing the total new dollars added to public education since 2015 to $4.5 billion.

GROWING CAREER AND TECHNICAL EDUCATION: Governor Ducey’s FY 2020 budget invested $10 million to expand Career and Technical Education (CTE) offerings across Arizona. Through a grant program, high schools with CTE programs will receive up to $1,000 for each student who graduates with a certification in specific industries. The budget also invested $20 million to expand Pima Community College’s Aviation Technology Program and $5.8 million to expand Maricopa Community College’s healthcare offerings.

JOBS ON THE RISE: Arizona this year surpassed 300,000 new private-sector jobs added since 2015, with companies such as Infosys, Offerpad, Raytheon, Microsoft, Benchmark Electronics, Lucid Motors and more making major jobs announcements this year.

EXPANDING I-17, INVESTING IN INFRASTRUCTURE: Governor Ducey announced that investments topping $300 million will widen I-17 to three lanes along 15 miles between Anthem and Black Canyon City and build an 8-mile system of flex lanes on the grade between Black Canyon City and Sunset Point. The project is set to begin by spring 2021, with completion of all improvements expected by 2023.

INVESTING IN HEALTHY FAMILIES: Arizona kicked off the year with a plan to invest $56 million to expand Arizona’s childcare subsidy programs, increasing access to childcare for low-income working families and foster parents.

SUPPORTING THOSE WHO KEEP ARIZONA SAFE: This year, Arizona added $74 million dollars to provide raises for over 14,400 public safety personnel employed by the state, totaling roughly 40 percent of the state workforce. Those receiving pay raises

included State Troopers, personnel at the Department of Corrections, the Department of Juvenile Corrections and the Arizona State Hospital and caseworkers at the Department of Child Safety.

SAFER SCHOOLS: Governor Ducey’s executive budget included the first-ever dedicated funding for school counselors. With $20 million added to Arizona’s school safety grant program, in total, 383 school resource officers, counselors and social workers were funded through the program, with more on the way.

EXPANDING SUICIDE AWARENESS IN SCHOOLS: Governor Ducey in September signed the Mitch Warnock Act, expanding suicide prevention and awareness training throughout Arizona schools.

The bill requires school districts and charter schools to provide training in suicide awareness and prevention to school guidance counselors, teachers,

principals and other school personnel who work with students in grades 6 through 12.

NATIONAL RECOGNITION FOR CYBERSECURITY: Recognizing Arizona’s bipartisan leadership in cybersecurity, the National Governors Association (NGA) selected Arizona along with five other states to participate in the NGA’s policy academy on election cybersecurity operations.

Through the program, Arizona receives technical assistance from NGA staff to develop, implement and scale training and best practices throughout the state to improve coordination between election officials and reduce cyber-related risks ahead of the 2020 election.

LOOP 101 PIMA FREEWAY IMPROVEMENT PROJECT THE ARIZONA DEPARTMENT OF TRANSPORTATION HAS INITIATED A PROJECT TO WIDEN AND IMPROVE THE LOOP 101 (PIMA FREEWAY) FROM INTERSTATE 17 IN PHOENIX EAST TO PIMA ROAD IN SCOTTSDALE. Improvements are needed to address growing traffic demands in the northeast Valley and relieve traffic congestion on the Loop 101 during the morning and evening peak travel periods.

MAJOR ELEMENTS OF THIS PROJECT INCLUDE: • Adding one general purpose lane in each direction between I-17 and Pima Road

• Adding an auxiliary lane in each direction between 7th Street and Cave Creek Road • Constructing a new overpass structure at the future Miller Road alignment • Modifying freeway ramps and frontage road connections at 11 interchanges Additional components include construction of noise or retaining walls where warranted, improvements to drainage and new rubberized asphalt resurfacing and pavement markings.

This project is utilizing the “design-build” (D/B) method of delivery to help reduce the overall project timeline. This delivery method differs from the more traditional “design-bid-build” approach in which the project is completed in two phases (designed and then constructed).

The D/B method involves pairing civil engineering firms with construction contractors to create “design builders” who work synergistically from beginning to end. This creates more opportunities for innovation and can reduce costs. The D/B method of delivery is most advantageous when transportation improvements are needed immediately to reduce high traffic volume or chronic congestion. WHAT YOU NEED TO KNOW FROM THE MVD IN 2020 2020 WILL USHER IN A NEW WAY FOR THE ARIZONA DEPARTMENT OF TRANSPORTATION MOTOR VEHICLE DIVISION CUSTOMERS TO GET LICENSE PLATES, REGISTRATION TABS AND MANY DOCUMENTS SUCH AS VEHICLE TITLES. Beginning in January, customers will receive these items through the U.S. Mail and will no longer be able to obtain them at an MVD or Authorized Third Party office. Customers should make sure their address is current and complete with the U.S. Postal Service and MVD. “The MVD needs to be well-positioned for the growth of e-commerce,” said MVD Stakeholder Relations Manager Jennifer Bowser Richards. “Distributing items such as license plates, tabs, title work and other documents allows us to prepare for the growing demand for fulfilling customer orders through the mail as the MVD continues to increase

the number of services available online, anytime.”

All registration documents and license plate tabs, including those issued at MVD self-service kiosks will be mailed. When customers renew, their record is updated instantly and a receipt is proof of registration.

For customers getting a license plate, this change will also mean the plate number will be entered into the customer’s service file and the temporary plate issued at the office will have the same number as the permanent plate being mailed.

Customers who purchase Off-Highway Vehicle decals the same day they plan to use them at a recreational area will not receive the decal at the office, but will get a receipt that should be kept with them to prove the decals have been purchased.

In the future, more vehicle titles will transition to an electronic process.

Currently, a limited number of title transfers such as one-owner to oneowner transfers of Arizona-registered vehicles can already be done entirely online through AZ MVD Now, which is available through ServiceArizona. com.

Another important reminder from the MVD: There are less than 200 business days left until October 1, 2020, and the Arizona Department of Transportation Motor Vehicle Division reminds customers to get the AZ Travel ID to make it through TSA airport checkpoints starting on that date.

MVD Stakeholder Relations Manager Jennifer Bowser Richards said, “We don’t want to see travel plans ruined because flyers don’t have an ID that the TSA will accept.”

In order to get the AZ Travel ID, customers need to bring in a document such as a birth certificate or valid U.S. Passport to prove identity and a second document with their Social Security number.

Finally, two pieces of documentation proving Arizona residency such as a utility bill, bank statement or something similar with a current name and physical address (not a P.O. Box) are also needed.

The AZ Travel ID replaces the current license or ID and re-sets the expiration date. The cost is $25, and under federal law, it is valid for eight years.

Customers should begin the application process at aztravelid.com. They can make an appointment at servicearizona.com to visit an MVD office, or visit an Authorized Third Party office that provides license and ID services.

HAPPY VALLEY ROAD BUSINESS PROS CONNECT CONSTRUCTION UPDATE

By Councilmember Bridget Binsbacher FOR MOST LIVING IN THE MESQUITE DISTRICT, HAPPY VALLEY ROAD IS THE MAIN CORRIDOR WE USE TO ACCESS OUR NEIGHBORHOODS, SHOPPING CENTERS, PARKS, SCHOOLS AND MORE. The current work being performed on the road is frustrating, especially for those like myself who drive this stretch every single day. However I guarantee the end result will be worth the headaches.

Recently, a few specific concerns were brought to my attention and subsequently addressed by the city.

It quickly became apparent that daytime road restrictions were not feasible given the varied schedules of traffic.

City staff has been working closely with contractors to figure out a solution and a balance between traffic needs and contractor safety. Recently, the contractor has agreed to begin working nights as often as possible. There will still be yourupperwestsider.com

a need for periodic daytime closures for asphalt patching and other items when necessary - but moving forward a majority of the work will be completed at night, alleviating the backups caused by daytime restrictions.

Additionally, it was brought to my attention that excessive speeding is occurring throughout the construction zone. I recently had a discussion with the Police Commander regarding this topic. His team of officers is aware of the situation and have been balancing enforcement of the area with calls for service. The city’s Traffic Services Unit will work on a specific plan for the area and continue to monitor the roadway.

Kiva Club will feature a main viewing deck and a secondlevel platform with tables and seating across the rail, along with a large bar in the middle, making it a prime spot to watch the golf action. “The 17th hole has really grown over the last few years, but the majority of that growth was corporate hospitality,” Woods said. “It’s such a great hole, we wanted to create a venue for the

public to be able to experience it in style and comfort as well.”

Another public hospitality venue, while not new, is being expanded for the fourth straight year. The area atop the hill overlooking hole No. 12, No. 6 green and No. 13 tee which started in 2016 as El Rancho will get yet another upgrade for the 2020 tournament. The extremely popular general-admission viewing area now named The Ridge presented by Taylor Morrison will double in size, providing a nearly 36,000-square-feet viewing platform featuring lounge style furniture as well as food and beverage options, along with drink rails on three sides.

Another major expansion will be found at the finishing 18th hole. Last year the new E18hteen venue was

introduced and doubled in size; this year that venue will be matched by the new Scorekeeper suites that will sit directly across from E18hteen on the west side of the 18th Fairway and will feature a double-decker, arcum-style structure that will house 60 additional hospitality suites on the 442-yard, par-4 finishing hole.

Other changes for 2020 include the addition of four new loge suites near the tee box on the south side of the 16th hole that will include Aces Lounge, an exclusive bar for loge patrons aptly named to honor all of the players who have carded a hole-in-one on the famed 16th hole; five new loge suites at the Cove that will offer views of 17 green and 18 tee box; and newly refurbished Greenskeeper Suites.

say this every year, and every year it rings more true...this year flew by, and it feels like it went faster than ever! Time stands still for no man or woman. Things that happened in 2019 but feel like they were years ago include: Avengers Endgame (even as I write this I am shaking my head that it was this year!); the Notre Dame Cathedral caught fire; the US women’s soccer team won the World Cup; The Big Bang Theory finale; a man ate his 30,000th Big Mac (did you miss this one?); the Diamondbacks won the World Series (ok, that one was years and years ago, but I thought I’d slip it in to see if you are paying attention, and I love the D-backs!); and Grumpy Cat passed away (I loved grumpy cat).

What a fast year it was!

I don’t know how your year was personally (I hope it was great), but if you owned a home in 85383 this past year, you did well. If you have owned a home in 85383 for the past five years, then you have done incredibly well!

As we end this decade, I thought I would share some numbers to be thankful for in the Upper West Side:

• The average home sale in 2015 was $344,653.

This past year it was up to $426,540.

Almost $82,000 in added equity.

• The number of homes sold in 2015 was 1,296.

This past year it was up to 1,864.

Demand has increased each year.

• The average days it took for a home to go under contract in 2015 was 95 days.

This past year it was down to 77 days!

• The inventory (homes actively for sale) on December 1, 2015, was 442 homes.

As of December 1, 2019, we had 375 homes.

As we enter this new decade, the forecast is that prices will continue heading up because more people are moving to the area, they have fewer homes to choose from, and the interest rates have remained very low.

An interesting fact from Michael Orr that “Despite the euphoria of 20052007 and the nightmare of 20082011, on average homes are selling 81.6% higher today than they were in the year 2000. That’s an average ap-

preciation rate of 4.3% per year over the course of 19 years.”

That means with all the crazy price increases in 2004, 2005, and 2006, and then all of the insane price drops between 2008 and 2010, we are right where we would be if we had experienced a 4.3% (a very reasonable range) increase year over year since 2000 - just as if it had never happened! So, I hope no matter when you bought that you are encouraged that you own a home in a wonderful area, in a beautiful state where people are moving.

BUILDING PEACE OF MIND: LUNA AZUL OPENS IN NORTH PHOENIX

P

hase One of Luna Azul Community opened in October of last year, but this beautiful utopian pocket neighborhood is one man’s dream 10 years in the making.

Mark Roth, founder and project developer of Luna Azul, and his wife initially began dreaming of a future home for their daughter, who has a rare disability.

Roth, a practicing attorney with a successful 30-plus year career switched gears and began focusing on how his daughter’s future would look once she left the comfort and safety of her home when she became an adult.

“We looked at the choices that existed and realized that there really weren’t any that provided what we wanted for our daughter. From the planning, security, construction, technology… it just didn’t exist.” So, Roth decided to create it. “We started with the idea of what it would look like if we could build anything for her,” he says.

Roth says that he chose the location because it was central to all areas around the valley, as well as in proximity to many of the vocational services, volunteer opportunities, social activities and entertainment that are so important to this community. “We wanted to offer easy access for families to be able to come and visit anytime. We didn’t want to be too far out in any one area of the valley,” says Roth. “We wanted it to be close to the freeway and close to the services our residents need. It all came together for us there — it seemed ideal to us.”

Luna Azul is what is being called a ‘pocket neighborhood.’ Roth, who grew up in Phoenix then moved to Seattle, found this type of community in the Pacific Northwest. These communities, designed by famed architect Ross Chapin, are defined by their cottage-size homes, large front porch/ patios and homes that are built around a central area — such as a common green space — and that face one another. “This type of neighborhood is built to encourage a sense of responsibility for the community’s shared yourupperwestsider.com

spaces and to encourage socialization among residents.”

Another important element of this 30home pocket neighborhood is that it allows residents to live independently, with a family member or caregiver and to be in charge of their own caring services. “With most grouphousing scenarios, the care is bundled.

However, we were very deliberate about not offering caregivers on staff,” says Roth. “We didn’t want our residents to feel married to their caregivers or ever feel the need or desire to move if they weren’t happy with the services. Each resident and their families are in charge of bringing in the services they want or need. This was very important to us and we’re not aware of another solution like this in the country.”

That said, Luna Azul provides a number of amenities that provide peace of mind for residents and their families alike, including gated entry into the community, as well as prewiring in each home to provide for the most up-to-date technologies including smart door locks, outlets, alarms, sensors, light and noise control, internet-based controls that can be managed remotely and more.

This is another way that allows family members to be involved as much as they want or need to be. “We are exploring how we can add more technology to ensure the families are involved,” he adds.

In addition to allowing families and caregivers access, they are always welcome to the community as part of the welcoming environment that Roth intends to create at Luna Azul.

“We wanted to create a neighborhood where people with disabilities is the norm, but we also don’t want to isolate them,” says Roth. “The primary force was to create an environment where our daughter could develop friendships and have a social life. I want her to be included in activities and life in a place where people know her, where people are looking out for one another and where disability is expected.”

With that in mind, the 2,500-square foot community clubhouse serves as a hub of the neighborhood with regular activities and even events where the surrounding neighborhoods are invited to join.

“We want the surrounding neighborhoods to be included and families to feel welcome. We were very careful not to build an institution. We’ve built a first-class resort-style community, designed specifically for people with disabilities,” says Roth. “With residents now living there, we’re seeing the Luna Azul concept work, even to the point where some residents are flourishing beyond their parents’ expectations and their need for in-home care is less than was originally planned, confirming all my expectations of how impactful friendship and inclusiveness is on our lives.”

The 4.5-acre development has its own Community Association, which provides heightened attention through 24/7 on-site monitoring by a team of Community Coordinators who also organize a full calendar of social activities for residents and their guests — and encourage residents to come and join the fun. “We literally have people knocking on the door and encouraging people to participate. Our staff is intended to help the community and be highly engaged with the residents. They can also be contacted 24 hours a day, seven days a week if the electricity goes out or if say my daughter calls me and says someone is in the backyard, there is someone on staff who can go over and check it out.”

The 1,100- to 2,000-square-foot, twoand three-bedroom homes at Luna Azul range from the low $400s to the high $500s and have incorporated a wide range of features that can be customized to address and accommodate the varying needs of individuals with intellectual, developmental and acquired disabilities.

4 Alarm Charity Golf Tournament PEORIA CHAMBER OF COMMERCE HITS A HOLE IN ONE FOR CITY’S FIRST RESPONDERS

n Friday, January 10 from 7:30 a.m. to 5:00 p.m., the Peoria Chamber of Commerce is hosting the 4 Alarm Charity Golf Tournament in support of the city’s first responders at the Rees Jones-designed Quintero Golf Club.

Located at 16752 West State Route 74 in Peoria, Quintero has been named among the “Best Public Courses” by both Golf Digest and GolfWeekly magazines.

Scot Andrews, President and CEO of the Peoria Chamber of Commerce gives a little background about the history of this event, saying, “Over the last few years, the Peoria Chamber has focused on a golf tournament primarily as the largest fundraiser for the Peoria Chamber alone. The event was not viewed by our members as a quality event. This year, the vision our new leadership was to create a one-of-kind event and at the same time, help and support our great City of Peoria and its business community. We in Peoria are fortunate by having the marque public golf course, Quintero Golf Club, in our own backyard.”

Quintero is the #1 public golf course in Arizona as well as among the top 100 in the country. “We wanted to create a first class experience this year and with the expansive practice area, we are able to offer an extensive activity center for pre-tournament fun and competition,” says Andrews. “Quintero resides in the shadow of Lake Pleasant, tucked back into the rolling hills of northern Peoria. Upon learning of the many needs within the Peoria Fire and Police Department, they wanted to share the proceeds with this group and execute a firstclass Chamber event. This is the first year that the Peoria Chamber of Commerce is doing the “First Responder Cup” competition within the overall golf scramble. “We are close to sold out. We are excited to see how the event will grow in the coming years,” says Andrews. “Plus, this is a great chance for our business community to meet and participate in a great networking event with our Police and Fire responders. First Responders who win get to keep the acclaimed trophy for a year!”

A few months ago, the CEO and the City of Peoria conducted a benchmarking session with the City and Chamber officials from Olathe, Missouri. During these idea exchanges, Andrews was touched by the City of Peoria and Police presentations relative to the effects of traumatic service experiences both these departments endure every day serving our great city and the types for support provided to help First Responders cope and manage the impact of these day to day experiences. This was the impedance to want to support their tireless work.

The tournament is marketed to the Chamber’s membership, non-member valley businesses and our city and state officials. The Chamber reached out to

the community of first responders all over the valley and many of the members have sponsored first responders to play in the tournament. Andrews adds, “We have strong support from our city leaders and this year, Mayor Cathy Carlat and Councilmembers Michael Finn and Bill Patena will be participating along with the leadership from Peoria PD and Fire.”

New this year is the addition of a very interactive element to the tournament — creating an activity center before the scramble featuring many fun “experiences” for golfers including the Tin Cup Longest Drive with a 7 Iron, The Phil Mickelson Wall Flop, Glass Pane Break, Putting Contest, and more.

Andrews adds, “Quintero’s state of the art technology will allow us to quickly tabulate winners and we will also have live music provided by Cold Soup and presentations by Peoria Police Chief Art Miller and Police Fire Chief Bobby Ruiz and remarks from myself and other city officials.”

Registration and breakfast takes place from 7:30 to 8:30 a.m., followed by Activity Center and Competitions. The Shotgun Start is at 10:00 a.m., and the tournament runs until 3:00 p.m. after which the awards afterparty beings. While at press time, the tournament was close to sold out, there were still few open spots as well as opportunities for sponsorship.

November 22, 2019 at the Rio Vista Recreation Center. Our December issue was already to the printer the day of this event, but we thought it important to still share (albeit later than we’d like) and celebrate the heroic first responders in our community.

The awards banquet included dinner and speeches from Peoria City Manager Jeff Tyne, and Peoria Fire Chief Bobby Ruiz.

Included in the awards presented, were the two most prestigious awards the department gives: Firefighter of the Year and the Johnny Valentine Award.

Each year the Johnny Valentine Award is given to the sworn member who best epitomizes the Peoria Fire-Medical Department’s core values; team, trust, professionalism and efficiency. Johnny Valentine was a Peoria firefighter who served the citizens of Peoria until his un-timely death from brain cancer in 1996.

The 2019 recipient of the Johnny Valentine Award was Firefighter Greg Bury, who was nominated by Battalion Chief Tony Neely and Captain Danny Comella. In his nomination address Captain Comella noted, “Greg emulates the same qualities as Johnny, his work ethic with our new people is nonstop. You would be hard pressed to find a guy that works as hard as Greg.”

The 2019 Firefighter of the Year award was given to Firefighter Michael Parks for his heroic actions at a mobile home fire. At that fire,

crews arrived on scene to find heavy fire conditions and near zero visibility from the smoke. While performing a search and rescue in the mobile home, Firefighter Parks found an unconscious victim, who he successfully removed from the structure. Retired Battalion Chief Steve Kelley was the incident commander at that fire and nominated Parks for the award. “His actions that day saved this woman’s life,” Kelley said of Parks.

In addition to the Johnny Valentine Award, and Firefighter of the Year Award, approximately 60 other firefighters and civilian staff were honored for their contributions over the past year. Included in the awards were; Letters of Recognition, Civilian of the Year, EMS Provider of the Year, Meritorious Service Awards, Fire Chief Awards, Unit Citations, Medals of Honor, and Medals of Valor.

Taking your kids to

A PROFESSIONAL HOCKEY GAME

I

t’s hockey season! With the regular season being in full swing from October through April, and post-season lasting until early June, going to a hockey game is a great way to get your kids out of the house and have a fun sports experience for the whole family. We love going to see the Arizona Coyotes whenever we get the chance, but we’ve learned a few lessons about taking kids to hockey games along the way. Here are some tips to help you and your kids appreciate the noise, excitement, and frozen fun of attending a professional hockey game.

TICKETS Like all professional sporting events, there is a range of pricing for tickets to hockey matches. Prices will fluctuate based on demand for each game, seat location, and time purchased, so take time to plan ahead to maximize your enjoyment of the event.

Scope out your options and buy tickets for seats in a location that works best for your family. Upper level or club level seating can be a bit quieter and is less expensive, while sitting closer to the ice lets you see more action.

DRESS APPROPRIATELY Hockey games are cold. Really cold. Here in the desert, it’s important to remember that you need to bring sweaters or jackets with you to the game, or you and your kids will get uncomfortable very quickly. Wear long pants, leave the flip flops at home, and dress for very low temperatures.

PARKING Plan ahead to know where to park and the directions for getting into the parking lot and then the hockey rink. Take time to know where you are allowed to park and, if possible, purchase passes in advance to make getting to and from the arena easier for everyone.

FOOD Anticipate mealtimes and plan food purchases and locations before you go. There are food options in the arena, but when you attend a Coyotes game, Westgate also has tons of great options for places to eat. Plan mealtimes and venues to make sure your kids stay on schedule and avoid the crankiness.

SAFETY Plan your safety and exit strategies. Discuss where to meet if someone gets lost, know where your seats are, know how to keep track of your children, and agree on deciding when to bail on watching the match.

PARTICIPATE IN THE KIDS CLUB Howler’s Kids Club is open to kids 14 and under, and is a great way to help your kids get excited about hockey and attending a game. Kids Club memberships range from free to special exclusive pricing, and some of the benefits include discounted tickets to certain games, special IDs and wristbands, autograph events, and participation in the Kids Post Game Slapshot.

BE PREPARED FOR NOISE AND HOOPLA Remember that a hockey game and the crowd attending it will be very loud and at times can become really rowdy. Most hockey fans are pretty well behaved, but if you are concerned about rowdy behavior be sure to check out the stadium layout in advance to find places to take your kid to get out of the crowd. Many parents also bring headphones and a mobile device with movies, music or games to help smaller children avoid the noise. My advice is that you know your kid best. Think about how they will react to big, noisy crowds and the loud sounds of hockey players crashing into the glass. Some kids absolutely love hockey, but others not so much.

The most important thing is to have fun and enjoy cheering for your team. Hockey is a game, and games are all about having fun. Going to a hockey game should be an adventure with your kids and a great memory for your whole family. PEORIA UNIFIED GOVERNING BOARD SELECTS NEW SUPERINTENDENT

T

he Governing Board recently voted to enter into contract negotiations with Dr. Jason Reynolds to serve as the Peoria Unified School District’s next superintendent. Pending the result of successful contract negotiations, the Board is expected to officially approve him as superintendent at an upcoming meeting effective July 1, 2020. Appointing a superintendent is one of the primary jobs of a Governing Board. The Peoria Unified Board worked diligently on this process for months and considered feedback from all stakeholders.

Superintendent of Leadership and Secondary Instruction within the Paradise Valley Unified School District from 2015-2019. Dr. Reynolds started his career in the Paradise Valley Unified School District in 1997, where he has also held positions of Director of Curriculum and Instruction, principal, assistant principal, and teacher. Dr. Reynolds is the President of the Arizona School Administrators Association, Educational Services Division. He has his Bachelor of Arts degree from Central College, Master of Education and Ed.D. both from Northern Arizona University.

“On behalf of the Governing Board, we are so grateful for the level of interest from all the candidates who applied. The engagement from staff, parents and guardians, students and the community in supporting this important decision was incredible,” said Governing Board President, Mrs. Monica Ceja Martinez.

ust a short drive north and west of Phoenix, you’ll find the oldest Arizona town north of Tucson, and the Dude Ranch capital of the state. Wickenburg is a thriving small town full of Old West, Arizona Territory traditions. Whether you are planning a horseback riding vacation, on your way to Las Vegas, headed for Havasu, or just looking for a quick day trip out of town, Wickenburg is a quaint, local slice of western charm that you simply must stop to visit.

Here are some of our favorite spots to see when we visit the birthplace of the Bola Tie (the official neck wear of the State of Arizona).

HASSAYAMPA RIVER PRESERVE The Hassayampa River Preserve stretches for five miles along the Hassayampa River, along highway 60 as you head into Wickenburg from Phoenix. Originally established by the Nature Conservancy to protect more than 290 species of birds on 70,000 acres of riparian forestland, the preserve is now managed by the Maricopa County Park System. The preserve provides self-guided trails along the lush river bottoms and floodplain, and through cottonwood-willow forests and dense mesquite bosques, where you can view a wide variety of wildlife species, including the endangered Southwestern Will Flycatcher, the rare Arizona Red-Shouldered Hawk, and the largest concentration 18 • January 2020 • UPPER WESTSIDER

DESERT CABALLEROS WESTERN MUSEUM Known as “Arizona’s Most Western Museum,” the Desert Caballeros Western Museum is a state of the art museum open to visitors year round. The museum displays a collection of more than 400 works of art about the American West by artists such as Frederick Remington, Charles Russell, and Joe Beeler. It also showcases historical exhibits depicting turn-of-thecentury Wickenburg, and has special features for kids, like the “Out on the Ranch” exhibit. An affiliate of the Smithsonian Institute, the Desert Caballeros Western Museum is definitely worth visiting.

FRONTIER STREET AND HISTORIC WALKING TOUR The town of Wickenburg is full of Western history. To celebrate this, their Chamber of Commerce developed a self-guided tour of historic buildings, plus about two dozen bronze sculptures and works of art placed throughout the downtown, to showcase the town’s roots. One of the most famous highlights is the Jail Tree, one of Arizona’s Centennial Witness Trees, which acted as a “jail” for shackling prisoners and

drunks for over 20 years before the jailhouse building was put up in 1890. The tour also includes six large bronze sculptures and 16 linking pieces, all uniquely colored to appear realistic. Each of the large sculptures includes a button with a narrative from Arizona State Historian Marshall Trimble describing the history of Wickenburg.

VULTURE CITY AND VULTURE MINE TOURS The Vulture mine just outside of Wickenburg opened in 1863 when Henry Wickenburg, a prospector during the California Gold Rush, discovered a quartz outcropping containing gold. Shortly after the mine was established, the small mining town of Vulture City was developed. At one point, the town had a population of several thousand citizens with amenities including a brothel, mess hall, and post office. Today, visitors can take a guided tour through the beautifully restored buildings of Vulture City and get a first-hand glimpse of life in an Old West mining town.

Winter is a great time of year to visit Wickenburg whether for a day trip or a weekend stay, with many fun places to see and experience. GET A SNEAK PEEK OF ARIZONA’S STATE PARKS AND TRAILS WITH GOOGLE

I

magine seeing your favorite Arizona state park or trail before you head out, giving you the chance to perfectly plan your hike or view your campsite. Arizona State Parks and Trails partnered with Google in early 2019 to make that happen.

the difficulty of trails, topography, and what to expect to see along the route, as well as the accessibility of the trail and the layout of the park. The project also had the added value of identifying any trails in need of maintenance or repair in the park system.

Arizona State Parks and Trails staff used the Google R7 Trekker Camera to capture 360 views of all state parks and more than 175 miles of trails in and connecting to the state parks across Arizona. The data is now live on Google Earth and Google Maps, enabling visitors to see trail conditions and plan the perfect hiking adventure or preview the beauty of a park before planning a weekend adventure. Use of the camera was free after Parks submitted a request and detailed information about which trails would be documented.

Google has now processed and uploaded this park data to the existing Earth and Maps databases for free use by the public. The information can also afford people the opportunity to take a virtual tour of a trail without having to physically climb or travel.

Over six weeks, staff hiked more than 200 miles carrying the Trekker, which weighs 45 pounds and includes 15 individual lenses to capture a 360-degree view of each trail and park. The data will help visitors understand

Q. Why do I need a General Contractor (GC)?

A. You have a dream project, but you need help to make it a reality. A GC is your project partner and manager. GC’s work with the architect and designers (if any), assist in the permitting and planning stages, manage the jobsite, coordinate whether work can be selfperformed or sub-contracted (based on licensing/expertise), line up the necessary sub-contractors, and make sure all work is performed properly and in a timely manner.

A GC’s job is to execute your plan and make sure your project comes to life exactly as you envision it, without the stress and worry that coordinating everything yourself can bring.

Q. Why can’t I just hire a plumber for my bathroom remodel?

A. This question is common – but plumbing is just one important piece of a bathroom remodel. Here’s a quick list: design, demo, plumbing, electrical, tile, millwork, countertops, mirrors, glass doors/enclosures, drywall, paint, and more. A GC can coordinate all of this for you, so none of these important steps are missed.

Q. Why do I need a licensed contractor?

A. Customers utilizing a licensed contractor are afforded protections not available to those who use unlicensed contractors. The AZ Registrar of Contractors estimates that customers lose countless dollars by contracting with unlicensed companies and individuals. Being licensed means a company has passed a background check, business & skills testing, and that complaints are monitored for customers’ protection. Residential customers also have access to the Residential Contractors Recovery Fund in the event it is needed.

Q. Why can’t I do the job myself?

A. Of course, some customers can complete certain jobs themselves, especially those with trade experience. But as projects become more involved, complications can arise involving trade areas in which the customer is not up to speed with code, regulations or products/ procedures necessary to complete the job properly. If you think you may be biting off more than you can chew, hire a contractor!

ne Step Beyond aims to provide “dynamic programs and services” to those with intellectual disabilities to allow then to achieve their goals and become fully participating members of their communities. The organization was founded in 2003 and inspired by one families desire to provide a post-high school program for their daughter, Dylan, as well as her peers, that would offer opportunities to develop skills, personal relationships and inclusion within the community.

Some of One Step Beyond’s goals for the community they serve include: • Increasing community awareness, knowledge and respect for people who have disability • Optimizing access to community resources and services • Creating partnerships to remove barriers and open doors to full inclusion within the community • Changing the workplace to incorporate the strengths and abilities of people who have disability • Maximizing opportunities and choices to promote optimal independence and self-reliance • Providing progressive, dynamic, and empowering programs and services to enhance the lives of individuals who have disability

KNIVES OUT

Knives Out is not your every day, run-ofthe-mill murder mystery. This film makes the normal macabre subject matter feel playful, without losing that “what will happen next” feeling you expect from the genre. At its core, this is a rich story about greed and how it destroys families and those around them. An incredible cast is brought to life in the memorable Thornbery family, with Daniel Craig and Ana De Armas as the outsiders looking in. With its balance of humor and tension, Rian Johnson made one of 2019’s most entertaining films.

THE IRISHMAN

Martin Scorsese has never been better than here. The Irishman delivers all the great traits of traditional mob films, while still managing to bring something new to the table. It delves deep into how crime can kill our family relationships, and the fear of growing old, death and simply being alone. De Niro, Pacino and Pesci are extraordinary, the latter delivering probably his most human performance ever.

Scorsese still showcases his “larger than life” style, but with a new vision leaning towards a dour look in production design and cinematography. By the end, you may not like these characters, but you do feel sorry for them.

DOCTOR SLEEP

Mike Flanagan manages to combine Stanley Kubrick’s otherworldly horror with the strangeness of Stephen King’s

writing without losing his own vision. The creepy designs, camerawork, and music complement each other making this film truly Flanagan’s, while still respecting what has come before. Danny, Abra and Rose are all brought to life by amazing performances. The careful balance of gore without becoming exploitative is impressive. Most movies of this genre fall heavily to one side of the blood and guts line or the other. An interesting exploration of addiction is also very nuanced and thought-provoking. Without a doubt, Doctor Sleep is a worthy successor to an iconic film.

A BEAUTIFUL DAY IN THE NEIGHBORHOOD

The Last Full Measure

Let me start by saying that Tom Hanks does a great job in a role that he was obviously born to play. Unfortunately, for me, the film just does not work. Fred Rogers seems to be portrayed as a god of “nice guys.” While we all agree that his message of understanding was and is important, it’s one that has already been told. What was needed here was a dive into the real Rogers and what it took to maintain the magic that was “Mr. Rogers.” Yes, this was a film about his interaction with Vogel, but it missed so much going from point A to point B. No one does a 180 that easily.

The real Rogers must have opened himself up so much more, exposing his own flaws to help Vogel - that is what we need to see today. Heroes are not born, they are made through hard work.
