City News Scottsdale Fire Drone Program Lifts Off THE SCOTTSDALE FIRE DEPARTMENT (SFD) HAS RECENTLY DEPLOYED THREE SMALL UNMANNED AIRCRAFT SYSTEMS, ALSO KNOWN AS DRONES, IN THE THREE BATTALIONS IN THE CITY AND AN ADDITIONAL UNIT FOR TECHNICAL RESCUE, AFTER 14 INDIVIDUALS COMPLETED THEIR FAA CERTIFICATION REQUIREMENTS. The program provides the department with enhanced service delivery capability. The drones provide reconnaissance of fire emergency

scenes with significantly decreased personnel risk. Drone pilots may also assist in incidents in other jurisdictions. This aerial system gives members of public safety a distinct advantage when responding to various emergent situations and large-scale events. The system is equipped with thermal imaging that increases the speed of detecting heat sources in fire situations, and thereby decreases the danger to the public and the responding SFD personnel. Thermal technology is also utilized in hazmat situations to aid in the detection

of hazards and provides critical information to public safety members. Drones are also a valuable tool in the location of injured or lost hikers on the Scottsdale McDowell Sonoran Preserve and other hiking areas. They are used to increase the speed at which the injured or lost hikers are located. This technology is also very effective in providing aerial views for brush fires, water rescues and technical rescue (like rope/trench/palm tree). The critical information can be securely transmitted in real-time to the Emergency Operations Center (EOC) as necessary.

This year, it is especially important to highlight those that have gone above and beyond to uplift Scottsdale’s residents and neighborhoods during the global pandemic, according to the city.

THE NEIGHBORHOOD ADVISORY COMMISSION WILL CONSIDER THOSE INDIVIDUALS OR ORGANIZATIONS THAT: • Have active years of service/involvement in strengthening neighborhood identity; • Champion community dialogue to produce constructive recommendations/solutions that address the dynamic need(s) of a neighborhood; • Provide unique contributions of time, effort, skills, and/or financial resources to a neighborhood. Nominations are being accepted now through December 31. Due to these unforeseen circumstances, the 2019 nominees will be rolled into the current award cycle with the award recipients being recognized at a spring 2021 Scottsdale City Council meeting.

City Ci ty NNeews Kierland Pop Celebration Celebrates the Season, Includes 5K Night Run TO CELEBRATE ARIZONA’S COOLER FALL WEATHER AND THE UPCOMING HOLIDAY SEASON, THE FOURTH-ANNUAL KIERLAND POP FESTIVAL WILL TAKE PLACE FRIDAY, NOV. 13 THROUGH SUNDAY, NOV. 15 IN SCOTTSDALE. Visitors to the event will have the opportunity to support local artists who have had their business negatively impacted due to having fewer opportunities to showcase their work this year. Event planners for this year’s festival have carefully modified their plans to accommodate public health needs. All events and experiences will take place in an outdoor, open-air setting while enforcing social distancing; the local ordinance for wearing face masks in any indoor space (masks will be provided to guests who need one); and heightened cleaning, disinfecting and sanitization for all shared spaces. Hand sanitizer stations will be featured throughout the property and individual hand sanitizer containers will be available to guests. The weekend-long festival kicks off on Friday, Nov. 13 with the 5K Night Run around The Westin Kierland

Golf Club. One hundred percent of Kierland Night Run 5K proceeds will go directly to Arizona’s own cancer charity, Don’t Be A Chump! Check For A Lump! (DBAC). In 2019, they raised over $5,000 for this amazing cancer charity, and while this year’s participation is capped at 150 runners, many of the runners have made donations above their entry fee to support DBAC. Junk in the Trunk Market, a semiannual shopping experience that is the most popular attraction of its kind in the Southwest, canceled its 2020 Scottsdale markets due to COVID-19. The pop-up event will allow people to shop for the one-ofa-kind items that Junk in the Trunk Vintage Market is known for in a smaller, more intimate setting.

Modified Pinners Conference and Expo Comes to WestWorld THE PINNERS CONFERENCE AND EXPO HAS BEEN MODIFIED TO MAKE A SAFE RETURN TO SCOTTSDALE ON FRIDAY, NOVEMBER 13 THROUGH SATURDAY, NOVEMBER 14. Held at WestWorld, located at 16601 North Pima Road, the two-day event brings the online inspiration of crafting to life through more than 100 classes taught by the nation’s top experts plus an entire shopping floor featuring nearly 300 local and national brands. “Initially, we were worried about explaining the unique coolness of Pinners, but we’ve been amazed by how quickly everyone picked up on the vision,” says Kendall Bennett, who co-founded the Pinners Conference and Expo with Roxanne Bennett. “People love the classes; they love the shopping; they love the pervasive feeling of sharing that happens at Pinners. We are getting ready to help Scottsdale’s lowincome seniors as well as people with disabilities for the holidays. Last year, the Adopt-A-Senior program provided 343 Scottsdale seniors with holiday gifts; this year, our goal is to assist even more people. There are many in our community who do not have the financial means or family to fully enjoy the holiday season, which is what Adopt-A-Senior is all about. There are a couple of ways to provide a joyous holiday to many of our neighbors in need. BECOME A SPONSOR AND ADOPT-A-SENIOR There are multiple sponsorship options to choose from. You can: Adopt-ASenior for Thanksgiving, Adopt-ASenior for the Winter Holiday, or

Adopt-A-Senior for both programs. If you choose to be a sponsor, fill out the form located at scottsdaleaz.gov/ seniors/adopt-a-senior. DONORS HAVE THREE OPTIONS THIS YEAR 1. In the spirit of TED’s mission, “ideas worth spreading,” the TEDx program helps communities, organizations and individuals produce TED-style events at the local level. TEDx events are planned and coordinated independently, on a community-by-community basis, under a license from TED. “We decided to coordinate this event for many reasons,” says Valenti. “We want to inspire, motivate, educate, engage and entertain our audience during a time when the community wants and needs to come together.”

City Ci ty NNeews Scottsdale Police Chief Alan Rodbell Retiring SCOTTSDALE POLICE DEPARTMENT CHIEF OF POLICE ALAN RODBELL RECENTLY ANNOUNCED THAT HE WILL BE RETIRING ON DECEMBER 1 TO PURSUE AN OPPORTUNITY IN THE PRIVATE SECTOR. Chief Rodbell’s law enforcement career began in Maryland in 1976 as a police officer with the Montgomery County Police Department (MCPD), where he served for 25 years, retiring as Assistant Chief of Police. Chief Rodbell joined the Scottsdale Police Department as Assistant Chief in 2001 and was soon promoted to Chief of Police, serving the City of Scottsdale as Chief since 2003. Chief Rodbell is the sixth Chief of Police for the Scottsdale Police Department with the second longest tenure as Chief (Walter

Nemetz served as Chief of Police for 19 years, from 1963 to 1982). Chief Rodbell will conclude his 45year career in law enforcement, with nearly 19 years of service with the Scottsdale Police Department. akota Mossey, an art teacher at Liberty Elementary School, was named the Arizona Art Education Association’s (AAEA) 2020 Elementary Art Teacher of the Year. “This award means to me that my passion and dedication are recognized, it also means that I am on the right path and doing what I love shows. What’s the old saying ‘If you do what you love, you’ll never work a day in your life.’” says Mossey. Each year the AAEA recognizes those who have gone above and beyond in their service to the field of art education. Exceptional teachers are nominated by other members and those not in the association as well. Each nominee is scored using a rubric to determine the winner. Sunsolar Solutions Helps Locals To Go Solar And Save Big

W

hen you think of renewable energy, the first type that may come to mind is solar power. Solar energy works by capturing the sun’s energy and turning it into electricity through solar panels—and with an average of 300 days of sunshine a year—Scottsdale is the perfect place for those considering supplementing some of their energy uses with solar power. In fact, according to recent statistics, solar panel installations are expected to grow 20% in 2020, consolidating the United States’ position as the world’s second-largest market for solar power usage. Better still, according to a recent Zillow.com study, homes with solar sold at an average 4% higher than non-solar homes. Michael O’Donnell, vice president of sales and co-owner of Sunsolar Solutions, says that his company has helped over 6,000 Arizona families go solar—taking the power of the sun and turning it into usable electricity to power their homes. “We started in 2015 and are based right here in Phoenix. Since then, we have helped thousands to find custom solutions for their own needs to try to bring their power bill as close to zero as possible,” O’Donnell explains. Sunsolar Solutions recently moved into their new headquarters due to rapid growth. O’Donnell compares having solar panels to someone “having their own personal power plant.” He notes that solar panels are often more affordable than people realize, with $0 down and options to purchase or lease the panels. “It’s a zero upfront cost, monthly payments are usually less than you’re paying for electricity, and, in time,

By the way, the tax credit is dropping significantly at the end of this year from its current rate, which is 26 percent of the system price. Truth be told (which is something we insist on in our proposals), the result of a properly designed system is a lower monthly and annual cost for the household’s electricity.” O’Donnell shares the story of one of his recent local customers: “Janet from Peoria will pay $33,000 less to pay off the equipment than she would have paid APS. And the money she did spend didn’t turn into utility receipts; it turned into a paid-off $40,000 power plant that at the end of the term will be generating $7,500 worth of electricity per year. She has no doubt whatsoever that her home will be worth substantially more with a paidoff solar system, producing enough power to incur zero billing from APS, than it would have if she had spent much more buying that power from APS over the years.” In addition, for those with APS service, O’Donnell says that there may soon be a limit of 15 percent of their customers per neighborhood who are even allowed to have solar panels. Val Berechet, president of Sunsolar Solutions, is urging his sales force to emphasize the urgency of switching because of this limit. He has set up a geographic database that will track what areas are approaching capacity or have already exceeded their maximum, according to Sunsolar Solutions. Out of 17 applications submitted to TEP (a Tucson-based power company, similar to APS, used as an example), after the utility started implementing the maximum on May 12, four have already been denied, signaling possibly maxed-out service areas, Berechet explains. He expects

other areas in Arizona to hit their maximum quickly, though it is too early to know where and when with any specificity, he adds. “The essential environmental and economic factors still favor solar power in Arizona,” according to Sunsolar Solutions. The state has the third lowest cost per watt for solar panels, and it has the secondhighest potential solar resources, just after Nevada, according to the U.S. Energy Information Agency, cites the company. O’Donnell shares that the cut off to go solar when you have APS could be as soon as the end of this month. Solar Must Be Installed by Dec 31st or Miss Out on 26% Tax Credit

A

rizona Home Owners have until December 31, 2020 to have a solar system installed and be “Operational” to qualify for the Federal Investment Tax Credit (ITC). If the system is installed after that date the tax credit will drop to 22% in 2021 and 0% in 2022. Is there still time for a solar project to be initiated and completed before the end of the year? According to Val Berechet, President of SunSolar Solutions, a local solar company with over 6500 customers in Arizona, it only takes one or two days to complete a solar installation. The issue is, it can take anywhere from 60 to 90 days from the point of getting a proposal to having the permit from the city and approvals from APS. So it is getting close to the point where that will become impossible to accomplish. To remove the uncertainty for their customers SunSolar Solutions will guarantee customers an installation in 2020 if they call for a proposal through October 2020.

In addition to the Federal ITC, the State of Arizona will issue a $1000 tax credit that can be applied to 2020 state taxes. According to Solar Energy Industry Association (SEIA): If a homeowner buys the solar energy system outright (either paying cash or financing with a loan), they cannot use any commence construction safe harbor provisions. To receive the full 26% residential solar tax credit, the system must be “placed in service” before the end of the day December 31, 2020. It is not enough to have signed a contract, or to have made a down payment or even to have begun construction. There is no bright-line test from the IRS on what constitutes “placed in service,” but the IRS has equated this with “completed installation” in a Private Letter Ruling. The residential credit is claimed on the tax return for the year in which the qualifying expenditures are incurred, and the tax rules say the costs are incurred when the

system installation has been completed.The 25D tax credit will step down to 26% in 2020, 22% in 2021, and 0% starting in 2022. If a homeowner buys a newly built home with solar and owns the system outright, the year that they move into the house sets their credit eligibility. Expenditures are generally treated as incurred when the original installation of the solar energy system is completed on an existing home. However, if a new solar energy system is purchased in connection with the new construction of a home, the costs are treated as incurred when the taxpayer begins living in the home. Community Caring for A Loved One with Dementia? Hospice of the Valley Provides Free Support By Lin Sue Cooney

F

amily caregivers often feel overwhelmed, anxious and isolated while they are caring for a person with dementia. They want to keep their loved one at home for as long as possible but wonder how to make it all work. Thanks to a federal grant, Hospice of the Valley can now help these families at no charge. The Administration for Community Living has awarded funds to 12 agencies nationwide to help families living with Alzheimer’s disease and other types of dementia. The three-year grant allows Hospice of the Valley to significantly expand its dementia support program, which provides home visits to help caregivers with education, emotional support, behavior management strategies, medications, respite, placement options and living wills. Families also have 24/7 phone support with a Hospice of the Valley nurse, social worker or medical director Dr. Gillian Hamilton. “We are absolutely thrilled to be able to help more families who so desperately need this support,” Hamilton says. “Dementia is a vulnerable and challenging journey and no one should travel it alone.” This program serves those at any stage and with any type of dementia, and — equally important — their family caregivers. “I don’t know what I would do without this kind of support,” confides Christiane Cole, who is caring for her husband Muryl. “I have a whole team of people helping me understand what to do as my husband’s dementia progresses. But they also take care of me, so I don’t feel so alone.” Hospice of the Valley’s commitment to superb dementia care also can be seen in Phoenix, where a comprehensive campus is now under construction to provide full-spectrum services to those with early, moderate and advanced dementia. Offering assisted living, an inpatient unit, intergenerational adult

and childcare centers and an education center, this unique facility will serve as a community resource for families struggling to cope with the challenges of dementia. “Our goal is to help those with Alzheimer’s disease and related dementias and their caregivers live at home with high quality of life,” says Executive Director Debbie Shumway. “This campus and this grant will help so many families achieve that with confidence and peace of mind.” The grant also allows Hospice of the Valley to deepen collaborations with a number of local organizations to create programs with a special focus on people with dementia living alone; those with distressed behaviors; and those with developmental disabilities like Down syndrome, who may develop Alzheimer’s at an early age. These partners include: the Alzheimer’s Association, Dementia Caregiver Alliance, Duet: Partners In Health and Aging, Senior Adult Independent Living Program, Tempe Fire Medical Rescue, University of Arizona Sonoran Center for Excellence in Disabilities, and Valleylife. It also provides funding to train a dementia-capable workforce to better serve the rapidly rising number of people who will be diagnosed — a 43% increase in Arizona by 2025. he holidays are just around the corner, and when the family gathers, it can be a great time to talk to the person or persons you have chosen as your executor, personal representative and/ or trustee. IS YOUR EXECUTOR WILLING TO SERVE? If you are just beginning your planning, it is a good time to ask your chosen trustee if they are willing to serve. You don’t want a situation to arise where the people you counted on to serve are saying they won’t. That is one way to end up in an expensive court proceeding. DOES YOUR EXECUTOR UNDERSTAND WHAT’S EXPECTED OF THEM? Next, talk to them about the type of plan you are putting together. Is it a Last Will and Testament with the expectation that they will be filing the Will with the probate court before being able to proceed? Or have you put in place a Revocable Living Trust that will let them avoid court proceedings and quickly

step in to wrap up your estate? Be sure they know what will be expected of them. Another item to mention is your incapacity planning. Many trustees only think about being called to serve when you pass away. Make sure they understand that if you are incapacitated, they may need to step in to manage your finances. WILL YOUR EXECUTOR TREAT YOUR BENEFICIARIES AS YOU WISH? If your trustee will also be managing a trust for a beneficiary, perhaps a minor or young adult, talk to them about what you wish for your beneficiaries. How should distributions be handled? Is learning to work hard and make your own way important to you? If so, your trustee needs to know what that means in terms of the trust you have created for your beneficiary. DOES YOUR TRUSTEE KNOW WHERE TO FIND YOUR ESTATE INFORMATION? Be sure, too, that your trustee knows who your trusted advisors are and where to find the information about your estate plan, your assets and your advisors, so they

Health HonorHealth Enrolls First Patient in the Southwest for Phase 3 Clinical Trial of Novel Drug to Battle COVID-19

H

onorHealth Research Institute has begun enrolling participants in a clinical trial at three hospitals within the HonorHealth system in Phoenix and Scottsdale to study an investigational drug to treat patients with COVID-19. The randomized controlled Phase 3 trial compares the safety and efficacy of two different doses of the drug ruxolitinib to placebo in participants with COVID19-associated acute respiratory distress syndrome (ARDS) who are on a ventilator. In a recently published article, the Journal of the American Medical Association reported that of the patients with COVID-19 who were hospitalized, 14.2% were treated in the intensive care unit and of those patients, 85.9% received mechanical ventilation. “For our sickest patients with COVID-19 infection, those in intensive care on ventilators, we are sorely in need of new options, this study could potentially reduce the duration of time that patients are intubated on ventilators,” stated Michael S. Gordon, MD, principal investigator of the study. Researchers throughout the country expect to enroll approximately 500 participants with confirmed COVID-19 infection that must have been confirmed two weeks prior to randomization. Participants must also be intubated and receiving mechanical ventilation at the time of randomization, among other criteria. Prior studies have shown that many patients with severe respiratory disease due to COVID-19 have features consistent with cytokine release syndrome

Righting the Ship After a Financial Setback

Ruxolitinib is approved by the U.S. Food and Drug Administration for the treatment of adult patients with intermediate or high-risk myelofibrosis, polycythemia vera after resistance or intolerance to hydroxyurea, and steroid refractory acute graft versus host disease. Ruxolitinib is not approved for the treatment of patients with COVID-19 ARDS who are on a ventilator, but positive clinical trial results could lead to a pathway for FDA approval for this use.

020 has proven to be a challenging year in many ways, not the least of which has been a less than hospitable financial environment. Events ranging from a significant bear market in stocks earlier in the year to a dramatic increase in job layoffs have put many Americans in difficult financial positions. More than three-quarters of those surveyed experienced at least one major financial setback in their lives and this does not include events since COVID-19 emerged.1 According to the study, more than half of respondents faced setbacks costing them at least $50,000, and for one-third of respondents the losses exceeded $100,000. The impact was experienced across a wide range of households regardless of age or income level. But persistence paid off – a full 90 percent of respondents who experienced a serious setback say they have recovered from it. What can we learn from their experiences? Here are three key takeaways: #1 BE READY FOR ANYTHING Financial setbacks can occur for a variety of reasons. Based on survey results, those range from investment market declines to earnings that did not meet expectations, to a job loss. Other events that created negative financial consequences include making a bad financial decision, having to provide support to family members, and divorce or illness. In short, there are any number of obstacles that could put a wrench in your financial plans. Having a contingency plan in place to respond to these types of emergencies can help you weather the immediate financial stress.

They decided to boost their emergency savings, many accumulating more than $50,000 in cash reserves, or enough to fill a six-month income gap should they face another setback in the future. GETTING BACK ON TRACK Whether the economic fallout from COVID-19 or some other factor has resulted in a financial setback for you this year, remember that you are not alone. Take the matter seriously but keep a level head. You’ll want to closely examine your financial situation to determine the most appropriate steps to take to get your recovery underway.
