BOARD OF SUPERVISORS APPROVES TENTATIVE FY 2020 BUDGET TAX RATE REMAINS FLAT; COUNTY INVESTS IN PEOPLE, PETS, AND PARKS WITH A NEW DECADE ON THE HORIZON, THE NATION’S FASTEST-GROWING COUNTY IS MAKING SMART INVESTMENTS TO FURTHER POSITION ITSELF AS AN ATTRACTIVE, LONGTERM HOME FOR FAMILIES AND BUSINESSES. The Board of Supervisors approved a tentative $2.57 billion budget for fiscal year 2020.

“This fiscally responsible and sustainable budget keeps the tax rate steady for our residents while investing in the kinds of technology and infrastructure that works to serve citizens better,” said Board of Supervisors Chairman Bill Gates, District 3. “These investments include strengthening public safety, improving the voter experience, preserving and enhancing our open space, and utilizing technology and process improvement to save money and make our county government more efficient while providing better service. I am grateful to my colleagues on the Board and to all departments for budgeting in a way that plans for, and protects, the future.”

With the 2020 elections fast approaching, the budget reserves funding for updated elections equipment that is expected to increase the speed with which votes can be counted. Improved technology is one piece of a larger discussion about the future of elections in Maricopa County.

“Making our elections the best they can be is a priority of every person on this Board,” said Vice Chairman Clint Hickman, District 4. “Modern, reliable equipment is essential for a county of our size so we can efficiently handle the potential record number of voters participating in our democracy in the 2020 elections and beyond.”

Recent numbers from the U.S. Census Bureau show Maricopa County added 81,244 people between July 2017 and July 2018, the most of any county in the nation. The FY 2020 budget allocates $296.9 million for capital improvement projects which will modernize the infrastructure needed to support that growing population.

Those projects include multi-milliondollar investments in county parks; a new East Valley animal shelter; and a new substation for the Sheriff’s Office in Avondale. The budget also provides continued funding for the new jail intake facility, Southeast Regional Justice Center, Central Court building, and 225 Madison renovation project, which will turn an old jail into modern, usable office space.

“I am proud to be part of the team that continues to pass budgets that protect our taxpayers while serving the needs of our ever-growing county population,” said Supervisor Jack Sellers, District 1. “This budget will assure the protection and well-being of our citizens. I’m pleased the tax rate won’t change nor is the county required

to take on debt to fund operations.” At a time when many other counties are taxing as much as they are allowed by state law, Maricopa County’s tax levy is $140.5 million below the maximum.

The public will be able to comment on the tentative budget between now and the final vote which is scheduled for June 24.

EAGLE SCOUT PROJECT BENEFITS ADAPT SHOP, CHILDREN WITH DISABILITIES THE ADAPT SHOP RECENTLY RECEIVED A GENEROUS DONATION FROM A LOCAL BOY SCOUT. One of several Easterseals disabilities services provided by Southwest Human Development, the ADAPT Shop focuses on improving the development of young children. The team’s specialists design and create mobility devices, custom seating, and more for young children with disabilities.

Local Boy Scout Riley Hoffer decided to dedicate his Eagle Scout project to crafting a fleet of wheelchairs for the ADAPT Shop. The Shop features a collection of mobility devices that families may borrow to see what fits their children’s needs. But these mobility devices are expensive, making

Hoffer went online and found blueprints for a wheelchair commonly used by young children. He then raised funds by hosting a “Polar Bear Plunge” party at his house, inviting friends and family members to donate money to jump into his ice-filled pool during December.

Hoffer, a freshman at Horizon High School, heard about the ADAPT Shop and the work they do from his mom. Hoffer saw an opportunity to help Phoenix families by building wheelchairs for children with mobility difficulties. “I wanted to do something that was going to have a big and lasting impact,” Hoffer says.

Using the Polar Bear Plunge funds, Hoffer purchased the materials needed to create five wheelchairs to donate to the ADAPT Shop.

Several stores, including Home Depot and Bed Bath & Beyond, donated materials to help out with the project.

Hoffer also enlisted the help of his family members and fellow Boy Scouts to help him assemble the wheelchairs.

Thanks to the donated materials, Hoffer came in under budget. He generously decided to donate the

remainder of the money (almost $1,400!) to the ADAPT Shop.

SCOTTSDALE ENCOURAGES RESIDENTS TO DIRECT DOLLARS TO SOCIAL SERVICE AGENCIES A RECENT STREET COUNT IN METROPOLITAN PHOENIX SHOWS A CONTINUED RISE IN HOMELESSNESS – A 22 PERCENT INCREASE OVER LAST YEAR. Along with that, the public has seen various activities that may be related to homelessness rise, including sleeping in public places, littering and panhandling.

City staff are working to direct those in need to appropriate resources while accommodating citizens’ concerns about excessive panhandling and related issues.

The most visible sign of that work will hit city streets this week, when temporary signs will be placed at “high volume” panhandling intersections in Scottsdale. The signs encourage the public to

donate to social service agencies rather than giving to individuals asking for money.

While handing money to someone may feel good in the moment, donating dollars instead to social service agencies that help those in need is a more effective way to address the root causes of homelessness and panhandling.

The city also discourages panhandling (which is not illegal) because of the safety hazards associated with it. Panhandlers may distract drivers or obstruct views, and put themselves at risk alongside busy roadways.

In addition to the temporary signs, which will be moved as needed to areas where panhandling is

prevalent, city staff are distributing community resource cards to people experiencing homelessness and helping those individuals with access to social workers and job training specialists.

The city has developed a resource page for residents and others seeking more information about this challenging topic. Visit ScottsdaleAZ.gov and search “panhandling” to find links to social service agencies and programs along with legal information relating to homelessness and panhandling.

The city remains a committed partner, working with state and federal governments, nonprofit organizations, faith communities, and compassionate, committed citizens to improve the lives of those in these difficult situations.

here’s no doubt that the valley reigns supreme when it comes to our breadth of summer staycation offerings for locals and visitors alike. And if that’s the case, The Phoenician Resort, with its recent remodel and endless summer activities and specials, is the crown jewel of summer staycations.

While steeped in grandeur today, the Phoenician’s roots are quite modest. It started out as the Jokake Inn in the early 1900s, and today the Inn remains on the grounds, serving as a symbol of Old Southwest hospitality. SIMPLY SUCCULENTS: A NO-FAIL GUIDE TO CARING FOR SUCCULENTS

ucculents are growing in popularity. Here is our guide to teach you how to easily grow and care for succulents.

WHAT IS A SUCCULENT? All Cacti are succulents, but not all succulents are Cacti. Succulents are Xerophytes, which refers to a plant that stores water in its structure, like its leaves, stems or roots. Because of this system, succulents normally have thick, fleshy stems and leaves which act as storage organs for water. This allows them to survive in drought like conditions (and also means they require less watering).

WHAT IS THE DIFFERENCE BETWEEN CACTI AND SUCCULENTS? As mentioned before, all Cacti are succulents (retain water), but all suc-

culents are not cacti. Cacti are a plant that retains water and has aeroles (parts of plant that the spines, branches or flowers sprout from). All Cacti have them while succulents don’t.

DIFFERENT TYPES OF SUCCULENTS: Succulents have adapted to such arid conditions in the world, which has resulted in numerous varieties of interesting leaf forms and plant shapes.

The most common and well-known succulents are Aloe and Agave.

CARING FOR SUCCULENTS: Pots & Containers: If you can think of it, it will work! As long as it can drain. If the container doesn’t have drainage, you can add a decent layer of rock, so the roots don’t sit in water.

Soil: Good soil is one of the most important things! Succulents love well-draining, porous soil. A good cacti/succulent mix is best. You can

make your own with 1/3 potting soil, 1/3 perlite and 1/3 sand.

Light Requirements: Succulents like bright, indirect light – we recommend 6 hours a day. Most succulents will burn in direct sunlight.

Some good growing conditions are a covered patio, a bright room, under grow lights or in the shade of other plants outside. Leaves can tell you about light conditions: With too much light, leaves will burn, turning brown/white. With too little light, leaves will stretch out reaching for light.

Water: Since succulents store water, they don’t need frequent water right?

Right and Wrong. They don’t need regular watering like houseplants but with little water, they will barely thrive. Succulents have two watering seasons: Warm - (spring to summer) and Dormant season - (fall to winter).

Warm: This is their growing season.

They require more water (think once a week) allowing the plant to dry out

in between waterings, along with a good fertilizing once a month (one with low nitrogen and high phosphorus, because they are slow growing).

Dormant season: This is when the succulents are typically not growing, therefore their watering needs are cut way back (think once every 3-4 weeks). During this time, we do not fertilize the plant since it is not growing.

The number one killer of succulents is OVERWATERING. Root rot from overwatering looks like discolored, soft and mushy. The plant can look yellow/white with loss of color.

TIPS TO MAKE SURE YOU DON’T OVER WATER: 1. Feel the soil with your finger. If it is not dry, don’t water.

2. If the top inch of soil isn’t dry, don’t water.

3. Use a Moisture Meter.

ummer has arrived in the Valley of the Sun, and the heat in the desert makes it the perfect season to head to one of our nearby lakes. Whether you love boating, fishing, swimming, water sports, or just enjoying the beauty of a sparkling water oasis in the desert, there are many large lakes near the Phoenix area for you to enjoy with your friends and family. Here is a list of some of the lakes in the area and tips to help you have a fun and safe trip while you’re there.

LAKE PLEASANT Lake Pleasant Regional Park is a part of the Maricopa County Parks and Recreation system. Located just north of Phoenix off of highway 74 (Carefree Highway), Lake Pleasant is a favorite for local outdoor enthusiasts and fans of all water sports, with boating, fishing, camping, and trails for hiking, biking and horseback riding.

BARTLETT LAKE Bartlett Lake (or Reservoir) is located northeast of Phoenix, in the Tonto National Forest. Take Cave Creek Road east

of Carefree until you reach Bartlett Dam Road. Bartlett Reservoir is the second-largest lake in the Tonto National Forest and is a state record fishing spot, as well as a great place for camping and picnicking.

SAGUARO LAKE Saguaro Lake is east of Phoenix, off of the Beeline Highway (Highway 87) on the way to Payson. The lake is located in the Tonto National Forest, a short drive from Fountain Hills and Apache Junction and is a favorite for boating and fishing fans.

CANYON LAKE Canyon Lake is east of Phoenix in the Superstition Wilderness, near Tortilla Flats just off of Highway 88 (also known as the Apache Trail). A part of the Tonto National Forest, Canyon Lake is a great favorite of water sports fans, hikers and campers.

APACHE LAKE Apache Lake is a bit further east of Phoenix than Canyon Lake along Highway 88. Apache Lake is also located in the Tonto National Forest and

is known for its boating, trout fishing, and the stunning scenery and canyon walls that surround parts of the lake.

ROOSEVELT LAKE Continue east on Highway 88 until it intersects with Highway 188 and you will arrive at Roosevelt Lake, also in the Tonto National Forest. Roosevelt Lake is the largest of the lakes in the Sonoran Desert region surrounding Phoenix and hosts boating and camping facilities for visitors. It’s also the gateway to the Tonto National Monument, a well-preserved site of 700-800 year old cliff dwellings with a spectacular view of the lake and surrounding mountains.

SAFETY ON THE LAKE Once you get to the lake, water safety is always a priority for people of all ages. Here are some important guidelines to keep in mind to help you make the most of your lake adventure and keep your family safe and sound.

• Never Swim Alone. It’s always important to keep an eye on your kids any time they are in the water, but it’s also important for adults to make sure they stick together when swimming in the lake. It can be easy to lose track of all the swimmers while you’re on the lake so be sure to use the buddy system. Drowning is a silent killer, so keep each other in view - a few minutes can mean the difference between life and death.

• Always Wear Life Jackets. The majority of lake drownings, somewhere around 80 percent, occur because a person was not wearing a life jacket. Flotation devices

ensure that should you be forced under the water, you will pop back up to the top and stay afloat. Even strong, skilled swimmers can’t stop an undertow from pulling them under a rock or underwater cliff, so don’t take the chance. Being safe means using a life vest, no matter your experience.

• Don’t Drink the Water. Untreated freshwater often contains some pretty gruesome microorganisms that can easily make you sick. Don’t drink lake water and avoid getting it through your nose – you never know what kinds of bacteria are lurking in the cool depths, but a trip to the hospital for giardia, E. coli or something worse is a terrible way to find out.

• Be Aware of Your Surroundings.

Before you jump into a swimming hole, be sure you know if there are any rocks, tree stumps, or debris lurking underneath the water that can cause a serious injury. If you are swimming near a boat, be sure to stay away from the motor exhaust and carbon monoxide fumes. And be sure to check water surrounding a dock, as boats and docks are powered by electricity, which can cause an electric shock when you enter the water. Pay attention to the potential dangers around you and be alert and aware of your surroundings every time you enter the water.

• Wear Sunscreen. Take a Hat. Drink Tons of Water. Every time you go outside in the desert, be sure to take steps to protect yourself and your loved ones from dehydration and sun exposure.

Summer is the perfect time to cool off and enjoy our almost year-round sunshine by the lake or pond. The scenic wilderness and beauty of our Sonoran Desert lakes is a great way to experience nature, have fun, and enjoy the many fun activities available at the lake. But be sure to plan ahead when you head for the lake and take steps to be safe and prevent accidents, illness or drowning while you splash around.

erry Withers, principal at Campo Bello Elementary School, is a believer in the power of classroom furniture to build a studentcentered learning environment. Withers’ school is getting a physical facelift; it is being rebuilt from the ground up. “We are truly excited about the transformation of our school,” said Withers.

Schools are organized into classrooms: nothing noteworthy here. However, if you think of the classroom as a performance environment, you open the pathway to evaluating how to best use the desks, chairs, and tables that inhabit every classroom.

Often overlooked, the comfort of seating and the arrangement of students have much to offer the performance environment. In the good-old-days, seats were assigned by column and row. Not today.

Seating arrangements are interchangeable and the desks adjustable with the introduction of the next generation of school furniture. In the modern classroom, teachers and students design and redesign the learning space, sometimes several times daily, to meet the students’ learning needs.

COMFORT KEEPERS:

MAKING A DIFFERENCE, ONE HUG AT A TIME

C

indy Harris, owner of Comfort Keepers in Scottsdale always knew she wanted to make a difference in people’s lives, though she didn’t necessarily know it would be through the in-home health care services industry. However, a first-hand experience led her to the path that she was always meant to follow — one that has her and her staff bringing smiles to the faces of hundreds of people every single day.

An owner of Comfort Keepers since 2003, Cindy has a degree in business management and a breadth of experience in the quality assurance field. But she got into this industry

By Molly Cerreta Smith because she saw some examples of in-home health care experiences — and she wanted to make it better. She knew through this industry she could do more than “just go to work every day.”

Instead, she could make a difference in people’s lives, which was her plan all along. Cindy began researching options and existing in-home health care companies. She found what she liked in Comfort Keepers, which has individually owned franchise locations around the state and around the country.

Today she owns five Comfort Keepers locations in the valley and northern Arizona, including Scottsdale.

In July of 2017 Cindy was actually

called upon to take over the Scottsdale location when it became available.

“Comfort Keepers liked how I was running my other locations so they asked me if I would be interested in taking on the Scottsdale location,” she says. The answer was a clear yes and Cindy has been putting her special brand of dedication on this location ever since. Having locations in multiple areas and connecting with other Comfort Keepers owners, Cindy has noticed that regardless of area, the people, the needs, the challenges and rewards are all fairly similar.

It’s the approach, and the level of individualized care, that makes Comfort Keepers so unique.

“I really like the focus Comfort Keepers puts on each individual.

The motto is ‘elevating the human spirit,’” says Cindy, adding that the company is intent on providing not only top-notch services for the individual’s daily living activities, but also interactive care that goes beyond just meeting basic needs. “It’s really about taking care of the individual overall and doing what it takes to make them happier,” she adds, noting that for many clients, their caregiver’s visit could be their only interaction of the day. “We want them to feel better about getting up every morning and sometimes we are the only hug in their day.” That’s not a responsibility that Cindy nor her staff take lightly, which is why she only hires the most caring and dedicated caregivers.

She admits that being a caregiver is a tough job, and it’s not for everyone. So when she is looking to bring on new staff, she has one extremely important requirement: a big heart. “You have to have a big heart to do this job because it’s hard work,” Cindy says. T

his summer, Brooks Realty & Advisory Group (BRAG) will unveil “The Estates.”

“The Estates are 10-acre Ponderosa pine-covered forest properties adjacent to Forest Highlands Golf Club and the Coconino National Forest just south of Flagstaff,” says Benjamin “Tres” Brooks III, who founded BRAG in the Northeast Valley in 1996.

Overall, there will be 16 estate parcels – each 10 acres – available in the gated community, with access to the estate properties permitted only through Forest Highlands’ 24-hour guard gated-entrance, off Highway 89A. All of the 10-acre estates will have underground electric, phone and internet, along with natural gas.

Water will be provided by individual wells as the development lies over a tremendous aquifer with abundant water, the same source that all of Forest Highlands’ wells use for their water supply.

“Individual wells also offer much more water-rights flexibility, independent water freedoms and less ongoing water expenses for very large grass areas, ponds, fountains, swimming pools, and so on,” says Tres. “In addition, special memberships to Forest Highlands Golf Club are available, providing owners with access to Forest Highlands’ two championship golf courses, two clubhouses with dining and an array of other fine amenities.”

Tres believes these 10-acre forest estates will truly become family legacy estate properties.

And speaking of family legacies, the Brooks family has built a very special one – one that is celebrating its 50th anniversary in 2019.

This issue, we are proud to share their journey.

THE INITIAL DREAM Benjamin “Ben” Brooks II – Tres’ father – was born in Escondido, Calif. in 1940.

“He saw Arizona not as the Wild, Wild West, but as the land of plenty when it came to rich, very special land,” says Tres. “He wanted to build a legacy by helping to develop this land for families just like ours. He saw land as something that could be passed down in families over several generations.”

He moved his family to Arizona in 1964 and founded Ben Brooks & Associates in 1969, first making a name in residential real estate and then turning toward land investment and development in 1985, just as Tres graduated the University of Arizona.

“I actually earned my real estate license in high school, eager to work with dad,” says Tres. “But my parents were adamant about education, and about me being the first in our family to attend and gradate college.”

Diploma in hand, Tres earned an entry-level job from his father and worked his way up, earning his broker’s license at just 24.

“Then things got…interesting. My dad pushed me to go out on my own,” says Tres, who at the time was flabbergasted. “So, in 1996 I founded Brooks Realty & Advisory Group, focused on developing land with a group of my own investors.”

The funniest part of the story is that within a year of BRAG launching – to great fanfare and immediate success – Ben earned the biggest land deal the Southwest had ever seen: the chance to develop 130,000 acres near Lake Havasu City and Kingman.

“He knew I was the person for this job, which required me to actually move to Lake Havasu from 1997 to 2003 to full commit to the project,” says Tres.

And that is just one of Tres’ landmark projects. Both Ben and Tres, in fact, took on a who’s who of massively successful ventures from Arizona to Wyoming to New Mexico.

“And then the unthinkable happened,” says Tres. “My father was involved in a motorcycle accident and lost his life in 2007, just as the real estate crash began.”

The next 10 years would be filled with the highest of highs – Tres is now married with three children himself – and lowest of lows, notably keeping a real estate business afloat.

By 2017, things were on the upswing for Tres professionally again. So much so, when he was up at his family’s vacation home in Forest Highlands and learned about land coming available for development nearby, he jumped at the chance to head the project.

Fast-forward to this summer; this land is none other than The Estates.

The project will mark the Brooks family’s purchase and development of nearly one million acres of land in the western United States.

“Talk about full circle,” says Tres. “Getting to help build on the legacy that my father started and continue making this dream he had when he was barely out of high school a reality has me emotional and proud.”
