COVID relief law provides additional tax credits to homeowners to pay for solar By Michael O’Donnell
J
oe Biden is now the president of the United States and the Democrats now have a majority in both houses of Congress. Giving Americans a Green New Deal was front and center in the platform that the president and Democratic congressional candidates ran on to get elected, and they and the president’s administration are wasting no time in delivering on that promise. In terms of ambition, the president’s call to address climate change is nothing short of JFK’s “moonshot,” his declaration that America would put a man on the moon by the end of the 1960s.The call to end the use of fossil fuels in the next 15 to 25 years is on par with that goal and perhaps more urgent to humanity. Immediately following the inauguration, the president recommitted the United States to the Paris Climate Accord, a treaty meant to limit global warming by holding countries mutually responsible for drastically reducing their share of greenhouse-gas emissions. America’s participation in this global effort very likely will add significant costs to oil, gas, and coal. In addition, the Keystone XL Pipeline, a conduit meant to transport oil from Canada, was canceled.These measures will probably increase the price Americans pay for gasoline at the pump and for electricity in their homes. The government’s plan to transition American homeowners from heating and cooling their homes with fossil fuels to doing so with renewable energy incorporates both carrots and sticks. The new COVID-19 relief bill passed by Congress in early January has significantly increased the federal tax credit that offsets the cost of home solar systems. Without that act of Congress, the federal subsidy for an average size home in the Phoenix area would have been thousands of dollars less this year and zero next year. The provisions of the law will increase the tax credit homeowners get for solar by thousands of dollars. Most homes in APS’ territory that convert from fossil fuels to solar may receive between $7,000 and $18,000, depending on the size of the home and energy usage. The systems can be designed to reduce APS customers’ annual bill to $0 or even a negative total. The larger the system, the larger the federal government’s subsidy. Hence, the larger the system, the lower the APS bill (or the higher the payment to the homeowner).

The stick is, obviously, the ever increasing cost of fossil-fuel-generated electricity, which will make solar power for homes more and more compelling. It is basically the same strategy the government used to reduce the number of American tobacco smokers.While the warning label got people’s attention, it was the increase in the price of a pack of cigarettes, from 80 cents to $8 a pack, that really drove people to quit. A no-money-down, financed home solar system typically incurs a monthly payment that’s $50 to $100 per month less than the amount they’re currently paying the utility company for the same electricity. City News Jeff Walther Named Scottsdale Police Chief SCOTTSDALE CITY MANAGER JIM THOMPSON HAS NAMED JEFF WALTHER AS SCOTTSDALE POLICE CHIEF. Walther, a former Scottsdale assistant chief, came out of retirement to lead the department on an interim basis after Chief Alan Rodbell retired in November. At the time, Walther’s service was expected to be temporary, but City Manager Thompson soon realized that the 24-year Scottsdale police veteran was the right person to lead the department permanently. “We were very fortunate to be able to bring back Jeff Walther to lead our outstanding police department after Alan Rodbell retired,” says Thompson. “Chief Walther’s ability to step-in seamlessly in an interim capacity was hugely valuable. During these past few months, it has become clear that his experience and relationships within our community, our organization, and the police department are exactly what we need moving forward. I am very pleased that he has agreed to remain on a permanent basis.”
Walther began his law enforcement career as a patrol officer in the Scottsdale Police Department in 1994. During his 24-year career, he served Scottsdale as a detective and as SWAT officer before moving into leadership positions in patrol, investigations, and training. He served as the McKellips District Commander, the Downtown District Commander, and finally as assistant chief over the Uniformed Services Bureau where he oversaw all patrol operations and the Special Operations Division. “I am honored and excited to begin this new chapter in my police career,” Chief Walther says. “Although these times are challenging, it provides a great opportunity to usher in new ways to address complex public safety issues through collaborative relationships with our citizens. I appreciate the faith and confidence that the City Manager and City Council have placed in me and look forward to serving the members of the Scottsdale Police Department, city staff, and the citizens of this great community.”

THE SPIRIT OF SCOTTSDALE AWARD WINNERS Neighbors describe Dana Close as a beacon of light and hope for their south Scottsdale Hacienda del Ray neighborhood. The area was in need of a facelift. Dana got busy by joining her homeowners association and regularly attending City Council meetings. Thanks in part to her efforts, the City Council prioritized the redevelopment of the McDowell Road Corridor. To showcase the improved neighborhood, Dana created annual Scottsdale Home Tour events. Her efforts changed the way people thought and talked about south Scottsdale.
Dana captured one of four Spirit of Scottsdale awards as the 2020 Individual Winner. Two categories of winners, Individual and Group/Organization, were selected for both 2019 and 2020. BESIDES DANA, WINNERS INCLUDE: 2019 Individual Winner, Marilyn Perkins: Marilyn is a tireless volunteer with a huge heart. She has been an Old Town Ambassador far longer than when the city officially kicked off the program in 2006. Ambassadors serve as a primary point of contact for Old Town Scottsdale visitors. Marilyn generously offers her time and expertise whenever asked, and sometimes you don’t even have to wait to ask! 2019 Group/Organization Winner, First Christian Church: A tight group of 12 members has supported Operation Fix It for the last 10 years. Operation Fix It provides assistance to Scottsdale homeowners needing exterior improvements but are unable to do so due to physical or financial limitations. Many clients are elderly and face potential code enforcement fines. This not-so-dirty dozen annually contributes 180 volunteer service hours.
2020 Group/Organization Winner, Parada del Sol Committee: Years ago, when the Parada del Sol and Trails End celebration were at a crossroads, this small group of dedicated volunteers took over the planning and execution of these historical events. The committee works hundreds of hours each year to ensure these traditions continue. Recently, it forged a partnership with the nonprofit Charros to add horsepower to the game. Unfortunately, the 2020 celebrations were canceled due to the pandemic. However, everyone’s hopeful they’ll be back in 2022. But with the COVID-19 pandemic encouraging a switch to telecommuting, Liquidity Services knew they had to make a change, which included closing their Scottsdale office. “When choosing a course of action for closing out the Scottsdale office, sustainability was prioritized as the deciding factor for each step,” according to the company’s 2021 Environmental, Social and Governance Report. As a surplus company, promoting sustainability is one of their company goals, so Liquidity Services chose to go with a smaller veteran-owned company rather than a
larger outfit. Paradog Junk Hauling & Disposal Services, LLC, a veteran-run local disposal company, was tasked with the removal. The decision, however, was more than just about getting the job done. For Michael Spykes, Paradog’s owner and a retired U.S. Marine veteran, taking on the job meant more to him. “Our belief is that business should serve the community and the greater good,” Spykes says. With the help of Paradog, Liquidity Services was able to remove, recycle, and repurpose nearly 15 tons of office materials and equipment. “Everything from cubicles to coffee machines were carefully assessed, and great care was taken to ensure that only those items which could not be resold, donated, or recycled were taken to a nearby landfill for disposal,” according to Liquidity Services’ report.
“[With this job] we had challenges we don’t normally face, but we’d do it for Liquidity Services again,” Spykes says. With every job Paradog takes on, the goal is to have, “Integrity, traditional work ethics, promptness, thoroughness, and a promise to provide exceptional value and service,” he adds. “While avoiding landfill disposal altogether was not possible, our choice to take the extra time and effort to assess the reusability of each item in the Scottsdale office resulted in tons of material being redirected away from landfills,” according to Liquidity Services. “Though a mass disposal of Scottsdale’s office materials might have been cheaper and faster, we challenged ourselves to create a solution that would reduce our environmental impact and serve as a paragon for sustainable transition to telecommuting.” “In total, 12,000 pounds of steel were recycled and two 26-foot box trucks full of material were donated,” according to Spykes. “As always, the mission of Paradog Junk Hauling & Disposal is: to be nice, provide exceptional value for the money, and to leave every property better than when we found it while remaining environmentally responsible and ethically guided,” he adds. Scottsdale Considering Ordinance to Promote Equality and Prohibit Discrimination THE SCOTTSDALE CITY COUNCIL WILL CONSIDER ADOPTING AN ANTIDISCRIMINATION ORDINANCE AS RECOMMENDED BY THE CITY’S HUMAN RELATIONS COMMISSION AFTER HEARING A PRESENTATION ON THE TOPIC AT A RECENT RETREAT.
and voted to recommend to the City Council that protection for veterans, active-duty service members, National Guard and reserves and spouses of veterans and active-duty service members be included in the proposed ordinance as well.
The draft ordinance addresses gaps in federal, state and local law that can result in persons being denied service, housing or employment in Scottsdale, particularly in small businesses, which comprise the vast majority of all businesses in Scottsdale.
At their March 8 meeting, the Human Relations Commission reviewed and discussed the proposed antidiscrimination ordinance, including the language recommended by the VAC, and unanimously recommended the City Council adopt the ordinance as presented inserting U.S. Military Veteran Status as a protected class.
“Equality for all is a crucial community value. Consideration and adoption of a citywide anti-discrimination ordinance will strengthen us as a municipal organization and as a truly hospitable city,” says Mayor David D. Ortega. “Recently, my council colleagues and I decided to bring forward a policy that will respect individuals and promote inclusion of everyone.” Current city ordinances provide some civil rights protections, but do not protect individuals from discrimination in private employment, public accommodations or city services. This local ordinance would add to existing federal and state protections, including specifically prohibiting discrimination based on sexual orientation or gender identity and extending antidiscrimination protections to people working for employers that employ fewer than 15 people. The proposed ordinance would require local businesses and employers to comply with the law, provide a mechanism for responding to complaints (including mediation where appropriate), and subject violators to civil prosecution. Exceptions are provided for certain specific religious, membership club or housing situations. At the request of staff, the Scottsdale’s Veterans Advisory Commission considered the topic of veterans’ protection at their March 3 meeting myhyperlocalnews.com
The City Council will consider these recommendations as discussions continue. As the draft ordinance was developed, copies were provided to community diversity partners and advocacy organizations along with the city’s LGBTQ liaisons. Adopting an antidiscrimination ordinance would add Scottsdale to a list of Arizona cities who have done the same, including: Flagstaff, Phoenix, Sedona, Tempe, Tucson and Winslow. The city of Mesa adopted a similar ordinance March 1; at least 225 cities or counties nationwide have adopted similar measures. The City Council is expected to place it on their April 20 agenda for consideration and possible adoption. “We have heard from many sectors asking that we lead the dialogue for council action on April 20,” says Mayor Ortega. “Please join in the discussions. nterest rates recently hit all-time lows as the Federal Reserve made cuts to mitigate the financial impacts of COVID-19. If you’re a homeowner with a monthly mortgage payment, you might be wondering if now is a good time to refinance. While a lower interest rate may yield a more affordable monthly payment, there are other factors to consider. Here are seven questions to ask yourself before making the decision to refinance:

City News PVUSD Volunteers Partner with ASU Lodestar Center to Improve Service to Students By Alexandra Conforti, ASU Lodestar Center for Philanthropy and Nonprofit Innovation VOLUNTEER IN PARADISE (VIP), A PROGRAM THROUGH THE PARADISE VALLEY UNIFIED SCHOOL DISTRICT (PVUSD), HAS A CORE GROUP OF ABOUT 100 VOLUNTEERS FROM VARIOUS BACKGROUNDS, INCLUDING PARENTS, RETIRED EDUCATORS, NURSES AND OTHER SKILLS-BASED VOLUNTEERS. Together, they provide one-on-one and small-group instruction in reading and math to nearly 1,000 students from kindergarten to 8th grade. But with an estimated 3,000 students in need of the services, VIP needed to grow. Marisha Geraghty, volunteer coordinator for VIP, says they “were at a point where we really felt it was necessary to expand the impact we were having on our students,” and strategic and tactical ideas were necessary to move forward. In early 2020, VIP enrolled in the Service Enterprise Initiative (SEI) through the ASU Lodestar Center for Philanthropy and Nonprofit Innovation, which works with Points of Light and the Arizona Governor’s Office of Youth, Faith & Family to offer this exclusive volunteer-management program to Arizona nonprofit and public organizations. VIP is the first school district to go through the Service Enterprise Initiative program with ASU.
SEI provides organizations with access to a researchbased program that includes a diagnostic evaluation of their current volunteer engagement practices and tailored recommendations for improvement, 16 hours of training focused on change-management and volunteer engagement strategies, and individualized coaching, all working toward national certification as a Service Enterprise from the Points of Light Foundation. Once the pandemic hit, the ASU Lodestar Center and its trainers reinvented SEI as a virtual program. The district expects to receive Service Enterprise certification this spring. “The process has been illuminating because it shows that, with some small changes, the organization can be a lot more effective,” Geraghty says. Through SEI, the district was able to establish a goal to assist all students in kindergarten through 8th grade that are minimally or partially proficient. Additionally, they were able to track and measure their volunteer value and leverage the skills of high quality volunteers in new ways. Cathy McKeever, a volunteer for VIP, says she has enjoyed tutoring both reading and writing for PVUSD students for the past three school years and values the volunteer experience. McKeever adds that she, Geraghty and other VIPs were able to share the SEI workload and advance through the training together
by combining their technical skills, business knowledge and volunteer backgrounds. The district’s initiative and willingness to focus on the change-management process of the program to help benefit their volunteer program, especially through COVID-19, was noticed by Jill Watts, who oversees the SEI program as the director of capacity building initiatives at the ASU Lodestar Center. “What VIP has done serves as a model to other school districts that are looking to make some innovation changes around how they use volunteers to increase student interaction and engagement,” Watts says. For example, elements of the fabric, padding, and straps can be used in animal shelters. Quilted fabric becomes bedding or chew toys for the animals. Long straps make free leashes and lean Polystyrene foam (rigid foam) from seats can be recycled into an Earth Friendly Block.

f you want your child to stay active, social, and “unplugged” this summer, Camp Hubbard is the perfect summer day camp option. Operating since 1998, this top-notch, co-ed sports camp is designed for ages 4.5 to 14. Kids have a great time making new friends while also learning a lot of new indoor and outdoor sports, games, and activities such as: basketball, volleyball, soccer, baseball, softball, archery, swimming, and more.

Camp dates vary by location. There are half day and full day options available. Half day is from 8:30 to 11:30 a.m. and the full day is from 8:30 a.m. to 3:30 p.m. Camp is $250 a week for half-day and $315/week for full day. Siblings are $225 and $290. Single days are $80 per child. (Children must attend a full week of full day camp this summer to qualify for the single day registration.) Full day campers are required to bring their own, self-cooled lunch to camp Monday through Thursday. Every Friday is “Pizza Friday” for all full day campers. he summer months are coming soon and local parents are looking for ways to keep their kids busy or provide weekly childcare while they are out of school. One solution many parents take advantage of is summer camp. Here are some tips for finding the right summer camp, either in person or virtual, for your kids this year.
WHY SUMMER CAMP IS IMPORTANT In person camp is a place where kids can safely roam and play in a way they often aren’t allowed to in their own neighborhoods. In a virtual environment, summer camp can provide kids with entertainment, learning, and stimulation outside of their normal routine. Whether they are at day camp all summer, specialty camp for a week or two, online camp, or overnight camp, kids can let loose and have fun with other kids outside of a school or home environment. Not only are summer camps a great way for your kids to have fun and stay active during the months they are out of school, they also teach kids important life lessons like how to make new friends and gain independence. HOW TO PICK THE RIGHT CAMP FOR YOUR KID There are a lot of options for parents and kids to choose from when deciding which type of camp to pick. You can choose anything from traditional overnight camp, to science camp where kids go daily to conduct experiments and learn about different STEM-related topics, to soccer, art, gymnastics, theater, karate, basketball, and more.
SOME THINGS TO CONSIDER WHEN DECIDING ON THE RIGHT CAMP: • Know Your Goal: Do you need ongoing care for your child every day, or do you just want to get them out of the house for a while to have fun with other kids? Do you want them to get plenty of exercise? Learn a new skill? Grow academically? Improve their musical or artistic abilities? Pick a camp that meets the goals you have for your child. • Know Your Child’s Interests: Discuss the different camps available with your child and see what things interest them. Understand the age range suggested by the camp and any skill sets they may be required to have. You can broaden their horizons by letting them try new things, but be aware of their limitations and the things they don’t like. • Know Your Budget: Summer camp can cost a lot of money, especially if you send your kid to a specialized place. Be sure that you consider all of the expenses involved, including equipment, meals and extras. There are also a variety of options that you can make work to fit your budget. Look for nonprofit organizations, public parks and recreation venues, community centers and libraries, and online offerings for lower cost options for summer camp. • Be Aware of Time Constraints and Locations: Summer camp can be a big help to working parents who need a place for their kids during the summer break, but note the drop off and pick up times to make sure they work with your schedule. Also be sure to plan around any known vacation or time off you have.

• Start the Search Now: The time to start doing homework for the right camp for your kid is now, before camp schedules get booked up and vacation time is planned. Do your research, read the fine print, talk to your child, and make sure that the camp or camps you pick work best for everyone in your family. COVID-19 SAFETY FACTORS No doubt about it, the COVID-19 pandemic has made it difficult to know which summer camp options are best for your camper. The Centers for Disease Control (CDC) provides some guidelines and suggestions for limiting exposure to COVID-19 in onsite summer camp environments; you can see the full list at CDC. gov. The main takeaways are similar to procedures that children may already be familiar with: wear properly fitted masks, be sure to social distance, and always wash hands. or most of us, having a real estate discussion with a lender, title officer, or real estate agent quickly becomes a conversation full of eye-rolling jargon such as “escrow,” “days on market,” etc. Each of these terms becomes a learning process. One of the most important terms you should understand is “inventory.” Residential resale “inventory” is expressed as the period of time it would take for all the homes currently on the market to sell at the current rate of sales. For example, in 85254 there are about 61 homes for sale (as of March 15). Currently, 94 homes in 85254 sell each month. This means that 85254 inventory is equal to 61 homes for sale provided by 94 homes sold in a month, which comes to .67 months of inventory. In this case, because the inventory is a fraction of a month, it is easier to express the inventory in days: .67x30 = 20 days.

Twenty days of inventory is terribly low. To put this in perspective, in 2008, we hit an all-time high of 60,000 homes for sale in all of Maricopa County
with only 4,000 homes selling each month. This was 15 months of inventory and prices were dropping like a stone because sellers had to compete for buyers. A “normal” market is about three or four months of inventory. In this situation, homes gradually appreciate, buyers have a reasonable selection, and sellers can get close to what they ask. This is a balanced market. Our current inventory of twenty days in 85254 is unprecedented. For every seller, there are dozens of buyers and prices are going through the roof. It’s what we call a seller’s market. This means sellers are writing their own tickets but, once sold, most sellers become buyers and that is the Catch 22.
