Our newspapers are written, designed, printed and sent to the Post Office up to two weeks prior to you receiving it in your mailbox. With particularly fast-moving news like what is going on today with COVID-19, we are now pushing relevant, timely news articles to our website www.MyHyperlocalNews.com and our Facebook page Facebook.com/thescottsdalestandard. Don’t worry, we are still printing and mailing; however, with so much happening so quickly, we want to be sure to keep you as informed and up to date as possible. You may notice that this issue is significantly lighter in pages. Much of the content that we had prepared to share with you has changed – and is continuing to change on a daily, and even hourly basis. We have removed our ‘Things to Do’ events calendar. Our popular ‘Getaway’ section has been pulled, as families are being asked to not leave their homes. New businesses that were scheduled to open have had to push back their openings to later or undetermined dates. Charitable fundraisers, food festivals, local theaters and more have all cancelled events – all of which were stories we had planned to share with you. Additionally, some bars and restaurants, gyms, retail stores and more have all been forced to temporarily shut their doors. All this to say, that we have lost a large portion of our advertisers virtually overnight. As a free publication (not subscription based), our ONLY source of income is advertising dollars. These dollars are used to pay our designers, writers, printing, postage and everything else that goes into bringing you local news each month. As you may have heard, newspapers and magazines, both locally and across the country have been dramatically affected by COVID-19. Many have been forced to enact large pay cuts, lay off workers and worse yet, close their doors entirely. To call what’s happening in our industry a ‘crisis’ would be an understatement. syndicated. We are one of the last hyper-local newspapers doing it all with a small but scrappy team of two incredible designers, a handful of Marketing Consultants and one writer. As the Publishers, we feel a tremendous responsibility to continue to provide them a stable income, and a ‘home’ they can count on. We are a family here at Eculeus Group; from our staff, to our advertisers, to you - our readers. We pledge to continue to fight to bring you hope and positive news that affects you where you live. APPLY TO SERVE ON A CITY

BOARD OR COMMISSION SCOTTSDALE HAS SEVERAL OPENINGS ON VARIOUS COMMISSIONS, AND RESIDENTS WANTING TO INSTITUTE POSITIVE CHANGE ARE INVITED TO APPLY TO SERVE. Volunteers are needed for six boards and commissions, which will be filled in May. Openings are available on the Building Advisory Board of Appeals, Citizen’s Bond Oversight Committee, Human Relations Commission, Industrial Development Authority, Path and Trails Subcommittee and the Transportation Commission. Information about the functions of these boards and commissions, as

well as the application can be found at ScottsdaleAZ.gov by searching “Boards and Commissions.”

To be considered, interested applicants must submit an online application by Monday, April 13. Submitted applications are valid for one year. The City Council will review materials and nominate candidates from the applicant pool Tuesday, April 21. Individuals nominated will be interviewed by the City Council beginning at 4 p.m. Tuesday, May 5, in the City Hall Kiva, 3939 N. Drinkwater Blvd. All board and commission members must comply with the city’s Ethics Code and attend training before serving.

SHORT-TERM RENTAL OWNER INFORMATION

AVAILABLE IN SEARCHABLE DATABASE LAST FALL, THE SCOTTSDALE CITY COUNCIL ADOPTED AN ORDINANCE THAT REQUIRES OWNERS OF SHORT-TERM OR VACATION RENTALS TO PROVIDE THE CITY WITH EMERGENCY AND COMPLAINT CONTACT INFORMATION INCLUDING NAMES, EMAIL ADDRESSES AND PHONE NUMBERS.

The new system allows neighbors with concerns to directly contact the responsible party. The responsible party can then contact his/her renter to resolve the issue. In many instances, the concerns may be fixed without Scottsdale Police Department intervention. However, residents are free to contact the police when appropriate.

The database for this information has been updated so that owners and operators can now provide information online in a fillable form. This is a “searchable” database where the new mapping system shows both the properties registered with Maricopa County as rental properties (shown with blue borders) and short-term rentals registered with the city (shown with an “i” information button).

As a reminder, short-term rental owners that do not submit the required contact information may be cited for noncompliance and fined. The amendment also emphasizes that these rentals may not be used for non-residential purposes such as restaurants, event centers, commercial business, wedding venues, etc.

SICK LEAVE IN THE TIME OF THE CORONAVIRUS ARIZONA IS AMONG A HANDFUL OF STATES THAT HAS A PAID SICK LEAVE LAW. The Fair Wages and Healthy Family Act was passed in 2017. Until recently, it was the only protection that Arizonans had when it came to sick leave. However, in response to the novel Coronavirus, President Trump also recently signed a national paid sick leave law - the Families First Coronavirus Response Act. A large percentage of Americans have been temporarily or indefinitely put on a leave of absence and each of these laws offer workers financial help through this pandemic. Under the Arizona Act, paid sick leave is required by all employers for full, part-time or temporary employees. Additionally, union workers who were under a bargaining agreement prior to the Act’s effective date may not be covered. The Arizona Act requires employers with fewer than 15 employees to provide at least 24 hours of annual paid sick leave time and employers with 15 or more employees must provide at least 40 hours of annual paid sick leave time. The Arizona Act allows for employers to be flexible and give the full allotment of paid sick leave even if employees are still in their 90-day grace period. Employees can also use their sick leave if they feel they may have been exposed and need to take some time to get tested

for the novel Coronavirus. Likewise, if an employee has a family member who has fallen ill with COVID-19, they can also use sick leave and be covered under the Arizona Act. This also extends if the employee needs to take time off to get that family member tested. In Arizona, parents can also use their sick leave if their children are forced to stay home due to schools closing—such is the case by the recent mandate issued by Gov. Doug Ducey amid fears that children could increase the spread of COVID-19. It can also be used during times when a public official forces a business to close due to a health crisis. Employees do not need to give any formal notice of leave according to the Arizona Act and can request it via phone, email or in person.

The paid-sick leave law does allow some wiggle room. For example, some employers might require employees to allocate some vacation days to their time off on sick leave. Employers also have the option to combine all the possible days for paid time off, including vacation and other personal leave. The Arizona Act does not cover independent contractors, freelancers, babysitters, writers on contracts and those who are self-employed. Starting April 3, everyone can benefit from the new federal paid sick leave law.

Now, those who were not covered prior to COVID-19 will be able to take sick leave for two weeks maximum with their normal pay up to $511 per day. Additionally, if an employee must take time off to stay home with a child because of school cancellations, they are able to stay at home for 12 weeks while being compensated two-thirds of their normal salary up to $200 per day. To fund this massive program, a tax credit is given to employers against the 6.2% payroll tax. If the percentage amount is greater, the government will reimburse the employer and selfemployed independent contractors can receive a tax credit as well. With many people out of work currently due to COVID-19, the new bill also gives a 90 day extension

to pay 2019 taxes in addition to the normal deadline of April 15. Employers and their employees are venturing into uncharted territory in the wake of the COVID-19 pandemic. As restaurants, bars and retail shops close, there is a heightened worry for those who work for tips and minimum wage. Torn between keeping workers healthy and reducing loss of revenue, the business complications of the pandemic stretch far beyond just the corporate world. ADOR SEEKING UNCLAIMED PROPERTY OWNERS FROM MARICOPA COUNTY THE ARIZONA DEPARTMENT OF REVENUE’S (ADOR) UNCLAIMED PROPERTY PROGRAM HAS IDENTIFIED MORE THAN $900 MILLION THAT BELONGED TO MORE THAN 1.1 MILLION PEOPLE WITH LAST KNOWN ADDRESSES IN MARICOPA COUNTY. The agency is sending out notices to the potential property owners and their families to attempt to return the funds. Some of the property dates back more than 30 years with one property being worth $500,000. Unclaimed property generally consists of money due to an individual from sources like old bank 6 • April 2020 • THE SCOTTSDALE STANDARD

accounts, uncashed payroll checks, tax refunds, credit balances, rebates, returned deposits and dormant safe deposit boxes. Often property becomes unclaimed because the company that holds the funds has an outdated or the wrong forwarding address for its customer and in some cases, a person passes away with no family members aware of the assets. ADOR returns property to owners who provide documentation showing their right to claim the assets. Claimants must include with their claim form a valid photo ID, such as a driver’s license or other applicable identification, and documentation linking them to the owner’s last known address. Claimants

must also provide documentation demonstrating a legal right to claim any property listed in another name. There is currently $1.5 billion in unclaimed assets in the state being safeguarded by the Arizona Department of Revenue. ADOR’s Unclaimed Property program returned $48.4 million to rightful owners in fiscal year 2019 (July 1, 2018 to June 30, 2019). Add A To-Do to Your Spring-Cleaning List: Your Finances

hen the warm weather finally hits, most of us get bit by the spring-cleaning bug. Our to-do lists often include cleaning out our garages, basements and closets. But this year, it might be time to add another section to the list: finances. Whether you just need to reorganize or do a thorough cleansing, this to-do list will help you tidy up your financial house. • De-clutter your credit cards — and your wallet: If your wallet is bulging with plastic, look at all your credit cards and trim down to the ones you really need on a regular basis. Evaluate your cards based on benefits such as cash back or airline miles and prioritize the ones with the greatest offerings. Store unneeded cards in a safe place or cancel the ones you don’t use. But, of course, take into consideration whether canceling a card will negatively affect your credit rating before doing so. • Cancel unused memberships: If a new at-home exercise routine has replaced your trips to the health club or gym, or if you’re rarely playing golf at a course you belong to, consider canceling your membership. Even if you have to pay a fee, you may quickly recoup your financial losses. • Negotiate better deals with your service providers: Whether it’s your cable, internet or waste removal company, chances are you can negotiate a better rate. Simply take time to get quotes from competitors. If they are offering lower rates for the same services, go back to your service provider to see if they will price match to keep your business. If not, switch to someone new.

kay, let’s keep it short: In 2003, inventory of homes in Maricopa County began dropping from its normal level of 30,000 - 40,000 homes. Driven by loose money, the market heated up. By 2004, inventory went down to 15,000 and by the end of the year, it went below 10,000 homes for sale. By 2005, there were

less than 5,000 homes for sale and prices began to rise. By the end of 2005, over 10,000 homes were sold and the average Phoenix home was selling for $350,000. In 2006, the market had peaked and leveled off at historic highs. Then came talk of a “soft landing” as concerns were revealed about the loose money mortgage markets. Finally, in August of 2007, no-qualification-statedincome money loans were cancelled. That September, more than 2,000

escrows had cancelled due to lack of funding. Monthly sales, which had been running 6,000 to 8,000 per month, plunged to less than 3,000 and these were mostly cash. At the beginning of 2008, foreclosures began to rise as the banks became owners. Prices plunged as banks competed to sell first. When banks owned 80% of the inventory, it became a race to the bottom and that same Phoenix home had dropped by almost half to only $200,000. Just as the 2005 peak was artificially inflated, the 2008 deflation was unrealistically low. 2009 brought fear and prices continued to slip. By 2011, prices hit bottom with the average Phoenix home selling for only $105,000 and inventory swelled to more than 50,000 homes. Investors began buying thousands of homes to fix and rent. Most of those homes are still owned by institutional funds. Then came the long, slow climb. Inventory came down and stabilized at about 20,000 homes (still low compared to pre-2003 levels) and prices began to grow. With each year of price increases, owners who were underwater (owed more than their house was worth) began to have equity. Today, we rarely see a seller who owes too much. Lenders

haven’t made a loose loan since 2007. Demand remains strong and inventory is once again dropping, causing prices to rise further. The difference this time is that the market is driven by a strong economy and more people are moving to Arizona. That’s it – as short as I could make it.

SAFE USE OF PARKS AND OPEN SPACES DURING THE COVID-19 OUTBREAK

he National Recreation and Park Association (NRPA) prepared the following statement in support of the safe use of parks and open spaces during the COVID-19 outbreak. To date, more than 500 organizations have signed on to voice support. Concerns about the coronavirus disease 2019 (COVID-19) outbreak continue to grip our nation. As organizations that support the power of parks and open spaces as essential resources for health and wellness, we understand that people may have questions and concerns about visiting their local parks, trails or open spaces at this time. The Centers for Disease Control and Prevention (CDC) has flagged mental health as a top concern associated with the COVID-19 outbreak. We recognize that social distancing may take a toll on our mental health, especially during highstress and anxiety-producing global public health emergencies. We also know that parks provide a connection to the outdoors and green space as well as opportunities for physical activity which studies demonstrate reduces stress and improves mental health.

We believe that many parks, trails and open spaces can continue to be used in a safe manner that allows people to enjoy the mental and physical health benefits these spaces provide. In all instances, we recommend people follow local, state and national ordinances and guidelines regarding the use of these spaces and recognize that these vary from community to community.

n autoimmune disease is an illness in which the body attacks itself. Normally, the immune system is able to tell the difference between something foreign such as a virus or bacteria and its own cells. Autoimmune disease can have a genetic component as well as be triggered by environmental factors such as stress, infections, hormonal influences, nutrient deficiencies, diet and lifestyle. Often times medications are given to suppress the immune system so that it lessens the attack on itself. In Naturopathic Medicine, the focus is to identify the root cause of the illness. Each person is treated individually and the goal for

autoimmune disease is to address the potential triggers for the inflammation.

DIET: Our gut and how we digest and absorb nutrients are a primary focus in most autoimmune diseases. Diet is a standard baseline. We focus on low inflammatory foods which include nutrient dense vegetables and fruits such as dark leafy greens and berries. These nutrient dense foods are packed with antioxidants and phytonutrients which can inhibit the inflammatory pathways that are exacerbated in autoimmune disease. Foods high in healthy fats such as cold-water fatty fish, walnuts and avocados can help decrease inflammation. We also focus on diets low in processed foods, added sugars and refined carbohydrates. These types of foods can aggravate inflammation thus making the attack on the body stronger. It is also important to stay away from any food sensitivities and allergies as these will produce more inflammation in the body. Common food sensitivities with autoimmune disease include dairy, wheat and eggs. STRESS: There is a strong correlation with stress and autoimmune diseases. Stress can come in many forms and for someone with an autoimmune disease it is essential to control the levels of stress. This can be physical, mental and emotional stress. Stress will

negatively affect the immune system and can lead to more misfiring of those elements that flare up the autoimmune illness. Supporting the individual with lifestyle changes to reduce stressors is very important.

WATCHES: HISTORY, REPAIRS AND MAINTENANCE By Indra Jhaveri

pring-driven, portable clocks developed in the 1400’s presaged the invention of pocket watches in the 1500’s and subsequently, wristwatches. One of the first wristwatches of note was made for the Queen of Naples in 1812. Because these early cases were vulnerable to exposure to the elements and weather, most wristwatches of this time were made for ladies, while men carried pocket watches. The desire of the military for rugged, more durable timepieces that did not require a hand to remove the watch from a pocket prompted the innovation of wristwatches for men. Mechanical watches are driven by a hand-wound mainspring which supplies the power to move the gears and hands. Synthetic rubies are

used as bearings (and referred to as “jewels”). Besides pocket watches and manually wound wristwatches, there are automatics, tourbillons, chronographs, quartz and solarpowered watches. The tourbillon watch places the escapement and balance wheel inside a rotating case to negate the effect of gravity upon these parts of the movement to increase accuracy. The automatic watch is wound by the movement of the arm when worn. Chronographs have a stopwatch function as well as keeping normal time. Quartz and solar-powered quartz watches are extremely accurate with less moving parts. By applying an electric current to a quartz crystal, the crystal will vibrate at an exact, specific frequency that is the same for all quartz crystals (exactly 32,768 times per second). Modern solar-powered watches use light energy to charge a battery. Battery replacement is a

normal and necessary procedure with quartz watches. Internal damage can also occur to the movement, but inspection and assessment should be quick and simple. If there is damage to the movement, frequently the entire movement will be changed.

Watches are made of very delicate and sensitive parts. Watches are made for various uses, such as active wear for sports. So, this type of watch is made of special materials that are more durable than decorative watches. Regardless of the type, all watches require regular maintenance and occasional repair. A waterresistant case is not waterproof and not all cases are water resistant. Moisture or dust can get inside the case. There can be a hundred or more parts in a mechanical watch. A strong blow or vibration can dislodge or damage some of the parts.

If any parts are damaged, they are replaced (with customer consent if necessary) and adjusted with a special device called a multifunction timegrapher to achieve optimum time balance. New gaskets are placed in the case of the watch and it is then tested for water resistance. Upon completion of the test, the movement is placed inside and tested again for water resistance and then put on a rotor test machine for a day or more to check that everything is working properly. Finally, the watch is then returned to the customer with test results (including charts and photos) and a warranty. Besides being practical, whether simple or complex, modern or antique, watches are a style statement worthy of the addition to any collection.
