New Limit Soon To be Imposed on Homeowners That Want to Go Solar By Erick O’Donnell

E

ver since the 1980s,when scientists first start to warn publicly of the dangers posed by global warming, the need to replace our carbon-belching system of power generation with clean renewables has been inherently urgent. One might think the fate of our planet’s eco system – not to mention the human populations that depend on their stability – should suffice to nudge people into embracing solar energy, the planet’s most abundant potential power source, yet regulators and lawmakers seems determined to come up with ever-more-creative ways of adding artificial urgency to the choice to go solar. Since the Arizona Corporation Commission voted in favor of APS’ 2016 request to pay owners of rooftop solar less for their power than what they sell it for, thereby initiating a new regime in steadily falling annual compensation for solar customers, that urgency has been relative: Do I want great financial rewards this year or just good ones next year? But, with a new rule going into effect soon, homeowners now face an absolute barrier to access that depends on the total power being generated by solar panels in their community, with no certainty over how soon they will indefinitely shut out of the opportunity to go solar. The new rule limits the proportion of solar-generated electricity allowed to exist within an area served by a substation to 15 percent of its peak capacity.That means that once 15 percent of a service area’s total electric current is supplied by rooftop solar, everyone else who might want to go solar may be left out in the cold. The rule technically went into effect February 2020, but implementation has varied somewhat by utility; for example,Tucson Electric Power (TEP) has already started screening applications to determine whether their areas are still eligible for new solar installation, but APS has yet to announce an actual start date. installation company, is urging his sales force to emphasis the urgency of going solar now before areas get effectively locked out.When TEP began implementing this new screening and review process last year, dozens of homeowners were denied their solar applications with the utility, even after having already signed up to have solar installed on their homes. Once the new policy is put in place with other Arizona utilities, it is expected that other areas of Arizona will hit their maximum quickly, though it is too early to know where and when with any specificity. Some areas served by APS are sure to be at their allowed imposed limit as soon as the utility starts evaluating applications under the new rule. Buckeye and North Peoria are especially saturated with rooftop solar, Berechet said.“It’s a really bad situation honestly, for both homeowners and everyone in the solar industry,” Berechet said.“It’s almost surreal. We have one customer who just last week was permitted by the city to have their solar system installed,” he said.“Tomorrow, we have to call this customer and cancel their project because the utility denied his solar application due to this new rule.” The essential environmental and economic factors still favor solar power in Arizona. The state has the third lowest cost per watt for solar panels, and it has the second highest potential solar resources, just after Nevada, according to U.S. Energy Information Agency. Yet state regulatory decisions have proven to be a drag on solar’s expansion in what should be one of the most favorable environments for the technology. Data from the Solar Energy Industries Association shows yearly residential installation rising steadily from 2010 to 2017 (the year the state’s utilities started paying less for solar-generated electricity than what they sell it for) and slowing declining or stagnating in the years following. Only time will tell how this new restriction will affect solar energy’s future in Arizona.

This framework of questions gives kids the power to make better spending choices. LESSON #4: Get in the habit of saving. Show how much easier it is to save when its done regularly, even in small amounts, and that savings can help meet larger goals. This can be demonstrated with simple visual addition problems on paper. Don’t forget to mention the other crucial role of savings for adults —as protection when work is interrupted or an unexpected expense occurs. Older students earn extra credit with a lesson on compound interest. LESSON #5: Money deserves respect. Teach your kids to handle their money with care. That means not stuffing dollars into pockets or leaving change at the bottom of a backpack. Currency kept neatly folded in a wallet or change purse shows respect for the value it represents. The same applies to debit and credit cards, which are as good as money. They too should be guarded, especially to prevent them from being lost or stolen. Follow your own advice and be a good example. Just as you are a resource for your children, your financial advisor can be a source of financial knowledge for you. Keep your own finances on track with regular financial reviews and you’ll be even better prepared to engage your kids in meaningful conversations about money.

Why not add a few lessons on money fundamentals while you have a captive audience? Here are five simple lessons on “dollars and sense” that can help kids develop a financial foundation. Tell them that money is a byproduct of work, and that there are limits to its supply. LESSON #2: Don’t spend what you don’t have. You can also point out that if everything in their piggy bank is gone, they won’t have money left for other things they may want or need at a later date. Talk with older children about the risks of overspending and credit history. A poor credit history due to youthful money mismanagement can harm their ability to get a car or home loan down the road. Scottsdale’s New Mayor, City Council Members and Assistant Chief of Police Take Office SCOTTSDALE RECENTLY WELCOMED ITS FIRST NEW MAYOR IN 12 YEARS WHEN DAVID D. ORTEGA WAS SWORN-IN AND TOOK OFFICE. He is joined by three new City Council members who all earned their seats in last November’s local election. According to the City, Mayor Ortega is a registered architect who designed many landmark buildings in Old Town Scottsdale. He is a graduate of the University of Arizona and was an apprentice architect to Bennie Gonzales, FAIA, the award-winning designer of Scottsdale City Hall, Civic Center Library and Scottsdale Center for the Performing Arts. Councilwoman Tammy Caputi has lived and worked in Scottsdale for over 20 years. She is the president and owner of Yale Electric West, Inc., a company she founded locally in 2001. She holds a bachelor’s degree in economics from Wellesley College

in Wellesley, Massachusetts and a master’s in business administration from Simmons University in Boston.

Councilmember Tom Durham grew up in a small town in Iowa and attended Cornell College in Mt. Vernon, Iowa, where he graduated Phi Beta Kappa and magna cum laude in 1977, with majors in philosophy and history. After graduating from Cornell College, he attended New York University Law School in New York City and then went on to join the Mayer Brown law firm in Chicago where he specialized in tax law. Councilwoman Betty Janik was born and raised in Chicago, Illinois. She earned a bachelor’s degree in chemistry from the University of Illinois Chicago. After college she worked as a research scientist at GD Searle, one of the premiere pharmaceutical companies of the era. After taking time off to start a family, she spent nearly 10

years teaching math and science at the middle and high school levels.

Scottsdale’s newly-elected officials join incumbents Kathy Littlefield, Linda Milhaven and Solange Whitehead on the City Council. SCOTTSDALE POLICE ASSISTANT CHIEF ANNOUNCEMENT The Scottsdale Police Department recently announced the promotion of Commander Joseph LeDuc to the rank of Assistant Chief. He fills the position vacated by Assistant Chief Popp, who retired in December. “I have worked with Joe LeDuc since day one of my police career and I am very excited at the level of leadership that he will bring to the assistant chief position,” says Chief Jeff Walther, Scottsdale Police Department Chief of Police. Chief LeDuc joined the Scottsdale Police Department in 1992. He served as a Patrol Officer, Field Training

Officer, Burglary Detective and Homicide Investigator. In 2005, he was promoted to the rank of Sergeant. As a Sergeant he worked as a supervisor in Patrol, the Special Victims Unit and Internal Affairs. In 2013, he was promoted to the rank of Lieutenant. During this time, he served a term chairing the Arizona State Governor’s Parent’s Commission on Drug Education and Prevention and served on a council to address the opioid epidemic. In 2016, LeDuc was promoted to the rank of Commander where he was most recently responsible for the day-to-day operations of the Downtown District and municipal jail, supervising and leading over 100 civilian and sworn police employees. He also served as the public safety commander for the Waste Management Phoenix Open Birds Nest event for multiple years. Assistant Chief LeDuc will oversee the department’s Investigations and Forensic Services Divisions as well as the Public Information Office in his new role.

Scottsdale Police Department Warns of Recent Phone Scams THE SCOTTSDALE POLICE DEPARTMENT (PD) RECENTLY ANNOUNCED THAT THEY HAVE EXPERIENCED AN INFLUX IN CALLS FROM LOCAL RESIDENTS ABOUT A NEW PHONE SCAM. “We have had recent reports of people claiming to be offi-

cers or detectives with the Scottsdale Police Department contacting citizens by phone,” according to Scottsdale PD. In those calls the individuals demand payment by gift card or other online payment method to clear up arrest warrants. These calls are not legitimate. The Scottsdale Police Department does not make calls like this or demand payment by gift card. “No law enforcement agency will ever call a citizen claiming they have warrants or unpaid tickets or anything else and ask for payment in the form of gift cards. Ever,” emphasizes Sgt. B Reynolds with Scottsdale PD. To avoid being a victim, if you ever have a question about the legitimacy of a call related to the police department, call Scottsdale PD at their non-emergency line at 480-312-5000.

Duet’s Family Caregiver Virtual Symposium Invites Caregivers to Learn From Nation’s Top Caregiving Experts WHILE ENDURING COVID-19 RESTRICTIONS AND THE PASSING OF HIS WIFE OF 56 YEARS, GERALD WOOD CREATES PAINTINGS TO KEEP HIM UPLIFTED. Though he’s dabbled in art since he was six years old, it became a full-time endeavor only a few years ago, in his late 70s. “I started when my wife was in bad shape,” he says. He began to bring his paintings to the support group for “show and tell.” Fellow caregivers bought some of his work and commissioned pieces. That launched a new pursuit. His work has been selected for exhibitions, including one with the Mayo Clinic Loaned Artwork Program. Need a reason to splurge on a few extra boxes this year? Try pairing them with Arizona-made wines. THIN MINTS AND CABERNET SAUVIGNON Likely, these mint-flavored (and vegan) chocolatecoated cookies don’t need an introduction. Whether enjoying from the box or out of the freezer, these

classics need a wine that can stand up to the mint. Carlson Creek’s 2018 Cabernet Sauvignon, a fullbodied, well-balanced bottle with clove and vanilla aromatics and cherry on the palate, does the job. City News Solid Waste Management Discontinuing Alley Trash Collection, Moving to Curbside Service THE CITY OF SCOTTSDALE RECENTLY ANNOUNCED THAT SOLID WASTE MANAGEMENT IS DISCONTINUING ALLEY TRASH COLLECTION FROM MOST SCOTTSDALE HOUSEHOLDS AND MOVING TO CURBSIDE SERVICE. This transition just began and will take about four years to complete with different areas of town transitioning on a schedule roll out. ACCORDING TO THE CITY, CURBSIDE TRASH COLLECTION WILL: • Make alleys a cleaner, safer space. • Reduce the number of citizen complaints related to excessive garbage in the alley. • Reduce damage, wear and tear to trash collection vehicles due to the conditions of the alleys. • Help recover all disposal costs, which will help to keep fees for solid waste services low. Collection days remain the same. Recycling collection and bulk/brush collection remains as is. Residents will be notified by mail prior to the city delivering new curbside cans. Residents can determine if and when their service is transitioning to curbside by using the Find My Pick-Up Schedule tool at

Arizona had its share of controversy and mayhem on the journey toward statehood, but our history predates the beginnings of the United States. Oraibi, a village on the Hopi reservation, was settled prior to 1100 A.D. and is one of oldest continuously inhabited settlements within the United States. Prehistoric ruins of native people date back thousands of years and are widespread throughout Arizona. One of the oldest standing European structures in the country, San Xavier del Bac mission in Tucson, was built in 1699. And our most famous landmark, the Grand Canyon, is not only around 17 million years old, but is also one of the Seven Natural Wonders of the World, and the only one located within the United States.

SHARLOT HALL MUSEUM: The Sharlot Hall Museum in Prescott is located on the site of the first Territorial Governor’s residence and offices and features historic exhibit buildings, artifacts, and gardens. The museum was named for Sharlot Mabridth Hall, a well-known poet, activist, politician, and Arizona’s first territorial historian.

Here are few fun facts about State 48, the Grand Canyon State, that you might not have known: • The first barrel of tequila ever was produced in Nogales, Arizona, in 1936. • Arizona has the two largest man-made lakes in America: Lake Mead and Lake Powell. • Lake Powell has a shoreline of 2,000 miles, more than the Pacific Coast. • Donkeys are not allowed to sleep in bathtubs. • It is illegal to refuse a person a glass of water. • You can be put in jail for up to 25 years for cutting down a Saguaro cactus. • The first McDonald’s drive-thru window was opened in Sierra Vista. • The world’s oldest rodeo is in Prescott. • The FAA was created in 1958 as the result of two airplanes crashing over the Grand Canyon. JEROME: Jerome, west of Camp Verde, was once a thriving copper mining town and is today well known for its hauntings. BESH BA GOWAH: Just outside the city of Globe, east of the Superstition Mountains, is Besh Ba Gowah, an archeological park featuring the ruins of the ancient Salado people who lived in the Globe-Miami area almost 800 years ago. TOMBSTONE: Tombstone, located south of Tucson, is home of the infamous OK Corral and is one of the most famous and celebrated towns of the historic Old West. These are just a few of the many spots in Arizona to learn about our Wild West past. Education The PVSchools Governing Board Re-Elects Committed Community Volunteer as President

T

he PVSchools Governing Board re-elected Anne Greenberg as its president at a recent meeting. She was first elected to the Governing Board in 2004 for the term beginning in 2005 and is currently serving her fifth term. Reorganization of the Governing Board occurs once a year. Greenberg earned a bachelor’s degree in journalism from Northwestern University. She is co-owner and executive vice president of Health & Medical Multimedia, a medical communications firm, as well as a strategic planning consultant. A founding and current member of the district’s Community Legislative Network, Greenberg has served on numerous district, school and United Parent Council committees. Formerly

a member of the state board of the Arizona Academic Decathlon Association, she has chaired and continues to serve on the Legislative Committee for the Arizona School Boards Association, which honored her with an All-Arizona School Board award in 2011. Previously, she was the president of Women in Communications, a national organization for professionals in all communications disciplines. She and her husband, Rick McGuire, have two sons who graduated from Paradise Valley schools. Greenberg is the presiding governing board president for calendar year 2021. Her overall governing board term will run through December 2024. The PVSchools Governing Board consists of five members that are elected for

staggered, four-year terms. They serve without compensation. The board sets policy for the management of the district, and the superintendent and cabinet are responsible for the execution of these policies. Board meetings are open to the public. Regular meetings are typically held on the first and third Thursdays of each month at 7 p.m. They are currently virtual due to COVID-19. Study sessions are held as needed for the purpose of studying one or more specific issues in depth. No action is taken during a study session. Back pain & sciatica is becoming more common with quarantine, and most treatments only focus on relieving the pain. This works for a bit, but the pain is just a symptom. To find the cause you have to go deeper. So deep in fact, that you have to go all the way back to how your brain is interacting with your muscles. The most common thing that I hear people say, is “I have tight hip and back muscles.” They say that when they stretch their muscles, their back pain or sciatica lessens, but they stop doing it because they have to do it all the time to get any results. Does this sound familiar? They also tell me that one side always seems to be tighter than the other, or that no matter how much they stretch, the muscles don’t get looser. To understand why muscles get tight, you have to know that your muscles are not very smart. They do what they’re told, and the brain is the one in charge. Your brain is constantly aware of where your body is in space, and tries to keep you stable. For example, when hiking a tricky trail, your brain tells your ankles, knees, and hips how to behave to stay balanced. If your brain feels like your body is unstable, it will call in extra muscles to help improve that stability. So it will tighten big muscles that are typically only used for large movements or heavy lifting. In the case of back pain & sciatica, your tight back and hip muscles are likely compensating for weakness in other muscles. This in turn creates compression in the joints and around the nerves. As this compression goes on for a long period of time, inflammation builds up until you get full blown back pain or sciatica.

INCORPORATE VITAMIN D According to research by the American Journal of Clinical Nutrition, vitamin D plays a role in reducing your likelihood of developing the flu. However, most Americans are deficient in this vitamin, which can lead to rickets, poor immune system function, and risk of cardiovascular disease. Vitamin D storages can be increased by exposure to sunlight, eating fish, egg yolks, beef liver or taking supplementation. However, you should have your blood levels checked by your physician before

supplementing as too much vitamin D can be toxic and can damage your kidneys. STAY HYDRATED Staying properly hydrated can support the immune system and allow it to defend your body from viruses. Drinking at least half your body weight in water in ounces is a great way to stay hydrated which enables your body to fight off the flu. It will also help improve your quality of sleep, cognition and mood. If you have a hard time drinking enough water, consider adding your favorite fresh fruit to the water to provide flavor or a marked water bottle to give you goals to hit throughout the day. Much later, in the 14th century, it came to be celebrated as a day of romance. These days, we also give gifts to other family members we love to let them know just how dear they are to us. One way to show our family we love them is to get a will or trust in place. A proper estate plan makes

it much easier on your loved ones if you become incapacitated and when you are no longer here. Without a proper estate plan, you may leave a gigantic mess. Your family will have an expensive and time-consuming ordeal ahead of them, and worse, they may end up fighting. HAVING A PROPER PLAN MEANS YOU AVOID SOME OF THESE BIG MISTAKES: Not having a plan: This seems obvious, but it is the number one mistake made by 60 percent of Arizonans. If you don’t have a plan, don’t worry. The state of Arizona has one for you, but it may not be what you want. Put your own plan in place instead. Who needs a plan?
