“Two steps forward, one step back,” such is the nature of progress in a democracy, where competing interests and opinions inevitably come in conflict. This expression can help stave off pessimism by keeping one’s focus on the long term.

For the people rooting for America’s clean-energy revolution (including us, of course), that makes it an especially useful metaphor to keep in mind after a big defeat for solar power. Such a defeat occurred earlier this month in California, where the state’s utility regulator voted to sharply reduce how much utilities must pay customers for the surplus energy produced by their solar panels.

Make no mistake, though; the decision in California is a big step backward for solar energy in America.

In fact, the reduction, part of a policy package called Net Energy Metering 3.0, is the largest such cut in American history. Effective April 15, it slashes what owners of new rooftop solar systems get for their surplus power by 73%, from an average of 30 cents per kilowatt-hour to 8 cents. Many public commenters opposed the move, according to local reporting.

It’s not hard to see why. A state’s buyback rate is essential to the financial viability of distributed solar power and determining whether the purchase of a system represents a logical investment for a household. A similar rate cut in Nevada in 2016 caused the pace of new installations to plunge by 90% in the following years. The Solar Energy Industries Association told the commission the proposed cut would put solar energy out of financial reach for millions of California homeowners.

From tax cuts to vehicle-emissions standards, California’s policy changes have historically spawned waves of similar experiments in other states, which makes this policy regression even more ominous than the state’s gargantuan size alone would make it. For better or for worse, California’s experiments are hugely influential, so it will be crucial for solar-power advocates to speak up against the influence of this decision before it spreads to other states. Luckily, the facts about solar power are on our side.

California’s electric utilities won this concession from their regulator by arguing that the state’s one-toone buyback rate (paying system owners the same amount for their surplus energy as the utility charges) fails to account for the grid’s fixed costs, thereby shifting costs to ratepayers who don’t own solar systems.

That’s the same argument, by the way, that won similar cuts in other states, including this one. In Arizona, the price APS pays its customers for the power they export to the grid will drop by 10% on Sept.

1 from its current price of 8.5 cents, and it’s scheduled to drop by an additional 10% in each of the next several years on Sept. 1. Homeowners who go solar this year will be grandfathered in to the 8.5-centper-kWh rate for 10 years. While not as steep a drop as the one scheduled to take place in California, it’s important for homeowners in Arizona to go solar as soon as possible to lock in the highest buyback rate.

But this idea does not stand up to scrutiny. As a review by the Brookings Institution explains, rigorous studies on this issue—whether commissioned by regulatory bodies or conducted independently by academics—point in the opposite direction, showing that distributed solar generation produces net benefits for ratepayers and society when all costs and benefits are factored in. “[N]et-metered systems do not impose a significant net cost to ratepayers who are not net-metering participants,” declared a study by Vermont’s utility regulator. The agency further described the state’s net-metering policy as a successful part of Vermont’s strategy for converting its energy base to renewable sources.

In 2014, only two years before Nevada’s utility regulator ended net metering, it concluded that the one-for-one compensation policy conferred $36 million worth of financial benefits to all customers of NV Energy, not just solar-system owners. It further concluded that rooftop systems would save money for the grid by reducing the need for expensive upgrades, estimating total lifetime savings at $166 million over the lifetime of systems installed through 2016.

The same year, Minnesota’s regulator determined, based on a comprehensive assessment of all societal benefits of the technology, that the overall value of solar power exceeded its retail price. Those benefits include the avoided costs to society of fossil-fuel use, as well as the eliminated need for new power stations and the displacement of more expensive power sources.

Other state-sponsored studies have yielded similar results, according to the Brookings review. And an analysis by the Lawrence Berkeley National Laboratory determined that, while net metering would have only a “relatively modest” effect on ratepayers, it could reduce earnings for the shareholders who own the for-profit utilities.

That last detail is interesting considering these companies’ well-known penchant for guarding their profits through political means. The Energy and Policy Institute reported earlier this year that, between 2008 and 2021, more than 70 investor-owned utilities contributed more than $61.6 million to a set of political-influence groups—known as Section 527 organizations—at the state level. Investigative reports, meanwhile, have described in detail the influence-peddling role played by these groups, detailing how they arrange private policy discussions over matters of public interest, including the states’ clean-energy plans. Given the pervasiveness of this practice, it makes sense for all ratepayers (whether they believe in clean energy or not) to ask themselves: are my state’s energy policies being decided in my interest?

OWNERS HAVE UNTIL JAN. 8 TO LICENSE SHORTTERM RENTAL PROPERTIES IN SCOTTSDALE City ordinance requires short-term/vacation rental property owners/operators to obtain a Scottsdale license for each property and comply with several safety, health, and neighbor notification requirements.

The city has notified all known short-term/vacation rental properties about the licensing requirement via direct mail. However, as of Dec. 14, only 530 of an estimated 5,000 properties in Scottsdale have applied for or received their Scottsdale license.

The owner/operator will be subject to enforcement action by the city that includes being cited with a minimum fine of $1,000 per violation. Review the requirements and apply for a Scottsdale rental property license at scottsdaleaz.gov, search “short-term rental.”

“I’m concerned that only a small percentage of all properties currently advertising in Scottsdale have applied for the license we require,” says Scottsdale Mayor David D. Ortega. “I urge all owners to act now and obtain the license - doing so is simple, and it’s the law in Scottsdale.”

MARICOPA COUNTY OFFERS VOUCHERS FOR PROPANE FIRE PIT PROGRAM In Maricopa County, a combination of wood-burning and stagnant weather conditions can create poor air quality during the winter. Using a propane fire pit rather than wood-burning pits and fireplaces can reduce air pollution caused by smoke. In an effort to reduce smoke produced by outdoor wood burning fire pits, the Maricopa County Air Quality Department has created a Propane Fire Pit Program in partnership with the Arizona Propane Gas Association, the Propane Education & Research Council, and Home Depot. Failure to receive the city’s letter does not alleviate an owner’s responsibility to obtain a license or comply with other ordinance and legal requirements. Beginning Jan. 9, any short-term/vacation rental property operating in Scottsdale without a license will be violating the law.

Scottsdale’s Bi-Annual Community Survey Will be Reaching Selected Households Soon

By Kelly Corsette RANDOMLY SELECTED SCOTTSDALE HOUSEHOLDS ARE BEING ASKED TO PARTICIPATE IN A SURVEY TO MEASURE THEIR VIEWS ON THE COMMUNITY, CITY PROGRAMS, AND SERVICES.

The city will use the feedback to prioritize initiatives, services, and programs in the future. Once the feedback period for the 5,500 randomly selected households concludes, an online version of the survey will be opened for all city residents to provide their feedback.

The National Community Survey allows residents to rate their overall quality of life and provide specific feedback about municipal services, public safety, customer service, and their level of participation in community events and activities.

Initial notification to the randomly selected households is being sent soon, followed by the survey itself the following week.

Selecting a group of Scottsdale households at random assures that the results are representative of the community within a known margin of error. After the randomly selected households have an opportunity to respond, a web-based version will be available for all city residents to provide feedback.

The city asks residents who get the survey to take about 15 minutes time to complete it – the data collected is an important component of Scottsdale’s commitment to providing top level services to the community.

Born in Idabel, Oklahoma, Woods grew up in Phoenix. His long art career was a standout in the Valley for his early and recognized talent and his commitment to creating much-needed exhibition opportunities for black artists.

Woods conjured visions of reality that were messages to the world, cloaked in satire and humor. His work is mysterious and symbolic, often referring to historic African masks and rituals, while reflecting on modern African American life experiences.

The artist once said, “My work represents survival, ritual, and magic, all of which helps in my quest for personal clarity through art.”

Woods received both a bachelor and master of art in education at Arizona State University. He taught in the Phoenix Union High School system and privately for eight years before joining the faculty of ASU, where he taught graduate and undergraduate painting and drawing for 27 years.

This exhibition is co-curated with Woods’ daughter, Senina Woods Harris.

Grieving Children and Families Find Healing at New Center

At New Song Center for Grieving Children, they discovered support groups and meaningful activities to help them find healing. Melissa, her husband and their two younger kids were among 150 people at New Song’s recent bereavement event at Steele Indian School Park in Phoenix. “I like being here because these are the only other people who know how we feel,” she says.

“And the support groups validate our emotions and feelings.”

New Song is Arizona’s first and largest child and family grief support program. All the services are provided at no cost. Since combining bereavement programs with Hospice of the Valley in 2009, New Song has served thousands of families, providing: • Support groups for grieving children, teens, young adults, and adult caregivers.

• Support groups for grandparents, parents, and siblings who are grieving the death of a child.

• A family support group for Spanish-speaking families.

• Pediatric support and counseling for families caring for a child who is medically fragile or has a life-limiting illness.

• Day camps for siblings of children living with complex medical needs.

• Fun trips to family-friendly places like Butterfly Wonderland or the movies.

“Our mission is to provide comprehensive grief education and support to help families heal after a traumatic loss,” says Lisa Schmitt Betcher, executive director of the nonprofit program. “We recognize that children express grief quite differently than adults, more likely through behavior than words.”

Within age-specific grief support groups, New Song creates a safe space for youngsters to enjoy art, play, journaling, and other forms of expression.

Adults attend their own support groups to learn how to help children process grief in a healthy way — and to learn how to help themselves cope with loss.

At the park gathering, the McMullins wore matching gray shirts with the name “William” printed in big, bold letters and three words below it: “brave, strong, superhero.” Lauren and Chris McMullin were referred to New Song after their 7-year-old died in April. The couple also have an 11-year-old, Owen, and a 4-year-old, Arthur.

Erica Schwartz, a New Song pediatric bereavement and family support counselor, sees the oldest boy one-on-one. “I feel incredibly lucky that I get to do that,” she says, standing near a table covered with “blugs” — a blanket and a hug.

“Owen looks forward to her visit every time,” Lauren says.

After bonding over special arts and crafts, all the families formed a large circle. One by one, they shared the names of their loved ones — Gloria, William, Isaiah, Landon … and many more. Then five white doves were released one at a time — symbolizing grief, courage, memories, love, and hope.

As all remaining doves were set free, New Song Clinical Director Jill Lovill reminded the families that everyone’s journey is unique. “As individuals, we grieve; as a community, we heal. May we each find our paths towards healing in the days ahead.” myhyperlocalnews.com

rizona Family Campout Program weekends are designed for families with kids that have little or no experience camping. Arizona State Parks and Trails staff introduce families to camping through hands-on activities. You will learn how to set up a tent, get an introduction to cooking outside, plus you will get to try some fun activities you can do while camping.

Registration is now open for this popular learning program that helps families of all ages enjoy a variety of outdoor activities during a weekend camping experience.

aradise Valley High School Senior and CREST student Tej Desai was selected as one of the five Arizona nominees for the 2022-2023 U.S. Presidential Scholars in Career and Technical Education honor. This program recognizes and celebrates distinguished graduating high school seniors and is one of the nation’s highest honors for high school students. Desai was selected based on his technical competency, professional employability, skills, ingenuity, creativity, and for maintaining high achievement in rigorous classes.

As one of the five Arizona nominees or semi-finalists in this honor’s selection process, Tej was selected by Arizona Superintendent of Public Instruction Kathy Hoffman, who submitted his nomination to the Commission on Presidential Scholars at the U.S. Department of Education. This month, Desai will be invited to apply for

national review by the Commission on the Presidential Scholars at the U.S. Department of Education. He will find out in May if he is one of 20 students selected as a national winner after being showcased later this year by the Arizona Department of Education.

I studied medicine my first several years in college, in fact. It wasn’t until I took the LSAT on a recommendation from peers – who thought the essays would be good practice for the MCAT – that I started thinking about law. But after I took it, I kept thinking about it until I decided to change my major. And the rest is history!

Through the WM Phoenix Open, we have helped create literacy programs, fund domestic violence shelters, provide school clothes for low-income families, and even furnish safe places to live for recently homeless, veterans in need, and youth aging out of the foster care system. Next month will be a busy one as we take over the TPC Scottsdale for the famed WM Phoenix Open yet again from Feb. 6 to 12. To give perspective on our goals, the 2022 WM Phoenix Open raised nearly $10.5 million for charity and the Thunderbirds have raised more than $176 million in the tournament’s history. The sky is the limit this year.

hat makes a home “luxury?”

Is it price? Age? Lot size?

Neighborhood?

Price certainly plays a role but there are

condos under a million dollars that can be called “luxury” and there are large lot properties valued over two million that could never be called luxury.

Age is, as they say, only a number. Many older homes have been remodeled to lux-

ury standards and there are newer large size homes with more standard features.

Larger lot size helps to support luxury construction but there are $3 million condos in Kierland.

Neighborhood can define luxury if that was the goal when the developer created it. But there are many examples of overdevelopment in middle class neighborhoods that meet luxury standards.

Ultimately, luxury is an individual judgment––it is the finishes, the countertops, the appliances, the fixtures, the room sizes, the entry, the grounds, and the feel that set the bar.

Just a thought – in Paradise Valley, luxury features like a staff elevator, a wine cellar, or expansive, unobstructed views of Camelback Mountain are considered luxury features, whereas a zip code over a built-in ironing board in the laundry room is considered luxury. It comes down to what the buyer considers luxury.

s we start the New Year, I want to talk about older methods of estate planning versus newer, more efficient, and cost-effective means of planning.

Your estate is simply what you own. For most reading this article, that at least includes a home, a retirement account, bank accounts and maybe a brokerage account. In the not-so-distant past, planning for your estate at death meant preparing a last will and testament.

Today, we use the revocable living trust more often.

There are many benefits to using the revocable living trust, but often people think that only the wealthy need a trust.

I think that instead, we should consider the trust as simply the more modern way of planning where your assets go on your death. The trust does that, and more.

HERE ARE A FEW ADVANTAGES OF USING THE TRUST: The Revocable Living Trust Helps You if You Are Incapacitated Both a will and a revocable living trust contain instructions for distributing your assets after you die. However, a revocable living trust also contains your instructions for managing your assets should you become incapacitated. In the trust, you name your successor trustee who steps into your shoes to pay your bills and manage your finances when you can’t.

A Revocable Living Trust Avoids Probate and Reduces Expenses A will says who will receive the assets in your estate after your death, but it does

not automatically transfer your assets.

Instead, your executor must probate the estate, starting with submitting the will and an application to the probate court and asking the court to appoint them executor. Until they have the appointment papers, they cannot do anything with your estate.

A revocable living trust, on the other hand, appoints your successor trustee who can step in to take charge of your estate promptly. The trustee can quickly gather, sell, and distribute your assets to your beneficiaries with no need for a court’s involvement.

HOW THE TRUST WORKS When you set up a trust, you transfer assets from yourself to the trust. While you are alive and able, you are the trustee and the only beneficiary. For a married couple, managing your assets in the trust won’t feel much different than it does when you hold your assets in joint tenancy. You maintain full control of your assets, doing the same things with them you did before: write checks, buy, and sell, direct your stockbroker. Even your income tax returns stay the same.

Transferring assets to the trust is also relatively simple. In my office, we transfer all the Arizona real estate into your trust and assist you in retitling your other assets. Once you understand how to title assets, you won’t need to call us unless you want our help.

The revocable living trust makes sense for most of us.

appy New Year! As 2023 rolls in, we may be thinking about our New Year’s resolutions and health goals! I always look forward to a fresh, healthy start by a simple and effective detoxification protocol. This detox can include diet modifications, immune system support, and gentle cleansing and can provide a jump start to optimal health for the entire year.

Detoxification is the process of clearing toxins from the body. A healthy functioning body has the capacity to handle a certain level of toxins day to day. However, there are many factors that can hinder our body’s ability to detoxify and support a healthy immune system.

Toxins can be found in our environment, products we use on our skin and clothes, as well as food we ingest. An overload of toxins can weigh down our immune system and accumulate in our cells. This accumulation negatively affects our immune system and can lead to chronic illnesses such as autoimmune diseases, allergies, obesity, cardiovascular disease, and skin conditions.

Our body detoxifies through the following systems: • The Gastrointestinal System: Liver, gallbladder, and intestines • The Urinary System: Kidneys and urine • Respiratory System: Lungs, nose, sinuses • Integumentary System: Skin (Sweat) • Lymphatic System Healthy detox/cleansing tips for optimal health: • Include whole foods such as fruits and vegetables, nuts, healthy oils, seeds, and healthy fats.

• Breathing: Take the time to breath, we often forget this part. Take breath breaks often and breathe deeply through the nose and exhale through the mouth.

• Use clean beauty and cleaning products to help support the detox systems.

I

s doing everyday things from tying your shoes to finding a comfortable sleeping position difficult because of back pain? You may find it hard to enjoy those around you because you’re in pain. You may have already tried “everything,” but the difficulty is finding the things that will help and actually last. It seems like even things that help are only temporary fixes. Maybe you’ve started to think you just have a “bad back.”

Back pain isn’t caused by a “bad back.” And it’s not fixed by stretching or surgery or painkillers.

Back pain is caused by fatigued, overworked muscles that have to work overtime because your brain has stopped using your smaller stabilizing muscles to do their jobs. The problem is in the communication between your brain and your body.

This is the reason so many of the “solutions” we try only provide temporary relief–they’re not targeting the root cause. And without getting to the source of the problem, back pain will continue to return because the cause was never addressed.

So how do you fix back pain? You retrain the brain.

Exercises that remind your brain which muscles to use and in what order keep the pain from returning (and getting worse).

If you’re active and conventional advice like resting and “taking it easy” isn’t working for you, you don’t have to choose between surgery and giving up the activities that you love.

You’ve likely already tried many different things.

Usually the list includes massage, stretching, chiropractic, and different exercises. One of my patients, Shelley, had tried everything above and was getting ready to see a surgeon because none of it lasted.

Shelley told me, “Regular household tasks like mopping, vacuuming, putting sheets on the bed, etc., became things that would randomly set off my back and put me in bed for several days.”

The core issue, which has been proven time and again in the best research, is that the brain has developed new ways of moving your body to protect itself after injury. After a while, these new patterns become hardwired into the brain. No matter what you do to relax the muscles, the pain will continue unless you fix the patterns your brain is using.

This pattern is what CAUSES back pain. These muscles get called on to do everything, from stabilizing the skeleton to moving the body, when your body is designed to spread the burden of these tasks across a variety of muscles. When the smaller muscles aren’t doing their jobs, the brain recruits the big muscles to take on the task and they quickly become tired and overworked.

The 7 Most Common “Fixes”... That Don’t Work Long Term 1. Stretching: It helps for a little bit, but the pain will keep coming back because it doesn’t address the root cause of the pain.

2. Hot-packs or hot showers: These feel good in the moment and help get blood-flow to the muscles, but are only temporary fixes.

3. Massage: It felt good for a few days but then it came back.

4. Chiropractic care: It eased the pain a bit, but the nagging sensation is still there.

5. Painkillers: You went to the doctor’s office, and they gave you pain meds and told you to come back in 6 weeks if it didn’t work.

6. Physical Therapy: You went to a physical therapist

who put you on the same exercises everyone else with back pain gets…then they left you with an assistant who only half watched your technique.

Activities To Avoid Here are 3 things that can make your back pain worse.

Lollygagging: Believe it or not, your pace matters.

When you’re browsing at the mall, you sway back and forth a little bit because you’re not really using your muscles. Have you noticed that the longer you casually browse, the more your back starts to hurt until you need to take a break?

Crossing Your Legs: This is a biggie. When you cross your legs, it puts pressure on your spine, rotating or bending it to the side.

Ignoring It: If this strategy hasn’t worked for you up until now, you’re not getting closer to a breakthrough.

ON NETFLIX

Guillermo del Toro has a habit of bringing the darkness out of fairy tales but still has the beauty in the stories.

In stop motion, he finds that balance in the story of “Pinocchio,” the boy that’s trying to be real and seeing his struggles, while the crimes of World War II are represented in a mature way that’s still appropriate for children. Death and found family are also themes. David Bradley, Ewan McGregor, and Gregory Mann breathe life into the characters, and the animation is some of the most impressive of any in recent years. Of course, younger viewers should have some caution, but there’s enough for anyone to fall in love with this incarnation.

“Emancipation” Based on the true story of a man’s journey to freedom during the Civil War.

“Sr.” is probably the most expensive and high-profile home movie ever made.

But there’s a tender nature to it, a sincere homage of a father from a son. It’s a good way to expose the public to Sr.’s work, while also showing how that served the relationship between the two. It’s not too in-depth, and you can’t help but feel that there’s more to show. But it’s still heartfelt enough to make it worthwhile viewing.

“White Noise” A college professor’s normal life with his family is upended after an event wreaks havoc in their town.

about consumerism, death, authority, and more. Yet, none of it is like Noah Baumbach is analyzing it but rather berating you after reading a textbook.

None of the characters speak or act like real humans, which results in a waste of the extraordinary cast. The film’s attempts at scale also falter with the ghastly colors and Danny Elfman’s overbearing score, and that’s before we get into one of the most outlandish and ridiculous third acts of any film in recent memory. The production design is quite good, however; you can tell a lot of care went into that.

Sometimes, there’s a movie that’s made by someone who clearly thinks they’re the smartest person in the room. This movie is a continuous series of rambles

Making an action film out of a holocaust like slavery is a tough pitch and idea to crack, and “Emancipation” does not get to that. It’s a case of wanting your cake and eating it too, clearly understanding and grasping the nature of its subject but wanting to create tense and “epic” action set pieces akin to something like “The Revenant.” This film feels rather exploitative of its subject rather than a tribute due to how heavy it features pain and trauma. Its usage of a black and white color palette mixed with small colors is admirable, but doesn’t really fit the film and is rather fake looking given the time it’s set in. And, while you can tell the cast are all working their best to make the film work, it is in service of a misguided piece. myhyperlocalnews.com
