411: The Latest Local News You Need to Know CHANDLER SISTER CITIES HOSTS NETWORKING RECEPTION TO SHARE VOLUNTEER OPPORTUNITIES Volunteers with Chandler Sister Cities are hosting a meet and mingle reception for those interested in becoming involved with the nonprofit organization. Chandler Sister Cities has recently recruited a new president and vice president to lead the organization and its efforts to expand Chandler’s relationships with other cities around the world. The informational reception will be held on Tuesday, Dec. 5, starting at 6 p.m., at the Vision Gallery, 10 E. Chicago St. The Vision Gallery is located on the first floor of Chandler City Hall in downtown Chandler. Residents with ties to other countries or those interested in volunteering and learning more as this organization continues to grow are encouraged to attend. The organization’s new leadership includes Mahfam Moeeni-Alacron, owner of Mingle + Graze, who will serve as Chandler Sister Cities president, and Liz Shipley, community relations director for Intel Corporation, who will serve as vice president. Currently, there are several positions on the board including, three to four at-large board positions and treasurer. In addition, there will be four subcommittees established, including Host/Special Events; Student Exchange; Fundraising/Marketing; and Membership. During the reception, attendees will learn more about the organization and its mission, the different opportunities available to become involved and how to become a member. TEMPE RAISES TOBACCO PURCHASE AGE TO 21, IMPLEMENTS NEW LICENSING RULES In a unanimous decision, the Tempe City Council recently amended its laws, raising the minimum age for purchasing tobacco products from 18 to 21. This change brings the city's regulations in line with federal standards. introduces a mandatory annual licensing fee of $300 for stores selling tobacco. The ordinance specifies penalties for non-compliance: a first violation incurs a $500 fine and compulsory tobacco retail training. Further violations escalate in severity, culminating in the revocation of the store's license after the fourth offense. Tempe's move mirrors actions taken by Tucson and Flagstaff, indicating a broader regional shift towards tighter tobacco sale regulations. However, the ordinance does not address the sale of flavored tobacco products, which remain popular among younger users. According to CDC data from 2021, a majority of high school and middle school tobacco users prefer flavored products. The decision by Tempe City Council, following extensive public consultation, marks a significant step in regulating tobacco access to youth, amidst ongoing debates over flavored tobacco.

CHANDLER NOW ACCEPTING APPLICATIONS FOR CIVIC PROGRAM The city of Tempe, in collaboration with its Human Relations Commission, is calling for nominations for the esteemed MLK Diversity Awards. This prestigious accolade recognizes individuals and organizations that embody Dr. Martin Luther King Jr.'s vision of diversity and inclusiveness. This year, the awards expand to honor not just individuals but also groups, including students, who are actively bringing Dr. King's dream to life in Tempe under the theme "It Starts with Me." Chandler Mayor Kevin Hartke and the Chandler City Council are pleased to announce that applications are open for CIVIC, an interactive, 13-session program providing Chandler residents with a behind-the-scenes look at city services. This free program will again launch in January and is the latest offering by the city to help residents connect with their government. During each session, participants will meet with city of Chandler leaders, tour facilities that keep the city running, participate in interactive sessions, and learn how to stay engaged with their local government. Tempe Invites Applications to Host City Council Candidate Forums THE CITY OF TEMPE IS EXTENDING AN INVITATION TO COMMUNITY GROUPS AND ORGANIZATIONS TO TAKE AN ACTIVE ROLE IN THE UPCOMING CITY COUNCIL ELECTIONS BY APPLYING TO HOST A CANDIDATE FORUM. These forums are designed to enhance public understanding of the candidates vying for seats on the Tempe City Council.
There are specific rules governing the conduct of these forums. All officially recognized candidates must be invited, with a requirement that at least 51% of the candidates attend for the event to be recorded and broadcasted. The sponsoring organization is tasked with confirming candidate attendance in writing.
The city has earmarked the Tempe History Museum, located at 809 E. Southern Ave., as the venue for these forums. Interested parties can choose from three available dates for the events: December 20, January 16, and February 7. Each forum is scheduled to run from 6 p.m. to 8 p.m.
Applicants are required to provide their organization's name, the name and phone number of a representative, and their preferred date. It's important to note that the opportunities to host will be assigned on a first-come, first-served basis.
The forums will be live streamed by Tempe 11 and available on the city's website, with no options for virtual participation. Each event is taped live, without possibilities for retakes or content editing.
It's crucial for organizations to understand and adhere to state laws concerning the use of municipal resources in election-related activities. The forums are required to be impartial and purely informational. Any forum not in compliance with these guidelines risks cancellation. The city of Tempe also maintains the right
to omit any content deemed unlawful or inappropriate from broadcasts.

Tempe Announces Six Certified Candidates for 2024 Mayoral and City Council Elections THE CITY OF TEMPE HAS OFFICIALLY CONFIRMED SIX CANDIDATES FOR THE UPCOMING PRIMARY ELECTIONS SCHEDULED FOR MARCH 12. These candidates, having successfully submitted the requisite nomination papers and signature petitions, will be vying for the mayoral seat and three seats on the city council. The sole mayoral candidate is Corey Woods. The city council candidates, listed alphabetically by last name, include Nikki Amberg, Doreen Garlid, Randy Keating, David Lucier, and Hugo Tapia. The qualification process required each candidate to gather between 1,000 and 2,752 valid signatures from registered voters in Tempe.

However, it is important to note that the nomination petitions and paperwork are still subject to legal challenges. The elected candidates will assume their four-year terms in office starting July 2024.
Voting Information for Residents: Residents must register to vote by February 12 to participate in the March 12 election. Ballots will be mailed to all registered voters in Tempe starting from February 14. Voters can check their registration status at beballotready.vote and register through the Maricopa County Elections Department by calling 602-506-1511 or visiting maricopa.vote.
According to Tempe City Charter, Section 7.01, the primary election serves to nominate or directly elect candidates. A general election, scheduled for May 21, may not be necessary if one mayoral candidate and three council candidates secure the majority of votes in the primary. In such a case, the March 12 primary would effectively serve as the final electoral decision, eliminating the need for a later general election.

Commonwealth Ave. Join the city’s Neighborhood Programs Office and the Chandler Senior Center to celebrate the holidays with breakfast, entertainment, and holiday gifts. As part of their outreach, the city’s Community Navigators have compiled a list of items that would be helpful to people who are experiencing homelessness. The community is encouraged to visit the Library Giving Tree in the lobby of the Chandler Downtown
Library to select an ornament that lists an item or multiple items that they can donate to an individual or family in need. Community Navigators will utilize donated items to help individuals who are currently experiencing homelessness. The tree will be on display through December 20 at Chandler Public Library, 22 S. Delaware St. Items must be returned to the library by Wednesday, Dec. 20. “The Library Giving Tree is a new idea from one of our team members,” says Library Assistant Manager Sue Van Horne. “We wanted to do something to help our patrons who are experiencing homelessness, and we are sure that Chandler residents and our library guests will show their generosity this holiday season.” In addition to the ornaments with specific items, there will also be a sign by the tree listing other donation needs. he owners of Crust Simply Italian have announced the opening of two new pizzerias – Crust New York Pizzeria in Tempe and North Central Phoenix. The new concept is a modern neighborhood pizzeria that serves NY-style pizza and other staples like heroes, calzones, pasta, and wings. The Tempe Crust Pizzeria is located at 1120 E. Baseline Rd. and took over the former Artichoke Pizza. The 2,200-square-foot space includes a dining room plus a patio with additional seating, a full bar, and easy take-out options. handler is gearing up for an electrifying evening as it hosts the Youth & Teen Talent Competition on Friday, Jan. 12, from 6 p.m. to 9 p.m., at the Chandler Center for the Arts, located at 250 N. Arizona Ave.
Open to participants aged 5 to 19, the event is a vibrant platform for young performers in various categories, including singing, dancing, playing instruments, and more. Competitors, required to fill out a registration form, are gearing up for auditions on December 14, at the Chandler Community Center, located at 125 E. Tempe Unites for Green Future

empe’s efforts to cool and beautify several Tempe elementary schools continued on November 4 with a project at Cecil Shamley School in Tempe that brought dozens of volunteers together to plant 13 trees and completely refresh the community garden with new soil and plants.
The project was made possible thanks to a collaboration between public, private, and nonprofit partners, whose joint efforts are helping to expand shade coverage in Tempe. The city of Tempe’s Sustainability and Resilience Office teamed up with ASU HeatReady Schools, Trees Matter, Tempe Elementary School District, and Rio Reimagined to plant the trees with funding from State Farm, UPS, and the Arizona Department of Forestry and Fire Management. These types of initiatives are part of a larger effort to increase shade canopy coverage in the city and create more resilience to extreme heat. Nearly 30 additional trees are being planted at three Tempe elementary schools in the coming months. The city has a goal of achieving a 25% tree and shade canopy in the city by 2040.
Earlier this year, State Farm awarded a $500,000 Century of Good grant to the city’s Office of Sustainability and Resilience to create a safer, stronger, and more resilient community by mitigating the negative effects of extreme heat.
Trees and community gardens offer many benefits, both within the neighborhood and as part of the larger community ecosystem. In addition to providing shade, trees can help reduce energy costs, clean water, and air, protect soil, and decrease the urban heat island effect. n an inspiring show of unity and commitment to social justice, more than 1,300 students from Kyrene de las Brisas Elementary School and Kyrene Aprende Middle School participated in the Ruby Bridges Walk to School Day on Tuesday, Nov. 14. This event, marking its second consecutive year at Brisas, has rapidly gained momentum as a significant annual observance in schools across the United States, aimed at combating racism and bullying.
The Ruby Bridges Foundation, established to honor her legacy, has been instrumental in organizing this event. It encourages students to actively engage in conversations to eradicate racism and promote unity within their communities. The participation of students from Brisas and Aprende highlights the widespread impact of Ruby’s story and the ongoing relevance of her message in today’s world.

Tempe Paves the Way for Affordable Housing with Heritage-Preserving Developments
T
he city of Tempe is embarking on several ambitious projects that marry the goals of increasing affordable housing with preserving the city’s rich heritage. These new developments, including the Apache Central Center and Hayden Flour Mill, reflect Tempe’s commitment to welcoming new residents while maintaining its cultural legacy. APACHE CENTRAL CENTER: The city is in talks with Community Development Partners (CDP) and Juntos Community Developers to transform the former Food City site on Apache Boulevard into a vibrant mixed-use area. This development is set to include affordable housing and a grocery store, occupying two adjacent parking lots. Mayor Corey Woods expressed enthusiasm for the project, highlighting its potential as a model for other communities. At least 50% of the 400 housing units at Apache Central Center will be long-term affordable housing. Located at 1338 E. Apache Blvd., the development benefits from its proximity to the light rail, making commuting across the region easier.
CDP CEO Eric Paine and Juntos CEO Ernesto Fonseca emphasize the project's focus on creating a diverse, sustainable community, honoring the area's historical significance. This initiative is part of Tempe's Hometown for All affordable housing effort, aiming to add 11,000 affordable units by 2040. The city has invested in making multiple sites along Apache Boulevard ready for development. HAYDEN FLOUR MILL: The Hayden Flour Mill project, a collaboration with Sunbelt Holdings and Venue Projects, seeks to rejuvenate Tempe’s iconic mill while making it more accessible. The development will include new restaurants and shops, a public park, and an improved trailhead to Hayden Butte. This project, preserving a symbol of Tempe's past, will be executed under a long-term lease agreement with the city retaining ownership of the land and mill.
ADDITIONAL INITIATIVES: Other noteworthy projects include revitalizing Danelle Plaza, expanding affordable housing at La Victoria Commons, and creating housing and entertainment spaces near Hackett House and Tempe Performing Arts Center. The city continues to work with developers to incorporate affordable housing into their projects and bolster the Hometown for All initiative. The narrative takes an excessive amount of time to progress beyond its initial setup, resulting in a sluggish first act. The remainder of the film seems to experiment with various elements—such as dream sequences, playful encounters with animatronics, and a murder mystery—but these aspects feel underdeveloped. The actors, despite their capabilities, are constrained by the film’s uneven direction and lackluster script. Furthermore, the cameos, although potentially exciting, come across as overly indulgent. This movie, even for younger audiences who might be new to the horror genre, falls short in providing the engaging, thrilling, and genuinely scary experience that can be both entertaining and a suitable introduction to the genre.
