President Joe Biden's Historic Visit to Tempe Announces McCain National Library Project Photos courtesy of the city of Tempe PRESIDENT JOE BIDEN, SPEAKING FROM THE TEMPE CENTER FOR THE ARTS, UNVEILED A SIGNIFICANT FEDERAL GRANT TO THE STATE OF ARIZONA FOR THE DEVELOPMENT OF THE MCCAIN NATIONAL LIBRARY AT ARIZONA STATE UNIVERSITY. Last month’s event marked the first time a sitting U.S. President had addressed an audience within a city of Tempe facility. The McCain National Library will serve as a lasting tribute to the late John McCain, a distinguished figure who represented Arizona as a congressman, senator, and a Republican presidential nominee. President Biden referred to these plans as a fitting homage to his close friend, a fellow congressman, and an esteemed American statesman. Ambassador Cindy McCain, Sen. McCain's wife, joined President Biden at the event, along with members of the McCain family, Governor Katie Hobbs, Phoenix Mayor Kate Gallego, Mayor Corey Woods, Tempe City Council members, and a capacity crowd at the Tempe Center for the Arts. "Tempe was proud to welcome President Biden to our community and we look forward to the advent of the McCain National Library," says Tempe Mayor Corey Woods. "This facility will be an amazing resource for our community, and we are honored that Tempe will be forever connected to his legacy of country first." This project will revitalize a 22.5-acre area of ASU located near Mill Avenue and Curry Road, north of Tempe Town Lake. The forthcoming 80,000-square-foot library will house archives containing Senator McCain’s papers and materials from his extensive body of work in Arizona, Washington, and around the world during his tenure in office. Additional components planned

for the site include a visitor’s center and a local branch for the McCain Institute, headquartered in Washington, D.C., designed to serve as a center for solutions and a gathering place for learning about leadership, democracy, and national security. ASU currently hosts an archive of the senator’s papers from his public career, accessible to scholars, journalists, students, and the public for the study of his life and work. As the McCain Library project advances in design and construction, ASU will identify complementary programs, uses, and partnerships that can further enhance the site.
The ASU Foundation will initiate a fundraising campaign to support the site's development and expansion. The schedule and timeline for planning and development have yet to be determined. John McCain served Arizona for 35 years, starting as a U.S. representative for two terms before becoming a U.S. senator in 1987, succeeding Barry Goldwater. He also ran as the Republican nominee for President of the United States in 2008. The McCain Institute, a nonpartisan organization affiliated with Arizona State University and based in Washington, D.C., continues his legacy.

Tempe Establishes New Division Aimed at Alley Safety, Cleanliness Photo courtesy of city of Tempe TEMPE IS WORKING TO IMPROVE THE CONDITIONS OF ALLEYS THROUGH THE LAUNCH OF A NEW CITY COMMUNITY ENHANCEMENT DIVISION. This group will increase regular inspections and code enforcement and provide alley education and assistance programs. The new Community Enhancement Division combines the city’s residential code compliance, commercial code compliance, alley inspections, and crime prevention efforts into one division with the goal of accelerating the maintenance and enhancement of property throughout the Tempe community. In the most recent community survey, 67% of residents are satisfied with the condition of their alley. The safety and cleanliness of alleys is an objective of Tempe’s goal to foster a safe and secure community, as identified in Tempe City Council’s five strategic priorities.
“Using data to help formulate decisions has been a longstanding principle for the city of Tempe. Data shows that we need a greater focus on public health and safety for our community, with one aspect of that being alleys,” says City Manager Rosa Inchausti. “I’m confident that this new division will create a better experience for the community while improving our enforcement strategies in the alleys city-wide.” Alleys are an important resource in the city of Tempe. They provide a point of access for first responders and are vital to solid waste disposal. Ensuring the alleyways are clean and secure is part of the new division’s commitment to protecting public health and safety.
and will be in close communication with residents to address localized issues.” Tempe city code requires residents to maintain their alleys from the end of their property line to the center of the alleyway. To maintain alleys, residents should: • keep the alley clear of trash, debris, and unnecessary items • place bulk trash items or landscape waste out no earlier than 10 days in advance of scheduled pick up • remove vegetation and other obstructions
“If an alley is found to be noncompliant, Tempe will work with community members individually to address the issue, whether that’s through education, evaluating whether assistance is needed or enforcing code,” Yocom says. For questions on alley enforcement or to report an alley concern, call Tempe 311 at 480-350-4311. Find more alleyrelated information at tempe.gov/alleys. For questions about accepted bulk and uncontained trash items or pick up schedules, go to tempe.gov/bulktrash.
“A clean alley reduces fire hazards, limits spread of pests, sees less criminal activity, and allows our first responders and city vehicles easy access,” says Code Compliance Administrator Drew Yocom. “We will be working to raise awareness on the importance of alley maintenance

The Ranch is an event space within Tumbleweed Park, 2250 S. McQueen Rd. While the main culinary competition is on Saturday, this year’s event includes a Meet, Greet, and Eat VIP Dinner at 5:30 p.m. on Friday, Nov. 10. MATERIALS: • 1 cup of cornstarch • ½ cup of pumpkin puree (storebought or homemade) • A mixing bowl • A spoon • Optional: Fall-themed food coloring (orange, brown, or gold) and cinnamon for added scent PROCEDURE: 1. Preparation: Ensure you have a clean workspace, as oobleck can get a bit messy! 2. Mixing Time: In the mixing bowl, combine the cornstarch and pumpkin puree. 3. Stir: Mix the two ingredients together until well combined. You're looking for a mixture that's hard when you tap on it but turns liquid when you let it rest. 4. Optional Add-ins: For a more festive feel, add a few drops of fallthemed food coloring and stir well.
If you want your oobleck to have a delightful scent, sprinkle in a bit of cinnamon and mix. 5. Play and Explore: Let kids touch and play with the pumpkin oobleck. They'll notice it behaves like a solid when you press it but flows like a liquid when you relax your hand. SCIENCE BEHIND IT: Oobleck is a non-Newtonian fluid, which means it doesn't follow the typical rules of liquids and solids. Its state changes based on the pressure applied, making it a fantastic substance for kids to explore and learn about unique properties of matter. These experiments not only offer kids the chance to engage with science but also deepen their appreciation for the natural changes that come with the fall season. So, gather your materials and let the fall science fun begin!

or James and Sasha Lewis, being a big kid is all in a day’s work. As the owners of Leisure Installs, they make fun happen for Valley families by installing and selling playsets and outdoor recreational equipment. The husband and wife team consider themselves giant kids. With their colorful hair and boundless energy, it’s not uncommon to find them testing out their products in Leisure Installs’ giant showroom. From climbing the rock walls, to jumping on the trampolines, shooting baskets, zooming down slides, or swinging from the monkey bars, James and Sasha test out their products from a kid’s perspective with safety always top of mind. “We’ve been doing this for over 20 years, so we can look at any playset and tell you the manufacturer, what its features are, the maintenance it’ll require, and if it’ll last,” says James. Specializing in “You buy, we install,” their specialty is installation including the assembly, maintenance, and relocation of residential playsets, basketball goals, and trampolines, and many brands and models of do-it-yourself products including gazebos, pergolas, and sheds in Arizona. They also sell Backyard Adventures Playsets, Swing Kingdom Vinyl Playsets, AlleyOOP Trampolines, and Goalrilla & Silverback Basketball Goals from their large showroom. Recently, Leisure Installs added the nationwide sale of Backyard Discover playsets, gazebos, and pergolas, with more brands coming! “What makes our business different is the education side of what we provide,” says James. He explains that Arizona yards can be incredibly dangerous for backyard play because most backyards have many

hazards including travertine pavers, garden rocks, and cactus, combined with narrow lots and concrete walls. “We’ll come out and look at your yard, whether we’re installing a playset you bought from us, or if you’re buying it from someone else and we’re installing it, to assess your space for safety concerns,” says Sasha. “I have a customer right now who only has a 14' x 14' space to put a playset. We’re working with one of our manufacturers that does custom sets to create the family one that’s going to safely fit in their small yard.” “We used to say when our kids were little, ‘If we won’t let our kids play on it, we won’t let yours.’ Now I’m waiting for grandkids and it’s going to be the same thing,” she says, pointing out that boisterous play on swings, monkey bars, and other equipment should be at least 6 feet away from walls and other hazards. Since starting Leisure Installs in 2014, James and Sasha have witnessed countless smiles from their installs. “Watching families stand at the window waiting for the project to be completed so they can run out and play is one of the best parts of my job,” says James. “Helping families pick the best playset and make the best recreational space in their yard so that they can spend quality time together is what our local company is all about,” says Sasha. EMD Electronics Expands Operations in Chandler, Creating Jobs and Strengthening the Semiconductor Ecosystem Photo courtesy of the city of Chandler
I
n a move that promises to bolster the local economy and contribute to the flourishing semiconductor industry in the Valley, EMD Electronics celebrated the grand opening of its new Chandler factory in October. This significant investment marks a major milestone for both the company and the Chandler community. The newly inaugurated facility, part of the company's "Level Up" growth program announced in late 2021,
boasts a spacious 75,000-square-foot building. This expansion effectively doubles EMD Electronics' manufacturing capacity in the United States, a key step in its mission to produce state-of-the-art equipment for its Delivery Systems & Services (DS&S) business. DS&S specializes in providing high-quality delivery and storage solutions for specialty chemicals and gases. The grand opening event witnessed the presence of notable figures, including Arizona Governor Katie Hobbs and Chandler Mayor Kevin Hartke. Senator Mark Kelly also delivered a video message. The event brought together industry leaders, representatives from the city of Chandler, the Chandler Chamber of Commerce, the Arizona Commerce Authority, and the Greater Phoenix Economic Council (GPEC). Chandler Mayor Kevin Hartke emphasizes how industry leaders like EMD Electronics have played a crucial role in making Chandler a thriving hub for the semiconductor industry. EMD Electronics' new facility adds to the reputation of Arizona as a hub for advanced semiconductor
operations, according to Sandra Watson, president and CEO of the Arizona Commerce Authority. The investment in this new site, which began operations in June 2023, is part of the company's commitment to strengthening supply chain resilience and supporting a skilled talent pipeline. With an efficient manufacturing design, the factory can produce GASGUARD and CHEMGUARD systems, effectively doubling Merck's manufacturing capacity in the U.S. The facility also includes a 6,000-square-foot clean room and a 2,000-square-foot training center. Since starting operations, EMD Electronics has hired over 100 employees, and the company has implemented programs to nurture talent pipelines in collaboration with educational institutions and organizations in the region. This expansion aligns with EMD Electronics' global commitment to meet the growing demand for semiconductor equipment and services, positioning Chandler at the forefront of the semiconductor industry's future.

Tempe's Big Surf Property to Transform into Industrial Park
T
he grounds that once held the thrills and spills of Tempe's beloved Big Surf water park are undergoing a significant transformation. Last month, Tempe City Council gave the green light for the erstwhile recreational hotspot to be repurposed into a 36-acre industrial park. This area has seen numerous recreational landmarks over the years. Apart from the renowned Big Surf, which touted itself as the pioneer in
"authentic inland surfing" since its inauguration in 1969, the plot also hosted the Oceanside Ice Arena. While Big Surf, celebrated for its innovative wave pool, met its end amidst the challenges posed by the COVID-19 pandemic in 2022, the ice arena had been a staple since 1975. Before its removal earlier this year, the arena proudly served as the home ground for the Desert Youth Hockey Association until their transition to ASU's Mullet Arena.
S ite P l a n
The upcoming industrial transformation might lack the recreational charm of its predecessors, but the location is set for business gravitas. Overton Moore Properties, a prominent real estate firm from Southern California, acquired the property for a hefty $50 million in the spring of last year. Their vision encompasses the construction of three expansive one-story industrial buildings, cumulatively spanning a whopping 690,000 square feet. These
structures are aimed for lease to potential corporate occupants. Given the site's strategic location — nestled amidst offices of giants like Cannon and State Farm and a mere 4-mile drive from Sky Harbor International Airport — it's poised to be a coveted spot for major enterprises. While details regarding potential tenants remain under wraps, prospects can look forward to leasing opportunities emerging next year, as suggested by the development's promotional material.

Hello Neighbor! that. When not at the dispensary, I am advocating for justice for my dad, Robert Deals, who is in prison due to an unjust cannabis charge. In addition, I founded Life Changers, a company that helps other families in similar situations to access legal help. MY FAMILY IS… my world. I am a mom, wife, and dedicated daughter. We are a close-knit family who does our best to keep in touch no matter the challenges we face. ONE THING I CANNOT LIVE WITHOUT IS… my faith. I’ve faced a lot in life – from a father who was incarcerated when I was a young adult to barriers as a black entrepreneur, but my faith, grit, and determination has always gotten me through. MY FAVORITE MOVIE I COULD NEVER GET TIRED OF WATCHING AND WHY… I can’t think of a movie, but I really love “Suits” on Netflix because of the intense personal stories and intriguing business and legal environment. WHEN I WAS YOUNGER, I WANTED TO BE… I’ve always been a natural entrepreneur and advocate, even from a young age.
HI, MY NAME IS… Alicia Deals. I OPENED A BUSINESS IN TEMPE THIS YEAR AND I LOVE IT BECAUSE… the Tempe area is so bustling and vibrant and welcoming to new businesses. I grew up in the Valley, but I just opened the state’s first Cookies dispensary in Tempe in June 2023. A TYPICAL DAY IN MY LIFE INCLUDES… nothing about my day is “typical,” and that’s why I love it. I am the first black woman to operate a cannabis dispensary stemming from a license awarded from Arizona’s social equity program. Black entrepreneurs account for less than 2% of the nation’s cannabis businesses, so I am proud of 18 • November 2023 • THE KYRENE TIMES
THE SONG I WOULD SING AT KARAOKE NIGHT IS… “Run the World (Girls)” by Beyonce!
MY FAVORITE LOCAL NONPROFIT IS… while not specifically local to Arizona, the Last Prisoner Project was founded in 2019 out of the belief that no one should remain incarcerated for cannabis offenses – a cause close to my heart, of course. Locals can check out their work at lastprisonerproject.org. MY LIFE IS… busy and blessed. Being a business owner, advocate, and mom is a lot of work, but it is all completely worth it.
THE ONE PERSON WHO MOTIVATES ME IS… my dad, Robert Deals. No matter the trials and tribulations he’s faced, he’s always done so with faith, fairness, and optimism. He is our family’s rock and our foundation.
THE BEST GIFT I’VE EVER RECEIVED WAS… the opportunity to have a social equity license and open the new Cookies dispensary. This gift has turned our family’s biggest burden into our biggest blessing, and we plan to use it to thrive and bless others.
THE LAST THING THAT MADE ME LAUGH OUT LOUD WAS… an old photo of myself. It’s amazing how far I’ve come!
MY DREAM VACATION WOULD BE… a two-week vacation on a Greek island to see all the amazing views that Greece has to offer.
THE PERFECT DAY IS… spending time with my loved ones. Having just opened a new business, everything has been a whirlwind, so whenever I have time to connect with cherished family and friends is the perfect day.
THE BEST PIECE OF ADVICE I’VE EVER RECEIVED IS… against all odds, just go for it. When I applied for the social equity license program, I did so with the attitude that we deserved it. If not us, then who? If not now, then when? myhyperlocalnews.com

Painting Preserves Cherished Memory By Lin Sue Flood Photos courtesy of Hospice of the Valley
M
ary Alice Warsco could no longer remember how to dress herself, make coffee, or even what she ate for lunch. Dementia made day-to-day tasks too confusing. But when reminiscing about her childhood farm in Michigan, the 92-year-old had perfect clarity. During a recent visit with her Hospice of the Valley nurse, Emily Irvine, she shared in vivid detail a family hardship from long ago. One summer when she was just a young girl, her father and brother were seriously injured in a car accident and unable to harvest their fields of ripened crops. Suddenly, Warsco and her mother heard a distant rumble, growing ever louder. They raced to the front porch to discover a long line of tractors slowly making their way toward them. “I had never seen so many tractors in my whole life,” Warsco recalls. The small town had banded together to do the harvesting. Warsco and her father were so overcome with gratitude that they sat on the porch and wept as the kind neighbors worked their fields. In a matter of hours, they finished the job and returned to their own farms.
“I instantly pictured in my head what this memory might have looked like for her,” says Irvine. “And I thought — a painting! So, I reached out to our volunteer department, and they found an amazing Hospice of the Valley volunteer to preserve this special memory on canvas.” The eager artist was Mandy Richards, a Scottsdale resident who loves volunteering her time to visit patients and families. “I was so excited and couldn’t wait to get started!” she exclaims. “One of my favorite things about art is how it evokes a feeling. I was honored to create a way for Mary to visualize this touching memory.” The artwork was framed with a descriptive label on the back so future generations would know the story behind it. When Emily and Mandy went to Mary’s Peoria home to present the painting, they saw her eyes light up… and then shine with tears of remembrance. To everyone’s delight, she immediately began telling the story again, this time holding Richards' precious painting tightly in her arms.
“It felt almost sacred,” Irvine reflects. “Mary had lost so much of her memory, but she still had that one. These are the moments that make life and work very rewarding.”
Mandy’s painting depicts the kindness of neighbors on their way to Mary’s family farm to save their summer crops.

Movie Reviews and Upcoming Release Dates By Tony Beal
ON HULU
“No One Will Save You” A young woman's home is invaded by extraterrestrials. When a genre film addresses trauma while staying true to its genre elements, it's a treat, and “No One Will Save You” accomplishes this. For 90 minutes, it lives up to the phrase "all killer, no filler" with an active series of escalating set pieces and tension. In a movie with almost no dialogue, Kaitlyn Denver and director/ writer Brian Duffield do an impressive job of letting the actions speak for themselves while depicting the isolation our character feels. The big reveal is slightly half-baked and causes an odd ending, but not in a way that ruins the movie. Combine this with some stellar creature effects, and you have a solid, exciting, and even scary creature feature.

“The Creator” is unfortunately a victim of bad timing given the current debate around AI, and it risks having its message being misinterpreted. Fundamentally, Gareth Edwards uses it as a metaphor for U.S. militarization in events such as the Vietnam War, and how it executes that will be up to the beholder, though I found it enthralling. Much of that is thanks to Edwards' direction, which brings a combination of technology and natural beauty to its world, and the lead performances of John David Washington (with his dry charisma bringing heart to the character of Joshua) and newcomer Madeline Yuna Voyles (incredibly gifted at delivering a balance between emotional and robotic). I also greatly appreciate the tone of the film. It manages to stay true to its general message and idea without falling apart, though at times the imagery can risk coming off as exploitative or empty. It also mostly underuses its supporting cast, aside from Ken Watanabe's stellar work. Ultimately, “The Creator” still comes through as a breath of fresh air in the modern blockbuster sphere that shows what director Edwards is capable of.
two, with more emphasis on gratuitous gore. However, the newest installment is just dull without any real shocking nature to it. None of the five shorts have anything to say about the 1980s or the sort of fetishization the decade has received in recent years. Nothing about the shorts makes them particularly '80s, aside from the aesthetic choices in the overarching story. This movie could be set in any decade, and it would change little. As stated before, this isn't exactly a scary movie but instead just bores, which is the worst thing you can do in this genre. Not one of the ideas is given the time to explore; it just shows up and then is done with. By the end of the movie, you just feel like you wasted time.

55th Fall Tempe Festival of the Arts to Light Up Downtown Tempe Photos courtesy of Tempe Festival of the Arts
T
he renowned Tempe Festival of the Arts returns for its 55th Fall edition, set to take place December 1 through 3. Celebrating over half a century of art, culture, and community spirit, the festival will once again transform downtown Tempe into a hub of artistic expression and festive entertainment. The festival sprawls across the city streets of downtown Tempe, spanning Mill Avenue between 3rd Street and University Parkway and stretching over to 5th Street between Myrtle and Ash Avenue. With free admission, attendees can freely roam and experience the myriad of artist booths, savor delicacies from food trucks, enjoy live entertainment, and sample selections from beer and wine stands. The Tempe Festival of the Arts has not only been a favorite among locals but has also gained significant national recognition. It ranks impressively among the Top 200 art festivals by "Sunshine Artist" magazine and boasts the prestigious Pinnacle Award from the International Festival and Events Association. With the festival's reputation growing each year, it attracts a vast number of artist applications—over 1,000 this year from across the nation. A dedicated jury, comprising esteemed members of the local art community, sifts through the applications to select the top artisans from 18 varied categories. These categories span a broad spectrum from photography, ceramics, and woodwork to unique wearable art. During the festival, another jury will have the task of selecting the best overall artist and the top artist in each category, further enhancing the competitive spirit and ensuring the highest quality of artistry is showcased. While the main attraction remains the 300-plus artist booths lining Mill Avenue and surrounding streets, the festival is also a haven for entertainment. Over the years, the live stages have seen the likes of notable local talents such as the Gin Blossoms, Walt Richardson, Margo Reed, and Hello Swindon. Additionally, street performers, entertainment booths, vendors, and sponsor exhibits contribute to the lively ambiance. In line with its community spirit, the festival also makes a difference by donating a portion of its proceeds to local charities. Being one of the oldest festivals in the Southwest, the Tempe Festival of the Arts has a rich history. Held biannually in early December and late March, it has evolved into a significant point of pride for Tempe. Festival-goers revel in the offerings from national artists, local music, a dedicated Kids Block, and a plethora of food options—all set against the historic backdrop of Mill Avenue. Artists from across the country will be converging at this year's festival, ensuring that it remains a beacon of artistry and community spirit. With its blend of history, art, entertainment, and philanthropy, the 55th Fall Tempe Festival of the Arts promises to be an event to remember. For more information, visit tempefestivalofthearts.com.
