TEMPE SLASHES LIVE MUSIC PERMIT FEES TO BOOST LOCAL TALENT

In a bid to champion its storied live music legacy and support local businesses, Tempe has dramatically reduced its live music permitting fees. Previously set at $1,671, the one-time fee has been slashed to just $200, effective until March 1, 2024.

The city hopes the substantial discount will encourage more establishments to bring in musicians, enhancing the area's entertainment options.

To benefit from the reduced fee, businesses must:

• Submit a Use Permit application, accompanied by a letter detailing the entertainment prospects and a site floor plan.

• Obtain approval from the Development Review Commission, a process that involves a public hearing.

• Remit the $200 fee upon approval.

CHANDLER PAYS OFF PUBLIC SAFETY PENSION DEBT

The city of Chandler issued a $73 million payment to the Public Safety Personnel Retirement System (PSPRS) recently, marking the final payment of its unfunded pension obligation. Chandler has become the largest Arizona city to pay off this debt.

“We’ve made concerted efforts over several years to pay off our largest unfunded debt,” says Chandler Mayor Kevin Hartke. “Doing so has stabilized the pension system that is a critical benefit for first responders who have served our community and generated ongoing savings that we can apply toward needs in other areas.”

The Chandler City Council has previously allocated $125.2 million in additional one-time payments during the past seven years to pay down this unfunded obligation.

PSPRS has made various administrative and staffing changes, adopted more conservative actuarial assumptions, altered the actuarial anticipated rate of return and has thus required higher ongoing payroll contributions to stabilize the managed pension system after years of investment underperformance and actuarial flaws that contributed to the unfunded pension liability.

CHANDLER FIRE DEPARTMENT OFFERS FREE EMERGENCY PREPAREDNESS TRAINING TO RESIDENTS IN SEPTEMBER

The Chandler Fire Department (CFD) is offering a free training course for Chandler residents who want to learn how to take care of themselves, their family, neighborhood, and community during an emergency or disaster. This Basic Community Emergency Response Team (CERT) training course provides community members with hands-on and classroom instruction over two consecutive Saturdays. Courses include fire safety, utility control, light search and rescue, basic medical care, and more.

This two-day self-preparedness training will be held on consecutive Saturdays, Sept. 16 and Sept. 23 from 8 a.m. to 5 p.m. both days. The classes will be conducted at the Chandler Public Safety Training Center, 3550 S. Dobson Rd. The training is free, but space is limited.

Training participants will learn about the types of hazards that might affect Chandler and examine the roles and responsibilities of various organizations within the community, such as police and fire departments, other government agencies, public utilities, and nonprofits. Constructing family emergency kits for home and vehicles is also a critical part of community preparedness.

“Some of the potential hazards we Arizonans can face are strong winds, flooding, heat waves, power outages and fires, along with the possibility of man-made threats,” says Chandler Battalion Chief Blas Minor. “Our goal is to give residents the tools, information, and

coping skills they need to care for themselves and their families for up to 72 hours following a natural or manmade disaster.”

TEMPE AWARDS NEARLY $225,000 IN ARTS FUNDING

A calendar full of exciting, inclusive arts and culture programs is coming this year thanks to a $225,000 investment from the city of Tempe. Tempe awarded 35 arts grants to nonprofit organizations and artists collectives to support a wide variety of activities, from theatre groups to musical performances to inventive arts events in unexpected spaces. Last year, the Tempe City Council increased its support of arts grants by 50%. The funding helps to ignite creative vibrancy, support capacity building for local organizations and grow connections among the community. An additional $75,000 will be distributed through more grant categories this fall.

City News Chandler Contigo Festival Celebrates Latinx Culture and Heritage

ON SATURDAY, SEPT. 16, CHANDLER'S DOWNTOWN LIBRARY AT 22 S. DELAWARE ST. WILL BE TRANSFORMED INTO A VIBRANT CULTURAL HUB FOR THE CHANDLER CONTIGO KICKOFF FESTIVAL FROM 10 A.M. TO 2 P.M.

This celebratory event offers the community an immersive experience into the diverse and rich cultures of the Americas. Attendees can expect to be serenaded by strolling mariachis, while children and families can indulge in creative activities like face painting and crafting.

One of the festival's highlights includes interactive presentations that take attendees on a captivating tour of various Latin American cultures. Those interested in sports entertainment will have the chance to meet local Lucha Libre masked wrestlers, getting a firsthand look at their signature moves.

Dance enthusiasts can revel in diverse Latin dance presentations, from the energetic beats of salsa to the traditional steps of Ballet Folklorico. Moreover, aspiring artists, irrespective of age, will have the opportunity to dive into the world of screen printing. A special art book workshop is also open for registration for those looking to further explore their artistic talents.

The festival also seeks to amplify local Latinx voices and provide insight into Chandler's Latinx history. A unique Chandler barrio storytelling presentation is set to provide attendees with a glimpse into the city's past, highlighting the contributions and stories of the Latinx community.

Local authors will also share their narratives and insights, giving attendees a literary treat. In collaboration with event partners Intel and Someburros, the festival also promises a range of family-friendly activities, ensuring that there's something for everyone.

Tempe's New Pedestrian Bridges to Showcase Local Artists' Cactus-Inspired Art

COMMUTERS TRAVERSING THE I-10 BROADWAY CURVE SOON WON'T MISS THE VIBRANT MAGENTA SCULPTURES, REMINISCENT OF LOCAL CACTUS FRUIT, ADORNING THE NEW PEDESTRIAN BRIDGES UNDER THE ARIZONA DEPARTMENT OF TRANSPORTATION'S I-10 BROADWAY CURVE IMPROVEMENT PROJECT. This aesthetic addition is the result of a collaboration with local Tempe artists, Matthew and Maria Salenger of coLAB Studio.

Construction crews have been active since June, erecting multi-use bridges between Baseline and Broadway Roads. These structures will facilitate safer crossings for pedestrians and cyclists traveling between Tempe and Phoenix. Key crossings are situated at Alameda Drive and the Western Canal, enhancing the already robust bikeway network in the region.

After a national search in 2019 for an artist that could encapsulate Arizona's

essence, a committee comprising community members, city officials, and artists selected the Salengers from 67 contenders. Their "City Fruit" design features 10 magenta sculptures atop each bridge, fashioned after the prickly pear cactus fruit. These art pieces are not only visually captivating but also play with sun and shadow, displaying hand-drawn patterns inspired by local flora.

Matthew Salenger described the installation as both quirky and earnest, aiming to celebrate the bridges as "tasty treats" or "City Fruit" for Tempe.

The Salengers, Tempe residents for over a quarter-century, have an extensive portfolio of public art installations and architectural ventures throughout the Valley.

These bridges, part of Tempe's ambitious multi-modal transport vision, also sync with the ongoing Alameda Drive Bicycle and Pedestrian Street Improvement

Project. Tempe, with 220+ miles of bikeways, enjoys a Gold-Level Bicycle Friendly Community designation by the League of American Bicyclists. The new bridges promise a seamless, off-street conduit for countless annual travelers.

Tempe’s Director of Sustainability and Resilience Eric Iwersen lauded the bridges as a long-term vision realized. He highlights their significance in not only enhancing Tempe's bike corridors but also forging a broader regional pathway system along the canals.

Funding for the artwork emanates from the Tempe Transit Tax and Municipal Arts funds, while the pedestrian bridges' financing stems from a dedicated halfcent sales tax, approved by Maricopa County voters in 2004, and the Federal Highway Administration's contributions.

City News Chandler’s Vickie Ellexson named Employee of the Year by Two Housing Organizations

VICKIE ELLEXSON, A FAMILY SELFSUFFICIENCY SPECIALIST WITH THE CITY OF CHANDLER, WAS RECENTLY NAMED EMPLOYEE OF THE YEAR IN THE HOUSING CHOICE VOUCHER (HCV) CATEGORY BY THE ARIZONA CHAPTER OF THE NATIONAL ASSOCIATION OF HOUSING AND REDEVELOPMENT OFFICIALS (NAHRO) AND THE ARIZONA HOUSING AUTHORITY DIRECTORS ASSOCIATION (AHADA). Each year both organizations jointly recognize excellence throughout the state during an awards program held at the Arizona NAHRO conference.

For this Employee of the Year category, nominees had to demonstrate excellence in performing duties with the highest degree of integrity and professionalism, demonstrating courtesy, concern, responsiveness, and dedication both

within and outside the industry. Ellexson’s nomination was submitted by her supervisor Amy Jacobson.

Ellexson has been part of Team Chandler for the past 13 years. She currently oversees the Family Self-Sufficiency Program (FSS), a voluntary program that currently helps more than 120 Public Housing residents and Housing Choice Voucher (HVC) participants work towards financial independence.

“Vickie has been a stable force in the Family Self-Sufficiency program for more than 13 years and her dedication to the success of her clients is admirable,” says Housing and Redevelopment Manager Amy Jacobson. “Over the years, she has helped families overcome life challenges with a clear path of proven goal-setting strategies to help families

achieve their financial dreams. Vickie embodies the spirit of the FSS program and as you can see, she has touched the lives of many families in Chandler.”

In addition to Ellexson being honored, two of Chandler’s HCV (Section 8) clients were presented with awards as current and past participants during the awards ceremony. Jasmine Valentine was honored as Family Self-Sufficiency participant of the year, and Bruce Tran was honored as Hero of Assisted Housing.

Valentine has been an FSS program participant since July 2021. As a single mother to three sons, her motivation is to no longer live paycheck to paycheck. She’s working with Newtown, a nonprofit that helps people afford houses, to increase her credit score to

work toward homeownership. Valentine has a bachelor’s and master’s degree in criminal justice and works for Maricopa County as a case worker and victims advocate with the Human Exploitation and Trafficking unit.

Tran was a program participant for seven years and is well on his way to financial independence. He recently graduated from the city of Phoenix Police Academy this summer and is currently in training with Phoenix Police. Tran also finds ways to give back and donates computers he refurbishes to public housing youth.

City News Tempe Rolls Out Micromobility Parking Corrals

DOWNTOWN TEMPE IS GEARING UP FOR A SMOOTHER RIDE WITH THE INTRODUCTION OF NEW PARKING CORRALS SPECIFICALLY DESIGNED FOR SHARED ACTIVE TRANSPORTATION VEHICLES (SATVS), SUCH AS E-SCOOTERS. With geo-fencing capabilities, these corrals will not only offer convenient parking but also ensure clean sidewalks and adherence to ADA accessibility.

To further promote orderly parking, scooter companies may offer incentives for using these corrals or even levy fees on those who bypass them. SATVs have gained traction as a handy option for short commutes, especially when combined with rail or bus services, making the 'first and last mile' of a journey seamless.

Tempe has ambitious plans to install 41 of these parking corrals. Stretching from University Drive to Rio Salado Parkway and spanning Farmer to

College avenues, these corrals will be stationed approximately every quarter mile, ensuring riders don't have to deviate far from their destinations.

While SATV licensing mandates companies to systematically position these vehicles every day, there's no parking onus on riders. This initiative is primarily to guarantee clear pedestrian walkways and retain ADA access.

These parking corrals align with the Tempe City Council's vision of a 20-minute city, fostering an environment where residents can effortlessly walk, cycle, or use public transport for most nonwork-related chores.

If riders stumble upon a scooter blocking their path or creating a safety hazard, they're urged to report it via the Tempe 311 service or reach out to the respective scooter companies directly.

Chandler Oktoberfest 2023 Celebrates with Local Brews and Beats

DOWNTOWN CHANDLER IS SET TO BRIM WITH BAVARIAN CHARM AS OKTOBERFEST 2023 MAKES ITS GRAND RETURN. Celebrators can look forward to clinking steins, toe-tapping music, and the rich aroma of German delicacies filling the air on September 30 through October 1 at Dr. A.J. Chandler Park.

The festival, which historically originates from Munich, Germany, will kick off at 1 p.m. on both days, but the events and highlights differ, promising two uniquely festive experiences. For early birds, purchasing presale tickets online will net a $5 discount, and children under the age of 6 can join the festivities for free.

Two local brewing powerhouses, SanTan Brewing Co. and Pedal Haus Brewery, have joined forces to ensure that beer enthusiasts get a genuine taste of Oktoberfest. Apart from their beer offerings, SanTan Spirits will also provide canned cocktails for those seeking a different kind of buzz.

Community College students change the lives of people with dementia

AMesa Community College foreign exchange student discovered the perfect way to feel at home in a new city. Buhari Abdulai signed up for the College Partners Program offered by Hospice of the Valley. The innovative program matches college students with older adults living with dementia.

“I found the vision of hospice so intriguing, and I wanted to be part of a great team that provides beautiful care to people living with dementia. There is nothing like that in my country,” the 24-year-old Ghana native says.

For the next seven months, Buhari offered socialization and companionship to 80-year-old Bill Harris and his family.

“Buhari became a part of our extended family,” says Bill’s wife, Myra. “For two semesters, he faithfully visited on a weekly basis and his visits were eagerly anticipated by all of us. Buhari brought laughter and joy into our home. He conversed with my husband, sampled new foods with us and even allowed my grandson David to introduce him to red licorice. He played games with our grandson and graciously joined us for David’s sixth birthday party — it just made his day!”

Buhari and other College Partners volunteers say they are grateful for the chance to make a difference in people’s lives. They are exposed to hands-on, real-life, career-defining experiences that have a lasting impact.

Arya Yadav says volunteering taught her how to appreciate the small things in life that we often miss and celebrate “the joy of living in the moment and relishing it as a sweet memory later.”

Danielle Cooper utilized the magic of music to make meaningful connections with her person with dementia. “She loved ‘70s music and was able to sing every word of every song!”

Mariah Meza Perez was paired with a former nurse practitioner who shares “brave, wild, and inspiring” stories from her career — and inspired her to pursue the same profession. One of her fondest memories was taking strolls together and sharing their gratitude for each other at the end of every visit.

Hospice of the Valley and its Supportive Care for Dementia program launched this unique student volunteer program in 2021 with a grant from the national Community Care Corps. The goal is to enhance quality of life for people living with early and moderate stages of dementia, and also to reduce caregiver burden.

In exchange for their generous gift of time, students receive incentives like scholarship opportunities, monthly education with dementia experts, and a Dementia Training Certificate.

“The knowledge I’ve gained has sparked a passion inside me as a future healthcare provider,” says Ali Kindred. As a College Partners volunteer, she provided companionship by watching westerns and making milkshakes, allowing a family member to take a muchneeded break from caregiving.

Now that Buhari is back in Ghana, he is determined to advocate for people living with dementia. “After learning about the complexities of this disease, I realize there may be people who have been misdiagnosed as mentally ill. I plan to educate families in my community to seek medical care and obtain accurate diagnoses. People living with dementia are not mentally ill, but they do require optimal care, love, and support.”

Tempe Union High Schools Champion Peer Tutoring: Empowering Students to Thrive

All Tempe Union High Schools have now rolled out an empowering initiative that brings students together for academic growth. The Peer to Peer Tutoring Program, available across all campuses, is putting students in the driving seat, offering them the chance to both guide and seek guidance.

Every high school under the Tempe Union banner has designated tutoring day(s), specific location(s), and time(s) for students to get the help they need, either before or after school. While these sessions are supervised by faculty, the actual tutoring is provided by their peers—students who have excelled or shown proficiency in various subjects.

While drop-ins are welcome, the program emphasizes making appointments, especially for students who prefer a particular tutor or

need to fix a specific day and time. Arrangements can easily be made online by simply clicking on the ‘Peer Tutoring’ button associated with each school on the website tempeunion.org.

The new program’s focus isn't just academic. It's also about forging connections. It offers students struggling with their coursework a flexible strategy to get direct, timely help in the evenings. Leadership Change at Tempe Union High School

The Tempe Union High School District Governing Board accepted the resignation of Superintendent Dr. Kevin Mendivil in August. The board also voted to appoint Associate Superintendent Dr. Stacia Wilson to the role of acting superintendent for the remainder of the 23/24 school year.

“We appreciate Dr. Mendivil’s long-time commitment to the students and employees of our district,” says TUHSD Governing Board President Armando Montero. “After a 37-year career in education, we wish him all the best in his much deserved retirement. All five board members have the utmost confidence in the leadership of Dr. Wilson to keep the district moving forward in the right direction.”

Dr. Mendivil joined TUHSD in 2014 and served in several different roles prior to becoming superintendent in 2018. Prior to his time at TUHSD, he served as a special education teacher, school principal, and director of Human Resources for Mesa Public Schools.

“As I prepare to embark on the next chapter of my life, I leave with the utmost confidence that the future of

Tempe Union is bright and will be in good hands,” says Dr. Mendivil. “The leadership team for whom I have been privileged to work with consists of capable and caring individuals who share my passion for educational excellence and for improved student outcomes.”

Dr. Stacia Wilson will serve as acting superintendent for the remainder of the 23/24 school year. She has served the Tempe community as an educator for over 25 years. She began her high school teaching career at Desert Vista High School as an English teacher and went on to serve in various administrator roles throughout the district, including principal of Tempe High.

During her time at Tempe High, the school received an ‘A’ rating by the Arizona Department of Education and was a recipient of Arizona Education Foundation’s A+ School of Excellence Award. Dr. Wilson moved to the district office in 2018 to serve as associate superintendent. She holds a bachelor’s degree from Hampton University, and master’s and doctorate degrees from Northern Arizona University.

The governing board plans to embark on a search for a permanent superintendent. Additional details on this process will be shared with employees, families, and the community at a later date.

This is a project that will get your (color) wheels spinning! There are seven colors in the visible light spectrum: red, orange, yellow, green, blue, indigo, and violet (ROY G BIV). When all seven colors of light combine they produce white light. The colors of objects appear the way they do because of how they interact with light. When an object appears red, it absorbs every color of visible light except red, which it reflects. Thus, how light is absorbed and reflected in relation to these objects is what determines their color.

SUPPLIES

• 1 paper plate or piece of cardstock paper

• 2 rubber bands

• 1 pencil

• 1 pair of scissors

• 1 set of crayons (in ROYGBIV)

CHALLENGE

• Draw a circle with a 4-in diameter on the plate

• Use the pencil to mark the center of the circle

• Cut the circle out from the paper plate

• Mark seven evenly spaced sections on your circle

• Color each section of the circle using the crayons, each section being a different color

• Using your pencil, poke a hole through the middle of the circle

• Secure the pencil in the middle of the circle using the rubber bands

After school I am home with my four kids, who always have extra friends over to play. You could say our house is the “fun house” and there’s never a dull moment. On many nights and weekends, I’m out showing homes as I am also a real estate agent for the Keller Gibbs Team at Keller Williams Realty East Valley. If I am not working, I am at one of my four kids’ sporting events or leading my daughter’s Girl Scouts. I love attending any sporting events, especially ASU football. We are season ticket holders. I live a very busy, fun, energetic life.

MY FAVORITE MOVIE I COULD NEVER GET TIRED OF WATCHING AND WHY IS… “The Sound of Music.” My great aunt Marian introduced it to me when I was a little kid and I have loved it ever since. I will never forget when she gave me the two VHS tapes of it. I now love watching it with my daughters and singing all the songs.

WHEN I WAS YOUNGER, I WANTED TO BE… a teacher. I would go to take your child to work day with my aunt Debbie and loved being her helper. She was my mentor teacher as well when I was in college. I taught sixth grade science at Kyrene Aprende Middle School right next to her for seven years before leaving the field to go into real estate.

THE SONG I WOULD SING AT KARAOKE NIGHT IS… “Sweet Caroline.” It is just a fun song that everyone seems to know and love!

THE ONE PERSON WHO MOTIVATES ME IS… my mom, Diana Enke Keller. She is absolutely amazing. She is always so giving and there for all her kids, grandkids, and everyone else. I watched her over my childhood and adulthood as she gave back to her community. She is also my amazing mentor and real estate partner. I am blessed for sure to have the best mom and best grandma for my kids. We are together a lot and always have a blast. Many people tell me I am just like her, and it is the greatest compliment I could ever receive, and she is always cheering me on with all that I do.

THE LAST THING THAT MADE ME LAUGH OUT LOUD WAS… my 10-yearold daughter and her jokes! She comes up with one-liners that no matter your mood you will crack up! Today it was her saying, “It’s Me Hi… I’m the problem it’s Me,” when we were discussing her taste in clothing. You know, pre-teens… you just have to laugh at some things, that is for sure!

THE PERFECT DAY IS… any day with my kids and husband. We love when we can spend the day just the six of us being spontaneous and having fun. We all laugh a lot together and enjoy each other’s company.

MY FAVORITE LOCAL NONPROFIT IS… Foster Arizona. I love everything they do for the foster community and all they do for children who age out of the foster care system. My dad has been on the board for many years, so we are blessed to be able to volunteer and give back a lot. It has been incredible to see how much they can do for others.

MY LIFE IS… crazy, fun, exciting, and there’s never a dull moment! I wouldn’t change it for the world!

THE BEST GIFT I’VE EVER RECEIVED WAS… besides my children, probably when my husband surprised me for our 10-year wedding anniversary and upgraded my ring. It was truly the one time I was completely surprised and did not know it was coming. It is very hard to surprise me.

MY DREAM VACATION WOULD BE… to go to the Bahamas with my entire family! I would love to stay at the Atlantis Resort.

THE BEST PIECE OF ADVICE I’VE EVER RECEIVED IS… I have two: When life gets stressful, take it five minutes at a time. Once you get through those five minutes you will be able to get through the rest. Also, always saying you're sorry. No matter if you're wrong or right, just say, 'Sorry, the situation happened.'

Tunnel to Towers Tempe 5K Honors 9/11 Heroes, Benefits First Responders and Military Families

On Sept. 10 at the poignant location of Tempe Beach Park, the annual Tunnel to Towers Foundation Tempe 5K Run/Walk will unfurl its mission. Beginning at 8 a.m. and stationed at 80 W. Rio Salado Pkwy., the event not only commemorates the sacrifices of 9/11 heroes but also raises critical funds to support first responders, military service members, and their families.

Established in remembrance of Stephen Siller, a firefighter who lost his life during the 9/11 tragedy, the Tunnel to Towers Foundation has expanded its efforts nationwide. With over 80 events stretching across the U.S., the foundation ensures that the valor of fallen heroes is never forgotten.

"For many, grieving is an act of respect, but remembering is a blessing that we carry with us," says John Herold, who lost his brother, Gary, in the World Trade Center’s South Tower. Alongside his wife, Stella, John has dedicated the past eight years to directing the

Tempe event, transforming their personal loss into an avenue for healing and support. “Transforming grief into actions that benefit others is a testament to the spirit of those we've lost," Herold adds.

Highlighting this year's gathering, the Follow the Footsteps Award will be presented to a local public safety officer, exemplifying commitment and dedication. Further, the day will salute all of Arizona’s first responders, including firefighters, police officers, EMTs, paramedics, and brave military personnel.

The Tunnel to Towers Foundation's commitment extends far beyond annual events. As a testament to its dedication, the nonprofit's Smart Home program has constructed high-tech residences for catastrophically injured service members. Designed with modern technology, these homes allow heroes, particularly those rendered triple or quadruple amputees due to IED explosions, to lead dignified, independent lives. In addition, the foundation provides significant aid to families of fallen first responders, including mortgage support and assistance to Gold Star Families.

"Oppenheimer" is one of the most devastating motion pictures to emerge from the studio system in a long while, both in its presentation of its subject and his actions. This isn't a movie about triumph in the face of potential destruction; it's about a selfish man, nay, a selfish group, whose desire for selfpreservation threatens our very existence. Through clever editing and visuals, in both subtext and overt message, we witness the lead's gradual realization of the consequences of his actions— but only after he has acted to save himself. He complies until the deed is done, selecting his moral stance when it suits him. Meanwhile, the supporting characters either defend or confront him. The entire experience is suffocating yet undeniably brilliant.

"Talk To Me" possesses a fury in its terror that's rarely seen. Each scene virtually chokes the air out of you, making you feel as if you're in as much danger as the characters. When the violence ensues, it's visceral; you can't look away. Coupled with a standout performance from newcomer Sophie Wilde, this film provides an experience that's both terrifying and emotionally devastating. It's a new installment in the horror canon that will, hopefully, influence many works to come.

“Teenage Mutant Ninja Turtles: Mutant Mayhem”

The four mutant brothers have to step into responsibility when the world is at risk.

"Mutant Mayhem" serves well to introduce younger fans to the series, while also paying tribute to longtime aficionados. It's a solid, entertaining flick, bolstered by the chemistry among the four leads who truly capture the

'teenage' essence implied in the title. While the characterization and story may be somewhat lacking and familiar, the unique and thrilling animation and action more than compensate. The humor appeals to audiences of all ages. It's a fun, lighthearted romp, even if there isn't much depth to delve into.
