CHANDLER LOWERS PROPERTY TAX RATE

The Chandler City Council has lowered the city’s primary property tax rate for the eighth consecutive year to help minimize the impact of increased property values. The one cent rate reduction brings Chandler’s combined property tax rate to $1.0926 per $100 of assessed property value for fiscal year 2023-2024, which began July 1.

The Tempe City Council voted to appoint Rosa Inchausti as the permanent city manager. She is the first female city manager in Tempe’s history.

She is a 30-year city of Tempe employee. She recently served as the interim city manager and previously was the chief deputy city manager, overseeing the areas of economic development, community health and human services, community development, information technology, and strategic management and innovation.

“Rosa will be a tremendous city manager who works alongside the city council and all city staff to serve the community members of Tempe,” says Mayor Corey Woods. “Her extensive experience and time with the city will be reflected in her decisive but thoughtful decision-making ability and her talent for connection

Tempe Public Library recently received the Phoenix Pride Community Spirit Ally Award for its work to be inclusive of all members of the community and encourage a sense of belonging for everyone. When Jessica Jupitus joined Tempe Public Library at the end of 2021, she connected with Brick Road Coffee to co-host a new LGBTQ+ book club, Friends of Dorothy.

They also began hosting queer local author events. The library partnered with Equality AZ to provide space

The combined property tax rate consists of primary and secondary rates. The primary property tax rate of $0.2226 per $100 of assessed value funds the general operations of the city. The secondary property tax rate of $0.87 per $100 of assessed value funds debt service payments on outstanding general obligation bonds used to pay for capital improvement projects.

The city of Chandler represents roughly 11 percent of the total property taxes paid by residents. Public schools and community college districts account for roughly 70% of a typical property tax bill in Chandler, while Maricopa County and special taxing districts make up the remaining 19%.

Foresight Technologies announced it will establish a new Center of Excellence for hi purity fluid and chemical system equipment production on their Tempe campus.

The Foresight Technology Center (FTC) is focused on partnerships with OEMs and Semiconductor Fabs to support development and production of Hi Purity fluid delivery equipment for semiconductor and chemical markets.

The center will consist of Foresight’s existing 80,000-square-foot Tempe operations, plus a new adjoining 100,000-square-foot facility, which is expected to be fully operational soon.

The Foresight Technology Center will create 250 additional jobs, doubling Foresight’s current employee headcount.

ENTHUSIASTS. Arizona Mills shopping center is the chosen site for the first of the nationwide chain of 50 Picklemall venues anticipated over the next two years.

Picklemall, backed by Steve Kuhn, founder of Major League Pickleball, represents an ambitious effort to redefine the pickleball scene in the United States, marrying the sport with technology and adaptive reuse of retail spaces. Kuhn’s experience and deep knowledge of pickleball are anticipated to significantly boost the game’s proliferation across the country, fostering increased community interaction through sports.

At its core, Picklemall is more than just a sports venue. It aspires to shape the future of pickleball by not only catering to the growing demand but also promoting technological advancements in sports. The Picklemall concept represents a clever solution

to two major issues: decreasing vacant big-box retail spaces and the scarcity of adequate pickleball facilities. Pickleball’s popularity is skyrocketing around the country, with cities struggling to provide enough courts to meet demand.

Arizona Mills, 5000 S. Arizona Mills Cir., will breathe new life into one of its vacant big-box stores, transforming it into a sprawling space featuring 24 championship-style pickleball courts.

Arizona is emerging as the hotbed of pickleball growth, with courts sprouting up across the state. Picklemall capitalizes on this boom, betting on the new concept to solidify the sport’s presence. While scouting for the company’s first location, the founders identified Arizona as the perfect starting point. The state’s climate - sweltering summers, chilly winters, and frequent winds - adds a unique flavor to the game, further accentuating Picklemall’s climatecontrolled environments.

The 100,000 square feet space that once housed the At Home store is undergoing a transformation into a state-of-the-art Picklemall facility and is set to open this month. Most courts will feature cameras, allowing players to generate social media-ready clips of their game.

Arizona Theatre Company, Tempe Center for the Arts Announce Long-Term Partnership

ATC to present five mainstage shows in first year at TCA starting this October.

ARIZONA THEATRE COMPANY (ATC) WILL PRESENT ITS VALLEY MARKET SHOWS AT THE STATE-OF-THE-ART TEMPE CENTER FOR THE ARTS (TCA) FOR AT LEAST THE NEXT FIVE YEARS THANKS TO A LONG-TERM PARTNERSHIP THAT WILL BRING HIGH-QUALITY, PROFESSIONAL THEATRE TO THE EAST VALLEY.

In its first season at TCA, ATC will bring nearly 80 performances and its current subscriber base of over 2,000 to Tempe this October and expects an estimated attendance of 40,000 during its five-show season. The theatre will open with the classic American romantic comedy “Barefoot in the Park” by the godfather of funny, Neil Simon. The Tempe City Council approved the partnership in spring, which includes options for three extensions. A short-term agreement for the first year was approved in October 2022.

This long-term agreement brings professional regional theatre to the heart of Tempe, which is centrally located and easily accessible to the rapidly growing greater Phoenix area. ATC will bring its education, outreach programs, and various community partnerships to the East Valley as it begins robust engagement with the city and the surrounding communities.

“Tempe Center for the Arts is the new home of Arizona Theatre Company, the state’s professional regional member of the League of Resident Theatres,” says ATC’s Executive Director Geri Wright. “We are thrilled to share the power of world-class theatre and serve the Tempe community and surrounding areas with our education and outreach programs. Our current season ticket subscribers have responded enthusiastically about our new chapter at TCA, and we look forward to years of partnership at our new home.”

TCA is the crown jewel in a city known for its support of the arts. At the heart of the venue is the 600-seat Main Theater featuring state-of-the-art technology, where every seat is less than 55 feet from the Broadway-size stage, with its own under-seat cooling. Views of Tempe Town Lake, the Papago Buttes, and Camelback Mountain can be seen at various vantage points throughout the venue.

City News Tempe Accelerates Services for the Unsheltered

Plans include more shelter, jobs, case management for those experiencing homelessness.

TEMPE CONTINUES TO ACCELERATE ITS HOMELESS RESPONSE, WITH STRATEGIES TO ENHANCE EMERGENCY SHELTER, INCREASE LONGERTERM SUPPORT THROUGH CASE MANAGEMENT, AND EXPAND JOB OPPORTUNITIES FOR INDIVIDUALS EXPERIENCING HOMELESSNESS.

At the same time, Tempe’s 24/7 outreach model is successfully helping people access emergency shelter and housing, reconnect with family, connect with medical care, and recover vital documents needed to help end their homelessness. Through approximately 14,000 engagements, approximately 1,000 people have been helped off the streets in just over a year.

“In Tempe, we are heavily invested in the health and wellbeing of our unsheltered

population and the broader community,” says Mayor Corey Woods. “Working together with our residents, business community, and nonprofit partners, we are continually enhancing our response to meet more needs and make homelessness a rare, brief, and one-time experience.”

EXPANDING TEMPE WORKS

Tempe Works connects unsheltered people with city jobs in Municipal Utilities and Community Services. Through the program, they can get help accessing shelter, housing, and social services. Established in 2017, Tempe Works is actively seeking local employers to expand jobs. Adding new opportunities means more pathways out of homelessness for people like Jeffery Wessell, 63, a Tempe Works graduate who now has housing and works 40 hours a week for the city.

A serious back injury left the truck

driver unable to work and pay his rent. He dipped into retirement and scraped by with help from family and friends, but ultimately was evicted. After years of steady employment and independence, Wessell found himself living in his truck in Tempe. He connected with I-HELP, a nonprofit Tempe shelter program, and then the city’s Tempe Works jobs program.

After working for Municipal Utilities, he graduated from Tempe Works and began another job with the city, helping maintain the Double Butte Cemetery and assisting with funeral services. His steady paycheck covers rent for a one-bedroom apartment – and buys peace of mind.

“I have my own little space and I’m trying to get back on my feet,” Wessell says. “It’s nice. I can stretch out, put my feet up. I have my television. I can fix meals. I can take a shower anytime I want. I can go wash my clothes and not carry

them around with me and wait for the opportunity to exist.”

“I can relax. I don’t have as much on my mind,” he says. “I didn’t know if I’d be able to work again because of the condition of my back. It feels good.”

Annual Tempe Healing Field Event to Honor 9/11 Victims

THE TEMPE EXCHANGE CLUB IS SET TO HOST THE 22ND ANNUAL TEMPE HEALING FIELD EVENT AT TEMPE BEACH PARK, 54 W. RIO SALADO PKWY. This three-day event is a poignant tribute to the victims of the September 2001 terrorist attacks.

As a powerful visual representation of the magnitude of the loss, the Healing Field will feature an inspiring display of U.S. flags. This event, which has become a mainstay in the community, serves not only as a commemoration for those who remember the tragic day but also as a history lesson for the younger generation.

Visitors are encouraged to take a solemn stroll through the orderly rows of flags - a sight that offers a compelling and unforgettable experience. With numerous opportunities for local residents to participate as sponsors, volunteers, or visitors, the event is aimed at creating a community-driven tribute.

A schedule of special events includes the

setting up of flags on Saturday, Sept. 9 at 6 a.m., where volunteers are invited to participate. The evening of the same day will witness the Freedom Concert, beginning at 6:30 p.m.

On Sunday, Sept. 10, the event will host the Tunnel to Towers 5k Run/Walk, starting at 8 a.m. at Tempe Beach Park. Registration information for the run/walk is available on the website.

The Healing Field Tribute will begin at 5:45 a.m. on September 11. The public is invited to join in reading the names of the victims, starting at the precise time the first plane hit the tower. The day will close with a moving Candlelight Vigil at 7 p.m., including a ceremony, speakers, and reading of the names of the first responders.

On Tuesday, Sept. 12 at 6 a.m., volunteers will assist in standing down the field.

THE CITY OF TEMPE IS INVITING THE PUBLIC TO WEIGH IN ON THE DOWNTOWN STREETSCAPE IMPROVEMENT PROJECT, AN INITIATIVE AIMED AT REJUVENATING THE MILL AVENUE CORRIDOR, VIA A VIRTUAL MEETING SCHEDULED FOR AUGUST 9, FROM NOON TO 1 P.M.

The project, which emphasizes design, placemaking, and construction, targets the area between University Drive and Rio Salado Parkway along Mill Avenue. The consultation will enable community members to understand the plan in detail and provide their valuable insights on the proposed changes.

For those unable to participate in the virtual meeting, the city is also offering two in-person sessions to disseminate the same information. The first will be held on August 7 at 4 p.m. at the Tempe Transportation Center, 200 E. 5th St., and the second on August 9 at 6 p.m. at the Tempe Public Library, 3500 S. Rural Rd.

“We want to ensure everyone has a chance to have their voice heard,” a city

spokesperson says. “Whether you prefer to join online or in person, we value your input as we reimagine this key part of our city.”

The proposed redevelopment aims to boost the Mill Avenue area’s appeal to residents, businesses, and tourists alike by creating an aesthetically pleasing, vibrant, and pedestrian-friendly corridor. The city believes the project will foster economic growth and enhance the quality of life for Tempe’s residents.

The goal of Threadz is simple: ensure students have the essential items they need to attend school ready to learn.

The Threadz closet at Mountain Pointe High School, 4201 E. Knox Rd., Phoenix, is open on Thursdays from 2:30 p.m. to 4:30 p.m.; Marcos de Niza High School, 6000 S. Lakeshore Dr., Tempe, opens its doors to Threadz from 2 p.m. to 4 p.m.; while Tempe High School, 1730 S. Mill Ave., Tempe, runs its Threadz operation from 2:30 p.m. to 4:30 p.m.

Notably, this community resource is powered by volunteers who offer their time

It’s time for an interstellar family adventure! Justin Roberts, a five-time Grammy nominee, is set to dazzle audiences with his epic rock band, The Not Ready for Naptime Players, at the Tempe Center for the Arts on August 26.

The show, scheduled from 11 a.m. to noon, will feature music from Roberts’ latest album, “Space Cadet,” blending live music with a journey through space that promises to engage and captivate audiences of all ages.

Drawing from his penchant for crafting engaging children’s music, Roberts and his band will take audiences on a thrilling cosmic adventure filled with quirky characters and distant galaxies. In the mix will be a variety of storytelling elements and inviting singalong sections, setting the stage for a unique familyfriendly performance.

A Refreshing Dip into Literature: Chandler Public Library Brings Storytime Poolside

In an innovative approach to storytime, the Chandler Public Library is taking literature to the poolside this summer. The aquatic center will host two engaging events for families with toddlers and preschoolers on August 12 and August 26, bringing together the joys of reading and swimming in a unique blend of fun and education.

The first event, scheduled for August 12 at the Hamilton Aquatic Center, will offer attendees a refreshing experience – an enchanting storytime coupled with the joy of splashing in the water. The second event, planned for August 26 at the Nozomi Aquatic Center, promises a similar dose of learning and leisure.

“The idea is to foster a love for reading in an engaging and relaxed environment,” says Library Director Christine Burke.

“We believe that combining the

excitement of pool time with the charm of storytime can create a unique bond between our youngest readers and books.”

During each hour-long event, beginning at 11 a.m., families can listen, sing, and dance along to stories while enjoying the pool. Each event will feature a new book, turning each splashy gathering into a unique experience. After the storytelling session, children will have an additional 30 minutes for structured pool playtime.

The events are a part of the Chandler Public Library’s initiative to promote literacy among the city’s youngest residents. The programs are free and operate on a drop-in basis, making them accessible to all families within the community. Ideal for children up to 5 years of age, the library aims to provide a fun and interactive alternative to conventional storytime sessions.

These poolside storytime sessions come as part of a wider drive to make reading more engaging and enjoyable

for children. According to the National Institute of Child Health and Human Development, reading aloud to children not only supports their literacy development but also strengthens their social, emotional, and cognitive skills.

“These events highlight the creative ways in which we can integrate literature into our children’s daily activities,” says Burke. “By bringing storytime poolside, we hope to make reading a splashy adventure for our young attendees.”

Aspace helmet is vital for any astronaut traveling into space. The helmet can protect the astronaut’s skull from any sudden impacts. Engineering your own helmet takes a lot of time and testing to perfect it. Using an egg to represent an astronaut skull, use your nogging to design and test an egg-cellent helmet for your astronaut!

SUPPLIES

• 1 egg

• 1 sandwich bag per egg

• 1 water bottle

• 1 pair of scissors

• 1 roll of tape

• Any small materials around the house such as:

• cotton balls

• balloons

• small pieces of fabric

• tissue paper

• cardboard

• popsicle sticks

• string

CHALLENGE: CAN YOU ENGINEER A SAFE SPACE HELMET TO PROTECT YOUR ASTRONAUT?

• Make an observation on your egg. Where is it the most fragile? Where should you focus on protecting your astronaut? Place your egg in a sandwich bag and place it to the side.

• The water bottle will be the base for the helmet and can be used however you would like. The egg in the bag has to be placed within the water bottle somehow.

• Present additional materials that can be used as cushioning for your helmet. Feel free to set rules on how materials distribution will work (e.g., you can only pick three additional materials or tape counts as one material).

• Design a plan. Draw and label the needed materials. Once the design plan has been approved, you can start engineering the helmet! (Keep the egg in the bag for easy clean up).

• When complete, determine your testing site with a consistent drop height. You can stand on a chair with your arm straight out.

• Drop the helmet and see what happens! Was your astronaut protected?

After serving five years in prison and being released in 2018, Arizona native Robert Gracia hit the road running toward being a productive member of society. With trade certifications, a family that supported him, a relationship with God, and a deep desire for a better life, he wisely applied the skills he learned while locked up.

Now that Gracia ended the cycle of his broken generation, giving back means being a devoted husband to Angie, his wife of 12 years. It also means being a loving father to

their four children, Zyanna, Alex, Genesis, and Nevaeh. It means being a leader and counselor to those in the community struggling with self-identity and addiction.

“I set goals and accomplished them in two years of being free, including buying a home for my family,” Gracia says. “The self-control and determination I have is far from who I used to be.”

Since opening Arizaz Heating and Cooling in January, Gracia has become debt free and says his main goal is to be the example people need in society. “It’s not how we start; it’s how we finish.”

The Sky’s the Limit: Tempe Navigates High-rise Boom Amid Concerns

As a surge of proposed skyscrapers promises to redefine the Tempe skyline, local leaders, community members, and developers navigate the challenges of growth while preserving the city’s unique character.

Hubbard Street Group, known for their work in downtown Phoenix, aims to repurpose the site currently housing the Salvation Army. The proposed 300-foot-tall tower, Skye Tempe, sits among five similar plans in the vicinity of University Drive, east of Mill Avenue. Each project targets smaller infill plots, which aim to maximize downtown density and capitalize on the robust real estate market.

Skye Tempe plans to offer 281 units, mixing studio, one-, two-, and three-bedroom apartments. The ground floor is set to host a selection of retail outlets, intended to serve the anticipated influx of young professionals who favor the city’s walkable neighborhoods.

Contrary to some concerns, Major David Yardley, the Salvation Army’s Southwest Division general secretary, has confirmed the organization will continue its

essential work within the community, even after the relocation from its current home.

However, balancing the preservation of Mill Avenue’s historic charm with the city’s growing demand for housing is a crucial challenge. To maintain a sense of scale in the street view, skyscrapers are required to be set back from the street, where the existing structures are predominantly one to three stories tall.

As the developments reach for the sky, there’s a hard cap to consider, too. In most of Tempe, the building height is limited to 300 feet, a decision influenced by concerns around air traffic at Sky Harbor.

In addition to Skye Tempe, the city’s future includes several other high-rise projects at various stages of approval. The city council recently approved a 25-story tower with ground-level commercial space, a collaborative project between Wexford Developments and CA Ventures, which promises to bring 453 units to the community.

But not all are thrilled with these towering plans. The Development Review Commission expressed concerns about potential traffic congestion and questioned the

architectural diversity of these upcoming projects. In an unexpected move, the commission voted against recommending Skye Tempe’s approval to the city council, citing concerns about increased traffic and the potential impact of an unprecedented number of similar projects.

Despite these concerns, the city council will make the final decision on Skye Tempe in the coming months. The outcome is eagerly awaited, as it will set a precedent for similar projects in the pipeline.

Deputy Community Development Director Ryan Levesque sees this surge in proposals as a rebound from the slowdown caused by the pandemic. Despite the rapid influx of projects, he maintains a confident outlook. He believes in Tempe’s ability to navigate these changes and emerge stronger, and he’s consistently expressed that Tempe is a destination location that people will flock to.

As the transformation of Tempe’s skyline evolves, it’s clear that the conversation around growth, preservation, and the urban aesthetic is far from over. It will require continued dialog between developers, city leaders, and community members to ensure Tempe continues to thrive as a desirable place to live, work, and play.

“No Hard Feelings”

A woman is hired to date a rich couple’s son in exchange for a car.

Simplicity is the perfect word to describe ‘No Hard Feelings.’ This fun, raunchy romp is surprisingly considerate of its leads and the subject matter. Jennifer Lawrence is absolutely incredible here, demonstrating considerable skill in physical comedy and timing, while Andrew Barth Feldman offers a softspoken performance that competes effectively with his co-star. The film adeptly illustrates the dangers of succumbing to unwanted pressure without sounding preachy. Most significantly, it sustains audience laughter throughout without overstaying its welcome, making it a pleasant surprise in an otherwise underwhelming summer.

“Run Rabbit Run”

A mother’s life begins to fall apart after her daughter begins acting strangely.

“Run Rabbit Run” serves as one of the poorest examples of “elevated” horror that purports to be “about trauma” but ultimately has nothing of substance to say. For 95 minutes, the film merely goes around in circles with its repetitive pattern. The sequence of the daughter acting weirdly, Sarah Snook experiencing a mental breakdown, and the inclusion of spooky Australian imagery, all rinse and repeat monotonously. Unfortunately, none of it is spooky or even unnerving; it is simply boring and irritating. The film doesn’t bring anything new to the table in terms of themes or filmmaking, except for imagery that is hard to discern due to excessive darkness. Overall, it’s a complete waste of time.

Rock Hudson was undeniably one of the greatest actors to have ever lived. However, this documentary reveals that behind his brilliance lay a great deal of pain. Instead of relying solely on traditional talking head interviews (though a few are included from those who knew him), the filmmakers effectively use footage from his films and voiceovers, both new and old, to narrate his journey from his early roles to his final days. The correlations drawn between fiction and reality are genuinely impressive. While this documentary may not reveal much that is new to those already familiar with Hudson’s life, it provides an essential insight into the complexity of a man’s life that was tragically not lived to its fullest potential.

this installment is a tad more uneven than the previous two. It mirrors “Mad Max: Fury Road” in how the narrative is propelled by relentless action, with each act essentially forming one major set piece. Despite its length, the film manages not to exhaust viewers but instead keeps them engaged. Moreover, there’s an emotional core delivered by our actors, both veteran and newcomer, through their compelling character portrayals. This film has everything and more, serving as a reminder of why we are drawn to the cinema.

For budding young scientists, the Trailblazer’s Kid’s Club transforms into the Professor Science Learning Lab
