LET IT FLOW: CITY OF SCOTTSDALE APPROVES WINE CONSUMPTION AT CITY PARKS

By Molly Cerreta Smith IT’S WINE TIME IN THE CITY OF SCOTTSDALE! At its January 21 meeting at City Hall City, the City Council approved Ordinance No. 4437, which amends city code to allow wine consumption throughout facilities at the City of Scottsdale’s Parks and Recreation Department around the community.

Reed Pryor, Parks and Recreation director and Nick Molinari, Parks and Recreation manager authored a report to the City Council that outlines the fact that beer consumption is currently allowed but (until now) wine consumption has been prohibited by state law.

The report reads: “The City of Scottsdale currently allows the consumption of beer in Scottsdale parks with the purchase of a permit. Beer is permitted to be consumed in cans or kegs only, with glass bottles prohibited in all Scottsdale parks.

Presently, beer is the only alcohol that Scottsdale permits within our parks system due to state liquor law restrictions that were in effect the last time the Scottsdale park rules changed.”

Throughout 2018-19 fiscal year, officials report that the Scottsdale Parks and Recreation Department issued 707 beer permits, and City Parks officials reported that the Arizona Legislature changed state law allowing people to “consume wine from a broken package” in public recreation areas with the permission of the property owner.

The report to council stated that “[t]his change went into effect on August 27, 2019 as House Bill 2281 from the 2019 state legislative session. Prior to the passage of HB 2281, state law only allowed people to consume beer from a broken package in public recreation areas with the permission of the property owner.”

Chapter 20, Article III of Scottsdale City Code was amended to allow permitted wine drinking beginning on the first of this month. Officials report the amendment also defines the cost of “beer and wine permits” as $15 according to the Community Services Fees and Charges adopted by City Council.

In effect, Ordinance No. 4437 changes the fact that there is no formal application for a permit.

Any language referring to an “application” is being changed to a “request” and that the city will not request or store personal identification information.

Parks and Recreation officials also reported that the Scottsdale Police Department does not anticipate impact to public safety. So let’s raise a glass to Scottsdale… and let them drink wine!

NORTH VALLEY TO GET NEW HOSPITAL IN CAVE CREEK ABRAZO CAVE CREEK HOSPITAL SET TO START CONSTRUCTION ABRAZO HEALTH RECENTLY ANNOUNCED THAT IT IS SET TO BEGIN CONSTRUCTION A NEW SMALL-SCALE COMMUNITY HOSPITAL IN CAVE CREEK NEAR THE INTERSECTION OF CAREFREE HIGHWAY AND CAVE CREEK ROAD. Expected to open in 2021, Abrazo Cave Creek Hospital is a new type of neighborhood hospital, sometimes referred to as a “microhospital,” designed with an emphasis on quality medical care, convenience, efficiency and short ER wait times.

Abrazo Cave Creek Hospital will focus on emergency and surgical services, with eight rooms for patients needing overnight care. The single-story, approximately 35,000 sq. ft. facility at the southwest corner of Carefree Highway and 53nd Street will include a 13-bed emergency department, an operating room and eight inpatient rooms, along with additional services.

Abrazo Health currently operates six Valley hospitals including the acclaimed Abrazo Arizona Heart Hospital. The Cave Creek hospital will be Abrazo’s third neighborhood hospital. Abrazo Mesa Hospital opened in October 2019 and Abrazo Surprise Hospital is expected to open later this year. Each is closely in-

tegrated with Abrazo’s larger sister hospitals, medical group and community physicians.

“We all prefer to receive care closer to home, and this type of hospital meets a need for access to medical care beyond what’s available at an urgent care or freestanding emergency center. The hospital will offer a 24/7 ER and have the ability to perform surgical procedures, with around-the-clock general surgery, hospitalist and emergency physician coverage,” said hospital CEO Ed Staren.

“Our goal is to provide multiple points of access for those who choose Abrazo for their care. Emergency care and operations like appendectomies and gall bladder procedures, for example, can be performed in the neighborhood hospital setting,” said Staren.

Patients with abdominal pain, sprains and broken bones, minor trauma, lacerations, dehydration, pneumonia and flu are typical of injuries and illnesses expected to be treated in the Abrazo Cave Creek Hospital emergency department.

“We’re anxious to begin providing care for our

neighbors and friends in the Cave Creek area,” he said. “Providing quality medical care and excellent patient satisfaction are among our top priorities, and we want our ER waiting times to be among the shortest they can possibly be.”

When completed, the hospital is expected to create approximately 50 jobs. General contractor for the hospital is Adolfson & Peterson Construction; the facility was designed by E4H Architects.

SCOTTSDALE AIRPORT: AN ECONOMIC POWERHOUSE

SCOTTSDALE AIRPORT, THE BUSIEST SINGLE RUNWAY GENERAL AVIATION AIRPORT IN THE NATION, CONTINUES TO BE A SIGNIFICANT ASSET FOR THE CITY OF SCOTTSDALE AND THE ENTIRE REGION. This was confirmed recently by an economic analysis by Dr. Lee McPheters, research professor at Seidman Research Institute at the W.P. Carey School of Business at ASU. The airport experienced a 20.7 percent increase in total benefits since 2014.

Total benefits consist of direct benefits like output, employment and income related to aviation activity plus secondary benefits from spending recycled into the regional economy.

Aviation activity at the airport and airpark created $688 million in total economic output (value of all goods and services) for 2019. Aviation activity also added $37 million to local and state tax revenues -- an economic benefit of $1.9 million daily.

The analysis confirms Scottsdale Airport’s significant economic contributions and the role it plays in bolstering benefits across the regional economy.

AIR VISITORS Air visitors create high-powered economic benefits for the area -- especially during events like the Barrett Jackson Classic Car Auction and Waste Management Phoenix Open.

The study showed that air visitors arriving into Scottsdale Airport spent $54 million in the region -- a 36 percent increase from 2014.

Scottsdale Airport has a strong influence on the Airpark, the second largest employment center in Arizona. Together, aviation activity in the airport/ airpark supported 3,979 total jobs in the region with incomes to workers and proprietors of $241 million.

“These figures speak volumes on the importance of general aviation to our local, regional and state economies,” said Gary P. Mascaro, aviation director at Scottsdale Airport. “The airport is an economic powerhouse and an asset for the city.”

According to Dr. McPheters, “This is more than any other general aviation airport in the state. Falcon Field has 1,486 jobs at the airport and in the most recent report, Deer Valley has 965 jobs on-site. Flagstaff Airport provides 498 jobs.”

CORPORATE JETS Scottsdale Airport has 478 based aircraft and 176 of these (37 percent) are corporate jets; a higher percentage than at any other airport in the Phoenix area.

“Another unique indicator for Scottsdale Airport is the proportion of air traffic due to visiting aircraft arriving from outside the area,” said McPheters. “At Scottsdale Airport that figure is about 60 percent, compared to 20 to 30 percent at less active general aviation airports.”

CENSUS DAY IS QUICKLY APPROACHING!

THE U.S. CONSTITUTION MANDATES THAT A CENSUS IS CONDUCTED. It is one of the very few duties of the federal government that was spelled out by the Founding Fathers in 1787.

Further legislation requires a census every 10 years.

The U.S. Constitution requires the U.S. Census Bureau not just attempt to offer information or a service to the population, but that the Census Bureau actually reach and count every person living in the United States and its territories — of all ages, residence statuses, and locations — whether or not they desire to participate, and regardless of whether they are difficult to find, reach, and count.

The purpose of the 2020 Census is to conduct a census of population and housing and disseminate the results to the President, the states, and the American people. The goal of the 2020 Census is to count everyone once and in the right place.

WHY DOES THIS MATTER? The city of Scottsdale’s budget comes from state-shared revenue based on population. Each person counted is worth $3,000 in public services.

Essential city services, including police and fire protection as well as roads, parks, hospitals, and schools all depend on an accurate census count.

The Census Bureau will be introducing new technology in 2020 to make it easier than ever to respond to the census. For the first time, you will be able to respond online, by phone or by mail.

• Online - People will receive a mailed postcard with a personal code to enter their information online.

• Phone - Residents can also call to take the survey.

•Mail - Paper surveys will be mailed if online submissions are not entered.

Your information is secure and private. By law, the Census Bureau cannot share your answers by name with others, including welfare agencies, the Immigration and Naturalization Service, the Internal Revenue Service, courts, police and the military.

The numbers published by the Census Bureau are combined with thousands of answers from people in your neighborhood and across the country.

Only sworn Census Bureau employees can see your responses. In fact, the law provides severe penalties for any census employee that makes your answers known.

One scam that targets companies and continues to be reported is the W-2 scam, which is when a phishing email is sent to someone in a company’s human resources or payroll office that appears to be from an executive of that business and asks for payroll information containing confidential information, be emailed immediately.

The Arizona Department of Revenue advises staff to never respond to the email, and instead, connect with the person whose name is on the email by phone or in person to confirm its authenticity. ADOR recommends companies establish specific internal policies to address these requests and take steps to protect employee information.

The Potential Tax Benefits of Company Stock in Your 401(k) Plan

I

f you own a 401(k) that includes stock from your company, chances are you’ll someday need to decide what to do with it. This decision often comes into play for people who are retiring or otherwise leaving their employer. Whatever the case may be for you, it’s important to understand your options when determining whether and how to move company stock out of your 401(k). It’s also worth exploring whether an easily overlooked provision in the U.S. tax code could help you manage your tax bill when the time comes.

What you need to know about IRA rollovers

Many people who leave their employer choose to roll over their entire 401(k) plan account – including all of their company stock – into an IRA. If this transaction is completed in a proper manner, it can be done so with no immediate tax ramifications. However, it’s important to understand that any future withdrawals from the rollover IRA will be taxed at ordinary income tax rates, which can range from 10 percent to 37 percent. And, those who take a taxable distribution prior to age 59-1/2 may face an additional penalty of 10 percent – something that should be taken into serious consideration prior to making such a move.

Capitalizing on net unrealized appreciation rules

Take a closer look at the assets held in any of your 401(k) plans with both current and past employers. If company stock is included, you may want to consider which strategy – a rollover of the full amount or a lump-sum distribution of employer stock utilizing NUA – is more effective for you. Check with your plan administrator to find out more about the details of the stock position you own. Also consult with your financial and tax advisor to help determine the right approach for your circumstances.

GIVING HOPE: CHILDREN’S CANCER NETWORK

T

he Children’s Cancer Network (CCN), a 501(c)(3) non-profit organization, is dedicated to providing assistance to Arizona families battling childhood cancer. The organization was established in 2004, but the impetus for its foundation began in 1993, when Steve and Patti Luttrell’s then five-year-old son Jeff was diagnosed with Acute Lymphoblastic Leukemia (ALL).

The family was devastated and shocked. Jeff received treatment — including multiple rounds of chemotherapy and radiation and finally a bone marrow transplant in order to treat the initial cancer and its four subsequent relapses. However, after nine years of being cancer free, Jeff was diagnosed with a secondary cancer, squamous cell cancer of the tongue. So, at the age of 21, Jeff had numerous additional surgeries and two types of radiation to rid his body again of cancer. Four years later, at the age of 25, this cancer re-occurred. Today, Jeff is doing well and has graduated with a graphic design degree. However, his experience led the Luttrells to want to help other families through this time.

According to the Network, the emotions and experiences throughout cancer treatment and after may be complex and life changing. Often these emotions are difficult to comprehend for those who have not been there. Many families dealing with childhood cancer are faced with a new uncertainty regarding their futures. There likely are questions and needs that never would have been contemplated prior to their child’s diagnosis. Children’s Cancer Network has

been formed to focus on the needs of families and their children with cancer.

The Luttells’ daughter Jenny was instrumental in the creation of the fashion show that features children dealing with cancer as well as their siblings. It was designed to be a fun and empowering event that helped to raise money to contribute to the emergency fund for families undergoing bone marrow transplant. In addition to the Fashion show, The Children’s Cancer Network has an auction and luncheon which donates raised funds to the Pediatric Bone Marrow Emergency Funds at Phoenix Children’s Hospital and University Medical Center. The Network also hosts a variety of events and experiences for children/teens battling childhood cancer, along with their families at no cost.

One of their most exciting upcoming fundraising events is their Run to Fight Children’s Cancer 5k/10k, which will be held April 5. Register online for the event at RunToFightCancer.com. Run to Fight Children’s Cancer is the largest race in Arizona dedicated solely to pediatric cancer. Now in its tenth year, the race unites the community in building awareness of childhood cancer and raising much-needed funds for research, treatments, patient education and a host of support services for families battling the disease.

To date, CCN has awarded more than $30,000 in scholarships each year, distributed more than $75,000 in emergency gas and food cards annually, and served more than 750 families yearly through its family-centered programing.

Yes. There are links between many diseases and poor dental practices. One in particular that has been affecting the Scottsdale community is Rheumatoid Arthritis and Periodontitis.

Periodontitis is inflammation of the gums and supporting structures of the teeth. It is one of the most common human diseases and is most commonly caused by certain bacteria (known as periodontal bacteria) and by the local inflammation triggered by those bacteria.

How does dental health connect with arthritis?

Previously, RA was thought to cause periodontal disease through a decrease in a person’s dexterity which would lead to a pattern of poor oral hygiene. However, recent studies have shown that patients with RA had a three times higher rate of periodontitis than patients with osteoarthritis. This would suggest that there is a potential underlying biological interaction between these two diseases.

A study in 2012 reported that 65% of RA patients had gum disease compared with just 28% of

patients without RA. They found that RA patients were four times more likely to have gum disease than their RA-free counterparts and their gum disease tended to be more severe.

Studies have shown that in RA patients with gum disease, patients experiencing loss of jawbone had RA-associated bone erosions in other joints and that in RA patients, the severity of gum disease tracks with the severity of their RA disease activity.

Is there a treatment?

Treatments for Periodontitis include professionally cleaning the pockets around teeth to prevent damage to surrounding bone. In some cases, advanced cases may require surgery.

Home treatments include: • Brushing your teeth at least twice a day. If you can, brush after each meal.

• Opt for an electric toothbrush to maximize your cleaning potential.

• Make sure your toothbrush has soft or extra-soft bristles.

• Replace your toothbrush every three months.

• Floss daily.

• Use a natural mouthwash.

• Visit your dentist at least twice per year.

• Refrain from smoking or chewing tobacco.

• Limit your sugar intake.

Are there any other outside influences that may also factor in?

Yes. Smoking is a well-recognized shared risk for both rheumatoid arthritis and periodontal disease.

There are so many different instruments and types of music that it’s difficult to know where to begin, so here are some suggestions for beginning your child’s musical journey.

FIND THE RIGHT MUSICAL INSTRUMENT AND LESSONS FOR YOUR CHILD It’s important to find a music program and musical instrument that suits your child’s age and interests. Most public schools have music programs that begin teaching instruments around the fourth and fifth grade, but you can begin private lessons as young as five or six years old. Work with your kid to see what they are interested in before you get started with the time and expense of formal lessons. Here are a few important factors to keep in mind: • Age, Size, and Physical Limitations: Consider the age, size, and physical limitations of your child when you choose an instrument.

• Noise Level: Think about how your neighbors and family will feel about a drum set, guitar, or loud instrument, and whether you can reduce noise and set practice times to keep the peace.

• Space: Make sure you have room in your home for a piano, harp, or drum set, if that is the direction you want to go – otherwise, think about smaller, more portable instruments.

• Cost: Instruments can be very expensive, so consider buying used until your child’s interest increases and skill level improves.

• Time: Make sure that music lessons can fit in your schedule. Don’t let lessons cause your kid’s schoolwork or other activities to suffer or add undue stress for you or your family.

Oh, it will be easy enough to tell them what you pay - but beyond that, it will get complicated. If you don’t know it, you can certainly look up the effective tax rate formula. Google has plenty of information for you. But that is based on the assessed valuation of the home and that is a whole other formula you will need to find. And you have to know what the values are in your neighborhood.

For you formula lovers, that would come out to .0042 of the home’s actual value. (We assume here that the home sold for its actual value.) So, if your rich friend wants to buy a milliondollar home in Scottsdale North, he should expect to pay about $4,200 in taxes.

THE OLD W E S T HIGHWAY I

f you’re heading east towards New Mexico and want to venture off the beaten path and avoid the extreme traffic on I-10, consider taking a trip down the Old West Highway. This historic route between Apache Junction, AZ, and Lordsburg, NM, runs through the Superstition Wilderness on US Highway 60, over the Salt River Canyon between Superior and MiamiGlobe, and through the San Carlos Apache Indian Reservation. It continues east through tiny Arizona towns like Bylas and Safford, moving east on Highway 70 to the tiny town of Duncan, ending in Lordsburg, New Mexico.

The road winds through mountains, farmland, and history on a mostly twolane road through the eastern part of the state. Here are a few of the places on the Old West Highway that we recommend visiting near the Phoenix area.

APACHE TRAIL One of the most spectacular, and heart-pounding, side trips you can take from the Old West Highway is the Apache Trail. Arizona State Route 88 is a mostly unpaved, steep and winding road connecting Apache Junction to Roosevelt Lake in the Tonto National Forest. The Apache Trail, named after the Apache Indians who once used this as a regular trade route, passes through

desert, mountains, lakes, and forests in the Superstition Wilderness, on the way to places like Lost Dutchman State Park, Saguaro Lake, Canyon Lake, Apache Lake, the Roosevelt Dam and the Tonto National Monument.

Use caution because the Apache Trail winds steeply through 40 miles of rugged desert mountains, past deep reservoir lakes, and the narrow, winding road is unpaved from just east of the town of Tortilla Flats all the way to Roosevelt Dam. Be prepared for steep cliff drops and few safety barriers. The trail is not for the faint of heart, nor is it recommended for large RVs or trailers, but the scenery along this road is breathtaking.

LOST DUTCHMAN STATE PARK Lost Dutchman State Park is located at the base of the Superstition Mountains, about 40 miles east of Phoenix.

The park is named after a legendary lost gold mine in the Superstition Mountain Wilderness, and is known for breathtaking scenery, trails, and wildlife. It’s also famous for having a fantastic wildflower bloom in the spring and one of the most challenging hikes in the Superstition Mountains, the renown Siphon Draw Trail that takes hikers to the top of the rock wall surface of the Flatiron.

TONTO NATIONAL MONUMENT Nestled in the cliffs overlooking Roosevelt Lake, the Tonto National Monument allows visitors to hike up hilly terrain to see ancient cliff dwellings in the pristine setting of the Tonto National Forest. The Lower Cliff Dwelling is open to the public year-round, accessible by a paved, but fairly steep path up the mountain.

Check in at the Visitor Center and be sure to begin your hike before 4:00 p.m. to make sure you make it back down the trail before dark. The Upper Cliff Dwelling is only accessible by a three to four-hour guided tour, so plan ahead to book your tour in advance.

SUPERIOR Superior had its origins as a mining town, drawing prospectors and mining companies to the area. Fortunately, one of those settlers was Colonel Boyce Thompson, who founded one of our favorite places to visit in the area, the Boyce Thompson Arboretum State Park. Established in the 1920s, the 323 acres of the Arboretum is both the oldest and the largest botanical garden in Arizona. The Arboretum features flowers, trees, and plants from deserts around the world, set into the sheer cliffs of mountainous terrain through a high desert forest next to a flowing stream. The Arboretum is on

Highway 60, just outside of Superior, and a beautiful spot for a day trip or a place to stop when you travel down the Old West Highway on the way to Globe.

GLOBE Globe is a great town to visit to get a taste of the historic Old West Highway and Arizona’s Territorial history. Whether you want to visit ancient Indian ruins, see the historic downtown, shop for antiques, or enjoy the works of local artists, Globe has a little bit of everything. Our favorite stop in Globe is the ruins of Besh-BaGowah, a 200-room prehistoric Salado masonry pueblo overlooking Pinal Creek. The site is located in a small city park and includes a museum and gift shop with excavated items like prehistoric pottery, stone and woven artifacts.

As Arizonans, we live in a state that is full of natural wonders and beautiful scenery all year round. MOVIES MOVIE REVIEWS BAD BOYS FOR LIFE

Mike and Marcus have to deal with the fallout of an enemy that Mike put away long ago.

Bad Boys for Life proves that long-dormant franchises have no excuses in not only producing something new that is great, but also taking it to the next level. It’s got the fun, over-the-top action you know and love while bringing a more neon and Asian cinema inspired style to it. Surprisingly, it also tells a more mature and caring story about family (and not in an ironic way like the Fast and Furious movies). It’s refreshing to see Will Smith and Martin Lawrence truly give their all here, while also bringing us new and well-developed characters. It may not be the gleeful anarchy of Michael Bay’s previous films, but I am thankful that it exists.

BIRDS OF PREY

Harley Quinn teams up with a group of antiheroes to fight a crime lord in Gotham City.

Cathy Yan’s Birds of Prey is another great piece in DC’s current series of directordriven films. The sun-soaked, dirty Gotham shown here is a nice departure from the dark and dank city we typically see. This film offered an amusing tone and story with a surprising pull at the heartstrings.

We have an absolutely fantastic cast here, where Margot Robbie continues to showcase that she was the perfect choice for Quinn. The newly introduced characters were also all expertly cast and showcase distinct personalities that add to the group dynamic. I especially love Rosie Perez as Renee Montoya, and Ewan McGregor as a pretentious but still scary art-loving villain rounds out the troop perfectly.

THE GENTLEMEN

An Oklahoma-born businessman must fight against gangsters for control of his weed empire.

When the film has Colin Farrell and a breakdancing gang on screen, it’s the rare moment that The Gentlemen gains some real audience enthusiasm. Beyond that, Guy Ritchie’s “back to form” film feels less like a homecoming and more like a depressing high school reunion. You’ve seen these characters, set ups and jokes a million times before. Ritchie doesn’t seem to do anything new with the formula. The usage of technology comes up multiple times in the film, but it doesn’t add any value or play a role in our characters’ arcs.

The actors do fine with what they’re given, but again, beyond Farrell, they do nothing to elevate the material. Unfortunately, it does the worst thing a movie can do...be boring.

THE RHYTHM SECTION

A woman goes on a mission to find those responsible for the death of her family.

Reed Morano has proven to be a major addition to action directors, as Rhythm Section gives her the shot to pull off some good set pieces. In particular, her car chase scene is a lovely balance between raw and exciting. The problems that I see with this flick are the messy and morally confused screenplay, wonky editing and a miscast Blake Lively. Dark storytelling can be great, but there needs to be energy behind it. Showing misery for an hour and 40 minutes doesn’t just make something dark and edgy, it makes it depressing.

I

’ve been eating and writing my way through the valley as a profession for more than 20 years. And one of my very first foodie assignments when I was fresh out of college was to interview Tomaso Maggiore. I arrived at Tomaso’s at lunchtime as scheduled and I was led to a large table of probably 15 people, Tomaso among them, already dining and drinking, laughing and talking — almost entirely in Italian. Tomaso pulled a chair out for me right next to him and made me feel as comfortable as a newbie writer could in a situation like that. The lunch went on for hours; the memory remains. So when I learned about Tomaso’s newest concept in my neck of the woods, I was delighted. Now a little history about this local culinary legend…

A true Sicilian at heart, Tomaso Maggiore discovered his love for food during his upbringing in Italy. He developed his first concept, Tomaso’s, in 1977 and has successfully managed and cultivated restaurant concepts for four decades while consistently creating new ways to expand the Italian-inspired culinary empire through his passion and craft for cooking. He joined forces with his son, Joey Maggiore, to launch The

Maggiore Group, which also operates Hash Kitchen, The Sicilian Butcher and The Sicilian Baker. In 2019, he opened Tomaso’s Italian Kitchen for a moderncasual experience with everyday Italian food, fresh pasta made daily, shareable boards, and entrees that are made here that taste like they were made in Italy.

Tomaso’s Italian Kitchen is a “come as you are,” approachable and family-friendly restaurant with a bright Dolce & Gabbana and Versace-esque design to complement its from-scratch menu.
