ARIZONA’S TOP WATER OFFICIAL, TOM BUSCHATZKE, IS PREPARING FOR A POTENTIAL LEGAL BATTLE OVER THE STATE’S COLORADO RIVER WATER DISTRIBUTION SHOULD ONGOING NEGOTIATIONS WITH OTHER STATES FALL THROUGH. Buschatzke is requesting $1 million from Gov. Katie Hobbs and state lawmakers as a “set-aside appropriation” to cover any potential legal expenses if an agreement on water allocation cannot be reached by 2026.

While Buschatzke hopes for a peaceful resolution between the seven basin states, various tribes, and federal agencies, he acknowledges that a legal fight is a real possibility. He continues to stress the importance of collaboration but to be prepared for the worst. If talks do break down, Arizona could face court-imposed reductions in its access to the river, potentially harming the state’s water supply.

Arizona’s Colorado River Fight Speed Scam Alert: Fake Notice of Violation Text Messages

The Bureau of Reclamation has warned that climate change and decreasing water availability could require cuts of up to 4 million acre-feet annually, beyond current reductions. The Upper Basin states—Colorado, New Mexico, Utah, and Wyoming— want the burden to fall on the Lower Basin states—Arizona, California, and Nevada—arguing that they are responsible for draining the reservoirs and should bear the responsibility of refilling them.

Buschatzke insists Arizona must protect its entitlement to 2.8 million acre-feet of water, an amount critical to the state’s needs. The messages claim that a “speed monitoring camera” has captured you speeding and demanding immediate action. The text instructs you to click a link to make a payment to avoid having to appear in court. Currently, the message appears to be coming from the City of Phoenix.

HOW THE SCAM WORKS:

Fake Violation Message: Scammers send out mass text messages, often pretending to be from legitimate authorities such as the City of Phoenix or other municipal bodies. These messages inform recipients that they have been caught speeding by a camera, often in school or construction zones where fines can be higher, making the claim that much more alarming.

PARTNERSHIP BETWEEN THE ARIZONA DEPARTMENT OF TRANSPORTATION MOTOR VEHICLE DIVISION AND THE HOMELESS ID PROJECT HAS HELPED MORE THAN 8,300 PEOPLE GET STATEISSUED IDS IN ITS FIRST YEAR AT THE KEYS TO CHANGE CAMPUS NEAR DOWNTOWN PHOENIX.

Nearly 6,600 clients experiencing instability or homelessness have been able to get replacement driver licenses or state IDs at the campus, while an additional 1,800 people were connected with help available beyond the location. Getting a state-issued ID is essential for obtaining housing, services and employment.

MVD’s presence began with an on-site representative and has transitioned to a TeleMVD location connecting clients with live assistance.

“The TeleMVD setup inside the Homeless ID Project offices is an exciting opportunity for MVD to use technology to provide services at places they are needed at the moment our customers need them,” said Eric Jorgensen, ADOT Motor Vehicle Division Director. “With TeleMVD directly on site, we are excited to assist the Homeless ID Project with their community efforts helping those individuals experiencing homelessness.”

The MVD presence complements the efforts of the Homeless ID Project, which helps provide documents, including replacement copies of birth certificates from all 50 states, on the Keys To Change campus.

“After one full year, our appreciation for this service remains high,” said Homeless ID Project Executive Director Rick Mitchell. “We are truly grateful to the Department. The partnership with ADOT/MVD has been a game changer in our efforts to help so many of our clients.”

This location is set up with the computer equipment, printer, scanner and camera necessary to help fulfill requests as a TeleMVD office in which customers can conduct many transactions with MVD representatives located elsewhere. TeleMVD allows a customer to complete dozens of vehicle and driver license services without having to travel to an MVD office.

City News Billie and Lulu’s: A New Plus-Size Clothing Resale Store Opening in North Phoenix

NORTH PHOENIX IS ABOUT TO GET A LOT MORE FASHIONABLE WITH THE OPENING OF BILLIE AND LULU’S, A PLUS-SIZE CLOTHING STORE SET TO OPEN MIDOCTOBER. Owned by longtime friends and business partners Natasha Beal and Heidi Koffman, Billie and Lulu’s will be the first store in the area fully dedicated to providing stylish and affordable clothing for women sizes large to 4X+.

The idea for Billie and Lulu’s was born from the success of a special section at their first store, Discover Mercantile, a popular thrift collective known for its eclectic mix of clothing and accessories, home decor and one-of-a-kind Arizona made items. Heidi, being plus-size herself, found that thrifting was often a frustrating experience due to the limited selection.

“I’ve always struggled with finding pieces that fit and made me feel good,” says Heidi. “Most plus-size sections are small and often lacking in style. I wanted to create a space where plussize women could finally feel included and find fashionable pieces that make them feel confident.”

After creating a dedicated plus-size room at Discover Mercantile, the response from the community was overwhelming. Women expressed excitement, many saying they felt "seen" for the first time. When a retail space became available in a shopping center that they both love, it was a moment of pure serendipity. The duo knew it was time to expand their vision – and Billie and Lulu’s was born.

Billie and Lulu’s will offer a wide range of styles, from vintage to modern. Shoppers can expect to find pieces that have been specially curated secondhand, are new with tags, and even custom handmade. "We focus on quality and affordability," says Natasha. “We want every woman, no matter her size, to feel confident and stylish while knowing she got a great deal."

Billie and Lulu’s will also be home to Discover Mercantile Too, a large room of local vendors carrying everything from vintage clothing and antiques to handmade candles and soaps.

More than just a clothing store, Billie and Lulu’s aims to build a community of women who want to wear fashionable plus-size clothing that is often lacking in traditional retail.

“We are passionate about helping women feel included and empowered,” adds Heidi. “It’s not just about selling clothes; it’s about creating a space where women can connect, share experiences, and feel supported.”

33rd Annual Sedona Arts Festival Showcases Over 100 Juried Artists

OCTOBER 12-13, SEDONA’S OLDEST AND LARGEST PREMIER ARTS EVENT WILL FEATURE NATIONALLY ACCLAIMED ARTISTS, LIVE ENTERTAINMENT AND MORE.

Over the weekend of Oct. 12-13, the 33rd Annual Sedona Arts Festival will showcase a diverse lineup of more than 100 juried artists from across the country. Held on the campus of Sedona Red Rock High School, 995 Upper Red Rock Loop Road in West Sedona, this renowned fine art festival will also feature live music, raffle prizes, food, and a beer and wine garden – all set against the breathtaking backdrop of Sedona’s red rocks. The festival will run from 9 a.m. – 5 p.m. on Saturday and 10 a.m. – 4 p.m. on Sunday.

Considered Sedona’s oldest and largest premier arts event, the Sedona Arts Festival is proud to present award-winning artists working in a wide array of mediums that range from painting to sculpture to glass and beyond. The festival enjoys a great mix of returning artists, along with new artists that keep the show fresh and interesting each year.

“After 14 years of coordinating this event, what I really appreciate is the relationships I’ve created with the artists,” said Lori Reinhart, Festival Director.

Great American Seed Up Returns to Phoenix on October 11 and 12

Two-Day Event Features Desert-Hardy Seeds, Education, and More

THE GREAT AMERICAN SEED UP (GASU), A ONE-OF-A-KIND, POPUP BULK SEED BUYING BAZAAR, IS GEARING UP FOR ITS 10TH ANNUAL EVENT, SCHEDULED TO TAKE PLACE AT NORTH PHOENIX BAPTIST CHURCH (5757 N. CENTRAL AVENUE IN PHOENIX) ON THE EVENING OF FRIDAY, OCTOBER 11, AND DURING THE DAY ON SATURDAY, OCTOBER 12. Abatement, Demolition and Retail Development of Phoenix’s Iconic Metrocenter Mall Set to Begin

Phoenix’s most iconic mall is on its way to becoming the largest mall redevelopment project in Arizona’s history.

Concord Wilshire Capital and TLG Investment Partners (Developer) recently announced that the Abatement and Demolition of the Metrocenter Mall, including the Dillard’s and U-Haul Buildings (formerly Macy’s) has commenced. They have formed a partnership with Diversified Partners, LLC, a Scottsdale-headquartered national real estate firm, to develop and construct the 140,000-squarefoot retail component located at the center of the $850 million mixed-use development.

"The redevelopment of Metrocenter has been longawaited by our residents, who are eager to welcome a new walkable, urban gathering place in their neighborhood. Though we will reminisce about fond memories over the years at Metrocenter, we are excited to witness the transformation of this iconic landmark into a modern and dynamic space to live, shop, eat, and enjoy," Mayor Kate Gallego said.

After several months of survey and analysis of the materials inside the building to ensure the protection of the public during demolition, Resource Environmental, Inc., a Los Angeles-based company, will first abate and remove the asbestos from the buildings and then proceed with the demolition of all of the buildings. The developer has secured a $24.5 million construction loan to fund the expenditures for abatement and demolition as well as the civil work necessary to start the interior roadway construction of the project.

The developer has formed a strategic alliance with Hines, an international real estate firm, to redevelop and repurpose the site, and Hines has taken over the oversight of the site. “The environmental remediation plan of the Metrocenter Mall has been ongoing for some time, and we are excited that Resource Environmental has taken over control of the site, and we plan to have it completed within 10-to 12 months, in order to get the site ready for construction,” said Chris Anderson, Senior Managing Director of Hines”.

“We are delighted to team up with Concord Wilshire on our shared vision for reimagining Metrocenter,” said Walt Brown, CEO of Diversified Partners. “We envision this prime property becoming one of the top destinations in Arizona. We will announce the new name along with some of the exciting features in the near future.

“We are excited to partner with Diversified Partners to bring the core of this mixed-use development to life, through the development of an eclectic retail and F&B mix, where every resident and visitor can feel a connection,” said Nate Sirang, President of Concord Wilshire. “Our vision includes integrating state-ofthe-art public safety solutions into a comfortable and fun first-class destination for families, while contributing meaningfully to the City of Phoenix, the local community, and its economy.”

Councilwoman Ann O'Brien also shared her thoughts on the project, saying, "This redevelopment is not only about bringing new businesses and opportunities to our city but also about creating an ownership product for our constituents that wasn’t available before. We have carefully considered the needs of our community in planning this project and are confident that it will be a success with a retail village surrounded by a public plaza."

“We are pleased to commence the Abatement and Demolition of the project and start the next phase of the redevelopment,” said Richard Miller, CEO and President of Resource Environmental, Inc.

The Village has been designed as a transit oriented, self-contained community encompassing the City’s new Light Rail Station that was completed as of January of 2024, and is currently in service The City of Phoenix has invested approximately $150 million to build this Light Rail Station, which will serve as one of the major focal points of the development and will provide direct connectivity to Downtown Phoenix, Phoenix Sky Harbor International Airport, ASU, and communities to the east.

Paradise Valley Home Sale Breaks Yet Another Record

At $32.29 million, the recent sale of 5724 E. Mockingbird Lane set a new benchmark for luxury real estate in Arizona. Co-developed by Joshua Peters, founder of Stately Development, the newly built estate sits on five acres and boasts eight bedrooms, 12 bathrooms, detached guest and guard house, a wellness center, two show garages, a tennis court, and a regulation size football field.

The property, located within the Mummy Mountain Estates subdivision, sold for over its asking price of $29.89 million - a prime example of Paradise Valley real estate having appreciated 34% in the last three years. Records broken include most expensive home ever sold in Arizona, most expensive residential spec home sold in Arizona, and most expensive dollar per squarefoot sold in residential new construction.

Estate Planning Options for Pet Parents

The Law Office of Libby Banks and the Arizona Humane Society team up to raise awareness on the importance of planning for pets.

When Allison Gloss, an attorney at The Law Office of Libby Banks, had a client ask about how to make sure her cats would be taken care of when she was no longer able to do so, she began to reach out to local organizations to see if such programs existed.

She knew that the client liked to donate to the Arizona Humane Society (AHS), so she gave them a call. In a moment of serendipity, she found that AHS has a Continuing Care Program for its Legacy Circle members where, if their owners predecease them, they are placed with loving families who have been carefully selected by AHS staff.

“A lot of pet parents – especially those who are older – are concerned about what will happen to their beloved pets when they pass,” explains Vanessa Martin, planned giving manager for AHS. “The Continuing Care Program offers peace of mind to our donors.”

Martin shares that the innovative program is for those who include AHS in their estate plans. She adds that planned giving counts for one third of AHS’ total revenue.

“Other organizations have similar programs, but they often have a specific gift amount,” she says. “At AHS, you can give $500 or $5 million, and we will take the same quality care of your precious pet.”

Another way this program is helpful is that it allows seniors the peace of mind to adopt pets later in life and know that they will be taken care of when it’s time.

THE IMPORTANCE OF INCLUDING PETS IN ESTATE PLANNING

Libby Banks, estate planning attorney and the owner of The Law Office of Libby Banks, says that, in addition to considering options like the Continuing Care Program, there are ways that pet parents can make sure their fur babies are taken care of when they are unable to do so.

“Just like you would create a trust and pick a guardian for your minor children, it’s similar for pets as well,” Banks explains. “One way is a pet trust where money is set aside, and a guardian chosen for the remainder of a pet’s life. If there is money left after the pet passes, it can be donated to a charity like AHS or another that was close to the pet parent’s heart.”

Oftentimes more common than a pet trust is a pet provision, where you add in your wishes for your pet within your estate planning documents.

“Whatever you decide to do to provide for your pets, it is important to put it in writing if you want it to be binding,” Banks explains. “Having a plan in place for your assets, for your pets and for your own care if you are incapacitated will give you immense peace of mind.”

THE POWER OF PARTNERSHIPS

One might not think that an animal rescue and an estate attorney’s office have anything in common, but both AHS and The Law Office of Libby Banks are in support of teaming up to make sure that the public is aware of the importance of including pets in estate planning.

“Partnerships like this are so important,” Martin says. “Our partners come from a wide selection of industries, and they support us in a variety of meaningful ways.”

“Unfortunately, a lot of people don’t have someone who will take their pets when they pass or are no longer able to take care of them,” Banks says. “Letting our clients know about programs like AHS’ Continuing Care Program is perfect because a lot of our clients are charity minded.”

THE IMPORTANCE OF PLANNING

Even if someone isn’t a pet parent, Banks says that no one can overlook the power and necessity of estate planning.

“Big or small, most adults have an estate of some sort,” Banks says. “If you don’t plan for it, don’t worry,

the state has a plan for you; it just may not be what you want. While a large portion of estate planning is determining how your estate will be distributed at death, a good estate planner is doing much more. The estate planning professional should assure that you have the right things in place in case you become incapacitated. This provides you with peace of mind for protecting your people and pets.”

How high is your stress level? How do you manage your stress? These are two of the most important questions that I ask my patients. Stress affects us in so many ways and when poorly managed, it can negatively impact our health, causing and aggravating chronic health conditions.

Not all stress is bad and in certain situations it is a survival mechanism that increases our awareness and circulation to flee from potential danger. However, long term stress can deplete our body, increase inflammation and lead to chronic health issues. Although removing ALL potential stress triggers in life may not be attainable, we can manage it with naturopathic support and lifestyle changes to ensure optimal health. Here are some helpful tips.

DIET: Anti-inflammatory diets can be very helpful for managing stress. If we eat foods that naturally decrease inflammation, we will have less physical stress on our body. This helps prevent chronic health conditions, ensure proper digestion and support our body for better stress management. Foods such as sugar, wheat, and dairy as well as any other food sensitivities can potentially increase inflammation and should be avoided.

ADRENAL SUPPORT: Your adrenal glands produce a hormone called cortisol in response to stress. These levels can rise initially with stress, however, from long term or chronic stress they become exhausted and may be lowered. Levels can be checked by your health care provider and proper support depending on your individual needs can be implemented. SLEEP: Sleep is crucial for stress management, but it is often the first thing sacrificed when we are stressed out. Good sleep hygiene such as eliminating electronics a minimum of 30 minutes before bed, meditating or adding in relaxing yoga are just a few ideas to ensure restful sleep.

When Life Changes, Your Estate Plan Might Change Too

Change is inevitable. With estate planning, you put in place the best plan you can at the time. However, as your life proceeds, and the law twists and turns, your plan may need an update. So when should you review –and possibly renew – your estate plan?

One change that can make a difference in your plan isn’t even something you might know about. Federal or state law may change, and your plan might need to be adjusted to address the new laws.

For example, the Arizona Trust Code was enacted in 2008, changing the former trust law completely. If your Trust was put in place before 2008, you need a review, because the law on which it was based is now very different.

The federal estate tax exemption has changed over the years as well. The exemption (what you can give away in life and at death without taxes) has been as low as $600,0000, but is now over $13 Million (but goes down to $6 to $7 Million in 2026). If your estate plan was done when the exemption was low, your plan may be far more complex than you need now. A simpler plan may make it easier for your surviving spouse and children. If your estate plan was done when your net worth was much less, you may need to think about planning for estate tax avoidance.

THE BIG FOUR OF LIFE EVENTS –MARRIAGE, DIVORCE, BIRTH AND DEATH

It seems obvious that if you get married or divorced, you need to change your plan. When you leave a marriage, leave the old estate plan and replace it with a new plan. On marrying, don’t forget to change the plan you did before marriage. I’ve also had to console the spouse who finds out too late that her husband failed

to adjust his plan, and didn’t change his life insurance or IRA beneficiaries.

The birth of a child is also an occasion to change your plan or put one in place if you haven’t done so yet. You need to protect that life you brought into the world. Protection includes making sure things are in place for their care if you are no longer here.

MOVING FROM STATE TO STATE

Another significant life event is a move to another state. While your attorney in your old state may have done a fine job, it is important to be sure that your new home state doesn’t have laws that affect your plan adversely. A local attorney can advise you about whether your existing plan requires changes.

“Strange Darling”

The final attack of one of the 21st century’s most prolific serial killers reenacted in great detail.

“Strange Darling” is the perfect example of homage without being derivative, even if it does get a little self indulgent at times. Willa Fitzgerald and Kyle Gallner are astonishing here as two multilayered individuals who continuously surprise you with their actions. It’s a gorgeous film that harkens back to the mood of low budget cinema of the 70s but still has its own identity with the camerawork and editing. There are some aspects of the film that could be cut to make the film’s plot more surprising, but it still feels like a natural progression. Most impressively, it makes the most of its resources without feeling showy, which is an issue with a lot of “homage cinema.”

“Blink Twice”

A vacation to a billionaire’s island becomes a nightmare for a group of women.

It’s an ambitious debut for director Zoë Kravitz, one that doesn’t pull any punches. At the same time, there’s a sense that some of the decisions hold the film back from its full potential. Perhaps some of the choices, such as the over reliance of glamorous, but empty, imagery and repetitive storytelling, is the point; but there are better ways to execute those ideas. And without spoiling, the ending seems to throw out the ideas of abuse of power in favor of a more audience-friendly idea. It’s a movie that one has to respect for its goals and what it does, but it also has many elements that are clearly the result of a first-timer. It will be interesting to see where Kravitz goes from here.

“Alien: Romulus”

In a bid to escape their current lives, a group of young people inadvertently unleash the universe’s greatest terror.

“Alien: Romulus” is frustrating at times because it’s a generally good, at times great, movie that’s held back by an adherence to the past of the series. When it focuses on its own identity, it’s a gripping tale of young people repeating the mistakes of their previous generations to escape the cycle they’ve been forced into. That’s combined with themes of siblinghood and some new set pieces which takes the creatures of the series to a new sense of scale. Unfortunately, the amount of homages to previous films and the desire to feel familiar at the same time holds the film back, whether it’s lines from prior installments or an unfortunate case of CGI dead people. It’s unnecessary, not doing anything for the film or it’s themes, rather detracting from it. And it’s a shame because it is so close

to greatness. This is a well made and entertaining film with a very good cast of newer talent...it just had to be more confident in itself.

“Rebel Ridge”

A former marine finds himself against a small town’s police force following the theft of his bail money.

Jeremy Saulnier returns with a bang in “Rebel Ridge”, a surprising thriller in terms of its approach. Specifically, through how it approaches action, in a violent but not fatal manner which parallels its social commentary. For our lead Terry, played excellently by Aaron Pierre, it’s a world he has to bring down in a manner that is playing fair when it shouldn’t be. Backed by a supporting cast and an excellent use of slow burning tension, it’s the best Netflix original film in a long time. It’s good to know films like this are still being made in the action genre.

Free Community Event! Why You Still Have Sciatica & Back Pain

(And How To Get Rid Of It For Good)

Is doing everyday things from standing up straight to finding comfortable sleeping positions and even just walking difficult because of sciatica pain? You may find it hard to focus on enjoying those around you because you’re distracted by your pain. You may have already tried chiropractic, massage, stretching, and exercise, but the difficulty is knowing which things will help and which won’t. This can be frustrating because it seems unpredictable.

Some sciatica is caused by muscular weakness and restriction, while others can be caused by stiff joints. Ultimately, certain exercises may help some sciatica, but make other types worse. To best help you, I’ve compiled a list of tips that will help anyone with sciatica regardless of the type to reduce daily pain.

Most people with sciatica just want to know if there’s a solution that actually lasts. Solutions that used to work, don’t work any longer. Eventually you find yourself in a rabbit hole, searching high and low for solutions that hopefully help you avoid surgery.

One of my patients, Marian, had tried everything above on top of back surgery, unspecialized physical therapy, pain management, spinal injections, spinal electrostimulation, acupuncture, and dietary analysis. Marian told me, “When you go through this, you learn how many things you can no longer do if you can’t stand or walk.”

You Don’t Have to Choose Between Surgery and Giving Up the Activities that You Love. Sciatica is so common because many of the solutions out there just take one area into consideration. The muscles, the joints, nerves, strength, weakness, etcetera. The simple truth is that sciatica is a complex condition with many contributing factors.

The core issue, which has been proven time and again in the best research, is that the body has developed compensation patterns in order to protect itself. These patterns are hardwired into the brain, and will continue to persist unless they are fixed.

This pattern is what CAUSES the tight muscles, and the stiff joints. These tight muscles and stiff joints eventually pinch the nerve, causing sciatica. Therefore, correcting the pattern is the true root cause. No matter how long you’ve suffered, you can still get your life back. No surgery. No pills.

6 Reasons Why Your Sciatica May Be Lasting Longer than it Should:

1. You tried looking up exercises to do on your own for your sciatica. But with many “causes,” it’s difficult to figure out which exercises are right for you. This is why some exercises can seem to make it better, but some make it much worse.

Here are 3 things that can make your sciatica pain worse.

Stretching: If you’ve been stretching to fix your sciatica and it hasn’t worked yet, it likely won’t. More often than not, sciatica has come up because of tight muscles. Stretching is for short muscles. Tight muscles are tight because they’re compensating for a weak muscle nearby.

Stretching will relieve them for a little bit, but it will come back unless the weakness is resolved.

Crossing Your Legs: Avoid crossing your legs at all costs. This can cause stretching in the back of your hip which compresses the sciatic nerve. It also causes twisting in your hips and pelvis which can put stress on the nerves in your back.

Resting: Certain activities right now might make your sciatica worse, but that doesn’t mean you should restrict all of your movements. If certain things are painful, like walking, lifting, sitting, it’s important to find the root cause so you can start moving properly and stay active.
