The federal tax credit for rooftop solar systems, rather than continuing toward its imminent sunset, will last at least ten more years at its original 30-percent rate. That represents a huge expansion of the government’s commitment to distributed solar power, an indispensable means of escaping fossil-fuel dependence.

The law also extends and expands support for other household energy infrastructure, such as energy-efficient appliances and heat pumps.

We’ll admit it: events outside our control have had us worried for a while about the future of solar power—in Arizona and throughout the country. With swelling panel prices, the Fed’s rate increases, and the ongoing, seemingly inevitable shriveling of government support for the green-energy transition, an ominous gloom appeared to be settling over our industry, foreshadowing a long night.

With this provision, the Inflation Reduction Act lives up to its name by enabling the expansion of both energy supply and demand. The government’s traditionally weak, wavering commitment to this key subsidy has long discouraged the kinds of large, long-term capital investments needed to generate growth in the nascent industry, leaving America straggling behind solar trailblazers like China and Germany. Researchers and manufacturers of clean-energy technology will see even more direct help from Uncle Sam in the form of tax credits, grants, and low-interest loans.

With last month’s abrupt, unexpected breakthrough in negotiations between Senate leadership and fickle holdout Joe Manchin, the future of clean energy suddenly started looking a lot brighter—as did our outlook.

Some critics have derided the bill’s inflation-fighting measures, saying its industrial policies (and various other measures) don’t do enough—or don’t do it fast enough—to tame price increases. To be sure, inflation is a complex and controversial phenomenon, one with many causes and no simple solutions. Nonetheless, having endured wild increases in equipment prices since the pandemic, we can attest to the importance of foresight in avoiding calamitous supply shocks. Washington, just as it is only now belatedly pushing a large-scale reversal of the medical-supply industry’s decades-long wave of profit-driven offshorings, seems to have recognized only recently the importance of a domestic manufacturing sector for supplying the country’s energy revolution.

GREEN BUS AND INFRASTRUCTURE GRANT

The Federal Transit Administration awarded the Phoenix Public Transit Department a $16.3 million grant for greener (low and no emissions) buses and supporting infrastructure. The grant is made available through the Bipartisan Infrastructure Law under the Low-No Emission and Buses and Bus Facilities highly-competitive grant programs. The programs’ goal is to support the transition of the nation’s fleet to more energy efficient and cleaner transit vehicles.

Phoenix police have seized 711 guns from July 5 to Aug. 15, including more than a dozen guns with a “conversion device” on them. A conversion device is an illegal part added to a gun to make it fully automatic. Police also seized a flare gun that was modified to shoot a 9mm Duringround. that same time, Phoenix police also made 526 arrests associated with gun crimes.

Raise the Roof for Autism, a Phoenix-based national advocacy foundation, announced a first-of-its-kind curriculum specifically designed for autistic high school juniors and seniors. The 16-week online program with monthly in-person meetups culminates in a five-day outdoor adventure in Sedona where students will be able to practice and refine many of the skills they’ve developed throughout the course.

As a result, the Phoenix Fire Department’s UAS team has conducted a total of 94 flights with a total of 14.4 hours in the air. During those flights, the team has responded to a total of 12 incidents – including 1st Alarm Fires, brush fires, and mountain rescues.

The Phoenix Fire Department proudly deployed drone operations through the department’s Unmanned Aircraft Systems Program for the first time this summer. Since the launch, the UAS team has been busy training for and responding to different emergency incidents across the city. The phased-in approach has allowed the group to work through the expected and unexpected obstacles.

The UAS Program will continue to improve the integration into Fire and Special Operations by continuing to train and respond to incidents. The Phoenix Fire Department’s Technical Services Division is assisting with improving video feed options for command. Those visuals will allow for enhanced reconnaissance capabilities.

A little more than one month after the launch of “Operation Gun Crime Crackdown,” hundreds of crime guns have been taken off the streets and out of the hands of Thecriminals.multi-agency, multi-faceted operation kicked off July 5, and focuses on reducing the number of violent gun crimes plaguing our city. Enforcement is aimed at taking guns away from those who are not supposed to have them while protecting the rights of law-abiding citizens.

“Guns are getting into the wrong hands leaving children without parents, families devastated, and communities living in fear. We must do something to protect our children, our community’s officers, from gun violence,” said Phoenix Police Chief Jeri Williams at a news conference announcing the operation.

City News City of Phoenix Releases Statement on Colorado River Shortage ON AUG. 16, THE UNITED STATES BUREAU OF (“RECLAMATION”)RECLAMATIONDECLARED A TIER 2A SHORTAGE FOR THE COLORADO RIVER IN 2023. While this reflects accelerating declines in Colorado River flows, Phoenix customer deliveries will not be impacted by this announcement, according to city officials. In June, Reclamation stated that to save the Colorado River system additional cuts across all Basin States will be necessary. However, the announcement did not include a Basin State plan to reduce demand or a federal unilateral action to save the Colorado River.

Phoenix declared a Stage 1 Water Alert and activated its Drought Management Plan in early summer 2022 and is asking customers to voluntarily reduce their water use.

“Phoenix stands by its commitment to provide water to 1.7 million customers and is taking proactive actions to ensure water deliveries and reduce dependence on the Colorado River,” according to city officials. Phoenix will soon complete the Drought Pipeline Project at a cost of over $300 million, which will move alternate supplies to North Phoenix customers who rely on Colorado River water. Phoenix is continuously improving infrastructure and conducting ecosystem restoration in the Salt River system, which provides 60% of the city’s water. Water recycling and efficiency improvements are also important solutions.

Phoenix continues to advocate for additional collaboration throughout the Colorado River Basin and has demonstrated its commitment to sustainability and stability. In 2022, Phoenix voluntarily gave up 23% of its available Colorado River entitlements to stabilize water levels in Lake Mead and help Pinal farmers who lost access to Colorado River supplies.

The city of Phoenix is looking for passionate community members with an interest in growing food and who are willing to make a yearlong commitment to backyard gardening. Gardens will be installed in either the fall of 2022 or early spring of 2023.

The Arabian National Breeder Finals competition consists of a series of different performances, called classes, where some of the best Arabian and halter horses in the world compete for $100,000 and the coveted title of Finals Champion. A 50-50 raffle will be held throughout the show so participants can win big, with 50% of the proceeds going to the lucky ticket holder and the rest will go to the Champions and Reserve Champion in the Weanling AOTH class.

Kicking off the month, Desert Ridge Marketplace has partnered with The Poetry Project to host a short-form poetry contest. On Sept. 5, the top five selected entries will be displayed throughout The District for public voting. Guests are invited to come out and pick their favorite entry. Later in the month on Sept. 19, the votes will be tallied, and a winner will be announced for the $300 grand prize.

September is also a great time to take a deep dive into the local art scene in The District. On Sept. 16, from 5 p.m. to 9 p.m. (and every third Friday of the season), Desert Ridge will partner with The Southern Arizona Arts & Cultural Alliance to host Fine Art Fridays. To add to the exciting art offerings, local Arizona artist Sabree Garcia completed a stunning mural now on display in The District near Copper Blues Live. La Noche Rosa, which translates to The Pink Night, is a stunning desert-themed mural that is more than 11 feet tall and focuses on desert elements and colors including cacti, scorpions, and red hues. The scorpion, which took over 15 hours to complete, features a CD mosaic with more than 50 recycled CDs that add an opalescent sparkle to the full mural. The CD component plays off the scorpion’s ability to glow in the dark.

This fall, Desert Ridge Marketplace will also welcome several new tenants to the center. For the second straight year, the Fiesta Bowl Parade will enjoy the spotlight of its own day, marching down Central Avenue two weeks prior to the College Football Playoff Semifinal at the Vrbo Fiesta Bowl. There are a lot of ways to support this charity that provides for children in foster care. I like going on to the wishlist and purchasing items that get shipped directly to the Mycharity.favorite international charity is Room to Read. This organization provides books and builds libraries for children who wouldn’t otherwise have access. I previously partnered with Room to Read and created a charity drive to raise $5,000. I sold original artwork to fund the building of a library for fifth graders and 100% of the art sales went to the charity drive. MY LIFE IS… full. I consider this a beautiful thing despite having had a different vision initially. Several years ago we moved to Arizona from northern California to get closer to family and leave the fires. And then she told me again, ‘You need to take a look at this.’” Forsgren and Burk began researching lighting companies thanks to his sister’s nudges. Jellyfish Lighting, based in Salt Lake City, Utah, stood out for it’s standard of quality for being discreet from the street, energy-efficient, long-lasting, and maintenance-free.

“The tree will have close to 6,000 LEDs,” says Forsgren. “I’m going through all the technical stuff to ensure it works. After that, I think we’ll be able to see it from space.

“I like new challenges, such as figuring out how to add lights to a different style house and coming up with solutions,” Forsgren says. In addition, we’re starting to get a lot more commercial applications, so that’s fun to figure out.”

LEVEL 5 LIGHTING SHINES COMMERCIALLY, OUT OF STATE Forsgren ‘s roofing and sales expertise has grown Level 5 Lighting onto more than homes and backyards. Apartment buildings and restaurants have installed Level 5 Lighting, and Forsgren recently tested adding lights to the front of Phoenix-Mesa Gateway Airport. In addition, the owners of Safford Copper Mine, located in Graham County, Arizona, and eight miles north of the city of Safford, want Level 5 Lighting to illuminate a 150-foot Christmas tree for the top of the mountain.

The brilliant, robust features also drew Forsgren to Jellyfish Lighting, which owns and manufactures the system in Utah. Weatherproof, bright three-diode lights are dimmable and use less than one watt per light at the most brilliant white. The controller is a modern Lenux based computer installed indoors that receives continual updates and is low voltage (rated for 25,000 hours, which is about 15 to 20 years of regular use). The computer and mobile app allow users to manage multiple colors, patterns, movements and effects, light levels, sections of lights, and even each light individually. Owners can also save several nightly and weekly timers and calendar events for holidays and other special occasions.

“EveryLighting.house is a little bit different,” explains Forsgren. “Color is important. So, we make it a requirement to send out a sales rep on every appointment. First, we measure the whole house and discuss your needs and whether this is a good fit. Then we give an estimate on Levelsite.”

Despite opening in June 2020 during Covid lockdown, with the first installation in September 2020, Level 5 Lighting has grown from a team trio — Forsgren, Burk, and Thomas Ferraro Jr. to 15 employees, including office administrators, certified lighting trainers, lighting installers, and sales representatives. Initially, Jellyfish Lighting trained and certified Forsgren in Utah. Now Level 5 Lighting has leads who train employees to install the system. Lighting installers must be certified in 90 days, and the company doesn’t subcontract lighting installation. All lighting installers work for Level 5, eliminating scheduling delays and providing workers’ compensation. Typically, a two-person crew installs the lights in a day. For commercial properties, it can take three to four people.

“I’ve always believed that you can be successful if you give good service and take care of your customer,” Forsgren says. “Be honest about what you’re doing and answer any questions. If you don’t have the answer, that’s OK. Call them back when you have the answer.”

On Tues., May 10, the Cave Creek Unified Governing Board unani mously adopted a resolution for a 15% maintenance and operation budget override election to be held on Nov. 8. I would like to answer questions to help educate people about the upcoming vote.

By statute, tax credit monies must be used for extracurricular support for students. The district could not legally use it for regular expenditures such as new teachers, salaries, benefits, supplies, or utilities. Tax credit funding is important for providing out of school day opportunities for students, but it doesn’t provide more money for the district to spend.

Education

The district’s M&O budget override elec tion provides funding to the district for seven years. This additional funding would start in the 2023-2024 school year. Voters will be asked to reauthorize the override by the fifth year, or the district will receive reduced funding in year six and a further reduction of funding in year seven. After year seven, the override expires, and fund ing is reduced to zero if not reauthorized.

Q: How do I know the money will be spent as indicated?

Q: What exactly would a successful passing of an override mean to the Cave Creek Unified School District? A successful passing of an Override will be used to:

Q: Do other school districts have a 15% M&O override in place? There are 55 districts in Maricopa County, 48 districts currently have an M&O override in place. Out of the seven that do not have an override, six of them have under 760 students. Cave Creek Unified School District is the largest district in Maricopa County without an override –currently serving over 4,800 students.

Problem is: how do we protect our children from the inevitable? How do we teach them to ignore and avoid bullies— to rise above the cruelty among us? 4. When your child misbehaves, respond by saying that they “made a bad choice.” This gives them the power to make the right choice next time. Avoid making statements like, “You always misbehave,” because it can negatively define the core of your child’s identity.

5. Recognize when your child makes negative statements about themselves. If your child struggles with math and makes a generalized statement such as, “I can’t do math,” respond along the lines of, “You do well in school when you work hard. Math is a subject that you may need to spend more time on.”

6. Resist comparing one child to another in the family. Asking, “Why can’t you be more like your brother” will eventually lead to a lowered sense of selfworth. Emphasize what makes your child unique.

A recent eye-opening study of 14,000 children in the United States found that as many as 40% of children don’t develop strong emotional bonds (what psychologists refer to as ‘secure attachment’) with their parents. Attachment refers to the impact that children’s early parental care has on their social and emotional development.

10. Volunteer with your child. When your child helps another person, it contributes to their own sense of self-worth. There are many ways to instill in your kids a passion to pay it forward.

There were also people who wanted to move, but due to COVID concerns they hit the pause button on their real estate goals. Now in a post-COVID restrictions world, a lot of people are ready to re-visit their real estate goals and get on with things. As we start the fall and look back at our summer months, there are some key factors to consider. You’ll read a lot of headlines and hear stories about how bad the market was in July. It’s true, sales were down, and inventory was up in July, but there are several reasons why this should not cause alarm bells to go off the way we’ve seen them represented in the press.

The biggest Catch-22 was that we had a lot of people who wanted to move, but they were afraid to list their house for sale, because they were worried they wouldn’t find a home to buy. This was a realistic concern, as there wasn’t enough inventory on the market to choose from and when a home hit the market, it was typically a bidding war. Now sellers feel the freedom to list their home for sale and have the confidence that they will find a home to buy because now there is more inventory to select from. During the last two years, I’ve said so many times, “If everyone that wanted to move would just list their house for sale, then we could shuffle everyone around to where they want to be.” Now we can do that. Another post-COVID impact to our market is weddings. How many people do you know that put their wedding plans on hold? How many weddings have you seen in your social media feed these last few months? Weddings mean more housing demand as households are being created. All the plans that were on hold for two years are now happening at a rapid-fire pace to make up for that lost time.

We’re always asked, but don’t people want to move before school starts? The answer is no. Most people who move locally move within their school district and, again, they prefer to go on vacation in the summer rather than move when it’s 110 degrees. We typically see the start of the new school year as a sort of New Year’s resolution time. Once the kids are back in school, then families look at their goals for moving and what they want to accomplish prior to the holidays. For those that want to change school districts, we often find that they’ll prefer to move at the end of the school year and commute to their old school district for a short time. You may also be thinking, “but what about all those relocation buyers?” Yes, we continue to see a high influx of buyers coming to Arizona from other states, but those buyers are also wanting to finally travel and go on summer vacations. Plus, as much as we are a high demand destination, the reality is that the bulk of our buyer population is local. Additionally, historically we see a significant increase in demand from relocation buyers during the late fall to spring season.

The last few years have been a hectic ride for the real estate market. High demand and low inventory brought us record-breaking pricing and sales results. As we start this fall season, we are seeing a return to some normalcy with the real estate market.

While there are many layers to what causes an impact to our real estate market, there has been a lot of press and big headlines about interest rates. It’s an easy target for the press to highlight. The increase in interest rates has played a role, but interest rates are still attractive and while they’ve impacted the purchasing power for buyers, the change in market demand does not fall solely on interest rates. Our personal experience is that most buyers understand interest rates fluctuate and while what they could have afforded a few months ago is less now, they still want to buy. While the climate of our real estate market is changing, so is our actual Arizona climate. As our temperatures start to lower in the fall, we should see continued increases in buyer activity. Personally, I’ve always said our strongest real estate season is from 100 to 100, that means from when our temps dip below 100 degrees in the fall to when they hit 100 degrees in the summer. The future remains bright for the Arizona real estate market. Our prices indicate a lot of stability; inventory allows buyers more options, and we continue to be a top relocation destination. We also have a strong labor market and more businesses relocating to Arizona. There are many factors and many layers, but I hope this provided some added insight to what is happening in our real estate market. The key factors are summer travel and weather. We’ve been living in a COVID world for the last two years and this summer was the first summer we could travel with more ease. If you’re on social media, you probably noticed more people traveling not only within the country, but abroad. Personally, I’ve seen more pictures of Europe on Instagram than I’ve ever seen before. July has always been the biggest month for people to leave Arizona and vacation elsewhere. Not only is it hot, but school is out for nearly every school district. By Libby Banks, The Law Office of Libby Banks, PLLC often asked whether the revocable living trust we use as the cornerstone of our estate plans provides asset protection––protection from the creditors of the person creating the trust. The answer is no. While the revocable trust is a great estate planning and probate avoidance tool, it is not an asset protection trust. When you create this trust, you still have full control over the assets in the trust. Because of this, the law recognizes that they are your assets, and your creditors can get to them in the same way as if they were in your personal name and not in your trust. However, you can help your beneficiaries out by protecting their inheritance with a beneficiary asset protection trust. How do we do that? Instead of your trust saying that your beneficiaries get their inheritance outright (meaning the trustee simply writes them a check and they do with it what they want), your trust can direct that each beneficiary receives his or her share in a protective trust.

PROTECTIVE TRUSTS CAN KEEP AN INHERITANCE OUT OF THE HANDS OF CREDITORS

These beneficiary trusts do provide asset protection for the trust assets. An outright gift of the inheritance can result in a beneficiary’s creditors snatching all your hard-earned money. But when you leave the assets in a protective trust, your beneficiary will not lose his or her inheritance to bankruptcy or other creditor issues.

Many of my clients like the idea of the beneficiary protective trust, especially after I mention that the trust can protect a beneficiary’s inheritance from his or her spouse. If a beneficiary has a marriage that’s a bit rocky will the inheritance end up in part in the ex-spouse’s name? Leaving the inheritance in trust can assure that your beneficiary keeps the inheritance in a divorce. The assets held in trust won’t be divided up, because the inherited trust is separate property, belonging only to the beneficiary and not his or her spouse. And what happens to the inheritance if your beneficiary dies after receiving it? With the protective trust, we can direct them to the beneficiary’s children or grandchildren. If your beneficiary puts the inheritance in joint ownership with his or her spouse, what happens when your beneficiary passes away? If their spouse remarries, there is a real possibility that the assets may go to the new spouse and not to your beneficiary’s children. Providing that the inheritance is to be held in a trust for your child, and then passes on to your grandchildren, can help prevent this unfortunate scenario.

By Tony Beal OUT NOW “Prey” A Comanche woman finds herself in new territory when she and her tribe are hunted by an alien with advanced weaponry.

“Vengeance” A journalist travels to a small Texas town to make a podcast around the death of a woman he hooked up with. Have you ever watched a movie and can tell that the writer spends too much time on Twitter? “Vengeance” is one of those movies, as BJ Novak seems to think he’s made something very insightful on the political divide between uppermiddle class Liberals and middle-class Republicans, when all he’s done is come off as someone who’s never met anyone from the latter group. Caricatures roam the story instead of characters (though Boyd Holbrook is trying), in a story that doesn’t seem to know what it’s even about. Is it about the assumptions we make about each other, or the justifications ones will make to deny the truth? I’m not even sure if Novak knows, and it’s hard to laugh at anything going on here or feel like anyone is in danger. By the end, none of it really amounts to anything, as if he himself has given up on the story by that point. You’ll have given up much earlier. “Day Shift” A vampire hunter finds himself in the crosshairs of a new danger as he struggles to secure money for his family. “Day Shift” almost realizes its potential, if only it could help itself. JJ Perry takes his stuntman past and uses those skills to direct some great action, with some of the most intriguing camerawork of the year and a nice mixture of practical and digital effects. Unfortunately, the script has an obsession with quipping and a selfawareness that is akin to the “Deadpool” movies, as if it needs to acknowledge the strangeness of the story. Sometimes, it’s enough to let the story of a vampire union play out without winking to the audience every five minutes. Still, the actors deliver and sell it well, with Snoop Dogg making the biggest impact—despite his lack of screen time as an old-timer cowboy character. In terms of action movies, Netflix has made worse with more money, and it’s worth a viewing for what it still pulls off.

“Predator” is a series that has always redefined itself with each installment, and “Prey” continues the trend with excellent results. Scaling down the action genre to its barest bones, director Dan Trachtenberg brings a vicious and exciting ride that doesn’t let up, while also introducing new and unique set pieces and ideas. Even then, it still lets the characters guide it, as Amber Midthunder and Dakota Beavers (the latter of whom is in his first role) are natural born action stars who shine as a sister-brother duo. Most of all, it brings back the fear that this series has been missing for a while with a brutal new creature. It’s a nice reminder that any series can come back with the right idea. “Bullet Train” A group of assassins on a Japanese train find themselves connected in a way that puts them all at risk. Sometimes you watch a movie and can tell from the first few minutes that it won’t be for you, and yet it can still surprise you with how bad it is. “Bullet Train” is that kind of film that goes through the motions of having a big cast (including cameos), a funky tone and soundtrack, and enough humor and quirks to keep the audience’s interest. What it doesn’t do is make any of those characters likable (wasting a hugely talented cast), provide humor that’s actually funny or give you a reason to care about anything that’s going on. It can’t even deliver on the action, with choppy and ugly fight scenes that have little variety and no thought in the visuals beyond “flashy neon.” It’s a movie where you can tell everyone was only there because they were bored from COVID quarantine and wanted some quick bucks, and no one had any real passion. It’s an infuriating and obnoxious movie, a compilation of the worst aspects of modern action movies.
