4 Financial Steps to Take Today When Dealing with Alzheimer’s By Renee A. Hanson, CFP®, CEP®, CDFA®, CFS®, ChFC®, APMA®
I
f a person close to you has been diagnosed with Alzheimer’s disease, it may be time to address some serious financial questions. Due to the debilitating nature of Alzheimer’s and related forms of dementia on your loved one’s ability to make sound financial decisions, the sooner you can get financial matters in order the better. Here are four important steps to take:

LOOK FOR SIGNS OF UNUSUAL FINANCIAL ACTIVITY Discrepancies involving money can often be among the early signs of cognitive challenges for an individual. Red flags may include difficulty paying a proper amount for an item, leaving bills unpaid or making out-of-theordinary purchases. If you observe signs of a loss in judgment related to financial matters, additional action may be required.

IDENTIFY AND DESIGNATE A POWER OF ATTORNEY Many people are reluctant to hand control over of their personal finances. It’s important to have an honest discussion with your loved one and help them appreciate the importance of having somebody in a position to look out for their interests. Most important is to identify somebody who can be considered a trusted surrogate to help manage day-to-day money matters when that becomes necessary. An individual should be designated as financial power-of-attorney, authorized to sign checks, pay bills and help keep an eye on the affected person’s finances. The person designated with power-of-attorney can ease into the role, only assuming full control when it becomes absolutely necessary as the person receiving the diagnosis loses capacity to make rational decisions.
trusts and other estate planning documents. This should include an advanced health care directive that will indicate the levels of care that should be followed if health deteriorates. Also check beneficiary designations on any retirement and financial accounts as well as life insurance policies. With all relevant documentation, be sure the information and named beneficiaries are up-todate and that proper processes are followed. Check with an estate planning attorney for help.

ASSESS COSTS OF CARE AND HOW IT WILL BE COVERED A top priority is to determine a strategy for how your loved one will be cared for, particularly if their cognitive abilities should deteriorate over time. Will specialized care be required, either in the home or in a nursing or assisted living facility? If so, are there resources or long-term care insurance policies in place to help deal with those costs? This will greatly affect any decisions on a care strategy. Talk to an elder law attorney about trusts that can be established to provide for care for the disabled individual while still protecting the family’s assets. BE PROACTIVE IN YOUR APPROACH Waiting too long to address financial considerations after an Alzheimer’s diagnosis can compound an already stressful and emotional time. Take steps to get on top of the situation as soon as you are aware that it could be a problem. Even establishing a plan for addressing these issues before a form of dementia is firmly diagnosed makes sense. Consult with your financial advisor for guidance on how to manage these challenging times.
City Council Creates New Office of Accountability and Transparency THE PHOENIX CITY COUNCIL RECENTLY APPROVED AN ORDINANCE ESTABLISHING THE NEW OFFICE OF ACCOUNTABILITY AND TRANSPARENCY (OAT). The OAT will have the ability to conduct independent investigations into the conduct of the city’s police department. The council first approved the establishment of OAT in February 2020. The recent vote approves the governing language outlining the duties of the office. Council members previously approved funding for the new office. The role of OAT includes monitoring or investigating members of the Phoenix Police Department. The new office may also provide recommendations for training, policy, and disciplinary actions. According to the approved language, the role of the OAT is to ensure complaints against officers are handled fairly and objectively, including a thorough and fair investigation. “The testimonies we heard from families impacted by police violence is exactly why we need this office,” says Vice
Mayor Carlos Garcia. “I am grateful for the community members who have long advocated for this change at the city. I am also thankful to the Mayor and Councilwomen Ansari, Guardado and Pastor for voting for this. The work continues and I hope you will continue to engage our office and the city in the implementation of this office.” The next step in establishing the OAT will be to hire a director. OAT staff cannot have been in law enforcement previously or be the family member of law enforcement. There will be community involvement in the hiring process. Once hired, the OAT director and staff members will monitor or investigate use of force, in-custody deaths, and other community complaints, and then make recommendations on whether the investigation was sufficient, along with any suggested discipline or needed policy changes. Regular reports from the office will be available publicly as part of the city’s transparency efforts designed to educate and inform the community.

Community Centers and Other City Facilities To Reopen This Summer With COVID-19 Modifications In Place THE PHOENIX CITY COUNCIL RECENTLY APPROVED A PLAN FOR THE TIERED REOPENING OF COMMUNITY CENTERS, TO RESUME THE PROCESS FOR SPECIAL PARK PERMITS AND SPECIAL ACTIVITY REQUESTS FOR PRIVATE EVENTS OF MORE THAN 50 PEOPLE HELD ON PARK PROPERTY, AND TO RESUME RENTALS OF SELECT POOLS BY HIGH SCHOOL SWIM AND DIVE TEAMS. TIERED REOPENING OF COMMUNITY CENTERS FOR SUMMER YOUTH CAMPS The city’s community and recreation centers have been closed due to the COVID-19 pandemic since March 2020, and facilities will reopen effective June 7 for annual summer youth camps and limited indoor recreation classes by registration only. Drop-in use of these facilities will not be available. City community centers will be operated with the following COVID-19 protocols and safety amenities in place: • Open at 50 percent capacity. • A mask or face covering will be required per the city’s mandate. • A COVID-19 screening survey will be required upon arrival at a facility. • Temperature checks will be administered upon arrival at a facility. • Public facing reception areas will provide contactless customer service (plexiglass barriers have been installed at all service desks). • Positioning of facility furniture and installation of signage to encourage physical distancing. • Hand sanitizer stations and touchless light switches have been installed at all facilities. • Fresh air intake volume has been increased at all facilities. • Janitorial staff will clean high-touch surfaces and restrooms daily. In-person summer youth camps for
ages 6 to 12 will be offered at specific locations starting the week of June 7. Summer youth camps will be operated at 50 percent capacity and participants will be required to wear a mask or face covering. Additionally, as part of COVID-19 protocol, lunch will be held outdoors. Misting or cooling towers will be used in the outdoor eating areas, and an indoor contingency plan will be used on days when there is inclement weather, or the forecast includes a heat advisory. Camp participants will be provided a pre-packaged lunch or can bring their own lunch daily. City staff continues to work with public health professionals to monitor the Arizona Department of Health Services Community Transmission indicators. PERMIT PROCESS FOR PRIVATE EVENTS HELD ON CITY PARK PROPERTY Effective now, the process will resume for community members to apply for a special activity request to hold a private event in a city park with more than 50 people, such as a birthday party or family gathering. That includes resuming the process to apply for a beer permit, or for use of an inflatable bounce house or amplified sound on park property. Requests for a special event on park property that is open to the public still must be submitted for review by the City Manager’s Special Event Committee. Examples of these events include festivals, food truck events, craft fairs, etc. RENTALS OF CITY POOLS BY HIGH SCHOOL SWIM AND DIVE TEAMS Select city pools will be available for rental use by high school swim and dive teams for the 2021 fall season. City News Code:Red Heat Relief Effort In Need of Community Support This Summer PHOENIX RESCUE MISSION IS LAUNCHING ITS 9TH ANNUAL CODE:RED SUMMER HEAT RELIEF CAMPAIGN TO ENSURE THE VALLEY’S HOMELESS POPULATION AND AT-RISK INDIVIDUALS DO NOT FALL VICTIM TO THE HOT SUMMER MONTHS AHEAD. Through August 31, the large-scale heat relief initiative and water drive is raising the level of need for this year’s campaign, due to the continuing risks of COVID-19. In addition to water and other heat relief items, the Mission is asking the public to help support the campaign with monetary donations and non-perishable food drives. Monetary donations, which will be essential to meet the increased need during the difficult months ahead, will be matched up to $150,000 – made possible by a grant from several friends of the Phoenix Rescue Mission.

aricopa County Reads’ Summer Reading Program is a beloved tradition for many local families. Through August 1, children, teens and adults can read for enjoyment, earn prizes and avoid summer learning loss. Simply go to maricopacountyreads.org and click on the Summer Reading Game icon to register. Maricopa County Reads is the awardwinning summer reading program
provided by the Maricopa County Library District to all public, tribal and military base libraries within Maricopa County. The primary goal of the program is to interrupt the summer slide, the common term given to the learning loss experienced by children while transitioning between school years. The secondary aim of the program is to promote early literacy among pre-readers and their families during the summer months.
How does it work? There’s something for everyone in the summer reading program—you can earn points, unlock badges, and win prizes. Get one point for every minute you add to your reading log. Kids up to age 11 can earn a free personal pan pizza from Peter Piper Pizza, a free kids meal from Rubio’s and all participants will earn a free lemonade from Raising Cane’s when they reach 500 points (while supplies last). At 1,000 points, participants earn a free book of
their choosing. Challenge yourself to log 20 minutes of reading every day for a chance to win awesome weekly drawing prizes. The Maricopa County Reads online summer reading program began in the summer of 2013. It has continued to grow, and now hosts 65 public, tribal and military base libraries within Maricopa County. She graduated from the University of South Dakota in 2000 with a bachelor’s degree in Elementary Education, with a middle school Language Arts focus. She earned her master’s degree in 2008 from Northern Arizona University in Educational Leadership. Jill taught and coached in the Cave Creek Unified School District for 10 years prior to accepting the Assistant Principal position at Palo Verde Middle School in the Washington Elementary School District in 2008. After four years as Assistant Principal, she moved into the Principal role of Palo Verde. After her six years as an administrator at Palo Verde, she and her staff were able to take the school from a state label of a D to a B label. Sarraino believes that it takes a village to run a school, including support from staff, parents, community, business leaders, and faith-based partners. She is married to Mike Sarraino, former CSHS school counselor, and her son Joey is a 10th grader at Cactus Shadows and daughter Ellie is an eighth grader at STMS.

Health New Legislation Dramatically Expands Telehealth Across Arizona

It expands access to telemedicine for patients, ensures doctors receive equal compensation from insurance companies for telemedicine services, and allows out-of-state health care professionals to provide telemedicine in Arizona. Under the bill, medical examinations in the worker’s compensation space can also be conducted via telehealth if all parties consent. It also prohibits healthcare boards from enforcing any rule that requires a patient to visit in-person before being prescribed most medications. “HB 2454 is a win for physicians and patients alike,” says Arizona Medical Association President Dr. Miriam Anand. “Every patient deserves access to the appropriate care needed to treat their medical
conditions. HB 2454 will break down unnecessary barriers to telehealth and help facilitate the delivery of high-quality care to patients across Arizona.” HB 2454 will make telemedicine services provided to Arizonans through the Governor’s Executive Order last March permanent. Real Estate School’s Out For Summer and The Summer Selling Season Is Here By Holly Henbest, Realtor
M
ost people think the summer is the busiest season for real estate because the kids are out of school and it’s a convenient time to move. But, the reality is that summer is typically one of our slowest selling seasons in Arizona. When the temperatures rise, we typically see real estate start to cool a bit.
While moving during the summer may be the most convenient for families, there are a lot of people who move and don’t have kids, and moving during the hottest months of the year isn’t the most appealing. At the same time, we are seeing continued relocation buyers, as Arizona is a high demand destination. With all the frenzy that has been happening this year, what should we expect to see with regards to real estate this summer? Our best guess is that we will likely see more of the same, with potentially a nice opportunity for buyers to seize the moment this summer. Why is that? With COVID-19 restrictions lifting and vaccinations increasing, we expect to see more people traveling this summer. Many people
haven’t been on a plane for a year and a half, or longer, so they are excited to take a vacation this summer. With people leaving town, that could mean fewer people to compete for homes when they get listed. Typically there is a big wave of residents leaving Arizona in July to escape the heat, so if you’re still looking to buy a home, July might be a great opportunity for you to make an offer on a home. There may be fewer bids in the bidding wars. There is also likely to be some buyer fatigue setting in this summer. For buyers that have struggled to find a home, continuing their search on a 115 degree day may cause them to skip a few homes or select fewer homes to consider. The high temperatures cause a natural human reaction to conserve your energy and get tired more quickly, so buyers will be more selective in their searches, which will potentially lead to less competition for some homes. We are also starting to see an increase in our supply. It’s very modest at this point, but we are seeing some positive movement regarding our supply challenges. Again, with COVID-19 restrictions easing, we’re seeing more people feeling comfortable with the idea of selling their home. Many people who would have liked to have sold their
home in 2020 are now feeling more comfortable with the idea of selling and having their home listed for sale. We will likely continue to see some added inventory from sellers who were hesitant to list their home during the pandemic due to health concerns. There are several factors to consider when we start to predict what the summer will bring us: relocation, travel, temperatures and inventory. Scottsdale Development Partners Announces $1.5M Renovation Project at Shops At Dynamite Creek
T
he Shops at Dynamite Creek is proud to announce that renovations are underway and three new tenants have signed leases at the newly acquired center. Scottsdale Development Partners purchased this $10.5 million center in August 2020 during the pandemic when it was 69 percent occupied and in prime position for revitalization. Under the direction of Scottsdale Development Partners
company president David Malin, this 69,755 square-foot center is now 83 percent occupied with a $1.5 million renovation almost complete. Among the center’s new tenants are Loco J’s Tacos and Tequilas, a full-service sit-down Mexican restaurant and bar, OrthoArizona, a physical therapy facility, and REMAX, a residential real estate office.
Malin says Scottsdale Development Partners immediately started planning the renovations once they closed on the property, which include clearing out the natural wash that runs through the center of the property and renovating the exterior walls of the buildings, which were repaired, patched, primed and re-painted with a new color scheme. The shopping center, which is 20 years old, has been re-painted a new white and beige color with black accents. New colored light fixtures were added to the center’s signature water fountain located in between The Creek Patio Grill and Tailgaters. New landscaping and new roof tiles were also just installed. “Everything you see today and all the renovations that we have completed in the last eight months of ownership is part of our long term vision for the shopping center,” says Malin. “…The shopping center was in need of attention and now it’s great to see the center coming back to life. The Shops at Dynamite Creek is once

again a vibrant venue and a center where neighbors and the community can gather for many years to come.” The leasing velocity has not only picked up, but the existing tenants have noticed the difference. “It’s amazing the difference we are experiencing having local ownership and local management. Folks in the community are coming out and spending their afternoons and evenings at the center. You can really see the impact firsthand what a huge difference a renovation can have on every business in this center,” says Mike Abraham, owner of The Creek Patio Grill. “We’ve been here for five years running and we are a very successful restaurant but even at our busy restaurant the revitalization efforts have rubbed off, and we just started on a few renovations of our own to both of our patios.” Malin is negotiating a lease with another sit down restaurant and letters of intent with several other prospective tenants. ith the advent of a new administration usually comes change. President Biden’s tax plan may affect your estate planning adversely. Here are a few key points of the plan.
ESTATE AND GIFT TAXES MAY INCREASE. Arizona has no estate taxes. On the federal level, each person has an estate and gift tax exemption – the amount you can give away during life and at death before being taxed – that is currently $11.7 million. Biden’s plan would reduce the federal exemption to $3.5 million for estate taxes at death, and $1 million for gifts made during your lifetime. The plan also proposes to increase the tax rate on estates and gifts over the exemption from 40% to 45%. For estates that are or may be taxable under Biden’s plan, there are strategies to maximize your tax exemptions as well as ways to take advantage of the higher exemption while it still exists. Currently, married couples have portability of the exemption between spouses, allowing a surviving spouse to inherit their deceased spouse’s unused federal estate tax exemption. This portability for spouses is expected to continue under Biden’s plan. THE STEPPED-UP BASIS TO REDUCE CAPITAL GAINS AT DEATH MAY BE ELIMINATED. The IRS levies capital gains taxes on profits from selling an investment. Profits are calculated on the cost basis – what you paid for the asset. When the asset is sold, taxes are paid on the sales price less the cost basis. Currently your heirs’ inherited assets get a step-up in the

cost basis to the value as of your date of death. Thus, when the asset is sold, the tax is levied on the difference between the value at your death and the sales price. This significantly reduces capital gains for inherited assets. Biden’s plan would eliminate the step-up in basis for gains over $1 million. This change can greatly affect estate planning strategies designed to minimize taxes paid by the beneficiaries after the owner’s death.

America: The Motion Picture You know the story of the Revolutionary War: George Washington chain sawed his way through the British army with his inebriated friend Sam Adams. Or something akin to that. Now the story comes to life in animation form from the guys behind The Lego Movie, with an all-star cast including Channing Tatum as George Washington. You’ve never seen anything like this and, to be honest, we may regret seeing it this time. Only time will tell. On Netflix June 30.
