New COVID-19 Relief Bill has Billions of Dollars for Home Owners to GO SOLAR By Michael O’Donnell
T
he new coronavirus (COVID-19) relief bill—the Consolidated Appropriations Act, 2021, which includes the Taxpayer Certainty and Disaster Tax Relief Act of 2020 (the Act)—was signed into law. The Act not only contains tax provisions to provide direct relief to individuals, but also extends renewable energy tax credits.These have been included in a $1.4 trillion federal spending package alongside a $900 billion COVID-19 virus relief spending bill. The solar investment tax credit (ITC), which was scheduled to be 22% in 2021 has been increased to 26% and will stay at 26% for two more years. Benefitting homeowners and businesses, the Act extends the sunset or phase down periods of federal tax credits related to the development and operation of certain renewable energy electric generating facilities, and provides new tax credit extension rules. The Act also provides eligibility extensions for tax benefits applying to other “green” technologies including battery storage and carbon capture systems. This means that residential solar projects which complete construction in 2021 and 2022 will still be able to receive a tax credit at 26%. All markets will drop to a 22% federal tax credit in 2023, and the residential market will drop to 0% tax credit beginning in 2024. The extension of the ITC has seen support from many outside the solar industry, including congressional leaders and a group of bipartisan mayors.Various bills have been introduced in the last few years attempting to extend the solar ITC, but until this bill nothing had been passed.

An extension of the ITC was among the policy priorities put forward by the Solar Energy Industries Association (SEIA) following last month’s presidential election. Abigail Ross Hopper, CEO of the trade body, said in a statement.“Over the next few years, we have an opportunity to build a stronger, more reliable and more equitable American energy economy, and the action Congress is taking today is a helpful down payment.” Val Berechet, President of SunSolar Solutions, say, “The Federal tax credit for the average size solar system we install in the Valley is approximately $11,000 this year. That is $1,700 more than it was scheduled to be in 2021.This enables Valley families to install a solar system on their homes with no upfront cost that can reduce their APS net billing to $0 annually while producing positive cash flow of $500 to $1,000 in the first year. High Street to Host Two Outdoor Festivals May 8 and 9 By Emma Wolff HIGH STREET IS HOSTING TWO OUTDOOR SOCIALLYDISTANCED EVENTS THIS MONTH. Both events will take place at the popular shopping center, located at 5410 E. High Street, in Phoenix. If you are looking for a great way to listen to live music, enjoy yummy food and drinks, and have a fun time socializing with the community once again, these events might be right up your alley!
THE HIGH STREET TACO AND MARGARITA FESTIVAL will be held on Saturday, May 8 from 2 to 10 p.m. If you are a fan of refreshing margaritas and the best street tacos in Arizona, this is the event for you. Although this may be the typical Hollywood portrayal of westerners, not all cowboys are alike. The Arizona Black Rodeo is recreating the rodeo experience while keeping the rich history of Black cowboys alive. The Arizona Black Rodeo is returning to the Valley May 15 at a new location. The “hottest show on dirt” will take place at WestWorld, located at 16601 N. Pima Road in Scottsdale. There are two shows scheduled at 1 p.m. and 7 p.m. and the gates will open for each show about an hour and a half prior. The fun-filled event will feature rodeo staples including bull riding by highly ranked rodeo competitors from across the nation. Registration Now Open for Annual Charity Golf Tournament By Emma Wolff DID YOU KNOW THAT 5.6 MILLION PEOPLE WATCHED THE MASTERS TOURNAMENT LAST MONTH? If you were one of those golf enthusiasts, or you like to hit the links whenever you get the chance, maybe it is time to try a round of golf in June for a good cause. The Phoenix Metro Chamber Foundation and Blue Agave Mexican Cantina are coming together to host their annual charity golf tournament. This event takes place on June 12 at the Phoenician Golf Club, located at 6000 E. Camelback Rd. in Scottsdale. Not only will this be a fun day of golfing, raffles, auctions and prizes, all the money raised at the event will benefit HopeKids Arizona and the Phoenix Metro Chamber Foundation. “The Phoenix Metro Chamber Foundation is proud to partner with Blue Agave Mexican Cantina, the Phoenix Metro Chamber of Commerce, and our donors to support HopeKids Arizona,” says Jason Bressler, President and Executive Director of the Phoenix Metro Chamber Foundation. “We are honored to support HopeKids Arizona, its programs, and those they serve.” HopeKids Arizona helps families who have been
afflicted by childhood cancer. They also support families of children dealing with life-threatening conditions. The organization will use money raised at the annual event to host events and provide resources for families in need. City News Arizona Tied for Top Spot in Nation for 2020 Personal Income Growth By Eric Jay Toll IN FEBRUARY, GREATER PHOENIX GAINED 13,400 JOBS OVER JANUARY 2021, PUTTING THE WORKFORCE WITHIN 3.6 PERCENT OF FEBRUARY 2020’S EMPLOYMENT TOTALS. The Arizona Office of Economic Opportunity pegged the metro workforce during the month at just 3.6 percent fewer hires than 2020’s last pre-pandemic month. Pandemic layoffs began late in March 2020, with April and May showing the worst of the year’s employment situation . The employment and personal income numbers are showing signs of economic strengthening in Arizona. The data set trajectory puts the state on a path to equal or exceed pre-pandemic hiring this month. The data, released on April 21, will tell the tale. Greater Phoenix hiring in logistics was up 14.3 percent in February, compared to a year earlier. Hiring in banking increased the workforce by 5.2 percent over last year, while jobs in the finance and insurance sector rose 2.4 percent. The bioscience healthcare sectors were up nearly 1 percent over 2019. All other sectors are still below February 2020 workforce levels. Greater Phoenix posted a 6.7 percent
unemployment rate, statistically unchanged from January but well over the 3.8 percent rate a year earlier . The Bureau of Economic Analysis (BEA) personal income includes all wages and salaries, Social Security, government benefits, dividends and interest, and business ownership proceeds. Across the U.S., in 2020, personal income totals reflect the first stimulus payment and the pandemicgenerated supplemental unemployment income. Nationally, state personal income growth averaged 6.1 percent in yearover-year comparisons. Utah was third behind Montana with 8.2 percent, Idaho placed fourth at 8.1 percent, and Rhode Island was fifth, posting a 7.7 percent gain. Of the ten states with the highest personal income gains during the pandemic, half were in the West. BEA says that the 2020 boost in average personal income reflects government payouts from the CARES Act stimulus package. However, across the nation, wages and earnings were down by an average of 0.3 percent. Arizona’s average wages were up, pushing capita personal income up to $48,950. Arizona per capita personal income remains about $10,000 under the national average, $59,729.
Why the Sudden Interest in Inflation? By Renee A. Hanson, CFP®, CEP®, CDFA®, CFS®, ChFC®, APMA®

ou may have noticed that the topic of inflation is getting more attention. Those who were around in the 1970s likely still remember when rapid rises in the cost-of-living were of great concern. But for those who are younger, the concept of an extended period of high inflation may seem strange to you as you have never experienced it. The conventional wisdom is that during periods of rapid economic growth, inflation is likely to pick up. There is speculation that the economic recovery underway now, in conjunction with dramatic stimulus measures by the federal government and the Federal Reserve, may set the stage for another bout of significant inflation. This would be a dramatic change. In the past nine years, the annual change in the costof-living never topped 2.3 percent1. The last calendar year when inflation was measured at more than 3 percent was in 2011. It last rose as high as 4 percent in 1991. By contrast, from 1974 to 1981, the cost-of-living soared each year by an average of 9.4 percent. In that eight-year span, the fundamental cost of living in the U.S. doubled. INFLATION CAN TAKE A TOLL When inflation is in check, it becomes more likely that the standard-of-living for individuals and families will improve. Interest rates tend to track with inflation trends, so lower cost-of-living increases usually keep interest rates down. That makes borrowing cheaper for purchases like homes and automobiles. By contrast, when the pace of change in the cost-of-living picks up, it makes most things more costly for consumers, potentially slowing economic activity. History indicates that high inflation can result in a more challenging investment environment. If interest rates track higher with inflation, the market value of bonds declines (bond prices and interest rates move in opposite directions). In the high-inflation period of the 1970s and early 1980s, stock markets struggled as well.

It is felt that components like food and energy are subject to wild fluctuations that can be caused by geopolitical developments or weather events. Because of their volatility, they are considered a less reliable barometer of broader economic trends. WHY THE CONCERN TODAY There is growing optimism that as the rollout of COVID-19 vaccines continues, the economy will gain steam. At the same time, economy is still getting a lot of support. The federal government has provided six trillion dollars of stimulus in the past year. This has come in the form of direct payments to individuals, enhanced unemployment benefits, special support programs for businesses and aid to local and state governments. Likewise, the Federal Reserve has kept interest rates at historic lows and purchased billions of dollars’ worth of bonds to help add liquidity to the markets. Will the confluence of a steady return to normalcy along with dramatic fiscal and monetary stimulus light enough of a fire in the economy to make inflation a bigger concern? Only time will tell, but it is an issue that bears close watching. Be careful not to overreact to short-term upswings in inflation, but it is always good to have a long-term plan in mind to respond to a changing environment. Scottsdale Fitness Expert Makes a Big Splash with All-New Water Exercise Book By Lila Baltman

odi Books-Stokes is no newcomer to the Scottsdale fitness scene. For many years, this dynamic Scottsdale native worked as the fitness manager and aquatics director at the Hyatt Gainey Ranch, The Scottsdale Princess Resort and Spa, and owned Goddess Fit women’s gym facility from 2014 to 2018. he PVSchools Governing Board had the opportunity to interview three extraordinary finalists for the position of PVSchools’ superintendent. Following robust discussion that included feedback from the community forum and stakeholder interviews, the PVSchools Governing Board unanimously selected Troy Bales, Ed.D., to serve as superintendent beginning July 1. His contract was approved at an April 8 Governing Board meeting. Dr. Bales has served as assistant superintendent of human resources for PVSchools since 2016. From 1999 to 2016, Dr. Bales held positions within PVSchools as principal at the elementary and high school levels. Before joining PVSchools, he was the executive director of human resources at Glendale Elementary School District.
He is a member of the American Association of School Administrators, the Arizona School Administrators Association, the Association of School Curriculum and Development, the American Association of School Personnel Administrators, the Arizona Association of School Personnel Administrators, and the Board of Directors of Teen Lifeline. Dr. Bales earned an associate of arts degree in general studies from North Iowa Community College, a bachelor’s of science degree in elementary education from the University of Iowa, and a master’s of arts degree in education administration and a doctorate in educational leadership from Northern Arizona University. James P. Lee, Ed.D., is currently serving as acting superintendent. Dr. Bales and Dr. Lee will work together in the coming months to ensure a smooth transition of leadership.

She has also worked as a Title 1 reading teacher, an instructional coach, assessment coordinator, as well as a school administrator in Washington. She has a bachelor’s degree in Elementary Education and a master’s degree in Educational Leadership, with specialized endorsements in Reading and English Language Learners. She is also a certified Trauma-Informed Educator. Staci moved to Arizona with her husband, daughter, and two dogs in 2019 and loves spending time outside in the fantastic weather. Kids’ Corner SUMMER WATER SAFETY: STAY COOL AND SAFE WITH THESE HELPFUL TIPS

ummer is fast approaching and, unfortunately for the Valley of the Sun, so is accidental drowning season. City resources, state agencies, and first responders come out in droves this time of year cautioning parents to “Watch Your Kids Around Water.” Sadly, drowning is one of the leading causes of death for children under age four in Arizona. While most children drown in their own pools, other water sources can also be dangerous, including lakes, canals, buckets, toilets, bathtubs, and ponds. Anyone who cares for children should be aware of the potential dangers and possible tragedies of drowning. Here are some safety tips to help you keep your kids safe around water as the weather warms up and pools become more attractive to children everywhere. PREVENTING DROWNING In addition to teaching kids how to swim, the best way to prevent drowning is to watch kids when they are in or around water – without distractions. Put the cell phone or the iPad down and be sure to always keep children within reach of an adult. Never leave a child alone around a water source. It only takes two inches of water and a few seconds to drown. OTHER WAYS TO PREVENT DROWNING: • Use an approved barrier to separate the pool from the house. • Keep large objects that kids can climb on, like tables, chairs, large toys, or ladders away from pool fences. • Teach your children to always ask for permission to go near the water so they develop quality water safety habits at an early age. • Don’t allow kids to play in the pool area and don’t store toys near the pool. • Don’t allow anyone to swim alone - always swim with a buddy. • Drink plenty of water, even if you aren’t thirsty, and avoid alcohol to prevent dehydration. • Keep life-saving devices like hooks, poles, or flotation devices near the pool and readily available.
• Always have a designated child watcher whenever kids are near a pool or water source and take the kids with you when you leave the area. • If a child is missing, check the water first because every second counts to prevent drowning. • Make sure everyone in your family, children and adults, learn to swim. • Don’t forget the non-pool areas, too. Be sure to empty all tubs, buckets, containers, and kiddie pools immediately after you use them. Store containers upside down so they don’t collect water, and keep toilet lids shut and doors to bathrooms and laundry rooms closed.
HELPING SOMEONE IN DANGER Do you know what to do in an emergency? By definition accidents are unexpected, which is why it is always a good idea to learn CPR and basic water rescue skills. You never know when you may need to step in and save someone’s life, whether a child or an adult.

If your kids are not already enrolled in swim class, there’s no better time than the present to get them started.” “And if they have any reservations or concerns about swimming, ask them to share those with you,” Hubbard adds. “It’s best to keep an open dialogue going with your little ones so you can help them get comfortable in the pool, and ultimately learn water safety and potentially life-saving swim skills.”

Supply Vs. Demand: The Myth Vs. Reality By Holly Henbest, Realtor
W
ith the rising prices of homes, bidding wars and some homes selling in just a few hours, talk of supply and demand issues continue be the focus of many real estate discussions. When we talk about supply and demand, many people have been assuming the results are due to a situation that is equal parts supply and demand. We keep hearing about Arizona being the number one relocation destination, and so many Californians fleeing to Arizona. That is all true, but the reality is that the data shows that demand is only 10% above normal and the dominant issue right now is supply. This current situation should be comforting news to anyone who is concerned about a market crash or bubble. Why? The answer lies in the fact that demand can change much more quickly than supply. As we recover from the pandemic and the country returns to a ‘new normal,’ we may find the relocation factor affecting the demand to slow a bit. Although we are seeing population growth and California buyers (as well as buyers from many other locations) come to Arizona, the effect of relocations isn’t so great that we will miss it if it slows down. On the flip side, history and trends show that supply is
slower to react or change. That is good news because the implication is that there won’t be a big drop or sudden change to our situation. One reason supply continues to be an issue is that homeowners may want to move, but they may be hesitant to move because they know it may be hard to find a home they desire. So their home isn’t listed for sale, and the home they may want to buy isn’t listed for sale because other homeowners are also worried about where they will go. Once we start to see less competition from out-of-state buyers, we foresee our next wave of buyers will be the locals who have been sitting on the sidelines and who will affect both supply and demand going forward. Here is some recent data for March 2020 vs. March 2021, courtesy of The Cromford Report: • Unit Sales Were Up 29.3% • Sales to Primary Residence Buyers were up 12.7% • Sales to Investors for Rental Properties were up 52.1% • Sales to Investors for Vacation Homes were up 52.1% As we can infer from this data, primary residence buyers and investors are both buying homes. Sales are up in all categories, but especially by investors capturing the greater percentage increase. This is also comforting news
to the stability of our pricing because investors are often cash buyers or put a significant amount down. Although investors are buying homes at record-breaking prices, they immediately have tremendous equity in them. The situation now contrasts to the situation preceding the historical crash when homeowners had lesser equity partly as a result of having little if any equity when the home was purchased with little to nothing down. The crash is part of our past and hard for a lot of us to forget, but the circumstances now are vastly different. We hope this data and information is helpful. Do you have a real estate question? Emblem at Talinn to Start Construction Next Month; Official Opening in Fall

n 2019, Shea Homes purchased approximately 42 acres of land located at 56th Street and Deer Valley Road. They are currently slated to build 141 single family homes in this new location. The homes will range in size from 2,553 to 3,744 square feet. Floorplans will be similar to those currently available at Emblem at Aloravita in Peoria. The community is planned to have amenities
such as a large community park, pool and recreation center. The grand opening is slated for fall 2021. “Our team is working hard to meet the increasing demand for new homes in the Valley,” says Shea Homes Arizona Vice President of Sales and Marketing Ken Peterson. “But we don’t close on a land deal until we are certain we’ve found
the right spot. Talinn at Desert Ridge will bring some of our most popular Shea floorplans to the highly coveted Desert Ridge area. t some point your estate will be managed by someone other than you, either because you are incapacitated and can’t manage your own affairs, or upon your death. When you establish a Revocable Living Trust, the person in charge is your successor trustee. A common question is just how to pick the successor trustee. Here are qualities to look for in a successor trustee: 1. INTEGRITY AND LOYALTY For me, this is the most important quality. It is terrible to get the call that a trustee has been mishandling money or filling their own pockets. It is essential to select someone you trust implicitly, someone you believe would never consider misusing the trust assets. 2. GENERAL BUSINESS COMPETENCE AND WILLINGNESS TO SEEK ASSISTANCE You might think you need an investment savvy trustee. However, someone who is willing to seek out and listen to good counsel and advice, and can discern between good and bad advice, is a very good choice. Your trustee’s understanding of financial matters and ability to find good advisors is more important than their (perceived) ability to pick winning stocks. 3. UNDERSTANDING YOUR BENEFICIARIES’ NEEDS AND CIRCUMSTANCES Your trustee should be someone responsive to your beneficiaries’ needs and requests. A family member is usually a good choice, but if you want a corporate trustee to serve, be sure the person who is the primary contact for the trustee is located in Arizona. 4. SIMILAR VALUES AND ATTITUDES ABOUT MONEY It is important for a trustee to understand your philosophy in providing for your beneficiaries. For instance, if you own several rental properties in Phoenix, a trustee in New York won’t be able to readily check on the property manager, and the properties may be run down and lose value before the long distance trustee realizes it. 7. COST AND AMOUNT OF ESTATE ASSETS Banks and trust companies generally charge based on a percentage of the assets under management and won’t be trustee unless the estate is at least $2 million (or more). Private fiduciaries licensed by the state generally charge on an hourly basis. A family member or friend may be willing to manage your estate.
