America Gets a Green New Deal
COVID relief law provides additional tax credits to homeowners to pay for solar By Michael O’Donnell
J
oe Biden is now the president of the United States and the Democrats now have a majority in both houses of Congress. Giving Americans a Green New Deal was front and center in the platform that the president and Democratic congressional candidates ran on to get elected, and they and the president’s administration are wasting no time in delivering on that promise. In terms of ambition, the president’s call to address climate change is nothing short of JFK’s “moonshot,” his declaration that America would put a man on the moon by the end of the 1960s.The call to end the use of fossil fuels in the next 15 to 25 years is on par with that goal and perhaps more urgent to humanity. Immediately following the inauguration, the president recommitted the United States to the Paris Climate Accord, a treaty meant to limit global warming by holding countries mutually responsible for drastically reducing their share of greenhouse-gas emissions. America’s participation in this global effort very likely will add significant costs to oil, gas, and coal. In addition, the Keystone XL Pipeline, a conduit meant to transport oil from Canada, was canceled.These measures will probably increase the price Americans pay for gasoline at the pump and for electricity in their homes. The government’s plan to transition American homeowners from heating and cooling their homes with fossil fuels to doing so with renewable energy incorporates both carrots and sticks. The new COVID-19 relief bill passed by Congress in early January has significantly increased the federal tax credit that offsets the cost of home solar systems. Without that act of Congress, the federal subsidy for an average size home in the Phoenix area would have been thousands of dollars less this year and zero next year. The provisions of the law will increase the tax credit homeowners get for solar by thousands of dollars. Most homes in APS’ territory that convert from fossil fuels to solar may receive between $7,000 and $18,000, depending on the size of the home and energy usage. The systems can be designed to reduce APS customers’ annual bill to $0 or even a negative total. The larger the system, the larger the federal government’s subsidy. Hence, the larger the system, the lower the APS bill (or the higher the payment to the homeowner).

The stick is, obviously, the ever increasing cost of fossil-fuel-generated electricity, which will make solar power for homes more and more compelling. It is basically the same strategy the government used to reduce the number of American tobacco smokers.While the warning label got people’s attention, it was the increase in the price of a pack of cigarettes, from 80 cents to $8 a pack, that really drove people to quit. A no-money-down, financed home solar system typically incurs a monthly payment that’s $50 to $100 per month less than the amount they’re currently paying the utility company for the same electricity. City News The City of Phoenix Approves Funding to Make Streets Safer; A Roadway Safety Action Plan In The Works MAYOR KATE GALLEGO AND MEMBERS OF THE PHOENIX CITY COUNCIL HAVE RECENTLY APPROVED A NEW, MULTIMILLION-DOLLAR INVESTMENT TO MAKE PHOENIX STREETS SAFER TO WALK, BIKE, AND DRIVE. “The current rate of traffic crashes and pedestrian and driver fatalities is too high,” says Mayor Gallego. “This is not a new subject for us – we created an Office of Pedestrian Safety in 2018, but that is only one part of a comprehensive safety plan. The allocated funds will help save lives and get this problem under control.”
of injury and fatality crashes. Although it could take a year to develop the full plan, short-term actions can now be implemented quickly. Those actions include additional street signage, roadway striping, and cutting back vegetation that intrudes onto the roadway. Mid-term and longer-term projects can include new pavement,
new traffic signals and reconstruction of particularly dangerous intersections. The mayor pointed out that the city has already completed extensive work to improve safety, including the installation of 68 HAWK signals (High Intensity Activated Crosswalk signals – the flashing red lights that cause drivers to stop when
a pedestrian is crossing the roadway). Plans call for the city to increase these installations to an additional ten to fifteen HAWK signals each year. The city’s Streets Transportation Department operates 1,158 traffic signals throughout the 520-square mile geographic area of the city of Phoenix. For more information, visit phoenix.gov.
The investment includes the allocation of $3 million in Street Transportation Department’s Transportation 2050 funds; $3 million in General Funds over five years; and five additional staff positions funded by Arizona Highway User Revenue Funds. “There are too many pedestrian fatalities and vehicular collisions occurring on Phoenix streets—and we are committed to finding ways to better protect pedestrians and drivers,” says Councilwoman Debra Stark. “This new investment and comprehensive approach are important steps toward making our streets safer.” This action authorizes the Street Transportation and Police Departments to develop a Roadway Safety Action Plan, focused on reducing the number
FTC Sends Nearly $50 Million in Refunds to University of Phoenix Students THE FEDERAL TRADE COMMISSION IS SENDING PAYMENTS TOTALING NEARLY $50 MILLION TO MORE THAN 147,000 UNIVERSITY OF PHOENIX (UOP) STUDENTS WHO MAY HAVE BEEN LURED BY ALLEGEDLY DECEPTIVE ADVERTISEMENTS. The refunds stem from a lawsuit the FTC filed against UOP alleging that it used deceptive advertisements that falsely touted its relationships and job opportunities with companies such as AT&T, Yahoo!, Microsoft, Twitter, and the American Red Cross. The FTC also alleged that UOP’s advertising gave the false impression that the online school worked with those companies to create job opportunities for its students and tailor its curriculum for such jobs. 6 • April 2021 • NORTH TATUM TIMES
In addition to the nearly $50 million in direct payments for some students, the $191 million settlement includes $141 million to cancel unpaid balances owed directly to the school by eligible students. Other debts, such as federal and private student loans or military benefits, are not affected by this settlement. The FTC is mailing 146,804 checks and issuing 677 PayPal payments to students who: • First enrolled in a master’s, bachelor’s, or associate’s degree program at UOP between October 15, 2012 and December 31, 2016;
• Paid more than $5,000 with cash, grants, federal and private student loans, or military benefits; • Did not get debt cancellation as part of this settlement; and • Did not opt out of UOP providing the student’s contact information to the FTC. People who get a refund via PayPal will have 30 days to accept the payment. People who receive checks should deposit or cash their checks within 90 days. The FTC never requires people to pay money or provide account information to get a refund payment or to cash a refund check. This year, the City of Phoenix is holding the community budget hearings virtually. The 2021-22 trial budget and the 202126 preliminary capital improvement program were presented to the City Council at the March 16 policy meeting. Virtual community budget hearings for the proposed 2021-22 budget will take place starting April 2 and will run until April 20. This period of hearings provides residents with the opportunity to learn about proposed spending for the coming fiscal year and gives them options for providing feedback and commentary before the budget is finalized. nterest rates recently hit all-time lows as the Federal Reserve made cuts to mitigate the financial impacts of COVID-19. If you’re a homeowner with a monthly mortgage payment, you might be wondering if now is a good time to refinance. While a lower interest rate may yield a more affordable monthly payment, there are other factors to consider. Here are seven questions to ask yourself before making the decision to refinance:

Arizona Balloon Classic Celebrates Its 10th Anniversary April 30-May 2 THE ARIZONA BALLOON CLASSIC BY ARIZONA EVENTS GROUP WILL BE HOSTING ITS 10TH ANNUAL FESTIVAL FRIDAY, APRIL 30 THROUGH SUNDAY, MAY 2. Gates are open Friday and Saturday from 6 a.m. to 9 p.m. and on Sunday from 6 a.m. to noon. Admission is free on Sunday for all ages. This socially distanced and outdoor event will feature shows and activities throughout the day and evening for the whole family. Saturday night will feature a Pilots Parade with a constant burn of purple, green, red and yellow flames from the balloons. A firework show and the AlaskaUSA Federal Credit Union Desert Glow will follow after the parade.
Additional Activities Throughout the weekend there will also be several different festival-style type activities. A Family Fun Zone will have free and paid activities including hot air balloon rides and tethered rides, inflatable games, stunt bike shows, fireworks (Saturday only), live entertainment, sampling, and more. Each day there will be a Street Foodfest with a beer and wine garden and local food trucks, live music stage, and more. A new, daytime exhibit has been added, the Desert Wind Kite Festival by My Wind Stuff. Show kites larger than semi-trucks, windsocks larger than motorhomes, and a 50-foot Mega Fish Kite will be flying high in the sky on both Saturday, May 1 and Sunday, May 2. There will also be candy canons, paper rocket making and launching, and parachute racing for all ages. Kites for all ages and abilities will be on hand for sale including single line, dual line sport kites, and quad line stunt kites. Admission One day general admission tickets purchased online for Friday, April 30 and Saturday, May 1 are $20 for adults and $10 for seniors (ages 55+). On April 17, police officers, NARPRO shop owners and volunteers will be dismantling the old car seats. They will recycle the plastic, metal and fabric components separately. For example, elements of the fabric, padding, and straps can be used in animal shelters. Quilted fabric becomes bedding or chew toys for the animals. Long straps make free leashes and lean Polystyrene foam (rigid foam) from seats can be recycled into an Earth Friendly Block.

Mid-year opening planned for Abrazo Cave Creek Hospital; Now Hiring Medical Staff CONSTRUCTION IS NEARLY COMPLETE AND A MIDYEAR OPENING IS PLANNED FOR ABRAZO CAVE CREEK HOSPITAL NEAR THE INTERSECTION OF CAREFREE HIGHWAY AND CAVE CREEK ROAD. Abrazo Cave Creek Hospital is a new type of neighborhood hospital designed with an emphasis on convenience, patient safety, surgical and emergency services, according to Abrazo. “We are excited to expand Abrazo’s services in the North Valley by creating more access to efficient, convenient medical services of a fully licensed hospital. That means Abrazo Cave Creek Hospital will have an emergency room that’s open 24/7 year-round, with on-site imaging and surgical facilities and inpatient rooms for overnight stays,” says Sarah Bird, RN, BSN, administrative director. The single-story facility at 5227 E. Carefree Highway will include a 13-bed emergency department, an operating room and eight inpatient rooms, along with x-ray, ultrasound and CT scanner, laboratory and pharmacy services to meet patient needs. The hospital will be capable of caring for patients of all ages, Bird adds, and staff will work closely with first responders and EMS to serve North Valley communities. “Patients with abdominal or chest pain, sprains and broken bones, lacerations, pneumonia and flu are typical of the types of conditions we expect to see in the emergency department,” says Dr. Brian Hess, medical director of Emergency Services for Abrazo Health. “This hospital will help minimize the need for transfers to larger medical facilities for patients with lower acuity conditions.”

“The surgical suite will be equipped similar those of Abrazo’s larger hospitals” says Bird. “Patients coming to the ER with appendicitis or gall bladder symptoms are examples of surgical cases that can be performed at Abrazo Cave Creek Hospital.” The Cave Creek hospital will be Abrazo Health’s third “neighborhood hospital.” “Patients prefer to receive care closer to home, and Abrazo Cave Creek Hospital will be the community’s hospital for emergency care, low-acuity surgical services and related care,” says Bird. Hess adds that, despite the coronavirus pandemic, there is still a need for routine and emergency care. “When care is delayed, there is a greater risk for secondary issues, complications or lengthier recovery times. Hospitals and ERs are safe places for care. Minutes do matter in an emergency,” says Hess. Abrazo Cave Creek Hospital is expected to create approximately 50 jobs. Abrazo is recruiting registered nurses with emergency department and telemetry experience, respiratory, occupational and physical therapists, radiology and laboratory professionals, and environmental services (housekeeping). New Report: Arizona To Add 325,000+ Jobs By Spring 2022 A NEW REPORT RELEASED BY THE ARIZONA OFFICE OF ECONOMIC OPPORTUNITY IS PROJECTING STRONG JOB GROWTH IN THE STATE OVER THE NEXT TWO YEARS, WITH THE LARGEST GAINS HAPPENING IN SECTORS HIT HARDEST BY THE PANDEMIC. “Arizona is a place where opportunities are plentiful and jobs are growing,” says Governor Doug Ducey. “Families and businesses from across the nation continue to choose Arizona, and it’s resulting in greater employment opportunities for existing residents and newcomers. Arizona is resilient — and these job projections prove it.” According to the report, Arizona is expected to gain more than 325,000 jobs between spring 2020 and the same time in 2022, a 5.5 percent annualized growth rate. The report predicts job growth in all 15 counties and all sectors, excluding government.
Arizona’s leisure and hospitality sector, which has been hit hard by the pandemic, is expected to bounce back and experience a 12.8 percent annualized growth rate. That means adding 69,901 jobs — the fastest job growth rate of any sector included in the report. The report also notes Arizona’s manufacturing sector is projected to experience a 3.1 percent annualized growth rate, a gain of more than 10,000 jobs and more than 5,000 above pre-pandemic levels. “In Arizona, jobs are available and employers are ready to hire,” says Arizona Chamber of Commerce and Industry Interim President and CEO Garrick Taylor. “The projected growth over the next few years is a result of Arizona’s smart policies and welcoming business climate — and we need to keep it up.” Arizona’s population grew by nearly 129,600 people from July 2019 to July 2020, according to U.S. Census Bureau
estimates released in December 2020. Recently, Governor Ducey signed an Executive Order to renew a moratorium on all new regulatory rulemaking by state agencies, limiting government regulations that inhibit job growth.
According to the Arizona Office of Economic Opportunity, 462 rules were eliminated or improved across 26 agencies in 2020 — resulting in nearly $14.7 million in annual savings for the state’s economy.

“If you can imagine, the books our students are using to learn about the world were published before DVDs and iPhones,” Spetrini says. “These are books that some of our students’ parents most likely used when they were in school.” The grant was awarded at the perfect time. Last spring, Desert Trails raised money through its Parent Teacher Organization and was able to purchase new furniture for its library. The COVID-19 pandemic hit right as the furniture arrived and the students have yet to experience their newly upgraded library. “The kids are in awe every time they get
to sneak in there for something, so we are really building up that enthusiasm for the official reveal next fall,” Spetrini says. “Students are still able to check out books because of the great system the librarian has going.” Ms. Benjamin, the school’s librarian, has narrowed down her list of new nonfiction books to complete the makeover. Once she has made her final selections, she will send it off and they will all anxiously await the books’ arrival. “Many voices and stories published in the past decade have inspired and changed what we know about science and technology, our past and ourselves,” Spetrini says. “In a time when instant access to online materials makes it difficult to trust sources, it’s essential for students to have access to reliable information.” This wish granted by Fiesta Bowl Charities is just one of many wishes that have come true. In the five years of the Wishes for Teachers program, the Fiesta Bowl has donated $3.7 million to nearly 850 teachers across Arizona. Wishes are varied and span across many different subjects and age groups including literacy, sensory and technology upgrades.

atherine Fizz, an English teacher at Pinnacle High School, has been named a finalist in the Governor’s Arts Awards in the category of Arts In Education – Individuals. “This award means a lot to me personally and professionally,” Fizz says. “This is very much a win for arts integration. To be a finalist as a general education teacher for integrating arts into my classroom, and thus integrating arts into my community, is an incredible achievement.” “Preparing students for a successful future drives my unit planning; therefore, I have to continue to stay relevant and ask myself how to bridge gaps and build success in all students regardless of background or learning ability,” she continues. “We are all impacted by personal experiences, which consequently often play a role in creating our cultural biases. Integrating arts is one effective way to weave the thread of understanding between us and breaking down those biases.” Arts-integrated projects that Fizz has incorporated into her English curriculum include works with: Phoenix Art Museum, Arizona Opera, Phoenix
Theatre, Scottsdale Arts, Mesa Arts Center, and the Arizona Commission on the Arts. Over the years, she has come to believe that using art to teach the curriculum strengthens students’ 21stcentury skill sets, engages them in the content, builds community, and enlarges scales of value, thus building cultural literacy. She explains her teaching philosophy: “It has been my responsibility to prepare students for jobs that have yet to be created in a world that is constantly changing. Every school year presents new opportunities with new batches of learners that are different and unique, each with something to teach me as well. Integrating the arts in my classroom invigorates my love of teaching, as using art to teach the curriculum strengthens my students’ 21st-century skill sets, engages students in the content, and builds community at my school. I use the arts to teach the curriculum to grow student understanding, thus building their cultural literacy. I have even taught some professional developments on how to integrate arts to my colleagues.” Fizz credits a fellow teacher with her inspiration to
expand the English curriculum to include integrated arts. “Years ago, I got a new teacher neighbor. The classroom was always full of music, laughing, and movement. I would peek my head in the window, wishing I was having as much fun as them. This teacher was kind enough to invite me in and show me that learning and achievement and fun and creativity had a place in my classroom, too. Ms. Heidi Cocco took me down the yellow brick road with her to show me the way. T
he housing market is continuing to thrive. Demand is outpacing supply and bidding wars are expected when a home is listed for sale. All of this leaves some people concerned for the future of real estate and memories of the crash loom in their minds. I’m here to remind you that this market is vastly different than what we saw during the last crash, so don’t let the rumors scare you. While I’m not an economist and I don’t have a crystal ball, I think it’s important to understand some of the key differences and facts that are creating a completely different real estate landscape than what we saw happen from 2005-2011. First, there are some people concerned that there will be a flood of distressed properties hitting the market at the end of forbearance. The Cromford Report recently reported that while there may be an increase in supply, it would be unlikely to reach any level that could impact the Greater Phoenix market.
Second, foreclosures and short sales caused the housing crash. Again, economists are quick to point out that excess supply was the primary cause and foreclosures and short sales were the consequence. Too much supply drove prices down, and as people lost equity in their homes, they walked away. We are in the opposite situation now; there is too much demand and not enough supply. Third, the lending requirements are vastly different for buyers. Prior to the crash, many buyers were getting zero down or low down payment loans and that created a population of buyers that didn’t have any “skin in the game” or equity in their home at the time of purchase. There were also loans available that didn’t require income or financial ability verification and that created a population of homeowners that weren’t truly financially stable enough to own homes. Without any “skin in the game” it was an easy decision for people to walk away from their homes, hence the short sales and foreclosures. With the current lending requirements, buyers are more financially capable of homeownership and they are putting more down at the time of purchase, so they have instant equity.
Fourth, not only do buyers have instant equity, but as prices continue to rise for everyone, that means added equity for all homeowners. So, if a homeowner did become financially distressed, they could sell their home and walk away with some profit. There wouldn’t be a desire or need to foreclose. Lastly, Arizona is the number one state in the country for net population growth. More people are moving here due to our great weather, affordability, property taxes, and job growth. We are also a highly desired business hub for several reasons, including availability of transportation, lack of natural disasters and available land. These factors suggest that our population growth will continue to rise, so our supply and demand situation will continue until new construction catches up to demand. New construction definitely has some catching up to do, since builders basically stopped construction during and after the crash. We are currently in the midst of what is typically the busiest season for home sales in Arizona, so we are also combining the already high demand with our high demand season. Normally, we would anticipate things to slow down a bit when temperatures climb over 100 degrees, but we anticipate this pace to continue, with frankly no end in sight. Regarding pricing, in February alone, the average price per square foot for closed listings rose almost 5 percent. Additionally, unit sales are up 7.4 percent and sales prices are up 23.1 percent compared to a year ago. Health Understanding Food Allergies and Food Sensitivities By Dr. Lynnea Felton
A
pattern I have found with patients is that they are always looking for improvement with their dietary needs. While this is a complex topic, a common starting point is looking at the types of foods in their current diet and determining if there is a connection between what they are eating and the symptoms they are experiencing. Sensitivities to foods can cause symptoms that significantly interfere with a person’s life. It is important to investigate and to get back on track with your health as soon as possible. WHAT IS THE DIFFERENCE BETWEEN FOOD ALLERGIES AND FOOD SENSITIVITIES? Allergies and intolerances differ primarily in the type of immune response, leading to differences in food reaction time, symptom duration, and severity of response. Unlike food allergies, intolerances are delayed responses, where a reaction can happen several minutes to days after exposure to the food. This response activates a type of antibody, called Immunoglobulin G, or IgG. These antibodies are produced to attack the protein structure of food.
WHAT ARE SYMPTOM DIFFERENCES BETWEEN FOOD ALLERGIES AND SENSITIVITIES? Whereas food allergies produce near immediate, severe, sometimes life-threatening reactions, food intolerances involve a variety of responses that are more mild, including: rashes (such as eczema or psoriasis), diarrhea, constipation, bloating, gas, abdominal pain, behavioral changes (including hyperactivity), difficulty losing weight, headaches/ migraines, joint pain, nasal congestion and post nasal drip, snoring, and fatigue. HOW ARE FOOD ALLERGIES TESTED? Food allergies are commonly tested using skin scratch testing, or skin prick testing, and typically performed by an allergist. This involves marking the skin with a pen, placing an extract of the allergen to be tested next to the marking, then gently pricking the skin to visualize for reaction of the blood with the allergen. If there is a response, a hive will form, indicating significant histamine response. This involves an antibody called Immunoglobulin E, or IgE. Up to 50 allergens can be tested at once, including food and environmental allergies. Food allergies should be avoided indefinitely.
HOW ARE FOOD SENSITIVITIES TESTED? Food sensitivities are tested via the blood through a simple blood draw. While companies vary, common panels include between 90 and over 200 different foods. Food allergies can also be tested at the same time in this way. Results are typically released two weeks following specimen submission and provide the patient with a detailed report outline reactions. By eliminating these foods completely, many people notice significant positive changes in overall wellbeing and bothersome symptoms. HOW LONG DO I AVOID FOODS I HAVE A SENSITIVITY FOR? Occasionally, these foods need to be eliminated for only a short period of time of several weeks to months to allow for the gastrointestinal system to heal. With a slow and controlled reintroduction, reactions can be monitored and more permanent avoidance of sensitivity may be needed should symptoms return. If symptoms do not return when the sensitivity are reintroduced, then the patient can continue eating the food regularly. hose of us with pets consider them family members. And like the rest of the family, we want to make sure they are taken care of when we can no longer do the job. The wealthy sometimes go to the extreme to provide for their pets. Leona Helmsley is one of the most famous examples, having left her entire $12 million fortune to Trouble, her dog. The family sued, and the judge whittled Trouble’s share down to $2 million. The widow of the Star Trek creator left $4 million for their dogs, and $1 million for the employee to care for them. Even Oprah Winfrey has established a pet trust for her beloved dogs, setting aside $30 million for their care, according to Australia’s Woman’s Day magazine. One of my favorites is Miami heiress Gail Posner who left $3 million for her three dogs – and $2 million to her son. Pet trusts are a real thing provided for under Arizona law. You might find that your own neighbors may need a pet trust. Why? Because some pets can live a long, long time, like my friend’s Tortuga tortoise, Pepe, who could live to be 100. A cockatoo can live as long as 60 years. When your pets could easily outlive you, you need to plan for them! Who will take care of them when you are gone?
Money is important to providing for your pets as well, especially if you have a with expensive upkeep. Caring for horses, for example, requires a much greater expenditure of time and money than the care for a dog or cat. Setting up a trust provides the money so that it is not a burden on the person who receives your pets at your death and assures your pets will live out their natural life the way you would want. Pet trusts allow a pet owner to provide not just money for the animal, but also detailed requirements for their care. What veterinarian to use, what food to feed the pet, weekly grooming, even regular walks or car rides can be required and paid for in the trust. The pet trust can be created as a separate trust or created within your own revocable living trust. Often, my clients simply designate the caregiver to take the pets, and give a cash gift with the pet. Whatever you decide to do to provide for you pets, it is important to put it in writing if you want it to be binding. Having a plan in place for your assets, for your pets and for your own care if you are incapacitated will give you immense peace of mind.
