Going Solar Is Now Easier and Less Expensive
hoever said that all good things must come to an end never saw anything like the Arizona solar industry. With generous government subsidies, rapidly improving technology, and plenty of Arizona sunshine, the past decade has been a great time for homeowners to invest in solar power, and the reasons to go solar are about to get even better after some recent policy victories for energy customers go into effect this month. Arizona’s utility regulator, on November 9, issued a litany of ruleshredding orders to one of the state’s largest power companies, resolving a number of longstanding disputes over burdensome restrictions on solar energy. A few of these orders make solar power even more economically beneficial than it already is. Most importantly, the Arizona Corporation Commission ordered APS to eliminate the “grid-access charge” that it had imposed on owners of home solar systems. This fee, which totaled about $100 a year per household on average, was based on a supposed need to recoup a shortfall in what solar customers contributed to grid maintenance. But after a long debate, the commission found this need to be unsubstantiated and ordered it revoked. Solar-industry companies and their customers are celebrating the removal of this arbitrary financial burden, which promises to enhance the financial returns to an investment in solar. “Arizona got rid of an unjustified and outdated charge that has been a drag on the Arizona solar economy,” said Sara Birmingham, a senior policy director at the Solar Energy Industries Association, in a statement. “We are at a point in our country where we need to focus SSS Horizontal.qxp_Layout 1 11/19/21 3:57 PM Page 1 on deploying more clean energy, and unnecessary utility charges and
fees can be a major deterrent to potential solar customers. This change will more fairly recognize the benefits of local solar adoption and we hope we can expand solar accessibility to even more Arizonans. We commend the commission for reversing course on this harmful and discriminatory charge for residential solar customers in Arizona.” Two other rule revocations lift arbitrary restrictions on the size of customers’ solar systems. APS had previously capped the productive capacity of residents’ systems at 1.5 times their greatest energy demand, which APS calculated on the basis of one hour of peak usage in a year. Another scrapped rule had required customers with systems above a certain KW threshold to buy an expensive new electrical control panel, a mandate with no basis in either technological necessity or the electrical code. This will have the effect of reducing the cost to homeowners of larger system installations by up to $3000. These rule changes, which are effective this month, promise to make a good deal even better. By creating substantial cost savings, increasing home equity, and insulating homeowners from unpredictable fossilfuel prices, solar power has already proven its ability to enhance Arizonans’ financial security and independence. Now APS customers can maximize their energy freedom with fewer arbitrary restrictions on how much solar energy they can harness or how much financial benefit they can derive from it. World’s Largest Drive-Through Animated Light Show Opens World of Illumination Unveils Candy Rush WORLD OF ILLUMINATION, THE PRODUCER OF THE WORLD’S LARGEST DRIVE-THROUGH ANIMATED LIGHT SHOW, DEBUTS ITS BRAND-NEW HOLIDAY ATTRACTION IN GLENDALE THIS HOLIDAY SEASON. The light show, called Candy Rush, is located at Desert Diamond Casino (9431 W. Northern Avenue in Glendale) and features nightly shows until January 2. Candy Rush showcases millions of colorful lights and hundreds of animated displays synchronized to beloved Christmas music. City News I-17 Improvement Project Advances with Developer Agreement Construction set to begin in 2022 on 23-mile section of highway north of Phoenix Information and Photo Courtesy of ADOT THE ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT) HAS SIGNED AN AGREEMENT WITH THE DEVELOPER TEAM THAT WILL DESIGN, BUILD, OPERATE, AND MAINTAIN THE INTERSTATE 17 IMPROVEMENT PROJECT FROM ANTHEM WAY TO SUNSET POINT. The total project cost is nearly $446 million, which includes the construction cost by the developer team, along with ADOT’s cost to administer the project. Construction is scheduled to begin in 2022 and is expected to take approximately three years. Now that the contract is signed, work can begin on this highly anticipated project that will include 15 miles of widening from Anthem Way to Black Canyon City and eight miles of flex lanes from Black Canyon City to Sunset Point. The developer team is Kiewit-Fann Joint Venture. Key members of the team include Kiewit Infrastructure West Co.; Fann Contracting Inc.; Kiewit Engineering Group Inc.; DBI Services LLC; CONSOR Engineers LLC dba Apex Design; T.Y. Lin International; Lee Engineering; Terracon Consultants Inc.; Wheat Design Group, Inc.; Y2K Engineering; and Pinyon Environmental Inc.
Interstate 17 between Anthem Way and Sunset Point is a major stretch of highway that sees more than one million travelers every year. Because much of that travel and congestion occur on weekends, ADOT and the KFJV developer team will limit most of the lane closures to weeknights from 7 p.m. to 6 a.m. All motorists still need to be cautious and alert in the construction zone, which will be active seven days a week.
The KFJV developer team was selected over two other finalists after an extensive review by ADOT with oversight from representatives from the Federal Highway Administration and the Maricopa Association of Governments. All three developer team finalists were encouraged to use innovation and develop alternative concepts to reduce project time and impacts to the traveling public and community while construction is underway.
Once complete, the I-17 Improvement Project will help alleviate congestion and improve safety and traffic flow north of the metro Phoenix region. This project will improve 23 miles of I-17, including 15 miles of roadway widening, two bridge replacements, one bridge deck replacement, 10 bridge widenings, and the installation of an eight-mile flex lane system—a new feature for Arizona’s highway system. Flex lanes are proven technology to help reduce congestion on

I-17 during peak travel times and allow for traffic movement during emergency situations.
higher-than-anticipated revenue amid Arizona’s strong economic recovery and federal COVID-relief funds.
The I-17 flex lanes will operate as a separate, two-lane roadway carrying one direction of traffic at a time depending on the greatest need along the steep, winding eight miles between Black Canyon City and Sunset Point. For example, the flex lanes will be able to carry heavy northbound traffic on a Friday or heavy southbound traffic on a Sunday. Similarly, ADOT will be able to open the flex lanes to accommodate traffic any time if a crash or other incident causes long delays. The flex lanes will be next to, but physically separated from southbound I-17 using concrete barriers. Access to the flex-lane entrances will be controlled by gates.
Additional project funding sources include: • $130 million of state highway funds appropriated by the state legislature in 2019. • $90 million from an Infrastructure for Rebuilding America (INFRA) grant. • $50 million programmed by the Maricopa Association of Governments (MAG) for the Maricopa County portion of this project. • $135.9 million from federal aid with matching state highway funds. That includes $83.6 million approved by the Arizona State Transportation Board on October 15, clearing the way for construction to begin in 2022.

Desert Financial Fiesta Bowl Charities Wishes for Teachers Delivers $1 Million to Arizona Educators THOUGH THANKSGIVING WAS TECHNICALLY CELEBRATED ON NOVEMBER 25, FOR 400 TEACHERS ACROSS ARIZONA – INCLUDING MORE THAN 25 FROM ACROSS THE NORTH VALLEY – IT CAME EARLY THIS YEAR. During the first days of November, in what has become an annual tradition to honor, support and celebrate Arizona’s teachers, the Fiesta Bowl Organization was proud to award $1 million to teachers through the Desert Financial Fiesta Bowl Charities Wishes for Teachers program. The winners were chosen based on a program in the fall wherein any Arizona K-12 teacher was able to fill out an online application detailing a school or classroom need. The wishes were then verified and selected by random drawing for teachers to receive a grant. Over the six years of the program, Fiesta Bowl Wishes for Teachers has granted $4.7 total million to more than 1,200 Arizona teachers, impacting more than 500,000 children across the state. “I love Desert Financial Fiesta Bowl Charities Draft Day presented by SRP, it is so exciting when we call each teacher to let them know their name

was selected as a grant recipient,” says Patrick Barkley, chairman of the Fiesta Bowl Board of Directors. “Wishes for Teachers is well-known around the state as the preeminent program for teacher support. My mom was a teacher, and we all know teachers who inspire us with their selfless work.” This year, the 400 teachers represent 300 schools in 63 cities across the state, teaching more than 200,000 students in 84 districts over 75 subjects, from social studies to special education, literature to leadership, music to math. Locally, Liz Keith, a kindergarten teacher at Norterra Canyon Elementary School had a wish granted. With her grant, she will purchase supplies for hands-on learning for students to develop their motor skills. “Teachers are our unsung heroes, who give so much to our students in helping them become tomorrow’s leaders. NOAH Launches Free Nurse Triage Program That Helps Local Patients Seven Days a Week
N
urse-led telephone triage is increasingly used to help manage healthcare demand for a variety of medical needs. This has proven to be especially helpful in overcoming barriers to healthcare. Healthcare barriers can include cost, health insurance, time, transportation, and the medical distancing that kept many people away from their providers during the initial phases of the pandemic. NOAH’s Nurse Triage service is helping address these barriers. Medical telephone triage has been shown to provide safe and effective care with additional benefits of patient and provider satisfaction. It can also help patients avoid expensive medical bills when they go to the emergency department or urgent care facility when they don’t have another option for the care they need. NOAH (Neighborhood Access Outreach to Health), a community health center nonprofit, launched its Nurse Triage program earlier this fall and recently expanded to seven days per week. This program
helps patients navigate their healthcare needs when and where they need it, before stepping foot into a medical facility. “We are committed to making it easier for all people to get the healthcare they need,” says Jennifer Rosas, MD, Chief Medical Informatics Officer at NOAH. “Offering a free nurse triage line seven days per week increases our patients’ access to care because too often people end up forgoing treatment or end up in the emergency department when one of our nurses can help them with safe and effective care over the phone.” NOAH has two North Phoenix locations, including its Palomino Health Center and Venado Valley Health Center. How the Nurse Triage Program Works NOAH’s telephone triage nurse talks to a patient by phone and asks detailed questions about the patient’s injury, problems, or symptoms. For example, they may suffer a minor injury and want to know what they need to treat it at
home. Parents may call because their baby is running a fever and don’t know if they need to see their pediatrician or if they can treat it at home. Additionally, some people call because they want to know when to go to the emergency room. The Nurse Triage is staffed with registered nurses using medical guidelines to allow them to triage, support, and even follow-up with patients. At the end of the telephone triage encounter the nurse provides a recommendation for level of care (disposition), education (health information), and care advice. Patients will have peace of mind knowing that they can get advice from a registered nurse. They will also know what to do to manage an illness or injury. NOAH’s new free Nurse Triage Line serves is available seven days a week: Monday – Friday from 7 a.m. to 7 p.m. and Saturday – Sunday from 8 a.m. to 3 p.m. The Triage Hotline is 480-882-4545 and more info can be found at NOAHhelps.org.

She enlisted the guidance of Mrs. Solano, an algebra teacher at Hillcrest, and crafted a lesson plan to deliver to Solano’s students. Due to COVID-19, Bremser recorded herself teaching the lesson and sent her video in for judging at the state and national level. Bremser took home the state championship title in the Lesson Planning & DeliverySTEM category for the lesson she delivered. Bremser decided to challenge herself, competing in the national Educators Rising competition and capturing first place there as well.
After graduation, she plans to study education and follow in the footsteps of her mother, a high school teacher at Sandra Day O’Connor High School in DVUSD. “I have really found a passion for teaching. I would love to teach middle school or high school math,” Bremser says. “My mom is my biggest inspiration as I’ve seen how she has impacted so many students’ lives being a teacher. I’ve seen her be the teacher who doesn’t just teach curriculum but is a support system and helps her students grow as people, and I would love to one day be able to make that same impact.” DVUSD DISTRIBUTES SPECIAL REPORT TO THE COMMUNITY The 2021-2022 Special Report to the Community has been mailed to every home in the Deer Valley Unified School District. rowing up I always wanted a Christmas tree, and like most Jewish kids, I had immense Christmas envy. Sure, my parents went big for Hanukkah, but still, I put out cookies and milk hoping Santa wouldn’t forget me… and go figure, he never did. I tell my kids they’re the lucky ones— they get to celebrate both holidays as my husband and I come from different backgrounds. While things can be a tad confusing, we’re flooding our children with tradition and instilling in them values varying religions have in common: being a good person, compassion, integrity, and faith. To us, the holiday season is about a twinkling Christmas tree and lighting the menorah. It’s about listening to jolly jams, watching holiday movies, visiting Santa, and spinning the dreidel. It’s about opening presents—maybe too many— considering we celebrate eight crazy nights and the joy of Christmas morning. It’s about discussing the miraculous meaning of Hanukkah and attending church on Christmas. And it’s about believing—simply believing in the magic of the season.

The storyline makes for an excellent road map to help navigate the holidays. DO SOMETHING GOOD Every year we bring goodies to our hospital’s NICU—whether little gifts for the newborn babies or cookies for the nurses working overtime. Pick a place special to your family and drop off some treats or have your kids choose a few toys they don’t play with anymore to donate to a children’s shelter. Teaching your kids to give back is the true spirit of the season.
ARRANGE A NEIGHBORHOOD GIFT EXCHANGE A neighborhood gift exchange is a simple way to celebrate with friends without going overboard. arlier this year, Arizona became the fifteenth state in the nation to legalize recreational marijuana. Now, adults ages 21 and over can legally purchase marijuana (also known as cannabis) in its various forms from qualified dispensaries.

With the music softly thumping in the background and the sound of collective laughter being shared in the foreground, the sense of camaraderie and healing is unmistakable.”
“It is not uncommon to see our patient consultants spending a significant amount of time with customers, tailoring their cannabis uses to their specific needs,” Stewart says. “Educating the consumer is as important as treating them. We have a motto: passion for the plant and patient.” To give back to their patients and the community at large, ANC often has thoughtful deals and affordable options—especially when it comes to cannabis for medical use. They also offer veteran discounts and senior discounts year-round. “We’ve done sponsorships for patients when they, for example, are using cannabis to help them with cancer treatment,” Hicks shares. “We are known for being compassionate and caring, and offering the proper medicine for our patients to help them feel better mentally and physically. To do this, our patient consultants are well educated and have great listening skills to help guide patients to the medicine options that work best for them.” ANC boasts 16,000 square feet of growth space for its cannabis that not only benefits the shop but also the entire cannabis community. Looking toward the future, Hicks excitingly shares that ANC has purchased a 60-acre outdoor growing space in Wilcox to continue growing their own products. She also plans for ANC to continue connecting with local businesses and is considering a local business fair to build connections in the North Phoenix community.
They then make recommendations on their experiences and product knowledge. If a patient/ client is using the bud of the plant, they will weigh it out right there. They also always have deals happening to make sure that patients receive the best deals possible.

hoenix has been landing on quite a few top ten lists lately. When it comes to growth in value, our city is a powerhouse. We’ve outperformed most of the country in categories such as average sale price and price per square foot. This has made Phoenix real estate an attractive investment – which, of course, brings out the investors.
It should be no surprise that this has caused Phoenix to appear on yet another top ten list: Cities featuring the highest share of investor buyers. According the Realtor.com, 12% of homeowners here are investor buyers. Whether that’s a good thing depends on if you’re a buyer or a seller. Investors create increased competition for homes, which drives up prices. And they tend to be well-resourced enough to win bidding wars on a given property. Regardless of how you feel about having so many real estate investors, their effect on home prices is real. Of the ten cities on this list, something interesting stands out. Phoenix tops them all for median list price and median rent. Unlike average prices, which can be skewed by just one super expensive home (or a super cheap home), median prices represent a true midpoint of home values. Phoenix’s median listing price is $475,000. This
means that if you take all the homes listed for sale in Phoenix, half of them would be more than $475,000, and the other half would be less than $475,000. And the appeal for investors spans both sides of that median price. “Investor properties” include everything from affordable housing for low-income families to luxury home vacation rentals. So, what does all this mean? Growth. Over the past decade, the greater Phoenix metropolitan area has outpaced every other American city for population growth. And there are no signs of this trend slowing down. Whether you measure growth by the number of new jobs, new houses, new businesses, or simply by the number of cranes and construction projects all over town, Phoenix is booming. As long as the sun keeps shining, people will want to live here. And as long as interest rates stay low, buying a home in Phoenix will remain an attractive – but increasingly expensive – option for both homeowners and investors.

T
he North Pole Experience (NPX), the Home of Santa’s Workshop, is heading into their twelfth year of opening their workshop doors to families from around the world to build toys with the elves. Located in Flagstaff, the North Pole Experience is the only one of its kind in the United States, providing guests the utmost unique Christmas adventure of a lifetime. The NPX adventure begins at the Little America Hotel in Flagstaff, which is decked out in millions of lights. When families arrive to Little America, they will check in and receive their golden ticket to Santa’s Workshop. The golden ticket grants access to board one of Santa’s trolleys, which is where the North Pole Experience begins. Families take a ride through a magic portal to Santa’s massive workshop in the middle of the forest. As guests pass through the portal, Christmas music fills the trolley, lights flash, and children close their eyes. Before they know it, they have reached the North Pole. There in front of them lies the secret of all secrets: Santa’s massive workshop in the middle of the North Pole Forest. Children and parents are then guided off the trolley where they find themselves in front of a set of mag-

nificent doors where they knock for the elves. Once families enter Santa’s toy factory headquarters, that is where the real magic begins. Santa’s Workshop at the North Pole Experience is a complete, hands-on experience for children. Families work side-by-side with the elves, learning all sort of secrets inside the workshops. Children receive high-clearance access to build toys with the elves, interacting with the workshop bustle. Families visit Santa’s main factory floor, which is filled with conveyor belts and soaring ceilings filled with gifts and packages. The fun doesn’t stop there as you stop for a visit with Mrs. Claus and enjoy scrumptious “Yeti-o’s” (sugared donuts) and “snowman soup” (hot chocolate with marshmallows) in the North Pole Bakery before heading into Elf University.

IN THEATERS Dune
Spencer A fable about Princess Diana set over three days. Haunting, but not scary, Spencer is strangely a relatable movie. The anxiety that Diana feels throughout the film, in one of Kristen Stewart’s finest roles, is realistic and terrifying, sometimes going into surreal. The fuzzy visuals add to the mood of the film, giving it a lovely but still unsettling mood. Jonny Greenwood’s score is outstanding, very different from his usual film work, more like his earlier Radiohead days in how somber it comes across. If you can stomach how patient it is as a film, you will be rewarded with an incredible experience. Eternals
have praised this film for diverging from the usual Marvel fare, but to me it didn’t go far enough. Every now and then, an interesting idea about these characters’ roles pops its head, and almost goes somewhere. But then, the script does nothing with it and chooses to focus on something else, like the usual forced humor of Marvel films or long scenes of dull exposition. You feel bad for the actors here, trying so desperately to get something out of this material when they have so little to work with, but only Brian Tyree Henry comes out succeeding. Most of all, for a film with the lore it has, it strangely does little with it and takes potentially grand images and worlds and wastes them. What could have been something special in this series turned out to be another disposable picture to add to the Disney+ library.
ON NETFLIX The Harder They Fall
In the far future, a young man must face his destiny when his family is under attack over control of a planet and its resources. Dune is the ideal blockbuster and a showcase of Denis Villenueve at the height of his filmmaking career. With worldbuilding not seen since The Lord Of The Rings trilogy, each faction, character and planet feel alive and breathing, despite their different amounts of screen time. In spite of its handling as an adventure/action film (which it delivers), the film is filled with several moments straight out of a horror movie with Paul’s terrible visions of war and the scenes on Giedi Prime. At the same time, the tragic moments pack their necessary punch and the cast is one of the best ensembles in recent years. A true masterpiece, and likely to be a defining film of its time, Dune is not to be missed.
They Fall establishes Jeymes Samuel well. An homage that doesn’t become a copy, energetic but still thoughtful, it’s a rare Netflix original with genuine personality to it. Portrayed like a tall tale of these real-life people, the cast brings them to life with the tone that fits its time while still modernizing it. The old west feels like it’s at the end of its peak in this film, complimented by the production design, which is both complex and minimal when needed. Most of all, the action is exciting with each blast, explosion and punch hitting their mark. The Harder They Fall is one of Netflix’s best films yet.
