APS Deadline Approaching, Homeowners Must Act Now
omeowners must sign up for solar and have an APS Solar Reservation approved by APS by end of day September 30 in order to receive and be grandfathered in to the current cash price for solar system production exported to the grid. Homeowners who go solar after the September 30th deadline will receive a substantially lower cash credit.
A typical rooftop solar system produces a large surplus of power in the Arizona spring months when we have abundant sunshine but little or no need for air conditioning. This power is sold to APS at the price set by the ACC and the cash credit is added to the customer’s account. For systems that are designed to produce the same power per year as the homeowner consumes per year (1:1 ratio), the homeowner will sell 50% to 60% of their solar production back to APS, which creates a cash credit that will be used to pay APS for the additional kWh’s needed in the summer months when the system is producing a deficit amount of the power needed. This ends up being thousands of kWhs sold every year and so the price per unit is very important. The less homeowners get paid from APS, the less cash credit their spring production will generate and the more the homeowner will have to come out of pocket to cover the summer bills. With the exception of 2020 when the ACC voted to postpone the price drop to October 2021 due to the pandemic, the price APS pays the customer for their credits has been dropping yearly since 2017 when the ACC approved ending Net Metering and replacing it with a form of Net Billing, known as RCP. Prior to 2017, customers who installed solar were grandfathered into Net Metering, which provided homeowners a 1:1 kWh credit, which meant they are getting full price for their production as compared to what they were being charged. A system designed to

produce 100% of the customer’s usage would leave them with a $20 remaining bill for APS fees and other taxes. Since September 2017, homeowners have been getting grandfathered into the RCP program and their credit is based on the price that APS is required to pay in the year that they sign up. In 2017/18 that price was 12.9 cents. In 2018/19 it was lowered to 11.6 cents and then dropped again in 2019/20 to 10.45 cents where it is today and will be until September 30. At the current buyback rate a homeowner that has a 1:1 or 100% usage to production design will experience a $40 to $80 average remaining APS bill depending on system size. This has increased from the $20 per month under Net Metering and will increase again for customers that go solar after September 30. The good news about RCP is that, unlike Net Metering, homeowners can reduce their annual APS net bill to $0 per year by increasing the number of panels to produce enough additional cash to cover the APS differential in prices, fees and other taxes. Once the buyback rate drops in October it will take more panels to get the net to zero. There is very little, but enough time left, to get a solar system custom designed for your home and have the APS reservation submitted and approved before the deadline. Happy Valley Pigtails & Crewcuts Children’s Hair Salon Now Open MICHAEL AND YVETTE STUMPF’S PATH TO OPENING THE NEW HAPPY VALLEY LOCATION OF PIGTAILS & CREWCUTS SALON COULD BE BETTER DESCRIBED AS A JOURNEY THREE YEARS IN THE MAKING. While living in New Orleans, they visited a children’s dentist and loved the kidcentric approach. Another hair salon not far from their home closed and the light bulb went off. They loved working with kids. Michael’s mother was a hairdresser with two salons of her own when he was young. They decided they would turn that closed hair salon into a children’s salon. This would be the first bump in the road; the space they were hoping for had been leased to another owner and would be gutted. This event led the Stumpfs to research other children’s hair salons. It was then that they found Pigtails & Crewcuts. After visiting the Pigtails & Crewcuts in Baton Rouge, they knew it would be 4 • August 2021 • NORTH PHOENIX NEWS
a great fit. Michael and Yvette called the franchise office, intent on opening a salon in New Orleans. Unfortunately, tragedy struck in April 2018 when Michael’s father in Phoenix passed away unexpectedly. They immediately knew they would be moving back to Phoenix, Michael’s hometown, to be closer to family. They called the team at Pigtails & Crewcuts to let them know they wouldn’t be able to continue with the process in Louisiana. “They informed us they did not have a single salon in Arizona,” Michael says. They decided to move forward with a three-salon deal to bring Pigtails & Crewcuts to various areas in the Valley.

Renovation Begins on Anthem Skatepark Graphic Courtesy of Anthem Community Council THIS MONTH, THE $1.44 MILLION RENOVATION TO FURTHER DEVELOP THE EXISTING SKATEPARK ON GAVILAN PEAK PARKWAY AND ANTHEM WAY BEGINS. The renovations include allowing a combined space for bicycles, scooters, and skateboards, and adding a new pump track for skaters. The project is set to be completed in December. Its budget was approved at an Anthem Community Council meeting in March. The project is not funded by an operational budget but instead comes out of an enhancement fund, which comes from the sales of new homes in the area.
A volunteer board directs the Anthem Community Council and executive staff that sets and supports the policies in the master planned community, according to the council. The community is supported by three homeowners’ associations, managed and operated separately from the council, but also working together for the collective good and benefit of Anthem, the council cites.
The skatepark expansion is being developed by MayDall Construction and Pillar Design Studios, and the design was created after seeking public input online and through community meetings. The skatepark expansion project is the final part of the Facilities Master Plan, which was approved by the board and community in 2016.
Phoenix Film Festival on the Big Screen August 12-22 THE 21ST ANNUAL PHOENIX FILM FESTIVAL WILL RUN FROM THURSDAY, AUGUST 12 TO SUNDAY, AUGUST 22 AT HARKINS SCOTTSDALE 101 THEATRE. The Phoenix Film Festival started in 2000 by three local
filmmakers as a way to get their films some exposure in their hometown. Twenty-one years and thousands of movies later, the Phoenix Film Foundation has grown from a three-day exhibition to an 11-day celebration of film with over 300 films, filmmaking seminars, parties and student workshops for over 27,000 attendees all at the Harkins Scottsdale 101. The Phoenix Film Festival has been named one of The 25 Coolest Film Festivals and a Top 50 Worth the Entry Fee by MovieMaker Magazine and has been called the most filmmaker-friendly festival out there, according to the festival. The Phoenix Film Festival has announced its opening night film with Apple Original Films’ “CODA” that will be showcased on Thursday, August 12. The film was the first in Sundance Film Festival history to win all top prizes in the U.S. Dramatic Competition category. Amazon Studios’ “EVERYBODY’S TALKING ABOUT JAMIE” is the closing show.

FOR THE FIRST TIME EVER, IT IS EXPECTED THAT THIS SUMMER THE FEDERAL GOVERNMENT WILL DECLARE A WATER SHORTAGE ON THE COLORADO RIVER. This will hit close to home for more than 400,000 residents in North Phoenix who rely on Colorado River water. But the City of Phoenix has been working on relief for this eventuality since 2017, when it began planning the $280 million drought pipeline project.
Project 2 includes the installation of a 66-inch transmission main along 32nd Street and the installation of a large booster pump station just south of Bell Road at 31st Street. Phase one of this project began in November 2020, while phase two is anticipated to begin later this summer.
“The drought pipeline project is essential to the economic health and vitality of Phoenix,” the city of Phoenix website reads. “This project will ensure all residents have access to safe, reliable, clean drinking water during future times of shortage on the Colorado River.” According to the city, the updates to existing infrastructure and the install of new infrastructure will allow more flexibility in moving Salt River and Verde River water supplies to areas of the city impacted by Colorado River water shortages. The drought pipeline project consists of four smaller projects taking place at separate locations from North 32nd Street to North 35th Avenue from east to west, and West Deer Valley Road to Bethany Home Road from north to south. Project 1 takes place in the Phoenix Mountain Preserve and nearby neighborhoods with the installation of a 66inch pipeline and the rehabilitation and replacement of a 6 • August 2021 • NORTH PHOENIX NEWS
Project 3 includes the installation of a 42-inch transmission main along North 35th Avenue and the installation of a new valve. The valve portion of the project began in March 2021, with construction of the transmission main beginning in 2022. Project 4 includes the installation of a new booster pump station and a section of pipeline that will make the station functional. Construction on the fourth project began last month. Aside from 12 miles of new pipelines, the project also includes the installation of two additional water booster pump stations not mentioned above. The purpose of the pump stations is to carry the water through the new and refurbished systems. Other improvements included in the project are pressurereducing valve stations to regulate and maintain safe water pressure and provide more efficient water distribution. City News Hog Haven: North Phoenix’s Better Piggies Rescue In Need of Volunteers By Holly Morgan BETTER PIGGIES RESCUE IS LOOKING FOR VOLUNTEERS TO HELP CARE FOR THE MORE THAN 100 PIGS THAT CURRENTLY CALL THE LOCAL SANCTUARY HOME. Established as a nonprofit organization in 2018, Better Piggies works with various organizations throughout Arizona and California to rescue, rehabilitate, adopt, and educate the public about pigs. Unfortunately, pigs are purchased by owners because false promises are made from breeders that the tiny piglet will stay only 25 pounds fully
grown. It is a lie that the Better Piggies team actively tries to debunk with proper education. “It’s extremely unfortunate that this misconception still exists,” says Danielle Betterman, Director of Better Piggies Rescue. “In most cases, those very small pigs are weaned from their mothers too early in order to appear small and teacuplike. When the pig doesn’t stop growing after several months or exhibits behaviors of an unspayed or unneutered animal, which includes aggressive behaviors, owners decide they are too much trouble. Sometimes we get a call, but most of the time owners just dump their pigs in neighborhoods or the desert.” In the past month Better Piggies Rescue has received over 50 calls for owner surrenders and 20 calls for rescue. Betterman isn’t shy about sharing each unique story with volunteers as it’s part of the education process. Some come from breeders who were trying to make a quick dime, others from irresponsible pet owners who failed to do research on the size of potbelly pigs, to animals who literally escaped death from slaughterhouses.
“We recently rescued a baby farm hog who jumped off the back of a moving truck that was headed to slaughter,” says Betterman. “She had severe road rash and a broken femur, but we were able to get her the care she needed and Samantha is doing just fine here at the rescue.” Volunteers are crucial to the Better Piggies Rescue operation, especially in the summer. Several hours out of each day are dedicated to caring for the animals and making sure they stay comfortable in the extreme heat. Each month, the rescue runs a volunteer orientation that includes a tour of the facility plus a review of the volunteer’s responsibilities. “Picking up poop, cleaning pools and wallows, and general blanket or trash pick up is required each volunteer session,” says Betterman. “However, the biggest item is socialization with the pigs. Since they are all rescues and haven’t had the best experience with people, it is extremely important that we have people sit with new pigs and gain their trust, give belly rubs, and comfort each pig during one of the hardest times of their lives. Volunteers are the reason that 99% of our rescue
pigs now trust and love their human interactions and help get them adopted out.” Better Piggies Rescue has volunteer availability for August through December, with spots filling up quickly. Orientation costs $25 per person and includes a shirt and decal. Children under 18 can attend but a parent or guardian must accompany them. Internal testing identified low levels of benzene in some samples of the products. Consumers should stop using the affected products. Based on exposure modeling and the Environmental Protection Agency’s (EPA) framework, daily exposure to benzene in these aerosol sunscreen products at the levels detected in their testing would not be expected to cause adverse health consequences. Out of an abundance of caution, they are recalling all lots of these specific aerosol sunscreen products. While benzene is not an ingredient in any of the sunscreen products, it was detected in some samples of the impacted aerosol sunscreen finished products. They are investigating the cause of this issue, which is limited to certain aerosol sunscreen products. The recalled sunscreen products are packaged in aerosol cans. The products were distributed nationwide through a variety of retail channels. Consumers should stop using these specific products and appropriately discard them. Consumers may contact the JJCI Consumer Care Center 24/7 with questions or to request a refund by calling 1-800458-1673. Consumers should contact their physician
or healthcare provider if they have any questions, concerns or have experienced any problems related to using these aerosol sunscreen products. The company is also notifying its distributors and retailers by letter and is arranging for returns of all recalled products. City News HALO Animal Rescue Celebrates 27 Years of Saving Animals’ Lives THIS SUMMER, LOCAL NO-KILL ANIMAL SHELTER, HALO ANIMAL RESCUE, IS CELEBRATING 27 YEARS IN THE NORTH VALLEY. To honor the occasion, and help their full shelter send animals to their forever home, dogs are $27 at the PetSmart Charities Everyday Adoption Center, located at 2901 W. Agua Fria Freeway, and their main shelter, located at 3227 E. Bell Road, Ste. D151. “We have select pets for $27 or less until they are adopted,” says Erin Denmark, Outreach Manager. “All of our shelter pets are vaccinated, micro-chipped and sterilized before going home.” HALO’s specialty is to partner with other shelters that are overwhelmed with the volume of pets needing new families to relieve the burden and help find them families. City News North Phoenix Brazilian Jiu Jitsu Competitor Excels On and Off the Mat By Gretchen Pahia Photo Courtesy of Nivian Oliveira MARTIAL ARTS ARE QUITE OFTEN THOUGHT OF AS A MAN’S SPORT – ESPECIALLY BRAZILIAN JIU-JITSU. However, one North Phoenix resident is fighting stereotypes and finding huge success. Nivian Oliveira is currently the 2020 defending Pan American Champion and is ranked #5 in the world. Now, she has her mind set on moving up to the #1 spot. Oliveira was born in Belo Horizonte, Minas Geris, Brazil and is the middle child of three girls. She has always been into sports – competing in track and field events, women’s heptathlon, and basketball. At the age of 11, a private school for athletics discovered her. “At the time this was a big opportunity for me and my family, so I could receive a better education by way of sports. As a young athlete my schedule differed from other kids,
including my siblings. I had full-time obligations to travel, study and stay on track,” says Oliveira. At the time, her focus was on the basketball court where she excelled until she retired her jersey at age 22. Then, she looked for other athletic outlets to explore, finding her joy with Brazilian Jiu Jitsu. In 2018, she came to the U.S. to compete and put her skill to the test here in the Valley at a world tournament, where she placed in the top three. After her experiences in Phoenix, Oliveira decided she wanted to move to the U.S., and by 2019, she was invited to Arizona by a world-class team. “I took a leap of faith and welcomed the challenges of learning a new language, culture and discovering unexplored parts of my body, mind and spirit with respects to my professional career.” Oliveira is a strong advocate for women’s self defense and teaching
other women to be able to protect themselves. She is often involved in self-defense classes throughout the greater Phoenix area. She trains in Brazilian Jiu Jitsu at Gracie Barra Scottsdale. To her, it isn’t just about winning, it is so much more. “Participation in sports is good for all ages and, in team sports, we learn cooperation, discipline and strategy,” she says. “we all have challenges and I believe that as a female competitor in Brazilian Jiu Jitsu, I can inspire both men and women to be greater than yesterday’s version of themselves.” Gretchen Pahia, an Arizona native, is a seasoned journalist and public relations specialist with more than 20 years of experience under her belt. OUTSTANDING YOUNG MAN Bryce Bustamante, a 2021 graduate of Mountain Ridge High School, was selected as the District 1 Young Man of the Year. He was heavily involved in his school community, wearing many hats on campus. He was an officer of the Theater Department, captain of the varsity swim team, and president of the Mock Trails. Outside of Mountain Ridge, Bustamante served as Phoenix’s Youth Ambassador to Himeji, Japan through Phoenix Sister Cities’ program, and is a regular volunteer in the community. OUTSTANDING YOUNG WOMAN Eden Sapien, a sophomore at Sandra Day O’Connor High School, earned the title of Outstanding Young Woman of the Year for District 1. Sapien is currently working on her two-year prestigious Gold Award project for the Girl Scouts. Her project, “Saving Supplies Saves Lives,” partners with the nonprofit Esperanca to collect and donate surplus, gently used or unused medical equipment and supplies, such as crutches, wheelchairs, etc. These supplies are donated both locally to low-income seniors and to underfunded hospitals internationally in Nicaragua. She has already collected more than $80,000 worth of supplies toward her $150,000 goal. Sapien aspires to study international business following her graduation from SDOHS. The Outstanding Young Man and Young Woman of the Year program recognizes and honors the outstanding achievements of young people, enhances the perception of youth, and raises community awareness of the positive contributions of youth. Each year, 16 high school students are selected as council district winners and recognized at an event, along with the teacher who inspired them the most. Each of the district winners will receive a cash award. From the district winners, the two overall winners will be announced and each will receive an additional cash award. Winners from each council district, and the citywide Young Man and Young Woman of the Year, are recognized at an event and in city publicity materials. id you know that August 22 marks National Tooth Fairy Day? This special day is a great way to start a discussion about oral health with kids and have a little fun at the same time. By celebrating a lost tooth, parents can reinforce the importance of good oral health in a fun and engaging way. Here in the United States, the Tooth Fairy is best known for collecting a child’s tooth or teeth from under his or her pillow, replacing the tooth with money. How much money these days, you ask? According to a new survey from Delta Dental of Arizona, the Tooth Fairy is getting more and more generous! Findings from Delta Dental’s Original Tooth Fairy Poll show that the Tooth Fairy’s
average cash gift reached its highest point in the 23-year history of the poll for a total of $4.70 per tooth. Here in the West, the Tooth Fairy upped her giving by nearly $2 over the last 12 months, leaving an average of $5.54 for a lost tooth.
Other U.S. Tooth Fairy Facts: • The Tooth Fairy visits 78% of the nation’s homes with children ages 6-12. • Around half of parents welcome the Tooth Fairy into their homes to give their child something to be excited about (53%) and to celebrate something fun (48%). • Almost half of children (49%) are receiving at least $5 for each tooth they lose. • The value of a first tooth is $5.87 on average—over a dollar more than what a typical tooth receives.
The Tooth Fairy isn’t celebrated in the same way everywhere, however. Here is a look at some of the ways lost teeth are celebrated in other countries, which makes for a great conversation about different cultures with kids: • In Argentina and Sweden, boys and girls leave the baby teeth they lose in a glass of water by their bedside. While they sleep at night, Magical Mouse visits to get a sip of water and trade the tooth for a few coins. • Many children in Europe celebrate much like American kids by leaving a tooth under their pillow for overnight collection. However, you won’t find the Tooth Fairy there – her brownie and elf friends have taken up the task. • Filipino children may be some of the only children in the world who look forward to a visit from a rat! In the Philippines, Tooth Rat asks that kids leave baby teeth on windowsills so he can pick them up and move on quickly to the next house. • In Colombia and South Africa, another little mouse performs duties similar to the Tooth Fairy. Children may leave their baby teeth under their pillows or deposit them in slippers. • Baby teeth make lovely gifts in Chile and Costa Rica, where mothers craft charms out of the pearly white beauties and give them back to the children. It may sound a little odd, but people have been making and wearing enamel jewelry for centuries! We all know that the Tooth Fairy is one of the most powerful tools parents and caregivers can use to teach children about oral health. Families may want to use Tooth Fairy Day to reinforce these lessons as well as open lines of communication about responsible saving – perhaps the money from each lost tooth could be saved and tallied up once all baby teeth have fallen out and used for something special – and how different cultures have special traditions as well.

hile everyone has been focusing on the surge in home values over the past couple of years, a new housing trend has quietly emerged: buildto-rent single-family housing. The concept blends the features of houses, apartments, and condos into fresh approach that’s making people reconsider their views on renting. There was a time when renting was only something you did “until you were able to buy.” But times – and perceptions – have changed. Over the past decade a new class of home renters has emerged: those who can afford to buy a house but prefer not to. Builders have recognized this opportunity and responded by creating gated luxury rental communities of singlefamily houses. These houses come with an impressive slate of amenities, such as swimming pools, fitness centers, and resort-style grounds. The interiors have high-end design features, and often include a modest backyard and private patio area. Like an apartment, the financial commitment is limited to the terms of the lease. Once the lease is up, residents are free to move on without worrying about finding a buyer. And unlike an apartment, residents never hear the footsteps of upstairs neighbors, nor will they share a wall with anyone. In our post-pandemic, work-from-home culture, many people have grown weary of life inside a vertical tower shared with 300 other renters. Downtown areas
throughout the country are emptying out as residents look for homes with a little more breathing room. Professionally landscaped green spaces you’ll never have to mow, trim, prune, thin, or rake. If there are any cons to go with the list of pros, it would be the absence of investment potential. Unlike a home purchase, which serves not only as a domicile but also as an appreciable asset, a single-family rental is not an investment. You’ll neither make nor lose money by living there. Home ownership presents several financial opportunities that renting does not, such as building equity and borrowing against it. The National Association of Home Builders reports a nearly 30% increase of build-to-rent single-family homes from 2019 to 2020. And there are no signs of this growth slowing down. For a housing market that’s creaking at the hinges as our local population expands, the addition of new communities may provide some much-needed relief for anyone in need of a home-sweet-home. IHP Capital Partners, Cachet Homes to Bring 162 Single-Family Homes to North Phoenix
I
HP Capital Partners, one of the nation’s leading real estate investment firms, and Cachet Homes, an Arizona-based luxury homebuilder, have formed a joint venture to acquire a 66.7-acre parcel in North Phoenix for the development and construction of 162 single-family homes. Within the Union Park at Norterra master-planned community, the project includes 102 alley-loaded lots and 60 traditional front-loaded lots. Development is underway and project completion is anticipated in quarter three of 2022. Sales are scheduled to open in summer 2022.
“Demand for new homes in Phoenix remains strong and North Phoenix continues to draw new residents and corporations, particularly within the semiconductor industry,” says Eric Koff, senior vice president at IHP Capital Partners. “Union Park at Norterra is a vibrant mixed-use community in a spacious desert setting with a wealth of amenities. IHP is pleased to partner with Cachet Homes, a well-known and respected builder in the Phoenix region, to deliver much-needed new homes that offer character and a preferred lifestyle.” The joint venture is developing two product types, designed to reflect Spanish, Desert Craftsman and Mission Revival architectural styles. The alleyloaded lots, named The Retreat, are 49 feet by 90 feet in size, or 4,410 total square feet. Home sizes will range from 2,272 to 2,931 square feet and will

include three to four bedrooms and two and a half to three and a half bathrooms. Encore, the larger, traditional style lots, line the exterior border of the acquired parcel. These lots are 65 feet by 120 feet in size, or 7,800 total square feet. Home sizes range from 2,831 to 4,115 square feet and will include three to five bedrooms and three and a half to five bathrooms. Pricing will be announced in 2022. Backbone infrastructure and construction of all amenities within Union Park at Norterra are complete. Phase two of the masterplan broke ground in late 2020. Approximately 700 residents currently live in the community with about 304 homes complete. “Set against the Union Peak Sonoran Preserve backdrop, Union Park at Norterra is a brilliantly designed

to Florence Pugh’s performance. Florence is a standout who brings an energy and personality that differs her from Natasha and, in this case, clearly outshines her. I cannot say the same for the characters of Red Guardian and Melina, though the actors are certainly trying, it is just not enough. It’s a film that feels like it’s trying to be a more classic thriller film but is unfortunately held back by the expectations and similarities of prior MCU films.

The mixing of archival footage of the festival, news of events at the time (notably the moon landing), and interviews is beautiful. Summer Of Soul (....or, When the Revolution Could Not Be Televised)
Gunpowder Milkshake A hitwoman must reunite with her estranged mother after a job goes horribly wrong. Gunpowder Milkshake really wants to be a stylish, Tarantinoesque action film with quirky characters and old school homages. Unfortunately, underneath all that style lies little substance. A brilliant cast is wasted on paper thin characters, a generic story, and action that’s been done to death before. There’s only so many times you can do neon-soaked long takes before the novelty wears off. There’s also no actual exploration of the passing of generational scars and violence that it introduces. What a disappointment.
AUGUST RELEASES August 6: The Suicide Squad Annette A prequel set after the events of Civil War, where Natasha Romanoff faces her origins and past demons to shape a better future for her loved ones. There’s really not much to say if you’re familiar with the MCU (Marvel Comics Universe) at this point. Though some interesting ideas are present (namely the Red Room’s parallels with human trafficking) and Cate Shortland shows some great action directing skills, Black Widow is a very underwhelming film. It is mostly brought down by its mediocre script, which continues Marvel’s commitment to bathos while not really going into the themes it presents. Add Scarlett Johannson’s clearly disinterested performance, like she’s ready to be done with this series, and you bring her time as the Black Widow to a two-plus hour death. On the upside, Yelena Belova is actually quite likable, but I attribute that mostly 24 • August 2021 • NORTH PHOENIX NEWS

A documentary about the overlooked Harlem Culture Festival of 1969. This includes never before seen footage of the event. Few films from 2021 have had moments that brought out my emotions like the scenes in Summer of Soul. We see the performers and festival goers relive their memories through past and newly found footage of the actual event. The emotions portrayed through their reactions
The return of Dominic Toretto and his crew as his long lost brother resurfaces with an old enemy. F9 has a sincerity missing from some of the more recent Fast films. It knows it’s over the top, but like the best entries in the series, it commits to it, playing it with an authenticity that the actors go with. John Cena is perfect for this series, as his energy makes his character interesting and surprisingly nuanced. Justin Lin reminds everyone how he’s still one of the best big budget filmmakers working today, giving a coherent and exciting vibe to the action. The remaining cast is still a lot of fun, especially Michelle Rodriguez.
