New FundPHX Tool Allows Residents to Participate in the City Budget Process By Councilwoman Debra Stark, District 3 THE CITY OF PHOENIX IS ALREADY PLANNING FOR NEXT YEAR’S CITY BUDGET—AND WE NEED YOUR INPUT TO HELP SHAPE A BUDGET THAT REFLECTS THE PRIORITIES OF PHOENIX RESIDENTS. FundPHX is an interactive online tool that was launched earlier this year to help residents better understand how the budget is created, to provide the opportunity to engage in the City’s annual budget process, and to promote transparency. The City of Phoenix’s $1.4 billion General Fund operating budget funds services that residents in the nation’s fifth-largest city depend on daily. These services include police, fire, libraries, parks, streets, senior centers, public works, and so much more—all services that affect residents’ daily lives. Every year, the City of Phoenix must pass a balanced budget, as required by City Charter. Phoenix’s participatory budget process includes ample opportunities for public comment and engagement. Now, the process is even more accessible with the FundPHX tool, which is available in English and Spanish. FundPHX allows residents to try their hand at balancing the City’s $1.4 billion General Fund operating budget. With the interactive tool, residents can see for themselves what each service costs and how much it would cost (or save) to change service levels. Residents can also give feedback on current funding levels and share community priorities with staff.

As residents interact with the tool, more information is available at their fingertips. Each area in the tool is also linked to the citywide inventory of programs to provide more detail by department. Residents can also access previous publications, budget documents, budget process calendars, and more by visiting phoenix.gov/budget. With the FundPHX tool, engaging in the City’s annual budget process is something residents can do safely at home. The Budget and Research Department will gather feedback monthly and share it with the City Council, city management, and departments to help guide development of the 2021-22 operating budget. Inspiring Community Through Connection

A Festive Community By Allison J. Barnett THIS YEAR WAS A YEAR FOR THE BOOKS IN SO MANY WAYS. One of the highlights is just how our vibrant North 32nd community came together to create magic and happy memories throughout the year despite the challenges we faced. While celebrating has certainly been different this year, there is so much gratitude knowing that we live in a community that will strive to come together to celebrate holidays and special events in new and different ways during uncertain times. Early in 2020, our community rallied with chalk art throughout the neighborhood done by incredible artists, friends and family alike. Then we found ways to bring shamrocks and Easter egg hunts in new ways, which gave families something to look forward to as they engaged in their evening walks. There were many birthday car parades too, including one for a wonderful car aficionado named Ryken. Our community was so creative in rallying to support each other by making masks, and delivering food and other essentials to those that needed them. We created new business ideas, including selling kids’ homemade delicious treats, and so much more. We also enjoyed an online citrus map with neighbors sharing with neighbors some of their bounty. Halloween even though trick-or-treating was a bit different. As we head into what is one of the most festive seasons in our community, let’s see just how bright we may make this season of light. City News Street Repair and Pavement Updates STREET TRANSPORTATION CREWS HAD A BUSY AND PRODUCTIVE STREET PAVING SEASON. In District 3 alone, crews have completed 85.4 miles of mill and overlay work, 102.9 miles of preservation treatments, and 126.6 miles of crack seal (from July 1, 2018 to Oct. 31, 2020). Street transportation crews generally stop resurfacing projects in late October

or early November when the temperatures drop, as treatments are best applied when temperatures are higher. Crews will now turn their attention to prep work for the next paving season, which is expected to begin in early March. To find out which streets are included in the five-year pavement maintenance program, visit the Pavement Maintenance Dashboard at phoenix.gov/pavement. “The condition of our streets is one of the issues we hear about the most from constituents,” says Councilwoman Debra Stark. “Well-maintained streets are important to Phoenix residents. Through the Accelerated Pavement Maintenance Program, Phoenix is repairing and repaving some of our most-heavily travelled roads to improve our city’s infrastructure.”

RECENTLY, AFFINITY WEALTH ADVISORY GROUP TEAMED UP WITH COMMUNITY MEMBERS FOR ITS SECOND ANNUAL DIGNITY DRIVE. A Dignity Drive is where an organization collects gently used and new bras for women exiting homelessness and unsafe environments. “Our goal was 2,000 bras and, with the help of a grant from the MDRT Foundation of $2,500, we exceeded our goal for a total of 2,868,” according to the Affinity Wealth Advisory Group team. Our publishing group, Eculeus Group Publishing (EGP), teamed up with local businesses to collect 377 bras to help in the effort. We would like to say thank you to 32 Shea, Uptown Medispa, Jabz Boxing and DUO Salon for allowing

locations.

This year’s Dignity Drive doubled the number of bras collected last year. For 2021, Affinity Wealth Advisory Group has an even bigger goal. “Next year our goal is 4,000,” according to the organization. “Believe it or not, it takes about 150 bras a week to meet the needs of women in the Valley.” “Many people don’t think about bras when it comes to donations for women in need, but dignity in appearance is important when attending interviews or reporting to work,” explains Natasha Beal, publisher at EGP. “Our team is so grateful for all of the local businesses and community partners who allowed us to place donation boxes at their locations and to community members who donated.”

Financial Developments to be Thankful for in 2020 This year has been a rollercoaster ride. COVID-19 has dominated the headlines and impacted every aspect of our lives. It has shut down businesses, schools, and workplaces. It’s changed the way we interact and socialize. And of course, it has deeply impacted the economy and the financial markets. It can be hard in 2020 to find the good news, but there actually are a few economic developments for which we can be grateful. There’s also quite a bit of uncertainty ahead of us. COVID-19 ended the longest bull market and longest economic expansion in history. The previous bull market started in 2009 and lasted for nearly a decade before crashing in just a few short weeks over February and January of this year. Between February 19 and March 23, the S&P 500 fell 33.93%. Since that point, though, the markets have surged. From March 23 through October 29, the S&P 500 is up 47.94% and is nearly back to its pre-COVID levels. As mentioned, though, there is still uncertainty ahead. The COVID-19 pandemic is far from over. There’s also uncertainty about how the results of the election will impact the markets, the economy, and the country’s COVID-19 response. While the market’s rebound is a fortunate turn of events, there’s no guarantee that it will continue. Local Boy Scout Troop Hosts 71st Annual Christmas Tree Sale By Michelle Talsma Everson IF YOU’RE PURCHASING A FRESH-CUT CHRISTMAS TREE THIS YEAR, CONSIDER HEADING OVER TO THE CHRISTMAS TREE SALE RAN BY BOY SCOUT TROOP 41. The annual sale, located at 1104 E. Northern Avenue, is a long-time tradition more than 70 years in the making and features fresh cut trees from Oregon. “Many boys from our troop come from all over the Valley to take part in this longstanding tradition while earning merit badges, serving the community, and learning skills that they carry with them for life,” says Angela Hutchinson, a parent volunteer with BSA Troop 41. “Our grower has a 200-acre Christmas tree farm that is located within a mile of the rampant wildfires in Oregon, but it was

saved from the chaos due to the efforts of many volunteers and trained firefighters.” According to the troop, there are no sales taxes on purchased trees. Because of the pandemic, they will be implementing masks and social distancing guidelines, and ask that all customers do the same. “Our primary fundraiser continues to be the selling of Christmas trees,” according to the troop’s website. “The boys benefit from this experience by being able to go on a week long summer trip outside the state of Arizona. Some of the trips that we’ve done recently are hiking in and around Yellowstone National Park and the Grand Tetons, exploring Southern Utah, and surfing in Ventura, California.” To learn more, visit BSAtroop41AZ.org.

The Southwest Diamond Duo often entertain at the event with guitar and vocals. The musicians in the duo are neighbors who began singing together after they met at the craft show last season. City News A 40-year North 32nd Tradition of Giving Continues with Christmas Trees By Jenna-Lee Neff FOR MORE THAN 40 YEARS, HELEN ANDERSON HAS MADE IT HER MISSION TO DELIVER GIFTS FOR THE CHILDREN AT SAINT PETER INDIAN MISSION SCHOOL AT CHRISTMAS. Now she is bringing together the spirit of giving with the excitement of Christmas trees to take the cause to a new level. For Anderson, the call to generosity began in 1979, when she came into work one day and found a woman crying in the reception area. “She was crying because she had been out all day looking for broken or discontinued toys from storekeepers who slammed doors in her face,” Anderson shares, describing the conversation with the nun from Saint Peter Indian Mission School. In that first year, Anderson helped provide Christmas for 13 children at the

school. The following year, she started shopping for gifts in January and provided for children at Saint Peter Indian Mission School and Saint John’s Indian Mission School. Anderson’s dedication to the cause continued, and even though Saint John’s closed many years ago, she continued her work with Saint Peter. Now, Anderson’s contributions help bring gifts to more than 300 children every holiday season, but at 84-years-old, Anderson admits that it’s getting harder to collect the large number of gifts and get them to the mission each year. “Right now, I have five huge construction bags in my garage that have to be brought to the mission,” she says. “The nuns will grab them because I don’t drive anymore. So, I’ve had to change a few things since then.” Over the years, Anderson has also decorated and developed an extensive collection of Christmas trees. The trees

were originally used to help get her in the Christmas spirit early to give her the inspiration she needed to keep putting hard work into collecting mission gifts. Once they were on display each year, Anderson says people would stop just to see the trees. She recalls fondly how excited children were to see them up early, realizing that Santa would come their way soon.

She shares that after retiring it became harder to keep up with providing gifts for the school. But through hard work and donations, she was able to keep the tradition alive. Then in 2019, Anderson put her trees up and people started stopping to ask if they were available for purchase.

Some of the trees Anderson has in her current collection are a Santa-themed tree and a zebra-themed tree. When someone purchases a tree, they not only get what is on it, but also any accessories that are with it that might make it a standout piece.

Anderson says she thought that was great, and the incoming funds from the sales of the trees helps her continue to provide toys for children at the school. Now, she decorates more trees and invites people to come see them on display, hoping to send someone home with an exciting piece of Christmas cheer while

Family World of Illumination: A Bright Idea in Entertainment

n a brave new world, where the height of entertainment is seeing what recently dropped on Netflix, one Valley business is working to burst the boredom bubble — just in time for the holidays. World of Illumination — the largest drive-through animated light show in the world — has two Valley locations, each with its own unique theme. Rockin’ Christmas, a musical adventure come to life, is in Glendale at Westgate Entertainment District. Arctic Adventure, a polar-themed extravaganza, is located at Tempe Diablo Stadium. Family Camp Hubbard Winter Camp Offers Safe, Affordable Fun to Local Kids

amp Hubbard will offer an exciting, action-packed winter camp for children, ages 4 to 14, at Paradise Valley Christian Preparatory School in Phoenix.

uring the COVID-19 pandemic, many mental health professionals have noted that factors like stress, quarantine, and more have made mental health issues even harder to deal with. In fact, the Centers for Disease Control (CDC), in a June study, discovered that 40 percent of adults reported struggling with mental health or substance abuse. The professionals at Uptown Psychiatry want those suffering from mental illness to know that they don’t have to struggle alone—that help is out there—and it can be personal and approachable, too. Open since May 2019, Uptown Psychiatry is a boutique psychiatry office that is home to practitioners Brooke Morrow, PA-C, and Charlie Rounds, PA-C. Both have been practicing psychiatric care for years and have a breadth of experience. At Uptown, they treat a variety of mental health issues, including anxiety, depression, ADHD/ADD and opioid addiction. They also see patients dealing with alcohol addiction, PTSD, insomnia, and post-partum depression. Rounds has 12 years experience as a physician assistant, and has an additional board certification in psychiatry. He brings a broad scope of expertise in emergency medicine, general psychiatry, and addiction medicine. For those battling substance abuse, he has extensive specialty training and expertise in the outpatient treatment of opioid use disorder utilizing medications such as buprenorphine (Suboxone) and Vivitrol in combination with psychotherapy. Morrow has been providing psychiatric care for the past 14 years. She has experience working with children, adolescents and adults in both inpatient and outpatient settings. She is devoted to the diagnosis, prevention, study and treatment of mental health disorders. She has broad training in the assessment and management of mental health disorders and brings extensive experience treating a wide variety of psychiatric disorders such as mood disorders, anxiety, depression, sleep disorders, and ADHD. Most importantly, she has a unique ability to connect and communicate with her patients, creating an immediate sense of ease and confidence, which encourages a collaborative approach to assessment and treatment.

Both Morrow and Rounds note that they offer a boutique style psychiatry experience with comprehensive evaluations and personalized treatment plans. They have a passion for their patients, with the overall goal to help patients live a life not constrained by mental illness. They do their best to eliminate stigma, ensure confidentiality, and provide individualized treatment. Unlike other “big box” style psychiatry offices, they take the time to explain what the options are and what to expect as patients get started. Treatment plans are specifically tailored for patients’ maximum benefit and satisfaction. “We’re different from a big practice because we offer a very personal experience for the patient,” Morrow says. “In a bigger practice, a patient might be bounced around from person to person, but we prefer to develop an ongoing relationship with our patients,” Rounds adds. At Uptown Psychiatry, Morrow explains that they provide medication management to patients diagnosed and experiencing mental illnesses. Patients can be referred to them by their doctors or many have found them through word of mouth and online searches and reviews. Their practice treats all ages— from children to adults—pretty much anyone dealing with mental health issues, Rounds explains. “We want to get the word out that there are different psychiatry practice options out there, and that you don’t have to struggle or be alone,” Rounds adds. “We both are very personable and I feel like we provide more time than a typical psychiatry office,” Morrow says. “We want to make sure that the patient doesn’t feel rushed and that we have ample time for a treatment plan, goal setting, and looking into all of the

modalities of treatment possible. You will also always see the same provider.” With the COVID-19 pandemic mixed in with people’s busy schedules, both Morrow and Rounds share that they do their best to make appointments as flexible and safe as possible. “We offer virtual appointments, have a limited amount of patients in the office, and of course require masks,” Rounds explains. “We are also very responsive; we do our best to reply to patients right away when they have questions in between appointments,” Morrow adds. Since their practice emphasizes accessibility to everyone, Uptown Psychiatry is patient-paid and does not take insurance. Instead, their visits are affordable and qualify for FSA and HSA expenses. “We’re also a paper-free practice, so that makes it easier on the patient, too,” Morrow says. “We’ve been doing virtual appointments before they were cool,” Rounds says. “There are quite a few healthcare companies offering virtual appointments, but they are usually one-off appointments without the opportunity to development a strong therapeutic relationship. Assessing and treating mental health concerns is a fluid process that evolves over several visits. We use a secure application for messaging and video visits and have perfected the experience so it doesn’t feel awkward or new. Our primary goal with Uptown is to make an uncomfortable topic feel as natural and comfortable as possible. Virtual appointments play a big part because they allow patients to interact in wherever they are most comfortable without having to fight traffic or travel across town or even the state to get to the office.” So how does someone know if they should make an appointment with Uptown Psychiatry? Solar Must Be Installed by Dec 31st or Miss Out on 26% Tax Credit

rizona Home Owners have until December 31, 2020 to have a solar system installed and be “Operational” to qualify for the Federal Investment Tax Credit (ITC). If the system is installed after that date the tax credit will drop to 22% in 2021 and 0% in 2022. Is there still time for a solar project to be initiated and completed before the end of the year? According to Val Berechet, President of SunSolar Solutions, a local solar company with over 6500 customers in Arizona, it only takes one or two days to complete a solar installation. The issue is, it can take anywhere from 60 to 90 days from the point of getting a proposal to having the permit from the city and approvals from APS. So it is getting close to the point where that will become impossible to accomplish. To remove the uncertainty for their customers SunSolar Solutions will guarantee customers an installation in 2020 if they call for a proposal through October 2020.

In addition to the Federal ITC, the State of Arizona will issue a $1000 tax credit that can be applied to 2020 state taxes. According to Solar Energy Industry Association (SEIA): If a homeowner buys the solar energy system outright (either paying cash or financing with a loan), they cannot use any commence construction safe harbor provisions. To receive the full 26% residential solar tax credit, the system must be “placed in service” before the end of the day December 31, 2020. It is not enough to have signed a contract, or to have made a down payment or even to have begun construction. There is no bright-line test from the IRS on what constitutes “placed in service,” but the IRS has equated this with “completed installation” in a Private Letter Ruling. The residential credit is claimed on the tax return for the year in which the qualifying expenditures are incurred, and the tax rules say the costs are incurred when the

system installation has been completed.The 25D tax credit will step down to 26% in 2020, 22% in 2021, and 0% starting in 2022. If a homeowner buys a newly built home with solar and owns the system outright, the year that they move into the house sets their credit eligibility. Expenditures are generally treated as incurred when the original installation of the solar energy system is completed on an existing home. However, if a new solar energy system is purchased in connection with the new construction of a home, the costs are treated as incurred when the taxpayer begins living in the home. QUICK FACTS The ITC is a 26 percent tax credit for solar systems on residential (under Section 25D) and commercial (under Section 48) properties. The Section 48 commercial credit can be applied to both customer-sited commercial solar systems and large-scale utility solar farms.

WHAT IS CBD? CBD, or cannabidiol, is one of numerous organic molecules found within the hemp plant. This molecule interacts with a human’s naturally occurring endocannabinoid system, or ECS. The human body naturally has an ECS that helps maintain and promote homeostasis within the body through the use of cannabinoids. CBD interacts with CB1 and CB2 receptors throughout the nervous systems, and helps maintain equilibrium. ISN’T CBD IN CANNABIS? HOW ARE HEMP-DERIVED CBDS ANY DIFFERENT? Naturally, the hemp plant is rich with CBD and contains very low levels of THC. The marijuana plant is the opposite, containing higher levels of THC and lower levels of CBD. With CBD from hemp there are no psychoactive effects on humans. WHAT ARE THE DIFFERENT TYPES OF CBD? There are distinct differences between the popularly known isolate CBD, broad spectrum CBD, and full-spectrum CBDbased products. It must be noted that CBD is only one of over 100 different cannabinoids found in the hemp plant. Isolate means that the CBD molecule has been isolated by itself, resulting in a fine white powder that can be infused into oil, creams, food, and more. A broad spectrum CBD base includes the CBD molecule as well as small amounts of other molecules like CBN and CBG, while excluding any and all THC. A full-spectrum CBD base contains everything in a broad spectrum CBD base, but it contains trace amounts of THC. A full-spectrum has been found to be the most beneficial long term. When you compare an isolate product to a full-spectrum, it has been shown that isolates show a bell curve effect when it comes to tolerance. This means you have to keep increasing your dose of an isolated product; eventually it provides little to no effect. Cannabidiol (CBD) is currently being studied for this exact reason. When you take a medication, your body has to metabolize, or break down, the compounds. An enzyme called CYP450, found in the human body, is responsible for transforming foreign substances in the body to be eliminated from the body through the liver in an easy process. Some substances can cause an interaction with the CYP450, similar to the common ‘grapefruit warnings’ found on some medications. By changing the rate of metabolism, CBD may create effects synergistically that were not originally intended by the medications original design and purpose. If you are taking CBD with any other medications, it’s important to discuss this with your healthcare provider. Most doctors have the ability to perform pharmaceutical tests to ensure there are no negative interaction effects so you may still safely take CBD. WHAT AM I GOING TO EXPERIENCE WHEN I DOSE CBD? GET REGULAR EXERCISE Physical activity will release endorphins, which are chemicals that help decrease inflammation, support restful sleep, and decrease stress. If we eat foods that naturally decrease inflammation, we will have less physical stress on our body.
