By Debra Stark, Councilwoman, Phoenix District 3 THE CITY OF PHOENIX RECENTLY TOOK STEPS TO EXPAND ITS PUBLIC WI-FI COVERAGE AND HELP BRIDGE THE DIGITAL DIVIDE. This summer, my City Council colleagues and I approved the installation of WiFi antennas on city-owned, public facilities through the Federal Coronavirus Aid, Relief and Economic Security (CARES) Act. The expansion includes areas outside nearly 50 libraries, senior centers and recreation centers. The free, public Wi-Fi is available to all residents—especially students and parents who need access to the internet to participate in distance learning, and seniors who may rely on public centers to remain connected.

The expansion includes the following public centers near the North 32nd area: • Shadow Mountain Senior Center 3546 E. Sweetwater Ave. • Paradise Valley Community Center 17402 N. 40th St. • Mesquite Library 4525 E. Paradise Village Pkwy.

• Mountain View Community Center 1104 E. Grovers Ave.

To use this service, you need a wireless device such as a laptop computer, smart phone, or tablet. Residents can now connect their devices daily between 8 a.m. and 9 p.m. to access the free public service.

In most cases, Wi-Fi can be accessed by residents as far as the building’s parking lot for participating locations. Some users may walk up to connect outside of the building, while others may drive into the parking to connect from their car.

The Wi-Fi signal is strongest closer to the building.

Earlier this year, the Phoenix City Council allocated $293 million of federal CARES Act funds into three main categories: Community Services ($75 million); City Operations ($75 million); and Reserve to Preserve City Services ($143 million). The allocations include relief for residents and businesses in need of assistance. The City of Phoenix must expend these funds by the end of the year, and funds are still available.

AS MORE REVITALIZATION IS TAKING PLACE ALONG THE NORTH 32ND CORRIDOR, LOVECRAFT, AN ALE HOUSE, BOTTLE SHOP AND NEW MEXICAN SMOKE KITCHEN, IS RAISING THE ROOF WITH THE FIRST ROOFTOP PATIO IN THE AREA. Knowing that they would eventually build a patio for future expansion, it wasn’t until a fateful day when owners Rebecca Golden and Ryan Castillo were on the roof fixing things that they looked around and saw the 360° views of the Phoenix Mountain Preserve.

“It was around sunset when we saw the incredible sunset reflecting off the mountains from the roofline and, at that moment, we knew that we had to go up on the rooftop for the patio,” says owner Rebecca Golden.

It’s taken about a year for variances and permits to be approved, but on October 12, the construction started.

“We are open during construction,” says Golden.

“We know it’s a little messy, but being a locallyowned business trying to survive this crazy year with all things COVID, we have to stay open.

It’s pretty cool though—entering through the backdoor makes it feel like a speakeasy entrance.”

Since opening almost two years ago, we listened to comments and Lovecraft has made a lot of changes, according to Golden. They have expanded their food menu into a full dinner menu serving New Mexican cuisine combined with Texas-style smoked meats and some BBQ dishes, including smoked prime rib offered Fridays and Saturdays. In April, they received their liquor license and have a full bar along with 130 craft beers, wine, mead, and cider.

“To-go craft beer sales are off the charts because the Lovecraft bottle shop offers many unique beers that are new to the Phoenix market and hard to find at retail stores,” Golden explains. “People can literally pop in on their way home from work and buy some beers just like a store. It’s quick and easy.”

The patio will be full service, including dinner and cocktails and weekly entertainment. It is scheduled to be complete by early 2021. New Report: Arizona Ranks Third For Economic Momentum ARIZONA IS RANKED THIRD BEST IN THE NATION FOR ECONOMIC MOMENTUM, BASED ON A NEW REPORT BY STATE POLICY REPORTS. The report ranks states’ economic momentum based on growth in personal income, employment and population. Arizona ranked in the top four for employment growth and population growth. Arizona is tied for third with Montana.

What Would Your Social Security be Worth If You Viewed It as an Asset?

ow much is your Social Security benefit worth? Social Security can provide you with an estimate of your benefit at retirement, but that’s in terms of how much income you’ll receive each year. How much would that income be worth if it were valued as a lump sum asset, like your 401(k) or IRA balance?

There’s no easy answer to that question. It depends on a few factors, like the amount of your benefit, when you file for benefits, and how long you live. A writer from the Washington Post recently attempted to estimate the value of Social Security benefits.

He assumed a monthly benefit amount of $1,500 dollars, which is pretty close to the average benefit of $1,503 in December 2019.

According to the Social Security Administration, a $1,500 monthly benefit for a 65-year-old man

with typical life expectancy, has a value of $200,910. For a 65-year-old woman, the value is $218,085.

These values increase when you include Social Security cost-of-living adjustments, also known as COLA. These are annual benefit increases to help seniors keep up with inflation. When you factor in historical COLA, the value of a 65-year-old man’s $1,500 monthly benefit increases to $266,105. For a woman, the value increases to $295,350.

Social Security provides a helpful foundation to fund your retirement, but you’ll likely need additional assets, like a 401(k), IRA, annuity, or even a pension. Fortunately, there are steps you can take to increase your Social Security income, such as: Work longer. Your Social Security benefit is based on an average of your highest-earning

35 years of compensation. By working longer, you may be able to replace some of your lowerearning years from earlier in your career with higher-earning years. That could significantly increase your benefit amount.

Delay filing. You get your full benefit if you file at your full retirement age (FRA), which is between 66 and 67 for most people. However, you can increase your benefit by delaying your filing past your FRA. You can delay all the way to age 70, and you receive an 8% credit for each year you wait. That means if you delay your filing from age 66 to age 70, you could increase your benefit by 32%.

he holidays are just around the corner, and when the family gathers, it can be a great time to talk to the person or persons you have chosen as your executor, personal representative and/ or trustee.

IS YOUR EXECUTOR WILLING TO SERVE? If you are just beginning your planning, it is a good time to ask your chosen trustee if they are willing to serve. You don’t want a situation to arise where the people you counted on to serve are saying they won’t. That is one way to end up in an expensive court proceeding.

DOES YOUR EXECUTOR UNDERSTAND WHAT’S EXPECTED OF THEM? Next, talk to them about the type of plan you are putting together. Is it a Last Will and Testament with the expectation that they will be filing the Will with the probate court before being able to proceed? Or have you put in place a Revocable Living Trust that will let them avoid court proceedings and quickly

step in to wrap up your estate? Be sure they know what will be expected of them.

Another item to mention is your incapacity planning.

Many trustees only think about being called to serve when you pass away. Make sure they understand that if you are incapacitated, they may need to step in to manage your finances.

WILL YOUR EXECUTOR TREAT YOUR BENEFICIARIES AS YOU WISH? If your trustee will also be managing a trust for a beneficiary, perhaps a minor or young adult, talk to them about what you wish for your beneficiaries. How should distributions be handled? Is learning to work hard and make your own way important to you? If so, your trustee needs to know what that means in terms of the trust you have created for your beneficiary.

Health How Prolonged Technology Use Impacts Poor Posture—And What Helps

N

ow more than ever, we are reliant on our technology tools like smartphones, tablets and computers. Especially now that many parents and kids are working or distance learning from home, we can find ourselves sitting in front of a computer screen for too long.

These new tech tools can make our lives easier in some ways, but they can definitely be the cause of your neck and upper back pain and even headaches.

From texting, emails, social media, browsing the world wide web, we can spend hours looking downward. This year, the CDC came out with a study showing that we are averaging 7.5 hours of screen time a day.

When the head is positioned down, or flexed forward, you are altering the biomechanics of your spine. This creates an unnatural angle on your neck and develops into poor posture. This poor posture is also referred to as having an “anterior head carriage.” Every time we hold this unnatural position for a prolonged period we increase the pressure in the joints and discs of our cervical spine. This is when we start experience neck and upper back pain and often headaches.

HERE ARE SOME TIPS THAT CAN HELP RELIEVE SOME OF THE DAMAGE DONE FROM POOR POSTURE: 1. Take frequent breaks from your phone, tablet or computer. Set aside specific times in the day to check your emails, social media accounts or any other thing that requires access to the internet.

2. Elevating your phone to eye level can help decrease the discomfort in your neck and upper back.

3. Be more aware of your posture. Try squeezing your shoulder blades closer together and pulling your chin inward to avoid hunching.

4. Include some neck exercises and stretches throughout the day. For example, chin retractions can help strengthen the muscles in the neck. Practice sitting up straight, shoulder blades together and bringing your chin inward, hold the position for 3-5 seconds and then relax.

5. Set a timer for the amount of time you want to spend on your phone, tablet or computer.

Career-driven, student-focused educational opportunities

T

hroughout 2020, schools and students alike have faced unprecedented challenges. Now, as Arizona starts to revive, students are looking for the education option that best fits their needs. Some schools are offering online learning while others are offering a hybrid learning model. Western Maricopa Education Center (West-MEC), a local public career and technical education district, has returned to their in-person, hands on learning model, which is necessary for the variety of programs and certifications they offer.

With four campuses throughout the North and West Valley and more than 37,000 students from 48 high schools from districts in the Phoenix Metropolitan area, West-MEC offers an assortment of funded programs designed for students that are looking for unique career pathways after high school graduation.

of traditional education. There are a variety of career programs for students and families in North Phoenix and nearby communities.

“Today, more than ever, it’s vital that students understand the application of academics to real-world careers,” says West-MEC Superintendent Greg Donovan. “The United States is, and will be, in need of a highly trained and skilled workforce for the 21st century. We are grateful for the opportunity to develop new and thriving educational centers where students are empowered to participate fully in the economy.”

West-MEC’s focus is on the delivery of quality, comprehensive, articulated, industry-validated programs, facilities, equipment and resources that include classroom instruction, laboratory instruction, work-based learning, and a Career and Technical Student Organization.

The Northeast Campus features West-MEC’s Automotive Collision Technology, Automotive

Technology, General Construction Technology, Medium/Heavy Diesel Technology, Coding, Medical Assisting, Pharmacy Technician, and Veterinary Sciences programs.

Those with specific career aspirations such as Alexia Schuyleman, a senior in the Northeast Campus Veterinary Sciences program, can get a head start on the competition for college after high school graduation. The two-year program she has enrolled in will teach her how to deliver medical care to domestic, exotic and large animals, i.e. cats, dogs, reptiles, and birds.

“I’ve wanted to be a veterinarian since I was five-yearsold. Being here and in the profession and having the knowledge is important so when I am working in a clinic, I’ll have that experience to know how I can help right away. That was the biggest thing that drove me to West-MEC,” Schuyleman says.

to assist a certified veterinary technician and/or veterinarian in surgery, run laboratory tests, obtain animal vitals, and provide daily care and enrichment to the animals up for adoption. This program prepares students to be a vital part of the veterinary team, working together to save animal lives.

The Veterinary Sciences program is not the only healthcare related certification a student can obtain at West-MEC’s Northeast Campus, either. Students can participate in the Medical Assisting or Pharmacy Technician programs, as well as other trades such as General Construction Technology or Automotive Collision Technology.

Pharmacy Technician program instructor Audrey Stewart said that every graduate of her one-year program is eligible to test and be employed as a pharmacy technician. Should students choose to further their education at a university or pursue additional healthcare-related careers, they will already have an advantage.

“Anyone my age when I describe what I do says, ‘I wish they had that when I was in high school,’ and the amazing part is that the students all have an inkling in what they want to do. I don’t expect them to all come in to be pharmacy technicians for life or to become pharmacists, but they have an interest in healthcare.

So, I try to keep it broad so they can have success in whatever they choose to do in the end,” Stewart says.

“The best part is that it gives them flexibility with full-time options with benefits, or part-time while pursuing other options such as college or other education.”

West-MEC’s Northwest campus offers many of the same programs as its sister locations, but a unique aspect of the Northwest Campus is the Biomedical Science program.

“This comprehensive and accelerated program invited students to participate in the vast field of biomedical science including work in forensics, anthropology, biomedical engineering, and more,” says instructor Tye Helm.

Helm adds, “West-MEC’s Biomedical Science program bridges the gap between academics and industry by instilling vital biomedical skills and techniques, core knowledge, and professional softskills for students to enter the laboratory technology field prepared. Furthermore, the program follows a student-centric, research-based, teaching paradigm that prepares students for the field in the same manner as leading medical schools in the nation.”

“The steps you see the students take are amazing,” says Job Coach Lyntasha Barrett, whose own daughter went through the program several years ago. “They’re nervous and a bit stressed out at first, but then they blossom into confident and happy adults. And, when they go on to get a job and do well in their careers, it’s a wonderful sight to see.”

The two-year Medical Assisting Program prepares students with the necessary clinical and administrative knowledge to become entry-level medical assistants. Students will receive handson training and learn how to properly administer injections, take vital signs, record EKGs, implement basic accounting procedures, and understand the fundamentals of patient documentation.

West-MEC does not limit its instruction to traditional high school students, either. The district offers a variety of adult education courses to those wishing to make a career change or become certified for indemand job opportunities.

In addition, West-MEC also boasts its Project SEARCH Program. Project SEARCH is an international program that helps empower young adults with disabilities to help them make a successful transition from school into a professional career. Participants are taught relevant, marketable skills while immersed in the working world. Student

West-MEC is a public school district and receives its funding from the state of Arizona.

About 68 percent of its funding comes from the state and the remaining 32 percent comes from the CTED (Career and Technical Education District) voter-approved measure. The majority of West-MEC’s instructional budget is designated to 12 Member School Districts that teach satellite programs.

This funding helps support CTE programs, Career and Technical Student Organizations training, student grants, and professional development for teachers. The remainder of the funding goes toward West-MEC operated programs.

Real Estate Homeowners’ Net Worth 40 Times Greater Than Renters’

Solar Must Be Installed by Dec 31st or Miss Out on 26% Tax Credit

A

rizona Home Owners have until December 31, 2020 to have a solar system installed and be “Operational” to qualify for the Federal Investment Tax Credit (ITC). If the system is installed after that date the tax credit will drop to 22% in 2021 and 0% in 2022.

Is there still time for a solar project to be initiated and completed before the end of the year? According to Val Berechet, President of SunSolar Solutions, a local solar company with over 6500 customers in Arizona, it only takes one or two days to complete a solar installation. The issue is, it can take anywhere from 60 to 90 days from the point of getting a proposal to having the permit from the city and approvals from APS. So it is getting close to the point where that will become impossible to accomplish. To remove the uncertainty for their customers SunSolar Solutions will guarantee customers an installation in 2020 if they call for a proposal through October 2020.

In addition to the Federal ITC, the State of Arizona will issue a $1000 tax credit that can be applied to 2020 state taxes.

According to Solar Energy Industry Association (SEIA): If a homeowner buys the solar energy system outright (either paying cash or financing with a loan), they cannot use any commence construction safe harbor provisions. To receive the full 26% residential solar tax credit, the system must be “placed in service” before the end of the day December 31, 2020.

It is not enough to have signed a contract, or to have made a down payment or even to have begun construction. There is no bright-line test from the IRS on what constitutes “placed in service,” but the IRS has equated this with “completed installation” in a Private Letter Ruling. The residential credit is claimed on the tax return for the year in which the qualifying expenditures are incurred, and the tax rules say the costs are incurred when the

system installation has been completed.The 25D tax credit will step down to 26% in 2020, 22% in 2021, and 0% starting in 2022.

If a homeowner buys a newly built home with solar and owns the system outright, the year that they move into the house sets their credit eligibility. Expenditures are generally treated as incurred when the original installation of the solar energy system is completed on an existing home. However, if a new solar energy system is purchased in connection with the new construction of a home, the costs are treated as incurred when the taxpayer begins living in the home.

QUICK FACTS The ITC is a 26 percent tax credit for solar systems on residential (under Section 25D) and commercial (under Section 48) properties. The Section 48 commercial credit can be applied to both customer-sited commercial solar systems and large-scale utility solar farms.

Congress passed a multi-year extension of the ITC in 2015.

A tax credit is a dollar-fordollar reduction in the income taxes that a person or company would otherwise pay the federal government. The ITC is based on the amount of investment in solar property. Both the residential and commercial ITC are equal to 26 percent of the basis that is invested in eligible solar property.
