APS Deadline Approaching, Homeowners Must Act Now
omeowners must sign up for solar and have an APS Solar Reservation approved by APS by end of day September 30 in order to receive and be grandfathered in to the current cash price for solar system production exported to the grid. Homeowners who go solar after the September 30th deadline will receive a substantially lower cash credit.
A typical rooftop solar system produces a large surplus of power in the Arizona spring months when we have abundant sunshine but little or no need for air conditioning. This power is sold to APS at the price set by the ACC and the cash credit is added to the customer’s account. For systems that are designed to produce the same power per year as the homeowner consumes per year (1:1 ratio), the homeowner will sell 50% to 60% of their solar production back to APS, which creates a cash credit that will be used to pay APS for the additional kWh’s needed in the summer months when the system is producing a deficit amount of the power needed. This ends up being thousands of kWhs sold every year and so the price per unit is very important. The less homeowners get paid from APS, the less cash credit their spring production will generate and the more the homeowner will have to come out of pocket to cover the summer bills. With the exception of 2020 when the ACC voted to postpone the price drop to October 2021 due to the pandemic, the price APS pays the customer for their credits has been dropping yearly since 2017 when the ACC approved ending Net Metering and replacing it with a form of Net Billing, known as RCP. Prior to 2017, customers who installed solar were grandfathered into Net Metering, which provided homeowners a 1:1 kWh credit, which meant they are getting full price for their production as compared to what they were being charged. A system designed to

produce 100% of the customer’s usage would leave them with a $20 remaining bill for APS fees and other taxes. Since September 2017, homeowners have been getting grandfathered into the RCP program and their credit is based on the price that APS is required to pay in the year that they sign up. In 2017/18 that price was 12.9 cents. In 2018/19 it was lowered to 11.6 cents and then dropped again in 2019/20 to 10.45 cents where it is today and will be until September 30. At the current buyback rate a homeowner that has a 1:1 or 100% usage to production design will experience a $40 to $80 average remaining APS bill depending on system size. This has increased from the $20 per month under Net Metering and will increase again for customers that go solar after September 30. The good news about RCP is that, unlike Net Metering, homeowners can reduce their annual APS net bill to $0 per year by increasing the number of panels to produce enough additional cash to cover the APS differential in prices, fees and other taxes. Once the buyback rate drops in October it will take more panels to get the net to zero. There is very little, but enough time left, to get a solar system custom designed for your home and have the APS reservation submitted and approved before the deadline. Pilot Program Closes Nearby Trails During Extreme Heat to Protect Public, First Responders By District 3 Councilwoman Debra Stark THE PHOENIX PARKS AND RECREATION BOARD RECENTLY APPROVED ADJUSTING HOURS FOR TRAILS ON CAMELBACK MOUNTAIN AND PIESTEWA PEAK WHEN THE NATIONAL WEATHER SERVICE ISSUES AN EXCESSIVE HEAT WATCH. On those days, access to Camelback and Piestewa trails will be closed from 11 a.m. to 5 p.m. for the duration of the pilot program until September 30. This move is reasonable and prioritizes safety for the public and our first responders. No doubt, our Phoenix Mountain Preserves are beautiful and one of our city’s best assets. But when we experience extreme temperatures, it can be downright dangerous for anyone to be on the trails. The heat can affect even experienced hikers and firefighters skilled in tactical rescues.
Firefighters are called to rescue people off mountains not only because of heat-related illness, but also for broken ankles, bee attacks, for someone off trail, and more. Regardless of the reason for the rescue, our firefighters are still ascending those mountains wearing 40 pounds of gear, on challenging terrain, and in extreme temperatures.
is not enough. Some have asked why we don’t simply notify the public that help won’t be available if one chooses to hike at their own risk. This is contrary to the mission our first responders uphold daily. Our firefighters will always respond when called for help—but performing these rescues puts them in unnecessary danger.
It is troubling that on June 16, when temperatures reached 116 degrees, 12 of our firefighters had to be sent home after experiencing heat-related illness, and two firefighters were hospitalized with acute renal failure after performing multiple mountain rescues.
Additionally, these rescues are costly and taxing on our resources considering the number of firefighters required, the time it takes, and the amount of equipment needed to perform the task. During a recent Parks and Recreation Board meeting, the Phoenix Fire Department presented that a rescue may cost about $7,000 and about $12,000 when a helicopter is needed.
According to the Phoenix Fire Department, most mountain rescues are performed on Camelback and Piestewa— some of the most vertical and difficult terrain in Phoenix. Posting warning signs

simply adjusts the hours on these two mountains to help protect our residents, visitors and firefighters. Those who do wish to enjoy our beautiful trails—any time of the year—should follow common-sense hiking guidelines such as being aware of the temperature, dressing appropriately, wearing proper shoes, applying sunscreen, carrying a fully charged mobile phone, letting someone know when you plan to finish your hike, and staying on trails. Phoenix Film Festival on the Big Screen August 12-22 THE 21ST ANNUAL PHOENIX FILM FESTIVAL WILL RUN FROM THURSDAY, AUGUST 12 TO SUNDAY, AUGUST 22 AT HARKINS SCOTTSDALE 101 THEATRE. The Phoenix Film Festival started in 2000 by three local
filmmakers as a way to get their films some exposure in their hometown. Twenty-one years and thousands of movies later, the Phoenix Film Foundation has grown from a three-day exhibition to an 11-day celebration of film with over 300 films, filmmaking seminars, parties and student workshops for over 27,000 attendees all at the Harkins Scottsdale 101. The Phoenix Film Festival has been named one of The 25 Coolest Film Festivals and a Top 50 Worth the Entry Fee by MovieMaker Magazine and has been called the most filmmaker-friendly festival out there, according to the festival. The Phoenix Film Festival has announced its opening night film with Apple Original Films’ “CODA” that will be showcased on Thursday, August 12. The film was the first in Sundance Film Festival history to win all top prizes in the U.S. Dramatic Competition category. Amazon Studios’ “EVERYBODY’S TALKING ABOUT JAMIE” is the closing show.

PHASE ONE OF PARADISE VALLEY MALL REDEVELOPMENT BEGINS Phase one of the Paradise Valley Mall redevelopment by RED Development has officially started with demolition now underway. The first phase includes the demolition of Sears, Macy’s and other portions of the mall. The demo, which will take place in one single phase, will continue through the rest of the year with construction expected to begin this fall on Whole Foods along with the residential multi-family units and retail spaces. After the demo is complete, infrastructure and new roadways will be created throughout the site for the new building pads. For forty years, nonprofit Duet: Partners In Health & Aging has been matching volunteers with homebound adults for free-of-charge services that include help with grocery shopping, transportation to medical appointments, providing friendly visits, and more. City News Drought Pipeline Project Combats Potential Shortages of Reliable Water By Jenna-Lee Neff Image Courtesy of the City of Phoenix FOR THE FIRST TIME EVER, IT IS EXPECTED THAT THIS SUMMER THE FEDERAL GOVERNMENT WILL DECLARE A WATER SHORTAGE ON THE COLORADO RIVER. This will hit close to home for more than 400,000 residents in North Phoenix who rely on Colorado River water. But the City of Phoenix has been working on relief for this eventuality since 2017, when it began planning the $280 million drought pipeline project.
Project 4 includes the installation of a new booster pump station and a section of pipeline that will make the station functional. Construction on the fourth project began last month.

Aside from 12 miles of new pipelines, the project also includes the installation of two additional water booster pump stations not mentioned above. The purpose of the pump stations is to carry the water through the new and refurbished systems.

“The drought pipeline project is essential to the economic health and vitality of Phoenix,” the city of Phoenix website reads. “This project will ensure all residents have access to safe, reliable, clean drinking water during future times of shortage on the Colorado River.” According to the city, the updates to existing infrastructure and the install of new infrastructure will allow more flexibility in moving Salt River and Verde River water supplies to areas of the city impacted by Colorado River water shortages. The drought pipeline project consists of four smaller projects taking place at separate locations from North 32nd Street to North 35th Avenue from east to west, and West Deer Valley Road to Bethany Home Road from north to south. Project 1 takes place in the Phoenix Mountain Preserve and nearby neighborhoods with the installation of a 66-inch pipeline and the rehabilitation and replacement of a 48-inch pipeline, the later of which has been completed. Construction began in March 2020. Project 2 includes the installation of a 66inch transmission main along 32nd Street and the installation of a large booster pump station just south of Bell Road at 31st Street. Phase one of this project began in November 2020, while phase two is anticipated to begin later this summer. Project 3 includes the installation of a 42-inch transmission main along North 35th Avenue and the installation of a new valve. By Lori Calhoun, AHH Marketing and Communications Manager ARIZONA HELPING HANDS (AHH), THE LARGEST PROVIDER OF ESSENTIAL NEEDS TO CHILDREN IN FOSTER CARE, CONTINUES TO STRUGGLE TO FIND VOLUNTEERS SINCE THE ONSET OF THE PANDEMIC. In 2019, the organization had nearly 13,000 volunteer hours donated, but by the end of 2021, they estimate volunteer hours will total around 6,000 for the year. Volunteers are critical to AHH and the success of their programs. Volunteers assist with everything from warehouse operations, stocking shelves, preparing for events, answering the phones, and more. Volunteers help run the organization’s Birthday Dreams Program, preparing more than 300 gift packages for children in foster care each month. Not only are volunteers the driving force behind the organization’s core programs, but they also save AHH almost a quarter of a million dollars annually by donating their time. “We were so happy to be able to volunteer
and donate to Arizona Helping Hands. We always feel so lucky every time we get to spend time with the amazing people there,” says Ashley Ford, President of Valley of The Sun Active 20-30 Club. Arizona Helping Hands services remain unduplicated, and with more than 14,000 children in Arizona’s foster care system, kinship and foster families rely heavily on the services provided by AHH. “My foster child was in desperate need of clothes, shoes, and other items. Clute and her staff of 14 serve children ages two weeks through eighth grade with infant care, preschool, and after-school programs. Clute, who has owned and run the Small People and Small People Two preschools for six-and-a-half years, saw the waning of the pandemic as an opportunity to replace her old, dilapidated building.
The groundbreaking, with a plan to be operational by spring 2022, follows a recent announcement by the Biden Administration of the American Families Plan, with an ambitious goal of investing $1.8 trillion in social welfare and family assistance programs to help lift millions of Americans out of poverty.
“I felt strongly that the children and teachers deserved a new, modern building after all these years. That was really my motivation for taking this big step right now,” Clute explains. “The generous post-COVID SBA incentives made it too good an opportunity to pass up.” She has applied for an SBA loan and is currently awaiting final approval on the building’s permits.
Maria Ibarra, the preschool’s CEO, expresses her joy about the new school: “I really cannot believe this is finally happening! I have watched multiple generations of families attend and work at our preschool. My own daughters work there and all my grandchildren attend.”

We met in the wee hours of the morning at 32 Shea, then spent a few hours picking up trash. id you know that August 22 marks National Tooth Fairy Day? This special day is a great way to start a discussion about oral health with kids and have a little fun at the same time. By celebrating a lost tooth, parents can reinforce the importance of good oral health in a fun and engaging way. Here in the United States, the Tooth Fairy is best known for collecting a child’s tooth or teeth from under his or her pillow, replacing the tooth with money. How much money these days, you ask? According to a new survey from Delta Dental of Arizona, the Tooth Fairy is getting more and more generous! Findings from Delta Dental’s Original Tooth Fairy Poll show that the Tooth Fairy’s
average cash gift reached its highest point in the 23-year history of the poll for a total of $4.70 per tooth. Here in the West, the Tooth Fairy upped her giving by nearly $2 over the last 12 months, leaving an average of $5.54 for a lost tooth.
Other U.S. Tooth Fairy Facts: • The Tooth Fairy visits 78% of the nation’s homes with children ages 6-12. • Around half of parents welcome the Tooth Fairy into their homes to give their child something to be excited about (53%) and to celebrate something fun (48%). • Almost half of children (49%) are receiving at least $5 for each tooth they lose. • The value of a first tooth is $5.87 on average—over a dollar more than what a typical tooth receives.

The Tooth Fairy isn’t celebrated in the same way everywhere, however. Here is a look at some of the ways lost teeth are celebrated in other countries, which makes for a great conversation about different cultures with kids: • In Argentina and Sweden, boys and girls leave the baby teeth they lose in a glass of water by their bedside. While they sleep at night, Magical Mouse visits to get a sip of water and trade the tooth for a few coins. • Many children in Europe celebrate much like American kids by leaving a tooth under their pillow for overnight collection. In the Philippines, Tooth Rat asks that kids leave baby teeth on windowsills so he can pick them up and move on quickly to the next house. • In Colombia and South Africa, another little mouse performs duties similar to the Tooth Fairy. Children may leave their baby teeth under their pillows or deposit them in slippers. • Baby teeth make lovely gifts in Chile and Costa Rica, where mothers craft charms out of the pearly white beauties and give them back to the children. It may sound a little odd, but people have been making and wearing enamel jewelry for centuries! We all know that the Tooth Fairy is one of the most powerful tools parents and caregivers can use to teach children about oral health. Families may want to use Tooth Fairy Day to reinforce these lessons as well as open lines of communication about responsible saving – perhaps the money from each lost tooth could be saved and tallied up once all baby teeth have fallen out and used for something special – and how different cultures have special traditions as well.

outh sports are a rite of passage for most kids, but finding the right one for your child can be tough. One of the most popular team sports for kids is soccer. Whether for recreational purposes or the more serious players looking for a club team, there are a variety of options. In the North Valley, one of the options for families is to team up with the experienced soccer enthusiasts at Thunderbird FC. Thunderbird FC is a family-run youth soccer club that offers both recreational and club soccer programs for boys and girls ages 6 to 14.

Thunderbird FC offers several program options. They have Little T-Birds program for kids 4 to 6 years old. Their recreational leagues are for players 7-14 years old; they run six weeks long and include one practice and one game per week. They also offer competitive club programs for more advanced players. The teams play a 7.5 month-long season with two practices and games each weekend. Those teams also go up to age 14. The soccer organization runs as a nonprofit, offering a positive and nurturing soccer environment to youth. They strive to keep costs as low as possible to allow more families to participate in these types of sporting activities.

t has been a frenzied sellers’ market for the last 12 months, but the tide is starting to change. The local economists are not predicting a crash but rather a movement toward a balanced market. Since March 2021 every week there has been a slight drop in demand and a slight increase in supply. Economics 101: when demand decreases, supply increases. These slight changes are barely noticeable. Homes are still selling quickly and often in multiple offer situations. However, the price range of $500,000 and above is showing more evidence of this shift. Homes in this price range are selling in a week or two, rather than a few days, causing For Sale signs to stay up a little bit longer. A large portion of the North 32nd Corridor falls into this price category. Yes, we are seeing more For Sale signs accumulating. See the chart to view the “Active Listing Weekly Counts.” Week 26, which started on July 3, hit a yearly high of active listings in our zip codes: 85028 and 85032. On average, the trajectory is slightly ticking upward since March. If the market continues on its current trajectory, the $500,000+ price range will be in a balanced market within six months. A balanced market is not a bad thing. Homes will still sell at the current price range and will continue to appreciate annually, but at a rate of the

Buyers will have some leverage unlike now where they have no leverage against the seller. With interest rates at historic lows, continued increase in the job market, and millennials converting from renting to owning – economists do not expect that we will move into a buyers’ market.

hat is a G.A.I.N. event? The City of Phoenix sponsors G.A.I.N. (Getting Arizona Involved in Neighborhoods). It is a day for Phoenix neighborhoods to join forces and promote awareness, safety, and neighborhood unity. G.A.I.N. showcases the importance of police-community partnerships and
citizen involvement in our quest for safer communities. I am the Block Watch Leader for Mountain Preserve Block Watch in 85028. Our neighborhood organizes a G.A.I.N. event annually. It is a huge event with food, activities, guest speakers, raffle prizes, sack races, and local business involvement. It is a lot of fun for all ages. We encourage neighbors to gather, talk, and enjoy the party as we bond together in unity and support of safety. It is held in the fall at Mercury Mine Basin Park. Volunteers are needed in the planning and organizing of this community party scheduled for November 6. We are asking neighbors from my local Block Watch communities (Heritage Heights, Mountain Preserve, Mountain Estates, and Paradise Gardens) to contribute their time in this large endeavor. Benzene is classified as a human carcinogen, a substance that could potentially cause cancer depending on the level and extent of exposure. Benzene is ubiquitous in the environment. Humans around the world have daily exposures indoors and outdoors from multiple sources. Benzene can be absorbed, to varying degrees, by inhalation, through the skin, and orally. Based on exposure modeling and the Environmental Protection Agency’s (EPA) framework, daily exposure to benzene in these aerosol sunscreen products at the levels detected
in their testing would not be expected to cause adverse health consequences. Out of an abundance of caution, they are recalling all lots of these specific aerosol sunscreen products. While benzene is not an ingredient in any of the sunscreen products, it was detected in some samples of the impacted aerosol sunscreen finished products. They are investigating the cause of this issue, which is limited to certain aerosol sunscreen products. The recalled sunscreen products are packaged in aerosol cans. The products were distributed nationwide through a variety of retail channels. Consumers should stop using these specific products and appropriately discard them. Consumers may contact the JJCI Consumer Care Center 24/7 with questions or to request a refund by calling 1-800-458-1673. Consumers should contact their physician or healthcare provider if they have any questions, concerns or have experienced any problems related to using these aerosol sunscreen products. The company is also notifying its distributors and retailers by letter and is arranging for returns of all recalled products. Adverse reactions or quality problems experienced with the use of this product may be reported to the FDA’s MedWatch Adverse Event Reporting program. Complete and submit the report online at fda.gov/medwatch/report.htm. This recall is being conducted with the knowledge of the U.S. Food and Drug Administration.

any people think estate planning does not apply to them because they “don’t have an estate to plan.” But the dictionary says an estate is “all of the things that a person owns.” We all have an estate. For many of us, it includes our home, our IRA, our bank account, vehicles, and maybe even stock or brokerage accounts. For a young couple with minor children, the biggest asset to plan for may be a life insurance policy. ESTATE PLANNING IS MORE THAN DISTRIBUTING WHAT YOU OWN AT YOUR DEATH A good portion of estate planning is planning for the distribution of property at death. But you also need a plan in case you become incapacitated. Who will manage your assets and your financial affairs if you can’t? Who will make decisions about your healthcare? With proper planning, you decide that ahead of time, and assure that the right person can quickly take charge and see that you and your finances are taken care of while you are out of commission. The Durable General Power of Attorney for finances is a key document in any plan. In truth, every adult 18 or over should execute one and appoint an agent who could handle any financial
or legal matters during incapacity. You may be thinking, “Even my 18-yearold child?” Yes, because now that child of yours is an adult and you don’t automatically get to handle legal matters for them any longer. For instance, even if you paid their tuition at college, they are the ones who will have to request a refund of the tuition if needed. If they are incapacitated for a time and not able to return to school, you won’t get that money back right away – unless you’re the agent under a durable power of attorney. This applies to you, of course. Part of your plan must be to execute a power of attorney to appoint someone to handle a lawsuit, deal with an IRS audit, or sign tax returns, talk to mortgage or insurance companies, and more. It applies to your elderly parent, too. Mom may be living with you and have minimal assets, but if you try to call Social Security or Medicare for her, they won’t discuss matters with you unless you have a power of attorney.

to Florence Pugh’s performance. Florence is a standout who brings an energy and personality that differs her from Natasha and, in this case, clearly outshines her. I cannot say the same for the characters of Red Guardian and Melina, though the actors are certainly trying, it is just not enough. It’s a film that feels like it’s trying to be a more classic thriller film but is unfortunately held back by the expectations and similarities of prior MCU films.

Gunpowder Milkshake A hitwoman must reunite with her estranged mother after a job goes horribly wrong. Gunpowder Milkshake really wants to be a stylish, Tarantinoesque action film with quirky characters and old school homages. Unfortunately, underneath all that style lies little substance. A brilliant cast is wasted on paper thin characters, a generic story, and action that’s been done to death before. There’s only so many times you can do neon-soaked long takes before the novelty wears off. There’s also no actual exploration of the passing of generational scars and violence that it introduces. What a disappointment.
AUGUST RELEASES August 6: The Suicide Squad Annette A prequel set after the events of Civil War, where Natasha Romanoff faces her origins and past demons to shape a better future for her loved ones. There’s really not much to say if you’re familiar with the MCU (Marvel Comics Universe) at this point. Though some interesting ideas are present (namely the Red Room’s parallels with human trafficking) and Cate Shortland shows some great action directing skills, Black Widow is a very underwhelming film. It is mostly brought down by its mediocre script, which continues Marvel’s commitment to bathos while not really going into the themes it presents. Add Scarlett Johannson’s clearly disinterested performance, like she’s ready to be done with this series, and you bring her time as the Black Widow to a two-plus hour death. On the upside, Yelena Belova is actually quite likable, but I attribute that mostly 24 • August 2021 • NORTH 32ND NEWS

A documentary about the overlooked Harlem Culture Festival of 1969. This includes never before seen footage of the event. Few films from 2021 have had moments that brought out my emotions like the scenes in Summer of Soul. We see the performers and festival goers relive their memories through past and newly found footage of the actual event. The emotions portrayed through their reactions
The return of Dominic Toretto and his crew as his long lost brother resurfaces with an old enemy. F9 has a sincerity missing from some of the more recent Fast films. It knows it’s over the top, but like the best entries in the series, it commits to it, playing it with an authenticity that the actors go with. John Cena is perfect for this series, as his energy makes his character interesting and surprisingly nuanced. Justin Lin reminds everyone how he’s still one of the best big budget filmmakers working today, giving a coherent and exciting vibe to the action. The remaining cast is still a lot of fun, especially Michelle Rodriguez.
