Improvements Planned for 32nd Street In Early Stages Information and Graphic Courtesy of the City of Phoenix THE CITY OF PHOENIX IS IN THE EARLY STAGES OF MAKING PEDESTRIAN AND OTHER SAFETY IMPROVEMENTS TO THE NORTH 32ND STREET CORRIDOR. The current study will be focused on North 32nd Street between East Shea Boulevard and East Cholla Street. THIS EFFORT WILL INCLUDE EVALUATING THE FOLLOWING ALTERNATIVES: • Right-sizing the roadway for current and anticipated traffic volumes. • Widening sidewalks for pedestrian safety. • Adding dedicated bike lanes. • Increasing the landscape elements within the corridor. Construction of State Route 51 resulted in a corresponding decrease in traffic volume along this portion of 32nd Street. This allows the city to study ways to enhance the safety of the road while contributing to a more vibrant community along North 32nd Street.
City Council Creates New Office of Accountability and Transparency
THE PHOENIX CITY COUNCIL RECENTLY APPROVED AN ORDINANCE ESTABLISHING THE NEW OFFICE OF ACCOUNTABILITY AND TRANSPARENCY (OAT). The OAT will have the ability to conduct independent investigations into the conduct of the city’s police department. The council first approved the establishment of OAT in February 2020. The recent vote approves the governing language outlining the duties of the office. Council members previously approved funding for the new office. The role of OAT includes monitoring or investigating members of the Phoenix Police Department. The new office may also provide recommendations for training, policy, and disciplinary actions. According to the approved language, the role of the OAT is to ensure complaints against officers are handled fairly and objectively, including a thorough and fair investigation. “The testimonies we heard from families
impacted by police violence is exactly why we need this office,” says Vice Mayor Carlos Garcia. “I am grateful for the community members who have long advocated for this change at the city. I am also thankful to the Mayor and Councilwomen Ansari, Guardado and Pastor for voting for this. The work continues and I hope you will continue to engage our office and the city in the implementation of this office.” The next step in establishing the OAT will be to hire a director. OAT staff cannot have been in law enforcement previously or be the family member of law enforcement. There will be community involvement in the hiring process. Once hired, the OAT director and staff members will monitor or investigate use of force, in-custody deaths, and other community complaints, and then make recommendations on whether the investigation was sufficient, along with any suggested discipline or needed policy changes. Regular reports from the office will be available publicly as part of the city’s transparency efforts designed to educate and inform the community.
City officials say that constraints such as overhead power lines on the western side, existing water and sewer lines, high pressure gas lines, and other infrastructure will influence the design options for this area. The city is in the early design phase and concepts will be shared for public comment in the near future. There is no construction schedule for projects in the design phase. Bridge on Shea Re-Opens to Bring Bridge Back to North 32nd By Emma Wolff FOR THE PAST 32 YEARS, BRIDGE ON SHEA HAS PROVIDED A FUN ENVIRONMENT FOR BRIDGE ENTHUSIASTS AND NOVICES ALIKE TO COME TOGETHER AND COMPETE, BOND, AND SHARE A PASSION FOR THE GAME. However, due to COVID-19, last year the group had to close its doors for the first time in three decades. Luckily Bridge on Shea, located at 7000 E. Shea Boulevard, recently opened back up and the organization’s members are excited to welcome back its participants. In an effort to adapt to a socially-distanced way of life, Bridge on Shea moved its games online. Though it was not exactly the same, it was an innovative way to stay active as a club. Many participants had never played an online game of bridge, but quickly learned in order to keep their skills sharp while waiting for Bridge on Shea to reopen in person.
“Many of our regular members were excited to jump online to play bridge, but didn’t know how to and were challenged with the technology,” says Liz Erling, the director of Bridge on Shea. “We went to members’ houses to help set them up and we loaned laptops to anyone who needed them. Although there was a bit of a learning curve, everyone did so well with the online platform and it was a great way to stay connected as a group.” Now that vaccinations are more readily available, Bridge on Shea decided to open up for in person games and lessons. They offer lessons for all skills levels and ages. Beginning, intermediate and advanced courses are taught by world champions and are a great way to meet bridge players at comparable skill levels. There are free half hour lessons on Mondays for anyone interested in learning more about the game of bridge. And, live games are played weekly Monday through Friday. Beginner lessons start on June 23.
Bridge on Shea will be taking COVID-19 precautions to protect participants and staff while games and lessons are in session. In order to enter the building, you must provide proof of a COVID-19 vaccination. Tables will also be spaced apart in order to social distance and there will be sanitizing stations throughout the complex. “We are thrilled to get back to in person games,” says Suzzette Wynn, the manager of Bridge on Shea. “We missed our friends so much during quarantine. You don’t realize how much you care for this community until you are pulled away from it. This is much more than just a club; it is a family.” Bridge on Shea is eager to welcome anyone to join the club. According to Wynn, you don’t need to be a member to join, you just need to show up and have a willingness to learn. “Whatever level or age you are, we want you to join this great community of ours. Even if you know nothing about the game, we will do everything in our power to help you learn and make sure you feel comfortable and welcomed,” adds Erling. Deadline Extended for Arizona Travel ID THE U.S. DEPARTMENT OF HOMELAND SECURITY JUST ANNOUNCED THAT IT WAS EXTENDING THE REAL ID FULL ENFORCEMENT DATE FROM OCT. 1, 2021, TO MAY 3, 2023. The Arizona Travel ID is the REAL ID-compliant credential issued by the Arizona Department of Transportation Motor Vehicle Division.
The Arizona Travel ID is a driver license or ID card, as well as a federallycompliant credential, that can be used for gaining clearance at federal TSA airport checkpoints and other restricted federally secured facilities.
ID applicants must show proof of their identity, proof of Arizona residency and provide their Social Security Number. For a full list of credentials and documents that meet these requirements, visit azdot. gov/TravelID.
WHAT DOES THIS MEAN FOR ARIZONANS? Beginning May 3, 2023, the federal REAL ID Act will require anyone passing through TSA checkpoints at airports for domestic flights to use a credential, such as the Arizona Travel ID or a passport, that requires more documentation than a standard driver license.
HOW IS THE TRAVEL ID DIFFERENT? Arizona is one of 37 states offering residents a choice in their driver license credential: the federally-compliant Travel ID or the non-Travel ID Arizona driver license, which is not federally-compliant and will not allow an individual to pass through TSA after May 3, 2023. Arizona law requires that MVD provide customers with this choice.

In March 2020, the pandemic forced Craft Nights to close its studio doors in order to keep guests and employees safe. However, co-owners Heidi Koffman and Jennifer Racer found a way to keep the community crafting thanks to pivoting to meet customers’ needs. “During the stay-at-home order we developed to-go adult and kids’ crafting kits that were available for curbside pick up or shipping,” says Koffman. “We saw the need for all ages to have projects to work on in an effort to help escape the stress of the world. Once we realized things were going to be different for awhile, we adapted and started offering virtual classes, too.” Now that many COVID-19 restrictions have lifted, Craft Nights is open again for in person classes. All sessions are instructor led with step-by-step directions for each crafting project, making it perfect for crafters of all skill levels. Craft Nights offers a ton of classes from canvas painting and string art to acrylic pouring, painting and planting classes. They also have a do-it-yourself sugar scrub bar that can be added to any of the classes. “We believe our classes remove the intimidation factor from crafting,” Koffman says. “Oftentimes people want to try a new
skill but just don’t know where to start. Coming to a class takes away the pressure of figuring out which supplies to buy and how to begin. We also provide the experts in case crafters need any advice or help along the way.” Another fun perk to going to a crafting class? Anyone 21 and older is welcome to bring their favorite adult beverage to enjoy while crafting, too. Not only does Craft Nights offer a variety of classes, they also host private parties. This is a great option for bridal showers, birthdays, and more. As long as there are a minimum of 12 guests, you can choose your favorite crafts and host a private event. In order to keep visitors safe, there is limited capacity at the studio to ensure social distancing. “After the new CDC guidelines and talking with instructors, we ask that if you are unvaccinated, you wear a mask, and those who are fully vaccinated will have the option of wearing a mask or not,” Koffman adds. “We are thrilled to welcome back the community for in person classes. We love seeing people learn and express themselves creatively,” says Koffman. “Whether you come on your own, or bring a friend, people usually end up having a laugh or two at Craft Nights. City News Fire Ban in Desert Parks and Preserves Now In Effect THE PHOENIX PARKS AND RECREATION DEPARTMENT HAS PUT INTO EFFECT ITS ANNUAL BAN OF OPEN FIRES IN THE CITY’S DESERT PARKS AND MOUNTAIN PRESERVES. The Maricopa County Parks and Recreation Department’s annual fire ban is also in effect. In consultation with the Phoenix Fire Department, smoking and charcoal fires are included in the ban due to the extreme fire danger that the combination of low humidity, increased temperatures, excessive dry vegetation, and frequent high winds create each spring. The ban does not apply to the city’s flatland parks. FOR THOSE USING THE CITY’S DESERT PARKS AND PRESERVE LAND, THE FIRE BAN STIPULATES THE FOLLOWING: • Open wood and charcoal fires are prohibited. • Propane or gas grills may be used, but only in established picnic areas. • Smoking outside enclosed vehicles is prohibited year-round. • Fireworks are prohibited year-round. Motorists traveling through or near Phoenix’s desert parks and mountain preserves should use extreme care with smoking materials and dispose of those only in their vehicle’s ash tray. To protect their homes, residents whose property borders the city’s preserve land may remove dry shrubs, brush and grasses, and trim dead branches from trees within the 10-foot strip of land that borders their property. By creating this 10-foot “buffer zone,” residents can help to protect their homes from potential brush fires in the adjacent preserve land. Preserve neighbors also should check irrigation lines and pool back-flush hoses to ensure that water is not seeping into the preserve. Outside water sources encourage unnaturally dense vegetation growth, which increases fire risk.

As the temperature increases and humidity drops this time of year, those utilizing the city’s desert parks and mountain preserves should use extra caution. Heatrelated illnesses are common from May to October, and generally occur because the victim has been overexposed to heat or overexerted their body based on physical condition or age.
The Phoenix Parks and Recreation Department and Phoenix Fire Department remind trail users to “Take a Hike. Do it Right.” when enjoying the city’s desert parks and mountain preserves. Visit Phoenix.gov/ Parks for a hiking safety checklist. For the safety of pets, dogs are prohibited on any City of Phoenix trail when the temperature is 100 degrees or warmer. The Arizona Humane Society advises that temperatures in the 90s are also unsafe for pets to be outdoors.

City News Two North 32nd Gymnasts Are Anticipated to Compete in Olympic Trials By Lila Baltman THE ARIZONA SUNRAYS GYMNASTICS & DANCE CENTERS RECENTLY ANNOUNCED THAT TWO OF THEIR CHAMPION GYMNASTS—JADE CAREY AND RILEY MCCUSKER—ARE ANTICIPATED TO COMPETE IN THE OLYMPIC TRIALS IN ST. LOUIS, MISSOURI JUNE 24-27. Carey has already secured a spot to compete on individual events at the Tokyo Olympics in July. Both gymnasts train at the Sunrays’ 32nd Street location. Jade Carey, 21, is best known for her powerful and highdifficulty exercises on vault and floor exercise. On vault, she is the 2017 and 2019 World silver medalist, the 2018 Pan American champion, and the 2017 United States national champion. The basin-style park first opened in 1986, but recently, city officials and community members celebrated the opening of its new playground. The new playground features climbing structures and slides for those ages two to 12, as well as toddler and youth swings, and seat spinners. Also included in the play area are 11 ADA accessible play activities and a wheelchair accessible dome-shaped climber. The ground level of the entire playground is covered in ADA accessible engineered wood fiber. Shade canopies are built into the play structures, and several new benches and a drinking fountain are located along the perimeter. The project cost $110,000 and was funded by the voter-approved Phoenix Parks and Preserve Initiative (PPPI). At The Source, our staff has over 30 years of experience in the natural products industry. Education Indian Bend Elementary Collects 32,000+ Bottles of Water to Benefit a Local Nonprofit
W
ith the temperatures rising, many community organizations need support and donations to provide water to those in need. For several years, Sarah Tokosh, a paraeducator at Indian Bend Elementary School, has spearheaded a bottled water drive to give to a local charity. “Water is an important necessity in Arizona,” Tokosh says. “With summer temperatures expected above 110 degrees, water is needed for survival on the streets.” Before school closed for the summer, staff and students at Indian Bend Elementary School collected 32,338 bottles of water that were donated to Never Alone, inc., a local nonprofit that provides outreach to the homeless. Giovanni Contreras, a fifth-grade student, collected an impressive 1,240 bottles. The United Parent Council, Realty ONE, and EPIQ Lending donated 12,000 bottles and 100 umbrellas for those in need as well. “In a year where not a lot of student events are happening, it is nice to see our students roll up their sleeves and get excited to get behind such a great cause,” says Principal Jan Stevens. “I am truly proud of the way our school came together to provide such a great service to our community. Go Thunderbirds!”
Mercury Mine Elementary Wins $20,000 Box Top Extra Credit Sweepstakes

atalie Taylor, a Montessori preschool teacher and parent at Mercury Mine Elementary School, won $20,000 for the school in the Box Tops Extra Credit Sweepstakes. “At first, I didn’t believe it. I thought it was a gimmick,” she shares. “After the money showed up in our student council balance, and I had principal Donna Alley confirm it, I was absolutely shocked and excited.” Taylor had collected under $10 of box tops at the time of entering the sweepstakes. She had to submit the Box Tops digital receipts between a segment of dates using the Box Tops for Education app.
“Keep collecting and submitting [Box Top] entries because you never know what will happen.” Box Top for Education Program provides extra money for schools nationwide to use on supplies, technology, and other items. Principal Alley shares that, since the switch to digital Box Top collecting has been hard for parents and students to transition to, maybe the sweepstakes is a way to incentivize the move to digital. “Mercury Mine is very grateful and will work harder to educate parents about the new digital process [for Box Tops],” she adds.
Mercury Mine Elementary School will use the funds on STEM resources for the school such as robotics, engineering materials, and more. These items will be available for students when they come back after summer break. “STEM supplies are exciting and will be used by all of the students,” says Principal Alley about how the funds are being spent. FOOD Food can be one of the most common causes of inflammation. We focus on diet in detail to identify any foods that could be aggravating the digestive tract. Common foods are wheat, dairy, eggs, corn as well as artificial sweeteners and other food additives. For further investigation, we may also discuss IgG food sensitivity testing to help identify specific foods for you. From there, we eliminate them for a certain period of time, heal the gut and then reintroduce the food. Sometimes, it just takes a little break from those aggravating foods to heal the gut. It is like wearing a shoe that causes a blister: you have to stop wearing the shoe for a period of time, let it heal, and then try the shoe on again. IMBALANCED GUT FLORA We have a very diverse microbiome in our digestive tract. This is a combination of good and bad bacteria that live harmoniously in our gut. Stress, food sensitivities and other health conditions can all disrupt the microbiome and lead to symptoms such as gas, bloating, constipation and diarrhea. Antibiotics, which are necessary in certain situations, can disturb our microbiome by killing off all bacteria (good and bad). Once this happens it is more difficult for the good bacteria to repopulate. Prolonged use of antibiotics causes an imbalance in bacteria and can lead to bacterial and/or yeast overgrowth. It is important to support the gut during and after any antibiotic use to ensure that the good bacteria are replenished. We are able to identify any bacterial or yeast overgrowth with specific testing and then treat with proper probiotics and additional support that are tailored toward each patient.
UNDERLYING ILLNESSES Underlying illnesses can also affect the digestive system. Thyroid disease can have a direct effect by causing constipation or loose/frequent stools. iving near a Starbucks isn’t just good for your caffeine addiction — it actually increases your home’s value, according to a Harvard study.
In the study, economists used Yelp to track gentrification results from Starbucks openings. They found that each Starbucks store that opened in any zip code has been associated with a higher increase in housing prices within a year than other areas during the same time. Not only that, but, according to research from Zillow.com, when a Starbucks moves into a neighborhood, houses go up in price at double the standard rate. Starbucks comes by its reputation as the bellwether of gentrification honestly. Its entry into an area really does predict a measurable change in demographics. When the coffee giant colonizes a neighborhood, home prices tend to jump. The population tends to get more educated and younger. Is it the chicken or the egg? It could be that Starbucks’ location scouts are just better at spotting the next gentrifying neighborhood than your typical homebuyer is. Many of the factors a hip chain wants for a new location (walkability, other upscale businesses nearby, and a population with disposable income) are the very factors that would contribute to property price increases as well. I guess it is time we welcome the new Starbucks in North 32nd on the northeast corner of 32nd and Shea. ESTATE AND GIFT TAXES MAY INCREASE. Arizona has no estate taxes. On the federal level, each person has an estate and gift tax exemption – the amount you can give away during life and at death before being taxed – that is currently $11.7 million. Biden’s plan would reduce the federal exemption to $3.5 million for estate taxes at death, and $1 million for gifts made during your lifetime. The plan also proposes to increase the tax rate on estates and gifts over the exemption from 40% to 45%. For estates that are or may be taxable under Biden’s plan, there are strategies to maximize your tax exemptions as well as ways to take advantage of the higher exemption while it still exists. Currently, married couples have portability of the exemption between spouses, allowing a surviving spouse to inherit their deceased spouse’s unused federal estate tax exemption. This portability for spouses is expected to continue under Biden’s plan. THE STEPPED-UP BASIS TO REDUCE CAPITAL GAINS AT DEATH MAY BE ELIMINATED. The IRS levies capital gains taxes on profits from selling an investment. Profits are calculated on the cost basis – what you paid for the asset. When the asset is sold, taxes are paid on the sales price less the cost basis. Currently your heirs’ inherited assets get a step-up in the
cost basis to the value as of your date of death. Thus, when the asset is sold, the tax is levied on the difference between the value at your death and the sales price. This significantly reduces capital gains for inherited assets. Biden’s plan would eliminate the step-up in basis for gains over $1 million. This change can greatly affect estate planning strategies designed to minimize taxes paid by the beneficiaries after the owner’s death. STRATEGIES. This article is too short to address the various strategies to minimize taxes. These strategies include gifting, use of irrevocable trusts, and charitable giving strategies that benefit your family and your charity of choice. What strategies will work for your estate varies based on many factors. We would be happy to discuss those with you. ESTATE PLANNING IS ABOUT MORE THAN TAXES. It is important to remember that estate planning is not just about avoiding or minimizing taxes. That can be an important element of a plan, but estate planning is also about saving time, money and grief for your family and beneficiaries. Having a plan in place that provides for your incapacity and death, avoids court proceedings, minimizes attorney’s fees, and provides a smoother transition of assets to your beneficiaries is every bit as important as planning for tax avoidance. For many who do not have taxable estates, even under Biden’s plan, this is more important than anything else.
