Phoenix City Budget Aims to Strengthen Crisis Response, Improve Public Safety Response Times By District 3 Councilwoman Debra Stark AS THE CITY OF PHOENIX BUDGET SEASON IS UNDERWAY, PHOENIX AIMS TO EXPAND A PROGRAM MEANT TO STRENGTHEN ACCOUNTABILITY, TRANSPARENCY AND TRUST RELATED TO PUBLIC SAFETY AS WELL AS IMPROVE RESPONSE TIMES. The Community Advocacy Program (CAP) is a civilian program currently housed in the Phoenix Fire Department. The program is an innovative approach to respond to crisis calls for service with mental health experts rather than police officers. This approach strengthens health outcomes and frees up officers and firefighters to focus on responding to other emergencies, shortening
response times. With this trial budget, city staff is proposing a significant increase in resources of $15 million and about 130 positions to expand the program over the next two to three years.
budget also calls for other public safety reforms by adding more 911 operators, reducing wait times for police public records, improving the HR management system, and more comprehensive reporting of crime data.
Staff has conducted research of other cities that have implemented civilianonly response models, and they have proved successful in helping people and reducing negative interactions with sworn personnel. This recommendation will also involve creating a public-private partnership with a third-party behavioral health provider to ensure individuals suffering with mental and behavioral health conditions receive ongoing case management and counseling services.
Every spring, the city of Phoenix is tasked with putting together a balanced budget, which is developed with extensive community involvement. Throughout the month of April, residents provided valuable input in a series of virtual community meetings to help shape the operating budget. The budget funds departments, programs and services citywide that impact residents’ daily life, such as streets, libraries, parks, senior centers, public safety, and much more.

In addition to allocating funds for public safety reform and responsiveness, staff is also proposing to allocate funds to address other community needs, including COVID-19 response and resiliency; climate change and heat readiness; affordable housing and homelessness; building community and responding to growth; and administrative accountability. Although this may be the typical Hollywood portrayal of westerners, not all cowboys are alike. The Arizona Black Rodeo is recreating the rodeo experience while keeping the rich history of Black cowboys alive. The Arizona Black Rodeo is returning to the Valley May 15 at a new location. The “hottest show on dirt” will take place at WestWorld, located at 16601 N. Pima Road in Scottsdale. There are two shows scheduled at 1 p.m. and 7 p.m. and the gates will open for each show about an hour and a half prior. The fun-filled event will feature rodeo staples including bull riding by highly ranked rodeo competitors from across the nation. It will also include tie down roping, steer wrestling, steer undecorating, ladies barrel racing, and relay races. 4 • May 2021 • NORTH 32ND NEWS
According to event organizers, not only will this been an entertaining event, but the Arizona Black Rodeo Association is also excited to present educational experiences to celebrate the heritage and culture of African-American western history. Tickets can be purchases online in advance for $18. The day of the show, tickets can be purchased at the door for $22. There is also a VIP seating package for $40 which can be purchased online. Children under three years old are free. Although this event typically attracts 9,000 rodeo fans from across the nation, this year seating is limited due to COVID-19 precautions. Seats are first, come first serve and there will be fewer available to ensure for social distancing. Face coverings will also be required to make sure all guests are safe. City News Arizona Restaurant Week is Back May 21-30 THE ARIZONA RESTAURANT ASSOCIATION IS PLEASED TO ANNOUNCE THE RETURN OF ARIZONA RESTAURANT WEEK (ARW) THIS SPRING. For 10 days — beginning Friday, May 21 through Sunday, May 30 — diners can enjoy specially dedicated menus designed to showcase the true culinary talent that exists within the state — from the finest five-star restaurants to locally owned and chef-driven “hidden gems.” During the event, participating restaurants offer culinary adventurers a unique tasting opportunity in addition to their regular menus, featuring three-course prix-fixe menus for just $33 or $44 per person. Wine pairings to enhance each course are offered at some establishments for an additional cost. Menus are available for dine-in as well as to-go. With take-out dining still a necessary and vital part of how restaurants are surviving in the COVID-19 age, diners are encouraged to participate in any way they feel

Arizona Tied for Top Spot in Nation for 2020 Personal Income Growth By Eric Jay Toll IN FEBRUARY, GREATER PHOENIX GAINED 13,400 JOBS OVER JANUARY 2021, PUTTING THE WORKFORCE WITHIN 3.6 PERCENT OF FEBRUARY 2020’S EMPLOYMENT TOTALS. The Arizona Office of Economic Opportunity pegged the metro workforce during the month at just 3.6 percent fewer hires than 2020’s last pre-pandemic month. Pandemic layoffs began late in March 2020, with April and May showing the worst of the year’s employment situation The employment and personal income numbers are showing signs of economic strengthening in Arizona. The data set trajectory puts the state on a path to equal or exceed pre-pandemic hiring this month. The data, released on April 21, will tell the tale. myhyperlocalnews.com
Greater Phoenix hiring in logistics was up 14.3 percent in February, compared to a year earlier. Hiring in banking increased the workforce by 5.2 percent over last year, while jobs in the finance and insurance sector rose 2.4 percent. The bioscience healthcare sectors were up nearly 1 percent over 2019. All other sectors are still below February 2020 workforce levels. Greater Phoenix posted a 6.7 percent unemployment rate, statistically unchanged from January but well over the 3.8 percent rate a year earlier . The Bureau of Economic Analysis (BEA) personal income includes all wages and salaries, Social Security, government benefits, dividends and interest, and business ownership proceeds. Across the U.S., in 2020, personal income totals reflect the first stimu-
lus payment and the pandemic-generated supplemental unemployment income. Nationally, state personal income growt h averaged 6.1 percent in year-over-year comparisons. Utah was third behind Montana with 8.2 percent, Idaho placed fourth at 8.1 percent, and Rhode Island was fifth, posting a 7.7 percent gain. Of the ten states with the highest personal income gains during the pandemic, half were in the West. BEA says that the 2020 boost in average personal income reflects government payouts from the CARES Act stimulus package. However, across the nation, wages and earnings were down by an average of 0.3 percent. Arizona’s average wages were up, pushing capita personal income up to $48,950. City News North 32nd Resident Named Fiesta Bowl’s Yellow Jacket Committee Chair THE FIESTA BOWL IS WELL-KNOWN FOR THE HOSPITALITY AND COMMUNITY INVOLVEMENT OF ITS YELLOW JACKET COMMITTEE. Leading the group for the 2021-22 season as the Yellow Jacket Committee Chair is North 32nd resident Andy Western, who served as Chair-Elect in the 50th anniversary season in 2020-21. “Andy Western’s contributions to the Yellow Jacket Committee have been widespread and he is wellrespected by all of us in the Fiesta Bowl family,” says Patrick Barkley, Chair of the Fiesta Bowl Board of Directors. “We count on the Yellow Jacket Committee in so many ways, with our success directly related to an engaged Committee. Local Teen Publishes Second Children’s Book That Will Help the Homeless ASHLEY NEVISON, AGE 14, RECENTLY PUBLISHED HER SECOND CHILDREN’S BOOK, TITLED “WE ARE SO BEAUTIFUL; VALUING THE DIFFERENCES AMONG EVERYONE.” The book introduces young children to the concept of diversity. The book is her second in The Monster Bully Series with Gino and The Monster Bully. In the book, Gino and the monsters talk about their differences and learn to accept each other just the way they are. Ashley will be donating 100% of the profits of the book to Sargeant’s Army, her own 501(c)3 private charitable foundation, to provide hygiene Hope Bags for the homeless. The profits from one book will provide one hygiene Hope Bag. Ashley started Sargeant’s Army three years ago in honor of her cat that died suddenly of cancer. The charity started out providing cat toys and blankets for cats waiting to be adopted and, when the pandemic started, she started sewing masks to donate to health care providers and essential workers. program in the summer of 2020 she knew she had to do more and started fundraising to provide hygiene Hope Bags for the homeless community. Since 2020, Sargeant’s Army has donated over 38,000 items in 7,500 hygiene Hope Bags to nine Arizona counties through twelve nonprofit organizations. Ashley’s goal is to reach 20,000 Hope Bags by the end of 2021. In addition, Sargeant’s Army also just committed to provide all of the consumables for the shower program at the Human Services Campus in downtown Phoenix. This will be over 15,000 single use shampoo packages, combs, razors and bars of soap for the next six months. “It’s amazing how wonderful I feel when I deliver Hope Bags,” Ashley says. “The sense of helping others makes me feel whole and grateful that I can provide some needed items for other Arizonans.” Both of Ashley’s books are currently available on Amazon. Registration Now Open for Annual Charity Golf Tournament By Emma Wolff DID YOU KNOW THAT 5.6 MILLION PEOPLE WATCHED THE MASTERS TOURNAMENT LAST MONTH? The Phoenix Metro Chamber Foundation and Blue Agave Mexican Cantina are coming together to host their annual charity golf tournament. This event takes place on June 12 at the Phoenician Golf Club, located at 6000 E. Camelback Rd. in Scottsdale.
HopeKids Arizona helps families who have been afflicted by childhood cancer. They also support families of children dealing with life-threatening conditions. The organization will use money raised at the annual event to host events and provide resources for families in need. The goal of HopeKids Arizona is to surround children and families with hope in a time that can feel hopeless. To participate in the charity golf tournament, attendees can register as golfers or sponsors. The organization also welcomes donated raffle items, prizes and auction items.
Not only will this be a fun day of golfing, raffles, auctions and prizes, all the money raised at the event will benefit HopeKids Arizona and the Phoenix Metro Chamber Foundation.
The early bird price for the tournament is $120 for the basic package and $160 for the VIP package. Prices are valid until May 15. Participants who register after May 15 will have an increased registration fee of $160 for the basic package and $200 for VIP packages.

PVSchools Select New Superintendent; Term Starts July 1 By Anne Greenberg, PVSchools Governing Board President
T
he PVSchools Governing Board had the opportunity to interview three extraordinary finalists for the position of PVSchools’ superintendent. Following robust discussion that included feedback from the community forum and stakeholder interviews, the PVSchools Governing Board unanimously selected Troy Bales, Ed.D., to serve as superintendent beginning July 1. His contract was approved at an April 8 Governing Board meeting.
Dr. Bales has served as assistant superintendent of human resources for PVSchools since 2016. From 1999 to 2016, Dr. Bales held positions within PVSchools as principal at the elementary and high school levels. Before joining PVSchools, he was the executive director of human resources at Glendale Elementary School District. He is a member of the American Association of School Administrators, the Arizona School Administrators Association, the Association of School Curriculum and Development, the American Association of School Personnel Administrators, the Arizona Association of School Personnel Administrators, and the Board of Directors of Teen Lifeline. Dr. Bales earned an associate of arts degree in general studies from North Iowa Community College, a bachelor’s of science degree in elementary education from the University of Iowa, and a master’s of arts degree in education administration and a doctorate in educational leadership from Northern Arizona University. James P. Lee, Ed.D., is currently serving as acting superintendent. Dr. Bales and Dr. Lee will work together in the coming months to ensure a smooth transition of leadership.

Kids’ Corner SUMMER WATER SAFETY: STAY COOL AND SAFE WITH THESE HELPFUL TIPS

ummer is fast approaching and, unfortunately for the Valley of the Sun, so is accidental drowning season. City resources, state agencies, and first responders come out in droves this time of year cautioning parents to “Watch Your Kids Around Water.” Sadly, drowning is one of the leading causes of death for children under age four in Arizona. While most children drown in their own pools, other water sources can also be dangerous, including lakes, canals, buckets, toilets, bathtubs, and ponds. Anyone who cares for children should be aware of the potential dangers and possible tragedies of drowning. Here are some safety tips to help you keep your kids safe around water as the weather warms up and pools become more attractive to children everywhere.
PREVENTING DROWNING In addition to teaching kids how to swim, the best way to prevent drowning is to watch kids when they are in or around water – without distractions. Put the cell phone or the iPad down and be sure to always keep children within reach of an adult. Never leave a child alone around a water source. It only takes two inches of water and a few seconds to drown. OTHER WAYS TO PREVENT DROWNING: • Use an approved barrier to separate the pool from the house. • Keep large objects that kids can climb on, like tables, chairs, large toys, or ladders away from pool fences. • Teach your children to always ask for permission to go near the water so they develop quality water safety habits at an early age. • Don’t allow kids to play in the pool area and don’t store toys near the pool. • Don’t allow anyone to swim alone - always swim with a buddy. • Drink plenty of water, even if you aren’t thirsty, and avoid alcohol to prevent dehydration. • Keep life-saving devices like hooks, poles, or flotation devices near the pool and readily available.
• Always have a designated child watcher whenever kids are near a pool or water source and take the kids with you when you leave the area. • If a child is missing, check the water first because every second counts to prevent drowning. • Make sure everyone in your family, children and adults, learn to swim. • Don’t forget the non-pool areas, too. Be sure to empty all tubs, buckets, containers, and kiddie pools immediately after you use them. Store containers upside down so they don’t collect water, and keep toilet lids shut and doors to bathrooms and laundry rooms closed.
HELPING SOMEONE IN DANGER Do you know what to do in an emergency? By definition accidents are unexpected, which is why it is always a good idea to learn CPR and basic water rescue skills. You never know when you may need to step in and save someone’s life, whether a child or an adult. The main steps to remember if you find someone in trouble in a water emergency are: 1. Yell for help and pull the person out of the water. 2. Call 9-1-1 immediately and stay on the line with the operator for instructions. 3. Begin CPR, if you know it. 4. If you are not trained, follow the instructions from the 9-1-1 operator until help arrives. Plan ahead and prepare yourself to know what to do in an emergency, because learning CPR and basic water rescue skills may help you save a life. LEARNING TO SWIM One of the most important things you can do to keep your kids safe around water is to teach them to swim. Swimming lessons not only teach kids how to swim when they are in the water, they also teach kids to respect the potential

dangers of the water and the rules for being safe around a pool. Get your kids familiar with water, comfortable with the rules for a swimming pool, and respectful of the dangers that come with drowning.
“As a parent, it’s imperative to remember that there’s no substitute for active adult supervision of your kids around water, even when it comes to the bath or anywhere with as little as an inch of water,” explains Kathy Hubbard, co-owner of Hubbard Family Swim School. “But an important line of defense for your children is having the ability to swim on their own. If your kids are not already enrolled in swim class, there’s no better time than the present to get them started.” “And if they have any reservations or concerns about swimming, ask them to share those with you,” Hubbard adds. “It’s best to keep an open dialogue going with your little ones so you can help them get comfortable in the pool, and ultimately learn water safety and potentially life-saving swim skills.” There are many different options for swimming lessons and a huge range of prices, times, and locations. You can sign them up for private or group swimming lessons at one of the many swim schools in town or go to a city pool or nonprofit community center. To start, search online for swimming lessons near you, ask friends who they have worked with before, or visit your city’s parks and recreation website. Summer is the perfect time to enjoy our almost yearround sunshine by the swimming pool, lake, or pond. Water is a great way to cool off and have fun, but take steps to be safe and prevent accidents or drowning while you splash around. n autoimmune disease is an illness in which the body attacks itself. Autoimmune disease can affect many body systems such as the thyroid tissue in Grave’s Disease or Hashimoto’s Thyroiditis, the gastrointestinal system such as Celiac Disease, Crohn’s Disease or Ulcerative Colitis, the musculoskeletal system in Rheumatoid Arthritis, and the skin in Psoriasis, just to name a few. Autoimmune disease can have a genetic component as well as be triggered by environmental factors such as stress, infections, hormonal influences, nutrient deficiencies, diet and lifestyle. Often times medications are given to suppress the immune system so that it lessens the attack on itself. In naturopathic medicine, the focus is to identify the root cause of the illness. Each person is treated individually and the goal for autoimmune disease to address the potential triggers for the inflammation. DIET Our gut and how we digest and absorb nutrients are a primary focus in most autoimmune diseases. Diet is a standard baseline. Strategies to Consider While Waiting For Your New Build Home to Be Finished

he shortage of homes for sale in Phoenix has been reported ad nauseum. Too many buyers, not enough homes. That means if you sell your current home right now, you might have no place to go. And while the market may correct itself before too long, this shortage has kept many sellers out of the real estate game for the past year – which contributes to the shortage of houses for sale. Vicious circle. For all these reasons, we’re seeing more people looking at new build homes. Unlike existing homes, these have a more stable price point that isn’t subject to a weekend bidding war with California investors. Once you’ve signed the papers and put down your deposit, you’re on a direct path to home ownership – but you might have to wait several months until construction is complete. If that’s the case, here are four strategies you can leverage to buy yourself some time while your new home is being built.
LEASE BACK THE HOME YOU’RE SELLING The lease-back is a situation whereby after the closing date, the seller no longer owns the home but still gets to live there for a set period of time at a set price. In other words, the sellers pay rent to keep living in the home they just sold. This can be a win-win for buyers and sellers, giving everyone time to get their affairs in order before moving in or moving out. STRETCH OUT YOUR CLOSING DATE A typical closing can take up to two months, and longer closes can be negotiated. Long closes, however, have built-in risks. They give the buyer more time to keep shopping for a different home and try to wiggle out of the deal you have in place.

Two Developers Seeking Planning Approval to Build Nearby Apartment Complexes By Jenna-Lee Neff

s the area continues to grow, two developers are in the planning and planning approval process that, if all goes as expected, will bring a 14-story apartment building and a five-story apartment building to the area. The 14-story high-rise apartment building is planned for the southwest corner of Scottsdale and Bell roads, across the street from The Promenade shopping center. The Hampton Group, Inc., a commercial real estate development and investment firm in Scottsdale, lists the project on their website as a 255-unit multi-family apartment complex in the design and development phase. In a recent committee meeting, two members of Phoenix’s Paradise Valley Village Planning Committee stated they think the building, which will reach 157foot according to current plans, is too tall. The proposed building would stand 32 feet taller than the 125-foot landmark Frank Lloyd Wright Spire that stands directly across Scottsdale Road from the development site. Committee Vice Chairman Joe Lesher, one member

concerned about the height, also expressed concerns over the impact the development would have on traffic at the intersection. Nicholas Wood, a development lawyer from the Phoenix law firm Snell & Wilmer who presented during the committee meeting, says the Valley’s growth is making it a necessity to build taller residential buildings. The development would still need approvals on the building plans and approvals on rezoning the area to move forward. Those approvals will need to come from the planning commission and the Phoenix City Council later this year. Two businesses currently operate on the proposed site; La Torretta Ristorante and Coconut’s Fish Café would be displaced if the planned development gets the approval to move forward. The second planned development, a five-story apartment building, which will sit across the street from the Kierland Commons shopping center, will be a 360-unit multi-family building with an attached parking garage. In a project overview submitted to the City of Phoenix, developer RD Kierland says the project provides an
opportunity to redevelop two underutilized onestory office buildings with surface parking on the 7.14 acre site along the Greenway Parkway corridor into the proposed five-story luxury rental residential community. “The overall goal of the project is to provide a quality, modern urban living experience for its future residents and to create a pedestrian friendly, walkable environment along its three roadway frontages for the benefit of the larger community,” according to the project overview. Recently, Phoenix’s Paradise Valley Village Planning Committee unanimously approved the general plan and rezone change for the property. However, the project still needs approval from Phoenix’s Planning Commission. The commission is expected to review the project during a Thursday, May 6 meeting. When you establish a Revocable Living Trust, the person in charge is your successor trustee. A common question is just how to pick the successor trustee. Here are qualities to look for in a successor trustee: 1. INTEGRITY AND LOYALTY For me, this is the most important quality. It is terrible to get the call that a trustee has been mishandling money or filling their own pockets. It is essential to select someone you trust implicitly, someone you believe would never consider misusing the trust assets. 2. GENERAL BUSINESS COMPETENCE AND WILLINGNESS TO SEEK ASSISTANCE You might think you need an investment savvy trustee. However, someone who is willing to seek out and listen to good counsel and advice, and can discern between good and bad advice, is a very good choice. Your trustee’s understanding of financial matters and ability to find good advisors is more important than their (perceived) ability to pick winning stocks. 3. UNDERSTANDING YOUR BENEFICIARIES’ NEEDS AND CIRCUMSTANCES Your trustee should be someone responsive to your beneficiaries’ needs and requests. A family member is usually a good choice, but if you want a corporate trustee to serve, be sure the person who is the primary contact for the trustee is located in Arizona. 4. For instance, if you own several rental properties in Phoenix, a trustee in New York won’t be able to readily check on the property manager, and the properties may be run down and lose value before the long distance trustee realizes it. 7. New COVID-19 Relief Bill has Billions of Dollars for Home Owners to GO SOLAR By Michael O’Donnell
T
he new coronavirus (COVID-19) relief bill—the Consolidated Appropriations Act, 2021, which includes the Taxpayer Certainty and Disaster Tax Relief Act of 2020 (the Act)—was signed into law. The Act not only contains tax provisions to provide direct relief to individuals, but also extends renewable energy tax credits.These have been included in a $1.4 trillion federal spending package alongside a $900 billion COVID-19 virus relief spending bill. The solar investment tax credit (ITC), which was scheduled to be 22% in 2021 has been increased to 26% and will stay at 26% for two more years. Benefitting homeowners and businesses, the Act extends the sunset or phase down periods of federal tax credits related to the development and operation of certain renewable energy electric generating facilities, and provides new tax credit extension rules. The Act also provides eligibility extensions for tax benefits applying to other “green” technologies including battery storage and carbon capture systems. This means that residential solar projects which complete construction in 2021 and 2022 will still be able to receive a tax credit at 26%. All markets will drop to a 22% federal tax credit in 2023, and the residential market will drop to 0% tax credit beginning in 2024. The extension of the ITC has seen support from many outside the solar industry, including congressional leaders and a group of bipartisan mayors.Various bills have been introduced in the last few years attempting to extend the solar ITC, but until this bill nothing had been passed.

An extension of the ITC was among the policy priorities put forward by the Solar Energy Industries Association (SEIA) following last month’s presidential election.
